Department Of Homeland Security Still Controls What You Read

Where Americans turn for news, U.S. intelligence agencies follow. And infiltrate. And monitor.

MINNEAPOLIS — With all of the establishment media owned by just a handful of corporations, six to be exact, it’s never been easier for the U.S. government to manipulate the news. A diversity of outlets, from websites to traditional newspapers, repeat the same stories to create an illusion of choice that allows propaganda to take root in the American imagination.
Infiltration of the media by intelligence agencies has been standard practice since at least the 1950s, as exposed by watchdog journalist Carl Bernstein in a landmark 1977 report for Rolling Stone.
“The use of journalists has been among the most productive means of intelligence‑gathering employed by the CIA,” wrote Bernstein.
Although the public pressure created by reports like these forced the CIA to scale back its infiltration program temporarily, the heightened push for national security in post-9/11 America, combined with the consolidation of the media, allowed the government to regain what control it might have lost. Monitoring mainstream, alternative and even social media has been a mandate of the Department of Homeland Security since its creation. A 2013 report by Martin Michaels, writing for MintPress News, details how the CIA made use of intelligence from foreign correspondents during U.S. wars in Iraq and how government agencies have repeatedly sought to suppress information on drone warfare.
Also in 2013, Glenn Greenwald complained about the ways that the U.S. media conceals secrets and opposes transparency on behalf of the government. He wrote in The Guardian:
“What this media concealment actually accomplishes is enabling the dissemination of significant government falsehoods without challenge, and permitting the continuation of government deceit and even illegality.”
More recently, the U.S. government has sought to accuse RT, an English-language news funded by the Russian government, of distributing propaganda in the United States. Simultaneously, the U.S. mainstream media has been eager to broadcast a pro-European, anti-Russian message on events in Ukraine, where U.S. and NATO forces backed the rise to power of a brutal regime with ties to neo-nazis.
Another example of the mainstream media repeating the government’s message came late last year, when a mysterious hacker group called the Guardians of Peace infiltrated Sony’s servers and stole files, emails, and even unreleased films that were later leaked onto the Internet. Despite many computer experts casting doubt on the story, the government blamed North Korean hackers, angry at the depiction of the country’s supreme leader Kim Jong-Un in the comedy film “The Interview.” This media-supported narrative in turn built support for sanctions against North Korea and increased prison sentences for computer hackers.
With almost all major media outlets owned by fewer than six corporations, Americans have less trust than ever in the mainstream press, leading more to turn to social media for their news. But the Department of Homeland Security is monitoring these channels, too. As MintPress’ Michaels detailed in 2013:
“[DHS] plans to create an application that can search Twitter and other social media for breaking stories and unconfirmed reports. All of this will be carried out in order to gather information regarding matters of national security, terrorism, immigration and border control and cybersecurity, among 14 categories that will ‘increase the situational awareness of the DHS Secretary.’”
In 2011, the Guardian revealed how the U.S. military was using an army of fake “sock puppet” accounts to spread propaganda, and there’s every indication that such efforts have grown since then. Congress spent the last two years debating a special DHS Social Media Working Group, which “would provide guidance for the use of social media during terrorist attacks and other emergency situations,” according to Zach Noble, writing in May for FCW, an outlet that tracks federal technology policy. Noble explained: “The group would also seek and develop best practices, offer training, and study the flow of information through social media networks in crises.”
Meanwhile, in June the White House requested $106 million in additional funding for the U.S. Digital Service. Originally created in response to the technological failures of the HealthCare.gov insurance marketplace, the department would also assist DHS with immigration enforcement and “modernization.”
Indeed, as more and more readers go online for their news, intelligence agencies are turning attention toward the digital realm, as well.

NATO plans 40,000-strong rapid response force in E. Europe — RT News

NATO’s rapid response Spearhead Force in Europe might reach 40,000 troops, a tenfold growth from the initial 4,000-strong force deployed last year, the military alliance’s chief said. Most of these troops will be stationed near Russian borders.
“NATO defense ministers ... [will] make a decision to further increase the strength and capacity of the 13,000-strong NATO Response Force (NRF) to 30,000 or 40,000 troops,” Secretary-General Jens Stoltenberg said Monday.
The decision is to be officially announced during NATO’s defense ministers meeting on June 24-25 in Brussels.
The troops will be under the command of 6 HQs to be stationed in Bulgaria, Estonia, Latvia, Lithuania, Poland and Romania. The Spearhead Force will include Special Forces and rapid response teams, enforced with marine and air components.
A new rapid reaction force ready to be deployed within 48 hours was initially intended to consist of 4,000 troops.
The Spearhead Force has already held its first military drills codenamed Noble Jump in Poland. The war games became “the biggest reinforcement” of defense since Cold War times, said Stoltenberg, adding that the alliance is facing challenges from “the behavior of a more assertive” Russia.

Last week, Stoltenberg criticized Russia for announced plans to add to its nuclear arsenal 40 newly made intercontinental ballistic missiles in 2015.
“This nuclear saber-rattling of Russia is unjustified. It's destabilizing and it's dangerous. This is something which we are addressing, and it's also one of the reasons we are now increasing the readiness and preparedness of our forces,” Stoltenberg said during a news briefing in Brussels last Tuesday.
Russian President Vladimir Putin made the announcement about further development of the strategic nuclear armed forces in response to a report that the US is seriously considering deployment of heavy weapons to new NATO member states on permanent basis.
The chill in Russia-US relations already resemble the worst years of the Cold War, yet experts warn that further escalation of the Ukrainian crisis could lead to an open standoff between Moscow and Washington.
If Washington opts to send armaments to Kiev authorities, as some Republicans congressmen want, Moscow would react immediately, experts quoted in US media believe.
Washington should pursue a diplomatic solution for its conflict with Russia, former US Ambassador to Russia Michael McFaul told The New York Times.
“The US-Russia conflict is not going to be resolved in weeks or months,” McFaul said. “This challenge will take years, even decades.”

Carter: US to Provide Weapons, Aircraft, Commandos for NATO

The U.S. will contribute weapons, aircraft and forces, including commandos, for NATO's rapid reaction force, Defense Secretary Ash Carter said Monday, to help Europe defend against security threats, including Russia from the east and violent extremists from the south.
Under the plan, the U.S. will contribute intelligence and surveillance capabilities, special operations forces, logistics, transport aircraft, and a range of weapons support that could include bombers, fighters and ship-based missiles. It would not provide a large ground force.
Carter announced the new details about the U.S. contribution after meeting with defense ministers from Germany, Norway and the Netherlands. Those countries had agreed to provide the initial troops for the so-called very high readiness task force, which was announced last year at the NATO summit in Wales. The U.S. had pledged to support the task force, but NATO has been waiting to hear specifically what America was willing to provide.
U.S. officials said there have been no final decisions on the number of troops that could participate, or where they could come from. The officials said many of the forces could come from those already stationed in Europe. But the plan could result in a temporary increase in US forces in Europe in the event of a crisis, said the officials, who spoke on condition of anonymity because they weren't authorized to discuss details of the agreement publicly.
No U.S. troops or equipment will move immediately, but instead they would be made available within 48-72 hours if requested, and approved by American leaders, in response to a crisis. Officials said the top U.S. commander in Europe, currently Gen. Phil Breedlove, would make the request for any troops or equipment needed.
Carter said the U.S. is contributing aid "because the United States is deeply committed to the defense of Europe, as we have been for decades."
His remarks in Munster came shortly after he delivered a speech in Berlin, calling for Germany and other NATO allies to stand together in the face of Russian aggression and other security threats in the region. But Carter insisted that no one is looking for another Cold War or new hot conflict with Moscow.
Speaking not far from Berlin's iconic Brandenburg Gate, Carter pointed to the progress that Europe has made since the end of the Cold War, and said Russia must not be allowed to turn back the clock.
"We do not seek a cold, let alone a hot war with Russia," Carter said at Atlantik Brucke, a Berlin think tank that focuses on the German-U.S. relationship. "We do not seek to make Russia an enemy. But make no mistake: we will defend our allies, the rules-based international order, and the positive future it affords us. We will stand up to Russia's actions and their attempts to re-establish a Soviet-era sphere of influence."
Carter's stop in Berlin is the first of several in Europe, where a key theme is how the United States, NATO and other partners can best deal with the Kremlin in the wake of Moscow's annexation of Ukraine's Crimea region and its military backing of separatists battling Ukraine's government on the eastern border.
Part of the calculous, Carter said, will be a new playbook for NATO that deals with Russia's aggression while also recognizing its important role in the nuclear talks with Iran and the fight against Islamic State militants.
He said that as Russia modernizes its military, it also is trying to undermine NATO and threatening to erode economic and security stability with its recent nuclear sabre-rattling.
He also continued to urge Germany and others to adhere to promises made at the NATO summit in Wales last year and increase defense spending. He warned against a tendency for countries to turn inward.
Carter will next travel to Estonia, in Russia's backyard, and Brussels, where he will attend a meeting of defense ministers.
The Pentagon chief, who will attend his first NATO meeting as secretary of defense this week, said he wants to lay out a two-pronged approach to allies, which involves bolstering Europe's military ability to deter Russia's military actions, while working with Moscow to fight terrorism and hammer out a nuclear agreement with Iran.
Carter's trip comes as the European Union extended economic sanctions against Russia until January to keep pressure on Moscow over the conflict in eastern Ukraine. And it follows Russian President Vladimir Putin's announcement that he will add more than 40 new intercontinental ballistic missiles that are capable of piercing any missile defenses.
In other comments during a question and answer session, Carter said the U.S. is already supporting Ukraine through training and other equipment, and that "we provide weapons to Ukraine." Officials clarified that the U.S. has still not decided to provide lethal weapons, but continues to provide defensive equipment such as radars. In later remarks, Carter said the U.S. was providing only training and equipment.

Al-Jazeera Journalist Detained in Berlin Has Been Freed

The Al-Jazeera journalist who was detained in Berlin on an Egyptian arrest warrant has been released from custody, a spokesman for the Berlin prosecutors' office said Monday.
Stefan Stoehr said Ahmed Mansour "is free," but could not immediately provide any more details.
The well-known 52-year-old journalist was detained Saturday on an Egyptian warrant at Berlin's Tegel airport as he tried to board a Qatar Airways flight to Doha. A dual Egyptian-British citizen, he was convicted in absentia in Egypt on charges that his lawyers and reporters' groups call politically motivated.
Mansour's attorney Patrick Teubner said that it was his understanding that there were no strings attached to his client's release and that there were no further charges or legal matters pending against him in Germany.
"I think that was absolutely the right decision," Teubner told The Associated Press. "There was no other alternative."
Dozens of demonstrators gathered outside the justice building before Mansour was released, carrying signs with slogans including "stop the bloodbath in Egypt" and "freedom for Ahmed Mansour."
After news broke of his release, Al-Jazeera General Manager Yasser Abu Hilala spoke to the broadcaster in a studio in Qatar saying "this is a happy day."
"It is a victory for the freedom of the press in the face of authorities," he said.
German Justice Ministry spokesman Piotr Malachowski said Mansour had been picked up on the basis of a request from Interpol, which had gone through his ministry and the Foreign Ministry and then was routinely passed along to federal police.
Mansour's detention is the latest in a long series of legal entanglements between Egypt and satellite news channels. According to court documents, he was sentenced in absentia to 15 years in prison, alongside two Muslim Brotherhood members and an Islamic preacher, for allegedly torturing a lawyer in Tahrir Square in 2011, a charge both he and the channel rejects.
According to the court verdict, Mansour was accused by witnesses of bringing in journalists to film the tortured lawyer where he was held.
The court ruled that Mansour and the Brotherhood members had been running and operating a detention center in a travel agency office overlooking Tahrir Square, where hundreds of thousands held a sit-in against longtime autocrat Hosni Mubarak in 2011.
An Egyptian prosecutor, speaking on condition of anonymity because he was not authorized to talk with the press, said the arrest warrant invoked the international convention against torture.

WASHINGTON — The army has reprimanded a once highly regarded general involved in the war against the Islamic State because he guided a defense contract to a company run by his former classmates at West Point, a move that effectively ends his military career, military officials said Monday.
Maj. Gen. Dana J.H. Pittard, the Army’s former deputy commander for operations in the Middle East, was formally reprimanded in February after an investigation, “which called into question his suitability for continued services and resulted in his request for retirement,” Cynthia Smith, an Army spokeswoman, said in an email.
An Army review board is considering whether he will be stripped of his rank as a two-star general before he is allowed to retire, Ms. Smith said.
The reprimand is a huge dent in the career of a general once believed to represent the future of the Army. A former military assistant to President Bill Clinton, General Pittard had years of combat experience in Iraq and was long viewed as someone who could rise to the level of Army chief of staff.
From July 2013 to April 2015, General Pittard was the deputy commanding general for Army Central, based in the Middle East. He returned to the United States in April after the reprimand, which wasfirst reported by The Washington Post. The Post, citing documents obtained under the Freedom of Information Act, said the investigation into General Pittard began in 2011 after an anonymous whistle-blower alleged that he had abused his authority by awarding lucrative renewable energy contracts to his friends while serving as the commander of Fort Bliss in Texas.
One of General Pittard’s former West Point classmates was convicted on wire-fraud charges in September, and while General Pittard was not accused of financial gain, he was reprimanded for his “excessive involvement” in awarding the $492,000 contract.
Ms. Smith, the Army spokeswoman, said that General Pittard’s departure was part of a normal rotation, and that he was not removed from his position because of the misconduct.
General Pittard is now serving as special assistant to the commanding general at the United States Army Training and Doctrine Command, where he will remain until the secretary of the Army decides on his retirement request and whether to strip him of his rank.
