WASHINGTON, June 11 The International Monetary Fund still has "a number" of issues to resolve with Ukraine before it can agree on the next review of Kiev's $17.5 billion IMF program, an IMF spokesman said on Thursday.
Ukrainian Finance Minister Natalia Yaresko has said she expects to receive the next $1.7 billion tranche of aid in July, once Kiev satisfies the IMF that it has complied with the Fund's conditions. (Reporting by Anna Yukhananov; Editing by Chizu Nomiyama)

Right Sector, Putin take same view on gay rights

Ukraine’s Right Sector, in trying to get a June 6 Kyiv gay pride parade cancelled, wrote that "sodomite orgies are unacceptable in Kyiv" and other statements, including from Right Sector and parliament member Dmytro Yarosh, condemning homosexuality.
The parade took place as scheduled, but was disrupted by anti-gay violence, many injuries and the arrests of 25 members of the anti-gay militant group. Whether the Right Sector took part in the violence, they deserve criticism for stirring up hate.
For more than a year and a half, I have been trying to prove to the English-speaking world that the Right Sector are not fascists and demons as the Russian media asserts on EuromaidanPress. Because I was next to you on Euromaidan, and was with you in the frontline village of Pisky, and know that there are heaps of passionate and zealous people in the Right Sector that are willing to sacrifice their lives for Ukraine. But after these statements I’m not sure if I was right. It is fascists that divide people into real people and sub-humans, using definitions such as “sodomites” and calling for harassment against certain groups in our society because they are different.
It doesn’t matter much to me if I live in Russia’s totalitarian society where the today’s czar will decide how you think, dress, and what you write in social networks, or the totalitarian society based on nationalist ideology, which, apparently, you want to build in Ukraine. In both situations I will spend my life in helping those who are oppressed, humiliated, and exterminated by the limited and cynical regime.
Right Sector, your threats of violent reprisals against people who think and behave differently than you do make you no better than Russian President Vladimir Putin in my eyes.
Dictatorship in any of its manifestations is evil. But it seems that for you moral relativity is not a problem, just as it isn’t for the Euromaidan activist turned MP Tetyana Chornovol, who doesn’t consider pressing several voting buttons at the same time bad as long as she is the one doing it: the dictatorship of Putin, who invades Ukraine to forcefully establish his “Russian world” is bad, while the dictatorship of Right Sector, which forces its ideas about the world upon others is good. Are you sure that you haven’t become the monster you are battling?
Another thing that makes you similar to Putin is how you use your notions about religion in order to call for violence. The similarities between Russian “Orthodox jihad” to ISIS has been noted long ago. It is based on distorting the Holy Scripture and the Christian faith in order to achieve political goals. You say that the Kyiv gay pride (as opposed to an entertaining gay parade, a gay pride is held in solidarity with LBGT people) are a “public insult to Christian values,” but the Bible is as not clear on homosexuality as the Russian media is.
But it’s all simple for the Right Sector: “A lot of soldiers who oppose this anti-Christian phenomena are on rotation in Kyiv and may not accept LGBT parades.”
Calls for violence in the name of Christ who prayed for his executioners on the cross are not Christian values, just as the values of the “Russian Orthodox army” [a Russian paramilitary group that wages war in the name of Orthodox Christianity and the “Russian world” in Donbas], imposed upon Donbas with guns, are not Christian. Are you not turning the Christianity of Christ into the “spiritual bonds” of the Russian Orthodox Church? Because Russia is world known for its hateful attitude to LGBT people that started with legislative restrictions that turned out to be a license to harm for hate crimes. And please, do not hide behind concerns for the “Kyiv believers” – I am a believer in Kyiv, and the March for Equality does me no harm.
By the way, the head of the Ukrainian Greek Catholic Church, Sviatoslav Shevchuk, who in your appeal for some reason “rejects the false values of gender ideology” on behalf of the whole country, also expressed the opposite view: when talking about the program of Women’s/Gender Studies at the Ukrainian Catholic University he called it “excellent” and “innovative.” Certainly, There are discussions on the intersection of gender, Christianity, and LGBT. But to use the words of a Christian leader to justify your calls for violence against people coming out to defend their rights on the basis that you disagree with their opinion is immoral.
By calling LGBT Ukrainians “sodomites,” “perverts,” and “degenerates” you not only insult their human dignity, but also promote ignorance in our society. Nearly 100 years of attempts to “cure homosexuality” have ended in a fiasco, and the world is more and more inclined to think that people are simply born with homosexuality.
You can judge how easy it is for them to live in a society where they are considered to be “perverts who need to be treated” in the trailer of the film “Children-404,” a project to help Russian LGBT children whom society tells that do not exist, or openly mocks those who gather the courage to come out (I strongly recommend watching the whole film).
Thus, the gay pride in Kyiv will only allow people with LBGT to not hide and feel that they are full-fledged citizens who, by the way, were standing with us on the Maidan Square during the Euromaidan revolution and join us now in protecting Ukraine’s independence with arms.
Addressing the mayor of Kyiv, you call upon him to prevent “provocations, conflicts and troubles of any kind” in this difficult time for Ukraine.
However, in this difficult period of our history, we must, on the contrary, treat our fellow citizens with exceptional respect and understanding, regardless of their sexual orientation, religious beliefs, and so on.
And that is why the Right Sector should not divide Ukrainians into the “right” and “wrong” sorts by using hate speech and calling for harassment or violence while hiding behind religious or patriotic slogans.
It is precisely such behavior that will at the very least lead to these “provocations, conflict and troubles,” and in the long term can lead Ukraine to create its own “spiritual bonds” and build a new totalitarian machine to impose them upon all those that disagree.

An eyewitness account of the attack on Kyiv gay pride

Although his face was beaten and his nose broken, Nick Storchay a 17-year-old homosexual, says that the attack only makes him stronger.
He was marching in a gay rights parade in Kyiv on June 6 when militants beat him during an attempt to disperse the rally.
Participants knew that the march could be dangerous. Organizers tried keeping the location a secret before the event, although it was eventually leaked. As a result, a large group of anti-gay militants appeared. Some wore balaclavas, while others were not afraid to show their faces.
The threat of violence didn’t stop Storchay from making the trip from his native Zaporizhya to Kyiv. “I’m proud of who I am, and I want to speak up,” he said. “I’m not afraid to be who I am. Love is not so different as people might think. Do you think those far-right people know what real love is?”
When the march was over, panic and disorganization took over. “The police were too busy chasing down these far-right people,” he says. “A lot of marchers were left to their own, making them vulnerable … It was too dangerous for us to go to metro stations or underground passes.”
Storchay found himself in the Obolon district. “My friend and I were walking in the residential areas along the Dnipro embankment, and we tried to act ‘straight,’ hiding our rainbow bracelets and the rainbow hats we wore during the march,” he says.
A group of unmasked young men noticed them and first began attacking Storchay’s friend, beating him in the head. Storchay ran and screamed for help while the other assailants chased him. His friend went in search of police. “Residents in that neighborhood saw it happen, but didn’t do anything,” he says. “How could you tolerate violence in your neighborhood?”
The thugs caught up with Storchay, punching him, knocking him over and beating him. Then they ran away. Storchay collapsed near a kiosk selling produce. “I was bleeding, but then a miracle happened around all this violence,” he says. “This warmhearted woman took me into her small shop and took care of me. She gave me cookies and called a taxi for me. I don’t know if she knew I was gay, but this woman showed there’s still something good in this world.”
Though a serious act of violence, Storchay doesn’t want the attack to take control of his life. “Yes, we need to take hate crime seriously in this country, but I don’t want my life to become possessed by these thugs,” he says. “I’m happy with who I am.”

Yatsenyuk does battle with Firtash, ally of Yanukovych

More woes are coming to gas mogul Dmytro Firtash, who is already facing U.S. criminal charges of racketeering and attempted bribery.
Ukraine’s government is threatening to expropriate two of the nation’s six major chemical plants that belong to Dmytro Firtash, a gas mogul with ties to the Kremlin. Prime Minister Arseniy Yatsenyuk accused him of halting production of nitrogen fertilizer at the Rivne Azot and Cherkasy Azot, part of his Ostchem holding.
The group owes state-owned oil and gas monopoly Naftogaz Ukraine Hr 6 billion in overdue gas bills, Yatsenyuk told parliament on June 5. “If the bill isn’t paid, these companies will be transferred to the state,” he said.
On April 30, the same day that Firtash successfully fought U.S. extradition during a hearing in Vienna, a Kyiv court authorized the seizure of 500 million cubic meters of gas that Firtash’s Ostchem holding has stockpiled, worth Hr 3.8 billion.
In a June 5 statement, Ostchem said that the “unlawful confiscation” had caused the halt in production, depriving the factories of gas, a raw material in the manufacture of mineral fertilizers.
Russia’s war against Ukraine prompted Group DF in May 2014 to suspend production at two more plants over safety worries: Concern Stirol in Russian-occupied Horlivka and Severodonetsk Azot Association in Luhansk Oblast. Production at Serverodonetsk resumed in late December, according to a company news release.
Meanwhile, Interior Minister Arsen Avakov on June 7 said that the state lodged 110 criminal complaints to “arrest” 110 units of real estate belonging to Ostchem, of which 46 have so far been authorized as of June 5, in a further effort to collect on the debt.
He also intimated that authorities are investigating former Naftogaz officials for a possible conspiracy with Firtash. This is in connection with a Stockholm arbitration court case in which Ukraine lost 12.1 billion cubic meters of gas that was worth billions of dollars to him.
In response, Ostchem cited “systematic and unprecedented pressure on its business from lawmakers and state officials affiliated with the National Front party,” headed by Yatsenyuk. The holding accused Yatsenyuk of a “provocation.”
In a written response to the Kyiv Post, the holding declined to name the state agencies it accused of wrongdoing.
Firtash, in an interview with his Inter TV channel, cited by his non-profit Federation of Employers, said Ukrainian business is being forced to fight the government.
“When they saw that they can’t win the war and realized that something still needs to be done, they started this so-called fight with the oligarchs,” Firtash said. “This isn’t just one…five people, it’s thousands of people…who are creating jobs, who fill the state coffers, and who develop entire regions.”
The government’s “deoligarchization” campaign has not been solely focused on Firtash. Earlier this year, Poroshenko removed billionaire Ihor Kolomoisky as a regional governor as lawmakers moved to take control of lucrative state energy companies away from him.
More recently, authorities zoomed in on Rinat Akhmetov, Ukraine’s richest man and a longtime backer of ex-President Viktor Yanukovych. Last month, prosecutors announced plans to cancel his DTEK energy holding’s controversial acquisition of a top electricity generator because the process was uncompetitive.
A factory worker at the Cherkasy-based Azot plant told the Kyiv Post that production had unexpectedly stopped on June 1. “We were told that the factory was to undergo a major overhaul because of some debt issue,” Serhiy Butenko said.
“It’s a war of nerves,” energy expert Mykola Honchar of the Nomos group said, adding that Russian President Vladimir Putin is part of the blame game. “Firtash is acting as an agent for Moscow. He is trying to stir up social unrest by sending workers home and destabilizing the government.”
Honchar defended the government’s actions, saying that “debts have to be returned, and Firtash knew that.”
Firtash’s wealth skyrocketed from 2004 through 2009, when, in partnership with Kremlin-controlled Gazprom, he supplied Russian and Central Asian gas to Ukraine. In prior years, Firtash reportedly borrowed heavily from Russian banks to purchase gas at privileged prices and acquire Ukrainian chemical plants, according to a Nov. 26 Reuters investigative report.
Firtash, whose net worth is estimated by Forbes to be $270 million, received another Russian loan to pay his record bail of €125 million in Austria, where he successfully convinced a judge that U.S. racketeering charges against him are politically motivated. The money came from Vasily Anisimov, the billionaire who heads the Russian Judo Federation, the governing body of Putin’s beloved sport.
Firtash has defended his intermediary relationship as essential for putting an end to haggling over gas prices between Ukraine and Russia. Ukraine’s government has now cut out the intermediaries and reduced gas purchases from Russia in light of the ongoing war.
In turn, Ostchem said the state-owned Odesa Portside Plant owes more than Hr 4 billion for gas to the group. Honchar said that the holding might have hoped for a debt swap because it was caught in its own net.
During Yanukovych’s disgraced presidency in 2010-2014, Firtash aimed to privatize the Odesa plant, Honchar said.
The EuroMaidan Revolution put an end to Firtash’ plans. Then in March 2014, Austrian police detained Firtash at the request of U.S. authorities. Still under travel restrictions in Austria he staged a comeback in March 2015 by launching a $300 billion investment plan for Ukraine, setting up an agency with the support of notables like French philosopher Bernard-Henri Lévy, Lord Mandelson and Günter Verheugen. It was a direct challenge to the government’s efforts to turn the crisis-stricken nation around. The price of the plan, Honchar said, would be a Ukraine under Russia’s influence.
Geopolitics aside, Honchar said he expects a compromise on the debt issue. “Firtash gets to keep his plants, but the past paradise for him is over and he will have to go after the Odesa debt through the courts,” he said.

Equal rights for gays still distant dream in Ukraine

Weekend summer mornings along the riverside promenade in Kyiv's Obolon district usually include scenes of strolling families and 20-something crowds. But on June 6, tension, violence and blood ruined this idyll as two opposing views clashed over gay rights and the right to publicly support them.
Equipped with rainbow flags and posters, 200 Ukrainians gathered at a Kyiv pride “March of Equality” to advocate for the rights of all people to be respected as they are – including lesbians, gays, bisexuals, and transgender.
Armed with nail bombs, flares, and donning balaclavas, some 80 militant and violent homophobes attempted to disrupt the march.
Hundreds of police took the brunt of the immediate attack, with one officer suffering a life-threatening shrapnel wound to an artery in his neck. A total of 11 police officers received injuries that day.
Police acted swiftly, but couldn’t protect all the demonstrators as they scattered from the scene. At least 10 gay rights activists were hunted down and beaten.
One of them, Rostyslav Milevskyi from Zaporizhya, told the Kyiv Post that their exit strategy was poorly planned.
Milevskiy was run down and beaten by a group of eight anti-gay militants. He took part in a similar event in 2012, which also ended in violence, he said.
Seven militants – mostly from a variety of small nationalist groups – were arrested by police. Volunteer battalion soldiers and Right Sector activists were placed under house arrest and charged with hooliganism. One suspect was bailed out by lawmakers from the Radical Party, led by Oleh Lyashko.
In a year of great upheaval and change, conservative attitudes towards different sexual orientations seem fixed.
Ihor Kryvoruchko, 28, head of the right-wing Center Youth Assembly, was present at the march on June 6. He’s certain that most Ukrainians consider homosexuality an aberration.
“Such parades could only take place on the territories of the self-proclaimed republics (in the east),” he told the Kyiv Post. “The real purpose of the organizers of the gay parade is to force more people to support the rights of the necrophiles, zoophiles and pedophiles,” he said.
Milevskiy was certain that many in Ukraine still have “dark age stereotypes towards gays.”
Bohdan Ovcharuk, spokesperson for Amnesty International Ukraine, said that the Right Sector seemed to be “the consolidating force” in the clashes.
A number of social media groups urged people to oppose the pride parade on the Russian-owned social network VKontakte. One of them, called Zero Tolerance, had posted a photo album of at least a dozen people the group’s moderators say are gay activists. The group has more than 2,800 followers.
Right Sector spokesman Artem Skoropadsky insisted that the group hadn’t been violent and the arrested members were victims of police brutality.
The Kyiv Post did witness police use excessive force while hunting down the anti-gay militants.
“We were there for a physical blockade, but of course not to kick their ass. We can’t beat weak persons like gays – that’s a disgrace!” Skoropadsky said referring to the group’s “traditional values.”
A scholar on rightist movements in Eastern Europe, Andreas Umland, labeled the group as ultra-Christian conservative and radical nationalist.
The group’s ideologue, Andriy Tarasenko, said that the nationalists were in opposition to the liberal principles contained in the constitution. For them, the right to free assembly had to be balanced against the interest of morality and the nation. Neither gays nor communists should be allowed to march the streets, he said.
Skoropadsky regretted the violence, but said it was to be expected when soldiers returning from the front were confronted with gays marching rather than supporting the war effort.
Asked whether rich people in expensive cars hanging out in upscale restaurants in times of war wasn’t a bigger threat to the nation, Skoropadsky responded that spending money wasn’t a political statement and that units of the group were actively engaged in the home-front battle against corruption. Widely believed to have the controversial oligarch Ihor Kolomoyskyi as a patron, the Right Sector features volunteer units fighting on the eastern front.
Anna Sharygina, another Equality March organizer disagreed that it was bad timing.
Gays had been on the barricades in the EuroMaidan Revolution and volunteered at the front lines side by side with the Right Sector without making an issue of their gender identity, she told Hromadske TV.
Russian-American writer and gay-rights activist Masha Gessen said that gay rights were defining the border of Europe. She said that the timing was right because during transformations “the window of opportunity is very short. You have to seize it. In Russia we lost it – to the extent that we now are rebuilding the Soviet Union,” she told Hromadske TV.
In late 2014, marketing research firm GfK found that only 34 percent of Ukrainians disapproved of discrimination against the gay community. However, in 2013 prior to the EuroMaidan Revolution, almost 80 percent of Ukrainians said they opposed any homosexual relations.
Short of a political reaction to the violence and with no openly gay top politicians in Ukraine, President Petro Poroshenko did offer his support the day before the March of Equality.

Britain Surveillance Law Reform Urged in Government-Ordered Report

LONDON — Amid growing debate in Europe over electronic spying, an independent report on Thursday called for changes to Britain’s surveillance laws, arguing that they are undemocratic and opaque, and that they risk eroding confidence in the oversight of intelligence agencies.
Seeking to balance fears over terrorist threats with concerns over privacy, the document highlighted growing challenges for the spy agencies, including encryption, and said they should be able to continue bulk collection of intercepted data, though with better oversight.
But the report by a senior lawyer, David Anderson, argued that Britain’s main legislation on electronic surveillance was “incomprehensible to all but a tiny band of initiates,” a situation further confused by other laws “without statutory safeguards.”
“This state of affairs is undemocratic, unnecessary and – in the long run – intolerable,” said the 373-page document, the result of an inquiry which took almost a year to complete.
The report was commissioned with cross-party support by an act of Parliament last year, but Prime Minister David Cameron is not obligated to make any of the recommended changes.
There has been vigorous debate across Europe over potential threats to privacy, prompted by the release of documents two years ago by Edward J. Snowden, the former National Security Agency contractor.
In Germany, the government has been embroiled in a dispute over reports that its spies cooperated with the N.S.A., a source of embarrassment to Chancellor, Angela Merkel, who made her anger known when allegations surfaced that her own cellphone was monitored.
The privacy issue is generally seen as less sensitive in Britain, partly because of greater support for the intelligence agencies, and worries about the potential threat from Britons returning home after fighting with jihadists in Syria and Iraq. But Mr. Anderson, who reviews the way the country’s terrorism laws work, argued that this degree of consent was at risk because of the flawed approach to .
“The threat that I see of not accepting my recommendations, or recommendations along these lines,” Mr. Anderson said, “is that people become disenchanted with the whole business of intelligence gathering. They believe some of the wilder allegations that came out of the Snowden affair – I would say unfounded wild allegations that the state is reading into people’s emails the whole time when patently it isn’t.”
“If this sense of disillusionment and disenchantment is perpetuated and spreads further,” he said, “then I think both law enforcement and intelligence lose the public confidence that they actually need if they are going to do an effective job.”
In mid-2014, Mr. Anderson was asked to specifically examine powers given to the British authorities, including the interception of communications and electronic data.
His main proposal calls for the creation of an Independent Surveillance and Intelligence Commission to oversee the intelligence agencies, which would include serving or retired judges who would provide judicial authorization for most surveillance warrants. Almost all such warrants are currently authorized by a senior minister in Britain.
A new law “should be drafted from scratch,” the report said while also suggesting that the “capability of the security and intelligence agencies to practice bulk collection of intercepted material and associated date should be retained.”
Mr. Anderson told reporters that he was not recommending extensive new powers. “I am saying there already are very extensive powers and they need to be properly regulated,” he said.
The document is significant because the British government wants to give the authorities new powers over electronic surveillance. The exact measures have not been made public, but they could force Internet service providers and mobile operators to record more data about whom people call, text, instant message and engage with on social media.
The expanded authority, widely known as the “snoopers charter,” was blocked under the previous government by the junior coalition partner, the Liberal Democrats. But now that Mr. Cameron has been re-elected with a parliamentary majority, he is in a position to proceed.
The findings of the Anderson review published Thursday are expected to feed into that plan for new legislation. The Home Secretary, Theresa May, said she would consider the findings but did not commit to abiding by them.
Mr. Anderson was cautious about any move to force companies to retain the browsing history of their clients, but he argued that his proposals might make American technology companies more willing to cooperate with British intelligence agencies because some companies in the United States “disliked” the idea of ministers, rather than judges, authorizing warrants.
“One major company went so far as to suggest that if the U.K. introduced judicial authorization, more cooperation would be forthcoming, though I was not left with the impression that this was a universal view,” the report said.
Cian Murphy, a legal expert at King’s College, London, welcomed the conclusions. “The report acknowledges the challenges — for both privacy and security — in the current law and sets out a blueprint for a new legal architecture,” he said. “It gives Britain the best possible chance for effective and proportionate powers, in compliance with the law and protective of civil liberties.”
There was also a positive reaction from Shami Chakrabarti, the director of Liberty, a British group that campaigns for civil liberties. “Whilst we don’t agree with all his conclusions,” she said in a statement, “Mr. Anderson’s intervention could be the beginning of rebuilding public trust in surveillance conducted with respect for privacy, democracy and the law. It is further vindication of Edward Snowden’s courage.”
Opposition politicians have argued that Britain has been slower to debate the issues than the United States.
Critics have long argued that British laws are too broad, focusing particularly on the Regulation of Investigatory Powers Act. They say the act has allowed bodies like municipalities access to metadata for electronic activity — information about emails, telephone calls and websites visited, but not the content.
Surveillance can be authorized for purposes that include preventing disorder or collecting tax, according to Liberty. The police have also used the law to make applications to uncover the sources of journalists.

Ukraine's president Poroshenko visits Mariupol trenches

Ukrainian president Petro Poroshenko today paid a visit to his country's war stricken Donetsk region to inspect progress on defence capabilities, as violence in nearby towns continues to increase.
Poroshenko visited the strategic stronghold Mariupol as Ukraine continues with its plan to build 300 fortification sites in different regions of the country. During his visit the president said that 100 defence facilities were already built and estimated that the rest would be finished by the end of July.
The fortifications consist of a sequence of trenches connecting armed control and communication centres in areas near the conflict zone such as Mariupol. Poroshenko said pro-government forces would "work 24 hours a day" to ensure that Ukraine's defences are up to scratch. The estimated cost of construction for the project is around one billion hryvna (€42m).
The fortifications provide a wider containment range in case of rebel advances from the east, as Poroshenko told press that the ceasefire agreement signed between Ukraine, Russia and separatist leaders in Minsk, Belarus last February had allowed Ukraine to reinforce facilities on the frontlines with a second line of defence to support the first.
"They asked me why we needed the Minsk agreement. Firstly, it was because we need peace. Secondly, it was because that gave us a chance to recover our battle readiness and rebuild the line of defence," Poroshenko told Ukrainskaya Pravda.
Prior to Poroshenko's visit to Mariupol, Shyrokyne, the town which stands between the port city and rebel-held territory was targeted by a grenade launcher attack according to Ukrainian volunteer fighters from battalion Sector M who spoke to local outlet 0629. Another pro-Kiev volunteer battalion called Azov confirmed accounts of fighting near the town, claiming two of its fighters were lightly wounded while another was killed.
Mariupol has been a frequent target of rebel advances but Ukrainian forces have retained control of the city since 13 June last year.
Speaking ahead of the one year anniversary since pro-Ukrainian troops wrestled control from the pro-Russain rebels in Mariupol, Poroshenko commended citizens on showing "that Mariupol is Ukraine". He and the presidential apparatus laid flowers during a moment's silence at a memorial site for locals who have died as a result of the war in the city's west.
Violence has sporadically increased in eastern Ukraine as a massive buildup of Russian troops and military vehicles has been reported in recent weeks on the border between the two countries, while individuals with Russian military insignia have been spotted in eastern Ukraine.
Earlier this month an artillery fight broke out between Ukrainian and pro-Russian forces near the Donetsk village of Marinka, a populated area. Both sides accusing one another of starting the fight and claiming that Marinka was theirs, though the independent observer mission in eastern Ukraine (OSCE) confirmed Marinka was under Ukrainian control all along and pro-Russian fighters had indeed utilised artillery despite their denials.
In late May rebel leader Alexander Zaharchenko vowed to take three towns in eastern Ukraineincluding Slavyansk, which saw fighting in the streets when Ukraine's defence forces retook it from separatists last spring.

Pedro Zerolo: Activist who helped Spain become first country to recognise same-sex marriage passes away aged 55 - Europe - World

Pedro Zerolo passed away on 9 June, 18 months after being diagnosed with pancreatic cancer, which one Catholic priest described as being “a punishment from God”.
Mr Zerolo, a politician and lawyer, helped to persuade the Socialist government of Jose Luis Zapatero to legalise gay marriage in 2005, despite Spain’s deeply entrenched Catholic history. A few months later, Mr Zerolo married his long-term partner, Jesus Santos.
Asked to describe how he felt about the first wedding between two gay people in Madrid, in July 2005, just a month after the law changed, Mr Zerolo said it was, “a triumph of common sense and the state of law”.
The traditionally conservative Catholic Church in Spain said at the time that the legislation brought, “a danger of the weakening of the institution of marriage and, at the same time, of proper social order”.
Only the Netherlands and Belgium legislated in favour of gay marriage before Spain. As a result of the change, the Spanish legal system now refers to “spouses” rather than a “husband and wife” as it did previously.
In an interview with the liberal-leaning El Pais newspaper shortly before his death, Mr Zerolo said that he was not afraid of dying.
“I am ill, you know that,” he said. “Illness has taught me that you reap what you sow. I have been surprised at all the sympathy I’ve been getting from strangers.
“I think that, in order to beat this, you cannot be afraid. Fear is defeated through calm, by being calm with yourself. Without fear, you feel that life is on your side...”
Born in 1960 in Caracas, the Venezuelan capital, where his father had moved after being exiled from Franco’s Spain, Mr Zerolo later moved to Madrid to complete his legal studies.
He quickly became a leading light in Madrid’s gay scene and a passionate advocate for equality and human rights.
Mr Zerolo became head of the Spanish Federation of Lesbians, Gays, Transsexuals and Bisexuals in 1998 and when Mr Zapatero was elected in 2004, he asked Mr Zerolo to work on the radical legislation. He was later elected to Madrid’s city council as Socialist and, in February, was elected as the party’s head in the capital, despite knowing that his illness was terminal.

The party’s current leader, Pedro Sanchez, issued a statement, saying that Mr Zerolo, “taught us that all forms of diversity are part of socialism.” Mr Zerolo had tried to run to be Madrid’s mayor in 2007, but failed to win the Socialist party’s nomination, which some blamed on homophobia within certain elements of the party.
Gay rights groups said he had been an activist, “until his last breath”.
Spain is now considered to be one of world’s most gay-friendly countries. A Pew Research Centre poll in 2013 revealed that 88 per cent of people when asked, “should society accept homosexuality,” answered favourably, the highest of anywhere in the world.
Just six per cent of respondents said that homosexuality was “morally unacceptable”.

U.S. Says Russia 'Arming, Bankrolling, Fighting' Alongside Ukraine Rebels

The U.S. ambassador to the United Nations says Russia is "training, arming, bankrolling, and fighting alongside" pro-Moscow rebels battling government forces in eastern Ukraine.
In an emotional June 11 address to an audience in Kyiv, Samantha Power accused Russia of spreading "outright lies" about the Ukraine conflict intended to hide its involvement in a war she portrayed as aimed at thwarting Kyiv's alliance with the West.
She acknowledged that Ukraine faced problems even "before Russia began training, arming, bankrolling, and fighting alongside its separatist proxies in eastern Ukraine, something the Kremlin continues to deny."
Lauding Ukraine's record on media freedoms and transparency in the face of its conflict with Russia, Power accused Moscow of fomenting unrest in Ukraine in order to derail reform efforts after last year's Maidan street protests that helped oust former Ukrainian President Viktor Yanukovych.
"It seems the Russian government's cynical calculation in fueling this aggression was that a new Ukrainian government and newly empowered Ukrainian civil society would be so consumed by the military threat to their nation and so burdened by its destabilizing effects that they would not be able to focus on carrying out the project of the Maidan," Power said.
The Kremlin denies it is backing the separatists in eastern Ukraine despite evidence of direct military involvement, and Russian officials characterize the Maidan movement and Yanukovych's ouster as a Western-backed "coup."
Power said the United States remained supportive of a Minsk cease-fire deal that has been shaky since its inception in February, with the heaviest fighting in months breaking out in Ukraine's east last week between Ukrainian government forces and the Russia-backed rebels.
She said earlier that most violations had been carried out by separatists and by the reappearance on the battlefield of heavy weapons, which had previously been withdrawn.
Monitors from the Organization for Security and Cooperation in Europe (OSCE) have accused both Kyiv and separatist fighters of breaching the cease-fire, which required the withdrawal of heavy weapons from the so-called line of contact.
Power's trip to Kyiv came as two Ukrainian soldiers and three civilians were killed in separate incidents in eastern Ukraine.
More than 6,400 people have been killed since fighting erupted in Ukraine's east in April 2014, one month after Russia seized Crimea from Ukraine.
Moscow has portrayed U.S. Secretary of State John Kerry's meeting with Russian President Vladimir Putin in Russian last month as a sign of Washington's interest in overcoming the impasse over Ukraine.
But the United States and the European Union have continued to deliver sharp public criticism of Moscow and stress the importance of maintaining sanctions against Russia as punishment for the Kremlin's interference in Ukraine.
Power said that Washington will "continue to raise the costs" for Russia if it "continues to disregard the sovereignty and territorial integrity of Ukraine" and "continues to violate the rules upon which international peace and security rest."
Power also said Washington would continue to advocate for the release of Ukrainian pilot and parliament member Nadia Savchenko, who has been jailed in Russia since July.
Savchenko says she was forcibly brought into Russia after being abducted by separatists in eastern Ukraine. She is charged with complicity in the killing of two Russian journalists who died in the Ukraine conflict, as well as illegal border crossing. She denies her guilt and says Russia has no right to detain her.
"The United States will continue to press tirelessly for Nadia's release, as well as the release of all Ukrainians who are being held illegally by the so-called separatists and by Russia," Power said.

Kiev (AFP) - Washington's UN envoy accused Russia on Thursday of spinning "outright lies" on Ukraine designed to hide the Kremlin's direct involvement in a war it launched to thwart Kiev's pro-Western drive.
Samantha Power's address to a crowd of hundreds in Kiev delivered one of Washington's toughest messages to Moscow since the warring sides grudgingly signed off on a loosely-defined truce in February that threatened to collapse last week.
Her emotional 70-minute speech also came a year into a presidency Petro Poroshenko has used to try to wipe out decades of crippling corruption and anaemic economic growth that left Ukraine reliant on Russian help.
Power said Russia launched the war in Ukraine's vital eastern industrial heartland 14 months ago in order to drain the new government's remaining financial resources and undermine its public support.
She charged that the Kremlin then tried to disguise its agenda through a torrent of media propaganda and disingenuous speeches at global venues such as the United Nations Security Council -- messages that helped President Vladimir Putin's domestic support touch record highs.
"The focus on Ukraine in the Security Council is important because it gives me the chance -- on behalf of the United States -- to lay out the mounting evidence of Russia's aggression, its obfuscation, and its outright lies," said Power.

Putin has resolutely denied sending special forces into Ukraine's battle-scarred Donetsk and Lugansk provinces -- a predominantly Russian-speaking region with ancient cultural links to Moscow.
The Kremlin strongman has called armed Russians discovered in the war zone "volunteers" and patriotic off-duty soldiers who were answering "a call of the heart".
That message has been rejected by Washington and its EU allies. Leaders of the G7 group of the world's richest nations threatened on Monday to toughen their economic sanctions on Russia should the bloodshed grow any worse.
But Moscow had viewed a rare meeting between Putin and US Secretary of State John Kerry -- held in what both sides described as a constructive atmosphere last month -- as a sign of the West gradually softening its tone.
Power's public appearance worked in part to dispell that speculation and reassure increasingly-disenchanted Ukrainians that Washington remained firmly on their side.

"You are still living in the revolution, and delivering on its promise will require all the resilience, smarts and compassion you've got," said Power.
"And that was before Russian troops occupied Crimea (in March 2014) -- something the Kremlin denied at the time, but has since admitted, and before Russia began training, arming, bankrolling, and fighting alongside its so-called separatist proxies in eastern Ukraine, something the Kremlin continues to deny," Power added.
"The Ukrainian people -– stay engaged in the reform process," she urged.
- Mounting deaths and debt -
Last week's fighting -- which was along the twisting line splitting the rebel-overseen region of around four million from the rest of Ukraine -- killed more than 30 people and rattled the nerves of EU powers Germany and France.

The two countries were instrumental in forging the so-called Minsk Agreements that aimed to finally settle one of Europe's most destabilising conflicts in decades.
But a quiet spell at the start of the week was followed by a new day of fighting that officials from both sides said claimed the lives of two soldiers and four civilians.
The United Nations estimates that the entire campaign has killed nearly 6,500 people and driven more than a million from their homes.
But Ukrainians' frustration with seemingly ceaseless warfare has been compounded by a growing list of economic problems that have left Ukraine's state coffers barren and the lives of many much worse off than they had been in years past.
Kiev has warned that its inability to win any relief from its private lenders may force it to stop servicing its outstanding debt payments as early as next week.
Such a decision would push Ukraine into a technical default and make its return to sustainable growth even more complex.
Ukraine's main private creditors warned on Thursday that they were "deeply concerned" by Kiev's current debt negotiating position.
It "is not in the interests of Ukraine," they said in a joint statement.

In Ukraine, lives continue to be lost, families are split, property is destroyed, the economy is decimated, ethnic divisions proliferate, and political unity remains non-existent. The human tragedy grows every day. The U.S., Europe, and Russia seem deadlocked, unable to understand the other’s point of view.
Ukraine inflamed tensions recently by giving Ukrainian citizenship to Mikheil Saakashvili, the former President of Georgia, and then appointing him governor of the Odessa province. The chance for wider war lurks in the background with all that would mean for the Ukrainian people, Europe, and the U.S.-Russian relationship. As with many international events, the Ukrainian crisis has occurred in a broader historical context.
At the end of the Cold War, the prevailing view in Washington was that the U.S. was strong, and Russia was weak and did not count in a unipolar world. We disregarded Russia’s opposition to NATO expansion, the Iraq War, and the U.S.-led military intervention in Serbia for the independence of Kosovo. We went back on our assurances to Russia that the air war on Libya was limited to saving civilian lives and did not include regime change. We withdrew from the ABM Treaty and even suggested that Ukraine and Georgia join NATO.
With each rejection, Russia’s resentment grew. Confronted by the West’s support for the pro-Europe protests in Independence Square in 2013 (Euromaidan) and the unlawful deposition of President Viktor Yanukovych in 2014, Russia’s accumulated uneasiness over the West’s intentions increased, and its military intervention in Eastern Ukraine soon began. The U.S. actions in Kosovo—carving out an independent state based on ethnicity from within a sovereign nation—provided the precedent for Russia to carve Crimea out of Ukraine.
Given all these events, many people declare that a new Cold War has arrived. I don’t agree. It is not too late to repair our relationship with Russia, but real improvement starts with Ukraine—a country of historical strategic interest for Russia and no strategic interest for us.
In May, U.S. Secretary of State John Kerry and German Chancellor Angela Merkel both held meetings with Putin, signaling that diplomatic efforts may be beginning to break the current stalemate over the Ukraine crisis. Such efforts must recognize, in retrospect, that all parties are responsible for the current situation: Russia, in its military interventions; the U.S. and Europe, in attempting to bring Ukraine exclusively into the Western sphere, especially NATO; and Ukraine itself, in not taking advantage of opportunities over the last 20 years to improve its governance, reduce corruption, and create greater national unity.
Accepting this shared responsibility for the crisis in Ukraine, we can pursue an understanding that recognizes both the legitimacy of Russia’s concerns about security threats on its border and the importance of self-determination by the Ukrainian people. Such a deal would have five features:
  1. Russian forces would withdraw from eastern Ukraine, and Russia would accept Ukraine’s current borders in a binding treaty.
  2. Ukraine would agree never join NATO.
  3. Ukraine would be allowed membership in both the European Union and the Eurasian Economic Union.
  4. A new, internationally supervised referendum would be held in Crimea on whether to join Russia, remain part of Ukraine, or become independent, as Michael O’Hanlon of the Brookings Institution and others have suggested, thereby providing a victory to the West’s core values by promoting authentically democratic self—determination, as opposed to the phony democracy practiced in the referendum held in Crimea last year.
  5. All economic sanctions on Russia would be lifted.
In short, as the West pursues renewed negotiations with Russia over the Ukraine crisis, these negotiations should not be expected to produce simply a series of Russian concessions. To this suggestion hard-liners in the West will inevitably characterize such thinking as “appeasement.” But compromise is not the same thing as appeasement, especially considering that Putin appears more a tactical opportunist than a strategic warmonger. Providing Russia a sense of territorial security by promising not to expand NATO to Ukraine or Georgia will eliminate the major excuse for expansionist aggression that Putin offers to his people.
Moreover, no alternative proposals to solve the current crisis in Ukraine seem plausible. Economic sanctions and falling oil prices will not alone convert Kremlin behavior via popular pressure, as Putin’s intransigence and high approval ratings among the Russian people indicate. With oil prices now rising, and the ruble partially recovering its value, counting on convulsive economic trouble in Russia would be quixotic.
Since Ukraine is not a member of NATO or vital to critical U.S. interests, Washington should not confront Russia militarily or lead a coalition to do so. And since shipping arms to Ukraine will only escalate the violence with no guarantee of Kiev’s victory over Russia-backed Eastern Ukraine, the U.S. should avoid sending military aid into the region.
What can eliminate Russia’s insecurity is a militarily neutral Ukraine—one that may prosper economically to its fullest potential by being a pawn of neither the West nor of Russia. Militarily neutral, Ukraine would be allowed to participate in both the European Union and the Eurasian Economic Union.
By demonstrating to Russia that the U.S. respects its territorial security, the U.S. could secure the trust of Russia’s people and possibly revive our relationship with the Russian government. And with this crisis behind them, the U.S. and Russia could renew a productive partnership on many of the important problems confronting both of us, including Islamic terrorism, nuclear weapons in Iran, and the long-neglected nuclear arms control process. The U.S. and the current Russian government may not be best of friends, but at least we can avoid becoming enemies.
