irst-term presidents dislike the idea of a foreign policy doctrine, fearing that it will limit their choices and force them to answer hypothetical questions. But with political mortality beckoning, Barack Obama has begun to flirt with the once-banned D-word.
“You asked about an Obama doctrine,” he said in a revealing interview with the New York Times this week. “The doctrine is: we will engage, but we preserve all our capabilities.”

With his presidency well into its fourth quarter, Mr Obama is finally starting to flesh out his own foreign policy legacy. Fresh from last week’s potentially historic nuclear breakthrough with Iran, the president will reach out to another one-time enemy this weekend when he meets his Cuban counterpart Raúl Castro at a regional summit.
“I believe that engagement is a more powerful force than isolation,” Mr Obama said on Thursday about his attempts to normalise relations with Cuba after more than 50 years of estrangement. “We have to move past some of the old debates.”
The Cuba and Iran talks are emerging as a template for how Mr Obama believes US power should be applied — a willingness to use personal diplomacy to address the most intractable foreign policy problems. Or, as he put it in his 2009 inauguration speech: “We will extend a hand if you are willing to unclench your fist.”
In a first term where the demands of re-election were ever-present, Mr Obama’s interest in engagement was dwarfed by his decision to pour troops into Afghanistan and his extensive use of drones to kill suspected terrorists. Until recently, the second term had been a defensive slog marked by his hesitant responses to crises in Syria, Ukraine and Iraq that have been widely criticised.
Only in recent weeks has he started to compile elements of a record he can shout about. The“framework” nuclear agreement announced last week has left Mr Obama close to a final deal with Iran that he hopes will forestall another war in the Middle East, even if difficult gaps remain to be bridged in the negotiations.
On Cuba, Mr Obama said on Thursday that he was close to taking Havana off the list of state sponsors of terrorism, an important step in normalising relations between the two countries. The president is due to talk with Mr Castro on the margins of a summit in Panama on Saturday, their first meeting apart from an awkward handshake at Nelson Mandela’s funeral in 2013.
“We are beginning to see what the president always hoped to be the signature of his administration, the return of diplomacy as a cornerstone of US foreign policy,” said Vali Nasr, dean of Johns Hopkins School of Advanced International Studies in Washington, and author of a highly critical book about his experiences as an official in the Obama first term.
Where the Iran and Cuba cases differ, however, is in the political risks involved. The striking aspect of the Cuba talks is how uncontroversial they have been. Beyond a small group of vocal politicians connected to the Florida Cuban community — which does includes two Republican presidential candidates — the opening has been largely welcomed. If the outreach were to collapse, little would have been lost.
The Iran negotiations, however, are fraught with legacy-defining dangers. Beyond the technical questions about whether Iranian cheating would ever be caught in time, the biggest risk for Mr Obama is the impact a final deal might have on the rest of the region.
Some observers hope that a deal could take the edge off Iran’s revolutionary hostility towards the US and allow Washington to act as a balancing power in the Middle East that could stand aside from some of its sectarian conflicts.
If not handled well, the nuclear talks could deepen rather than resolve the region’s instability
“The long-term plan is not to get in bed with Iran, but it is to have good enough relations that you can get out of bed with Saudi Arabia,” said Jeremy Shapiro, another former Obama administration official now at the Brookings Institution in Washington.
In his New York Times interview, Mr Obama sounded at times almost dismissive of the concerns of Washington’s Arab allies about a resurgent Iran, saying that the biggest threat was not an Iranian invasion but “dissatisfaction inside their own countries”.
But if not handled well, the nuclear talks could deepen rather than resolve the region’s instability. If sanctions are unwound, it could result in new funding for Iranian military units and their proxies that are already highly influential in Iraq, Syria, Lebanon and Yemen.
Fearing encirclement by a resurgent Tehran, Saudi Arabia might eventually seek its own nuclear deterrent — sparking the very regional arms race that the Iran talks were designed to avoid.
“For the Saudis, this is adding insult to injury and feeds into the security vulnerability that they and the other Arab allies feel,” said Mr Nasr about the president’s comments on their vulnerability. “They see us talk about their regimes at a time when they are not certain about the assurances that we are willing to give them.”
Even if his outreach to Cuba fails, Mr Obama will still get good marks for having tried to end five decades of hostility. But if his Iran talks backfire, history will not be so forgiving of the president’s diplomacy.

Top Saddam Hussein Aide Reported Killed in Northern Iraq

BAGHDAD — An Iraqi provincial governor said Friday that militiamen had killed Izzat Ibrahim al-Douri, the highest-ranking official from Saddam Hussein’s regime who was still on the loose, in clashes in a mountainous region of northern Iraq.
News of Mr. Douri’s death has been announced several times by different authorities over the years, and officials cautioned that confirmation would not come until DNA testing had been conducted
The announcement was made by the governor of Salahuddin Province. Its capital is Tikrit, Mr. Hussein’s hometown, which was recently liberated from the Islamic State. A representative for one of the militias involved in the fighting on Friday, Asa’ib Ahl al-Haq, said a body that fighters believed was Mr. Douri’s was on its way to Baghdad Friday evening for DNA testing.
The elusive Mr. Douri, who in recent years has led a Sunni insurgent group that last year aligned with the Islamic State as it took over Mosul, was once declared dead, in 2005, by his own Baath Party. Mr. Douri’s insurgent group is made up of former intelligence officers and elite soldiers from the old Baathist regime, and is called the Men of the Army of the Naqshbandia Order, often called J.R.T.N., the group’s initials in Arabic.
The group’s role was said to be important in helping the Islamic State, also known as ISIS or ISIL, seize territory last year. But Men of the Army is believed to have been marginalized as ISIS consolidated power through its sheer brutality.
Mr. Douri would have been in his early 70s, and was a former interior minister under Mr. Hussein. He was the king of clubs in the deck of cards that was issued to American soldiers in 2003 and carried the faces of the top regime leaders being sought by American-led military forces.

US Troops Arrive in Ukraine for Training Exercises

MOSCOW — About 300 US Army paratroopers have arrived in Ukraine for training exercises with national guard units, a move criticized by the Kremlin and eastern Ukraine's Russia-backed separatist rebels.
The troops, from the Italy-based 173rd Airborne Brigade, are to spend several weeks training a total of about 900 Ukrainian national guardsmen. The guardsmen are to come from units including the Azov Battalion, a far-right formation notorious for using an insignia used by many military units in Nazi Germany.
Though fighting has diminished substantially since a February cease-fire deal, clashes continue and each side accuses the other of wanting to resume the conflict.
On Friday, the UN Human Rights Commissioner's office said at least 6,116 people have been killed since the fighting broke out a year ago.

Obama’s Immigration Overhaul, Halted by Judge, Comes Before Appeals Court

NEW ORLEANS — Justice Department lawyers on Friday will urge the federal appeals court here to let President Obama immediately move forward with his overhaul of the nation’s immigration and deportation policies, despite a legal challenge by more than half of the states.
A federal judge in February angrily ordered an indefinite halt to the president’s assertion of executive authority that would shield up to five million undocumented immigrants from deportation and provide work permits to many of them. The judge, in Brownsville, Tex., said Mr. Obama had abused his power and violated administrative procedures.
If the government lawyers fail in their bid to reverse the judge’s preliminary injunction, Mr. Obama’s immigration efforts could remain in legal limbo for months, raising doubts about whether the policies will be carried out before the president leaves office.
The rare hearing before a three-judge panel will allow lawyers for both sides to make their cases publicly. In most similar cases, legal experts said, appeals courts make decisions based solely on written briefs. In this high-profile case, however, each side will get an hour to argue — twice the amount of time generally provided to lawyers in Supreme Court cases.
Lawyers for Mr. Obama are expected to insist that the states have no right to challenge the executive actions because they will suffer no direct harm if the moves are carried out. They will ask the appeals court to lift the preliminary injunction while the legal case proceeds.
Mr. Obama declared in November that he was operating within his rights to take unilateral action in the face of years of refusals by congressional Republicans to change immigration laws. Advocates for Hispanics hailed the president’s move as a legacy-making effort to address a public policy crisis.
“The actions I’m taking are not only lawful, they’re the kinds of actions taken by every single Republican president and every Democratic president for the past half-century,” Mr. Obama said in a speech to the nation on Nov. 20.
But Republicans assailed the executive actions as the latest power grab by a president bent on circumventing Congress. A legal challenge by 26 states quickly followed.
In its brief to the United States Court of Appeals for the Fifth Circuit, in New Orleans, the Justice Department wrote that the preliminary injunction by the Texas judge, Andrew S. Hanen, was “unprecedented and wrong.” In allowing the lawsuit to move forward, the government lawyers said, the judge had accepted a legal theory “that would radically expand the ability of states to intrude into this uniquely federal domain.”
The challenge by the states is being led by Ken Paxton, the Texas attorney general, who has said that the administration is taking “rogue actions” that must be stopped. In a statement earlier this year, Mr. Paxton said Mr. Obama’s executive actions “represent a blatant case of overreach and clear abuse of power.”
In briefs to the court, Mr. Paxton has argued that the president’s actions would cost the State of Texas money because workers who acquire legal status would qualify to get driver’s licenses under Texas law. That, Mr. Paxton says, gives the state standing to sue.
Officials from the 26 states also accused the president of failing to abide by requirements under the Administrative Procedure Act when changing federal rules. They are urging the court to block the executive actions until the legal challenge has run its course.
“The preliminary injunction preserves the status quo, which has existed for decades,” the lawyers for the states wrote in their latest brief.
If the appeals court lifts Judge Hanen’s injunction, administration officials could quickly move to carry out the executive actions. That would mean that millions of undocumented immigrants could soon begin applying for protection under a program that would allow them to remain in the country legally but would not provide a path to citizenship.
Opponents could still seek to block the actions by appealing to the Supreme Court. And even if the program moves ahead, the underlying legal challenge could still continue in Texas. Briefs on the merits of the challenge are due in mid-May, and an initial hearing could come in June.

Putin Takes Questions: More Economy, Less Ukraine

MOSCOW — Sounding at times like a mayor promising to fix potholes and close noisy bars, President Vladimir V. Putin used his annual national call-in show on Thursday to try to reassure Russians that the country’s economic troubles were under control and that he shared their concerns on pocketbook issues.
If his marathon session in 2014 trumpeted the annexation of Crimea and issues of national pride, this year Mr. Putin fielded questions from across Russia on issues like dairy cow production, small-business loans and the rising price of car insurance.
Mr. Putin tried to paint an overall rosy picture of the economy, noting that the ruble had stabilized and strengthened even if inflation was over 11 percent. (Trading for as low as 80 to the dollar in December and volatile all winter, the ruble has risen to about 50; it was at 34 a year ago.)
“Experts see that we have passed the peak of the problems,” he said. “Nothing burst and everything works.”
Mr. Putin promised to help dairy farmers get better distribution and prices for their milk; told unpaid workers at the new national space launch center that they would receive back pay; and vowed not to lower public wages nationally even if his economic advisers pressed.
The questions came from reporters interviewing Russians in various corners of the country, the studio audience, callers and various forms of social media. The broadcasters said they had received more than three million questions, a record. Mr. Putin responded to roughly 70, and about half of them focused on the state of the economy.
Mr. Putin said he had not heard that trucks trying to get onto the single ferry to Crimea often waited in line for two weeks. (It was notable that the first mention of Crimea, annexed by Russia from Ukraine last year, came about three hours and 40 minutes into the program.)
When a weeping woman was interviewed from an area of Siberia devastated by wildfires this week, Mr. Putin spontaneously promised thousands of dollars to every family who had lost a loved one or property.
Foreign policy issues did enter into the discussion, but the first question did not come until an hour into the program. And Mr. Putin repeated many of Russia’s earlier positions.
The S-300 air defense system he had announced this week that Russia would deliver to Iran was a sale voluntarily suspended in 2010, he said, adding that it was a defensive weapon and that Russia could use the money, about $900 million.
Although Ukraine was failing to fulfill the Minsk cease-fire agreements when it came to constitutional reform and financial support for the separatist regions, Russia would stick with the accord, he said. There are no Russian troops fighting in Ukraine now, he said, and there will be no war along Russia’s southwestern border.
Mr. Putin took several pot shots at the United States, blaming it for the rise of the Islamic State, for example, through the destabilization of Iraq after the American-orchestrated overthrow of Saddam Hussein. And he accused Washington of pressuring world leaders into skipping Moscow’s celebration of the 70th anniversary of the end of World War II in Europe.
Mr. Putin has two main public personas. There is the angry Putin who sometimes seems to sneer at the world and makes speeches like one exhorting security officers to stamp out internal threats. Then there is the “good,” avuncular Putin who was on display Thursday, giving mostly moderate answers to all manner of questions.
In the fall, Mr. Putin suggested that to protect Russian speakers, Moscow would seize back territory in neighboring states — notably areas in southeastern Ukraine first seized by Catherine the Great. On Thursday, he took virtually the opposite tack.
“We have no imperial ambitions,” he said, “but we can ensure a decent life to the people, including Russians, living abroad, in the neighboring countries of the former Soviet Union, by developing collaboration and cooperation.”
Mr. Putin said he saw no reason for the city of Moscow to keep removing all the flowers and flags citizens were placing on the bridge where the opposition politician Boris Y. Nemtsov was assassinated in February, and said he would have a word with Moscow’s mayor about it.
While Mr. Putin was speaking, however, a different face of Russia was on display in the capital. At a security conference across town, senior members of the military said Russia wanted global cooperation on issues like combating terrorism, but would not stand idly by as NATO expanded eastward.
And security officers raided the Moscow headquarters of Open Russia, an organization funded by Mikhail B. Khodorkovsky, the jailed oil oligarch turned political exile.
This year’s studio audience was notable in that many of those called upon were often critical of Mr. Putin, and one television host, Kirill Kleymenov, asked tough questions.
But when topics seemed too closely linked to the president, he threw them right back at the questioner. At one point, Mr. Kleymenov suggested that Mr. Putin’s main economic policy seemed to be waiting for the price of oil to recover, a question Mr. Putin called “overly critical.”
Mr. Putin evoked the hated 1990s government economists who, in the view of many Russians, pursued a misguided policy of capitalist shock therapy that ushered in a decade of instability and poverty. Russians revile them, and Mr. Putin’s popularity in his third term as president rests in no small part on the fact that until last fall, the economy was stable and wages increased steadily along with the price of oil for much of the past 15 years.
“In order to build up economic policy competently, of course, you need a brain,” Mr. Putin said. “But if we want people to trust us, we also need a heart and need to feel how an ordinary man lives.”

ROME (AP) — Italy's migration crisis took on a deadly new twist Thursday as police in Sicily reported that Muslim migrants had thrown 12 Christians overboard during a recent crossing from Libya, and aid groups said another 41 were feared drowned in a separate incident.
Palermo police said they had detained 15 people suspected in the high seas assault, which they learned of while interviewing tearful survivors from Nigeria and Ghana who had arrived in Palermo Wednesday morning after being rescued at sea.
The 15 were accused of multiple homicide aggravated by religious hatred, police said in a statement.
The survivors said they had boarded a rubber boat April 14 on the Libyan coast with 105 passengers aboard, part of the wave of migrants taking advantage of calm seas and warm weather to make the risky crossing from Libya, where most smuggling operations originate.
During the crossing, the migrants from Nigeria and Ghana — believed to be Christians — were threatened with being abandoned at sea by some 15 other passengers from the Ivory Coast, Senegal, Mali and Guinea Bissau.
The statement said the motive was that the victims "professed the Christian faith while the aggressors were Muslim."
Earlier Thursday, the International Organization of Migration said four migrants who were picked up in recent days by the Italian Navy reported a shipwreck to aid workers after arriving in the Italian port of Trapani Thursday. They were among 580 migrants brought to the port on Thursday and said 41 others were believed to have died.
The IOM said the migrants — two Nigerians, a Ghanaian and one Nigerien — were found floating in the sea by a helicopter and were rescued by the Italian Naval ship Foscari. They had left Tripoli in Libya on Saturday and stayed adrift for four days. The location of the rescue was not immediately known.
The new tragedies come just days after aid agencies reported 400 presumed dead in the sinking of another ship near the Libyan coast. The deaths have raised calls for a more robust search and rescue of the seas between Libya and Europe amid a surge in migration between the Middle East and Africa toward Italy.

New study challenges immigrant “catch-up” theory

New research is challenging the consensus view of how the USA absorbed the huge wave of immigrant workers who arrived from 1850 to 1910.
Earlier studies showed that on average, immigrants started in lower-skilled jobs compared with native workers, but caught up within a generation as they learned English and adopted American customs. This “start hungry, work hard, sacrifice and succeed” formula has become a version of “the American Dream.”
The reality was more complicated. A study that traced thousands of workers from 1900 to 1920 through their census forms showed that the average immigrant  made about the same amount as natives and moved up the occupational ladder at about the same rate.
Probing more deeply, the authors found that immigrants from high-income European nations – think Austria, England, France and Germany – made more upon arrival than comparable native workers and kept an edge as they assimilated. At the same time, workers from lower-income nations – such as Ireland, Italy and the Scandinavian countries – started close to or slightly below native workers in terms of income, and progressed at about the same rate.
The work was done by Ran Abramitzky of Stanford, Leah Platt Boustan of UCLA and Katherine Eriksson of Cal Poly. A version was published in the Journal of Political Economy last summer. The more detailed version released this week shows that average immigrant workers in the rapidly industrializing Midwest — Ohio, Illinois and Michigan — outearned natives, while the reverse was true in New England and the Great Plains.
The answers could shape ongoing debates about growing income inequality and how to overhaul the nation’s dysfunctional immigration policy.
The study used digital versions of census forms — which are made public after 72 years — from <a href="http://Ancestry.com" rel="nofollow">Ancestry.com</a>. The forms were from 1900, 1910 and 1920.
The team focused on men between 18 and 35 years of age in 1900.   About 20,000 men who immigrated between 1880 and 1900 were paired with a similar group of 1,700 native men the same age. That let the researchers avoid averages and study actual people across 20 years as if they were in a long-term study. Lacking actual income data, the researchers used workers’ occupations to classify income. All Southern workers and black workers were excluded because few immigrants moved to the South and blacks were subject to harsh discrimination everywhere.
The consensus that immigrant workers started behind but caught up was due to the earlier need to analyze each census separately, according to the researchers. That approach misses the 25 percent of immigrants in the Great Migration who left, typically due to poor prospects. It also can’t account for the lower skill level of workers who arrived at the end of the period. Both shifts made it seem like long-term immigrants gained skills and income more than they did.
“Some of the conventional wisdom about the ‘American Dream’ for immigrants is more fiction than fact,” said Michelle Ercanbrack, a family historian at Ancestry.com. “The journey of American immigrants was far more complex than what we often think.” The service is offering free access to many of its searchable records through Monday.
The study suggests that sharp curbs on European immigration imposed in the early 1920s probably were not necessary, because the average immigrant worker arrived with  competitive skills and rose on the occupational ladder about as well as natives did. However, “we also note that migrants that arrived with low skill levels did not manage to close their skill gap with natives over time, ” the team noted.
“I wouldn’t make a prescription for today but it’s food for thought,” Abramitzky said.
He said the team is extending its work to look at cultural assimilation. They are analyzing the names that Great Wave immigrants gave to successive children. Preliminary work shows that the “foreignness” of a name affected a child’s later earnings as an adult, he said.
Abramitzky is an immigrant from Israel. His two oldest children have Hebrew names but the youngest does not.
