Representative Dave Brat (R-VA) said that the funding battle over the president’s executive action on immigration meant “the nature of our government is in question” on Tuesday’s “Laura Ingraham Show.”
“This [the immigration executive action] is about a Constitutional stand…if we don’t make a stand here, where will it end? And so the nature of our government is in question, and so that’s why we’re doing what we’re doing, and Boehner has said he’s going to fight it tooth and nail and so we’re going to hold him to that” he stated.
Brat added that he was in the meeting where Speaker Boehner reportedly called out Senators Sessions and Cruz on immigration, and that he believed “the headline, I think, is wrong, I hope our guys in the Senate are fighting…if he’s challenging Cruz and Sessions, I know where they’re going to come out so I like the bet.”
Later, he stated “I hope people at home, people that are listening, are lighting up the phones to their Senators…that’s what works up here.”

Talk radio host and author of “The Liberty Amendments,” Mark Levin said that political and media reactions to terrorism were “like having a PTA meeting” on Tuesday.

Levin particularly criticized President Obama, who he said “continues to press even harder for the fundamental transformation of the only society that can stop the Islamonazis.”
Levin concluded, “we are going to get attacked again…and we’ll have our commissions, and we’ll have our hearings, and we’ll have our experts on TV telling us what went wrong, and who’s fault it was, and what we should have done.”

Man arrested in San Francisco body parts case will not face charges

(Reuters) - A San Francisco man arrested on suspicion of murder in connection with a dismembered body found in a suitcase left on a city street will not face charges due to insufficient evidence, prosecutors said on Tuesday.
Mark Jeffrey Andrus, 60, was arrested early on Saturday and was being held without bail as investigators tried to determine whether he had killed the male victim and stuffed his body parts in the suitcase, abandoning it near a Goodwill store last week.
"At this stage of the case, the Medical Examiner has yet to determine a cause of death or issue a positive identification of the victim," the San Francisco District Attorney's office said in a statement.
"Until we have the evidence necessary to prove this case beyond a reasonable doubt, we are ethically obligated to hold off on charging this suspect," the statement said.
Andrus was taken into custody after police circulated his surveillance photo taken near where the suitcase was abandoned, police said. Other body parts were found nearby, police said.
The San Francisco Chronicle reported that the body's hands and head were missing, making identification difficult.
The newspaper also reported on Tuesday that authorities were trying to determine whether the body parts belonged to Andrus's former roommate, who went missing weeks ago.
A call to the San Francisco public defender's office was not immediately returned. Andrus's assigned counsel told the Chronicle he intended to enter a not guilty plea if charges were leveled.

Athens may have heart in Moscow but head is in Europe

Athens (AFP) - With pro-Russians and ex-Communists in the cabinet, Greece's new hard-left government has sparked concerns of a strategic shift towards Moscow -- but Athens has its eyes firmly on Europe, experts say.
The main governing Syriza party no longer advocates Greece leaving NATO, but Foreign Minister Nikos Kotzias has highlighted the country's historic ties with Russia and condemned the EU's "spasmodic" approach to Moscow.
Defence Minister Panos Kammenos, leader of the nationalist junior coalition partners Independent Greeks, makes no secret of his belief that Russia is Greece's natural ally and visited Moscow only a few weeks ago.
So when the government of Prime Minister Alexis Tsipras, a former Communist, last week protested against an EU statement threatening further sanctions against Russia over Ukraine, many saw the influence of the Kremlin.
But Tsipras has sought to calm speculation over a shift towards Moscow, just as he has moved to ease tensions with Greece's international creditors.
Visiting Cyprus on Monday, he repeated his desire to help form a "bridge" between Europe and Russia -- but dismissed any speculation that his government might turn to Moscow for financial aid.
Constantinos Filis, research director at the Institute of International Relations in Athens, said he did not anticipate any strategic change in Russia's direction.

"Greece will change its rhetoric, try to improve its ties and try to ask for a more balanced Western policy towards Russia. But I do not see any U-turn in the coming weeks and months," he told AFP.
Fyodor Lukyanov, the Kremlin-linked chairman of the Moscow-based Council on Foreign and Defence Policy, said Greece was focusing all its attention on negotiating a way out of its painful bailout programme.
"Whatever their sympathies with some people here, Tsipras will try to position himself as a responsible Greek leader which will mean solving problems and not creating new ones," Lukyanov told AFP.
- Syriza-Russia ties -
Syriza's victory in January 25 elections sparked fears of fresh turmoil in the eurozone, but when Russia's ambassador to Athens became the first envoy to meet Tsipras, alarm bells also rang over the foreign policy implications.
Tsipras visited Moscow to meet Russian officials in May 2014, two months after Russia annexed Crimea, and spoke against the eastward expansion of the NATO military alliance.

Kotzias has also been photographed with Russian nationalist Alexander Dugin, an anti-western writer accused of strong fascist views who is said to be the go-between of Moscow and Europe's radical parties.
The Financial Times reported the two men had met several times in Moscow and that Kotzias invited Dugin to lecture at the University of Piraeus in 2013.
Kotzias condemned the FT report as "groundless", while a spokeswoman for Dugin refused to comment, telling AFP that he speaks to foreign media "only for a fee."
Daniela Schwarzer, Europe programme director of the German Marshall Fund think tank, said Russia had been trying to extend its influence in southeast Europe through "propaganda, party financing and Moscow-paid NGOs".
Greece and Russia have cultural and historical ties, including through the Orthodox Church, although Tsipras showed his secular instincts by taking a civil rather than a religious oath of office.
- Courting EU allies -
Analysts say Greece's objection to the EU statement on Russian sanctions was mainly a way of making its voice heard -- Athens protested that it had not been consulted beforehand.
They also note that its perceived closeness to Russia is a useful bargaining chip in Greece's economic negotiations.
Greece claimed credit for watering down EU threats against Russia at a ministerial meeting in Brussels last week, but Filis does not expect a Greek veto at the EU summit on February 12.
"The Greek government will not risk isolating itself from the rest of Europe for the sake of Russia," he said.
US President Barack Obama's surprise support for Greece's anti-austerity cause last weekend may also encourage Athens to toe the line.
Theodore Couloumbis, professor emeritus of international relations at Athens University, said the new government had so far shown that its priority was courting European allies.
The Russian ambassador on Tuesday invited defence minister Kammenos to Moscow in the near future, but Tsipras and his finance minister were this week visiting Paris, London, Rome and Brussels.
"If you look at the body language, the visits and the contacts of the Greek government -- to where are they going? To other EU countries," Couloumbis said.

In addition, Kammenos said he also held a meeting with the U.S. Ambassador to Athens,David Pearce, discussing training and procurement issues, while assuring him that Greece is continuing cooperation within NATO.
We Won’t Vote for Bills Opposing our Principles
Moreover, Kammenos, speaking to Greek “ANT1″ TV, said that if a law is against his party’s principles and red lines, they will not vote for it, underlining that ANEL will participate in all cabinet decisions. As he clarified, the relation between that State and the Church will not change because this is a red line for his party. He also raised objections to granting Greek citizenship to migrants’ children. “This government is a national sovereign government that will not be ruled by an email and foreign centers, but will follow the Greek people’s orders,” he underlined. Finally, the Greek Defense Minister announced the review of all armament program contracts signed in the past and committed to total transparency.

ATHENS (Sputnik) — New Greek Defense Minister has received an invitation to visit Moscow to discuss military cooperation, the Greek Defense Ministry told RIA Novosti on Tuesday.
Kammenos met earlier on Tuesday with Russian Ambassador Andrey Maslov to discuss strategic cooperation, including contacts between the Greek and Rusian defense ministries.
"I received an invitation from the Russian defense minister [Sergei Shoigu] to visit Moscow in the near future," the ministry quoted Kammenos as saying after the meeting.
On January 25, the deputy chief of an economic policy committee in Russia's lower house of parliament, Mikhail Emelyanov, said that Russia and Greece would have new opportunities for developing bilateral ties following the victory of the left-wing party Syriza in the Greek parliamentary election.
Back in December 2013, the two countries signed an intergovernmental agreement on defense cooperation relating to the supply of arms and military hardware. Shoigu and then-Greek Defense Minister Dimitris Avramopoulos also discussed the possibility of joint personnel training events.

Russian sanctions hand an advantage to Athens

So, the gloves are off. Anyone who thought negotiations between the new radical-Left Greek government and its creditors were going to be conciliatory, or even rational, must think again. It is only a few days since Syriza’s seismic election victory and the installation of Alexis Tspiras as prime minister. Yet discussions over Athens’ €350billion (Dh1.45 trillion) debt mountain — owed mainly to other Eurozone governments, the International Monetary Fund and European Central Bank (ECB) — have already turned ugly. Greece and its official creditors are now issuing full-blooded threats and counter-threats, regardless of the impact on financial markets.
The Athens stock exchange endured single-day, double-digit percentage falls last week. Last Tuesday, Greek banks, effectively controlled by official foreign creditors, lost over a quarter of their value. Banking fears extend way beyond capital flight — as savers worry about Greece crashing out of the Eurozone. There is concern the Syriza-led coalition could take direct control of Greek lenders and write off billions of euros in household loans, destroying bank balance sheets in a frenzy of populist contractual vandalism.
Such recklessness would, of course, make a nonsense of Greek bail-out terms agreed in both 2010 and 2012, deals which amounted to a €325 billion rescue to keep Greece afloat and the Eurozone intact. Yet rewriting those deals, and softening related reform conditions, is the stated aim of both Syriza and the small, right-wing Independent Greeks party with which it is now in government. Since last weekend, Syriza has blocked the sale of the government’s controlling stake in the Public Power Corporation, which generates two thirds of Greek electricity, vowing to re-employ sacked workers and reverse pension cuts. The privatisation of Greece’s main port, another key plank of the sell-off programme which forms part of the bail-out conditions, has also been halted.
Tspiras then appointed Yanis Varoufakis as economics minister, the man who will lead negotiations with international creditors. He says his country has been subjected to “fiscal waterboarding”. Since Syriza won, Greek two-year bond yields have spiked towards an eye-watering 20 per cent. If sustained, such borrowing costs will drive the country into penury. The challenge now is to hammer out a debt-relief package that justifies Syriza’s chest-thumping, and satisfies an angry electorate, while not snapping the patience of voters across Eurozone creditor nations — not least Germany, which directly holds almost €60 billion of Greek debt and implicitly stands behind much more. The current bail-out package expires at the end of February.
After that Greek banks won’t be able to borrow from the ECB — which would result in a bank run, a shut-out of depositors and, almost certainly, widespread civic unrest. A new deal simply must be done by month-end. So time is tight — and the rhetorical mud-slinging will get a lot worse before it gets better. Into this heady financial and political mix, we must now add something else. Within a week of taking office, Syriza played the geopolitical card. A formally worded complaint, issued by a spokesman for Tsipras, said the new Greek administration had not approved a European Union heads of government statement on possible further sanctions against Russia.
“The aforementioned statement was released without the prescribed procedure to obtain consent by the member states and particularly without ensuring the consent of Greece,” the complaint read. “In this context, it is underlined that Greece does not consent to this statement.” This amounts to a diplomatic hand grenade, lobbed directly at Brussels.
EU sanctions against Russia will expire in March unless renewed by the unanimous decision of member states, giving Greece an effective veto. Amid a breakdown of the ceasefire in East Ukraine, and intensifying western claims of Russian aggression, the US is exerting enormous pressure on “our European colleagues” to renew, and even tighten, sanctions against Russia. Has Syriza found the leverage it needs to secure serious debt-restructuring? The question of Russian sanctions renewal will loom extremely large over the upcoming row over keeping Greece in the Eurozone. Syriza has carefully laid the groundwork, voicing early support for the annexation of Crimea last March, then accusing the EU of “shooting itself in the foot” with sanctions and pointing to “neo-Nazis” within Ukraine’s western-backed government.
Just before topping the Greek poll in European parliamentary elections last May, Syriza’s high command met in Moscow with pro-Putin politicians subject to EU travel bans. In September, Syriza’s MEPs voted against the European Parliament’s ratification of the EU-Ukraine Association Agreement. Then last week, Tspiras announced that his new defence secretary is the leader of Greek Independents, Panos Kammenos — who last year stated that his party “publicly supports President Putin and the Russian government who have protected our Orthodox brothers in Crimea”.
Oh, and Syriza’s manifesto also calls for Greece to leave Nato. If these Greek debt negotiations go wrong, and positions become so entrenched and tempers unchecked that the madness of an outright default prevails, or even looks very likely, financial markets across the Eurozone and the entire world could endure a Lehman-style systemic lurch. That would seriously damage the still-fragile global economic recovery. This Russia angle, the cosying-up by Syriza to Moscow, at a time when East-West relations are at a post-Cold War low, will add additional edge and potential nastiness to already complex and fraught negotiations that we all desperately need to go right.
Syriza’s intervention on Russia will no doubt be characterised by most other EU governments, and definitely the US, as immoral, irresponsible and outrageous. The reality is, though, that across the EU, support for sanctions against Russia is crumbling in capitals a long way from Athens. Sebastian Kurz, foreign minister of Austria, recently said the EU should normalise relations with Russia. “It’s not about sharpening or easing sanctions,” he said. “It’s about coming away from pure reaction.” Federica Mogherini, the EU’s Italian foreign policy chief, also suggested in a leaked memo that EU governments should start talking to Russia again about global diplomacy and trade. Amid a hail of criticism from more hawkish members, such as the UK, Poland and the Baltic States, as well as the US, she was forced to back-track. France is also clearly keen to ease sanctions, so as to rebuild valuable commercial ties to Russia — and lessen the serious impact of Russia’s European food import ban on the powerful French farming lobby. Last week, Paris was slapped down by Brussels after seeking to forge a bilateral deal with Russia over trade in certain farm products. And then there is Germany — where influential companies like Siemens and Volkswagen are very heavily invested in Russia. German exports to its massive eastern neighbour, over €30 billion in 2013, fell by a fifth last year — and the pace of that decline is accelerating. Last week, an influential group of government-funded German economists argued for a free trade zone between the EU and the Eurasian Economic Union — which was formed at the start of this year and currently includes Russia, Belarus and a clutch of Central Asian states.
Even Chancellor Angela Merkel, a fortnight ago in Davos, called for a free trade zone “from Lisbon to Vladivostok”, in return for Russian rapprochement with Ukraine. “We should offer Moscow a way out,” said Sigmar Gabriel, her vice-chancellor. In March, EU foreign ministers meet to decide if sanctions against Russia will continue. Syriza may have been squared off by then, or maybe not. In the meantime, these debt negotiations will disappear into a fog of obscurantism — as the softened terms, while shouted from Greek rooftops, are buried under technical talk from Brussels. We must hope rationality, if not civility, prevails. But no one can be sure.

    VALHALLA — At least seven people were killed Tuesday after a Metro-North commuter train struck a car just north of the train station, according to officials. At least 12 others were said to be injured in the crash.

    Aaron Donovan, a spokesman for the Metropolitan Transportation Authority, earlier said the driver of the car - a woman who was outside of her vehicle when the crash occurred - and five people on board the train were among those killed.     The fiery scene began to unfold about 6:30 p.m. when the Harlem Line train out of Grand Central Terminal struck the black Jeep Cherokee at the narrow, two-lane Commerce Street crossing, causing an explosion that engulfed both the car and the train.
    "The gates came down on top of the vehicle, which was stopped on the tracks," Donovan said in a statement. "The driver got out to look at the rear of the car, then she got back in and drove forward and was struck."
    Donovan said the force from the impact pushed the Cherokee about 10 train car lengths north of the crossing.
    Westchester County Executive Robert Astorino reported on Twitter that the crash sent the electrified third rail into the first train car. "Pray for the deceased," he wrote.
    Numerous police and fire departments responded for the "mass-casualty" incident.
    At the scene late Tuesday, Gov. Andrew Cuomo called the crash a "truly ugly and brutal sight."
    "When you look at the damage done, and the damage by the fire, it's actually amazing that not more people were hurt on that train," he said, crediting the work of first responders.
    Donovan said the 5:44 p.m. northbound train out of Grand Central Terminal had been expected to make its first stop at Chappaqua.
    About 400 riders - the "walking wounded" and those who were unharmed - were evacuated through the rear train car and taken to The Cliffs at Valhalla, a nearby sports club. Mount Pleasant Police Chief Michael McGuinn said the club was being used as a staging area to evaluate the injured and to transport others to a point where they could continue their trip.
    Ryan Cottrell, the gym's assistant director, said the injured had already been taken to ambulances. The mood inside, he said, was quiet.
    "We have hot food and all that good stuff, so everyone's fine," he said.
    Bruno Maiolo of Ridgefield, Connecticut, was a passenger in the rear of the first car.
    Maiolo said he was on his iPhone when he heard a "big bang, jolt… it was obvious that we hit something, and then we eventually came a stop."
    He said the car was heavily damaged, especially toward the front, and filled with smoke "pretty quick."
    "There was smoke, there was fire, there (were) people on the ground and what we tried to do was open the back door – it would not open – and so we took the window, the emergency window, we ripped it out, we started getting people out… helping people come down, because it was a big drop," Maiolo said.
    He said they turned around and saw the Jeep in flames at the front.
    "As people were getting off we were just moving away because it looked like it was just going to explode… It was in flames (and) eventually it exploded."
    Those who escaped were telling passengers in the second and third cars to evacuate, he said.
    "I just feel guilty quite frankly that I got out and … I don't think everyone did," he said.

    Alex Bernier, 26, of Mahopac, was aboard the train when the crash occurred and said he felt the jolt as the train came to an extremely abrupt stop.
    "My first thought was that it was a signal error. There was a bit of confusion on the train. We all kind of shuffled to the back," he said. "People just started opening windows (to get out)."
    Bernier said the conductor made an announcement moments later, informing the passengers that a car had been struck.
    Buses were also being brought in to bridge the gap in service between North White Plains and Pleasantville. Normal train service was continuing between Grand Central and North White Plains, and shuttle trains were operating north of Pleasantville.
    At the North White Plains train station, an orange-vested customer service representative directed people to a parking lot where she said buses would take them on to their final destination. Northbound trains, according to the video monitors at the station, were running 18 to 67 minutes behind schedule.
    "For once, I'm glad I worked late," said Alfred Cottrell, a stock broker who was trying to get home to Chappaqua. "I could have been on that train."
    Cottrell was able to make his way home via a taxi that he split with two other commuters.
    Frank Andrade, a 43-year-old plumbing fire protection engineer from South Salem, was returning home for the evening on the 6:10 p.m. train out of Grand Central when the trip began to slow near White Plains.
    "They said there was an incident with a train and car at Commerce and that we would stay here for a while," he said.
    Andrade said passengers aboard the 6:10 p.m. were initially irritated, but that the general attitude changed once word of the crash hit social media.
    "That's when the people around me grew more concerned about what happened," he said. "It was a little bit of mass chaos in White Plains."
    Angela Murphy of Briarcliff, went by the North White Plains state to pick up her husband Dan, a stockbroker.
    Murphy said, "He called me and said there was an announcement that the last stop would be in North White Plains."

    She heard about the crash on the radio while she was en route to get him.
    The Valhalla, Hawthorne, Elmsford and North White Plains fire departments are responding to the scene. Police units from the MTA, Mount Pleasant and the Westchester County Department of Public Safety also responded. New York state troopers were assisting with traffic control.
    Thomas Prendergast, MTA chairman and chief executive officer, spoke alongside Cuomo late Tuesday and said the train was allowed to travel up to 60 mph in the area of the crash, but that officials had not yet determined its actual speed at the time of impact.
    "There's an event recorder on the train, part of the investigation that the National Transportation Safety Board is going to do is make sure they gather all those facts and ascertain them before we actually come to any formal conclusions," Prendergast said.
    The NTSB tweeted that a "go team" would be heading toward Valhalla on Wednesday morning.
    Westchester County Police Commissioner George Longworth called the crash a "horrible tragedy."
    "We've committed all of our resources to correcting any problems there might have been and to find out why this happened," he said. Longworth cautioned that it was way too soon to start making judgment calls about the cause.
    About five hours before the crash, security consultant Peter Moreno heard on the police scanner that the railroad crossing gates at Virginia Road in North White Plains were not working properly. He tweeted the information "to let people know to be careful."
    The crossing, he said, is about one mile south of Commerce Street.
    "I don't know that there's a connection," Moreno told The Journal News. "I do know that the police were dispatched earlier today for a problems with the gates. I have no way of knowing if those problems were founded or if, in fact, they were connected. I find it coincidental. And it's something that bears investigation at the very least."
    Moreno, a Westchester resident who owns KH Security Solutions, said he hoped the two were unrelated because Metro-North has had "their share of trouble lately."
    "It's just a terrible thing," said Moreno, a retired New York Police Department captain and a former volunteer with the North White Plains Fire Department. "You want to hope you're safe on the trains."
    Cuomo said officials had not heard about the possibility of a malfunctioning cross signal contributing to the crash, but that "there will be records, electronic devices, so when people actually go through the facts, we'll know exactly what happened."

    At the time of the train crash, a large emergency response team had already been in the area to deal with a head-on car crash on the Taconic State Parkway. State police closed the parkway in both directions after the train crash to make way for emergency vehicles. The road remained closed into the night.
    Officials said many of the injured were taken to Valhalla's Westchester Medical Center. At least one patient was taken to Phelps Memorial Hospital in Sleepy Hollow.
    U.S. Senator Charles E. Schumer, who has called for improved safety on Metro-North, said in a statement that he had spoken to Prendergast about the crash and ongoing investigation
    "At this early stage, it is premature to point any fingers of blame, but there are many important questions that must be answered in the coming days," Schumer said.
    Congressman Sean Patrick Maloney said in a statement he was "simply heartbroken" by the crash.
    "As MTA and NTSB looks into this horrific incident in the days to follow, we need to know how and why this happened and then take real steps to prevent another tragic collision from ever recurring," he said.

    Broadcasting Board of Governors Names Chief Executive

    WASHINGTON — Andrew Lack was sworn in this week as the first chief executive of the Broadcasting Board of Governors, putting him in charge of an agency with a $700 million budget and an outsize influence on shaping world opinion about the United States. Foreign policy experts and some critics say the appointment of Mr. Lack, the former president of NBC News and a prominent news media executive, represents a sea change for the often-criticized agency, which oversees United States government-supported civilian international news media such as Voice of America, Radio Free Europe/Radio Liberty, the Middle East Broadcasting Networks and Radio Free Asia.
    Before Mr. Lack’s appointment, day-to-day international broadcasting operations were overseen by a board that had become known more for its dysfunction than for managing broadcast programs that reach more than 200 million people every week. Now, with Mr. Lack at the helm, the feeling in the agency and in Congress is that the broadcasting board is better positioned to counter the increasing hostile and suspicious views of Americans aboard, and more forcefully engage international rivals such as China and Russia in the high-stakes information war.
    “Andy Lack is the perfect person for the position given his background as a journalist who has run several major media organizations,” said Jeffrey Shell, the president of NBC Universal and chairman of the Broadcasting Board of Governors.
    Ted Lipien, a former Voice of America staffer and prominent critic of the board of governors, agrees. “I’m quite optimistic, and if anyone can turn the organization around, it’s him, given his background,” Mr. Lipien said. “But he faces immense challenges.”
    Mr. Lack takes over an agency that many staffers and foreign policy experts say has floundered even as rival broadcasters financed by China and Russia have grown. Russia has poured millions into foreign-focused news media like Russia Today and Sputnik News, a new website and radio service that leaders at the Kremlin say is being set up to counter the pro-American bias of the western news media. Russia Today already has a significant American presence.
    China too had continued to expand its international news media programs. China Central Television, or CCTV, now has global offices in Washington and Nairobi, Kenya, with 70 other international bureaus, many in places where the United States and China compete for influence.
    Critics of United States international broadcasting, particularly the Voice of America, say the services have been slow to report major news and slower to embrace digital technologies.
    Mr. Lacks said he was aware of the issues at the agency.
    “But I’m less concerned about where the agency is at and more focused on where we are going,” he said. “My hope is that if we are behind Russia and China, and that’s a big if, that will change.”
    In an interview on Wednesday, Mr. Lack said that he was still getting his bearings at the agency, and that he has spent the first days on the job visiting newsrooms and meeting with staffers. In the next several months, he said, he will begin implementing a number of reform initiatives by the board of governors.
    “We are facing a number of challenges from entities like Russia Today which is out there pushing a point of view, the Islamic State in the Middle East and groups like Boko Haram, “ he said. “But I firmly believe that this agency has a role to play in facing those challenges.”
    One of his first tasks will be improving staff morale. Since 2007, the board of governors has been at or near the bottom in the Best Places to Work in Government Survey, issued by the Partnership for Public Service, a nonprofit organization based in Washington. The survey is taken from data collected by the federal Office of Personnel Management.
    Mr. Lack will also have to contend with a staff that has been up in arms about pending legislation that would change the organization into what many journalists say would be an overtly propaganda arm of the United States government.
    A bipartisan bill passed by the House Foreign Relations Committee last year and was written by the committee’s chairman, Rep. Ed Royce, Republican of California, and Representative Eliot Engel, a Democrat of New York and he committee’s ranking member, would make the current board of governors an advisory board, create a new communications agency and alter Voice of America’s charter to make it more of a mouthpiece for American policy. The bill is expected to be introduced again in the House, and a similar one is in the works in the Senate.
    The bill has caused a split between journalists in the Voice of America newsroom and the American Federation of Government Employees over the union’s support of the reform bill.
    Timothy Shamble, the president of the union, said that although members supported having an executive to run the day-to-day operations at the agency, most did not expect much to change. “Our members are taking a wait-and-see approach, but don’t expect much because many of the middle managers that they see as the source of the problems are still in place.”
    The board of governors will be Mr. Lack first job in government. He came to the agency from Bloomberg Media Group, where he was responsible for expanding the company’s television, radio, magazine and digital businesses.
