В начале сентября прошлого года президент Петр Порошенко подтвердил INSIDER, что Сурков участвует в переговорах по Донбассу. "Сурков дважды встречался с Демченко (советник президента Руслан Демченко, - ред.) в Киеве. Он участвовал в подготовке соглашений. Мы этого не скрываем", - сказал тогда президент.

Но на годовщину Майдана 20 февраля Порошенко, вслед за главой СБУ Валентином Наливайченко, обвинил Суркова в том, что тот руководил группами снайперов, которые расстреливали протестующих и правоохранителей на Майдане Независимости и улице Институтской в Киеве.

Руководитель спецслужбы пообещал журналистам в ближайшее время представитьдоказательства причастности Суркова к трагичным событиям. Но пока что Наливайченко не торопится это делать.

INSIDER попытался разобраться, чем в Украине занимался Владислав Сурков, и почему Порошенко именно сейчас обвинил его в расстреле Майдана.

От "Менатепа" до Майдана

Сурков один из "зубров" российской политики. В 1990-х он работал в частных структурах. Начинал карьеру в банке "Менатеп" Михаила Ходорковского, потом трудился в "Альфа-Банке" Михаила Фридмана. В этих структурах он отвечал за PR и связи с общественностью. Позже работал на телеканале "ОРТ", который тогда контролировал Борис Березовский.

В 1999 году перешел на работу в Администрацию президента России, где трудился при трех главах государства – Борисе Ельцине, Владимире Путине и Дмитрии Медведеве. При первых двух Сурков был заместителем главы АП, при Медведеве – первым замом.

За это время Сурков стал одним из архитекторов современной политической системы России. Он лично занимался созданием провластной партии "Единая Россия" и молодежного движение "Наши", курировал работу Государственной думы, занимался кадровыми назначениями в регионах. Именно Сурков придумал термин "суверенная демократия", которым обозначил политический строй России.

В 2011 году, в конце президентства Медведева, Сурков перешел на работу в правительство, где проработал до мая 2013 года сначала в должности заместителя председателя, а затем зама-руководителя аппарата.

Тогда российские СМИ связывали уход Суркова из АП с протестами на Болотной площади во время выборов в Госдуму. Назначение кремлевского идеолога в правительство они трактовали, как "почетную ссылку".

В правительстве Сурков курировал деятельность иннограда "Сколково", но с реализацией этого проекта возникли проблемы. В марте 2013 года Следственный комитет РФ возбудил сразу несколько уголовных дел по подозрению в коррупции в "Сколково". Через два месяца после скандала Сурков ушел из правительства Дмитрия Медведева. Издание Forbes Россия утверждало, что это было связано как раз со скандалом вокруг "Сколково".

В политику Сурков вернулся в сентябре 2013 года. Владимир Путин назначил его своим помощником. При назначении президент РФ сказал, что Сурков будет заниматься вопросами непризнанных республик Абхазия и Северная Осетия. Под его начало передали управление Администрации президента России по вопросам социально-экономического сотрудничества со странами СНГ, Абхазией и Южной Осетией.

Тогда же Ведомости сообщили, что неофициально Сурков будет курировать еще и украинское направление. Со временем эта информация подтвердилась. Так в феврале 2014 года Газета.ru со ссылкой на источники в Кремле писала, что Сурков в январе-феврале пришлого года минимум дважды прилетал в Киев, где встречался с Виктором Януковичем. Во время одного из этих визитов Сурков посетил и Крым.

По информации издания, одним из вопросов, которые помощник Путина в то время обсуждал с украинскими властями, было строительство моста через Керченский пролив.

"Он может вести переговоры, заключать договоренности. Это фактически посол. Действующий посол в Украине Михаил Зурабов все равно, что мыльный пузырь", - цитировала Газета.ru источник в Кремле.

То, что 18-22 февраля 2014 года в Киеве как минимум присутствовали люди из команды Суркова, подтверждают и украинские политтехнологи и медийщики. Так, один из нардепов от БПП, который в то время работал в медиа, сказал INSIDER, что встречал в то время в Киеве Бориса Рапопорта, заместителя Суркова в управлении Администрации президента РФ.

Тогда же журналисты встречали в Киеве политолога Алексея Чеснакова, еще одного человека из окружения Суркова. Правда, тот утверждал, что в Киеве не по заданию Кремля.

В апреле 2014 года Наливайченко заявил, что, по информации СБУ, в конце декабря 2013 года на полигоне спецслужбы под Киевом находилась группа сотрудников ФСБ России, а 14 января туда же прибыли еще шесть ФСБэшников. Но их фамилии он не озвучил.

В свою очередь, общественный активист, а ныне нардеп от "Народного фронта" Дмитрий Тымчук заявил, что, по его данным, 20 февраля 2014 года в Киев прилетела группа российских силовиков во главе с начальником 5-й службы ФСБ России, генерал-полковником Сергеем Беседой. По его информации, в эту группу входил и Сурков.

Тымчук утверждал, что эта группа была направлена в Украину Кремлем для воздействия на Януковича. "Есть информация и о том, что именно Сурков давал команду на проведение сепаратистского харьковского съезда (22 февраля 2014 года, – INSIDER)", - сказал нардеп.

Информацию о визите Суркова в Киев именно в период трагических событий на Майдане 18-22 февраля подтвердил INSIDER один из влиятельных чиновников АП Януковича.

Но причастность Суркова к несостоявшемуся съезду депутатов всех уровней в Харькове он опроверг. "Это чушь. Тот съезд решил проводить Кернес (Геннадий Кернес, мэр Харькова, – INSIDER) по просьбе Александра Януковича (сына экс-президента, - INSIDER)", - говорит собеседник INSIDER.

По его словам, Янукович прибыл в Харьков ночью 22 февраля. "Мы сидели на той самой обкомовской даче, где Янукович записал последнее интервью в Украине. Он еще выглядел очень уверенным и рассказывал, как мы победим Майдан. А потом он неожиданно сказал: "Придумайте новое название для Украины", - рассказывает собеседник.

Он также рассказал, что Янукович собирался ехать на дачу в Крым и готовить концепцию государственного устройства для "новой Украины". Но придумал ли это Янукович сам или же кто-то вложил это ему в уши – достоверно неизвестно.

"Сурков и его команда – чистые гуманитарии, они занимаются сбором информации и ее анализом, разрабатывают смыслы. Но полевыми работами они никогда не занимались, и уж тем более они не разрабатывают силовые операции", - рассказал киевский медийщик, знакомый с командой Суркова.

Российский бизнесмен, который знает Суркова еще со времен работы в банке "Менатеп", в разговоре с INSIDER также усомнился в участии помощника Путина в силовой акции: "Не очень верю, что Сурков мог руководить какими-то снайперами. Во-первых, для этого все же нужно специальное образование. Во-вторых, Сурков силовыми действиями никогда не занимался".

INSIDER направил Суркову и Чеснакову вопросы об их роли в тех событиях, но на момент публикации материала они не ответили.

От Крыма до Донецка

Вопросом, действительно ли Сурков причастен к расстрелам на Майдане, должно заниматься следствие. Любопытно другое. Уже после смены власти в Украине Сурков неоднократно бывал в Киеве, в том числе в АП.

В сентябре прошлого года Порошенко подтвердил, что Сурков участвовал в подготовке первых минских соглашений. Чем еще занимался Сурков за год после Майдана в качестве куратора Украины?

В декабре прошлого года бывший подчиненный Суркова Борис Рапопорт в интервьюМосковскому комсомольцу на вопрос, курировал ли помощник Путина аннексию Крыма, ответил:

"Когда я назначался в 2013-м, уже тогда в приемной Суркова висела карта Российской империи, на которой Крым был частью России. До референдума в Крыму были неоднократно, в том числе обсуждали вопросы, связанные с подготовкой соглашения о строительстве транспортного коридора через Керченский пролив. А об остальном – додумайте сами".

Тем не менее, собеседники INSIDER среди кремлевских политтехнологов и медийщиков утверждают: непосредственного участия в подготовке "Крымской операции" Сурков и его люди не принимали.

Не фигурируют они и в списке лиц, которых Владимир Путин наградил "за Крым", опубликованном "Новой газетой". Зато в числе "VIP-кавалеров" Олег Морозов — начальник управления президента по внутренней политике, и двое его заместителей — Алексей Анисимов и Виктор Селиверстов.

INSIDER писал, что исполнители аннексии Крыма и развязывания войны на востоке Украины связаны с российским миллиардером Константином Малофеевым (управляющий партнер инвестиционного фонда Marshall Capital Partners, крупнейший миноритарий "Ростелекома") - бизнес-партнером Владимира Евтушенкова, друга Виктора Януковича (основной владелец АФК "Система").

"Новая газета" на этой неделе обнародовала план аннексии Россией юго-восточных областей Украины, якобы подготовленный людьми Малофеева.

"Насколько я знаю Малофеев и компания с Кремлем общались через Сергея Глазьева, а Суркова прямо ненавидели", - говорит собеседник INSIDER, знакомый с политическими интригами в Кремле. По его словам, Сурков вернулся к кураторству Украины в конце июля прошлого года, после того, как сепаратисты Донбасса сбили малайзийский Boeing.

"В июле Глазьев в Крыму устраивал прощальную пьянку по поводу того, что его отстранили от украинских вопросов. Теперь этим занимается Сурков", - говорит собеседник INSIDER.

Возвращение Суркова в качестве куратора Украины совпало по времени с отстранением от руководства "ДНР" и "ЛНР" людей Малофеева – "премьера ДНР" Александра Бородая и "министра обороны" Игоря Гиркина (Стрелкова).

Из перехватов СБУ следует, что в конце июля 2014 года лидеров сепаратистов уже инструктировали люди, близкие к Суркову. В частности, политолог Алексей Чеснаков.

По словам собеседников INSIDER в Москве, Сурков, в отличии от людей Малофеева, работал над реализацией сценария "запихивания Донбасса в Украину". Для этого и была проведена "чистка" главарей боевиков, а итогом стали Минские соглашения.

"Накануне вторых переговоров в Минске (в феврале 2015 года, – INSIDER) Сурков предлагал свой вариант соглашений, еще менее выгодный Донбассу, за что часть людей в Кремле уже считают его национал-предателем", - говорит собеседник INSIDER.

Новый друг

Окружение Глазьева приписывает Суркову связь с беглым украинским "младоолигархом" Сергеем Курченко. "На войне и простых людях воруют не только в Киеве. Просто обратите внимание, кто министр энергетики ДНР, и как "вдруг" решилась проблема с углем в Украине. Вроде ничего не изменилось: контрактов нет, граница закрыта, а проблема исчезла", - сказал INSIDER один из советников Глазьева.

Ранее INSIDER писал, что в ноябре прошлого года так называемым "министром энергетики ДНР" был назначен Евгений Файницкий. Этот человек во времена Януковича был одним из руководителей группы юристов Курченко.

"У Владислава Юрьевича две страсти – русский рок и буддизм. Поэтому Курченко осенью прошлого года резко стал большим поклонником русского рока, что помогло ему сблизиться с Сурковым", - говорит источник INSIDER, знакомый с командой Суркова.

Помимо музыкальных увлечений, у Cуркова и Курченко есть общий знакомый – глава корпорации "Роснефть" Игорь Сечин. Ранее Экономическая правда писала о том, что еще в 2013 году Курченко неоднократно бывал в Москве и искал покровительства Сечина. Что касается Суркова, то с Сечиным его связывают давние отношения.

В 2006 году итальянское издание Il Foglio писало о том, что Сечин и Сурков, который в то время был председателем госкорпорации "Транснефтепродукт", фактически контролировали весь рынок экспорта российской нефти. Правда, Сурков ушел из "Транснефтепродукта" в 2008 году.

Стоит отметить, что одним из основных видов деятельности Курченко при Януковиче была организация схем поставки нефтепродуктов. Украинские правоохранительные органы считают, что Курченко использовал незаконную схему "оборванного транзита", реализуя в Украине большие объемы контрабандного бензина.

Отсутствие контроля границы с Россией и эффективной блокады неподконтрольных Киеву регионов может позволить снова организовать контрабандный поток нефтепродуктов. Также, по информации одного из крупных игроков на энергетическом рынке, Курченко пытается взять под свой контроль добычу угля в сепаратистских регионах, который крайне необходим Украине.

Кроме того, один из киевских медиа-менеджеров в неофициальной беседе сообщил INSIDER, что Сурков курирует деятельность Украинского медиа-холдинга, которым владеет Курченко. Елена Бондаренко, глава наблюдательного совета УМХ, в комментарии INSIDER сказала, что с Сурковым не знакома, а информацию, которая касается владельца холдинга, она не комментирует.

Вокруг одни враги

Как уже упоминалось выше, Сурков принимал участие в подготовке обоих Минских соглашений.

Однако украинские власти стараются не преувеличивать роль Суркова в переговорах с Россией. Так глава Администрации президента Борис Ложкин в неформальных беседах с журналистами подчеркивает, что прежде всего он общается со своим российским коллегой Сергеем Ивановым.

Петр Порошенко принимает у себя посла России Михаила Зурабова, с которым он дружен семьями. Кроме того, глава государства регулярно общается по телефону с Владимиром Путиным.

В конце января нынешнего года один из ближайших соратников Порошенко рассказал INSIDER, что в АП не довольны Сурковым и хотят, чтобы его функции в переговорах выполнял секретарь Совета безопасности РФ Николай Патрушев. Но, в чем суть недовольства руководства Украины Сурковым, собеседник не уточнил.

Против Суркова открыто выступают некоторые бывшие и действующие главари сепаратистов Донбасса. К примеру, Игорь Гиркин делает это в эфире российских телеканалов. Он открыто обвиняет Суркова в "сливе Новороссии". В декабре прошлого года схожее заявление сделал главарь Стахановских сепаратистов Павел Дремов.

Судить о причастности Суркова к расстрелам Майдана можно будет лишь только после публикации доказательств СБУ, что спецслужба не спешит делать. Но почему именно сейчас, после заключения вторых Минских соглашений, Порошенко обвинил Суркова?

Есть несколько версий. Это может быть отголоском конфликта между группами влияния в Москве, на котором пытается сыграть президент Украины. Но Порошенко может "выбивать" Суркова из переговоров, рассчитывая усилить позиции своего друга Зурабова.

Как в Киеве, так и в Москве сходятся на том, что после заявления Порошенко о причастности Суркова к расстрелам на Майдане, дорога в Киев ему заказана. "После такого Сурков в Киеве нерукоподаваем, точно так же, как в Москве нерукоподаваемые Турчинов, Яценюк, Аваков. Также атака на Суркова может быть согласована с Путиным, который подумывает вновь сменить переговорщика по Украине", - предполагает нардеп от "Народного фронта".

Человек из окружения Суркова в неофициальной беседе с INSIDER трактовал обвинения в расстреле Майдана, как попытку лишить его шефа возможности участвовать в работе разных контактных групп по Донбассу. "Владислав Юрьевич был одним из немногих россиян, которые в вопросе Донбасса готовы идти на компромиссы. После такого обвинения он не сможет больше участвовать в консультациях. За заявлением Наливайченко стоит Америка, которая не хочет диалога между Киевом и Москвой", - сказал собеседник.

В четверг вечером стало известно об аресте "министра энергетики ДНР" Евгения Файницкого, юриста Курченко. Это говорит о том, что "младоолигарх", который сейчас ориентируется на Суркова, теряет влияние в среде сепаратистов. А значит, обвинения в адрес помощника Путина могут свидетельствовать о конфликте вокруг схем поставок энергоносителей в Украину.

Возможно, причину заявления Порошенко следует искать не в сфере политики, а в экономике.

Заявление о том, что дескать Владислав Сурков руководил группами иностранных снайперов на Майдане год назад, даже у меня, человека с буйной фантазией, ничего кроме припадка нервного смеха вызвать не может.

Хорошего зная Владислава Юрьевича и его способности к иезуитскому мышлению, представить себе помощника президента, отдающего приказы на размещение в заранее выбранных точках людей в масках с высокочувствительными приборами ночного видения, снайперскими винтовками, в масках и с группами прикрытия - невозможно.

Это же должна быть чисто военная логистическая операция, которую может осуществить только подготовленный для этой цели военнослужащий с большим опытом. А заявлять о том, что два рядовых бойца дают показания, что нет, вот лично он, Сурков, ими руководил, уже превращает всю эту конструкцию не просто в фарс, а в трагикомический кровавый фарс.

Несолидно как-то, несерьезно...

В наше летящие время, конечно, все может быть.

Но только не это.

«Гоголь-центр» снова открывается после ремонта. Накануне открытия Ким Белов и Роман Супер поговорили с театральным и кинорежиссером, худруком театра Кириллом Серебренниковым о том, как он привел «Гоголь-центр» к успеху.

СУПЕР: Последний год тебя трудно застать в Москве. Судя по твоим чекинам в фейсбуке, ты где угодно, но только не в России. Что происходит, Кирилл? Ты утекаешь, как мозги ученых?

СЕРЕБРЕННИКОВ:

Нет, я — не мозги ученых, моя текучесть другого сорта. Я представитель профессии, которой свойственен кочевой образ жизни. Сюда поехал ставить, туда поехал ставить. Вот сейчас в «Гоголь-центре» был ремонт, и спектаклей мало играли. И так совпало, что в этот момент возникли предложения за рубежом. Раньше я от них отказывался. А сейчас решил не отказываться.

СУПЕР: Только потому, что появилось свободное время?

СЕРЕБРЕННИКОВ:

Ты хочешь, чтоб я тебе сказал, что я туда езжу, потому что мне плохо тут? Я так говорить не буду. Там, конечно, спокойнее. С этим нельзя не согласиться. Но наш фейсбук всегда с нами. И вот тебе спокойно-спокойно за границей, но ты открываешь ленту фейсбука и вздрагиваешь: тут сгорела библиотека, там война идет, людей вернули на родину в ящиках железных, законы идиотские принимают, языки иностранные призывают не учить — зашкаливающий мрак. Всё мое со мной и там. Хотя фейсбук — это, конечно, не Родина. В фейсбуке ты можешь врага удалить из френдов и больше не читать его комментарии, а на Родине так легко от тех, кто тебе неприятен, не скрыться. Один из вариантов сохранить себя, не попадая под влияние общих истерических настроений, — заниматься любимым делом. Везде, где можно.

СУПЕР: Отлично, но что делать, если у тебя из окна видна эта тлеющая в Год литературы библиотека? Когда у тебя сын вот-вот пойдет в школу, где учителя вынуждены подчиняться идиотскому закону и не учить детей иностранным языкам? А потом сын пойдет в армию служить и, не дай бог, вернется с войны из соседней дружественной страны в железном ящике? Эта идиотская реальность, которую раньше, казалось, можно легко не замечать, теперь все больше и больше часть нашей повседневной жизни.

СЕРЕБРЕННИКОВ:

Да, это беда. Но от того, что ты каждый день будешь повторять себе это слово: «беда, беда, беда», — тебе от этого будет легче? Ты просто взорвешься, и из тебя потечет плохо пахнущая масса. Твоему ребенку станет лучше? Твоей жене станет лучше? Друзьям? Ты исчезнешь. Или сойдешь с ума. А надо — сохраниться. Чтобы жить, воспитывать сына, любить жену.

БЕЛОВ: В школе, где учатся мои дети, со второго класса преподают итальянский. Чуть позже появится английский. И я уверен, что никакой закон это не отменит.

СЕРЕБРЕННИКОВ:

Более того, я уверен, что практически все зависит только от самого человека. Если вы хотите, чтобы ваш ребенок изучал языки, вас не остановит никакой дебильный закон. Вы найдете ему репетитора. И ваш ребенок будет знать языки.

СУПЕР: Но это чудовищная ситуация, когда ты в 2015 году должен нарушать закон, просто желая, чтобы твои дети говорили по-английски.

СЕРЕБРЕННИКОВ:

В России — это ситуация обычная. Что тебя удивляет? «В нашем городе знать три языка — ненужная роскошь». «Три сестры». Антон Павлович Чехов.

БЕЛОВ: С козырей пошел. Чехов.

СУПЕР: Есть такое расхожее мнение, что суровые времена подкидывают поводы талантливым людям больше раскрыться: написать хорошую пьесу, снять хорошее кино, поставить спектакль, от которого волосы дыбом встают. Ты чувствуешь, что в культурной жизни России сейчас начинает закипать что-то интересное? Или тухло?

СЕРЕБРЕННИКОВ:

Не тухло точно. В этом смысле у нас вполне себе интересная ситуация. Есть про что говорить. Есть что ругать. Есть с чем спорить. Есть кого ненавидеть. Сегодня даже есть за что умереть. А вот пресловутая «стабильность», буржуазность, фразы типа «зачем же мы будем все это разрушать?» — словом, то, чем многие себя сдерживали от участия в общественной и политической жизни, теперь сгинуло, разлетелось к е…ням. Мне это очень нравится. Нет больше никакой стабильности, за которую можно простить безобразие. Ты себя не остановишь и не скажешь: не надо резких движений, надо этот уклад сытой жизни сохранить. Потому что сохранять почти нечего. Все прогнило, протухло, изъелось коррупцией, чудовищной ложью, воровством и цинизмом. Сохранять надо только людей. Парадоксально, но этот мрак дает надежду. Потому что еще несколько лет назад мы боялись здесь что-то изменить. И этот теплый ужин в «Жан-Жаке» как-то всех сдерживал от решительных шагов. Может, теперь посмелее будем?

СУПЕР: На голодный желудок.

БЕЛОВ: Кирилл, но вы же в 2011 году ставили спектакль по книге Суркова «Околоноля». Сурков — главный конструктор системы, в которой мы тут все живем. Вы сейчас эту систему активно критикуете. Призываете людей быть смелее. Вы сами в этом противоречия не видите?

СЕРЕБРЕННИКОВ:

Если бы вы читали эту книжку, а еще лучше, если бы смотрели спектакль, то понимали бы, что никакого противоречия нет. Это очень искренняя и правдивая история про то, что происходит с человеком, который делает то, из чего сложилась и наша политическая ситуация. Человек разлагается на атомы. Превращается в кровоточащего монстра. Это едкая и сатирическая история про смрадный мир власти. Я поставил спектакль про то, как зло работает и разрушает человеческое в человеке.

СУПЕР: Если бы Чикатило написал книгу, ты бы поставил по ней спектакль?

СЕРЕБРЕННИКОВ:

Если бы она была талантливо написана, то да. У Вани Вырыпаева потрясающий текст «Июль», это, по сути, монолог маньяка, почти Чикатило. Вот вам готовый заголовок для этого интервью: «Я бы поставил книгу, которую написал Чикатило!» Это безумно интересно. Что касается «Околоноля», мне поступило несколько предложений от крутых западных театров с просьбой этот спектакль повторить. Им интересно, про что это написано, как это сделано, даже если автор — Сурков. У них нет большевизма в головах. В конце концов, Салтыков-Щедрин тоже был губернатором, а Гончаров — цензором при паршивом царском режиме. Нам сегодня это не важно.

СУПЕР: Только вот Салтыков-Щедрин не режиссировал никакие войны. А Гончаров не создавал движение «Наши».

СЕРЕБРЕННИКОВ:

Это факт биографии политика Владислава Суркова, а не писателя Натана Дубовицкого. Я этих людей разделяю. «Околоноля» — не политический трактат, а беллетристика, на мой взгляд, это талантливая литература. Мне просто понравилась эта книга, и я сказал: «Надо делать». И сделал честный спектакль, один из моих лучших.

БЕЛОВ: А у вас была возможность сказать Суркову: «Владислав Юрьевич, уймите своих безумных обезьян»?

СЕРЕБРЕННИКОВ:

Была. И с Сурковым можно было такие разговоры вести. Причем именно в этих терминах. «Уймите своих безумных обезьян, Владислав Юрьевич». На что он мне отвечал: «А вы хотите, чтобы были только ваши обезьяны? Должны быть в стране разные обезьяны. Приучайтесь к тому, что есть и это, и то». Он этот баланс до какого-то момента соблюдал.

БЕЛОВ: Это все часть моей любимой истории, которая называется «художник и власть».

СЕРЕБРЕННИКОВ:

Вы считаете, что история со спектаклем «Околоноля» подходит как иллюстрация на эту тему? Я думаю, что не подходит. Я сразу предлагаю перейти к теме «художник и всласть». То есть про деньги. Вам самому не кажется, что «художник и власть» — это штамп?

БЕЛОВ: Всласть так всласть. К вам по поводу творческого сотрудничества с Сурковым претензии же почему предъявляли еще? Потому что «наш человек» взял деньги на спектакль у кровавого режима.

СЕРЕБРЕННИКОВ:

Это смешно. В России, где п…дят, пилят, осваивают миллиарды! Туда Олимпиада! Сюда Олимпиада! Туда дорога! Сюда дорога! Туда газопровод! Сюда газопровод! Мы говорим о производственном бюджете на декорации? На три фальшивых стула! Шутите, что ли? Конечно, я очень обогатился на этом спектакле, который шел в малом зале на 150 мест! Теперь могу больше не работать.

СУПЕР: Расскажи, чем в итоге закончилась история с фильмом «Чайковский», который ты хотел снимать? Я перестал следить за ней в тот момент, когда Мединский спорил со всем остальным миром про сексуальную ориентацию композитора. Чем все закончилось? Во-первых, гей все-таки Чайковский или нет? Во-вторых, кино в итоге будет?

СЕРЕБРЕННИКОВ:

Я в какой-то момент понял, что лучше просто замолчать и отойти в сторону от всего это бреда и абсурда. Международный скандал. Про сексуальность Чайковского и сексуальное расследование Мединского написала New York Times. Все западные журналисты начинают со мной интервью вопросами про фильм, для которого не снято ни кадра. Сценарий еще не дописан. А про фильм знает весь мир.

БЕЛОВ: С точки зрения маркетинга — это хорошо.

СЕРЕБРЕННИКОВ:

Да, но для творческой работы ситуация истерии губительна. Что бы ты ни снял, все будут смотреть в постель Чайковского. Но. Некоторое время назад я проснулся и понял, что фильм все-таки будет. Я его сниму. Просто знаю это, и все.

СУПЕР: Без Минкульта?

СЕРЕБРЕННИКОВ:

Не важно, как и с кем. Знаю, что фильм будет. Минкульт сегодня — это очень странное образование. Я его воспринимаю как что-то враждебное. Ты работаешь, что-то создаешь, а там сидят тролли, которые тебе все время мешают, издеваются над тобой, да еще за это и зарплату получают. Они не помогают тебе работать, а по мелочам гадят.

СУПЕР: Ты можешь на пальцах объяснить, каким образом ты так быстро превратил самый убогий и пустой Театр имени Гоголя в суперуспешный и привлекательный «Гоголь-центр», в котором всегда битком? В чем тут секрет? Какому плану ты следовал?

СЕРЕБРЕННИКОВ:

Не могу. Во-первых, не хочу дарить идеи конкурентам. Во-вторых, тут нет никакого объективного закона, который точно бы сработал. Здесь вообще-то был довольно большой клубок проблем. И сложное пространство. И сложные люди. Я стал задавать простые вопросы. Почему тут неприятно находиться? Потому что уродливое помещение. Потому что краска, которой покрашены стены, больше похожа на говно. Мы изменили и само пространство, и цвет стен. Почему на спектаклях никого нет? Потому что не те спектакли. Нужно отменить репертуар. Я начал менять. И довольно быстро поменялось вообще все: начиная от названия, от простых бытовых вещей, заканчивая вещами сложными — концепцией театра, труппой. У меня было немало вопросов и к самому себе: почему я после работы с лучшими артистами страны, после Миронова и Чулпан, после десятилетней жизни в МХТ должен работать с этими людьми из Театра имени Гоголя? Это что, добровольная ссылка? Наказание? Нет. Я их собрал и не дипломатично, но честно сказал, что работать буду только с теми, с кем сочту нужным. И что критерий выбора — мои представления о том, что есть хороший артист, а что есть артист плохой.

БЕЛОВ: И вы их просто уволили?

СЕРЕБРЕННИКОВ:

Нет! В результате я никого так и не уволил. Ужас в том, что все эти люди — и те, с кем я продолжаю сотрудничать, потому что они талантливые артисты и нашли в себе силы творчески измениться и работать дальше, и те, с кем работать ну никак нельзя, — все на одинаковых ставках. У всех бессрочные договоры. Мы проигрываем все суды. Никого нельзя уволить, несмотря на то, что те, с кем я не работаю, три года на работе не появлялись. Они преспокойно получают зарплату. Шикарное государство «рабочих и крестьян».

БЕЛОВ: Вообще, если в театральной жизни Москвы и возникали какие-то скандалы последние годы, то возникали они вокруг «Гоголь-центра» (не считая варварское выселение Театра.doc). Вы что, заняли какой-то проклятый кусок земли? Или почему?

СЕРЕБРЕННИКОВ:

Не знаю. Наверное, на нас печать либерализма. У нас собираются «либералы проклятые» — и на сцене, и в зале. У нас спектакли такие «странные». Для либералов. В больном воспаленном мозгу нынешних государственных «патриотов» — это признак того, что место наше надо ругать, травить. За три года существования «Гоголь-центра» были очень сложные ситуации. Я смотрел на все это и, как говорится, «не думал, что в такое е…ство попаду». Много раз хотел уволиться.

БЕЛОВ: Кирилл, а театр в России зарабатывает какие-то деньги? Или он обречен быть обузой для государства? Есть же прекрасная западная модель, когда на Бродвей люди приходят, платят большие деньги за билеты, спектакли неплохо зарабатывают.

СЕРЕБРЕННИКОВ:

Какие-то деньги театр зарабатывает и у нас, но только чтобы доплатить сотрудникам к тем зарплатам в 10 000 рублей, которые дает им государство. Но даже при очень высоких ценах на билеты театр в России не может окупиться никогда. Потому что есть здания, которые нужно чинить. Есть гигантские коммунальные платежи. Есть миллион социальных выплат, которые нужно осуществлять. И потом не стройте иллюзию: Бродвей возможен только в Америке, в очень богатой стране, где нет министерства культуры, зато есть десятки тысяч частных фондов, поддерживающих культуру и искусство. Наша модель больше похожа на европейскую. На немецкую, французскую. Там тоже театры субсидируются государством. И мне кажется, что эта система правильная. Потому что у нас театр — это не про бизнес. Это про самоидентификацию.

СУПЕР: Тебе что-то известно о существовании такого человека в России, который сейчас может вдруг приехать в Москву из глубинки в шубе, гигантской меховой шапке, красных узких джинсах и трахнуть сонную театральную общественность, как это сделал ты в 1990-е? Наступает кто-то на твои пятки?

СЕРЕБРЕННИКОВ:

Наивно предполагать, что я царь горы, сижу на ней и никого не пускаю. Чем больше появится безумцев, которые делают радикальные вещи, тем лучше. В искусстве поколения должны сменяться в том числе и через «кровавые революции», через взрывы. Не плавно. Не мирно. На территории искусства могут быть, даже должны быть, бунты. Ученики Люпы — знаменитого польского режиссера — вынесли при нем на сцену гроб, на котором было написано «Люпа». Носили по сцене гроб с учителем. Он сидел и смотрел на это, посмеиваясь, потому что помнил, что сам свергал своих учителей. Чтобы радикальной конфликтности не было на улице, она должна быть в искусстве. Сейчас я веду переговоры в Пражском национальном театре. Руководителем этого огромного театра сделали 34-летнего радикального молодого режиссера, практически панка. Он там наводит шухер почище того, что я сделал в «Гоголь-центре». Потому что в искусстве, на сцене нужны конфликты и противоречия — они всегда интересны. И в зрелых обществах этого никто не боится.

СУПЕР: Ты бы сейчас повторил свой побег из Ростова в Москву?

СЕРЕБРЕННИКОВ:

Эти побеги в Москву невозможно остановить. Они совершаются ежесекундно. Вот мы сейчас говорим, а за это время совершается 1500 побегов в Москву. Деньги тут. Все происходит тут. В телевизоре показывают, что здесь открыли дорогу, театр, магазин. И сюда бежит вся страна. Страна ведь живет в телевизионной реальности и этой реальности слепо верит.

СУПЕР: Тебя с этой телевизионной реальностью тоже кое-что в жизни связывает. Во-первых, у тебя есть статуэтка ТЭФИ. Во-вторых, ты вел программу про кино на СТС. В-третьих, еще в Ростове ты делал совершенно панковскую телепередачу «Труба». Твои отношения с телевидением как-то продолжаются?

СЕРЕБРЕННИКОВ:

С современным российским телевидением отношения невозможны. Я не могу это видеть. Это ложь и пропаганда. Это облучение населения. У меня много лет нет телевизора.

СУПЕР: А твои родители смотрят телевизор?

СЕРЕБРЕННИКОВ:

У них в каждой комнате стоит телевизор. Три телевизора у них дома.

СУПЕР: Это как-то на них влияет?

СЕРЕБРЕННИКОВ:

Конечно, мне трудно с ними разговаривать. Они общаются со мной текстами Первого канала. Когда я приезжаю к ним в гости, у меня чувство, что вместе с нами в квартире находится Ирада Зейналова. Я с ней живу. Родители ежеминутно смотрят телевизор, и мне в эти моменты тоже приходится смотреть то, что показывает ящик. Я это вижу и просто замираю. Я вообще не верю, что это вижу. Или вот звонят родители мне в Латвию, где я ставил спектакль, и кричат в трубку: «Кирилл! Что там у вас происходит? Сообщают, что в Латвии запретили говорить по-русски! Требуют, чтобы все везде говорили по-латышски».

БЕЛОВ: Вам в этот момент им нужно было по-латышски ответить.

СЕРЕБРЕННИКОВ:

Нет, я им отвечаю по-русски. А они продолжают кричать: «Берегись! Тебя будут преследовать». Я родителей спрашиваю: «С чего вы это взяли? Что за чушь?» А они отвечают: «Передавали!» Это слово меня потрясает давно. «Передавали».

СУПЕР: А есть будущее у страны, которая слепо верит в то, что передают?

СЕРЕБРЕННИКОВ:

Если людям врать с такой интенсивностью, с какой врет телевидение сегодня, с ними точно должна произойти какая-то беда. И с теми, кто врет. И с теми, кто в это верит. Вообще у меня есть стойкое ощущение, что наша власть уже сама уверовала в ту лживую телевизионную реальность, которую сама создала. Хвост виляет собакой. Кстати, про люстрации. Вот эти люди, которые каждый день делают лоботомию мозга целой стране, они точно заслуживают по меньшей мере люстрации. А вообще — чего-нибудь посерьезнее. Потому что это кошмар. Нельзя так врать. Нельзя так манипулировать. Нельзя так стравливать народы. Нельзя множить агрессию. Нельзя людей настраивать на войну.

СУПЕР: Ты ходишь на выборы?

СЕРЕБРЕННИКОВ:

Всегда хожу. И всегда моя ставка не выигрывала. Все время мимо.

СУПЕР: Неудачник.

СЕРЕБРЕННИКОВ:

Да, полный. В этом казино я все время проигрываю.

БЕЛОВ: Надо для разнообразия проголосовать по-другому. СУПЕР: Кирилл, тебя посещает мысль, что в театральном деле ты давно уперся головой в потолок? Ты собрал на этой поляне все ягоды. Тебе не скучновато?
СЕРЕБРЕННИКОВ:

Здесь нет потолка. Потолок — это я сам. Поэтому я стараюсь развиваться, меняться все время. И тогда все вокруг меня меняется. Зачем я езжу работать за границу? Потому что там интересно: другая публика, другие актеры, другие обстоятельства, другой язык, все другое.

БЕЛОВ: Да ладно вам. Просто платят в евро.

СЕРЕБРЕННИКОВ:

А вы все про деньги, Ким. Художник и всласть.

БЕЛОВ: Конечно, я ездил пару дней назад в Париж в командировку. 22 евро за утку заплатил.

СЕРЕБРЕННИКОВ:

До сих пор поперек горла стоит?

БЕЛОВ: Да.

СЕРЕБРЕННИКОВ:

Окей, и платят в евро. И творческие обстоятельства другие. И ты сам в них становишься другим. Ты начинаешь иначе себя чувствовать, иначе работать. Какой потолок? Кстати, знаете, в чем основное отличие работы за границей от работы в России? В России ты поставил спектакль или снял фильм — и всегда ждешь удар плетью. Ты постоянно находишься в напряжении от ожидания чего-то неприятного. Шея под конец рабочего дня болит. В Европе ты можешь выдохнуть и работать спокойно — поставил и уехал. Можно не ждать удара и подвоха. При этом я не путаю туризм с эмиграцией, отдаю себе отчет в том, что, работая в Европе, я не залезаю глубоко в те проблемы, которые там тоже, безусловно, есть. Это поверхностное состояние, в котором я там нахожусь, лечебное. Я как гость, который приходит на вкусный ужин. И не знает, что у улыбчивой хозяйки — глисты. Здесь я знаю всех глистов в лицо. Это, конечно, раздражает, но без этих глистов мы уже тоже не можем. Просто надо иногда про них забывать.

СЕРЕБРЕННИКОВ:

Во-первых, так неинтересно. Во-вторых, тут родители, любимая работа, близкие люди. Да, там — легче, здесь — труднее. Но разве так уж плохо, когда трудно? Трудно — это не всегда плохо. Не всегда. В-третьих, давайте почитаем мемуары людей, которые жили в 30-е годы, и поймем, что нам жаловаться не надо.

СУПЕР: Ну да, а если сравнить себя с Угандой, то мы вообще в шоколаде. Только вот что-то не хочется сравнивать себя в 2015 году с Угандой. А современную жизнь — с жизнью в 1930-е годы.

СЕРЕБРЕННИКОВ:

Все относительно. Бывают времена, когда совсем плохо. И выхода — нет. А бывают, когда всего лишь х…во. Сейчас х…во. Но не совсем плохо. Это очень разные вещи. Да, мы не можем повлиять уже много лет на изменение климата в нашей стране. Мы не можем ни на что здесь влиять. Нас очень мало. Нас — ноль-ноль-ноль целых и одна десятая процента. Это печально. Это жаль. Это х…во. Но есть и хорошее в этом нашем положении. «Это даже хорошо, что сейчас нам плохо», — помните? Так пел Айболит в фильме. Это значит, что мы будем развиваться, учиться, влиять на самих себя, заниматься собой. Читать, писать, учить иностранные языки. Думать. Нам надо просто подождать. Так х…во долго быть не может. Потому что это «х…во» какое-то уж совсем… бездарное. Ситуация скоро поменяется. И мы будем нужны своей стране.

The Shadowy Figure Behind Putin's Anti-West Agenda

Earlier this month, Ukrainian President Petro Poroshenko accused a Kremlin aide named Vladislav Surkov of directing the “foreign sniper groups” who shot and killed over 100 protesters at the Maidan protest camp in February 2014.

Beyond a relatively small circle of Russia watchers, few Westerners would have recognized the name. But while he has always been careful to remain low-profile, Surkov, a chain-smoking writer with a fondness for gangsta rap, is one of the most influential behind-the-scenes figures in Vladimir Putin’s Russia: the Kremlin’s Karl Rove. He is also a chief architect of Russia’s rejection of Western-style democracy.

If Poroshenko is to be believed, Surkov has been tasked with enforcing Putin’s will in Ukraine. The shadowy ideologue was spotted at recent talks in Minsk between Russia, Ukraine, Germany and France, where he was working on behalf of separatist leaders in east Ukraine.

So who exactly is Mr. Surkov?

Born in the provinces in 1964 to a Russian mother and Chechen father, Surkov followed the well-beaten path taken by talented youth to Moscow. He studied theater for a while and read widely; one of his favorite authors was the American Beat poet Allen Ginsberg.

Like Putin, Surkov also trained in the martial arts. In the late 1980s, he was briefly a bodyguard to tycoon Mikhail Khodorkovsky, who quickly realized that there was more to his new employee than mere muscle and promoted him to head his bank’s advertising and public relations department. Surkov soon gained a reputation as one of the most skillful PR people in the country.

But Khodorkovsky would prove unwilling to satisfy Surkov’s growing ambitions; the two reportedly fell out after the businessman refused to make his PR manager a full partner. “I wanted to be like the hero in the movie Pretty Woman,” Surkov later recalled. “I wanted to be a big businessman who’s sitting in a big hotel, supervising big events.”

In 1999, after highly paid jobs in TV and banking, Surkov joined Boris Yeltsin’s presidential staff. From that perch, he helped launch Putin to the top job in the country. Regularly identified by analysts as one of the two or three most powerful men in Russian politics throughout the 2000s, the obsessively secretive Surkov has never been a household name. Most ordinary Russians, it is fair to say, have never even heard of him. And Surkov does everything he can to bolster his mysterious image, rarely making public appearances, and once declaring that Putin was “sent to Russia by the Lord”. (“Yeah, as the angel of the apocalypse,” they joked in opposition circles.) Believed to have written a satirical novel, Almost Zero, under a pseudonym, Surkov also penned lyrics for the Russian rock group Agata Kristi. If the Kremlin’s chief ideologue likes to think of himself as an artist, then his canvas is Russia.

Surkov, who has a piercing gaze, has been invested with almost supernatural powers by the anti-Putin movement. “He’s like the gang member who actually enjoys torturing victims,” a protest figure once colorfully described him to me, on condition of anonymity. “He is the lord of darkness,” said opposition politician Vladimir Ryzhkov, without irony. “He has been complicit in all the vileness of the Putin era.”

It was Surkov who, in 2004, announced that Putin’s rule was based on the concept of “sovereign democracy.” The malleable term drew heavily on the works of one of Putin’s favorite philosophers, Ivan Ilyin (1883– 1954), an intellectual exiled by Lenin, who believed that Western-style democracy was not only unsuitable for Russia but also harmful. Instead, Russia, Ilyin believed, required a “united and strong state power, dictatorial in the scope of its powers.” Sovereign democracy essentially meant that the state should exert robust controls over a nominally democratic political system, one that was free of any foreign influences whatsoever. Not everyone was convinced, however, by Surkov’s new addition to the political lexicon. “Sovereign democracy,”, ran the joke, was to “genuine democracy” what “electric chair” was to “chair.”

Widely viewed as the heir to Mikhail Suslov, the little-known Russian politburo member who was Soviet Union’s puppetmaster during the Cold War, Surkov’s genuine role was for many years masked by his official anodyne job title of deputy chief of staff of the presidential administration. But Surkov was–and perhaps remains–Putin’s grey cardinal, responsible for the transformation of state-controlled media into slavishly pro-Kremlin platforms, and the creation of a docile parliamentary opposition to provide the masses with the illusion of a functioning democracy. In the wake of Ukraine’s 2004 Orange Revolution, Surkov also created Nashi, a pro-Kremlin youth movement, to provide the authorities with street muscle in the case of a similar revolt in Russia.

Never one to conform to expectations, when anti-Putin demonstrations broke out for real in Moscow in 2011 and 2012, Surkov praised the protesters as the “best part” of society. The statement appeared to cost him his job – within a month he had been shifted from his post in the presidential administration and shunted to a minor ministerial portfolio. Surkov’s response? “Stabilization devours its own children,” he declared. “I am too odious for this brave new world.”

Within a year, however, Surkov had been handed responsibility for religious affairs. It was fortuitous timing for the Kremlin: The public disinformation campaign that demonized Pussy Riot and by association discredited the anti-Putin opposition was child’s play for him.

So could Surkov have ordered the killings on Maidan last year? He hasn’t commented, and the Kremlin has dismissed Ukraine’s allegation as “nonsense.” The head of the opposition-friendly radio station, Echo of Moscow, Alexei Venidiktov, has also expressed doubts that Surkov would be capable of directing such an operation.

But other Russian opposition figures are far more willing to believe the accusations. “He would have done this with great pleasure,” said opposition-friendly analyst Andrei Piontkovsky. “He is willing to carry out any task for the party and the government.”

Either way, Surkov may just relish the accusations. As pointed out by Oleg Kashin, a high-profile opposition journalist who once accused Surkov of ordering an attempt on his life, Surkov has “spent many years creating an image of a person who resolves political tasks via the most Satanic methods.” Allegations of involvement in the bloodletting at Maidan only serve to bolster that image.

U.S. Sanctions Aleksandr Dugin, Pro-Russian Separatists

The United States has issued a new list of individuals and entities to be sanctioned over Russia's interference in Ukraine, including Kremlin-connected nationalist ideologue Aleksandr Dugin and former Ukrainian Prime Minister Mykola Azarov.

The Treasury Department on March 11 also sanctioned a bank in Crimea -- the Russian National Commercial Bank -- two other former officials from the government of ousted Ukrainian President Viktor Yanukovych, eight Ukrainian separatists, and two other leaders of Dugin's Eurasian Youth Union.

Any U.S. property held by those individuals is frozen, and U.S. citizens are prohibited from doing business with them.

The United States took the action to "hold accountable those responsible for violations of Ukraine’s sovereignty and territorial integrity."

Russian FSB chief Aleksandr Bortnikov, who has been targeted by sanctions in the EU and Canada, was not on the list of individuals targeted by the Treasury Department in this latest round of sanctions.

U.S. To Send More Ukraine Nonlethal Aid

The United States has announced it will send more nonlethal aid to Ukraine, including unarmed drones and Humvee vehicles.

The White House released a statement on March 11 saying Vice President Joe Biden had telephoned Ukrainian President Petro Poroshenko to inform him of the decision.

Administration officials were quoted as saying the package includes unarmed Raven drones, which can be launched by hand, 30 heavily armored Humvees, and 200 other regular Humvees, as well as radios, counter-mortar radars, and other equipment.

The armored Humvees were expected to be delivered within a few weeks but other equipment will take longer to arrive.

Ukrainian government troops have been fighting pro-Russian separatists in the eastern part of the country.

Kyiv and the West accuse of helping the rebels with weapons and soldiers -- a claim denied by Moscow.

A Tidy Case Gets Messy

Amid growing suspicions that yet another assassination of a high-profile Kremlin critic would go unsolved, Russian authorities rounded up five men just 10 days after the February 27 killing of Boris Nemtsov, parading them in front of cameras at a Moscow court house.

But now, multiple reports about what just days ago was presented as an open-and-shut case are raising questions about who was the crime's main backer -- and pointing to a potential turf battle between different sectors of Russia's security services.

Here is a rundown of the new allegations.

Chief Suspect Retracts Confession

Russian authorities say Zaur Dadayev, the prime suspect in the case, confessed to Nemtsov's murder. But according to a member of Russia's official human rights council and a reporter for the normally Kremlin-friendly Moskovsky Komsomolets, who observed the council members' inspection of the prison conditions, Dadayev now denies the charges and claims he admitted guilt only under duress.

Dadayev long served in the elite Sever Battalion -- an anti-insurgent force backed by Chechen leader Ramzan Kadyrov -- and he reportedly claimed that he agreed to confess only to protect a former underling.

"At the moment of detention I was with a friend, with my former subordinate, Ruslan Yusupov, and they said if I confess then he'd be freed," Dadayev said, according to the transcript of his interviewwith rights commission member Andrei Babushkin. "I thought he'd live and I'd be taken to Moscow alive."

He said he had heard that another suspect, Beslan Shavanov, had "supposedly" blown himself up after authorities attempted to arrest him and implied that he feared he could die in similarly mysterious circumstances.

Dadayev also told Babushkin that he had asked his family to find a lawyer for him, but had heard nothing since. This seems to provide context to a Time magazine report that said Dadayev's family had asked for the help of both a lawyer and a human rights activist only for them both to be told separately and without explanation that their services were no longer needed.

Babushkin also met with brothers Anzor and Shagid Gubashev, who say they were not involved in Nemtsov's murder. Shagid says he was subject to beatings after being detained in Ingushetia, while Anzor, despite having wounds on his wrists and legs, says he has "no complaints whatsoever."

Authorities say Dadayev and Anzor Gubashev -- one driving the getaway car and the other doing the shooting -- carried out the murder while Shagid Gubashev, Shavanov, and two others were accomplices.

A Mysterious 'Ruslan' And A Hit List

At the same time as the chief suspect was retracting his confession, Novaya Gazeta, an independent Russian weekly, released an explosive report claiming authorities have an unofficial suspect and it is not Dadayev, but a high-ranking member of the Chechen security services who the paper identified only by his first name, Ruslan.

According to the paper, Ruslan is in charge of a "hit list" that includes a who's-who of opposition and independent media figures, including the chief editor of the independent Ekho Moskvy radio station, Aleksei Venediktov, exiled former oligarch Mikhail Khodorkovsky, and "probably" socialite-turned-journalist Ksenia Sobchak. The list also included Nemtsov.

In an interview with RFE/RL's Russian Service, Sergei Sokolov, Novaya Gazeta's chief editor, said that Russian President Vladimir Putin was briefed about Ruslan on March 4. And the March 10 Novaya Gazeta report says "dozens, if not hundreds," of security personnel are aware of him.

Charlie Hebdo As A Kadyrov Smokescreen?

Whether the ringleader of the Nemtsov murder is Dadayev, Ruslan, or someone else, all reports so far appear to be leading to high-level figures in Chechnya, and thereby linking to Kadyrov himself.

After Dadayev's arrest, Kadyrov posted an impassioned defense of the chief suspect, calling him a "true Russian patriot." He wrote that as a pious Muslim, Dadayev was shocked by the depiction of the Prophet Muhammad in Charlie Hebdo, the French satirical weekly.

The post seemed to imply that if Dadayev had organized the crime he had done so as revenge for Nemtsov taking a provocative stance in support of the magazine following the January 7 mass shooting that killed 11 people at Charlie Hebdo's Paris office.

Indeed, this was a theory that Russia's security services had put forward just hours after Nemtsov was gunned down.

But while he did speak out strongly after the Charlie Hebdo attacks, Nemtsov was never known to have criticized Islam.

He did, however, spar frequently and publicly with Kadyrov.

In January, shortly after Kadyrov had appeared to threaten Venediktov for posting a poll about Charlie Hebdo on the Ekho Moskvy website, Nemtsov admonished the Chechen leader on Facebook, saying he should be punished under Russia's criminal code. (Kadyrov also called Khodorkovsky his "personal enemy" after the latter tweeted a call for all publications to publish a Charlie Hebdo caricature of the Prophet Muhammad.)

A Battle Between FSB And Kadyrov?

Some of the fresh reports that undermine the authorities' case against the five suspects come from normally Kremlin-friendly media outlets.

Moskovsky Komsomolets, which reported Dadayev's retraction, earlier also published an unsourced report alleging he had been monitoring Nemtsov since last fall. If true, this would rule out the Charlie Hebdo motive.

Russian opposition leader Aleksei Navalny, linking to that report, suggested that perhaps Russia's FSB security service wanted the investigation to continue.

A report in the Moscow Times details alleged unhappiness at the FSB over Putin's close relationship with Kadyrov and the broad powers the Chechen leader is able to wield.

Indeed, today, LifeNews, a website with ties to Russia's security services, released a video that it says provides an alibi for Tamerlan Eskerkhanov, one of the alleged accomplices.

The video, however, shows only that Eskerkhanov was working at a nightclub at the time Nemtsov was killed, and does not in itself rule out his possible participation in the planning of the crime.

The Plot To Seize Crimea

In early 2014, the world was caught off guard by one event after another in a crisis that culminated with Russia's annexation of the Ukrainian Black Sea peninsula of Crimea.

Moscow also claimed to be caught up in events beyond its control.

On March 13, just eight days before the annexation, Russian President Vladimir Putin told a meeting in Moscow that "we cannot ignore the situation evolving around Ukraine, Crimea."

"I want to emphasize that this crisis is not of our making," Putin said. "Nevertheless, one way or another we are being dragged into it." A bit earlier, on March 4, Putin told journalists that the idea of annexing Crimea "is not being considered."

But a year later, new revelations, including disclosures from Putin himself, are reshaping this part of the Kremlin's Crimea narrative and other key aspects as well.

A new documentary that is to be aired by Russian state television in the coming days is being teased with clips of Putin claiming he made the decision to annex Crimea in the early morning hours of February 23.

"When we were parting, I told all my colleagues, 'we are forced to begin the work to bring Crimea back into Russia,'" a confident-looking Putin says in the promotional clip.

Saying "begin the work," Putin seems to be implying that no preparation had been made for this contingency. However, other evidence suggests that detailed plans had been drawn up and that Putin's order to "begin the work" more likely meant to start the process of implementing those plans.

Russian security analyst Andrei Soldatov told The Moscow Times in March 2014: "The Kremlin always has several plans on various issues that may not be in use for years. But then when some trigger appears, Putin asks to put one of the plans into action. So the Crimea operation may have been prepared long ago, but the decision on it was made very quickly."

The medals that the Russian military awarded to service personnel -- which Putin initially denied were involved in the Crimea annexation at all -- says the operation "for the return of Crimea" began on February 20, 2014. Putin advisor Vladislav Surkov was in Crimea the week of February 14, and the first pro-Russian demonstrations on the peninsula materialized on February 21.

Reviving The Russian Empire

In addition to the documentary, the liberal newspaper Novaya Gazeta has published a strategy memo on Ukraine that was purportedly drafted under the auspices of Russian oligarch Konstantin Malofeyev and discussed in the Kremlin in February 2014, before Ukrainian President Viktor Yanukovych fled from Kyiv. The newspaper vouches for the document's authenticity, although Malofeyev denies any connection and has threatened to sue.

Also, in January, Russian researcher Aleksandr Sytin published an insider account of the workings of the Russian Institute for Strategic Research (RISI), an influential presidential think tank that provides strategy memos to the Kremlin.

Sytin argues that, since 2009, RISI has become increasingly interested in the revival of the Russian empire and bolstering the role of the Russian Orthodox Church. According to Sytin, RISI joined forces with Malofeyev and other oligarchs in November 2013 to appeal to Putin to adopt a constitutional amendment on the status of Orthodoxy.

RISI's leadership discounted the independence of all the former Soviet states and argued that their sovereignty "does not deserve serious attention."

"The overwhelming majority of Ukrainians remember our common history and the Great Patriotic War, and dream of the rebirth of a common Imperial/Soviet state structure," ran RISI's analytical take, according to Sytin. He says the think tank was arguing throughout 2013 that Western security agencies were undermining Russian interests in Ukraine and that it was essential to bring Crimea into the Russian Federation.

The purported Malofeyev strategy document also indicates that Russia was developing plans for pursuing economic and geopolitical goals in Ukraine. The document advocates the incorporation into Russia of Crimea and large parts of eastern Ukraine, particularly Kharkiv Oblast. It argues that if Russia loses control over the natural-gas transport network in Ukraine, it would bring "enormous harm to the economy of our country."

"Russia's participation in the highly likely disintegration of the Ukrainian state will not only give new impetus to the Kremlin's integration projects but will also enable our country to preserve, as mentioned earlier, control over the gas-transport system of Ukraine," the paper states. "At the same time, it will fundamentally change the geopolitical layout of central and eastern Europe, returning to Russia one of its main roles."

Fomenting Tensions

The document also cites the need to maintain the integrity of Russia's military-industrial complex, some of which is located in eastern Ukraine, in order to "accelerate rearmament." It also cites the desirability of reducing Russia's dependence on Central Asia migrant workers by replacing them with Slavs from Ukraine as a reason to incorporate eastern Ukraine and Crimea into Russia.

The authors of the document do not bring forward the need to protect ethnic Russians as a motive for aggression in Ukraine. Instead, it advocates fomenting tensions and creating pro-Russian groups and demonstrations complaining of persecution. Such movements should organize referendums to "give this process 'political legitimacy' and 'moral justification,'" the document says.

Political analyst Andrei Piontkovsky says Putin's decision to annex Crimea was part of a larger strategy in response to the political crisis in Ukraine.

"[Putin's] goal was to block the European vector of Ukrainian development," Piontkovsky told Voice of America on March 10. "He thought he achieved the goal by bullying and bribing Yanukovych in November 2013…. But everything changed with the anticriminal Maidan revolution, which culminated with the events of February 20-23. Then he understood that it was necessary to destroy the Ukrainian state."

"That is, the goal of annexing Crimea was not an end in itself," Piontkovsky adds, "but the most effective tool for weakening and, in the long run, destroying the Ukrainian state."

Nemtsov's Friends Fear Kremlin's Brutal Crackdown

Ilya Yashin, a long-time Russian political activist, always knew there would be a price to pay for the 2011–12 mass protests against “national leader” Vladimir Putin’s long rule. But what he hadn’t counted on was the ferocity of the Kremlin’s payback for those memorable afternoons, when the squares and boulevards of central Moscow echoed with the chant “Russia without Putin!”

“We knew back then that the demonstrations would provoke a reaction from the authorities,” said Yashin, a close associate of Boris Nemtsov, the outspoken opposition leader gunned down in Moscow last month. “But I could never have imagined that things would go this far. We are in a new political reality now, one which we as yet don’t fully understand. It is a dark forest, and anyone who criticises Putin is in danger.”

The unofficial anthem of the white ribbon protest movement was a rousing perestroika-era rock song entitled “Change”. This more-than-two-decade-old track encapsulated the hopes of the demonstrations, unparalleled in both scale and ambition in Putin’s Russia. For years, what passed for opposition politics had been the almost exclusive domain of Kremlin-compliant, and often Kremlin-created, parties offering little in the way of genuine dissent. But these well-educated and energetic protesters were seeking to, despite Putin’s warning, “rock the boat”. For a brief period, it seemed as if they might succeed in transforming Russia forever.

Three years on, changes have certainly come to Russia. Unfortunately for the protesters, they are very different from the ones they were expecting. Even before the cold-blooded murder of Boris Nemtsov, the once-promising white ribbon movement lay in tatters, ripped apart by a swathe of criminal charges, newly-approved legislation designed to make dissent more dangerous, and a vicious state media smear campaign. It’s not Joseph Stalin’s Great Terror, but the intensity of the crackdown, described as “unprecedented in post-Soviet Russian history” by Tanya Lokshina, the deputy director of Human Rights Watch’s Moscow office, has left the Kremlin’s foes reeling.

For Putin, the protests were proof that the West – inspired by the toppling of long-entrenched dictators during the Arab Spring – had turned its sights firmly on Russia. It didn’t help that the Kremlin’s chief ideologue at the time, Vladislav Surkov, was an avid reader of Gene Sharp, the US academic whose writings on non-violent struggle have been used by political activists the world over. “Putin believes that the West is constantly seeking to bring about his overthrow,” said Gleb Pavlovsky, a former Kremlin advisor, who helped bring Putin to power but now sympathises with the opposition. “He was sure the protests of 2012 were orchestrated by the West, and this convinced him that it was time for a deeper reaction than anything that had gone before. Everything that we see today is based on this belief.”

Armed with the “knowledge” that the protest leaders were working on behalf of foreign powers, an opinion reinforced, so Pavlovsky believes, by the advice of high-level security officials seeking to advance their own interests, Putin lost no time in unleashing his hard-line allies in the FBI-style Investigative Committee on the opposition.

The first protest leader to feel the heat was Sergei Udaltsov, a fiery, shaven-headed leftist, who comes from a long line of Soviet diplomats and officials. The leader of the Left Front political movement, Udaltsov was the protest movement’s wild card – a streetwise radical far more willing to rough it up with riot police than the middle-class, liberal Muscovites with whom he forged an unlikely union. His downfall was engineered by the Kremlin-controlled NTV channel, which in October 2012 aired grainy footage that purported to show the leftist leader meeting with an influential Georgian politician named Givi Targamadze to plot Putin’s violent overthrow.

Udaltsov denied ever meeting Targamadze, an ally of Georgia’s pro-West leader Mikheil Saakashvili, and called the documentary “lunacy”. Udaltsov’s sidekick, Leonid Razvozzhayev, fled Russia for Kiev, but was allegedly snatched and tortured by Russian security forces after seeking political asylum at a UN branch office. Both men were jailed last summer for four and a half years on charges of organising mass disorder.

As Udaltsov fought to stay out of jail, criminal charges against Alexei Navalny, the charismatic anti-corruption activist with nationalist tendencies, who is the closest thing the protest movement has to a figurehead, were piling up. Even Navalny found it tough to keep track at times. “A year ago, I had zero criminal charges against me,” he said, at a subdued May 2013 rally on the first anniversary of Putin’s return to the Kremlin. “Now, there are four . . . or six? I’ve already lost count.”

Although Navalny was jailed for five years on embezzlement charges in July 2013, the authorities backed down after some 20,000 protesters rallied outside parliament in the hours following the verdict. “Putin doesn’t like surprises, and the size of that crowd was unexpected,” said Pavlovsky, the former Kremlin advisor. The verdict was later reduced to a suspended sentence on appeal. But still the pressure mounted. Fresh charges of embezzling the Russian branch of the French cosmetics company Yves Rocher resulted in Navalny again being hit with a suspended sentence in December 2014. However, his co-defendant and younger brother, Oleg, was jailed for three and a half years. “They have taken my brother hostage,” an emotional Navalny said on the steps of the courtroom.

Earlier this year, Navalny was jailed for 15 days for distributing opposition flyers in Moscow’s metro. He had been at liberty for a mere 55 hours, after spending a year under house arrest.

The authorities have also targeted rank-and-file protesters, almost 20 of whom are currently behind bars. That figure looks set to rise. Under new legislation, anyone convicted of attending illegal protests more than once in a period of 180 days faces up a jail sentence of to five years. Three people, including a 75-year-old man, have so far been charged. Other more high-profile protest figures, including former world chess champion Garry Kasparov, have fled Russia to escape what they believe is inevitable arrest and imprisonment if they remain.

But it is events in Ukraine that have proven, perhaps, the most damaging of all to attempts to dislodge Putin. Russia’s annexation of Ukraine’s Black Sea peninsula of Crimea in March 2014 sparked an aggressive patriotism that saw Putin’s approval ratings soar to an all-time high. Opposition figures who supported the Maidan uprising in Kiev – dubbed a Western-backed “fascist coup” by state media – have been labeled “national traitors” and a “fifth column” by a host of Kremlin officials, including Putin himself.

The atmosphere is explosive. News of Nemtsov’s grisly demise came as a shock for his fellow government critics, but there should have been little surprise. The weekend before Nemtsov’s murder, tens of thousands of pro-Kremlin activists rallied near Red Square, many carrying signs vowing violent retribution against opposition figures. Less than 24 hours before his death, shots were fired at the windows of an apartment owned by Anna Stepanova, the head of Nemtsov’s PARNAS party in the central Russian city of Nizhny Novgorod. Two days after the opposition leader’s funeral, an anti-Putin activist named Alexei Semenov was savagely beaten in Moscow by assailants wielding baseball bats. The arrest of five suspects from Chechnya over Nemtsov’s murder has done little to persuade protest figures that Putin bears ultimate responsibility.

“This is a very dangerous game Putin is playing,” said Gennady Gudkov, a former opposition MP who was expelled from parliament in the wake of the 2011-12 protests. “He is deliberately setting one section of society against another in a bid to maintain power. This has already led to increased confrontation, and could even result in civil war.”

So what’s next for Russia’s beleaguered opposition? In the long-term, the parliamentary elections of December 2016 offer, if not the chance of success at the ballot box – Navalny’s Progress Party, for example, has so far not even been permitted to take part in regional polls – then a potential flashpoint.

In the short term, Russia’s new generation of dissidents will do well to even survive the Kremlin’s increasingly frenzied onslaught.

Experts say the rebels in eastern Ukraine are using sophisticated Russian weapons that require specialized skills to operate and could only have come directly from Russia. The analysis comes as both sides withdraw heavy weapons as part of the shaky ceasefire deal, and NATO accuses Russia of continuing to supply the rebels. Inspectors from the Organization for Security and Cooperation in Europe check Ukrainian government rocket launchers being withdrawn from the front lines. Eighty kilometers to the south, another team monitors the withdrawal of rebel tanks. But these are not necessarily the rebels’ best weapons. The most modern items, apparently sent from Russia, are few in number, but potentially significant, says Nic Jenzen-Jones, director of the consulting firm Armament Research Services, who spoke via Skype. “Some of the larger systems, even in the small numbers documented since we released the report, could prove if not decisive then certainly influential," said Jenzen-Jones. His firm’s report says experts have misidentified weapons on both sides.. But it confirms the rebels have weapons they could not have gotten from within Ukraine, as they claim. These range from modern rifles to new Russian battle tanks, including this one the Ukrainian government says its troops destroyed. On Wednesday, NATO Secretary-General Jens Stoltenberg said Russian supplies continue to flow. “We have seen and we still see Russian presence and strong support for the separatists in Eastern Ukraine. We see the delivery of equipment, forces, training," said Stoltenberg. Stoltenberg also said he regretted Russia’s decision to withdraw from consultations based on the Treaty on Conventional Forces in Europe -- a post-Cold War agreement. That accord has not stopped Russia from supplying sophisticated weapons to the rebels, says Joseph Dempsey of the International Institute for Strategic Studies. “We’ve see types of equipment, particularly armored vehicles, including main battle tanks that have never been exported to Ukraine. So there’s no other logical reason to believe that they would be in the country other than an external supply, namely Russia. These are quite advanced systems, and require a good degree of experience and expertise in order to use them effectively," said Dempsey. He says that means either Russian troops or Russian training. Concerns about Russian weapons in eastern Ukraine, and the potential for further Western military supplies to the Ukrainian government, have eased somewhat because of the ceasefire. But if hostilities resume, the experts say the Ukrainians may need radar systems, anti-tank weapons and other modern systems. But they also note Russia could counter any Western aid, potentially leading to an even deadlier conflict.

Top U.S. officials are warning of the dangers of a growing gap between U.S. and European defense spending at a time of heightened tensions with Russia over Ukraine. The warnings come as U.S. tanks and warships are being deployed in Europe for ongoing NATO training operations. Rolling off the Liberty Promise cargo ship and onto Riga harbor, about 400 armored vehicles were unloaded in Latvia’s capital this week in a show of U.S. military muscle. On the dockside, U.S. Army Major General John O’Connor said it is a show of solidarity. “We can deliver combat power for our allies any time, anywhere needed and our message to the Latvian people, U.S. allies and partner nations is that the U.S. Army Europe can and will provide prompt support as needed from the air, from the sea and from the land," he said. NATO has repeatedly warned of the increased threat from Russia following its forceful takeover of Crimea a year ago, and its continued interference in eastern Ukraine. At the NATO summit in Wales last year, members signed a commitment to spend a minimum of two percent of GDP on defense. But European Leadership Network chief researcher Lukasz Kulesa said his group's analysis of 14 NATO members suggests that besides the United States, only one, Estonia, would meet that target. “A number of countries are actually doing the opposite of what they pledged in Wales, which means that they are decreasing military spending,” he said. Britain, traditionally the United States’ strongest ally in NATO, is among those predicted to fall short of the two percent target. That could impact Britain’s role in coalition operations, said analyst Ben Barry of the International Institute for Strategic Studies. “The British army does not have as many forces to send to a multinational operation as it once did," he said. "In addition of course, the U.S. army itself has got smaller. So you could argue that it becomes even more dependent on multinational partners to build up an effective fighting force in a coalition operation.” The United States’ contribution to NATO has steadily increased, according to Lukasz Kulesa. “It is more than 70 percent, which is 20 percent higher than during the Cold War era," said Kulesa. "And of course it is not a healthy situation because it creates in some countries an assumption that they do not really need to try.” The trend of static or falling defense spending is reversed in Estonia, one of the states on the frontline of the West’s tensions with Russia. Kulesa said Estonian defense spending is on course to hit 2.5 percent of GDP. “It also has a powerful political message that the countries which are most concerned about their security are actually putting the money in the right places,” he said. Russia has conducted regular military exercises close to Ukraine’s border, and NATO commanders warn Moscow is investing heavily in modernizing its armed forces. Military experts have long agreed on the technological superiority of U.S. and Western military hardware. The gap may be closing, but still exists, said Barry. “There are some areas of Russian capability that I would think the United States and NATO respect — for example their nuclear capability, their ability to produce an effective layered air defense," he said. "Their tanks and armored vehicles are perhaps not up to the same standard as the best Western tanks and armored vehicles such as the Leopard 2A7 or the M1 Abrams.” Such hardware is now being deployed across Europe in a show of force. Further south in the Black Sea, U.S. warships are leading NATO maneuvers off Bulgaria. With Russia building its forces, U.S. diplomats say NATO allies in Europe should recognize the scale of the threat.

Researchers who track business activities and survey economists say U.S. interest rates, stock market gyrations, and the price of oil are all likely to increase later this year. The uncertain future is causing many companies to take cautious measures with their business strategies. Home Depot, a major hardware retailer, is one of many companies that all together spent $104 billion buying back their own stock in February. The investment research firm Trimtabs says that is a record-high. Retailers Foot Locker and Gap were among the firms doing buybacks, along with information technology firms. Buybacks reduce the number of shares outstanding and tend to raise their value. While this pleases company shareholders, it is a more cautious move than expanding by putting money into new equipment and employees, according to Trimtabs head David Santschi, who spoke via Skype. "It is a moderate vote of confidence in the economy, but it would certainly be better [for the economy] to see companies doing other things with their money if they really were gung-ho bullish [very optimistic]," said Santschi. Investing in new buildings and equipment is more likely to increase the number of jobs. Those jobs are on the way, as the U.S. economy recovers, says the head of the National Association for Business Economics, John Silvia. "The current economic environment is positive for more hiring going forward," said Silvia. Retail sales are among the activities affected by interest rates, which were cut nearly to zero to help the economy during the recession. Silvia says hundreds of economists surveyed by the NABE say interest rates are about right for now, and should rise later this year, because the recovering economy no longer needs help from the record-low interest rates set by the U.S. Federal Reserve. "Overall thinking is by the end of this year it will go up a ‘modest’ amount. So it won’t be 25 basis points [one-quarter of a percentage point] every [Fed] meeting [every six weeks]," he said. Stock markets have been more stable in recent years because of the Fed's efforts to boost the economy, according to Bankrate.com's Mike Hamrick. He says as the Fed cuts back its emergency measures, stock markets could be more volatile. Speaking via Skype, Hamrick also says Bankrate's survey of 25 economists found a consensus that oil prices are headed upward this year. "Roughly a 30 percent increase from the current level, so that may tell us that, for consumers in the United States at least, the best news on gasoline prices may be behind," said Hamrick. Oil prices and other issues will be considered by Federal Reserve officials next Tuesday and Wednesday when they debate interest rate policy and other economic issues.

The U.S. ambassador to South Korea — slashed last week by an anti-American activist in Seoul — says he feels lucky to be alive after the knife attack.

"People tell me it was about two centimeters away from my carotid artery, which would've been horrible," Ambassador Mark Lippert said on NBC's Today show. "And again it missed all of the nerves in my face, and it missed my salivary gland, so I do feel very, very lucky to come through this the way I have."

Lippert, who needed 80 stitches on the side of his face and was also wounded on the arm, said he has no worries about going out in public in South Korea.

"I feel very safe here in Seoul," Lippert said. "When I walk the dog or go out with my wife, I pass literally dozens of police officers. The streets are safe, so I have no hesitation going forward to re-engage and continue my conversations and interactions with the people of Korea."

Lippert, a former foreign policy aide to President Obama, told NBC that the State Department is reviewing security policies when it comes to ambassadors: "I think that they're going to get to the bottom of it and take a hard look at all the tactics, techniques, procedures in place both here in Seoul and around the world."
