Lawyers for Boston Marathon bombing suspect Dzhokhar Tsarnaev sparred Monday with U.S. prosecutors over whether the boat where he hid from police, or just part of it, can be shown to jurors during his trial. In a final hearing before the trial starts Wednesday, prosecutors told Judge George O'Toole they want to show jurors panels of the boat where they say Tsarnaev scrawled the motive for the deadly 2013 attack, which occurred at the finish line of the annual race. Authorities have said the message referred to U.S. wars in Muslim countries and that Tsarnaev wrote, "Stop killing our innocent people and we will stop." Tsarnaev's lawyers said they want the entire boat shown to jurors so they can see how it was riddled with bullets and smeared with blood. Tsarnaev, now 21, was found hiding in the boat that was being stored in the backyard of a suburban Boston home. The judge did not immediately rule on how the boat could be used as evidence in the case, nor on other issues raised by the lawyers. Tsarnaev's lawyers asked the judge to limit use of what they said are "highly disturbing" autopsy photos of the three people killed by the twin pressure cooker bombs allegedly set off by Tsarnaev and his older brother, Tamerlan. Three days after the attack, Tamerlan was killed in a shootout with police as the pair tried to flee Boston. Tsarnaev, who was in court Monday, could face the death penalty if convicted of carrying out the largest mass casualty attack in the U.S. since the 2011 terrorist attacks that killed nearly 3,000 people. His lawyers described the older brother as "the lead conspirator" in the case, but prosecutors sought to curb their use of that argument while the jury considers whether Tsarnaev is guilty. If the jury finds Tsarnaev guilty, it would then decide what sentence to impose. On Tuesday, the lawyers are set to pick a jury to hear the case against Tsarnaev. He is charged with killing three people and injuring another 264 along the race course and then killing a policeman three days later as he and his brother tried to elude authorities. An original pool of more than 1,350 potential jurors has been trimmed to 70 people, of whom 12 jurors and six alternates will be chosen. Judge O'Toole says the trial could last until June. Tsarnaev's attorneys sought to have the case moved out of Boston, on the grounds that many potential jurors had a personal connection to the attacks and thus could not judge the case impartially. An appellate court rejected the request Friday.

The messy relationship between Benjamin Netanyahu and Barack Obama began, appropriately enough, in a janitor’s office at Reagan National Airport in March 2007. U.S. and Israeli diplomats have been cleaning up ever since, as the two men have left a path littered with personal slights and policy differences.
But their confrontation over Netanyahu’s politically tinged speech to Congress Tuesday could end up being their messiest yet, affecting the outcome of U.S.-Iran nuclear talks, the upcoming election in Israel and the future of the Middle East.
Bibi and Barack’s hastily arranged first meeting was, in fact, cordial and respectful, according to those who were there. Obama was returning to Washington from the primary campaign trail. Netanyahu was headed back to Israel where he was the opposition leader in the Knesset. Both knew they might soon be in power, and both recognized it would be work to reconcile their differences.
For starters, they came from very different backgrounds. As TIME wrote in 2010, Netanyahu’s father, Benzion, was among the intellectual leaders of what is known as revisionist Zionism while his older brother became a national hero after leading, and dying in, the 1976 raid on Entebbe.
Obama for his part is the Christian son of an atheist father who had been raised a Muslim. The future president spent formative childhood years in a Jakarta house that had no refrigerator and no flushing toilet, and he still bears on his arm a scar from a playing-field cut perfunctorily stitched up in a Jakarta hospital.
But the real challenge the two have faced is their different policies in the Middle East. Obama came to office reaching out to Iran and pushing for Israeli-Palestinian peace. Netanyahu opposed warming ties with the militantly anti-Israel theocrats in Tehran and refused in early meetings with Obama publicly to embrace the possibility of a Palestinian state.
The two men have endeavored to put a positive face on their differences, and at times it wasn’t hard since they and their countries often had common interests. The two countries have collaborated on anti-Iran measures, and senior officials say the security relationship between the two countries has never been closer.
But as often as not, the combination of personal and policy differences, fueled by distrustful staffers, gave way to friction between the two men. There was the time Israel announced a massive expansion of settlements in East Jerusalem just as Vice President Joe Biden arrived there for talks—a traditional Israeli greeting for peace-process pushing U.S. diplomats that dates back at least to Secretary of State James Baker. Then there was “the Snub” —Obama’s 2010 decision to leave Netanyahu negotiating with aides in the West Wing while he went for dinner with his family.
The outcome of their latest confrontation remains to be seen. Netanyahu faces a tough election this month and the White House’s increasingly public criticism may well show their desire for a change in leadership. Netanyahu’s effort to encourage anti-Obama members of Congress to push new sanctions could help scupper the already tenuous U.S.-Iranian talks.
But even if nothing much comes of their latest confrontation, few imagine the men will ever be inclined to patch up their differences. As Netanyahu’s sometime political nemesis Avram Burg told TIME in 2010, the two men may simply be irreconcilable. “You cannot stitch together the world visions of Obama and Netanyahu,” Burg said. “This is a clash of the psychological infrastructure.”

Twitter is investigating threats made against its employees by people claiming ties to the Islamic State of Iraq and Greater Syria (ISIS).
A message appeared online Sunday calling on ISIS supporters to kill Twitter employees, apparently in response to the company’s efforts to block ISIS-related accounts.
“You started this failed war,” reads one post in Arabic. “We told you from the beginning it’s not your war, but you didn’t get it and kept closing our accounts on Twitter, but we will soon come back.”
One message singled out Twitter co-founder Jack Dorsey in particular, showing an image of crosshairs overlaid on Dorsey’s face. Dorsey is now CEO of mobile payments company Square.
“Our security team is investigating the veracity of these threats with relevant law enforcement officials,” said Twitter spokesman Jim Prosser.
ISIS has often used Twitter and other social media to broadcast its message, publish video of violent acts and recruit new followers. The group has shown a penchant for “gaming” Twitter by using automated accounts to make its online supporter base seem larger than it likely actually is.
Meanwhile, Twitter regularly deletes posts and suspends accounts showing executions or violent actions. The company’s terms of service ban posting “direct, specific threats of violence against others.”

The Ukrainian girlfriend of murdered opposition leader Boris Nemtsov, who is the only known witness to his killing on Friday night, has reportedly flown to Kiev after being held for questioning by authorities in Moscow.

Chechen leader Ramzan Kadyrov has embarked in recent days on a marathon of threat-laden spats with prominent public figures, making statements so brazen they would be unimaginable coming from any other regional leader.
Analysts interviewed by The Moscow Times attributed Kadyrov's recent bout of brashness to the unyielding trust President Vladimir Putin seems to have had in the Chechen strongman since his clan began helping Russian forces bring the republic back under Moscow's control after the start of the Second Chechen War in 1999.
Heightened Rhetoric
A recent terrorist attack targeting a French satirical weekly has fueled Kadyrov's recently emboldened rhetoric. On Wednesday, gunmen stormed the Parisian headquarters of Charlie Hebdo, a publication well known for its offensive depictions of the prophet Mohammed. Twelve people were killed in the attack.
The virtually non-existent reaction of Muslim officials in Russia appears to have given Kadyrov a window of opportunity to assert his role as a strong Muslim leader in a country with many millions of Muslims.
In the aftermath of the Paris massacre, mourners and activists took to social media in a bid to urge newspapers worldwide to publish Hebdo cartoons in solidarity with the slain cartoonists. Kadyrov was quick to voice his disapproval. In comments made Monday via Instagram — his preferred method of mass communication — the Chechen leader vowed to mobilize Muslim protesters en masse if any Russian media outlets opted to reprint the cartoons that had provoked the attackers' ire.
"We have often forgiven even those guilty of the deaths of loved ones. But we will not allow anyone to insult the prophet, even if it will cost us our lives," Kadyrov wrote. "And if we're still staying quiet, that doesn't mean we can't bring millions of people to their feet across the world to march in protest of those who repeat the insults against Muslims' religious sentiments."
Last week he lashed out at exiled tycoon Mikhail Khodorkovsky, who had been among those calling on media outlets to reprint the cartoons. Kadyrov also railed against the head of the liberal Ekho Moskvy radio station, Alexei Venediktov, over the news outlet's decision to poll readers on whether newspapers should publish the offensive cartoons.
"There will be those who will call Venediktov to account" for insulting Muslims across the world, Kadyrov wrote via Instagram on Jan. 9.
Kadyrov referred to the radio station as "the main anti-Islamic mouthpiece," saying Venediktov had knowingly insulted millions of Muslims.
Venediktov denied in a blog entry that the poll had been motivated by anti-Islamic sentiment, and said he would appeal to law enforcement authorities as he takes "threats made by Ramzan Kadyrov very seriously."
Russia's poor track record with press freedom is widely recognized. It ranked 148th of 179 countries in Reporters Without Borders' 2014 World Press Freedom Index. But the Chechen republic has had a particularly dark reputation in this arena since the murders of journalists Anna Politkovskaya (2006) and Natalya Estemirova (2009), both of whom were killed after having extensively covered human rights issues in Chechnya.

Threats Fall on Deaf Ears
The Paris massacre followed on the heels of an attack in the Chechen capital of Grozny on Dec. 4, which left 14 police officers dead and dozens of others injured during a nighttime battle between security forces and militants.
In the aftermath of both deadly massacres, the question of where the Kremlin draws the line for Kadyrov is increasingly unclear.
After the offices of several human rights activists working in Grozny were hit by an arson attack in mid-December following Kadyrov's accusations that they had collaborated with terrorists, Mikhail Fedotov, the head of the Kremlin's human rights council, warned that "it would be incredibly stupid if anything happens to these activists."
The attack happened after the activists had reported that the homes of people believed to be tied to militants involved in the Dec. 4 assault had been burnt down by masked men — an attack they linked to Kadyrov's earlier remarks calling for the families of militants to be punished.
When asked about the apparently fiery fallout of Kadyrov's claims at his annual press conference in December, Putin offered a gentle reprimand: "As a rule, the relatives of people who commit terrorist attacks are aware of it at least in the vast majority of cases … But this does not give anybody, including the leader of Chechnya, the right to any kind of extrajudicial settling of scores," Putin said.
Beyond those remarks, however, there has been no official backlash against Kadyrov's behavior, and the recurring question of whether it's Kadyrov who answers to the Kremlin — or the Kremlin to Kadyrov — has again gained traction.
License to Offend
Several analysts have said that Kadyrov has a license to act offensively because he holds a special place in the Kremlin's heart.
He "earned their trust by suppressing the armed opposition in Chechnya," said Mairbek Vatchagaev, a regional analyst with the Jamestown Foundation, a U.S.-based research institute.
"Ramzan Kadyrov has an unlimited supply of trust from [President] Vladimir Putin. He will not say anything that would be harmful to Putin, or that wouldn't be in agreement with the personal opinion of the Russian president," Vatchagaev said.
Carnegie Moscow Center analyst Dmitry Trenin agreed with this assessment, saying "Kadyrov has a license to say and do things no one else has. He is Putin's 'irregular' fighter, and his mission is to take on Russia's — and Putin's — enemies."
Trenin ruled out any possibility of Kremlin officials encouraging Kadyrov to make such loaded statements, however, noting that Kadyrov is allowed to say and do things "without having to clear them with anyone in advance."
Through his public statements and adoring Instagram posts, Kadyrov has repeatedly made clear that his allegiance is to Putin.
According to Georgy Engelhardt, an independent analyst on Islam,"fear of religious and/or ethnic conflict" may also play a role in the Kremlin's tolerance for Kadyrov's remarks.
"Kadyrov's unique position is based on the perception that he is the key person pacifying rebellious Chechnya. So, especially during a period of crisis, the government basically prefers to tolerate his actions rather than open a Pandora's box by restructuring the elite in the Caucasus," Engelhardt said.
