Here is a judge who "get it." He understands the Obama strategy. First and foremost, our active military only number about 1.5 million. We have the smallest military and military budget that we've had since pre-World War II days. Obama has not only gutted the military of bodies, he's seen to it that the top command posts are filled with "yes men" by relieving the vast majority of our top ranked generals and admirals and sending them packing.
I can't seem to find an accurate count of active D.H.S. agents or "boots on the ground" if you will, however in dozens of my previous my posts I have documented where the D.H.S. in increasing in size and military hardware. Very scary thought. When a House Oversight committee chair cannot get access to information about who D.H.S. is taking their orders from, that becomes a concern to me. I think we can presume it's Obama, because like EVERYTHING else with his administration, no one will answer any questions or cooperate. It fits his Modus Operandi to the tee. 
Congressman Louie Gohmert, Vice Chair for the oversight committee recently said, “I want to know why are they using weapons to train, or why are they being taught to use syringes and health care items?” He also made inquiries about the BILLIONS OF HOLLOW POINT BULLETS D.H.S. BOUGHT, but no one would answer him.

During an appearance on the Janet Mefferd Show, Rep. Louie Gohmert (R-TX) warned that a provision within Obamacare could create an armed “secret security force”. That force goes by the name "Federal Protective Services" which is a "Federal Police Force." NOTHING in the Constitution authorized a Federal Police Force. It appears Obama is setting up his own version of the S.S. No wonder Obamacare is so important to him. It gives him his own private army. WHAT does that have to do with healthcare?
Please take note how Congressman Gohmert says everyone ought to be very weary of D.H.S. and the Justice Department.

The Obama administration’s Department of Homeland Security is brazenly violating U.S. law and participating in criminal conspiracies to smuggle illegal immigrants into the United States, U.S. District Judge Andrew Hanen said in a December ruling. He also noted that the schemes were helping to fund Mexican drug cartels and jeopardizing the lives of children. According to Hanen, the apparent Obama administration policies in question are part of a trend and represent a “dangerous course of action,” costing taxpayers huge sums while enriching criminal syndicates.
The stinging criticism and exposure of Obama’s Homeland Security apparatus and its lawless actions focused on a wide array of problems with the controversial human-trafficking machinations. Among other concerns, the judge said the administration was breaking the law; encouraging and rewarding criminals who continue violating the law; ensuring a steady stream of funds for dangerous Mexican drug cartels involved in human smuggling; endangering the lives of children; and much more. The court, Hanen wrote, is “quite concerned with the apparent policy of the Department of Homeland Security of completing mission of individuals who are violating the border security of the United States.”
The judge’s comments, which have attracted headlines across the nation, focused on one case in particular — the subject of the order. The criminal conspiracy in question involved an illegal immigrant in the United States paying human smugglers to bring her 10-year-old child across the border. The hired trafficker was arrested during the operation. “Despite this setback, the goal of the conspiracy was successfully completed thanks to the actions of the United States Government,” the judge wrote, noting that the child was delivered to her mother in Virginia by Homeland Security. The administration did not arrest, prosecute, or deport the mother, despite the crimes, he added.
“This DHS policy is a dangerous course of action,” the judge warned, echoing criticism from border groups and critics of the administration’s policies. “The DHS, instead of enforcing our border security laws, actually assisted the criminal conspiracy in achieving its illegal goals…. In summary, instead of enforcing the laws of the United States, the Government took direct steps to help the individuals who violated it. A private citizen would, and should, be prosecuted for this conduct.”
Beyond the implications of the lawlessness, the judge also ripped the apparent “logic” behind the administration’s policy. Among other serious concerns, he said it would put many more children in serious danger by encouraging other actual or potential illegal immigrants to hire cartel-linked human smugglers. While he indicated his sympathy and understanding of prosecutorial discretion and keeping families together, the administration’s arguments to justify its actions, Hanen said, are “absurd and illogical.”
“The DHS could reunite the parent and child by apprehending the parent who has committed not one, but at least two different crimes,” Judge Hanen wrote in the order. “It would be more efficient for the Government to arrest the individuals who are not only in the country illegally, but while in the country illegally are also fostering illegal conspiracies…. It would also be much cheaper to apprehend those co-conspirators and reunite them at the children’s location,” he added. “Yet, it neither prosecutes nor deports the wrongdoer.” In other words, the administration is “rewarding criminal conduct instead of enforcing the current laws.”
Even more troubling, according to Hanen, is that the controversial and unlawful Homeland Security policies are encouraging other parents to “seriously jeopardize the safety of their children.” He argued that by facilitating and ensuring the success of the criminal conspiracies and human smugglers, many more illegal immigrants would see it as a win-win scenario. While the unaccompanied child in the case in question was transported in a car and ended up safe, the judge pointed out that many others smuggled across the border cross in far more dangerous ways — swimming across the Rio Grande River, for example. Deaths, he added, are not uncommon. In fact, as the court was waiting for the judgment before releasing the order, two drowned, two went missing, and a three-year-old toddler was abandoned in the same area.
The judge also suggested, citing other recent cases in his court, that the troubling case that prompted his now widely publicized opinion was part a pattern — and even administration policy. “This is the fourth case with the same factual situation this Court has had in as many weeks,” wrote Judge Hanen, who serves on the U.S. District Court of the Southern District of Texas. “In all of the cases, human traffickers who smuggled minor children were apprehended short of delivering the children to their ultimate destination. In all cases, a parent, if not both parents, of the children was in this country illegally…. In each case, the DHS completed the criminal conspiracy, instead of enforcing the laws of the United States, by delivering the minors to the custody of the parent illegally living in the United States.”
The court order, signed on December 13, emphasized that it should not be interpreted as commentary on the subject of “immigration reform,” which Obama and some members of Congress are pushing. However, Hanen said, the issues raised in the string of recent cases concern the court for several “unassailable reasons.” First, “and most importantly,” the illegal activities in question help fund drug cartels, which are a “very real danger for both citizens of this country and Mexico.” The government’s conduct, the judge wrote, is “inspiring” the cartels to continue funding “evil and illegal activities.” On top of that, Hanen continued, U.S. citizens are being forced by Homeland Security policy to “fund these evil ventures with their tax dollars.”
Second of all, Homeland Security’s policy undermines the deterrent effect of U.S. law and inspires criminals to continue breaking it. “Even if their co-conspirators are unsuccessful, the Government will finish the job of the human traffickers — mission still accomplished,” he wrote. “It is no wonder these cases are proliferating.” In addition, the machinations are encouraging parents to turn over their children to strangers about whom “only one thing is truly known: they are criminals involved in a criminal conspiracy.”
Finally, Hanen said, the policy is eroding the morale of U.S. Border Patrol agents who risk their lives to enforce the law — only to have Homeland Security deliberately undermine their efforts. The controversial policy of facilitating criminal conspiracies and human smuggling is also making matters worse, Hanen observed. According to figures cited in the document, there has been an 81-percent increase in unaccompanied children picked up at the border over a two-year period. That should “tell the DHS that their policy is failing,” the judge said. “If they persist in this policy, more children are going to be harmed, and the DHS will be partly responsible because it encourages this kind of Russian roulette.”
Citing bogus justifications offered by authorities for their actions, Judge Hanen said there was “no explanation” for the unlawful behavior on the part of the administration. “The DHS has simply chosen not to enforce the United States’ border security laws,” he said. Furthermore, the judge continued, there is not even a semblance of legal justification for Homeland Security to turn a “blind eye” to criminal conduct — not to mention “to participate in and complete the mission of a criminal conspiracy or to encourage parents to put their minor children in perilous situations subject to the whims of evil individuals.” The administration’s actions, he added, are “both dangerous and unconscionable.”

In July of 2008, presidential candidate Barack Hussein Obama stated that Americans could no longer “…continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”
It was 4 months before the election; yet no one in the “mainstream” media seemed interested in asking a presidential candidate about his promise to create a “civilian security force” with a $440 billion annual budget! What, exactly, would it do? Who would be in charge? Where would a force the size of the U.S. Military be housed? Would its members—like their military counterparts—be armed? How much authority would such a force exercise over the American people? From whom would it be derived? In his speech, Mr. Obama made it sound as though most of the members would be volunteers. If so, why would a near-half trillion dollar budget be necessary?

In the almost 6 years since Obama’s frightening pledge to put a powerful, unidentified force in charge of “national security,” the American public has discovered that:
  • though Obama has never again repeated the terms “civilian national security force,” it is obvious that the Department of Homeland Security is filling that role in the Obama Regime.
  • DHS and Immigration and Customs Enforcement (ICE) have purchased more than 450 million rounds of .40 cal, hollow point ammunition. Hollow points are expensive and wholly unnecessary for range use. It seems members of the DHS are to be armed—well armed. At the same time, Mr. Obama is working to see to it that the American people are NOT.
  • the immigration services and enforcement budgets at DHS were nearly $20 billion in 2010. Yet the Mexican-U.S. border was guarded by a “virtual fence” which leaked illegal aliens like a sieve. Some 4-5.5 million foreigners have overstayed their Visa’s in the US, yet just 8,100 arrests have been made by the DHS!
Then, in October of 2012, Barack Obama signed an Executive Order creating the “White House Homeland Security Partnership Council,”  its ostensible purpose to “…advance the federal government’s use of local partnerships to address homeland-security challenges.” But the DHS was ALREADY working with local governments across the nation. Why would Obama intercede in this way?
Because “he [wanted] to be able to dictate who gets to participate in these local partnerships – and they don’t have to be local law enforcement or local government officials to do so. These partnerships will be with ‘the private sector, nongovernmental organizations, foundations and community-based organizations.’  All of whom will be handpicked by Obama and those federal bureaucrats he appoints.”

The National Defense Authorization Act empowers Obama ON HIS OWN to determine who represents a threat to the United States and to have that individual detained and imprisoned. And the Executive Order he signed allows the president to select like-thinking “deputies” nationwide, authorized to act on Obama’s behalf. These men will have little or no concern for the security of the United States. Rather, they will be working exclusively to increase the power of the president by threatening and intimidating his political enemies.
Barack Obama is at last building his Civilian National Security Force. It consists of a thoroughly corrupt organization of the far left, employed by the DHS and empowered by the president himself to ignore the Constitution and the laws of the United States.  Representing the 3rd largest department in the federal government, these DHS forces of a Constitutionally ineligible president are working to implement a police state—a dictatorship in which all “rights” will derive from the sole authority of Barack Obama.
Make no mistake–Barack Obama has every intention of imposing his will on the American public by creating a Marxist dictatorship during his second term. It is for that reason the assault has begun on American gun owners, as an armed public can fight back and defeat such would-be tyrants.
It’s difficult to conceive of an American president deliberately arming a federal force for the purpose of killing and enslaving the American people. But we will see it happen.

An update on Obama’s personal army...

Because the American military swears an allegiance to the U.S. Constitution, and not to the President, could Obama’s strategy be to strip our Armed Services and shift their dollars into an all powerful civilian Army under his command?  Two tips coming into CiR this week surprisingly connect just these dots and link these machinations to Obamacare funding.
On page 496 of H.R. 3590 is this quote: ” (b) Assimilating Reserve Corp Officers Into the Regular Corps. . .Effective on the date of enactment of the Patient Protection and Affordable Care Act, all individuals classified as officers in the Reserve (civilian) Corps . . .shall be deemed to be commissioned officers of the Regular Corps.”  Reserve and Regular Corps are military terms used to describe a “civilian national security force that’s just as powerful, just as strong, just as well funded,” says Obama in his famous Civilian Army Speech.

An article from the Marine Corps Times this week states: “The Marine Corps faces a difficult period of transition that will include shedding thousands of personnel per year, sharpening its role as a crisis-response force. . .”  This means our U.S. Marine Corps is being cut by 8,000 personnel fewer “than previously planned, and 12,800 fewer than the 186,800 end strength” recommended by senior Marine analysts!  This severe reduction in the Marine Corps force is the “minimum acceptable force” according to the warning given Congress by Commandant Gen. Jim Amos.  “Eleven combat arms battalions and 14 aviation squadrons will be cut,” he added.  This very important article, sent to CiR, details a severe force reduction in “Manpower and Force Structure,” plus procurements and even Aviation.  As many as 25,000 airmen and 550 planes “would go if sequester continues.”  But how come sequester isn’t affecting Obama’s Army?
A long time FEMA source cites this sentence in the Obama Army speech:  “We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set.”  This tipster told CiR that when Obama took office, older, long time FEMA employees and/or individual assistance personnel were in the process of being replaced by “18 to 24 year olds who knew next to nothing” about homeland security or emergency response.  These young people and FEMA operations were pulled into Washington, D.C. under the executive branch’s prerogative.
Ordinary citizens cannot ignore the increased local and state police presence now seen all over American streets, television screens, and ubiquitous surveillance cameras.  Just this month, SWAT team goons shot and killed a 107 year old black man, Monroe Isadore, in Pine Bluff, Arkansas.  An over-eager Tallahassee, Florida road cop team used such force to subdue a tiny young mother with alcohol breath that they broke the bones under her blackened eye while inflicting other injuries on the small woman.

This is over-the-top overreach; but federal money talks, right?  Those DHS disaster drills are filling the coffers of local police nationwide as tax dollars from suffering taxpayers shrink public sector income.
Just what part does the Obamacare law, passed in the middle of the night in rather creative, legislative Potomac Two Step style, play in defunding our military in order to fund his “strong civilian national security force?”

Q: Did the new health care law give Obama a Nazi-like "private army" of 6,000 people?
A: No. Contrary to false Internet rumors, the new Ready Reserve Corps of doctors and other health workers will report to the surgeon general and be like the "ready reserves" in other uniformed services. They will be used during health emergencies.

I just received an e-mail concerning a section of the new healthcare bill establishing a "ready reserve health corps" of 6,000. Some, Fox News, are saying this is an attempt to erode our freedoms. Should we run to our bunkers?
Obama Just Got His Private Army
Were you aware of the fact that the health care bill created a civilian army?
A Ready Reserve Corps for service in time of national emergency.
All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws (which means they will not be sworn to uphold the Constitution) and compensated without regard to the Classification Act 2 of 1923, as amended.
Remember when Obama said he wanted a “national security force”? Not the national guard, but a civilian one that has not sworn to uphold the Constitution?
On July 2, 2008 in a speech in Colorado Springs, Barack Obama called for a police state. Remember that first alarming glimpse of what that army might look like? Notice how much these “Hitler youth” type young men talk about health care!
Obama just got his private army… and no one seems to have noticed. It is buried in the Senate revisions to the health care bill.

SEC. 5210. ESTABLISHING A READY RESERVE CORPS.
Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:
SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.
(a) ESTABLISHMENT:
(1) IN GENERAL.–here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
(2) REQUIREMENT.–All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.
(3) APPOINTMENT.–Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.
(4) ACTIVE DUTY.–Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.
(5) WARRANT OFFICERS.–Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.
(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS: Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps. [Note here that those personally appointed by BO -- without the advice and consent of the Senate -- automatically become a part of the Regular Corps. Ed.]
(c) PURPOSE AND USE OF READY RESERVE:
(1) PURPOSE. The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
(2) USES: The Ready Reserve Corps shall–
(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.
Again, I ask the question: Were you aware of the fact that the health care bill created another army? We can easily imagine what they will be ordered to do, including lethal injections (a.k.a. vaccinations) to "unworthy" people?
Whew, Nazi Germany all over again and it is happening right before our eyes, and right under our noses.

This e-mail features a prominent reference to something we’ve dealt with before: A July 2, 2008, speech in Colorado Springs by then-presidential candidate Barack Obama. Obama talked there about building up "a civilian national security force that’s just as powerful, just as strong, just as well-funded" as our military force. But the doomsayers left out the context: Obama was proposing strengthening the Peace Corps, Americorps, the USA Freedom Corps and the ranks of the State Department’s foreign service officers.
Despite our efforts, though, some people have been on the lookout for signs of Obama’s "national security force" ever since, and they think they have found it in section 5210 of the Patient Protection and Affordable Care Act, the health care overhaul recently signed into law by the president. The blogosphere has been ablaze with postings, which, like the e-mail above, often contain references to Hitler, brownshirts, Nazism and the like.
The truth about the new Ready Reserve Corps is a lot less interesting than the conspiracy theories. Before the law was passed, the Public Health Service, unlike other elements of the government’s seven uniformed services, didn’t have a "ready reserve" – a cadre of individuals who could be called up involuntarily in times of need. What it had was a regular, full-time corps of 2,800 doctors, nurses, scientists and other medical professionals, which was the limit under law. It also had a reserve corps. But most of the individuals in the reserve corps, which was larger than the regular corps, were on extended active duty for the duration of their careers; in other words, they worked full-time, just like the regular corps, because they were needed, but the statutory cap prevented the service from bringing them into the regular corps.
The new law eliminates the personnel cap and brings the members of what used to be the reserve corps into the regular corps, which as a result now numbers about 6,600, according to an official at the Public Health Service who spoke to us on background.
And the law creates the ready reserve of individuals who can be called up for service by the U.S. surgeon general in times of need; the aftermath of Hurricane Katrina is often used as an example of an incident that might trigger a call-up.
Officials at the PHS are in the process of developing regulations that will determine how the Ready Reserve Corps is populated, but the person we spoke to said there will be limits on how long individuals could serve on active duty. Those who are activated will be paid for the duration of their service, and the bill provides $12.5 million per year through 2014 for the Ready Reserve. 
It’s unclear at this point how large the Ready Reserve will be, but a number in the neighborhood of several thousand has been mentioned. The PHS had been hoping to create the new team for several years, for reasons that may have been best described in a 2008 report, Blueprint for a Healthier America, published by a nonprofit group called the Trust for America’s Health to help guide the next administration and Congress:
Blueprint for a Healthier America: There are not sufficient numbers of public health professionals to respond during major health emergencies, and when Corps members are called away to respond to emergencies, it means their ongoing functions are often neglected. If a “Ready Reserve” program was created, retired members of the Corps could become reservists who could be deployed on short notice during emergencies, or could fill in at federal agencies when active members are needed during emergencies, to ensure ongoing functions are carried out. Reservists would be required to participate in an appropriate number of drills and training throughout the year. Members of the reserve could also help fill in to provide services for underserved communities where health problems are the greatest. 
Jerry Farrell, executive director of the Commissioned Officers Association, told us that the Ready Reserve can help the PHS avoid situations such as what happened after Katrina, when so many members of the regular and reserve corps were dispatched to New Orleans and other areas hit by the 2005 hurricane that "the corps discovered, for instance, that they had deployed a whole surgical clinic of the Indian Health Service."
