Two of Russia’s Greatest Misfortunes – Roads and Fools – Once Again Come Together

            Staunton, March 24 – Even though the Russian government currently repairs less than one percent of its horrific roads in many regions, Moscow has announced plans to build a superhighway and rail line extending across the Russian north to the Bering Straits and a tunnel to Alaska, a project in which enormous sums will be stolen and little else is likely to happen.

 

            Vladimir Yakunin, the head of Russian Railways who attracted notice recently for his very public refusal to make a public declaration of his income, announced this week that the Kremlin has decided to develop what he called the Trans-Eurasian Belt that will link by road and rail European Russia to the Bering Straits.

 

            He said that the project which because it will involve thousands of kilometers of road and rail over permafrost, bridges over major rivers and an enormous network of tunnels will cost “trillions and trillions” of US dollars and not be completed for several decades but that it was justified by “civilizational reasons” (siberiantimes.com/business/investment/news/n0160-plans-for-new-transport-route-unveiled-to-link-pacific-with-atlantic/).

 

            This project, Yakunin said, is “an inter-state, inter-civilization project … an alterantive to the current neo-liberal model which has caused a systemic crisis. [It] should be turned into a world ‘future zone,’ and it must be based on leading technologies” not simply those intended to allow Russia to catch up.

 

            The railway chief said this project “could become the GOELRO of the 21stcentury,” a reference to “the large-scale electrification of Russia proposed by Lenin and Stalin between 1920 and 1935.” 

 

            But Yakunin’s announcement immediately provoked dissent. Many questioned where the money could come from and even where it would go, likely into the pockets of Russian officials and their business partners; others pointed out that the route could not be profitable at any conceivable point; and still others that perhaps China would benefit but not Russia (russianrealty.ru/analytic/articles/rr/572759/).             Some even suggested that Yakunin’s project was nothing more than the latest Soviet-style gigantist project that might have propaganda value but would do nothing else for the country and its people. But the most serious criticism took the form of complaints about what Moscow isn’t accomplishing on either every-day or other mega-projects.

 

            One such report featured pictures of Russia’s anything but good roads, and another said that less than one percent of the roads in some regions were being repaired in any given year.  Until that situation is corrected, writers asked, why should money flow into new projects that will never be finished or used?             Another commentator pointed out that Moscow is finding it hard to come up with the money for a seven kilometer-long bridge to Crimea and said that was a symptom of a system that shouldn’t be proposing any more giant projects of the kind the Russian railways head and his Kremlin supporters have now come up with (forum-msk.org/material/news/10751356.html).

 

            And he continued, “the Olympic M4 highway still hasn’t been finished; it simply ends 70 kilometers beyond Krasnodar … there are no roads [there] allowing the supplying of Crimea … From Moscow to Leningrad there isn’t a highway but a complete adventure. It is impossible to get around Moscow without hours-long delays.”

 

            “This is a world power?” he asked plaintively.

 

            But the most devastating comment about the absurdity of the latest link up of fools and roads in Russia came from another quarter: RBC released a new study about Skolkovo, the much-hyped Russian effort to create a Silicon Valley research center within Russia (daily.rbc.ru/special/business/23/03/2015/5509710a9a7947327e5f3a18).

 

            Having asked “whatever became of Skolkovo?” the authors concluded that a great deal of money had been allocated but that a large part of that had disappeared without much to show for it – the typical outcome of such Russian super-projects that initially attract so much interest and even support but then gradually peter out, like Russian roads, into nothing.

Before Crimea, Half of Russia’s Most Successful Young Wanted to Emigrate Rather than Seek Political Change, Gudkov Says

            Staunton, March 24 – Fifty percent of the most entrepreneurial and successful young Russians were thinking about emigration in the years running up to the Crimean Anschluss because they did not see any future for themselves in Vladimir Putin’s Russia or any chance that they would be able to change the country’s course, according to Lev Gudkov.

 

            That represents a major change from the pre-2008 situation when those most wanting to leave were both fewer in number and less successful, but it has been at least in part reversed by the patriotic wave that swept the country following the annexation of Crimea, the Levada Center head tells “Nezavisimaya gazeta” (ng.ru/ng_politics/2015-03-24/9_migration.html).

 

            If as the euphoria about Crimea wears off and that decline is again reversed – something that appears to be happening -- it will mean that Russia risks losing “its most successful and creative citizens” and the Russian opposition is losing many in the “middle class” cadres it has been counting on to mount a challenge to the increasingly harsh Putin regime.

 

            Indeed, while the sociologist did not speculate on this point, it may even be possible that the looming loss of these highly skilled people was one of the reasons that led Putin to act as he did in Ukraine.

 

            Only a relatively small share of the population, of course, has ever been really interested in emigration, the Levada Center head points out. After 1991, the first wave included mostly ethnic minorities; and the second, those who had lost their jobs as a result of reforms. Together, these amounted to some 3.5 million people.

 

            But the crisis of 2008 and its economic and political fallout have changed the situation, the sociologist says, and now it is the members of what may be called “the middle class” who are ready to leave, precisely “the most successful, entrepreneurial, and well-placed groups who have achieved success here in Russia.”

 

            “The growth of such attitudes became especially marked as spring 2011 approached,” he continues, “when it became clear that Putin was returning and that the political system would become ever harsher, that no innovative reforms could be expected, and all the reforms announced by Medvedev about a legal state and innovations were empty promises and hot air.”

 

            Even for the population as a whole, the percentage of Russians saying they were thinking seriously about emigration rose from 11 percent in the early 2000s to 22 to 23 percent at that time, but among the educated and successful under-35-year-olds, that measure rose to nearly half, an unprecedented and dangerous trend, the Levada Center head says.

 

            Gudkov insists that these people were not interested in emigrating primarily as a form of protest but rather felt that way because they considered their “civilizational” understandings in compatible “with the norms of the current regime.” They “did not see themselves in Russia or believe in their own future in it.”

 

            Crimea changed everything almost overnight, Gudkov says. “The approval of the annexation of Crimea and the approval of Vladimir Putin and his activity in connection with it eliminated a very large part of the complaints people had about the authorities.” They still viewed it as corrupt and self-interested, but most Russians felt it had acted “’correctly.’”

 

            That had an impact on how people thought about emigration. During the entire spring and first half of last summer, interest in it fell. But as a result of impact of sanctions and even more of counter-sanctions, which the educated young in the cities felt even more than others, the successful young again began thinking about leaving.

 

            Gudkov also addresses other aspects of emigration and immigration. He notes that the top elite is too small to measure such shifts although its members “understand that their position, status and property are not guaranteed here” and that “at any moment,” they could lose everything. Consequently, many of them send money or children abroad. People at the very top of the scholarly community maintain homes in both Russia and the West.

 

            The sociologist says that economic problems in Europe have also limited emigration as there are fewer opportunities there. At the same time, he says, there is a “certain outflow of young people connected with protests and the opposition” who are threatened by the security services.

 

            Most of the people in that category are going to nearby countries, including the Baltic states, Ukraine and even Georgia, and they now “have begun to form something like diasporas of new political emigres from Russia.” There are similar groups even in the Czech Republic and “in part” in Germany.

 

            Russians leaving their country for whatever reason are moving in new directions. Earlier, they went to Israel, Europe, Canada and the US. Now, Gudkov says, “to an ever greater degree, people are leaving for Asia, including China, South Korea and Australia.”

 

            As far as Russians returning to Russia, that resource is “close to exhaustion.” Those who wanted to come have, those remaining abroad are low skilled, and the Russian government program for resettlement is largely a bureaucratic failure.

 

            Russia today, the sociologist says, “is becoming attractive only for those workers with low qualifications. And in a civilizational, cultural and professional sense, this is ever greater testimony of the demands for such workers and of the degradation of Russia itself as a center of attraction, despite all the talk about it as ‘a special civilization.’”

 

            Gudkov concludes by saying that while “everything is possible with [Russia’s] government,” re-erecting the iron curtain and keeping people from departing doesn’t seem likely. If it did happen, he says, it would not end the desire of many to leave and it would be time to include it in the list of countries without a future.

As Russia and China have invested heavily in military equipment in recent years, NATO is massively stepping up its military presence in Europe.
“We are implementing the biggest reinforcement of our collective defense since the end of the Cold War,” NATO Secretary General Jens Stoltenberg said.
In particular, the western alliance is increasing its presence in Eastern Europe, Stoltenberg said, “This is only the beginning” of an important adaptation to new security realities in Europe, Stoltenberg told a meeting of top allied military officials.
He spoke at the NATO Transformation Seminar, an annual strategic brainstorming conference that brings together NATO’s leadership with experts and top officials from the host country. The event is organized by the Allied Command Transformation in Norfolk, Virginia, and the Atlantic Council, a Washington-based think tank.
“The focus of this year’s seminar is to think through how best to update NATO’s strategy, given real threats in the east and the south, against the backdrop of a dramatically changing world,” said Damon Wilson, a former presidential advisor who is now with the Atlantic Council.
“The practical focus is to begin developing the road map to the next NATO summit, which will take place in Warsaw in July 2016, a summit which will presumably be the capstone and last summit for the Obama administration”, Wilson said
Stoltenberg described NATO’s future strategy as mastering a “hybrid war”, which combines the power of unconventional means such as cyber and information operations, and disguised military operations, much like the activities of Russia in Crimea and Ukraine over the past year – with every hybrid strategy being based on strong conventional forces.
NATO must “sharpen our early warning and situational awareness”, the former Prime Minister of Norway said, “so we know when an attack is an attack. Hybrid warfare seeks to exploit any weakness.”
Stoltenberg reiterated the alliance’s stance on treating a cyber attack against one member as an attack against the entire alliance.
“Cyber is now a central part of virtually all crisis and conflicts”, he said, adding that “cyber attacks can potentially trigger an Article 5 response.”
Stoltenberg called upon the 28 NATO member states to develop a sense of urgency when it comes to military spending. While the west has cut defense budgets for years, Russia and China have invested heavily in new tanks, new ships and long-range missiles.
“We have no longer the advance in defense technology”, Stoltenberg said. “We now need the political will and the resources to increase our capabilities.”

Uproar over Obama snubbing NATO chief
President Barack Obama reportedly will not meet with NATO's new secretary general when he is in Washington this week, despite requests from the alliance chief's staff for a get-together. 
Bloomberg View reported Tuesday that Jens Stoltenberg's office requested a meeting with Obama in advance of his scheduled visit, but did not receive any response from the White House. Instead, Bloomberg View reported that Stoltenberg had to settle for a last-minute meeting with Defense Secretary Ashton Carter. 
The White House on Wednesday dismissed the report about the snub as inaccurate.
"Those reports are entirely false," Press Secretary Josh Earnest said.
Earnest also said the White House has been in touch with Stoltenberg's office and dismissed the assertion that Carter was a late fill-in because Obama was too busy.
Stoltenberg is scheduled to be in Washington through Thursday, primarily so he can attend a strategic brainstorming session involving military officials and experts from the U.S. and NATO. 
Stoltenberg, who replaced Anders Fogh Rasmussen as head of the world's largest military alliance in October, was able to meet with Canadian Prime Minister Stephen Harper Monday, the day before Harper announced that Canada would expand its participation in the U.S.-led military campaign against ISIS in Iraq and Syria.
The report of Obama's snub comes amid Russia's growing willingness to test NATO's military readiness. On Tuesday, NATO jets were scrambled after four Russian military planes were spotted flying over the Baltic Sea with their transponders turned off. Over the weekend, a Danish newspaper published remarks by the Russian ambassador to Denmark in which he hinted that Russian missiles could target Danish warships if Copenhagen joins NATO's missile defense system. 
But the most far-reaching example of Russian belligerence came Tuesday, when Britain's Daily Telegraph reported that Moscow was preparing to lease 12 long-range bombers to Argentina in exchange for shipments of beef and wheat. The report comes after a round of rhetoric from Russian officials questioning Britain's claim to the Falkland Islands. 
The Telegraph reports that Russia's ambassador to Britain, Alexander Yakovenko, compared a 2013 referendum in which 99.8 percent of Falklands inhabitants voted to remain part of the U.K. to last year's vote which formalized Crimea's annexation by Russia. Britain, along with the U.S. and NATO, denounced the Crimea referendum as a sham orchestrated by Moscow. 
British Foreign Secretary Philip Hammond repeated those claims earlier this week, prompting the Russian embassy to respond, "In its rhetoric [the] Foreign Office applies one logic to the referendum in the Malvinas/Falklands, and a different one to the case of Crimea."
Alexei Pushkov, the head of the Duma’s committee of international affairs, was even more blunt in a Twitter message that read, in part, "Crimea has immeasurably more reason to be a part of Russia than the Falkland Islands to be part of the U.K."
The Russian position echoed remarks made last year by Argentina president Cristina de Kirchner, who said, "The Malvinas [Argentina's name for the archipelago] has always belonged to Argentina, the same way that Crimea also belonged to the Soviet Union until it was given to Ukraine."
On Tuesday, British Defense Secretary Michael Fallon said that Britain would send two Chinook troop-carrying helicopters and a new surface-to-air missile system to the islands.

Kneel Before Putin: Obama Snubs NATO Chief As Russia Grows More Aggressive

“President Barack Obama has yet to meet with the new head of the North Atlantic Treaty Organization, and won’t see Secretary General Jens Stoltenberg this week, even though he is in Washington for three days,” writes Josh Rogin at Bloomberg View.  “Stoltenberg’s office requested a meeting with Obama well in advance of the visit, but never heard anything from the White House, two sources close to the NATO chief told me.”
“The leaders of almost all the other 28 NATO member countries have made time for Stoltenberg since he took over the world’s largest military alliance in October,” Rogin adds. “Stoltenberg, twice the prime minister of Norway, met Monday with Canadian Prime Minister Stephen Harper in Ottawa to discuss the threat of the Islamic State and the crisis in Ukraine, two issues near the top of Obama’s agenda.”
It is difficult to perceive Obama’s refusal to meet with the new NATO chief as anything but a signal to Vladimir Putin that he should not expect too much trouble from this Administration. Stoltenberg had to settle for a meeting with Secretary of Defense Ashton Carter, and even that was arranged at the last minute.
Rogin notes that little evidence exists for the President being occupied with more urgent matters in the time during which he could meet with Stoltenberg: the President is scheduled to deliver “a short speech to kick off a meeting related to the Affordable Care Act” and “a speech about the economy” in Alabama while Stoltenberg is in town.
Rogin quotes Kurt Volker, who represented both the Bush and Obama administrations to NATO, marveling that Obama’s snub is unprecedented, particularly at such a tense moment: “It is hard for me to believe that the president of the United States has not found the time to meet with the current secretary general of NATO given the magnitude of what this implies, and the responsibilities of his office.”
The NATO snub “fits into a narrative pushed by Obama critics that he would rather meet with problematic leaders such as Iraqi Prime Minister Haider al-Abadi, who will get an Oval Office meeting next month, than firm allies,” Rogin concludes. “The message Russian President Vladimir Putin will take away is that the White House-NATO relationship is rocky, and he will be right.”
NATO commanders, including American generals, have been saying Obama’s current strategy isn’t thwarting Putin’s ambitions. They want a more direct confrontation, through measures such as providing lethal aid to the Ukrainians against rebel forces receiving plenty of lethal aid from Russia.
Obama doesn’t want to talk about it; he has never been one for honest intellectual engagement with his critics or the admission of error, but he is taking it to pathological levels during his final years in office. He thinks he “handled” the worst-case scenario by telling Putin not to invade actual NATO members. Putin has systematically tested Obama’s resolve by escalating the Ukraine conflict, and issuing blustery threats to everyone who does care about Russian adventurism, such as telling Denmark he’s prepared to nuke their navy.
One of the few things Obama has been totally honest about is his belief that the American century is over. Vladimir Putin, the Chinese politburo, the mullahs of Iran, and the terror masters of ISIS all share that belief. And now, so does NATO.
