UN Adopts Resolution on Protection of Journalists in Conflicts

The United Nations Security Council unanimously adopted a resolution Wednesday on the protection of journalists in conflict zones. The measure comes as the number of deaths and kidnappings of media professionals continues to climb. Reporters Without Borders says 66 journalists were killed last year and 25 more have died since January. In the last decade, 700 media workers have been killed in the field or because of their profession. The Security Council resolution condemns such attacks and warns parties to conflicts, including governments and armed groups, that they should take all reasonable steps to protect journalists. It also calls for the immediate and unconditional release of reporters who are hostages in conflict zones. Iraq, Syria are most dangerous The head of Reporters Without Borders, Christophe Deloire, said Iraq and Syria have become two of the most dangerous places for journalists to work. He said 45 media workers were killed in Syria since that conflict started in 2011 and at least 15 have died in Iraq since 2013. He said ensuring accountability is key to preventing future attacks. “In the world, more than 90 percent of crimes against journalists are never prosecuted, are never punished," said Deloire. "It is like an encouragement for all those who commit crimes against journalists. If we want to protect journalists, we have to fight impunity.” Deloire said attacks on journalists in conflict zones could be considered war crimes and should be referred to the International Criminal Court. Not just war zones U.S. Ambassador Samantha Power, herself a former journalist, said even in countries at peace, erosions on press freedoms and the harassment and intimidation of reporters often signal a crackdown on civil, political and human rights. She gave as an example the current political turmoil in Burundi, where part of the military challenged President Pierre Nkurunziza’s decision to seek what is widely seen as an unconstitutional third term in power. “Since the unlawful attempt to seize power was quashed, several independent journalists report being told that they are on a list of people to be arrested, and many more reportedly have been threatened with death, torture and disappearance, leading them to go into hiding,” she said. Power said regimes — like the one of Bashar al-Assad in Syria  — and armed groups — such as the self-proclaimed Islamic State — target journalists because they do not want people to see them for what they really are. As the Security Council met, the Committee to Protect Journalists issued a statement condemning the murder of Brazilian radio reporter Djalma Santos da Conceicao, whose tortured body was found Saturday, one day after he was reported to have been kidnapped by gunmen in the country’s northeast. It was the second murder of a Brazilian journalist in less than a week.

Iran Challenging Regional Balance of Power

Fallujah, Mosul, Tikrit, Ramadi: One by one, key Iraqi cities fell to Islamic State militants as Iraqi security forces failed to hold their ground. In their place, Iranian-sponsored Iraqi Shi’ite militias, who once battled U.S. soldiers, have emerged as among the strongest ground forces capable of pushing back the extremists. And now, in the battle to retake Ramadi, just as in the battle to recapture Tikrit, Washington has been put in the curious position of providing air strikes to cover Iraqi paramilitary forces supported by Tehran – for decades considered an adversary of the United States and U.S. allies in the region. While Iran may not be a friend of the United States, Washington does not have to view what Tehran does in Iraq as adverse to U.S. interests, explained Michael O’Hanlon of the Brookings Institution. “We may have to recognize it is the lesser of two evils, compared with allowing ISIL free rein over territories it still controls,” O’Hanlon said, referring to the Islamic State group by one of its acronyms. Combined with U.S.-led airstrikes, Iranian-trained Iraqi Shi’ite militias have proved to be the only forces other than the Kurdish peshmerga to effectively fight off the extremists. Sectarian Divide Iran’s growing influence in Iraq through its support of successive Shi’ite governments in Baghdad and battle-hardened Shi’ite militia is swiftly challenging the balance of power in the region. Human rights organizations and analysts have warned, however, that abuses by the militias are creating a dangerous sectarian divide in the country. “The real issue here,” O’Hanlon said, “is how do you get a handle and some degree of oversight vis-à-vis the Shia militias, so the most extreme ones can be marginalized with time, and those that might do the bidding of Iran rather than Baghdad can be brought under greater control.” Bill Roggio, a senior fellow at the Foundation for Defense of Democracies, warned that Iran’s actions in Iraq could backfire when it comes to defeating ISIL. “The more Iran becomes engaged in the fight inside Iraq, the more this plays to the Islamic State’s recruiting message, which is: the Iranians support the Shia government in Baghdad, the government in Baghdad is merely an Iranian stooge and the Iranians are coming to exterminate us Sunnis. This is a message that resonates with a large portion of the Sunni population in Iraq,” Roggio told VOA. Expanding Regional Influence Analysts believe that Iran wants to have as much influence as possible in Iraq, Syria, Lebanon and Yemen, and then use that as a counterweight against the United States and the majority Sunni countries in the region. “Iran’s end game in the Middle East is ultimately to expand its influence,” Roggio said. Alireza Nader of the Rand Corporation said Iran has become the ascendant power in the Middle East by taking advantage of the political chaos in the region. “I ascribe that to the collapse of the old order: very weak Arab nation states, weak central governments in Iraq, Syria and elsewhere,” Nader said. As a result, “Iran is the most powerful foreign actor in Iraq, and has a decisive role in Iraqi politics and even Iraq’s military strategy against ISIS.” Not a U.S. Partner Even though Washington's and Tehran’s objectives may align in fighting Islamic State, analysts cautioned that the United States should not delude itself into thinking that Iran is a partner. Moreover, they said Washington’s traditional regional allies are uncomfortable with the tacit Washington-Tehran collaboration in Iraq. “It’s going to be very difficult for the United States to balance these relationships, especially given the level of anxiety expressed by U.S. allies like Saudi Arabia,” said Nader. O’Hanlon agreed that Riyadh is likely quite nervous about developments in the broader Middle East, including the U.S. relationship with Iran. But he said Riyadh’s discomfort is not necessarily problematic enough to change U.S. policy. “We have to keep our cool and remember our own interests as well,” he said.

UN: Syrians Lose Hope in Face of Shocking Carnage, Devastation

The people of Syria are losing hope in the fifth year of a civil war that has brought levels of death and destruction that are so extreme they should shock the world's collective conscience, the United Nations chief said in a report on Syria. The war has killed more than 220,000 people and left a third of the population homeless. Of the country's roughly 23 million people, some 12.2 million are in need of humanitarian aid, including 5 million children, Secretary-General Ban Ki-moon said in his monthly report published on Wednesday. "The level of carnage and devastation throughout the Syrian Arab Republic should shock the collective conscience of the world," said Ban's report, which covers the month of April and was largely prepared by outgoing U.N. humanitarian chief Valerie Amos. "The Syrian people are losing hope," he said. "They cannot afford to wait. A political solution must be found. "The conflict will end with a political settlement, not with a military solution," Ban added. "The sooner that that is recognized by all those engaged in the conflict, the better it will be for the Syrian people and the more lives will be saved." Ongoing horror U.N.-mediated peace talks have resumed in Geneva, but diplomats say no breakthroughs have emerged. Last month, Amos urged the Security Council to impose an arms embargo and sanctions on Syria for violations of humanitarian law. Ban accused Syrian government forces of using barrel bombs, which he said indiscriminately harm and kill civilians. He also accused Islamic State militants, who have taken over large swaths of Syria and Iraq, of killing and kidnapping civilians and destroying and damaging Syrian cultural heritage sites. "Parties to the conflict continue to behave with impunity and total disregard for the basic tenets of humanity and international humanitarian law," Ban's report said. "It is difficult to believe that those who drop barrel bombs or launch mortar rounds and artillery shells do not realize the immense harm and suffering that their actions are causing to civilians," Ban said. Syrian President Bashar al-Assad has denied that his forces use barrel bombs, though Western officials and rights groups say the denial is not credible. Ban reported that humanitarian aid access to civilians remained problematic, partly due to the fighting but also because of obstruction by the parties to the conflict, especially the government. He also said the number of attacks on medical facilities was alarmingly high.

Yes, Sepp Blatter was not one of soccer officials nabbed by the authorities in Zurich on May 27, as part of the U.S. government’s indictment of 14 people—including top FIFA brass—charged with money laundering, racketeering and wire fraud. Public opinion, however, will cast the FIFA president’s escape as a mere technicality. According to the laws of Nixonian physics, this scandal points right to the top.
Kickback allegations have shadowed Blatter and his organization since he took over as FIFA president in 1998. Blatter plays big-league pork politics, using his substantial war chest—FIFA has more than $1.5 billion in reserves—to dole out funds to officials of tiny soccer federations, who sometimes keep the money. In November, for example, Nepal’s top soccer official temporarily stepped down after he was accused of stealing more than $5 million. These rich grants buy loyalty: in FIFA presidential elections, the votes of Nepal and Montserrat count just as much as those of America and Brazil.
Will Blatter even survive the presidential election on May 29 that UEFA, Europe’s governing soccer body, insists should be delayed? He was supposed to win his fifth term with ease. Now, it’s no longer a coronation. “If he’s not detained, he’ll probably win,” says Andrew Zimbalist, a sports economist from Smith College and author of the book Circus Maximus: The Economic Gamble Behind Hosting the Olympics and the World Cup. “The propaganda machine strong, and is already distancing Blatter from the charges.” In a statement released on FIFA.com, Blatter said: “Let me be clear. Such misconduct has no place in football and we will ensure that those who engage in it are put out of the game.”
Even if Blatter somehow survives Friday’s election, Zimbalist believes this scandal will be too tough for him to overcome long-term: “FIFA is an international monopoly with control over a very popular product.” In 2014, a World Cup year, FIFA generated $2 billion in revenues. “If the power is in control of the wrong people,” Zimbalist adds, “things get out of hand.” For FIFA to change, and win back the constituents its supposed to serve—players and fans of the beautiful game—Blatter has to go. Because, as Zimablist puts it, “I don’t think there is any hope of reforming Sepp Blatter.”
