Send all your agents and lab technicians, Mr. Comey, new and old, to the maximum security prisons, for at least a couple of years, for the inmate internship, before they start or resume their services as "the hired Guardians", just like they do nowadays with young doctors, to help them learn what it means to be sick. 
They will learn there very fast, a la Bernard Kerik style, "to see humanity and what we are capable of", to not "being so cowed by those in power" and to "realize our capacity for rationalization and moral surrender", especially when they are forced to practice the FBI's good old venerable COINTELPRO technics, illegal mass surveillance and error-ridden "hair analysis". And this is not the matter of splitting hairs, this is about the essence of humanity.
The article is good, the action (of sending people to the museum, as the second best option) is even better, and the quote is outstanding:

Why I require FBI agents to visit the Holocaust Museum

Our Polish friends apparently overreacted somewhat, by demanding the explanations from the Ambassador: the Nazi collaborators and executioners were present everywhere, from Germany to Poland, to Hungary, to Ukraine, to Russia. This is not the point, and those who doubt it should be referred to the corresponding articles below. The point is, what are these forces and conditions which make or can make many of us the little Eichmanns, and without them the evil cannot materialise and become the reality. It is remarkable, that of all countries, big and small, it was the little Denmark where the Holocaust could not proceed, for it was not a part of their culture. 


"It was not just that the people of Denmark refused to assist in implementing the Final Solution, as the peoples of so many other conquered nations had been persuaded to do (or had been eager to do) — but also, that when the Reich cracked down and decided to do the job itself it found that its own personnel in Denmark had been infected by this and were unable to overcome their human aversion with the appropriate ruthlessness, as their peers in more cooperative areas had."

FBI is in need of deep institutional cultural reform and Mr. Comey realizes this probably more than anyone else. 

If the former FBI counterintelligence agent feels that he "sacrificed for thirty years" and now it is time for him "to get stinking rich" by getting bribes, there is something deeply wrong with his mentality and institutional culture. 

"Citizens have the absolute right to expect that the conduct of their law enforcement agents, especially those working in counterintelligence for the FBI, would be above reproach, would be a model of rectitude, would enforce the laws and would, importantly, punctiliously and scrupulously obey those laws themselves," prosecutors wrote Monday.
"Lustyik, however, worked against that principle," they wrote, "abused and indeed flaunted his authority, violated his oath of office, sold his badge, and exhibited contempt for the trust placed in him by the law enforcement agents in Utah with whom he dealt, the prosecutors with whom he spoke in Utah, and indeed his own colleagues, supervisors, and the very agency he worked for."

Throughout the German occupation, many Poles – at great risk to themselves and their families – engaged in rescuing Jews from the Nazis. Grouped by nationality, Poles represent the biggest number of people who rescued Jews during the Holocaust.[10][5] The Polish Righteous Among the Nationsrecognized by the State of Israel include 6,532 (as of 1 January 2015)[11] heroic individuals – more than any other nation.[10]...

The relations between Poles and Jews during World War II present one of the sharpest paradoxes of the Holocaust. Only 10% of the Jews survived, less than in any other country; and yet, Poland accounts for the majority of rescuers with the title of 'Righteous Among the Nations', i.e. people who risked their lives to save Jews. The Poles honored byYad Vashem are a fraction of the true number of deserving individuals, wrote Paulsson, and: "so far represent only the tip of the iceberg."[96] The nature of this paradox was debated by historians on both sides for more than fifty years often with preconceived notions and selective evidence.[96]

Many Jews, persecuted by the Germans, received help from the Poles; help, ranging from major acts of heroism, to minor acts of kindness involving hundreds of thousands of helpers acting often anonymously. This rescue effort occurred even though (since October 1941) ethnic Poles themselves were the subject to capital punishment at the hands of the Nazis if found offering any kind of help to a person of Jewish faith or origin (Poland was the only country in German-occupied Europe in which such a death penalty was applied).[96][97]

In some cases, the Germans across Europe were able to exploit the local populace's anti-Semitism, and Poland was no exception. In occupied Poland death was a standard punishment for a Polish person with family and neighbors,[112] for any help given to Jews, one of the many coercive techniques used by Germans.[14] Some persons betrayed hidden Jews to the Germans, others made money as extortionists (szmalcownik), blackmailing Jews in hiding and Poles who protected them.[113] Estimates of the number of Polish collaborators vary. The lower estimate of seven thousand is based primarily on the sentences of the Special Courts of the Polish Underground State, sentencing individuals for treason to the nation; the highest estimate of about one million,[114] includes all Polish citizens who in some way contributed to the German activities, such as: low-ranking Polish bureaucrats employed in German administration, members of the Blue Police, construction workers, slave laborers in German-run factories and farms and similar others (notably the highest figure originates from a single statistical table of outdated scholarship with a very thin source base).[115] Relatively little active collaboration by individual Poles – with any aspect of the German presence in Poland – took place. All Nazi propaganda efforts to recruit Poles in either labor or auxiliary roles were met with almost no interest, due to the everyday reality of German occupation. The non-German auxiliary workers in the extermination camps, for example, were mostly Ukrainians and Balts. John Connelly quoted a Polish historian (Leszek Gondek) calling the phenomenon of Polish collaboration "marginal" and wrote that "only relatively small percentage of Polish population engaged in activities that may be described as collaboration when seen against the backdrop of European and world history".[115] The unique Polish Underground State considered szmalcownictwo an act of collaboration with the enemy, and with the aid of its military arm, theArmia Krajowa, punished it with the judicatory death sentence. Up to 10,000 Poles were tried by Polish underground courts for assisting the enemy, and 2,500 were executed.[114]

Anti-Semitic attitudes were particularly visible in the eastern provinces which had been earlier occupied by the Russians following the 1939 Soviet invasion of Poland. Local population had witnessed the repressions against their own compatriots, and mass deportation of up to 1.5 million ethnic Poles to Siberia,[118] conducted by the Soviet security apparatus, with some of the local Jews collaborating with them. Others assumed that, driven by vengeance,Jewish Communists had been prominent in betraying the ethnically Polish or other victims.[119][120]

Arendt's subtitle famously introduced the phrase "the banality of evil," which also serves as the final words of the book. In part, at least, the phrase refers to Eichmann's deportment at the trial, displaying neither guilt nor hatred, claiming he bore no responsibility because he was simply "doing his job" ("He did his duty...; he not only obeyedorders, he also obeyed the law." p. 135).

Arendt's book introduced the expression and concept "the banality of evil".[4] Her thesis is that Eichmann was not a fanatic or sociopath, but an extremely average person who relied on cliché rather than thinking for himself and was motivated by professional promotion rather than ideology. Banality, in this sense, is not that Eichmann's actions were ordinary, or that there is a potential Eichmann in all of us, but that his actions were motivated by a sort of stupidity which was wholly unexceptional.[5] She never denied that Eichmann was an anti-semite, nor that he was fully responsible for his actions, but argued that these characteristics were secondary to his stupidity.
"Little Eichmanns" is a phrase used to describe persons participating in society who, while on an individual scale may seem relatively harmless even to themselves, taken collectively create destructive and immoral systems in which they are actually complicit. This is comparable to how Adolf Eichmann, a Nazi bureaucrat, unfeelingly helped to orchestrate The Holocaust.

This commentary is adapted from a speech given Wednesday at the U.S. Holocaust Memorial Museum’s 2015 National Tribute Dinner.
I believe that the Holocaust is the most significant event in human history. And I mean “significant” in two different ways.
It is, of course, significant because it was the most horrific display in world history of inhumanity, one that simply defies words and challenges meaning. I was born into an Irish Catholic family in this great, wonderful and safe country, but the Holocaust has always haunted me, and it has long stood as a stumbling block to faith.
How could such a thing be? How is that consistent with the concept of a loving God? How is that in any way reconcilable with the notion of a God with a role in human history? How could there possibly be meaning in life, when so many lives were snuffed out in such a fashion?
I have asked those questions since I was a young teenager. I have asked them my entire life. I asked the same questions standing in the pit at Ground Zero in early 2002. I have asked those questions many times as I have confronted unimaginable suffering and loss.
And I know I am in good company asking such questions. Last month, on a flight home from Eastern Europe, I reread Viktor Frankl’s wrenching “Man’s Search for Meaning,” in which he seeks to find meaning in suffering and loving, among other things.
And going much farther back, back before I was a religious studies major in college, I recalled the voice from the whirlwind in the Book of Job, rebuking us for even asking the question “Why?” “How dare you!” the voice seems to say. “It is not for you to ask, it is not for you to know.”
And yet I ask, as so many of us do. And I still don’t know.
But I do know this: I know it is our duty, our obligation, to make sure some good comes from unimaginable bad. Not so we can comfort ourselves by saying, “Oh, that was worth it then.” That’s nonsense. That would be perverse. It will never be “worth it.”
Instead, I believe it is simply our duty to do that, and I believe this is truth no matter where you come from on a philosophical or religious spectrum. Our obligation is to refuse to let bad win, to refuse to let evil hold the field. As Abraham Lincoln said on a field of unimaginable pain and loss, it is essential “that we here highly resolve that these dead shall not have died in vain.” Our resolution does not justify the loss, but we simply cannot be alive and give up.
There are so many ways to fight evil to ensure it doesn’t hold the field. Some do this through public service that can involve actual physical battles against evil; others by different kinds of service, including the service of teaching a world what happened, teaching a world what is true.
The Holocaust was, as I said, the most horrific display in world history of inhumanity. But it was also the most horrific display in world history of our humanity, of our capacity for evil and for moral surrender.
And that second significance is the reason I require every new FBI special agent and intelligence analyst to go to the Holocaust Museum. Naturally, I want them to learn about abuse of authority on a breathtaking scale. But I want them to confront something more painful and more dangerous: I want them to see humanity and what we are capable of.
I want them to see that, although this slaughter was led by sick and evil people, those sick and evil leaders were joined by, and followed by, people who loved their families, took soup to a sick neighbor, went to church and gave to charity.
Good people helped murder millions. And that’s the most frightening lesson of all — that our very humanity made us capable of, even susceptible to, surrendering our individual moral authority to the group, where it can be hijacked by evil. Of being so cowed by those in power. Of convincing ourselves of nearly anything.

I want them to walk out of that great museum treasuring the constraint and oversight of divided government, the restriction of the rule of law, the binding of a free and vibrant press. I want them to understand that all of this is necessary as a check on us because of the way we are. We must build it, we must know it and we must nurture it now, so that it can save us later. That is the only path to the responsible exercise of power.

Is Russia Losing Its Nuclear Defense Capability?

Staunton, April 18 — There are many reasons why Vladimir Putin has been threatening the West with the possibility that he will use nuclear weapons against its allies, but one that has not received much attention is that he may be doing so because his country is rapidly losing its nuclear defense capability.
That possibility suggested three years ago by a Russian expert is so frightening in its implications that many will want to dismiss it out of hand, but in an essay today, Kseniya Kirillova provides background on the case and on why it is less implausible than many may think.
As she points out, Russia’s dependence on Western technology in many spheres has increased dramatically over the last 20 years: Western technology is often far ahead of its Russian counterpart and less expensive, Moscow’s investment and planning in technological development has fallen off, and many Russian specialists now work abroad rather than at home.
But it has generally been assumed that this is less true in the military sector than in others and least true of all in the critical nuclear weapons sector in particular. That assumption may not be valid if one considers what some Russian experts and even some Russian politicians have been saying over the last three years, Kirillova says.
In the fall of 2011, Yury Tsarik, the deputy director of the Moscow Institute of Demography, Migration and Regional Development, noted that some of the efforts of Russia to import and use Western technology had failed because Russians had no equivalent technologies and misused the Western ones.
“Unfortunately,” the Moscow specialist said at the time, “such a catastrophic situation is occurring not only in space investigations but in aviation, ship building and machine building as well. In fact, all Russian machine building is being destroyed by the lack of a coherent government policy.”
“The lack of clear plans for the development of corresponding spheres ten to twenty years ahead makes impossible serious planning for the technological re-equipment of those sphere. And without such re-equipment, it will turn out to be impossible to come up with and issue high quality production,” Tsarik said.
And then he made his key and disturbing judgment: “As a result, Russia over three to five years can lose its nuclear shield as a result of its inability to produce the ensemble of machines which will permit it to deliver weapons onto the territory of its opponent.”
Tsarik delivered those words more than three years ago, and that means that it is possible, if his judgment is correct, that Russia is in trouble in this regard now, a problem that could make its leadership more rather than less inclined to threaten first use of nuclear weapons than otherwise.
Film of the unsuccessful launch of a S-300 air defense missile appeared on YouTube this week, Kirillova points out, providing at least a partial confirmation of this. But an even more important form of confirmation came from one of the most aggressive hawks in the Russian government, Dmitry Rogozin.
Last fall, he said that “in the case of a ‘hot’ conflict, Russia would lose a war with the United States in six hours,” a statement that was widely written off at the time as simply an effort to convince the Kremlin to spend more on defense but that may have had a deeper meaning as well.
The situation with Russian military aviation is “no better,” Kirillova points out. The current generation of Russian MiGs are so accident-prone that pilots refer to them as “flying caskets,” and Russian rights activist Elena Vasilyeva said at the end of last year that officers were praying none of them would crash during a visit to the Barents Sea by Putin.

Investigators: Hackers Hit Diplomatic Targets Via Software Flaws

A widely reported Russian cyber-spying campaign against diplomatic targets in the United States and elsewhere has been using two previously unknown flaws in software to penetrate target machines, a security company investigating the matter said Saturday. FireEye Inc, a U.S. security company, said the espionage effort took advantage of holes in Adobe Systems Inc.'s Flash software for viewing active content and Microsoft Corp.'s Windows operating system. The campaign has been tied by other firms to a serious breach at U.S. State Department computers. The same hackers are also believed to have broken into White House machines containing unclassified but sensitive information such as the president's travel schedule. FireEye has been assisting the agencies probing those attacks, but it said it could not comment on whether the spies were the same ones who penetrated the White House because that information would be classified as secret. FireEye said that Adobe issued a fix for the security weakness Tuesday, so that users with the most current versions should be protected. A Microsoft spokesman said the company was working on a patch for its problem. In October, FireEye said the group it calls APT28 had been at work since 2007 and had targeted U.S. defense attaches and military contractors, NATO alliance offices, and government officials in Georgia and other countries of special interest to the Kremlin. Days before that report, security firm Trend Micro Inc. described a campaign it called "Pawn Storm'' against computers in the State Department, Russian dissidents, NATO and other Eastern European nations. Because Pawn Storm and APT28 used some of the same tools and hit the same targets, other information security professionals concluded they were the same hackers. On Thursday, Trend Micro said that the Pawn Storm hackers had increased their activity recently and had targeted bloggers who interviewed President Barack Obama. It also said the group had "probably'' stolen online credentials of a military correspondent at an unnamed major U.S. newspaper. Though the security flaws APT28 used are new, it had been well-established that the group was highly skilled. Saturday's report was one in a flurry generated by rival firms ahead of the RSA Conference next week in San Francisco, the largest annual technology security gathering in the country.

FBI Examiners Gave 'Flawed Testimony'

A leading U.S. newspaper says the Federal Bureau of Investigation and the Justice Department have "formally acknowledged" that almost all of the examiners "in an elite FBI forensic unit gave flawed testimony " against criminal defendants for more than a two-decade period before 2000. The Washington Post reported Saturday that according to the National Association of Criminal Defense Lawyers and the Innocence Project, that  26 of the 28 examiners with the FBI Laboratory's microscopic hair comparison unit "overstated forensic matches" to favor prosecutors in more than 95 percent of the 268 trials reviewed so far. The NACDL and the Innocence Project are working with the government in what The Post described as "the country's largest post-conviction review of questioned forensic evidence." The reviewed cases included 32 defendants who were sentenced to death.  Fourteen of them have either been executed or died in prison, the two groups said. Defendants and prosecutors across the United States are being notified about the findings so they can determine whether they have grounds for appeals. The FBI and the Justice Department said in a statement they "are committed to ensuring that affected defendants are notified of past errors and that justice is done in every instance." Peter Neufeld, co-founder of the Innocence Project, said the FBI's use of microscopic hair analysis to incriminate defendants was "a complete disaster."   He called for "an exhaustive investigation" into how this happened and why it was not stopped sooner. Senator Richard Blumenthal, a Democrat from the northeastern state of Connecticut, told The Washington Post "these findings are appalling and chilling in their indictment of our criminal justice system."
