Nuclear deal-making with Iran has been dominating the headlines, but a deal already done over Ukraine now threatens to unravel the peace in Europe.
When Ukraine made a choice in 2014 to turn toward Euro-Atlantic integration, a momentous strategic and political gift landed in the West’s lap. Russia’s war against Ukraine since that time has instead helped the Kremlin expose the European Union’s fragmentation and drift and capitalize on the Obama administration’s ambivalence.
The armistice signed on Feb. 12 regarding occupied parts of eastern Ukraine is more than a military cease fire. The political clauses of Minsk Two, as the agreement is called, allow Russia and its local proxies to sit in judgment on Ukraine’s democracy. The armistice authorizes the two Kremlin-controlled “people’s republics” established by Moscow-backed forces inside Ukraine to participate in negotiations for reforming Ukraine’s Constitution and legislation. If fulfilled as intended, these terms could block Ukraine’s European course. The terms also allow Russia and the secessionist “republics” to maintain their troops in Ukraine’s east, and to station their own forces along what is legally the Ukrainian side of the Ukraine-Russia border there. They can do so indefinitely without technically violating this armistice.
Yet the Kremlin’s real objectives lie beyond Ukraine. President Vladimir Putin is angling for European consent to establish a Russian sphere of influence directly opposite the European Union and the North Atlantic Treaty Organization, as part of an overall effort to undo the status quo that has developed since the Cold War. Mr. Putin’s diplomacy seeks Russian participation, on what he has called “an equal basis” with other European powers, in decision-making about European security and economic affairs. This would enable Russia to subvert European policies from the inside—further intimidating an already demilitarizing Europe and splintering European societies—and, as Moscow hopes, to decouple Europe from the U.S.

Russia regards Ukraine as the laboratory of this new decision-making model on European security affairs. Moscow would work bilaterally with Germany, perhaps with another European player in Berlin’s tow, bypassing or pre-empting the EU and NATO and marginalizing the U.S. The “Normandy quartet” formed to handle the Ukraine conflict (and named after their inaugural summit in France in 2014) is the current tool in that experiment. Russia and Germany call the tune in this foursome; France plays second fiddle behind Germany; and Ukraine is captive to the consensus worked out by those three powers on terms favoring Russia.
Thus, Mr. Putin provided the draft of the armistice that would award the Moscow-controlled “people’s republics” in Ukraine’s east a constitutional status within Ukraine. German Chancellor Angela Merkeland French President François Hollande ultimately underwrote it, not on the EU’s behalf, but with the tacit approval of a majority of EU member countries.
Most of those countries have chosen not to seriously address the wider implications of Russia’s war in Ukraine, and to treat it as an internal conflict solvable with Russia at Ukraine’s expense. This group outweighs those EU countries that view Russia’s war in Ukraine for what it is: part of a strategy to overturn the post-1991 international order.
The EU and the U.S. expect the Organization for Security and Cooperation in Europe to monitor the military situation in Ukraine’s east. The OSCE’s mission is supposed to verify compliance with armistice terms that Russian forces are constantly breaching. NATO and U.S. intelligence see that, and they are speaking up. Yet the OSCE is hostage to Russia’s statutory veto power. This guarantees a weak mandate and an ineffective OSCE performance, as shown by the organization’s missions in overseeing older “frozen conflicts”—the areas grabbed and held with force by Russian-directed separatists in Georgia and Moldova between 1992 and today.
In Ukraine, the stage seems set for a frozen conflict on a scale 10 times larger. Russia can continue biting off chunks of Ukrainian territory, compelling Ukraine each time to grant political concessions as part of an armistice to stop the biting. This has been the logic since the armistice negotiations began in September.
To stop this destructive process, Ukraine needs more effective Western support. The U.S. should reclaim its proper place in negotiations about Ukraine, such as returning to the Geneva format—the U.S., the EU, Russia and Ukraine—from which the Obama administration withdrew a year ago. It is vital also that Ukraine be supplied with defensive weapons, including antitank missiles, to stop the salami-slicing of its territory. Congress has passed legislation authorizing such aid, and Mr. Obama has signed it, but since then has done nothing about it. Canada, Poland and others reportedly are willing to supply Ukraine with defensive weapons but are waiting for the U.S. to lead the way. Only Washington’s hands-on leadership can save the future of Ukraine and of the Euro-Atlantic community itself.

Траурный марш изнутри выглядел странно, как и смерть Бориса Ефимовича. Мы тек­ли к милицейским рамкам, проходили их мол­ча, негромко переговаривались, мрачно упрямые, подавленные. Вспоминались послед­ние страницы набоковского «Приглашения на казнь», где люди и вещи здешнего мира бледне­ют, становясь полупрозрачными. Я шел в колон­не полупрозрачных людей и сам тускнел по мере приближения к Москворецкому мосту, где каз­нили Бориса. Энергия полусоттысячной колонны рассеивалась, истекала, будто садилась незри­мая гигантская батарейка. Человеческая змея, совершив что должно, не знала ни что будет, ни чего ей вообще хотеть. С этими чувствами, вор­ча, люди проползли вдоль стен Кремля. Хватило духу собраться выйти на улицу, и тут же все кон­чилось. Ярость не родилась, в остатке шествия была опустошенность.
Борис Немцов был и даже официально считался, как выражаются в Москве, «системным полити­ком»; и это еще раз подтвердили говорящие го­ловы власти после убийства. В прошлом первый вице-премьер правительства России и лидер пар­тии «Союз правых сил», долго союзной Путину. Тем не менее министры и официальные лица в массе проигнорировали его похороны. Этот жест не так банален, как кажется. Ведь чиновник высо­кого ранга не может публично осуждать государ­ственных действий, не уходя в отставку. Те, кто не пришел на панихиду Немцова, подтвердили, что считают расстрел Бориса делом государственным. Кем был Борис Немцов? Я не стану задаваться вопросом, естественным для близких или пре­тендентов на политическое наследство. Я не знаю, кем он был. Но определенно он не был тем оттиском политических неудач и неумест­ного оптимизма, каким под конец казался. Есть тайна легкости самого Бориса, политике которого именно легкости-то и недоставало. Да, это левантийский тип политика, нормальный для места его рождения в Сочи, если б только его ме­ста получили шанс ожить за последние сто лет. Но шанса не имела ни та – далекая левантийская Новороссия, ни отпрыск ее Борис Немцов. За последние 10 лет, дружески перемигиваясь с Борисом Немцовым при встречах, я раздражал­ся от всякой его инициативы – они казались то нелепыми, то слабыми, то несвоевременными. Странно, сейчас почти ничего из моих претен­зий я не могу вспомнить. Что-то другое, значи­мое пробивается и пытается пробиться сквозь память. И если витальность Бориса ослабляла эффект его выступлений, то теперь его жизне­любие кажется тонкой структурой неуловимого вопроса. Что, если мы просто не сможем жить в условиях, которые себе создаем?
Немцова я встретил, уже когда Ельцин, выдернув его из Нижнего Новгорода, перекинул в прави­тельство Черномырдина первым замом в пару с Чубайсом. Несомненно для всех, то был кастинг преемника; впрочем, Ельцин к тому вре­мени перебрал и отбросил не одну фигуру. Мы говорили об этом с Борисом, и тогда я увел у него одну из полюбившихся мне максим: «Кремлевское клад­бище видало много смелых ковбоев!» Весна 1997 года породила рейтинговое чудо Немцова, в чем-то подоб­ное «крымскому чуду» Владимира Путина весной 2014-го. При­том что собственных медийных ресурсов у вла­сти тогда почти не было, уже к лету его президентский рейтинг стал первым в стране. Даже среди избирателей – приверженцев КПРФ Немцов опережал Зюганова. Немцов-преемник имел цифры доверия под 50 процентов и на выборах 2000 года легко побеждал любого из известных лидеров – Зюганова, Лужкова, Явлинского, Лебедя. На тоскливом фоне тогдашней политики зажглась звезда его непоседливо­сти, – и звезду срочно стали гасить.
Казалось бы, дискредитационная кампания про­тив КПРФ летом 1996 года показала, что могут сделать с политиком пресса и телевиде­ние, но нет. Немцова уничтожали дольше, чем Зюганова, но и более прилежно, вдумчиво и систематично. По ходу полугодовой кампании против молодых реформаторов в правительстве (т.н. «дело писа­телей») не было дня, чтоб Немцов не получал нового удара. В конце каждой недели популяр­ная политическая программа «Итоги» удовлетво­ренно фиксировала, на сколько еще процентов упал немцовский рейтинг. Пока весной 1998-го не настал финал: ведущий «Итогов», зачитав последние данные, находящиеся уже в зоне ста­тистической погрешности, заявил: «Кандидата в президенты по фамилии Немцов больше нет!» И в прямом эфире жирно перечеркнул фотогра­фию Немцова крест-накрест.
После убийства Немцова был взрыв коммента­риев, реплик, заметок, разоблачений. Всем почти все было ясно. По социальным сетям катилось громовое и взаимно ненавистное «Маска, я тебя знаю!» – и не было пальца, который в тот день не указал на другого. Конечно же, мы знаем, мы знаем! Поскольку мы сами такие, как вы. Не исключая президента Путина, все говорили о «провокации», предпочитая одну из двух прямо противоположных. Обсуждался злодейский заго­вор, филигранно выполненный и беспощадный, и мотивом всех версий была очевидная поли­тическая польза. Столь ясная каждому, сколь абсурдно декоративная: хотели показать... хо­тели напугать... начать революцию прямо тут, у Кремля...
Выгода и польза – здесь общая изнанка ума вла­сти и оппозиции. Вот почему Путин и Кадыров могут отводить обвинения возмутительным, но ясным для каждо­го аргументом: Немцов не так опасен, чтобы его убивать.
Конспирология является оперативной фор­мой лжи и непобедима в запертом сообществе, где все и вся пожираемо внутренними отно­шениями. Желая избежать конспирологических пошлостей, непременно попадешь в лагерь конспирологов противной партии. Само имя «конспирологии» восходит ко временам, когда версия, будто власть прибегает к неконституционным средствам, была скандалом. Но если она и к кон­ституционным прибегает лишь в порядке исклю­чения? Власть слишком великолепна, чтоб заботиться о порядочности – гений не думает о репутации, он гений. Гениальная власть, не обузданная законом, еще менее ограничена своей миссией. Она осле­пительна и ошибаться не может. Она скользит в мировом и гражданском пространстве, где по­рок – норма, а не отклонение от нее. Отклониться можно только от нее же, от власти. Что ни сделай, все поглощается ее превосходством – и так до тех пор, пока батарейка не сядет. Уже и не вспомню, когда и кто первым загово­рил о криминальных повадках новой российской власти. Во всяком случае, было это еще до августовского путча и Беловежских соглашений. Первыми были такие противоречивые фигуры, как Сергей Кургинян (от него я впервые услышал в 1989 году термин «клептократия»), советский следователь Лев Гуров и режиссер Станислав Говорухин. Демократы тогда всячески избегали этой темы, она до сих пор не разобрана. Криминальные в обычном смысле действия вла­сти русская демократическая журналистика объ­ясняет криминальными же мотивами, ничуть не стесняясь тавтологии. Удобство ссылок на пре­зумпцию криминальности власти мешает заме­тить, что она охватывает и криминализацию оппозиционного сектора. Некриминальный дискурс в российской полити­ке отсутствует. Политики бранятся, как мелкие урки, дорожа «понятностью» для избирателей. Последние же сомневаются, что контингент с более легкими статьями УК – альтернатива ны­нешним господам положения с их солидным, вы­страданным рецидивом.
Но ведь и Борис содействовал деградации по­литического смысла России, когда в 1997 го­ду прибег к необычному тогда новому клейму «олигархов». Отбиваясь от грязной кампании, которую против него вели, он нечаянно закрыл окно декриминализации политического дискур­са. Тогда, между 1995 и 1997 гг., «красно-корич­невая коммуно-фашистская нечисть» перестала быть жупелом, а перспективный мем «воровского олигархата» еще не стоптал мозговые извилины интеллигенции.
Почти все, говорившие об убийстве, высказа­лись о том, что ему содействовала царящая в стране и поощряемая властями через государ­ственное телевидение и СМИ атмосфера ненави­сти. Об этом много сказано, и мной в том числе. Однако после выстрелов на Москворецком мо­сту полемика в прессе и в социальных сетях сделала еще шаг – защитники власти возложили вину за убийство на самого Немцова и мысля­щих так же, как он. Даже «укро-американский заговор» казался им слишком мягким, щадящим, рациональным наветом.
Перед нами новая фаза происходящего – уже не пропаганда, не орудие провластной мобилизации.
В рамках РФ творится новая культура изничтожения, с эталонным образцом ненавистника. Ненависть в такой культуре стала презумпцией, опровергнуть которую должен сам заподозрен­ный. Российское телевидение игра­ет в этой системе гнетущую, компрессионную роль. Оно генерирует врагов и подсказывает же­лаемых жертв (враг и жертва здесь не всегда одно и то же). Телецентр Останкино не информирует, он провоцирует аудитории – непрерывно, еже­часно, всегда. Правду в новой системе не подавля­ют – обезображенной ее помещают в неведомом зрителю месте среди гнусных концепций. Но тогда и провокатором может невольно оказаться любой. Например, вы.
Ряд сравнений в посмертных эссе очень точны, например, сделанное Григорием Ревзиным срав­нение убийц Немцова со снайпером на Майдане, «который то по ментам пальнет, то по оранжи­стам, чтобы уже проснулись, что ли, а то какие-то вялые». Это и есть формула провокации. Кто постарше, помнят щекой булыжник переулков Москвы под огнем снайперов октября 1993 года. Но Ревзин верно отмечает, почему провокация не удалась: хоронить Немцова вышли тысячи людей, «лишенных веры, что что-нибудь можно сделать». Здесь место интересных вещей. Загадка 2012-2015 годов, на мой вкус, стоит загадки 1937-1938 гг. – там и тут осталось неясно, как это вообще бы­ло возможно? Как мы теперь думаем, жертвами Большого террора двигал страх за жизнь и экстаз лояльности партии. Но сегодня в России нет ни то­го, ни того. Формула обернулась – смерть Бориса Немцова стала возможна и, может быть, необхо­дима лишь потому, что не стало массового управ­ляющего мотива – страх смерти отсутствует. Все обходится без него и наилучшим для власти обра­зом. Единогласные голосования всюду в России, от Государственной Думы и творческих советов до Академии наук, обходятся без угроз ареста и бессудной казни в подвале.
Волю парализует не страх смерти, а страх пустя­ков – скорость карьерного движения, дельта роста прибыли и/или коррупционного «отката» и т.п. Движут обиды, которые Кремлю не надо при­думывать, – каждый выдумает их сам, чуть порывшись в своем грязном белье. Оказалось, что жизнь в комфортных условиях так же удобна для прецизионной настройки массовых аудиторий на изгоя-врага, что и лагерный паек. Человек, чей отказ от выбора продиктован пустя­ками, вот фактор Realpolitik будущего на Западе и Востоке. Мир гнетущих пустяков под виртуальным прессом, не исключая вер­сификации социальных сетей, – вот место склейки бесподобных коалиций близкого будущего. Коалиций, внутри которых созреет, выйдет и покажет себя новый тип человека – опасного для живых людей, для жизни как таковой.

Russia's Revised Military Doctrine: Putin's Posturing And Swaggering - Analysis

On February 5th 2010, just a day after Romania gave the go-ahead for an overhaul of the US plan to deploy medium-range ballistic missile interceptors, Russian President Dmitry Medvedev affixed his signature to a new “military strategy” intended to serve as the basis of defence policy for the next ten years. On December 26th 2014, Russian President Vladimir Putin signed an updated version of this military doctrine, which details new threats to national security.
As expected, the “new” policy is an update of the three previous strategic blueprints signed in 1993, 2000 and 2010. It explicitly identifies threats to Russia and spells out who Russia’s allies and enemies are, and in what contexts. The main point it makes, as in previous doctrines, is that “the expansion of NATO’s military potential on the Russian border” is the greatest threat to Russia.
The document has much to say about the North Atlantic Treaty Organization’s (NATO) enhanced capabilities and global reach, and the increased role the military will play in shaping the foreign policy of most countries. It states that “actions aimed at violent change of the Russian constitutional order, destabilisation of the political and social environment and disruption of the functioning of governmental bodies, crucial civilian and military facilities and informational infrastructure of Russia” are a major threat deriving from these sources.
Other threats to Russia’s security and the global security system listed are actions aimed at undermining global and regional stability, not least by hampering the work of Russian systems of state and military rule, and those aimed at disrupting the functioning of strategic nuclear forces, missile attack early warning, antimissile defence and space monitoring systems and their combat stability, nuclear munition storage facilities, nuclear power generation, nuclear and chemical industries and “other potentially dangerous installations.” The document also takes into account the proliferation of Weapons of Mass Destruction (WMD) and missile technologies, global terrorism (which potentially involves using radioactive and toxic materials), arms and drug trafficking, armed domestic conflicts along ethnic and confessional lines, and the activities of armed radicals and private military companies. It also says that Russia should be prepared to fight future wars in space.
For years now, former President Medvedev, incumbent President Putin and their senior aides have been attacking NATO for plans to deploy weapons systems and bases in the new states of the former Soviet bloc. They have also lambasted US plans to install parts of a missile defence shield in Eastern Europe. The Obama administration, having renounced the Bush Administration’s antimissile shield project expected to be installed in Poland and the Czech Republic in 2009, has nevertheless revised it and embarked on a new missile defence project. It has convinced Bucharest (Romania) to host U.S. missile interceptors as part of Washington’s “phased adaptive approach.”
The Kremlin’s worries have not subsided because the current and future deployment of interceptor missiles and other various anti-missile facilities close to the Russian borders and in waters adjacent to Russia. Russian commanders regularly attack the US missile defence plans, whilst claiming that Russian long-range bombers could easily destroy radar stations and other facilities which are part of the US defence shield in Eastern Europe. Since the missile defence facilities are weakly protected, any number of Russian aircrafts is indeed capable of electronically jamming or simply destroying them. The recent incursion of Russian military airplanes over East European territory was perhaps aimed at gathering information on the US anti-missile systems or even partly undermining them.
US officials have repeatedly sought to assure Moscow that the planned medium-range ballistic missile interceptors are targeting intercontinental ballistic missiles launched by rogue states, mainly Iran and North Korea, and are not intended to weaken the Russian nuclear deterrent, but Russian officials remain skeptical. Many Russian military experts believe that components of the US system in Eastern Europe would be capable of destroying Russian missiles. The Kremlin’s proposal to make the US assurances to the contrary legally binding has been rejected out of hand.
A final key feature of the document is that it reiterates that Russia has the right to use nuclear weapons if the existence of the country or its allies is threatened by WMDs or even conventional weapons attack. It also states that Russia has every reason to be confident in the deterrence capabilities of its strategic nuclear arsenal.
Most governments treat the formal unveiling of a military strategy as a PR exercise conducted to have an effect on neighboring states and declared or potential faraway enemies. “A state or statesman swaggers in order to look and feel more powerful and important, to be taken seriously by others in the councils of international decision, to enhance the nation’s image in the eyes of others,” according to Robert J. Art, an American Foreign Policy and International Relations scholar at Brandeis University.
In international security parlance Russia’s new military doctrine can be considered a component of a “swaggering” strategy towards NATO and the European Union (EU). Swaggering in international relations is usually expressed in displaying a country’s military power at military exercises and parades and buying from foreign states the most prestigious weapons available (although currently on hold, the purchase of France’s Mistral warship comes immediately to mind here).
But in August 2008 Russia did not content itself with merely holding the Kavkaz-2008 military exercise. As we know, this extended into a war against Georgia. That became possible because Russian leaders had no doubt that Georgia would be an easy prey. Furthermore, at the end of February 2014 Russia did not hesitate to support the separatist movement in the Autonomous Republic of Crimea through military intervention and de facto occupation of the region, illegally incorporating it into the Russian Federation a few months later. At the same time it carried out subversive activities in eastern and southern Ukraine and massed troops along the Ukrainian border.
However, when it comes to NATO and US conventional and nuclear “war machine” Russians are far less confident, and swaggering is not on the agenda. For instance, in the last few months Russian strategic bombers have been flying to the shores of the United Kingdom, Sweden and even the United States, provoking the State Department to warn Moscow to abide by international law. But an important detail, mostly overlooked by the media, is that these aircraft were Tu-95 bombers, first commissioned in 1952. They entered into service in 1956 and will serve the Russian Air Force until at least… 2040. The least one can say is that they are far from cutting edge military equipment.
In February 2009 a report from Russian Technologies, a state-owned corporation which runs the arms exporter Rosoboronexport and is a major stakeholder of the carmaker AvtoVAZ and VSMPO-Avisma, the world’s largest titanium producer, appeared in the weekly Nezavisimoye Voyennoye Obozreniye. It stated that about half of Russia’s weapons makers were almost bankrupt, despite this sector being Russia’s largest exporter of manufactured goods. At that point only 36 per cent of the strategic organisations in the military-industrial complex enjoyed stable financial and economic conditions, and since the beginning of the world financial crisis in 2007-2008 the situation has worsened. According to the Federal Statistics Service, industrial production has plummeted. The Russian economy contracted by 7.9 per cent in 2009 (the first contraction since 1998), making it one of the hardest hit by the world economic slowdown. The World Bank released data according to which, between 2010 and 2014, the Russian economy grew by only 2.8 per cent on average, with a peak of 4.5 per cent in 2010 and a mere 0.6 per cent growth in 2014.
Since the collapse of the Soviet Union the number of weapons designers and manufacturers which have gone bankrupt or shifted their production to more lucrative civilian sectors can be counted by the hundred. New military procurement has been suspended for more than a decade. The world economic crisis has underlined Russia’s excessive reliance on the export of raw materials such as oil and gas. Demand has tumbled by as much as 50 to 70 percent in some industrial sectors.
The Russian arms trade enjoyed record sales levels of $15.2 billion in 2012 and $13.2 billion in 2013. However, industry officials have long warned that the primary goals of increasing investment levels in research and production capacity have not been met for many years, and that the industry remains beset by a myriad of labor, technology and manufacturing problems. Russia’s major clients, and China in particular, have complained about late deliveries of major orders. India, another major purchaser of Russian weapons, has lately turned to the US defence systems.
In 2008, Algeria returned 15 MIG fighters, saying that they contained some old and substandard parts. Russia’s shipyards are also in need of modernisation, as they cannot currently produce carriers of the size or sophistication as those found in the US, French or British fleets. The loss of Russia’s shipyard in Ukraine, and Kyiv’s March 2014 decision to cease all defense-industrial cooperation with its eastern neighbor, are compounding the Kremlin’s efforts to modernise the Army.
The most important aspect of Russia’s naval modernisation plan, however, is the purchase of two French Mistral-class warships, which were expected to be delivered from the Saint-Nazaire-based STX shipyard in northwest France in 2014 and 2015. The purchase of French hardware was designed to increase Russia’s capacity to intervene in short and medium range theatres of conflict. However, as part of the recent Western sanctions against Russia, the French government has decided to put the delivery of the ships until Russia changes it policy towards the conflict in eastern Ukraine and complies with the Minsk Protocol signed in September 2014 by Ukraine, the Russian Federation, the self-proclaimed the Donetsk People’s Republic (DPR) and the self-proclaimed Lugansk People’s Republic (LPR).
In 2010, the Kremlin enacted the State Armaments Program (SAP) for the period 2010-2020. The scope of the program includes the purchase of high-tech Western military equipment and technologies. However, due to the depreciation of the ruble, the SAP’s budget has shrunk from $600 billion (20.7 trillion rubles) to $340 billion. A ramping up of military spending is much needed, but the recent drop in energy export earnings, the collapse in the value of the ruble and the ever more biting Western sanctions in response to Moscow’s alleged involvement in the war in Ukraine war are presenting an unprecedented budget challenge to the Russian leadership. While the Kremlin insists that it will maintain the military’s rearmament program at current levels, EU and US sanctions forbid Russian corporations to have commercial transactions with Western companies.Russian Army insiders are also already alluding to the fact that the Ministry of Defence is behind schedule with SAP. They claim that insufficient funds have been allocated from the budget to carry out the proposed changes. Finally, one has to keep in mind that more than 20 per cent of Russia’s military budget always vanishes due to corruption. With the global economic crisis potentially gaining momentum, such problems and recriminations are not likely to disappear any time soon.
With bank interest rates now close to 20 per cent, the Russian military-complex has a hard time finding domestic credit at a reasonable cost. In the past it could approach Western banks for loans, as credit was several times cheaper than in Russia, but Western sanctions have eliminated this alternative. Credit is the most painful topic for Russian arms makers. Enterprise managers grumble that with such high interest rates they are simply unable to modernize the industry and make profitable investments.
Russia, unable, as yet, to fully reintegrate ex-Soviet satellites into its orbit, particularly Georgia and Ukraine, whose positions towards Europe are irreversible, sees NATO enlargement to the east as a political defeat and a military humiliation. However, Russia’s greatest humiliation is actually its incapability of rebuilding its armed forces, despite what some interpret as its military “swaggering.”

Сегодня международный терроризм превратился в прибыльный бизнес с миллиардным оборотом капитала. Во многом этому способствовали действия США и их союзников, которые привели к возникновению в различиых регионах мира религиозного экстремизма, терроризма и наркоторговли. Об этом шла речь в докладе начальника Главного разведывательного управления Генштаба генерал-полковника Игоря Сергуна, с которым он выступил на IV Московской конференции по международной безопасности, организованной министерством обороны РФ.
По его словам, одним из наиболее опасных вызовов современности является международный терроризм, который приобретает всё более политизированный характер и претендует на реальную силу, претендующую на приход к власти в определённых странах. Деятельность экстремистских организаций приобретает всё более глобальный характер и широкий географический размах, а взаимодействие между разрозненными группировками постоянно укрепляется. Их лидеры налаживают взаимодействие и стремятся к созданию поясов нестабильности, включающие в себя не только отдельные страны, но и целые регионы.
В качестве идеологической платформы международный терроризм использует радикальный ислам. Целью создаваемого террористического интернационала является воссоздание силовым путём Великого халифата в границах, включающих Ближний и Средний Восток, Кавказ, Северную Африку и Пиренейский полуостров. А в качестве главных врагов рассматриваются Соединённые Штаты, Запад, Россия и мусульманские государства со светской формой правления.
В настоящее время наибольшую угрозу, по оценке ГРУ, терроризм представляет для Ирака, Сирии, Афганистана, Ливии, где активно действуют Исламское государство Ирака и Леванта, Аль-Каеда, Джабхат-ан-Нусра, Исламское движение талибов и другие радикальные группировки.
Как сообщил Игорь Сергун, одной из самых влиятельных террористических организаций по-прежнему остаётся Аль-Каеда, хотя в современных условиях она является для исламистов, по оценкам экспертов, в большей степени знаменем войны против неверных, а все остальные региональные группировки действуют практически самостоятельно. В последнее время на право занять лидирующие позиции среди экстремистских организаций не без основания претендует Исламское государство Ирака и Леванта, которое смогло установить силовым путём контроль над значительной частью Сирии и Ирака. Террористы провозгласили на занятых ими территориях Исламский халифат и приступили к формированию государственных институтов, в том числе финансовой и судебной системы, организовали устойчивое централизованное управление вооружёнными формированиями.
Серьёзно обострилась ситуация в Африке, что в значительной степени связывается с усилением того же Исламского государства Ирака и Леванта. В частности, со стороны ИГИЛ экстремистам оказывается существенная военная и финансовая помощь, перебрасываются подкрепления из числа сирийских и иракских боевиков.
Взрывоопасной остаётся обстановка на Среднем Востоке и Центральной Азии, где сохраняется высокий потенциал таких экстремистских организаций, как Исламское движение талибов, Исламское движение Узбекистана. В настоящее время, сообщил Игорь Сергун, в Афганистане воюет не менее 50 тысяч боевиков. На афгано-пакистанской территории развёрнуто семь лагерей подготовки террористов, в том числе и смертников. Активное распространение идей радикального ислама оказывают негативное влияние и на развитие ситуации в Юго-Восточной Азии. Главная цель экстремистов – создание единого государства с теократической формой правления в границах Брунея, Индонезии, Малайзии, Сингапура и мусульманских провинций Таиланда и Индии.
По данным российской внешней разведки, существенно возрос уровень террористической угрозы в Европе, что в первую очередь связано с возвращением из горячих точек боевиков, готовых использовать полученный опыт в домашних условиях. Только в Германию за последние четыре года вернулось порядка 600 джихадистов. В сферу своих интересов международные террористические организации уже включили и отдельные районы Южной Америки. В качестве плацдарма террористы рассматривают область, расположенную на слиянии границ Аргентины, Бразилии и Парагвая.
Как подчеркнул Игорь Сергун, дестабилизирующее влияние на обстановку оказывает деятельность некоторых государств, которые, стремясь решить собственные внешнеполитические задачи, оказывают негласную финансовую поддержку экстремистским структурам. При этом заигрывание с экстремистами зачастую приводит к непредсказуемым последствиям. По всей видимости, заметил глава внешней разведки, в некоторых западных странах уверены, что так называемая политика управляемого хаоса в удалённых от них районах не приведёт к трагическим последствиям во всяком случае в среднесрочной перспективе. Хотя это ошибочное мнение, подчеркнул Игорь Сергун.
Он напомнил, что именно с подачи западных партнёров исламский экстремизм с 80-х годов прошлого века начал стремительно набирать силу. «На средства США и других стран НАТО, а также некоторых государств Ближнего Востока и Центральной Азии для противодействия советским властям Афганистана усиленно вооружались разрозненные отряды джихадистов и моджахедов, которые впоследствии объединились в крупные террористические группировки. При финансовом содействии Вашингтона и его союзников для устранения неугодного Западу режима в Сирии были созданы Исламского государство Ирака и Леванта, а также Джабхат-ан-Нусра», - резюмировал глава внешней разведки. К аналогичным результатам привело вмешательство североатлантического союза в Ливии.
Серьёзную обеспокоенность вызывает наличие источников стабильного финансирования террористов. Причём основной денежный поток идёт через неправительственные организации и фонды. Например, в государствах Аравийского полуострова функционирует около 200 подобных структур. Весомой статьёй доходов также является контроль над производством и контрабандой наркотиков. Так, экстремистам Среднего Востока и Центральной Азии эта сфера деятельности ежегодно приносит прибыль до 500 миллионов долларов. «Фактически Вашингтон и Запад своими действиями в различных регионах мира способствуют возникновению серьёзных проблем.
