Arthur A. Hartman, U.S. Ambassador to Soviet Union, Dies at 89

Arthur A. Hartman, who was Washington’s longest-serving ambassador to the Soviet Union and the Reagan administration’s point man in Moscow during a succession of delicate Cold War crises, died on Monday in Washington. He was 89.
The cause was complications after surgery for a leg he broke in a fall, his daughter Lise Hartman de Fouchier said.
For nearly four decades after quitting Harvard Law School in 1948, Mr. Hartman filled a dozen or so economic and diplomatic Foreign Service posts under both Republican and Democratic administrations. President Jimmy Carter, a Democrat, named him ambassador to France in 1977 — he was only the second career diplomat since World War II, after Charles E. Bohlen, to hold the Paris post — and Ronald Reagan, a Republican, appointed him envoy to the Soviet Union in 1981.
His tenure in Moscow bridged the tense aftermath of the Soviet invasion of Afghanistan, the shooting down of a Korean airliner by the Russian Air Force, the arrest of an American journalist as a spy, the Chernobyl nuclear disaster, the abandonment of the unfinished eight-story United States embassy in Moscow after electronic listening devices were discovered, and the beginnings of glasnost, or transparency, under Mikhail S. Gorbachev in the waning years of Soviet Communism.
In France, without mincing words, he managed not only to get along with Valéry Giscard d’Estaing, a centrist, and François Mitterrand, a Socialist; he also captivated normally unimpressible Parisians. One week, Le Nouvel Observateur even chose Mr. Hartman as the arbiter of local cultural events.
“That the newspaper, a pillar of the French left, should pick the American ambassador to tell Parisian intellectuals what to go see or hear was nothing short of remarkable,” The New York Times said in a profile of him. “Not since Benjamin Franklin has an American envoy to France been given such public recognition for his culture.”
Arthur Adair Hartman was born on March 12, 1926, in Flushing, Queens, to Joel Hartman, who owned a paper mill, and the former May Weinstein. He graduated from Flushing High School, served in the Army Air Corps in Asia in World War II, returned to graduate from Harvard University and left law school to join the Marshall Plan administration in Europe. His next step was the Foreign Service, and he served in Saigon in the 1950s.
Before being posted to Paris, among his posts were under secretary of state for economic affairs in the 1960s and assistant secretary of state for European affairs under Henry A. Kissinger.
Elegant and intellectual, Mr. Hartman was described in the Times profile as “silver-haired, tall, and with a slight stoop that is more purposeful — it is, after all, necessary to communicate with shorter people — than deferential.”
In an email, Leslie Gelb, a former assistant secretary of state, said of Mr. Hartman, “Instead of taking on direct fights, he’d often ask questions designed to show the silliness or unworkability of what was being discussed.”
In Moscow he dealt with four successive Soviet leaders. Even before he formally presented his credentials, he had to assure the Soviets that President Reagan had misspoken when he suggested that a limited nuclear war could be waged in Europe without spreading to the United States. He later defended trade sanctions imposed by Washington to punish human rights abuses and rebuked American businessmen for balking at them.
He left Moscow in 1987 and was succeeded by Jack F. Matlock Jr., another career diplomat.
Besides his daughter Lise, Mr. Hartman is survived by his wife, the former Donna Van Dyke Ford, whom he married in 1949; four other children, David, John, Ben and Sarah Hartman; 15 grandchildren; and seven great-grandchildren. The couple lived in Washington. He died in a hospital there.
In Moscow, the Hartmans transformed the ambassador’s residence, Spaso House, into a gathering place for intellectuals, dissidents and artists. Some of them, including the pianist Vladimir Feltsman, were allowed to emigrate at the couple’s behest. Vladimir Horowitz, the Russian-born pianist, stayed there when he returned to his homeland for the first time in six decades.
Mrs. Hartman organized the gatherings, a task made more challenging when the Kremlin barred 260 Soviet nationals from working for the embassy in response to accusations of security breaches there. She had to do the cooking. He drove himself to work.
The allegations prompted an American investigation, which criticized the ambassador for failing to correct lapses that led to the bugging of typewriters and the seduction of Marines stationed at the embassy. Mr. Hartman said the criticism was unfair. American officials did not offer any evidence that secrets had been compromised.
Years later, according to a former colleague, David Kenney, Mr. Hartman remembered telling the investigators that while it would have been disturbing if Soviet agents had indeed penetrated the old embassy and intercepted messages between Washington and Moscow, there might have been a bright side.
“At least,” he was said to have remarked, “they would have learned that we were telling them the truth.”

Pope Francis' drug war riffs keep offending the second biggest Catholic country

MEXICO CITY — Almost everyone seemed to love what Pope Francis had to say, until he opened his mouth about Mexico.
He won the applause of millions of gay Catholics when he asked, “Who am I to judge them?” He was cheered for telling women they had a greater role in the church. He was named Time Person of the Year. And he even helped the United States and Cuba restore diplomatic relations.
But a recent spat with Mexico, home to the world’s second biggest Catholic population, signaled the honeymoon could be over, at least in these parts.
Francis first ruffled the feathers of the Mexican government in an email he sent to a lawmaker in his native Argentina.
“I hope we are in time to stop Mexicanization,” the pope reportedly wrote Feb. 21, commenting how his home country has suffered from a rise in drug violence. “I was talking to Mexican bishops and it is a question of terror.”
For the pope, Mexico had become the very reference point for drug war mayhem.
When the mail became public, Mexico’s Foreign Secretary Jose Antonio Meade sent a letter to the Vatican, complaining that it was “stigmatizing” Mexico. “We express our sadness and concern regarding the comments apparently made in a letter from Pope Francis,” Meade told a news conference.
When the Vatican sent a reply that it meant no offense and Mexico’s top diplomat said things were “completely settled,” the matter seemed to be over. Until Pope Francis gave a follow-up interview to Mexico’s biggest TV network, and made an even more provocative comment.
Drug violence, he told Televisa on March 12, was the devil punishing Mexico; Satan was angry because Mexicans are such devoted Catholics.
“I think that the devil is punishing Mexico with great fury,” Francis said. “The devil does not forgive Mexico because she [the Virgin Mary] showed her son there. That is my interpretation.”
As the statement was plastered across front pages it sparked furious debate, and some anger, in a country considered to have a special relationship with the Holy See.
Outside Mexico City’s elegant metropolitan cathedral, several devotees coming from prayer this week said they were disappointed with the pontiff.
“Saying that people have died because of some spiritual punishment is not very respectful to the suffering families.”

“I believe in the church. But I think that saying that people have died because of some spiritual punishment is not very respectful to the suffering families,” said Hector Cruz, a 52-year-old engineer.
Since 2007, cartel-related violence has killed more than 83,000 people, according to a government count. Many innocent people, including students and children, are among the victims.
Several columnists also questioned the wisdom of the pope’s words.
“Evil exists, without doubt, and its representation is Satan, the devil,” Raul Rodriguez wrote in El Grafico. “But in this case, it is necessary to point the finger at corruption, criminals infiltrating the government, poverty, hunger, ideological confrontation and inequality as some of the causes of the explosion [of violence].”
About 82 percent of Mexico’s 120 million people are Catholic, according to the 2010 census, but the country has secular laws, keeping the church out of politics. The number of Catholics has fallen from 98 percent in 1950, with some Mexicans turning to Protestantism or atheism.
Religious anthropologist Elio Masferrer says the pope’s message was more complicated than the scandalous-sounding headlines. In the interview, Francis also talked about poverty and American drug consumption driving violence.
“The pope said many more things than this comment. You have to analyze these messages carefully. He uses a lot of symbolic language,” says Masferrer, who is president of the secular Latin American Religious Studies Association.
“Mexicans are mixed in their feelings about this. While some may be offended, others agree with what Pope Francis says.”
Masferrer also points out that Pope Francis, who took his papal name after the saint of the poor, has been supporting victims of violence. In December, the Vatican’s envoy in Mexico gave Mass to the families of disappeared students in the bloodstained state of Guerrero.
Rev. Hugo Valdemar, spokesman for the archdiocese of Mexico City, said that the pope’s comments simply reflect the age-old Catholic position.
“Scripture states clearly that the devil is behind evil acts. This is in line with Catholic thinking and one shouldn’t make a scandal out of it,” Valdemar told GlobalPost.
Mexican Catholics have felt a special link to the Vatican since it supported them in the face of religious persecution after the Mexican Revolution, Valdemar said. They had a particular devotion to Pope John Paul II, who visited the nation five times, attracting crowds of millions. His successor Pope Benedict XVI visited Mexico in 2012 and drew more modest crowds, before stepping down due to ill health.
“There was a deep affection in Mexico for John Paul II, and those are hard shoes to fill,” Rev. Valdemar said. “But Pope Francis can still win the hearts of the Mexican people.”

Putin just made a huge decision that may explain his strange disappearance

Has Ramzan Kadyrov successfully blackmailed the Kremlin?
In all the hoopla over Vladimir Putin resurfacing, a pretty important news item managed to slip below the radar.
On March 16, the same day the Kremlin leader appeared, Interfax quoted an unidentified law- enforcement official as saying that the assassination of Boris Nemtsov has been reclassified from a “contract killing” to a “hate crime.”
The report is still unconfirmed. But if the official line becomes that this was not a contract killing, then there is no need to investigate who put out the contract.
There is no need to look beyond Zaur Dadayev and the others rounded up in connection with the hit.
There is no need to ask any uncomfortable — and destabilizing — questions.
By targeting Dadayev — the former deputy commander of a paramilitary unit formed by Kadyrov and run by the Chechen leader’s cousin, Adam Delimkhanov — the Federal Security Service (FSB) seemed to be ultimately targeting Kadyrov.
And now it appears that Kadyrov has successfully beaten back the FSB’s assault.
It was amid this turmoil that Putin vanished from public view on March 5, just six days after Nemtsov was assassinated and three days before Dadayev was charged.
“Putin appeared, live and legitimate, at exactly the same moment when Interfax reported that the Nemtsov assassination wasn’t a contract hit,” political analyst Leonid Volkov wrote on Facebook.
“Putin had to make a choice. Either feed Kadyrov to the FSB-men, or give up the FSB to Kadyrov. It’s a difficult and unpleasant choice … And he chose the one and only thing he could choose: Kadyrov.”

A tribute — and a threat

Over the 10 days, 21 hours, four minutes, and 20 seconds that Putin was holed up in an undisclosed location — before turning up in St. Petersburg on March 16 for a meeting with Kyrgyz President Almazbek Atambaev — a lot of weird stuff happened.
Kadyrov publicly praised Dadayev, went to a shooting range to pop a few rounds, and posted the video on Instagram. The Chechen leader also posted a letter on Instagram expressing his enduring loyalty to Putin.
“I will always be grateful to Vladimir Vladimirovich for everything he has done for me and for my people,” Kadyrov wrote.
“I will always be his faithful companion, regardless of whether he is president or not. To give one’s life for such a person is an easy task.”
But within the profession of loyalty, there was also a veiled threat — one that was punctuated by the shooting range outing. I am loyal, Kadyrov seemed to be saying. But others may not be. And taking me down carries risks.
And somebody was apparently listening.
It’s worth noting that over a nine-day period, Kadyrov has been given no less than three state awards.
On March 9, shortly after Dadayev was arrested and charged, he was given the Order of Merit, the state’s highest honor. On March 16, the day Putin reappeared in public, he received a medal For Devotion and Duty from authorities in Russia-annexed Crimea. And on March 18, he was honored by the Federal Penitentiary Service.
“Kadyrov is now the pillar, basis, and essence of Russian statehood. Even more so than all of the FSB combined,” Volkov wrote on Facebook.

Connecting the dots

Unpacking the Nemtsov assassination, the ensuing investigation, Kadyrov’s emergence at the center of it, and the Chechen leader’s battle with the FSB involves interpreting and connecting a lot of disparate data points.
“We’re seeing rivets popping inside the Kremlin in a way we haven’t seen before,” longtime Kremlin-watcher Edward Lucas, author of The New Cold War, told Britain’s itv.
Kadyrov is widely known to covet a high post in Moscow. And he is also believed to want his cousin and close associate, Adam Delimkhanov, to replace him in Chechnya.
The idea makes many in Russia’s elite nervous — not least of all, the FSB brass. Moreover, enmity between Kadyrov and the FSB goes way back.
In May 2007, shortly after Kadyrov was named Chechnya’s leader, the local FSB refused to allow a group of his armed men into their headquarters. Kadyrov responded by having all the building’s entrances and exits welded shut. The standoff was only resolved when Nikolai Patrushev, then the FSB director, intervened personally.
And there are strong indications that the FSB is trying to take both Kadyrov and Delimkhanov down.
Like in the Nemtsov assassination, the FSB also took the lead role in investigating the attempted assassination of Saigidpasha Umakhanov, a rival of Kadyrov’s and the mayor of the region’s third-largest city.
In February, just weeks before Nemtsov was gunned down, a court in Daghestan sentenced two Chechens to long prison sentences for plotting Umakhanov’s killing. In a recent report Novaya Gazeta quoted FSB officials as saying the assassination was ordered by none other than Delimkhanov.
Another report by Novaya Gazeta quoted unidentified law enforcement officials as saying the real organizer of the Nemtsov assassination was a Chechen security officer, also with close ties to Kadyrov, identified only as “Major Ruslan.”
Subsequent press reports have claimed that the mysterious Major Ruslan was Ruslan Geremeyev — who is Delimkhanov’s nephew.

Late Putinism

Will the assault on Kadyrov now ebb? And if it does, will he continue to become more powerful and more brazen?
Or will the FSB regroup and renew its assault? One hint that this might be the case came in a report in RBK on March 17.
Citing unidentified law enforcement officials, it claimed that Dadayev and Geremeyev planned Nemtsov’s assassination in a Moscow cafe. According to the report, Geremeyev paid Dadayev 5 million rubles ($83,000) and provided him weapons.
So we still seem to be in a battle of leaks, each with conflicting accounts of whether this was a hate crime that stops with Dadayev or whether it is a contract killing that leads from Dadayev to Geremeyev to Delimkhanov — and ultimately to Kadyrov.
Neither narrative is great for the regime.
“If Kadyrov were indeed freelancing into political assassinations in Moscow and were allowed to walk away unpunished, he would be taking Putin and the entire Russian leadership hostage, which might be precisely his plan,” political analyst Vladimir Frolov wrote in The Moscow Times. Frolov adds that a “full investigation and arrests of co-conspirators risk destabilization in Chechnya escalating into war.”
Either way, an increasing number of Kremlin-watchers are coming to the conclusion that the period beginning on February 27 with Nemtsov’s assassination and continuing through Putin’s odd vanishing act marks the dawn of late Putinism — the twilight of the regime in its current form.
“Has the Russian regime’s agony begun?” asks a recent article by the prominent Russian political analyst Lilia Shevtsova in The American Interest.
Shevtsova notes that Putin’s “steely-eyed resolve” is gone, he “is losing control,” and “can’t give his entourage clear orders.” Nemtsov’s assassination, she adds, has “shattered the mirrored window concealing the Kremlin; now everyone can see the mess within.”

U.S. Allies, Lured by China’s Bank

The Obama administration, to its embarrassment, has been spurned by Western allies flocking to a China-led Asian development bank, defying White House pleas to stand back. In a surpriseannouncement last week, Britain said it would become the first Western nation to join the Asian Infrastructure Investment Bank, a potential rival to the American-led World Bank.
On Tuesday, Germany, France and Italy announced that they would also join the bank, and Australia and South Korea are expected to follow.
Their decisions were proof that even Europe’s biggest economies, founders with the United States of the postwar global economic order, cannot resist the newest gold rush — into China, the world’s second-largest economy and a major export and investment market.
Funding the new bank is another effort by China to become an even more dominant influence in the region. The Americans worry that China could establish a parallel economic order that could weaken the World Bank and its affiliates and erode already strained international lending standards of transparency, creditworthiness, environmental sustainability, and concern for labor and human rights that took decades to put in place.
The British decision, in particular, is an affront to the United States. Britain has said the decision is in its national interest. With Russian money drying up because of Ukraine-related sanctions and a drop in oil revenue, the chancellor of the Exchequer, George Osborne, has courted Chinese investment in nuclear power plants in Britain. He said the City of London, a world financial center known for loose regulations, would become the base for the first clearinghouse for the yuan outside Asia, The Guardian reported.
By rushing to partner with China, which has one of the most opaque, most state-driven and least regulated economies, Prime Minister David Cameron of Britain may hope to resist an American push for controls on speculative trading and preserve London’s freewheeling ways despite the risk to global financial stability. He faces re-election on May 7 and is making economic growth the centerpiece of the campaign.
There is also no doubt about Asia’s need for more roads, bridges and other projects that the new bank is intended to underwrite. China has the world’s largest foreign reserves (an estimated $4 trillion) and is eager to invest it overseas. However, Washington and its allies should have handled the challenge better.
In significant ways, this is a problem of America’s own making. The United States has urged China to exercise more leadership, but the top posts at the International Monetary Fund, the World Bank and the Asian Development Bank have been restricted to Europeans, Americans and the Japanese. Congress bears considerable blame for refusing to pass legislation to shift voting power more fairly among I.M.F. member states, including China. China’s move to create the new development bank is part of the price being paid for that obstruction.
President Obama has also mishandled the issue. The American position of opposing the new bank until China accepts certain principles of governance and lending would have been more effective if the administration had worked with its allies to produce a set of common principles that could then be negotiated with the Chinese.
Instead, it seems to have no coherent plan for dealing with the new bank. American and European officials say they are still pushing China to adopt international standards, with Britain and Germany demanding senior positions on the bank’s board. But achieving that goal will most likely be harder when the Western allies are in a free-for-all dash to join China’s new venture.

Suicide Attacks at Mosques in Yemen Kill More Than 130

SANA, Yemen — A previously unknown Yemeni affiliate of the Islamic State militant group claimed responsibility for killing more than 130 people on Friday in coordinated suicide bomb attacks on two Shiite mosques in the capital, Sana, accelerating the sectarian violence in a country edging closer to civil war.
Hospitals in the capital made urgent appeals for blood to treat the hundreds of people injured in the explosions at the Badr and Hashoush mosques, both attended by Zaydi Shiites. Another suicide bomber was detected before he could reach a mosque in the northern province of Saada, a stronghold of the Houthi rebel movement, which controls Sana and since September has beenYemen’s most dominant force.
An Interior Ministry official said at least 60 people were killed at each mosque, but the death toll is expected to rise.
The most recent attack on civilians in the capital was in January, when a car bomb killed more than 30 people outside a police academy.
Sunni extremists, including the Islamic State fighters and militants linked to an affiliate of Al Qaeda in Yemen, have carried out a number of deadly attacks against supporters of the Houthis, whose leaders are members of the Zaydi branch of Shiite Islam and are considered heretics by the Sunni militants.
But bombings of mosques have been rare, and in a recent statement on “unlawful” killings, Al Qaeda’s affiliate in Yemen condemned such attacks. Instead, a group calling itself Sana Province and claiming to be the Yemeni affiliate of the Islamic State claimed responsibility for Friday’s bombings, raising the specter of a deadly, destabilizing new force in Yemen’s conflict.
“This operation is but the tip of the iceberg,” the group said in an audio statement carried by the SITE Intelligence Group. “Let the polytheist Houthis know that the soldiers of the Islamic State will not rest and will not stay still until they extirpate them.”
The carnage on Friday came after days of fighting across Yemen, marking a violent new stage in a seven-month-old political crisis that is increasingly taking on the character of a civil war.
In early 2014, Shiite insurgents known as Houthis consolidated control over Yemen’s Saada Province. In recent months, they have expanded their influence.

Yemen has been leaderless since January, when the Houthis tightened their grip on the capital andplaced the president, Abdu Rabbu Mansour Hadi, along with his government, under house arrest.
Mr. Hadi later fled to the southern port city of Aden and declared that he was still the country’s leader, splitting the country between competing centers of power. Diplomats, including those at the United Nations, have been unable to broker a compromise, as many regional powers, including Iran and Saudi Arabia, seem to have abandoned the effort, throwing their support behind either Mr. Hadi or the Houthis and inflaming the conflict.
Earlier this week, unidentified assassins shot and killed one of Yemen’s most prominent dissident journalists and a supporter of the Houthis, Abdulkarim al-Khaiwani, outside his home in Sana. On Thursday, violence spread to Aden in a day of rare factional clashes over control of the international airport and a security base.
The fighting in Aden pitted tribesmen and military units loyal to Mr. Hadi against a security unit seen as close to Yemen’s former president, Ali Abdullah Saleh, who has remained influential in the country and allied himself with the Houthis.
There were more reports of fighting in the south on Friday. Warplanes bombed Mr. Hadi’s presidential compound in Aden for a second day, but did not cause any casualties, according to witnesses and security officials in the city.
Blood could be seen on the street outside the Badr mosque, where the bombers maximized the number of casualties by detonating their explosives inside but also among the overflow of worshipers outside. Witnesses said 12 members of one family were killed.
Two suicide bombers also attacked the Hashoush mosque, with one hiding his explosives in a fake cast on his leg, which he detonated after he was stopped at a checkpoint about 65 feet from the mosque entrance. The other bomber made it inside as the prayers ended.
“Yemenis knew violence, but not this brutal,” said Farea al-Muslimi, a Sana-based political analyst, speaking about the assassinations, clashes and bombings over the last few days.
“There are no norms,” he said. “It’s a very scary moment.”

U.S. Must Step Up Capacity for Cyberattacks, Chief Argues

WASHINGTON — The admiral who directs American cyberforces told a Senate committee on Thursday that the United States was “at a tipping point” where it needed to increase its ability to conduct cyberattacks, to create a deterrent against other countries that are attacking it.
The growing American capabilities in cyberweapons are hardly a secret: They were critical to a yearslong American and Israeli cyberattack on Iran’s nuclear facilities, and descriptions of the placement of “implants” in foreign computer systems — for surveillance and potential offensive action — run through thousands of pages of documents released by Edward J. Snowden, the formerNational Security Agency contractor.
But the willingness of Adm. Michael S. Rogers to discuss purely offensive cyberweapons in his appearance before the Armed Services Committee comes at a moment when the Obama administration is reluctantly experimenting with how to discuss the subject in public, much as it gradually began to talk about drone strikes a few years ago.
Admiral Rogers, who heads both the National Security Agency and its military cousin, United States Cyber Command, was answering questions about how the United States could deter attacks like the kind that struck Sony Pictures Entertainment. President Obama has said publicly that the attack originated in North Korea.
When pressed, Admiral Rogers said that erecting ever-higher digital fences would never be enough, and that “we have got to broaden our capabilities to provide policy makers and operational commanders with a broader range of options. Because in the end, a purely defensive reactive strategy will be both late” and would become “incredibly resource-intense.”
“So, I have been an advocate of, we also need to think about how can we increase our capacity on the offensive side here, to get to that point of deterrence.”
In interviews as he came into office last year, Admiral Rogers identified creating some form of deterrence as his highest priority. At the time, he said, Chinese and other attackers who steal data from American companies “pay no price.”
In the case of North Korea, the United States imposed some modest economic sanctions, and it is unclear whether an attack that slowed the North’s Internet connections was the result of American action or some other kind of action. In any event, the response was weak enough that many in the Obama administration question whether the North paid a high enough price.
But as Admiral Rogers attempted to describe to the committee, deterrence in the digital realm is a complex business; most comparisons to the nuclear age fail. There are so many different kinds of cyberattackers — states, businesses, hackers, teenagers, angry ideologues — that it would be nearly impossible to deter them with traditional means, most experts say.
Admiral Rogers himself seemed to be struggling with the analogies at times, comparing the decisions that national leaders will have to make with those faced by the Bush administration on the morning of Sept. 11, 2001. At that time the question was whether the United States would be willing to make “the decision that we were going to shoot down, potentially, a civilian airliner that we thought had potentially become a weapon.”
“I think we need to have that same discussion now,” Admiral Rogers said. “We’ve got to increase our decision makers’ comfort and level of knowledge with what capabilities we have and what we can do.”
The committee chairman, Senator John McCain of Arizona, who has argued for a robust offensive cybercapability, jumped in to say, “But right now, the level of deterrence is not deterring.
“That is true,” Admiral Rogers responded.

It’s a mistake to take too much notice of what the pope says. And funnily enough, he’d be the first to say so. By which I don’t mean that it won’t be worth listening when he makes the speech, announced this week, to the United Nations general assembly in September. Pope Francis is due to publish the Catholic church’s first encyclical on the environment in a couple of months, and he’ll draw on that to argue in New York for greater international commitments to curb greenhouse gases. He’ll probably call for the rich to do much more to help poor people around the world already blasted by the effects of climate change.
