Campaign Raises Money to 'Uncuff' Journalists

More than 220 journalists around the world are imprisoned for covering news and reporting information their governments may not like, such as stories on official corruption, political uprisings and pro-democracy rallies. Beginning Sunday – World Press Freedom Day – the Committee to Protect Journalists, a private U.S. group, is launching a campaign to bring attention to their plight and encourage efforts to free them.   The campaign is called Press Uncuffed. It is selling clear, plastic bracelets, to represent the importance of the transparency of information. Each is etched with the name of one of nine imprisoned journalists: – Yusuf Ruzimuradov, a reporter for an opposition newspaper in Uzbekistan, who has been imprisoned for more than 15 years – Ilham Tohti, a minority Uighur economist and writer in China – Bheki Makhubu, a magazine editor in Swaziland – Mahmoud Abou Zeid (Shawkan), a photographer in Egypt – Ta Phong Tan, an online blogger in Vietnam   – Khadija Ismayilova of Azerbaijan, an investigative reporter and a radio host for the Azeri service of Radio Free Europe – Reeyot Alemu, a columnist for the leading independent weekly newspaper in Ethiopia – Ammar Adbulrasool, a photographer from Bahrain – U.S. citizen Jason Rezaian, a reporter for The Washington Post, who has been imprisoned for nine months in Iran, and just recently was charged with espionage   The idea for the bracelets originated with University of Maryland journalism students in a class focusing on imprisoned reporters overseas. Leija Sarcevic, who graduated with a master’s degree in journalism, is now the project’s campaign director. “Imprisoned journalists around the world are often abused and tortured,” Sarcevic said. “I really want people to have a conversation about it and to raise awareness of it.” Courtney Radsch, the advocacy director for the Committee to Protect Journalists, said most of those named on the bracelets were incarcerated on anti-state or retaliatory charges.   “These journalists are primarily being jailed because they are critical, they are looking into the abuses of those in power, or simply trying to report on things that are happening in their countries," Radsch said. According to award-winning Washington Post reporter Dana Priest, “That includes pieces on the Internet, where governments are increasingly scrutinizing articles and other information. And then they're using those against social media journalists, bloggers and citizen journalists to stop them, to put them in prison, to exile them, to threaten them. That's happening in places like Ethiopia, Vietnam, places in Central America, China for sure.” Priest is teaching the journalism class that developed the campaign. The Committee to Protect Journalists said, over the past decade, the number of journalists being jailed has risen, especially in the past three years. “Not just imprisoning but there are more journalists killed,” Priest said, adding that China holds the most, followed by Iran. Press Uncuffed hopes its efforts will increase pressure on governments to release imprisoned journalists. The bracelets can be purchased online for $10. The money is being put into an emergency assistance fund to help journalists in dire situations.

Maya Plisetskaya, Ballerina Who Embodied Bolshoi, Dies at 89

MOSCOW — Maya Plisetskaya, one of the greatest ballerinas of the 20th century and virtually theembodiment of the Bolshoi Theater for decades, died on Saturday in Munich. She was 89.
Katerina Novikova, the Bolshoi’s press secretary, said the cause was a heart attack. Ms. Plisetskaya and her husband and sometime collaborator, the Russian composer Rodion Shchedrin, had lived in Munich since the collapse of the Soviet Union.
Ms. Plisetskaya, renowned for her fluidity of movement, expressive acting and willful personality, danced on the Bolshoi stage well into her 60s. Vadim Gayevsky, a dance historian and critic, once said she “began by creating her own style and ended up creating her own theater.”
Ms. Plisetskaya was born in Moscow on Nov. 20, 1925. Her mother, Rakhil Messerer, was a silent-film actress. Her father, Mikhail Plisetsky, was a Soviet mining and diplomatic official who was posted to Spitzbergen, Norway, where Ms. Plisetskaya spent part of her childhood.
Her father was shot to death in 1938 in Stalin’s purges. (Ms. Plisetskaya learned the date of his death only in 1989.) Her mother was arrested and sent to a labor camp with her infant son, then exiled to Kazakhstan. Her parents’ ordeals embittered Ms. Plisetskaya, whose enduring anti-Soviet sentiments would border on dissidence in later years.
As a young dancer Ms. Plisetskaya came under the influence of her maternal aunt and uncle, Sulamith and Asaf Messerer, who were famous soloists at the Bolshoi and who later taught at the theater’s ballet school.
In her autobiography, “I, Maya Plisetskaya,” published in 1994 and written “by myself,” as she stressed, she describes tension with her aunt, who took her in after her mother’s arrest and saved her from being sent to the orphanages to which children of “enemies of the people” were usually relegated.
She remained close to her uncle, who still taught at the Bolshoi and accompanied her on tour to the United States when Ms. Plisetskaya was in her 60s and he in his 80s. But her aunt, known in the family as Mita, exacted a wrenching emotional cost for her kindness, Ms. Plisetskaya wrote; over the years their relations soured and then broke off.
Ms. Messerer was infuriated when Ms. Plisetskaya refused to take her son, Mikhail, newly graduated from the ballet school, as her partner in “Swan Lake” — as Siegfried to her already classic Odette/Odile.
Ms. Plisetskaya wrote: “She cut off my embarrassed and meek objections: ‘You owe me everything. Was it in vain that I petitioned for your mother and resisted when they came to take you to the orphanage?’ ”
It was Mita who had brought 8-year-old Maya to the Bolshoi Ballet Academy, where her innate talent shone and her stubbornness stood out. From early childhood she was known for her endless reserves of energy and headstrong daring. In her autobiography, Ms. Plisetskaya recalled breaking into dance, and gathering an admiring crowd, while walking with her nanny along a Moscow boulevard.
Ms. Plisetskaya undertook the grueling whirl of Bolshoi training. The grim realities of Stalinist rule, however, formed an overwhelming backdrop that would color her memories. “I would like to talk about ‘Sleeping Beauty’ and ‘Swan Lake,’ about my battements and my handsome partners,” she wrote. “But whichever way I look at my childhood, it all revolves around politics and Stalin’s terror.”
As an adolescent, she was already a rising star at the school and assigned the leading role in the divertissement from “Paquita,” to be performed before an elite audience: officials of the NKVD, Stalin’s secret police. In 1949, she danced at Stalin’s 70th birthday celebration. Mao Zedong was among the guests.
“Years later, I admit it, I was simply afraid of meeting Stalin’s gaze,” she wrote in her autobiography, saying she avoided looking the Soviet dictator’s way during her bows. She also admitted to pleasure and relief at seeing her name in the report of TASS, the official Soviet news agency, on the birthday celebration. It was a sign of approval and would give her some modicum of artistic freedom, she hoped.
But in “I, Maya Plisetskaya,” she went on to chronicle the various indignities to which the system subjected dancers. Until 1959, she was not allowed to tour abroad. That year, she was allowed to go to the United States with the Bolshoi.
After finally being permitted to travel, she said the Soviet bureaucracy confiscated almost all of a dancer’s tour earnings, and she claimed that many dancers on tour subsisted on dog and cat food — “cheap and full of vitamins,” she wrote. (Others who have studied the Bolshoi of that era have disputed that claim as an exaggeration.)
Ms. Plisetskaya was equally restricted by the Bolshoi’s rigid Soviet guidelines on choreography, which viewed the very movement of dance through the prism of ideology, yet she was able to infuse stultified, literal movements with much deeper meaning.
Reviewing the 62-year-old Ms. Plisetskaya’s performances at an American-Soviet dance festival in Boston in 1988, Anna Kisselgoff of The New York Times wrote: “These ballets are strictly vehicles for her talent. Without her presence, their poverty of movement invention would make them untenable in performance. It is a tragedy of Soviet ballet that a dancer of her singular genius was never extended creatively.”
Speaking to reporters during her 80th-birthday festivities, Ms. Plisetskaya acknowledged her regret at the lost opportunities and the bitter struggle for each breath of artistic freedom, including being granted permission to work, though just briefly, with Roland Petit and Maurice Béjart in the 1970s.
“I danced all of classical ballet and dreamed of something new,” she said. “In my time, it was impossible.”
In the 1960s, ideology played a trick in her favor, at least at first. The Cuban choreographer Alberto Alonso’s friendship with Fidel Castro got him a bureaucratic green light by the Soviet authorities to stage “Carmen Suite,” which he created for Ms. Plisetskaya. But officials, unnerved by its eroticism, tried to scuttle the production.
Ms. Plisetskaya became director of the Spanish National Ballet in 1988 and traveled extensively, giving master classes around the world, as the Soviet system eased and then collapsed.
Her most tender and enduring partnership was with Mr. Shchedrin, her husband since 1958. He arranged “Carmen Suite” and other ballets, like “Anna Karenina” and “The Seagull,” which she choreographed and in which she starred.
Ms. Plisetskaya is survived by Mr. Shchedrin and a brother, Azari Plisetsky, who was also a dancer and is known as a choreographer as well. He lives in Lausanne, Switzerland, where he teaches at the Béjart Ballet Lausanne. Her cousin Mikhail Messerer is the ballet master in chief of St. Petersburg’s Mikhailovsky Theater. Another cousin, Boris Messerer, is a well-known artist who has designed sets for Bolshoi ballets.
While living in Germany, Ms. Plisetskaya and Mr. Shchedrin established a foundation in Mainz to create a public archive of their work and to support artistic endeavors in ballet and music.
It was her powerful physical relationship with the Bolshoi that gripped the dance world’s imagination and, as she described it, kept her from leaving the Soviet Union.
“The theater itself is incredibly constructed, the size of the stage, the incline of the floor,” Ms. Plisetskaya said. “I don’t know what kind of wood it’s made of, but it’s a spring. At other theaters, the floor is either flat or the incline is too big. I’ve danced on all the big stages of the world, and I can say for sure that the Bolshoi was the very best.”

Maya Plisetskaya, who has died aged 89, was one of the most important ballerinas of the Soviet era, becoming, on the retirement of Galina Ulanova, the leading ballerina of the Bolshoi Ballet. Slender, with long legs and blazing red hair, she had a dazzling technique, a huge, almost masculine, jump and remarkably flexible back and arms. She claimed that she inherited her striking and expressive looks from her father, whom she describes as having a “sinewy, slender physique”. Among her contemporaries she stood out, and even today films of her dancing look remarkably modern.
Western audiences first saw her mainly in dramatic roles, such as the dual heroine of Swan Lake or the title role of Carmen Suite, a ballet created around her personality and particular gifts, but she could also be deliciously funny and feminine as the Tsar Maiden in The Little Humpbacked Horse or, most notably, as Kitri in Don Quixote; Rudolf Nureyev said her performance was “like champagne”. But despite her undoubted gifts her life was anything but smooth. She waited 16 years before she was allowed to tour in the west, labelled by the KGB as “politically immature”. And later in her long career there was an open breach between Plisetskaya and the Bolshoi’s all-powerful director Yuri Grigorovich.

Even though war officially ended six years ago, the Chechen republic continues to be one of the most violent places in Russia.
Local residents and human rights advocates accuse the former warlord of imposing a brutal rule. There are frequent disappearances and killings and no avenues for redress. “This is a kind of island which lies outside of the reach of Russian law. It will be done as Kadyrov or those close to him say,” says a Chechen human rights activist who asked to remain anonymous because his group has been the target of attacks. He added that Russian president Vladimir Putin had “given our republic as a fiefdom to Ramzan. He is now the only lord and father. He submits to nobody but Putin, and Putin doesn’t want chaos here.”
The conflict in Chechnya began when the republic tried to secede from Russia after the Soviet Union fell apart in 1991. Over the course of two brutal wars which ended with the suppression of this secessionist cause, the insurgency has morphed into a jihadist uprising and spread all over the North Caucasus.
Since a group of Islamist insurgents launched an armed attack in downtown Grozny last December, the regime is cracking down even harder. In the Naursky district north of Grozny, seven young men were abducted in December. Family members of two of them say they know who took them and which police station they were taken to, but their lawyer was told that they had been taken elsewhere. Several more disappeared from Groznensky, a rural district surrounding the regional capital. They have yet to be found.

At the beginning of the second Chechen war in 1999 he and his father sided with Moscow. After restoration of federal government in 2000, Mr Kadyrov became chief bodyguard for his father, who became head of the Chechen republic.
After his father’s assassination in 2004, Mr Kadyrov became deputy prime minister and in 2006 prime minister.
In February 2007, Russian president Vladimir Putin installed Mr Kadyrov as head of the Chechen Republic, replacing Alu Alkhanov.
Other small groups of young men have been abducted from areas all over the country. Separately, security forces rounded up the relatives of those involved in the December 4 attack, burnt down their houses and expelled them from the country. In February, three people were killed in an explosion in an industrial area of Grozny. According to two local human rights activists, the authorities declared the three suicide bombers, arrested their relatives, held them for two days and on the third day expelled them from the republic as well.
The police have also gone after anyone whose contact was found on the phones of the alleged suicide bombers. Five are still unaccounted for, and two died while under arrest. They were buried in secret and their families have been forbidden from talking about their deaths. But according to local human rights workers, the two died from torture during questioning.
“Kadyrov has total carte blanche to do inside the republic whatever he wants. Everything is allowed,” says Sergei Babinets, a member of a joint mobile group of Russian human rights organisations which rotates activists through Chechnya. “If he wants to burn houses, he burns houses. If he wants to conduct mass cleansings, he conducts mass cleansings. If he wants to kill someone, he kills someone.”
Those who speak up almost always pay a high price. After the Joint Mobile Group criticised violence against the families of suspected insurgents, their office in Grozny was torched. A month later, masked men stormed the office of Memorial, another rights group in the Chechen town of Gudermes and intimidated staff there.
The climate of fear further undermines the constitutional and legal institutions of the Russian state in Chechnya.
“There is a huge number of torture cases where people know who took the victim away and where the victim is being held. But the investigator in charge of the case does not call the perpetrators for questioning, does not detain them, and does not pass the case on to the prosecution. Judges never call these perpetrators as witnesses,” says Mr Babinets. “They have told us directly: if I call this [policeman] for questioning today, they’ll come for me tomorrow. The judges, prosecutors, investigators are just afraid.”
According to Mr Babinets, not a single case of torture or abduction on which his group filed a complaint has been taken up by a Chechen court since the group started work in 2009.
The dysfunctionality of the legal system has encouraged many Chechens to seek help abroad. There is a rising tide of complaints about torture and disappearances to the European Court of Human Rights. While the court often struggles to find enough evidence of torture, it has awarded damages to Chechens whose family members disappeared in the hands of the security apparatus.
In this context, Moscow tidies up after Mr Kadyrov.
Mr Babinets says the fines included in the Strasbourg court’s rulings against the Grozny authorities are always paid — by the federal government in Moscow. “But the remaining parts of the verdicts, which often call for a proper investigation, are never implemented,” he adds.

Six years after the war, the capital city may have been rebuilt but the Chechen republic remains one of the most violent places in Russia
Increasingly Chechens consider emigration. The republic records a net outflow of its people, according to official migration statistics, which are believed to under-report outward migration. Those who fear the Chechen authorities try to leave Russia altogether because they don’t feel safe in Moscow either.
There are no reliable statistics on how many have left, but a Chechen refugee wave that hit Germany in 2013 is seen by most experts as a good indicator. Berlin received more than 15,000 applications for political asylum from Russia that year, more than four times the amount a year earlier. According to German officials, more than 90 per cent were from Chechnya.
“Of course we want to live where our ancestors lived, and die where our ancestors died,” says one man from the Chechen village of Alkhazurovo who applied for foreign passports for his entire family last year. “But there is a point where it is better to leave.”

Grozny has been rebuilt with massive cash injections from Russia’s federal government since the worst of the fighting ended in Russia’s prolonged war in Chechnya.

Men with guns are everywhere in Grozny. They stand on street corners, hang out in hotel lobbies and swagger through shopping malls, Uzis hanging from the waist.
