Мне очень приятно иметь возможность встретиться с вами в Москве.

Я знаю, что это уже пятая встреча представителей высокого уровня, которые занимаются в своих странах вопросами безопасности. И очевидно, что для нашей организации, для БРИКС, это важное направление деятельности, имея в виду то, с какими вызовами приходится сталкиваться сегодня и всему международному сообществу, и нашим странам.

Очевидно, что борьба с организованной преступностью, с терроризмом, с финансовыми преступлениями, безусловно, находится в повестке дня международного сообщества. Ясно также и то, что наши страны в значительной степени сталкиваются с большими угрозами в связи с нарушениями норм международного права, в связи с нарушениями суверенитета государств в различных сферах деятельности.

Что говорить, мы же знаем, что сейчас происходит, скажем, на Ближнем Востоке, в Северной Африке, знаем проблемы, связанные с террористической организацией, которая присвоила себе право называться «Исламским государством». Но в тех странах, в которых эта организация сегодня процветает, не было никакого терроризма до того, как произошло совершенно неприемлемое вмешательство извне, да ещё без санкции Совета Безопасности Организации Объединённых Наций. Ясно, что последствия тяжёлые, и корректировка всего, что происходило в предыдущие годы на международной арене, совершенно необходима.

NATO and European countries started a two-week Arctic training exercise program as tensions with Russians continue to grow. Russian President Vladimir Putin retaliated with an order for a mass surprise drill.

“The aim is to exercise and train units in the orchestration and conduct of complex air operations, in close relations to NATO partners,” explained Norwegian brigadier general Jan Ove Rygg.

From May 25 to June 5, Norway is hosting the exercise with NATO members and non-NATO members Sweden, Finland, and Switzerland. In 2014, Russia threatened Sweden and Finland to persuade them from joining NATO.

The organization planned the exercise last year before Russia annexed Crimea from Ukraine, which led to Cold War-level tensions between Russia and the West. This just means the exercises are more important.

NATO intercepted Russian jets in 2014 more times than any other year. Portugal even chased a Russian ship out of their waters on November 6. Russia claims the ship conducted “marine research,” but Portugal intervened when the ship floated almost fourteen miles off the coast.

On the same day, Putin ordered 12,000 soldiers and 250 aircraft to perform military exercises in the Ural mountains and Siberia. The Russian military ministry insists their drills are part of a “massive surprise inspection.” The inspection includes over “700 weapons and pieces of military hardware.”

Russian President Vladimir Putin ordered four days of air combat readiness testing on Monday, the third major military exercise staged by the Kremlin in as many months.

The drills will involve 12,000 troops, 250 aircraft and nearly 700 artillery pieces and other heavy weaponry and include cruise missile strikes at an imaginary enemy target at a Siberian firing range, the Tass news agency reported.

The surprise test of the Russian Central Military District's ability to defend against an air invasion coincides with NATO-led military exercises over the Arctic region that are part of the Western alliance's response to Russia's stepped-up maneuvers over the Baltic and Northern European regions.

About 100 fighter jets and 4,000 military personnel from the United States and eight European countries began exercises over the Arctic on Monday, Norwegian Brig. Gen. Jan Ove Rygg announced in a statement from Oslo.

The Western maneuvers that will run through June 5 also include live-fire exercises. They will involve six member states of the North Atlantic Treaty Organization -- the U.S., Germany, Britain, France, Norway and the Netherlands -- as well as non-NATO states Sweden, Finland and Switzerland.

Russia's Northern Fleet carried out massive drills in the Barents Sea in March, involving 40,000 soldiers and sailors, more than 150 combat aircraft and dozens of warships.

Russian naval forces last week completed 10 days of joint operations with Chinese vessels in the Mediterranean Sea, the first-ever exercises by the Asian giants in the strategic waters between southern Europe, Northern Africa and the Middle East. Neither Russia nor China has coastline in the Mediterranean, and the war games were seen as another flexing of military muscle in defiance of NATO.

There have also been smaller exercises led by Russia in recent months to test interoperability with armed forces in allied Central Asian states, including Kyrgyzstan and Tajikistan.

NATO and the United States have likewise conducted bilateral training exercises with former Soviet republics in recent weeks, including Georgia and Ukraine.

Russia's National Security Committee last year rewrote the country's defense doctrine, identifying NATO as the No. 1 threat to the security of the Russian Federation.

Putin has also lashed out at the Western military bloc for its incursion into what he considers Russia's traditional sphere of influence with its induction of former Soviet states Latvia, Lithuania and Estonia, and defense alliances with Eastern European states such as Poland that were dominated by the Kremlin during the Cold War.

Putin sent troops into Ukraine's Crimea region in February 2014, after a Kremlin-compliant president, Viktor Yanukovich, was toppled from power by a three-month pro-European rebellion. The Kremlin leader has cast Ukraine's westward shift in its political and security alliances as U.S.-led aggression against Russia aimed at destabilizing Putin's regime.

NATO, the U.S., the European Union and the new leadership in Kiev, the Ukrainian capital, accuse Russia of deploying fighters and heavy weapons into eastern Ukraine to bolster a separatist rebellion there that has taken more than 6,100 lives in the past 13 months.

Putin denies he has been backing the pro-Russia insurgents, claiming those Russians fighting in the neighboring country are there as "volunteers."

Russia's military forces have begun a large exercise involving around 250 aircraft and 12,000 service personnel, according to its defence ministry.

The ministry described the four-day drill as a "massive surprise inspection", to check combat readiness.

The tests began on the same day as Nato and some of its partners started an Arctic training exercise.

Russia's actions in Ukraine and incursions into Western airspace have led to rising tensions with the West.

According to reports on the Russian agencies Interfax and Tass, the inspection of the aviation group and air defence forces in the central military district involves almost 700 weapons and pieces of military hardware.

During the exercise, Russia's long-range aircraft are due to carry out cruise missile strikes on practice targets in the Komi republic.

The BBC's Caroline Wyatt, in Moscow, says the current drills are in preparation for a larger exercise known as Center-2015 in the next few months.

Asked about Russia's assertiveness in a TV interview, Deputy Prime Minister Dmitry Rogozin joked that "tanks don't need visas".

The outspoken politician is himself on EU and US blacklists as part of sanctions following Russia's annexation of Crimea last year, limiting his travel options.

Russia has been heavily criticised in recent months over increased air activity around the Nordic countries, including several reported airspace violations by military aircraft.

Nato's two-week training exercise in the region - which began on the same day as Russia's tests - will be based in the north of Norway, Sweden and Finland. It will involve 115 fighter planes and 3,600 troops from nine countries.

The Arctic Challenge Exercise will also involve troops and planes from the US, Britain, Germany, France and the Netherlands - all Nato members - as well as neutral Switzerland.

The exercise is the second of its kind, following similar tests in 2013.

The defence ministers of Norway, Sweden, Finland and Denmark, along with Iceland's foreign minister, signed a joint declaration in April in which they called Russia's military aggression "the biggest challenge to European security".
