"We will deliver lasting defeat, make no doubt," Carter said, adding, "It needs to be a lasting defeat... The ways and means of terrorism changed over time and it makes sense to take account of that - that applies here, and it doesn't apply only here" in Afghanistan, he added. He did not discuss in detail the ways in which he thinks the U.S. should adapt its counterterrorism strategy.

Swedish Scientists discover new brain cell types

Swedish Researchers have discovered previously unknown cell types while producing an in depth map of cortical cell types and the active genes they harbor.
Scientists at Karolinska Institute carried out the research with a process known as single cell sequencing, the results of which were published in the journal Science in February.
The new cell types were found as the team studied some three thousand cells from the cerebral cortex in mice.
The team identified 47 different kinds of cell, including blood vessel cells, specialized neurons and glial cells, and the unknown cell types including a nerve cell in the surface of the cortical layer, and six different types of oligodendrocyte.
After the scientists discovered which of the 20,000 genes were active in each cell, they sorted the cells into virtual piles.
“If you compare the brain to a fruit salad, you could say that previous methods were like running the fruit through a blender and seeing what color juice you got from different parts of the brain,” said Sten Linnarsson, senior researcher at the Department of Medical Biochemistry and Biophysics.
The fact that all living organisms are compromised of cells was discovered some 200 years ago by German scientists.
“But in recent years we’ve developed much more sensitive methods of analysis that allow us to see which genes are active in individual cells. This is like taking pieces of the fruit salad, examining them one by one and then sorting them into piles to see how many different kinds of fruit it contains, what they’re made up of and how they interrelate,” Linnarsson added.
“Above all, we have created a much more detailed map of the cells of the brain that describes each cell type in detail and shows which genes are active in it. This gives science a new tool for studying these cell types in disease models and helps us to understand better how brain cell respond to disease and injury,” said study co-leader Jens Hjerling-Leffler.

Syrian Activists Use Caged Children in Disturbing Video Stunt

In an attempt to highlight atrocities of Syrian regime, Syrian anti-government activists videotaped young children in a cage in a staged a re-enactment of a brutal Islamic State video showing a trapped Jordanian pilot being burned to death. The video, which has made the social media rounds since it surfaced on Monday, was allegedly taken in the battle-torn city of Douma. It shows 15 caged children holding signs and wearing orange jumpsuits. A flaming torch is shown in the background. The video, however, appears not designed to draw further outcry to the brutality of IS. Instead, the video is calling the world to intervene to save Douma children from Syrian President Bashar al-Assad and attacks from pro-goverment forces. The children carry signs in Arabic calling on the world to save Douma kids. The children speak in Arabic saying Assad forces burn children and their schools. “We saw your media when the Jordanian pilot was burned, but we don’t see your media when the children of Douma are burned,” read a sign held by one of the children inside the cage.   The image was designed to recall a video released by the Islamic State terrorist group showing them placing captured First Lieutenant Kasasbeh, the 26-year-old Jordanian air force pilot, in a cage and burning him alive   Activists have long been dismayed at what they perceive as benign neglect on the part of the international community as to the killing of civilians by the Assad regime during Syria's long civil war.   The videotape was made near the site of a recent airstrike in Douma that activists say killed several dozen civilians, many of them children, according to media reports.

US Defense Secretary Carter to Chair Meeting on IS in Kuwait

New U.S. Defense Secretary Ashton Carter will hold talks on Monday in Kuwait with top U.S. commanders and diplomats on U.S. efforts to fight the Islamic State group. Carter flew to Kuwait City from Afghanistan to chair the meeting at the U.S. Army base of Camp Arifjan. In addition to military officers, U.S. ambassadors from Jordan and elsewhere in the Middle East will participate in the talks. Officials say the meeting is not expected to produce a new strategy to fight the Islamic State, but to allow Carter to better understand the range of efforts being pursued to defeat the militant group.    On Sunday, Carter visited southern Afghanistan to review plans to withdraw U.S. troops from the country within two years.  He met with U.S. soldiers at the American base in Kandahar and received briefings on the status of coalition efforts to train, advise and assist Afghan forces. "We want to make sure that the Afghans themselves are able to preserve the environment which our forces have created over the last few years, one of relative security and stability," he said. Carter also spoke on the phone with British Defense Minister Michael Fallon. A Pentagon statement said Carter thanked Fallon for his leadership and Britain's contributions to global security efforts, including the mission in Afghanistan and the campaign against the Islamic State group. The two men also discussed the security situation in Ukraine, NATO revitalization efforts and the importance of innovation in developing modern military capabilities. Carter, who is on his first trip abroad, flew to Kandahar from Kabul, where he met with Afghan leaders and American military commanders.  He said the United States is "rethinking details" of its mission in Afghanistan, including whether to slow down the withdrawal of U.S. troops, whose mission is changing from combat to training as Afghan troops take on responsibility for fighting the Taliban. Carter met with Afghan President Ashraf Ghani, discussing the drawdown and Afghan efforts to fight the Taliban. President Ghani said that prospects for peace with the Taliban are better now than they have been in more than three decades, although he gave few details.  He said "the direction is positive" but added he would not make "premature announcements." Kandahar is the regional hub for the U.S. training mission in Afghanistan. "What you are doing right here in Kandahar... is now becoming the heart of the effort in Afghanistan that will make the success that we have been aiming for all these years, and have sacrificed so much for, stick,” Carter told U.S. soldiers. About 10,000 U.S. troops are in Afghanistan.

Greek officials are putting the final touches on economic reform proposals that are due to their European creditors on Monday, as part of a deal to extend the Greek bailout for four months. European finance ministers on Friday gave Greece the Monday deadline to present proposals that would convince the country's creditors to grant the four-month extension. The proposals are aimed at reviving the country's faltering economy and cutting government spending in exchange for renewing the almost $300 billion in loans that are set to expire this week. Nikos Pappas, minister of state in the new leftist Greek government, said on Sunday officials are working to make the government's civil service "more effective and to combat tax evasion." But new Greek Prime Minister Alexis Tsipras is facing some criticism over the bailout extension pact because he pledged as head of the Syriza party in January's election campaign to end the loan program and the austerity measures imposed by the lenders. Tsipras says the four-month extension will give Greek officials more time to negotiate with the creditors while keeping the country in the 19-nation euro currency bloc. But one of Syriza's most respected members, 92-year-old World War II resistance hero Manolis Glezos, attacked the concessions the new government's leaders made and said he is apologizing to the Greek people for "this illusion" that the austerity measures are ending.

Ukraine: Rebel Attacks Halt Weapons Pullback

Ukraine's military says it cannot begin withdrawing heavy weapons from the frontlines in the country's east in accordance with a cease-fire deal, because pro-Russian rebels are still carrying out attacks. Officials said Monday there can be no talk of withdrawing weapons as long as the attacks continue. On Sunday, both sides agreed to withdraw their heavy weapons from the frontlines; a positive sign for the implementation of a peace plan that has been violated repeatedly. Military officials said the rebels agreed to complete the withdrawal over the next two weeks, with media reports saying their pull back could begin on Sunday, February 22. The weapons withdrawal is required under a cease-fire deal that came into effect more than a week ago. Sunday's agreement came a day after Ukraine and the rebels carried out a prisoner exchange; the first major sign of progress for an otherwise shaky cease-fire reached on February 12. In the exchange, 139 Ukrainian troops were traded for 52 rebels. Rebels said the prisoners included some troops captured in the strategic railroad town of Debaltseve, which was overtaken by separatists last week in the worst breach of the U.N.-backed truce. Also Sunday, two people were killed in a bomb explosion in the Ukrainian-held city of Kharkiv, as government supporters there and elsewhere marked the one-year anniversary of the overthrow of Ukraine's pro-Russian President Viktor Yanukovych. A third victim of the blast, a 15-year-old boy, died Monday from injuries sustained. Police said several suspects were arrested in the bomb attack, with a Ukrainian security aide saying they had received weapons and training in Russia. In Kyiv, several thousand people, led by President Petro Poroshenko, held a peaceful ceremony in Independence Square to mark the anniversary and to commemorate the deaths a year ago of 100 anti-Yanukovych protesters. Since the ouster of the Yanukovych government, Russia annexed Ukraine's Crimean peninsula and separatists launched a rebellion in Ukraine's Russian-speaking east. At least 5,600 people have been killed since fighting erupted 10 months ago. Russia has been widely accused of supplying rebels with arms, fighters and other supplies. Moscow has repeatedly denied direct involvement.

US Homeland Security Chief Calls for Vigilance Following New Video

U.S. Homeland Security Secretary Jeh Johnson is appealing for public vigilance following the release of a video purportedly by the Somali-based al-Shabab terrorist group calling for attacks on Western shopping malls. Johnson said the latest video underscores the fact that the global terrorist threat has entered a new phase. The U.S. Homeland Security Department says it is not aware of any specific, credible plot against the Mall of America in Bloomington, Minnesota or any other domestic commercial shopping center. The statement follows release of a video late Saturday purportedly by the al-Qaida-linked, Somali-based al-Shabab terrorist group, which calls for attacks on Western shopping malls. The group claimed responsibility for the September 2013 attack on Nairobi’s Westgate mall in which 67 people died. The masked narrator spoke of that attack at length. "If just a handful of mujahedin fighters could bring Kenya to a complete standstill for nearly a week, then imagine what a dedicated mujihad in the West could do to the American or Jewish-owned shopping centers across the world. What if such an attack were to occur in the Mall of America in Minnesota? Or the West Edmonton Mall in Canada? Or in London’s Oxford Street? Or any of the hundred or so Jewish-owned Westfield shopping centers dotted right across the Western world," said the narrator. He warned of more attacks in Kenya following the country’s military operations against al-Shabab in neighboring Somalia. The authenticity of the video could not be independently verified. Secretary Johnson, appearing on the NBC program “Meet the Press” Sunday, said new groups like Islamic State (IS) are joining al-Qaida in effectively using videos, publications, social media and the Internet to reach into communities in other countries and inspire independent actors to commit acts of violence. "We’ve got to be vigilant. So, we ramp up security. There was a call for an attack on locations in Canada and Europe. And so, in response to that, I ramped up the presence of the Federal Protective Service at federal buildings a couple of months ago. I’m sure security at this particular mall will be enhanced in ways visible and not visible. But, it also involves public vigilance and public awareness. If you see something, say something has to be more than a slogan," said Johnson. The Mall of America, near a sizeable Somali-American community, said it has taken extra security precautions in response to the video. U.S. federal prosecutors Thursday indicted a Minnesota man for allegedly providing support for Islamic State and lying to federal authorities in a terror investigation.  Nineteen year-old Hamza Naj Ahmed, along with three others, was arrested in November after allegedly attempting to travel to Syria via Turkey. Canadian police Sunday said their investigation has uncovered no imminent threat from al-Shabab. Edmonton Deputy Police Chief Brian Simpson said the West Edmonton Mall has an impressive security system that adapts to the changing environment. He also said police are closely working with the Somali and Muslim communities to identify and contain emerging threats. "Our best opportunity to deal with like-type threats is to involve our communities, particularly with the lone wolf (individual) is where the community can definitely provide us with a lot of support and help, by identifying that behavior of radicalization. That’s our best and quickest opportunity to intervene and put it to the right place. We need to do our normal day-to-day business. That’s how we effectively deal with this. We don’t give them (terrorists) more power than they deserve, because they are terrorists and they are trying to create terror," said Simpson. Terrorism analyst Luke Howie of Australia’s Monash University said shopping malls are obvious “soft” targets for terrorists because of their open and free spaces with no security checkpoints, in contrast to airports. By their very nature, he said, they are difficult to secure, and that makes the latest threat something to be taken seriously. "A group like al-Shabab, they release a video for its propaganda benefit, and it’s to try and tap into that lone-wolf person, that person sitting as their computer getting radicalized wanting to act out.  And so, the propaganda potential of a video like this always, I think, needs to be taken very seriously.  So whilst, indeed, there might not be any specific intelligence that indicates there might be an attack imminent, a statement like this, a video like this from al-Shabab, or any other terrorist organization, can start to stir the pot if they have sympathizers in a particular area," said Howie. Howie said al-Shabab initially made headlines capturing territory. Now, like other terrorist groups, they have recognized the propaganda value of using social media to export their message and gain a celebrity-like status. Secretary Johnson said Muslim-American groups tell him terrorist organizations like Islamic State (IS) are attempting to hijack Islam. He said to refer to them as Islamic extremists dignifies them and gives them a place in the Islamic religion they do not deserve.

An Egyptian court sentenced prominent activist Alaa Abdel-Fattah to five years in prison Monday on charges connected to a law banning protests. The Cairo court also sentenced 24 others to between three and 15 years, drawing shouts of "down with military rule" from supporters in the courtroom. Authorities said that in November 2013, Abdel-Fattah incited an unauthorized demonstration and assaulted a police officer. An earlier verdict sentenced him to 15 years in prison, but a judge ordered a retrial.  He was a leading opposition figure during the 2011 popular uprising that pushed former President Hosni Mubarak from power.  The law against protests not authorized by the government went into effect after the next president, Mohamed Morsi, was ousted by the military in 2013.

The watchdog opened the case to assess whether Google has violated Russian anti-monopoly laws after reviewing a complaint from Russia’s biggest search company Yandex. It has complained that Android’s default search is Google and that the mobile software includes a bundle of Google apps.

11 Ways to Keep Yourself Safe Online

To read the headlines these days is to get the sense that the Internet has become a scary place. Cyber espionage and identity theft abound while organized criminals and national spies lurk. In recent days, Kaspersky Labs announced the unprecedented theft of $1 billion or more from hundreds of European banks and a Stuxnet-like bit of malware that has secretly and permanently installed itself on millions of hard drives across Russia, China, India, Iran and elsewhere. As President Barack Obama recently said at a California summit, cybersecurity is an issue of paramount importance, and one that everyone -- from governments to private firms to individuals -- needs to address. But how can one person fight back against the skills of highly sophisticated cyber criminals or the resources of nation-states? In truth, they can’t. If a government or criminal wants to hack your computer badly enough, they will. But individuals can make it more difficult for the hackers, and even technically challenged Web users can prevent a lot of petty Internet hacking by simply practicing what Internet pioneer Vinton Cerf calls “good Web hygiene.” Here are a few "hygiene" habits you can put into practice right now: Harden your password: Take a moment and try to guess the most popular password currently in use. If you said “password,” you wouldn’t be far off. In SplashData’s annual list of the most commonly used passwords, “password” ranks No. 2. “123456” ranks No. 1. Those aren't passwords, they're wet cardboard. If you don’t want someone breaking into your data, you have to put a firm lock on the door. Hard passwords include a mix of upper- and lowercase letters, digits and special characters. They should be at least eight characters in length and they should definitely not spell out words like your pet’s name or your high school mascot. If you do nothing else suggested here, harden your password. Change it up: A second and very common mistake made by users is to create one hard password, but then never change it or use it across a variety of accounts. To be sure, managing an ever-changing list of complicated passwords is a pain. But ultimately no password is unbreakable, and using them across accounts is an invitation for a catastrophic hack. If you’re having trouble keeping track of all those hard passwords (do not write them down), there are a variety of password managing services and ideas out there that are relatively easy and secure. Clear that cache: This goes for all the devices you use in a day -- your home computer, your work computer, your friend’s iPad, etc. Every time you use a browser like Firefox or Chrome, it keeps track of where you’ve been and what you’ve done. Often by default, records of every site you visited and all your uploads and downloads can be kept for days or even weeks. It’s very easy for anyone else to view that cache and steal a detailed record of your online activities. Thankfully, it’s even easier to clear your cache once you’re done or set your preferences to not record any of your activities. Don’t use free Wi-Fi: The old adage “there’s no free lunch” was rarely truer than when it comes to Wi-Fi. Increasing numbers of cafes, bars, stores or other public places are offering data-hungry mobile users free wireless access to the Internet, often even without passwords. These services might be convenient, but they’re also an open door to everything on your device. Unless you really need it, don’t use it. Use HTTPS: Officially known as “hyper-text transfer protocol secure,” HTTPS is a variant of the HTTP web protocol that adds an extra layer of security and encryption while online. Communications between users and sites that support HTTPS are encrypted, and also authenticated, meaning that HTTPS can be used to sniff out phony websites often employed in so-called “man-in-the-middle” hacks. Be careful with flash drives: Often called “thumb drives,” flash drives are small and easy to use across platforms, and can store amazing amounts of data. That’s why they’ve become so popular to trade and store data. But they can also spread viruses and malware user-to-user without your ever knowing it. Before you plug any drive into your computer, take a moment to think through the chain of users who preceded you. Watch what you click: This is one of those tips that most everyone knows, but still trips many up. One of the most popular and still successful ways bad guys infect your computer, or even entire networks, is through a technique called “phishing.” While there are many variants, a phishing hack begins when someone opens an email attachment that looks legitimate, but in fact immediately infects the user’s computer. If someone sends you a file or a website you didn't ask for, no matter how much they promise "You'll love this!", don't click on it.  Try not to use public computers: Depending on your circumstances, this can be difficult. For those without a computer or Web access, Internet cafes are still a very popular option to get online. However, the more a computer is used by different people, the greater the odds that it has been infected or contains spyware that can log keystrokes, email accounts and websites visited. Some users work around this by bringing circumvention software on their own flash drive -- tools like Tor or Psiphon that can help dodge around firewalls and protect your anonymity. These, however, can still be a bit tricky, and are not fool-proof protection. Use anti-virus protection: In the struggle to keep the Internet as hygienic as possible, you have a doctor of sorts in your corner. There are dozens of anti-virus services you can use, from the aforementioned Kaspersky to Norton to TrendMicro to many others. Some are free, some aren’t, and they offer a wide range of protections. But in the end, anti-virus is a great way to have professional help keeping one step ahead of the hackers.  Don’t assume you know to whom you’re talking: It’s natural to assume that when you get an email from a friend or go to a website that you’ve been to many times before, that what you’re seeing is what or who you believe it to be. Yet increasingly, hackers are learning how to mimic your friends and contacts or create fake websites that look like a trusted site but are actually just there to gather intelligence and data about the user. The best advice is that if something about a friend’s email seems off -- maybe an unexpected topic or odd language -- consider sending them a note in reply, or better yet, contact them through a different channel to ask about their message. Avoid trackers. It’s no coincidence the news website you always visit knows your name or that your favorite retailer somehow seems to know exactly what you’re looking for. Websites of all types routinely track us now through the use of “cookies” -- small files placed in your browser’s files. The cookie allows a website to track our activity online and tailor an experience in response -- sometimes verging on the creepy. Every browser has an option in the privacy settings that allows users to erase cookies or allow you to refuse accepting them. But keep in mind that websites often limit services to those who don’t accept cookies. Afghanistan’s Abdullah: Taliban Talks to Start Soon

Afghanistan’s Chief Executive Abdullah Abdullah told a cabinet meeting that peace talks with the Taliban will start soon. Following days of media reports that peace talks are imminent, Abdullah confirmed that authorities are moving forward with preparations, but declined to provide a specific timetable for when they would begin. On Monday, Abdullah assured Afghans that negotiations will be held for the betterment of the country without compromising Afghanistan’s national interests. He promised to keep the nation fully informed about the opening of the peace dialogue and its progress. “The vast majority of people of Afghanistan desire restoration of lasting peace with dignity and we hope that the beginning of peace talks (with the Taliban) will help achieve this goal,” Abdullah said. No compromise on gains He also said there would be no compromise on gains Afghanistan has made in the past 13 years, an apparent reference to concerns that women’s rights could be undermined in any peace deal with the militants. The Taliban has long opposed holding peace talks while foreign troops remain in Afghanistan, and Taliban spokesmen insist their position remains unchanged. The insurgent group claims Afghanistan remains under foreign occupation and alleges the unity government led by President Ashraf Ghani is corrupt with no authority. The Taliban has rejected recent reports in Pakistani media that it is sending a delegation to Islamabad to explore options for opening talks with authorities in Kabul. The group’s spokesman, Zabihullah Mujahid, told VOA these reports are “misleading,” saying there are no plans of sending a Taliban delegation to Pakistan from Qatar. The militant group’s political office is located in the capital, Doha, and it uses the facility for establishing contacts with the international community. Pakistan's efforts A senior Pakistani official associated with efforts aimed at persuading the Taliban to engage in talks with Afghan negotiators told VOA that Pakistan has assured Kabul it fully supports the peace and reconciliation process in Afghanistan. “Pakistan is supporting it and the effort is to somehow get the peace talks started. Everyone is wishing for this to happen, but we have yet to come to the stage where we can say the dialogue is beginning next week or it will or will not take place next month,” the official said, requesting anonymity. The official added that discussing the timeframe for possible talks at this stage is also premature because Afghan leaders are still devising their strategy. On Sunday, a presidential statement quoted Ghani calling upon Afghans to “seize the recently emerged peace opportunity.” The Afghan leader, it said, was talking to former jihadi leaders at the presidential palace in Kabul. The meeting was said to be one of a series of engagements Ghani has initiated with political parties, influential figures and civil society activists to win support for possible talks with the Taliban.
