EU Accents Trade, Better Ties in Talks With Latin Americans

Unable to match China's offer of $250 billion in investment in Latin America, the EU sought ways Thursday to avoid being marginalized in the region, offering new trade deals, visa-free travel and deeper ties. At a two-day summit with Latin American leaders in Brussels, European leaders briefly put aside concerns about Greece, Ukraine and Britain's future in Europe to stress they had not forgotten former colonies. "We have seen that China has built up very intensive trade relations," said German Chancellor Angela Merkel. "Europe and Latin America should also increase their trade." The European Union's meeting with the Community of Latin American and Caribbean States follows China's summit six months ago with the 33-country bloc, at which President Xi Jinping pledged $250 billion in investment over 10 years. Struggling with the impact of a debt crisis that nearly broke up the eurozone, Europe has little fresh cash to invest. Instead, it is opting to use its influence as the world's largest trade bloc, gradually creating a patchwork of deals. EU officials said that, as China's demand for Latin America's commodities lessens, Europe has a chance to reassert itself. The EU agreed with Brazil to again try to unblock long-stalled talks with the South American trade bloc Mercosur, committing to exchange offers on opening up their respective markets by the end of this year. Brussels will launch talks to deepen trade agreements with Mexico and Chile to reduce barriers to business. Ecuador is in the process of implementing a free-trade accord with the EU. Other agreements at the summit included five Caribbean states winning visa-free travel to Europe, with Colombia and Peru next in line. The EU and Brazil discussed plans for a $185 million undersea communications cable from Lisbon to Fortaleza to reduce Brazil's reliance on the United States. Brazil wants to shield its Internet traffic from U.S. surveillance after Washington spied on Brazilian President Dilma Rousseff's phone and email. Despite U.S. sanctions on Venezuela, the EU avoided criticism of socialist President Nicolas Maduro, who is facing civil unrest and did not attend the summit. Venezuela's socialist ally, Ecuadorian President Rafael Correa, rejected any rebuke of Maduro, saying the U.S. position describing Venezuela as a national security threat was "absurd." Spanish Prime Minister Mariano Rajoy expressed frustration, saying as he left the meeting: "I believe that the future of Venezuela is in dialogue, democracy, freedom and the respect for the law."

Even the most cynical critics of the Transportation Security Administration, perhaps the most unpopular organization in the whole U.S. government, must have been surprised by the recent revelations. According to a leaked internal report, TSA Red Team members, whose job is to test performance, were able to get past security with hidden weapons on 67 out of 70 occasions, or 95% of the time.
The shock of this leak has caused a ruckus inside the Beltway. The TSA’s acting director has been “reassigned” — a rare step for an administration that has difficulty firing anyone for anything.
If you’re asking why the TSA exists at all right now, you’re not alone. In the same week that the domestic surveillance component of the Patriot Act has been scaled back, it’s worth pondering whether the TSA, another post-9/11 creation, needs to be mended, or perhaps even ended.

The OPM Hacking Scandal Just Got Worse

The other day I explained in detail how the mega-hack of the Office of Personnel Management’s internal servers looks like a genuine disaster for the U.S. Government, a setback that will have long-lasting and painful counterintelligence consequences. In particular I explained what the four million Americans whose records have been purloined may be in for:
Whoever now holds OPM’s records possesses something like the Holy Grail from a CI perspective.  They can target Americans in their database for recruitment or influence. After all, they know their vices, every last one — the gambling habit, the inability to pay bills on time, the spats with former spouses, the taste for something sexual on the side (perhaps with someone of a different gender than your normal partner) — since all that is recorded in security clearance paperwork (to get an idea of how detailed this gets, you can see the form, called an SF86, here).
Do you have friends in foreign countries, perhaps lovers past and present? They know all about them. That embarrassing dispute with your neighbor over hedges that nearly got you arrested? They know about that too. Your college drug habit? Yes, that too. Even what your friends and neighbors said about you to investigators, highly personal and revealing stuff, that’s in the other side’s possession now.
The bad news keeps piling up with this story, including reports that OPM records may have appeared, for sale, on the “darknet.” Moreover, OPM seems to have initiallylow-balled just how serious the breach actually was. Even more disturbing, if predictable, is a new report in the New York Times that case “investigators believe that the Chinese hackers who attacked the databases of the Office of Personnel Management may have obtained the names of Chinese relatives, friends and frequent associates of American diplomats and other government officials, information that Beijing could use for blackmail or retaliation.”
We can safely replace “may” in that quote with “almost certainly did” since for Chinese intelligence that would be some of the most valuable information in any of those millions of OPM files. Armed with lists of Chinese citizens worldwide who are in “close and continuing contact” (to cite security clearance lingo) with American officials, Beijing can now seek to exploit those ties for espionage purposes.
This matters because, while many intelligence services exploit ties of ethnicity to further their espionage against the United States — Russians, Cubans, Israelis, even the Greeks — none of the major counterintelligence threats to America are as dependent on blood ties as the Chinese. Simply put, in its efforts at recruiting spies abroad, Beijing is often uncomfortable operating outside its ethnic milieu. Spies run by Beijing who are not ethnic Chinese are very much the exception. This poses less of a problem for them that it might seem, however, as there are something like fifty million “overseas Chinese” worldwide, including about four million living in the United States.
Nearly every espionage case in the United States involving Beijing comes down to the ethnic angle, somewhere. To cite only a few examples, among many, Larry Wu-Tai Chin, a CIA translator/analyst, passed highly classified information to Beijing for over thirty years. Katrina Leung managed to severely damage FBI intelligence against China for years, in a complex and messy operation that confounded the Bureau. Then there’s the messy case of Wen Ho Lee, a scientist employed at Los Alamos National Laboratory, whom U.S. counterintelligence believed passed significant amounts of classified nuclear information to Beijing. Most recently was there was the case ofXiafen “Sherry” Chen, a Federal worker who was caught having unreported meetings with a Chinese regime official.
It should be noted that all the persons mentioned in the previous paragraph were born in China (Lee was born in Taiwan) then immigrated to the United States. They seem to have been persuaded to betray their adopted country on behalf of their native land. Ms. Chen, against whom serious chargeswere recently dropped, has alleged ethnic bias in the FBI’s pursuit of her, as did Wen Ho Lee. Members of Congress and ethnic activists have joined that chorus too. Interestingly, Beijing has sung the same tune, with regime outlets alleging that anti-Chinese prejudice is at the root of U.S. counterintelligence efforts. However, whatever blame here lies in Beijing, not Washington, DC, since it is China that is exploiting its nationals abroad to further their espionage.
Beijing also uses its citizens abroad to facilitate espionage. An interesting recent case in Hawaii, which is something of a hotbed of Chinese spying, given the large number of U.S. military commands housed on Oahu, involved a retired U.S. Army officer and defense contractor working at U.S. Pacific Command who apparently got honey-trapped by a fetching young Chinese student (this is being acommon Chinese tactic). Benjamin Bishop has been sentenced to more than seven years in jail for stealing classified information from work and passing it to a Chinese woman less than half his age, who was in the United States on a student visa.
The modus operandi of Chinese intelligence and its operations abroad are understood by the FBI and the Intelligence Community. However, the extent of the information loss in the OPM hack is so vast that all the counterintelligence awareness in the world may not be able to offset the advantage in the SpyWar that Beijing has won with this vast data theft. If you are (or have been) employed with the Federal government and have listed Chinese persons in any way on your SF86, it’s time to be vigilant.

Hackers nabbed data on every federal employee, union claims

White hat hacker: Data breach more serious than gov't admits
A major cyberattack on U.S. federal personnel data was far graver than the Obama administration has acknowledged, with hackers obtaining information on every federal employee, the president of a government workers union claimed Thursday.
In a letter to the director of the Office of Personnel Management (OPM), J. David Cox, national president of the American Federation of Government Employees (AFGE), said that based on the information provided by the OPM, the hack was much broader than previously thought.
“Based on the sketchy information OPM has provided, we believe that the Central Personnel Data File was the targeted database, and that the hackers are now in possession of all personnel data for every federal employee, every federal retiree, and up to one million former federal employees,” Cox said in the letter dated Thursday.
The OPM, which acts as the human resources department for the federal government and conducts more than 90 percent of federal background checks, said last week that it detected a “cyber-intrusion” into its systems in April, and that the information of 4 million current and former federal employees had been compromised, the largest data breach in federal government history.
Cox went on to say that the hackers have accessed a host of information that includes Social Security numbers, military records, addresses, birth dates, pay histories, health insurance and pension information.  The AFGE also believes that Social Security numbers were not encrypted, which Cox calls “a cybersecurity failure that is absolutely indefensible and outrageous.”
When asked for comment on the letter, a White House spokesperson told Fox News: "I’d note for you that OPM in its announcement of this incident noted that they would be reaching out to about four million current and former federal employees whose PII (personally identifiable information) may have been compromised, and that seems to be what the AFGE release is saying too."
Sen. Harry Reid, D-Nev., said on the Senate floor that the December hack was carried out by "the Chinese" without specifying whether he meant the Chinese government or individuals. Reid is one of eight lawmakers briefed on the most secret intelligence information.  
Sen. Susan Collins, R-Maine., a fellow intelligence committee member, has also said the hack came from China, saying the breach was "yet another indication of a foreign power probing successfully and focusing on what appears to be data that would identify people with security clearances."
U.S. officials have declined to publicly blame China, which has denied involvement.
In the letter, Cox called for all federal employees to be given free credit monitoring for life and liability insurance “that covers the entirety of any loss attributable to the breach” and blasted the current system's ability to answer affected employees' questions.
“Federal employees who have been victimized by this breach deserve more than a difficult-to-navigate website and call center contractors who do not know answers to questions that go beyond a FAQ template,” Cox said.
The OPM has sought to downplay the damage, saying what was taken "could include" personnel file information such as Social Security numbers and birth dates.
A well-placed intelligence source told Fox News the breach involved an "advanced persistent threat" designed to harvest information covertly without crippling systems and that the attack bears similarities to those carried out by nation-states, not by criminal syndicates.
