New US Defense Chief on First Official Visit to Afghanistan

The new U.S. defense secretary, Ashton Carter, arrived in Afghanistan early Saturday for a previously unannounced visit -- his first overseas trip as Pentagon chief. Carter plans to meet with Afghan President Ashraf Ghani as the U.S. mission in Afghanistan changes from combat to training and advising Afghan forces, who have taken responsibility for the country's security. About 10,000 U.S. troops are in Afghanistan. Before taking office, Carter told the U.S. Senate he could reconsider plans to pull all U.S. forces out of Afghanistan by the end of the year. But he said that would depend on the security situation. He also said he would work with U.S. coalition partners to make sure Islamic State does not expand from the Middle East into Afghanistan.

Shipping Firms, Dockworkers End US Ports Dispute

U.S. dockworkers and port operators have reached a tentative deal on a new labor contract, settling a dispute that disrupted the flow of cargo through 29 West Coast U.S. ports and snarled trade with Asia. The deal was reached late Friday and calls for restoring all port operations starting late Saturday.  The two sides must still reach a final agreement. In a joint statement, the president of the Pacific Maritime Association, James McKenna, and the president of the International Longshore and Warehouse Union, Bob McEllrath, said they are pleased to have reached a tentative deal that is good for dockworkers and the shipping industry. U.S. Labor Secretary Thomas Perez oversaw four days of negotiations this week between the two sides in San Francisco in the western U.S. state of California. The White House responded to the settlement by calling it a "huge relief" for the U.S. economy, particularly the many American workers, farmers and businesses that have been affected by the dispute.  A spokesperson said President Barack Obama is urging all parties, as they finalize their agreement, to clear out the congestion with ships at the West Coast ports. The labor dispute, which began in July when a previous contract expired, tied up 29 West Coast ports for months and created a bottleneck for much of U.S. trade with Asia.  Those ports handle more than a quarter of all U.S. maritime trade and more than 70 percent of the nation's imports from Asia. Billions of dollars worth of cargo have been backed up, with large container ships remaining idle outside ports from southern California all the way north to the Canadian border.

Moscow’s Use of Non-Russian Soldiers in Ukraine Creating New Problems for Putin

            Staunton, February 21 – The admission by a Moscow newspaper of what the whole world knows even if its leaders sometimes won’t say -- that Moscow has deployed units of its own army in Ukraine – has attracted attention around the world, but one part of that acknowledgement has not, although ultimately this may be the most important part of it.

 

            And that is this: Moscow is not using just any of its own troops. It is using non-Russians in its war against Ukraine, and at least some of their fellow non-Russians within the current borders of the Russian Federation are asking a question that Vladimir Putin certainly doesn’t want them to: when, they inquire, did the Ukrainians attack our nations and republics?

 

            Four of the seven soldiers referred to by Ilya Barabanova in “Kommersant” on Thursday are from non-Russian parts of the country, not surprising given the demographic decline of the ethnic Russians relative to non-Russian nations there and economic problems that drive some non-Russians to see the military as a way out much as less-well-off groups do in other countries (kommersant.ru/doc/2671088).

 

            In reporting this pattern but in not giving the full names so that the nationalities of those involved could be determined, the “Kommersant” journalist says by way of a postscript that “the author knows the full names of all the heroes of the text but the editors do not consider it correct to publish them yet.”

 

            But Balabanov provides one telling detail: an exchange among soldiers of the Russian military. One, who notes that there are Buryats in their ranks, says that they are “Donbas Indians,” a dismissive comment about a proud Mongol nation in the Transbaikal.  And then the journalist adds “All smile [because] all understand everything.”

 

            In commenting on this story, however, one Buryat activist makes it clear that not everyone understands everything or at last everything in the way that Vladimir Putin would like them to. Sayana Mongush notes that “Ukraine has not attacked Buryata, Tuva or Yakutia” and wonders why men from there should be sent to fight there (facebook.com/sayana.mongush).

 

            Once again, the empire is using its non-Russian subjects to do its fighting, and once again, while some are doing so willingly, others are questioning this practice. And such questions in and of themselves highlight the divisions within Russian society and undermine the supposed monolithic unity of that country.

 

            At the very least, they are likely to give some in Moscow pause about a policy that demographics and economics have left the Russian regime if it wants to continue its aggression with no choice but to adopt.

 

            In the coming days and weeks as Putin’s aggression continues, it will thus be important to watch not only the extent to which the Russian Army in Ukraine is not exclusively Russian but also the way in which non-Russians are reacting to their use, especially as the Kremlin pushes an ever more Russian nationalist line and reduces its support for non-Russian areas.

 

            At the same time, and in yet another indication that neither Russians nor non-Russians are as eager to fight in Ukraine as some have suggested, there are no increasingly frequent reports that Moscow will use at least some of the prisoners it plans to amnesty as soldiers in Ukraine (zloy-odessit.livejournal.com/1143396.html).

 

            Indeed, it is not impossible to imagine that some of these prisoners will be offered their freedom only if they agree to fight in Ukraine.  To the extent that happens, Putin’s criminal invasion of Ukraine will take on not only a non-Russian face but very much a criminal one as well.

Former Yemeni President Flees Capital After Rebels Let Him Go

Aides to former Yemeni President Abed Rabbo Mansour Hadi say he has left the capital, Sana'a, after Shi'ite rebels let him go following weeks of house arrest. The aides told Western media Saturday that Hadi was headed to the southern city of Aden, his home town.   The former president has been under house arrest after being detained last month along with his ministers when Shi'ite Houthi rebels toppled Yemen's government. The U.N. Security Council adopted a resolution earlier this past week demanding the Houthis restore the Sana'a government and Mr. Hadi, who is backed by the United States. Yemen has been mired in political turmoil since Houthi rebels seized Sana'a in September. On Friday, the U.N. envoy to Yemen said rival political parties, including the Shi'ite rebels that seized power in the majority Sunni country, are getting closer to reaching a deal that could prevent the country from sliding into civil war. "We took a very important step this morning toward reaching a political deal to end the current crisis," said Jamal Benomar Friday in a statement posted to his Facebook page. "Parties to the talks have agreed on an interim legislative body that guarantees the participation of all political elements not represented in the current lower house of parliament," he said. "According to the deal, the lower house will retain its current form, and a congress called the People’s Transitional Congress will be formed." Mohammed Albasha, a spokesman for the Yemeni embassy in the United States, told VOA following the announcement that the agreement to replace the current upper house of lawmakers with the new transitional council is a move in the right direction. U.N. envoy Benomar said issues that remain unresolved include the status of the presidency. The recent U.N. resolution stops short of sanctions or direct intervention, and would require new Security Council action for any eventual penalties to be applied. There was no immediate rebel response to the U.N. move.  But Houthi leaders have said they will not cede power in what they describe as "the face of threats." Since seizing power in January, rebels have dissolved parliament and set up their own ruling body.  They say they are carrying out a "revolution" against corrupt officials and economic ruin.

Ukrainian War Seen Pointing to a Rise in Right-Wing Violence in Russia

            Staunton, February 21 – A new and dangerous trend is emerging among some Russian nationalists as a result of the war in Ukraine, with some insisting that the conflict there is “the result of a Zionist conspiracy against the Slavs” and opposing the inclusion of “Novorossiya” within Russia lest it give the Kremlin more supporters.

           

            Some of those who hold these views, Natalya Yudina of the SOVA Analytic Center says, have gone to Ukraine to fight against Russian forces where they are acquiring military skills that they are likely to employ inside the Russian Federation once the fighting in Ukraine is over (ru.rfi.fr/rossiya/20150219-natalya-yudina-odnim-iz-posledstvii-voiny-v-donbasse-mozhet-stat-rezkaya-aktivizats/).

 

            Yudina told RFI’s Russian Service that such people are also interested in fighting against pro-Moscow forces operating in Ukraine because they want to kill ethnic Chechens who, they are convinced, form a significant fraction of Russian forces there. The death of Chechens or indeed of any Caucasians is something these people “only welcome.”

 

            Those who hold such views are not taking part in the debates among Russian nationalists in Moscow. Instead, they prefer to act directly by “personally participating” in the war.  Yudina said she did not know exactly how many there are but suggested that there are “no fewer than 200 including Cossacks and perhaps even more.”

 

            Many of these people are veterans of the Chechen or even Afghan wars and thus have some military experience in their pasts. Many are not tied to any Russian organization but at least some have links to Aleksandr Barkashov’s Russian National Unity, Aleksandr Dugin’s  Union of Youth and Stanislav Vorobyev’s Russian Imperial Movement.

 

            Some of these groups, perhaps especially because their presence on the Ukrainian side can be and has been used to discredit Ukraine, likely enjoy the support of some in the Russian government, Yudina suggested, but she said she has no specific information concerning such ties.

 

            As long as such people are fighting in Ukraine or elsewhere, they are unlikely to use their violent skills in pursuit of their extremist goals within the Russian Federation. Indeed, Yudina said, there has been if anything a falloff in such actions in recent months as those who had engaged in such things are now in Ukraine.

 

            But she said that she is “extremely pessimistic” about the future when “the war will end” and when “these people will return” to Russia “after having acquired certain experience of military actions.” In the past, these people talked on the Internet, but in the future, she suggested, they may make use of their military skills.

 

            And Yudina concluded: “the dream about ‘a Russian revolt’ or ‘white revolution’ in that event will not seem as fantastic” as it does today. And that in turn, she said, means that “yet another consequence of this war could be a sharp increase in the activities of right-wing radicals inside Russia itself.”

Putin Doing what KGB Did in Karabakh But It Won’t Work in Ukraine, Portnikov Says

            Staunton, February 21 – Vladimir Putin is being given credit in many quarters for coming up with a new kind of “hybrid war” in Ukraine, but in fact, Vitaly Portnikov says, all the Kremlin leader is doing is “scrupulously coping” what the KGB did in Karabakh, the “first special operation” of the Soviet organs at the time of the collapse of the USSR.

 

            But as usually happens when someone applies an approach taken from one situation to another which is fundamentally different, the result in the case of Ukraine will be different and far less to Moscow’s liking than the outcome of the still-frozen conflict between Azerbaijan and Armenia over Karabakh (grani.ru/opinion/portnikov/m.238211.html).

 

            Portnikov writes that it is not his intention to talk about the deep-seated causes of the conflict over Karabakh, but he was present to see when via the Moscow media, “the Soviet special services did everything possible to ignite a conflict in a situation when they should have been trying to calm it.”

 

            At that time, “Pravda,” the official mouthpiece of the CPSU Central Committee, published an article over the names of but without the participation of its journalists in the Caucasus.  Entitled “Emotion and Reason,” it was viewed as Moscow’s position and led to explosions in Karabakh, in Armenia and in Azerbaijan.

 

            The conflict that and other such articles caused, Portnikov continues, “led to innumerable misfortunes in the two countries which, despite their difficult historical past and lack of understanding, could have preserved a cold peace and not fought with one another,” with Armenians living in Baku and Azerbaijanis living even in Yerevan.

 

            “Now all this is impossible to imagine,” the Kyiv commentator says.

 

            And what did the KGB’s efforts produce? In Azerbaijan, the collapse of the government, “the complete marginalization of democratic forces,” and the coming to power of an authoritarian regime. In Armenia, the impoverishment of the population and the dependence of Yerevan on Moscow. And in Karabakh, the creation of “a fortress country and a destabilizer of Armenia and Azerbaijan at one and the same time.

 

            Putin clearly thinks he can “transform the Donbas into a Karbakh,” but there is a compelling reason to conclude that he is wrong, Portnikov says.  “Armenians really needed Artsakh” and were prepared to die for it, [and] Azerbaijanis really needed Karabakh” and were prepared to die for it as well.

 

            In sum, Portnikov says, “this was a classic ethnic conflict” over a territory “each of the peoples considered its own and which it did not want to split u with anyone.”  But the situation in the Donbas is different. “No one wants to die” for it. Instead, Ukrainian soldiers at the front are “defending Ukraine,” and Russian troops and pro-Russian forces are defending Russia.

 

            Ukrainians in the Donbas identify as Ukrainians not as residents of that region. “Russian soldiers and mercenaries also are not fighting for the Donbas; for them, it is only a place des armes. They are simply fulfilling the plan of their supreme commander to destabilize the situation in Ukraine. And Putin is completely indifferent as to where to destabilize it.”

 

            “The industrial Donbas,” Portnikov continues, “both for Ukraine and for Russia is a real suitcase without a handle,” something that can’t be picked up as such. And consequently, however much territory Putin occupies, “he all the same will not make a Karabakh out of the Donbas” and the frozen conflict he appears to be pursuing now.

 

            “Do you know why?” the commentator asks rhetorically. “Because the Armenian who enrolls the militia of the Nagorno-Karabakh Republic loves Artsakh more than life itself” and thus is prepared to die for it. And the Azerbaijani, who is in the forces opposing Karabakh, also loves it and is prepared to tie. “This is a great, inescapable tragedy of two neighboring peoples.”

 

            But the Donbas is nothing like that for its residents or for those fighting there. It is “simply an industrial basin,” a place people go to or leave for economic reasons but do not view as a matter of life and death. Of course, it is a piece of territory, but it is divided by those who live there: Generally, “where Ukrainian villages begin, Russian forces stop.”

 

            Consequently, Putin “cannot provoke a great Ukrainian destabilization with the help of the Donbas” or indeed of any other region in Ukraine because “Putin’s destabilization contradicts the underlying laws of civilization, and largely thanks to this circumstance, the Russian president is condemned to lose.”

Ukraine Should Exploit Russia’s Internal Divisions as Germany Did in 1917, Kyiv Analyst Says

            Staunton, February 20 – In 1917, the German general staff sent Lenin back to Russia by sealed train to spark a revolution and take his country out of the war. That strategy worked, and today, Peter Oleshuk of Shevchenko National University of Kyiv, Ukraine should consider doing something similar, exploiting Russia’s internal divisions to force Moscow to sue for peace.

 

            Given its own military difficulties and the failure of those whom it had hoped would provide it with the kind of weapons it needs to defeat the Russian invasion, Ukraine has no choice but to think about how it could exploit the enormous number of social and national “contradictions” in Russia (nv.ua/opinion/oleschuk/nam-nuzhno-razrushit-rossiyu-iznutri-35281.html).

 

            Moscow has already regularly accused Ukraine of doing that, pointing to Ukrainian commentaries about the various “wedges” as Ukrainians refer to those places in the Russian Federation where many Ukrainians live such as the Zelenyi klin in the Russian Far East and to areas adjoining the current Russian-Ukrainian border.

 

            But there is little evidence to support Moscow’s complaints or to suggest that Kyiv is prepared to go further in the ways that Oleshuk suggests. And indeed, it would be an extraordinarily high-risk strategy not only because Moscow would use it to mobilize Russians against Ukraine but because it would certainly try to discredit any Russian opposition by suggesting it consisted of “Ukrainian agents.”

 

             Nevertheless, it is a measure both of the desperate situation some Ukrainians believe their country is now in and of the obviousness of the splits in Russian society, ethnic, class and otherwise, that Oleshuk has felt compelled to write an essay entitled “We must destroy Russia from the inside.”

 

            The Kyiv scholar says he agrees with the idea that “any real peace would be good for Ukraine,” but he argues that everyone must recognize that “the conflict does not have a diplomatic solution.” Moscow isn’t interested in one, and it is using military force and the unrecognized republics to prevent one from happening.

 

            “Russia will not be stopped until it is confronted with superior force,” he continues. And “Ukraine alone will not be able to mobilize them. We can inflict enormous losses, but present-day Russia is completely indifferent not only to the deaths of others but to the deaths of its own.” In sum, Ukraine alone can’t, and “the EU and the US don’t want to.”

 

            Given that, he argues, “it is time” for Ukraine to stop thinking in an “Atlantic-centric way” viewing itself only as “an object of geopolitics.” Instead, “Ukraine must begin its own game, albeit a more local but at the same time carefully considered one.”

 

            It can’t defeat Russia on the battlefield in Ukraine, but it can do something “on the territory of the Russian Federation.”  The conflicts in the Caucasus, splits between Moscow and the provinces and divisions between the rich and the poor are all very much in evidence and all can be exploited.

 

            “It isn’t necessary to describe them in detail,” he says. “Everyone knows this.” And he calls for a search for “’Lenins’ and separatists” and for supporting “all who want to struggle against the central power [of the Russian Federation].  This is serious and complicated work, but there is no other way.”

 

            There may be some Russian forces prepared to cooperate or alternatively Moscow may see suggestions of that as being to its advantage: One Russian outlet reports that some supporters of Oleg Navalny have already asked Ukraine to send “experienced people” to instruct Russian opposition figures about how to organize a Maidan in Russia (in24.org/moscow/13296).

Putin Aide Linked to Maidan Killings

            Staunton, February 20 – In the classic film about Watergate, “All the President’s Men,” Deep Throat warns that in unmasking a conspiracy, it is important not to go too fast but rather to build from the outer rings into the center. Otherwise, the conspirators will feel protected, and the possibility that anything will be done to those really responsible is diminished.

 

            And while it is just as obvious now to those with eyes to see that Vladimir Putin has orchestrated the attack on Ukraine and Ukrainians as it was that Richard Nixon organized the break-in and cover-up, it is important to build the case against the Kremlin leader in the same way as it was built against the disgraced American president.

 

            That is now happening.

 

            Yesterday, Valentin Nalivaychenko, the head of the Ukrainian intelligence service, said last night that his officers had statements from those suspected of shooting Ukrainian demonstrators during the Maidan were being directed by Vladislav Surkov, Putin’s closest aide (kasparov.ru/material.php?id=54E6F6B08CA62,grani.ru/Politics/World/Europe/Ukraine/m.238210.htmlandpravda.com.ua/rus/news/2015/02/19/7059184/).

 

            In addition, Dmitry Muratov, the editor of “Novaya gazeta,” said on Ekho Moskvy that his paper now has in its possession a document which confirmed that “the plan of war in Ukraine was developed in the administration of the president of Russia,” that is, by Putin’s entourage (echo.msk.ru/programs/personalno/1494328-echo/).

 

            The “document shows, Muratov said, that this plan was developed in the Kremlin between February 4 and February 15 of last year, that is before Viktor Yanukovich fled from Kyiv. And it specifies that Russia must intervene in Ukraine lest it lose control of gas pipelines and a major market.

 

            The Kremlin document specifies that Moscow should exploit “the centrifugal strivings of various regions” of Ukraine “with the goal of initiating in one form or another the unification of its eastern oblasts to Russia.”  First among these, the document says, according to Muratov, should be Crimea and Kharkiv.

 

            And the Kremlin plan also outlines Russia’s diplomatic strategy. Moscow must insist on talks to “resolve the crisis,” even though it will have been the source of the problem. Moscow must “demand federalization or even confederalization” of Ukraine to block pro-Western groups in that country.

 

            Then, the document says, Crimea and other portions of southeastern Ukraine must then be integrated into the Moscow-dominated customs union and the last step must be their “unification” with Russia, because Russia, its diplomats will argue, “is the only guarantor of economic development and social stability.”


            At the very least, these developments in the latest “case” should become the occasion for a dramatic expansion in the list of Russian officials who should be prevented from travelling to Western countries. But more than that, it should be the end of those who try to present Putin as an innocent as far as Ukraine is concerned.

 

            As the Watergate case showed 40 years ago, Putin will still have his defenders much as Nixon did his. But the noose is tightening, and it is long past time to recognize that Putin is guilty as charged whatever his supporters say and that like Nixon he must be stopped before he does any more damage.
