Putin May Be Forced to Compromise on Ukraine But Only If He has “a Victory Smile’ on His Face, Oreshkin Says

            Staunton, February 17 – Vladimir Putin has ever fewer resources to prosecute his war in Ukraine, and consequently, eventually some kind of accord will be reached, perhaps like that in Northern Cyprus or Nagorno-Karabakh where people “aren’t shooting but they are not living in peace either,” according to Russian political analyst Dmitry Oreshkin.


            But that will happen only when Putin can achieve something that will allow him to stop with “a smile on his face” and the most likely result will be “a Transdniestria-2,” arguing that precisely because Putin has said that is not want he seeks, it is exactly what he wants and will do (nv.ua/publications/putin-skazal-chto-ne-budet-delat-vtorogo-pridnestrovya-nu-znachit-tochno-sdelaet-rossiyskiy-politolog-34809.html).


            And while “no one knows” what Putin might do if he feels cornered – and because he has nuclear weapons that is a most serious concern – Putin is “all the same a rational man, albeit insane as well. But in his insanity, he is rational” to the extent that he doesn’t want to lose his head and uses bluffs because they work.


            In an interview he gave to Viktor Stepanenko of “Novoye vremya,” Oreshkin says that the war in Ukraine will continue as long as Putin needs it to. He wants to punish Ukraine for its independent stance in order to send a message to other former Soviet republics about the limits of the permissible as far as he is concerned.


            There is another reason for assuming the war will go on for some time: Putin is someone whose style of leadership requires war.  That was true of the Soviet Union. It could prosecute wars because it could organize all the resources of the country. But under peacetime conditions, that system didn’t work, and neither does Putin’s.


            Moreover, “in [the current] situation, the only thing that Putin can do is to leave in the body of Ukraine an abscess” that he can exploit whenever he needs it, Oreshkin says.


            Consequently, the Russian analyst says, he does “not understand when Ukrainian politicians say that Donetsk must be returned … They are not fools and they understand that this is a counter-productive idea.” They say because they cannot openly say that they do not need Donetsk because then the question would arise: what are Ukrainians fighting for?


            There is a good answer to that: “they are fighting so that the Donetsk and Luhansk regime will not spread to the entire territory of Luhansk and Donetsk oblasts and that they will not try to seize Odessa, Dneprpetrivsk or Kharkhiv.”  Fighting for Donetsk and Luhansk is “a good slogan,” but it is anything but a good strategy.


            Those two places have been “hopelessly lost,” and that may be for the best, Oreshkin continues.  Despite the problems they can cause, they have nowhere to go. No one in Russia wants them. And they have no future as independent states: that isn’t even in Moscow’s interests which wants them only as a lever to block Ukraine from joining NATO.


            According to Oreshkin, “Putin used the Minsk talks in order to show that he did not have any relation [to these two statelets]. He signed a paper and then the DNR people didn’t sign,” giving him the opportunity to show that he could influence them. “Western leaders gave the appearance that they believed all this.” But “that is part of the game which allows Putin to avoid losing face” and possibly using his nuclear weapons.


            With such a leader, the Russian political analyst says, it is always necessary to take into consideration his comfort level, standing up to him, on the one hand, but “always leaving a little window open,” on the other. Naturally, everyone understands that all this was orchestrated by Moscow, and “no one has any doubts about that.”


             Had things proceeded otherwise, the West could simply have insisted that Putin stop supplying arms to the Donbas militants. But that wouldn’t have corresponded to Putin’s interest because then it would have left him out of the game in Ukraine. And “it would violate his strategy if such a thing in fact exists,” Oreshkin says.


            In fact, the Russian analyst says, Putin doesn’t have a well-articulated strategy beyond what he sees as the vital need to punish Ukraine. “He cannot leave Donetsk both because he would lose control and because he would lose face. He cannot administer Donetks because the West is quite sharply limiting his ability to do so.”


            What is left is to keep the situation in a flammable condition and toss in a match when he needs to. And that, Oreshkin says, is what a Transdniestria-2 outcome looks like.

A Most Violent Year

One year ago today Viktor Yanukovych offered the people of Ukraine a deal: the government would give the protesters amnesty if they would abandon their positions in Maidan Square and elsewhere across Kiev. The protesters, who had nearly frozen in the months spent in the cold city squares, saw the deal as a way to subvert the protest. They did not leave. The government, believing that they had given the protesters a final chance to avoid bloodshed, deployed its infamous Berkut riot police to the streets. Chaos erupted, and instead of ending the crisis, the actions of the Yanukovych government on February 17-18 shook the regime to its knees.
365 days ago today, seeing the chaos in the street, we made a decision — to launch a liveblog on the events in Kiev (read it here). Ukraine was an important story for the world then not because the West would gain an ally or an economic partner, although it had sought to do both those things. The story was important because the actions of the Yanukovych government were heavily influenced by the desires of Moscow, which was bullying friends and opponents alike across eastern Europe. The crisis has continued for a year not because of political instability in Ukraine but because of the revanchist imperialism of Putin, as demonstrated by the Anschluss of Crimea and then the Russian invasion of the Donbass. Unfortunately, the crisis will continue for as long as those factors remain unchanged, but our coverage will also continue.

Putin, in Reaching Out to the Right in Europe, has Not Forgotten the Left, Kubansky Says

            Staunton, February 17 – Vladimir Putin’s ostentatious flirting with right-wing nationalists in Europe has attracted so much attention that many have devoted too little attention to the fact that Moscow continues to work with left-wing groups there just as it did during the Cold War, according to Igor Kubansky.

 

            In a commentary on Rufabula.com today, Kybansky argues that “the victory of the left radicals in Greece shows that the priorities of the Kremlin in its search for ‘agents of influence’ has not changed a great deal since the times of the USSR” (rufabula.com/articles/2015/02/10/the-specter-of-communism-over-europe).

 

            For many in Ukraine, the West and even in Russia, he says, “it has long been a commonplace to say that “in the West, the ultra-right supports Putin,” and point to the French National Front, the Hungarian Jobbit movement, the Bulgarian Ataka party and “various Serbian organizations.”

 

            And these same commentators point to the rightwing Golden Dawn group in Greece which declares that it “does not want to see Europe slavishly subordinate to American policy” but rather a Europe to which Russia would belong” and says that Berlin and Washington organized the Maidan in Ukraine and the persecution of Orthodox Christians there.

 

            But Putin has other friends in Greece and in Europe, and they are to be found on the left. Among them is the SIRIZA group in Greece which, as Kubansky points out, “is well-known for its pro-Russian attitudes and links with [Russian] imperialists” of the Dugin variety even though it supports Gay rights, backs same-sex marriages and opposes clericalism.

 

            A clue to the reasons for Moscow’s backing of SIRIZA as well as the Golden Dawn can be found in a statement by Eurasianist leader Aleksandr Dugin who once said if he had to choose between being “with the gays against the US or with the US against the gays, [he] would choose being on the side of the gays” (arctogaia.com/public/tatu.html).

 

            That speaks volumes about Moscow’s priorities which Kybansky says reflect the fact that “Russia prefers to see in power in European countries a mix of Maoists, Trotskyites, Stalinists, and all the rest of the left” more than it wants those who are on the far right, however cozy Putin may be with them out of tactical considerations.

 

            “The most reliable allies of Russia in the foreign policy arena remain the left of various masks: North Korea, Cuba, Venezuela, Nicaragua, Zimbabwe, and other such regimes,” which were closely associated with the Soviet Union. Moreover, “Russian continues to support ‘the struggle of the Palestinian people against Israeli aggression.’”

 

            Kubansky says that he does not know whether the European far right “sincerely considers that Russia has completely changed and become a ‘traditional,’ ‘rightist’ state or whether instead [its ] prefer to close their eyes to the obvious.” And the obvious is very, very clear, the Russian analyst suggests.

 

            It is this: “present-day Russia however much it tries to convince everyone of the opposite has no relation to historical Russia.  All its roots are from the USSR and only from the USSR. It is not ‘a reborn Russian Empire.’ It is simply something Soviet,” part of the regime that began to collapse in the 1970s.

 

            And Kubansky adds as a confirming postscript the following note: “As is well known, an ultra-right party, strongly opposed to the US and sympathetic to Moscow leads in all the polls in Spain. Judging from everything,” he concludes, “the Russian Federation is preparing to take revenge for [its loss in] the Spanish civil war of 1936-1939.”

Russia and the West Must Begin Thinking Seriously about a World ‘After Ukraine,’ Kolerov Says

            Staunton, February 17 – Modest Kolerov, an outspoken champion of Russian nationalism and expansion, says that the expert community in Moscow has still not decided on what would be best for a world “after Ukraine” but that in his opinion, “the best scenario for [Russians] would be a freezing of the conflict.”

 

            Kolerov, who is editor of the Regnum news agency, says that he reaches that conclusion because of his long experience working with South Osetia, Abkhazia, Transdniestria, and Nagorno-Karabakh and because of his conviction that “the Ukraine we know today is [already] a phenomenon of the past” (regnum.ru/news/polit/1895852.html).

 

            The commentator made this and other declarations at a conference in Novgorod last week called “Russia and the West: Quo Vadis?” organized by the Russian-Polish Center for Dialogue, the Friedrich Ebert Foundation in Russia, the Polish embassy in Russia, the NATO information bureau in Russia, the Polish Institute in St. Petersburg, the Russia-Baltic Media center, the Danish Embassy in Russia and the Norwegian consulate general in St. Petersburg.

 

            Kolerov began his address by insisting that in the future “Ukraine will no longer exist” because “that Ukraine which we know today is a phenomenon of the past.” Consequently, he argued, “the life of Eastern Europe and Eurasia after Ukraine requires an honest approach from the sides participating in the process.”

 

            “When we will see tomorrow will be a different phenomenon, another Ukraine. We no longer can discuss the history of Ukraine and its interests,” Kolerov says. Those have been “sacrificed to those who sponsored, organized and continue to organize coups” against legitimate governments as was the case with the Maidan.

 

            According to the Regnum editor, “we must discuss what each of the sides – Germany, the EU and Poland sees as the immediate future of this territory,” but up to now, he insists, “not one of the sides has a model or image of the future of Eastern Europe after Ukraine.” Nor, Kolerov acknowledges, is there “any precise understanding … of the future after Ukraine.”

 

            He says that Russian policy toward Crimea, the Donbas and other territories of Eastern Ukraine “has been reactive … We know that all the previous policy of Russia toward Ukraine … was dictated” not by a considered examination of Russian national interests but by Moscow’s deference to the insistence of the West on what he calls “a dynastic policy.”

 

            As a result, until February 2014, Russia had been “losing in Ukraine.” Indeed, Kolerov says, “its entire 25-year-long policy toward Ukraine” had been a failure.

 

            Throughout that period, he says, “Ukraine through the efforts of all administrations was formally pro-Russian was in fact anti-Russian and pro-Western, and “consistently pursued a firm course involving ‘the rehabilitation of pro-Hitler, Banderite collaborationism which is now its official ideology.”

 

            Last year, Russia adopted a new course in “a series of impromptu steps in Crimea, in the Donbas, and in relation to Ukraine as a whole.” In every case, Kolerov insists, Moscow was defending itself against the attacks of others. But now the question arises: “What model of the Russia does Russia want to achieve” regarding Ukraine?

 

            There is no clear answer to this up to now, he says. “There are attempts to combine principles of various kinds: the integrity of Ukraine, the federalization of Ukraine, the right of the east of Ukraine to self-determination, military security of Russia in connection with the expansion of NATO into Ukraine which undoubtedly will occur.”

 

            The only thing on which Russians agree and about which there can be no discussion is the status of Crimea as part of the Russian Federation, Kolerov says.  “A retreat in Crimea would mark the death of Russian statehood and the national suicide of our people,” he argues. “Everyone must understand this.”

 

            According to Kolerov, “the Minsk agreements will not be observed in the first instance by the West.” And he argues that the West will continue to seek to weaken Russia by moving against it elsewhere in the post-Soviet space and in particular in Uzbekistan, Kazakhstan, Azerbaijan, Belarus, and Armenia.

 

            The Regnum editor says that the EU and the US will undoubtedly seek to “impose on the region the economic model of shock therapy” and to displace Russian influent with their own by expanding NATO just as they have already done in the Baltic countries.  But, Kolerov concludes, all this is in the interests only of the US and not of Europe.

‘Lead from behind’ strategy will plague the U.S.

Any administration's national security strategy written for public consumption inevitably involves platitudes, vacuous rhetoric and self-congratulation.
But the strategy announced for President Barack Obama's final two years in office sets new records in all these categories. As a sleep aid, it cannot be underestimated. Indeed, diverting attention from America's rapidly deteriorating global strategic posture was likely a prime objective, as were his answers at the Feb. 9 news conference with German Chancellor Angela Merkel.
In her defence of the strategy, National Security Adviser Susan Rice criticized "alarmism" by Obama's critics, arguing in a speech that we do not face "existential" threats as we did in the Second World War and the Cold War.
That's true, but no thanks to Obama's policies, which have weakened the United States and in coming years will encourage aggressors rather than deter them. The president fails to grasp that the function of statecraft is precisely to be alert to small threats and crises, and to prevent them from growing to existential levels.
Obama's national security strategy is most noteworthy for its detachment from reality.
In a personal introduction, the president preens about reducing American forces in Iraq and Afghanistan from approximately 180,000 in 2009 to roughly 15,000 today. Then, ironically echoing his predecessor, he asserts that we are "leading over 60 partners in a global campaign to degrade and ultimately defeat" Islamic State.
Left unsaid is that Iraq has collapsed as a viable state, and that Islamic State, a threat equal to or worse than al-Qaida, now controls large portions of Iraq's territory. What is left over is an Iranian vassal. The prognosis for Afghanistan is little better.
These debacles are presented as achievements. In fact, I believe Islamic State would fall swiftly in the face of strong military measures and political efforts to divorce Sunni Arabs in Iraq and Syria from its sway. Instead, Iraq is devolving into a new terrorist state, as other countries in the region, from Libya to Yemen, descend into chaos and anarchy.
Obama claims we are "in lockstep with our European allies" in opposing Russian aggression in Ukraine, but Merkel and French President François Hollande actively negotiated with Moscow, while Washington appears to be sidelined. Meanwhile, NATO is badly divided over whether to provide Kyiv military aid.
Nonetheless, Obama writes that "the question is never whether America should lead, but how we lead." His truly Orwellian notion that "leading from behind" is actually leadership would warm Big Brother's heart. Sadly, our global adversaries are not deceived.
The security strategy's detachment from reality is most egregiously displayed in its discussion of the proliferation of weapons of mass destruction, and specifically Iran's nuclear-weapons program. Obama is proud he is reducing America's nuclear capabilities, even as he admits that threats posed by "irresponsible states or terrorists" using nuclear weapons are the gravest America faces. Unfortunately, the idea that diminished U.S. capabilities will in some way induce those "irresponsible states or terrorists" to modify their own behaviour seems chilling and palpably inaccurate. Surely, a weaker America is an incentive to the irresponsible, including states like Russia and China, not a model.
On Iran, Obama says that the 2013 "interim" deal (agreed to by the UN Security Council's five permanent members and Germany) "has halted the progress of Iran's program." This is flatly untrue and as a basis for policy, it almost certainly obscures a growing "existential" threat for America and our allies. It assumes we know everything about Iran's nuclear-weapons program, which is a dramatically unrealistic characterization for both the extent of, and our confidence in, the information we actually possess.
There is simply no evidence that Iran has done anything other than make temporary, easily reversible concessions regarding uranium already enriched to reactor-grade levels. Nothing in the interim agreement even addresses the likelihood of Iran's efforts to weaponize highly enriched uranium and to develop a plutonium nuclear-weapon option. Nor does the agreement curtail its missile development program. The missile work of Iran's partner, North Korea, has already led U.S. and South Korean commanders to warn that targeting America's West Coast is within Pyongyang's reach.
Even more fundamentally, Obama's security strategy fails to acknowledge that recognizing an Iranian "right" to enrichment reverses the most basic premise of more than a decade of negotiation with Iran begun in 2003 by Britain, France and Germany. From 2003 until Obama, the West agreed that Iran had to forgo unconditionally all enrichment-related activity to assure the world its program was entirely peaceful. Obama's retreat on this critical point is comparable to the "existential" mistakes made by Western appeasers in the 1930s.
Like its bureaucratic predecessors from every administration, the 2015 national security strategy will soon lie forgotten on dusty shelves. Unfortunately, however, Obama's ongoing, accelerating failures will bedevil America for decades to come.
