BBC News - The untold story of the Maidan massacre

A day of bloodshed on Kiev's main square, nearly a year ago, marked the end of a winter of protest against the government of president Viktor Yanukovych, who soon afterwards fled the country. More than 50 protesters and three policemen died. But how did the shooting begin? Protest organisers have always denied any involvement - but one man told the BBC a different story.
It's early in the morning, 20 February, 2014. Kiev's Maidan square is divided - on one side the riot police, the protesters on the other.
This has been going on for more than two months now. But events are about to come to a head. By the end of the day, more than 50 people will be dead, many of them gunned down in the street by security forces.
The violence will lead to the downfall of Ukraine's pro-Russian president, Viktor Yanukovych. Moscow will call 20 February an armed coup, and use it to justify the annexation of Crimea and support for separatists in Eastern Ukraine.
The protest leaders, some of whom now hold positions of power in the new Ukraine, insist full responsibility for the shootings lies with the security forces, acting on behalf of the previous government.
But one year on, some witnesses are beginning to paint a different picture.

"I didn't shoot to kill"
"I was shooting downwards at their feet," says a man we will call Sergei, who tells me he took up position in the Kiev Conservatory, a music academy on the south-west corner of the square.
"Of course, I could have hit them in the arm or anywhere. But I didn't shoot to kill."
Sergei says he had been a regular protester on the Maidan for more than a month, and that his shots at police on the square and on the roof of an underground shopping mall, caused them to retreat.
There had been shooting two days earlier, on 18 February. The 19th, a Wednesday, had been quieter, but in the evening, Sergei says, he was put in contact with a man who offered him two guns: one a 12-gauge shotgun, the other a hunting rifle, a Saiga that fired high-velocity rounds.
He chose the latter, he says, and stashed it in the Post Office building, a few yards from the Conservatory. Both buildings were under the control of the protesters.

How events unfolded on 20 February 2014
Kiev map - 20 February 2014 events
Under attack, the police retreated from their position near the front line in the square, falling back along the street on the north side of Hotel Ukraine.
Protesters then advanced towards the police, where they were shot by retreating security forces and snipers from surrounding buildings.
More than 50 people were killed, the heaviest death toll of the clashes between protesters and security forces in the Maidan.

When the shooting started early on the morning of the 20th, Sergei says, he was escorted to the Conservatory, and spent some 20 minutes before 07:00 firing on police, alongside a second gunman.
His account is partially corroborated by other witnesses. That morning, Andriy Shevchenko, then an opposition MP and part of the Maidan movement, had received a phone call from the head of the riot police on the square.
"He calls me and says, 'Andriy, somebody is shooting at my guys.' And he said that the shooting was from the Conservatory."
Shevchenko contacted the man in charge of security for the protesters, Andriy Parubiy, known as the Commandant of the Maidan.
"I sent a group of my best men to go through the entire Conservatory building and determine whether there were any firing positions," Parubiy says.
Meanwhile the MP, Andriy Shevchenko, was getting increasingly panicked phone calls.
"I kept getting calls from the police officer, who said: 'I have three people wounded, I have five people wounded, I have one person dead.' And at some point he says, 'I am pulling out.' And he says, 'Andriy I do not know what will be next.' But I clearly felt that something really bad was about to happen."
Andriy Parubiy, now deputy speaker of the Ukrainian parliament, says his men found no gunmen in the Conservatory building.
But a photographer who gained access to the Conservatory later in the morning - shortly after 08:00 - took pictures there of men with guns, although he did not see them fire.

Sergei's account also differs from Parubiy's.
"I was just reloading," he told me. "They ran up to me and one put his foot on top of me, and said, 'They want a word with you, everything is OK, but stop doing what you're doing.'"
Sergei says he is convinced the men who dragged him away were from Parubiy's security unit, though he didn't recognise their faces. He was escorted out of the Conservatory building, taken out of Kiev by car, and left to make his own way home.
By that time three policemen had been fatally wounded and the mass killings of protesters had begun.
Kiev's official investigation has focused on what happened afterwards - after the riot police began to retreat from the square. In video footage, they are clearly seen firing towards protesters as they pull back.
Only three people have been arrested, all of them members of a special unit of riot police. And of these three, only two - the lower-ranking officers - remain in custody. The unit's commanding officer, Dmitry Sadovnik, was granted bail and has now disappeared.
The three policemen are accused of causing 39 deaths. But at least a further dozen protestors were killed - and the three policemen who died of their wounds.
Some of the dead were almost certainly shot by snipers, who seemed to be shooting from some of the taller buildings surrounding the square.
Lawyers for the victims and sources in the general prosecutor's office have told the BBC that when it comes to investigating deaths that could not have been caused by the riot police, they have found their efforts blocked by the courts.
"If you think of Yanukovych's time, it was like a Bermuda triangle: the prosecutor's office, the police and the courts," says Andriy Shevchenko. "Everyone knew that they co-operated, they covered each other and that was the basis of the massive corruption in the country. Those connections still exists."
Conspiracy theories abound

Ukraine's Prosecutor General, Vitaly Yarema, was dismissed this week, amid harsh criticism of his handling of the investigation.
Meanwhile, conspiracy theories flourish.
"I'm certain that the shootings of the 20th were carried out by snipers who arrived from Russia and who were controlled by Russia," says Andriy Parubiy, the former Commandant of the Maidan.
"The shooters were aiming to orchestrate a bloodbath on Maidan."
This is a widely-held belief in Ukraine. In Russia, many believe the opposite - that the revolt on Maidan was a Western conspiracy, a CIA-inspired coup designed to pull Ukraine out of Moscow's orbit. Neither side offers convincing evidence for its assertion.
The overwhelming majority of the protesters on Maidan were peaceful, unarmed citizens, who braved months of bitter cold to demand a change to their corrupt government. As far as is known, all the protesters killed on 20 February were unarmed.
The leaders of the Maidan have always maintained they did their best to keep guns away from the square.
"We knew that our strength was not to use force, and our weakness would be if we start shooting," says Andriy Shevchenko.
Parubiy says it is possible that a handful of protesters with weapons may have come to the Maidan as part of a spontaneous, unorganised response to violence from the security forces in the days running up to 20 February.
"I did hear that, after the shootings on 18 February, there were guys who came to Maidan with hunting rifles. I was told that sometimes they were the relatives or parents of those people who were killed on the 18th. So I concede that it's possible there were people with hunting rifles on Maidan. When the snipers began to kill our guys, one after another, I can imagine that those with the hunting rifles returned fire."

Sergei, again, tells a different story. He says he was recruited as a potential shooter in late-January, by a man he describes only as a retired military officer. Sergei himself was a former soldier.
"We got chatting, and he took me under his wing. He saw something in me that he liked. Officers are like psychologists, they can see who is capable. He kept me close."
The former officer dissuaded him from joining any of the more militant groups active on the Maidan.
"'Your time will come,' he said."
Was he being prepared, psychologically, to take up arms?
"Not that we sat down and worked out a plan. But we talked about it privately and he prepared me for it."
It is not clear who the man who apparently recruited Sergei was, or whether he belonged to any of the recognised groups active on the Maidan.
And there is much else that we still do not know, such as who fired the first shots on 20 February.
As for conspiracy theories, it is possible that Sergei was manipulated, played like a pawn in a bigger game. But that is not the way he sees it. He was a simple protester, he says, who took up arms in self-defence.
"I didn't want to shoot anyone or kill anyone. But that was the situation. I don't feel like some kind of hero. The opposite: I have trouble sleeping, bad premonitions. I'm trying to control myself. But I just get nervous all the time. I have nothing to be proud of. It's easy to shoot. Living afterwards, that's the hard thing. But you have to defend your country."

Poroshenko says evidence shows Kremlin aide Surkov directed snipers in Kiev

KIEV Fri Feb 20, 2015 12:01pm EST
KIEV (Reuters) - Ukrainian President Petro Poroshenko said on Friday police evidence showed that a top Kremlin aide, Vladislav Surkov, had directed "foreign sniper groups" who shot and killed protesters in Kiev a year ago.
A Russian foreign ministry spokesman dismissed the claims as "nonsense", Russia's Interfax news agency reported.
Poroshenko made his comments at a meeting with relatives of some of the 100 or so people who were shot dead over a three-day period a year ago during protests on Kiev's Independence Square (Maidan) against the Moscow-backed president, Viktor Yanukovich. Yanukovich subsequently fled toRussia.
"Just a few days ago, the head of state security told me that, in questioning, special forces operatives gave evidence that the Russian presidential aide Vladislav Surkov led the organisation of groups of foreign snipers on the Maidan," Poroshenko said, according to his website.
He also said that phone records showed there was evidence of regular conversations between Yanukovich and Russia's security services which revealed a "clear Russian link" to the shootings.
"They prepared for the shooting together in advance," he was quoted as saying.
Surkov is a senior aide of Russian President Vladimir Putin, and is often described as a 'grey eminence' in the Kremlin.
He was part of the Russian delegation in peace negotiations involving Putin, Poroshenko and the leaders of Germany and France in Minsk, Belarus, last week and was responsible for liaising with separatist leaders.
Ukrainians will commemorate the anniversary of the climax of the protests this weekend amid disillusionment at the pace of reforms and resentment that no-one yet has been put on trial for the killings.
The global police organisation Interpol has put Yanukovich on its international wanted list at the behest of Ukraine on charges of embezzlement and financial wrongdoing.

Is This the Mastermind Behind Russia’s Crimea Grab?

Vladislav Surkov, the Kremlin's 'gray cardinal,' is at the top of the U.S. sanctions list. Is he pulling Putin's strings?
When, as a response to the Kremlin’s takeover of the Crimea, the White House issued its first list of Russian officials subject to visa restrictions and asset freezes, many in the Moscow elite wondered why Vladislav Surkov made it to the very top of the roster. Or, rather, why now?
For years Surkov was a shadow towering behind the presidents of Russia, including and especially Vladimir Putin. He was the ideologue, the strategist, the éminence grise. Russians, who are well-versed in the romance of “The Three Musketeers,” liked to call him “the gray cardinal,” after one of the masters of intrigue in the treacherous court of Louis XIII.
But even the mightiest courtiers fall out of favor, and since Putin’s reelection in 2012, Surkov’s influence had seemed to be waning – until the crisis in Ukraine. Over the last several months, according to U.S. officials who spoke to The Daily Beast on condition of anonymity, the White House has come to believe that Surkov is Putin’s key advisor on the Russian propaganda campaign against Kiev and the referendum in Crimea that lead to annexation on Tuesday.
Surkov, famous for his cynical sense of humor, joked about his position as number one on the White House hit parade: “I am the first, always and everywhere,” he wrote on his Twitter account. Surkov denied he had any property in the United States besides the socks that he forgot in a Chicago hotel. "My interests in US are Tupac Shakur, Allen Ginsberg and Jackson Pollock,” he tweeted, neatly blending rap, poetry and modern painting. “For them I don't need visa." He told the Russian news site MK, “I regard the decision of the Washington administration as a recognition of my services to Russia.”
“It would be a terrible drama for Surkov and most Kremlin officials to suddenly say goodbye to their life on the West.”
The mirth is misleading, as are the soft features of the baby-faced Surkov. Among those who know him and work with him, the 49-year-old inspires fear. Putin and his protégé Dimitry Medvedev traded the presidency and premiership back and forth between them, but Surkov remained a constant presence. In 2010, a colleague of Surkov’s in the Russian elite finally went on the record about him. At the time, under President Medvedev, Surkov was head of administration in the Kremlin, a position roughly equivalent to the White House chief of staff. Ella Panfilova was the human rights adviser to the president. When Surkov’s name came up she raised her hands over her head as if putting on a crown. “Everybody in the Kremlin is afraid to open their mouths and say anything negative about Surkov,” she said. “Nobody should dare say that he is the real Czar of Russia.”
It was under Surkov’s reign that Russians defending human rights became a new generation of “dissidents,” isolated and persecuted like those of the 1970s and1980s during the Soviet era. Many of those trying to build a modern civil society blamed Surkov, as Putin’s ideological mentor, for rendering the human rights situation in Russia just about hopeless.  His current supporters credit him with creating the entire system, economic and ideological, that dominates the Kremlin today. He also allegedly brought Russian oil and gas under control of the group known as “Ozero,” a tight circle of Putin cronies organized in the mid-1990s.
Surkov is probably best known by political analysts as the author of the ideology dubbed “sovereign democracy” or, sometimes, “managed democracy,” which offers some openings for public expressions of opinion, but remains subordinated to the strong guiding hand of the Russian president (especially if he’s Putin). Surkov inspired the creation of the ruling United Russia Party in its current form.
On the streets, Surkov’s influence and ideology was felt through the actions of the Nashi, a pro-Putin youth movement. In 2007 and 2008 its activists distributed fliers printed with pictures of Putin’s critics and the question, “Who else but an enemy?” At their annual retreat in 2010, a sort of scout camp, they created an installation mocking both Russian and foreign public figures. Among those targeted in effigy: Lyudmilla Alekseyevna, an 83-year-old former dissident and rights activist depicted in Nazi regalia. Yet, bad as that was, nobody in the Kremlin dared to criticize the Nashi. Indeed, by the beginning of Medvedev’s presidential term in 2008, several Nashi commissars had joined the government.
Across the board, Surkov’s hardline ideology prevailed. One of the new laws, for example, gave the FSB (the successor to the KGB security apparatus) the right to jail people for obstructing the agency's work, even if they have not committed a crime.
So, leading critics of the Kremlin’s politics welcomed news of the U.S. sanctions targeting Surkov and ten others as the only possible lever against the Putin government in the critical situation with Ukraine. Former Kremlin insider Stanislav Belkovsky tells The Daily Beast that Russian officials, Surkov included, have property on the West and children studying in Western schools.
“I once met Surkov and his son on the plane from London, where I believe [the son] was a student,” says Belkovsky. ‘It would be a terrible drama for Surkov and most Kremlin officials to suddenly say goodbye to their life on the West.” Belkovsky says that the Russian system “went crazy,” and that President Putin “could change his decisions by the hour.” Once again, leading Kremlinologists are having a hard time reading Putin’s mind.
Sergei Markov, who was Surkov’s lieutenant during his dealings with Ukraine’s Orange Revolution a decade ago, says Surkov really isn’t so important anymore. “It must be poor Ukrainian intelligence that made the list for Washington,” Markov told The Daily Beast. “Surkov stopped playing a leading role in both the Kremlin’s life and here in Ukraine,” said Markov, who worked on the Crimea referendum himself. Surkov was removed from his official position as head of Kremlin administration in 2011. “Surkov dared to argue with Putin; and he wanted Medvedev for a second term – that was when he stopped being the key figure,” Markov explained.
But things might not be so simple as that. Markov admitted that for a few months last year, Surkov was once again involved in consulting the now-deposed pro-Kremlin government in Ukraine. Markov – who is not on the first sanctions list – said that Surkov “made the same mistakes of working with stupid leaders and not with the Ukrainian population; as soon as we started working with people in Crimea, we realized that over 90 per cent wanted to be with Russia, and the same will happen in the Eastern part of Ukraine.”
What would the Kremlin’s answer be to sanctions against Putin’s main aides and ideologues? “It would be a mirror reaction,” said Markov. “We’ll declare sanctions against Obama’s aide, most probably it would Michael McFaul,” the former U.S. ambassador to Russia, Markov told The Daily Beast.
Members of the Russian government who are loyal to Surkov say they are rather more proud than offended by U.S. sanctions against Putin’s people. For the last two years, they say, it has been a matter of pride for United Russia leaders close their bank accounts and divest themselves of property abroad. Now, they say, they’ll forsake the French Riviera for their own Black Sea resorts.
“Americans live in their own world treating Russia and its leaders as their colony, but this is not 1990s, this is a new powerful Russia they are trying to punish – we’ll be all proud to be on the American list for sanctions,” Duma member Robert Schlegel, also currently working in Crimea,  said in an interview with The Daily Beast.
Schlegel was a former commissar in the Nashi movement, and Surkov personally introduced the young activist to Putin, opening wide the path to his Schlegel’s current position.. “U.S. sanctions are a joke for the architect of Russia’s power system as we’ve know it for the last 14 years,” says Schegel. “Put your pistol to his head, Surkov loves Russia so much he would die for it.”
But, perhaps to cover Surkov’s tracks, perhaps for other reasons, both Markov and Schlegel say that for the last month and a half the orders for their operations in Ukraine have come from somebody completely different from Surkov.
Is there really another gray cardinal working behind the scenes? Who would that be? "You would be very surprised, if I told you who he was,” says Markov. “But I won't, as that would mean sanctions against him."
You can almost hear Surkov’s cynical laugh in the background.
