Animosity Between Sunnis and Shiites Might Doom Iraq's ISIS Fight

A bloody past and centuries of mistrust between two branches of Islam are threatening to derail Iraq's bid to crush ISIS — as well as the American war plan.
The rise of Iran-backed Shiite militias battling the extremists has left the country's Sunni minority wondering what to do next.
The so-called Popular Mobilization Units made up primarily of Shiites aligned with Tehran have taken on a kind of semi-official status in Iraq's security forces, fighting at the tip of the spear during recent anti-ISIS campaigns in the cities of Tikrit and Ramadi. In some cases, they are led by men accused by the U.S. of being responsible for attacks on Americans.
But Sunni fighters are expressing dismay at the idea of being stationed with Shiites, even if both parties share a common enemy in ISIS.
"I will not fight with the Hashad," one Sunni tribal fighter said in an interview with NBC News, using the Arabic name for the Popular Mobilization Units. "They … take their orders from Iran. It's a shame on me if I fight next to an Iranian."
An eight-year war between Iraq and Iran in the 1980s left at least 500,000 people dead. Sectarian violence between Sunnis and Shiites in the years following the 2003 U.S. invasion killed thousands more.
Until recently, U.S. training in Iraq has focused on Shiite and Kurdish fighters battling ISIS. But the White House last month announced that 450 military trainers would be sent to Anbar province towork with Sunni tribes that feel displaced by the Shiite-led government and have not joined the fight against ISIS enthusiastically. The Sunnis are being trained at Taqqadum air base — alongside what the Pentagon describes as a "low double digit" number of Shiites serving as liaisons between militia units and the Iraqi government.
Experts say there is a portion of the Sunni population that remains anti-ISIS and is willing to fight. But the question is whether they'll be prepared to go into combat alongside the Shiite militias, including some which have a record of human-rights abuses.
It's unclear what the Iraqi government will ask of the Sunnis regarding integration with Shia on the battlefield, but senior U.S. officials have indicated that various forces would ultimately be consolidated.

Enmity has existed between Shiites and Sunnis for around 1,400 years, and stems from the conflicting beliefs on who should lead the faithful. According to Shiites, leadership ought to be handed down through Muhammad's descendants, such as Hussein, while Sunnis believe power should have passed first to the Prophet's companions and then a series of "caliphs" chosen by the faithful.
More than 20 percent of Iraq's population is Sunni. They have also complained of discrimination and abuse since the 2003 U.S.-led invasion that toppled Saddam Hussein's Sunni-led dictatorship and replaced it with a government dominated by the country's Shiite majority. ISIS is made up of Sunni extremists.
But while the Popular Mobilization Units insist they aren't sectarian, human rights groups have accused individual Shiite militias fighting within the structure of harassing or attacking Sunni civilians, as well as destroying their homes and businesses.
"The Sunnis in Iraq view the conflict as directly managed by Iran," said Laith Alkhouri, a director of research at security consultancy and NBC News partner Flashpoint Intelligence. "ISIS is extremely savvy at exploiting this relationship."
Alkhouri said that because Shiite militias are fighting in Sunni areas such as Ramadi, ISIS is able to frame the militias' battle against ISIS as a larger fight against Sunnis. "Because of that they're able not only to recruit, but get the tribes to pledge allegiance to ISIS," Alkhouri said about the Sunni militant group.
Shiite militias have taken a larger role in the battle against ISIS as members of Iraq's official army have reportedly fled when encountering the militants. The Popular Mobilization Units now outnumber Iraqi security forces.
"The most effective groups [in Iraq] are the groups that are linked to Iran — they are the best trained, the best armed, and they have the biggest effect on the battlefield," said Bill Roggio, editor of theLong War Journal and a fellow at the Foundation for Defense of Democracies.

The Popular Mobilization Units include the Badr Organization, which is financed, armed and inspired by Iran.
Its leader is Hadi al-Ameri, who is known to be close to Qassim Suleymani — head of Iran's elite special operations unit, the powerful Quds Force.
Iranian media last month published photos purporting to show al-Ameri and Suleymani together in Iraq's Anbar province.
And Abu Mahdi al-Muhandhis, the Popular Mobilization Units' operations chief, was listed by the U.S. government in 2009 as a specially-designated global terrorist. The announcement noted al-Muhandhis' ties to the Iranian Islamic Revolutionary Guard Corps (IGRC), which it alleged provided lethal support to Shiite groups which at the time were targeting and killing Americans and Iraqi forces.
U.S. officials have recently conceded that Shiite militias will play a role in the fight against ISIS — but are careful to say that the groups are under the control of Iraq's central government.
"There are the militias that you and I are used to hearing that have close alignments with Iran," retired General John Allen, President Obama's envoy to the coalition fighting ISIS, said in May. "Those are the extremist elements, and we don't have anything to do with that."

The Badr Organization's links to Tehran go back to the Iran-Iraq War of 1980-1988, when Badr members fought on the Iranian side, against Iraq.
But experts say the rise of ISIS has brought the relationship further into the open, as Badr and similar Iraqi Shiite groups see an opportunity to expand their influence with Tehran's help.
"Under the guise of fighting ISIS, they are getting all they can, while they can," Michael Pregent, a former U.S. intelligence officer who worked in Iraq between 2005 and 2010, said of Iraq's Shiite militias. "Their focus is on exerting political influence and religious influence on existing Iraqi institutions."
NBC News' Bill Neely recently visited al-Ameri on the battlefield, as his forces fought at the northern edges of Ramadi. "I take my orders from Baghdad, not Tehran," he said. "Every operation is authorized by the prime minister."

Nevertheless, a poster circulated online by the Badr Organization in March announcing the start of a campaign to take back the city of Tikrit from ISIS carried images of Al-Ameri and Iran's Supreme Leader, Ayatollah Khamenei. "We're coming, O Tikrit," it announced.
The funeral of one Badr Organization fighter also underscores just how active Iran has become inside Iraq's borders.
Muhammad Hadi Dhulfiqari received a hero's goodbye after being killed while battling ISIS militants in Iraq in February.
Funeral video published by the Badr Organization shows his comrades carrying Dhulfiqari's coffin into a wide mausoleum, where men dressed in combat fatigues paid respects and wept. Martyrdom posters inside the mausoleum showed a portrait of Dhulfiqari in life, smiling as he held his rifle.

However, it appears Dhulfiqari was not Iraqi.
"Iranian media openly claimed he was a member of the basij — meaning a member of the IRGC," said analyst Phillip Smyth, referring to the volunteer wing of Iran's Revolutionary Guard Corps.
Smyth, a fellow at the Washington Institute and researcher at the University of Maryland who specializes in Shiite militia groups, dug into the story of the Iranian's death.
At least two Iranian news outlets known to have reliable information about affairs in the country identified Dhulfiqari as an Iranian national embedded with the Badr Organization inside Iraq, where he worked as a military adviser and photographer.

Iranian media has reported that Iran is involved inside Iraq in an advisory role and Khamenei's senior military adviser has said the actions are a warning to the militants of ISIS.
"[ISIS] wanted to come toward the holy shrines," the military official, General Yayha Rahim Safavi, said during a speech near Tehran last month. "We gave them a message that if they come close to holy shrines, we will enter the battle directly and you know you do not have the ability to confront Iranian basiji," Safavi added, referring to Iran's volunteer fighters inside Iraq.
The deaths of Iranian basij fighters like Dhulfiqari are also a powerful symbol for Iraq's Shiite militias, who recognize they have a reliable patron in Iran.
"The Iranians are doing what the U.S. won't, which is committing to the fight fully. And when you're committing to the fight fully, you're committing forces on the ground," said Roggio, the Long War Journal editor. "That is why the Iranians have a lot of sway with the Iraqi government and military. And that is why Iranian power is on the rise."

Hizballah’s TV Al Manar reported Sunday that Syrian and Hizballah troops had entered rebel-held Zabani on the second day of an offensive to capture this strategic border town which lies on the Damascus-Beirut highway near the Lebanese border. The townת45 km northwest of Damascusת has been held by rebels since 2012. The Syrian army said it had inflicted heavy casualties on "the terrorist groups fortified inside the city" and was advancing from several fronts towards their positions.

Syrian power plant attacked by ISIS

Islamic State suicide bombers on Sunday blew up an explosive- laden truck near a power plant that serves the northeastern city of Hasaka, the latest attack after their expulsion from most parts of the city, the Syrian army said.

Islamic State suicide bombers on Sunday blew up an explosive-laden truck near a power plant that serves the northeastern city of Hasaka, the latest attack after their expulsion from most parts of the city, the Syrian army said.
State television said a second attack, against a power plant that serves the southern districts of the city, was prevented, but the first had caused "material damage" and led to "casualties". It did not elaborate.
The ultra-hardline militants continue to stage lighting attacks inside the city, although they were driven out of some districts after they mounted a major offensive that failed last month. That offensive attempted to capture the provincial capital of the oil and grain producing province of Syria.
The city is divided into zones run separately by the government of President Bashar al Assad and a Kurdish administration.
The offensive was meant to relieve pressure on IS, which has given up significant ground recently to Kurds and some local Arab tribes backing them. The militants lost villages around Ras Al Ayn and the town of Tal Abyad northwest of Hasaka along the Turkish border.
The northeastern corner of Syria is strategically important because it links areas controlled by Islamic State in Syria and Iraq. Syrian Kurds have also sought to expand their territorial control over a region stretching from Kobani to Qamishili, which they see as part of a future Kurdish state

Bombings Kill 19 People In, Around Baghdad

A series of attacks, mainly car bombs, in Iraq killed at least 19 people and wounded dozens on July 4.
The deadliest attack took place in the evening when a car bomb exploded in Baghdad's western neighborhood of Amil, killing nine and wounding 24 others. Several shops and cars were damaged.
Earlier, police said a car bomb blast near a bus stop killed three people and wounded 15 in southern Baghdad.
A bomb explosion near an outdoor market killed three people in Mhamoudiya town, just south of Baghdad.
Another car bomb went off near a row of restaurants in the Shi'ite town of Balad Ruz, killing four and wounding 14. Balad Ruz is 70 kilometers northeast of Baghdad.
Nobody claimed responsibility for the attacks.
Iraq sees near-daily bombings that are often claimed by the Islamic State group, which seized a large swath of the country during an offensive last year.

Iran reveals new long-range radar system, as nuclear talks enter final stretch

Iran says it has deployed a new domestically built long-range radar system, signaling a strengthening of its air defenses as it holds what may be the final days of talks on a nuclear deal with world powers.

Iran says it has deployed a new domestically built long-range radar system, signaling a strengthening of its air defenses as it holds what may be the final days of talks on a nuclear deal with world powers.
Brigadier General Farzad Esmaili, commander of the Islamic Revolutionary Guards Corps' (IRGC) air defense force, unveiled the Ghadir phased-array radar in Ahwaz city in southwestern Khuzestan province near the Iraq border, state television said late on Saturday.
Iran says the Ghadir unit is designed and manufactured entirely inside the country and can detect a plane at 600 km (373 miles) and a ballistic missile at 1,100 km.
In comments suggesting the radar can also identify miniature unmanned drone aircraft, Esmaili was quoted by the Fars news agency as saying: "Discovering and tracking micro aerial vehicles (MAV) ... is one of the special qualities of the Ghadir radar system."
Iran has taken steps to develop its air defenses after U.S. and Israeli officials warned of possible military action to curtail its nuclear program, and is in discussions to buy the advanced S-300 ground-to-air missile system from Russia.
Top U.S. commander General Martin Dempsey in April said the 'military option' against Iran remains intact. The United States and Israel fear Iran is trying to obtain a nuclear weapon. Iran says itsnuclear program is for peaceful purposes.
Iran and world powers made progress in nuclear talks on Saturday, but remained divided on issues such as lifting United Nations sanctions and the development of advanced centrifuges. Negotiators have given themselves until July 7 to reach a deal.

US blocks attempts by Arab allies to fly heavy weapons directly to Kurds to fight Islamic State

“If the Americans and the West are not prepared to do anything serious about defeating Isil, then we will have to find new ways of dealing with the threat,” said a senior Arab government official. “With Isil making ground all the time we simply cannot afford to wait for Washington to wake up to the enormity of the threat we face.”
The Peshmerga have been successfully fighting Isil, driving them back from the gates of Erbil and, with the support of Kurds from neighbouring Syria, re-establishing control over parts of Iraq’s north-west.
But they are doing so with a makeshift armoury. Millions of pounds-worth of weapons have been bought by a number of European countries to arm the Kurds, but American commanders, who are overseeing all military operations against Isil, are blocking the arms transfers.
One of the core complaints of the Kurds is that the Iraqi army has abandoned so many weapons in the face of Isil attack, the Peshmerga are fighting modern American weaponry with out-of-date Soviet equipment.
At least one Arab state is understood to be considering arming the Peshmerga directly, despite US opposition.
The US has also infuriated its allies, particularly Saudi Arabia, Jordan and the Gulf states, by what they perceive to be a lack of clear purpose and vacillation in how they conduct the bombing campaign. Other members of the coalition say they have identified clear Isil targets but then been blocked by US veto from firing at them.
“There is simply no strategic approach,” one senior Gulf official said. “There is a lack of coordination in selecting targets, and there is no overall plan for defeating Isil.”
Britain is moving closer to expanding its role in the war. The Government on Wednesday gave its strongest indication yet that MPs will be given a new vote on whether to bomb Isil in Syria.
Michael Fallon, the Defence Secretary, said it was “illogical” that British planes were able to hit extremists in Iraq but not across the border.
Any decision to bomb in Syria would have to be approved by MPs. In 2013, the Prime Minister lost a vote for British military action in Syria. However, Mr Fallon said: “It is a new Parliament and I think new Members of Parliament will want to think very carefully about how we best deal with Isil, and the illogicality of Isil not respecting the borderlines.”
Mr Fallon suggested that a bombing campaign could be mounted in revenge for the terror attacks in Tunisia if a link could be proved between the killer and Isil in Libya. Britain would only take military action in Libya “where we think there is an imminent threat, a very direct to British lives or, for example, to British hostages”, he said.
Senior Whitehall sources did not distance themselves from Mr Fallon’s comments but insisted there was no immediate prospect of military action.
The Telegraph understands that Mr Cameron is concerned that Labour might force the Government into another defeat over Syria.

Egypt, Stunned by Sinai Assault, Vows to Erase ‘Terrorist Dens’

CAIRO — Egypt’s military killed 23 militants in the northern Sinai Peninsula early Thursday, a senior security official said, as the government sought to reassert control and eradicate what it called the area’s “terrorist dens” after the largest assault there by jihadists affiliated with the Islamic State.
That assault, on Wednesday, stunned officials in President Abdel Fattah el-Sisi’s government with its scale and audacity. Militants belonging to a group calling itself Sinai Province launched coordinated attacks on military checkpoints in the northern Sinai before storming a town and occupying it for hours. The military carried out airstrikes with F-16 warplanes on the town, Sheikh Zuwaid, to force the militants to retreat.
A military spokesman said 17 soldiers had been killed, though other estimates, including by the Egyptian news media, put the toll much higher. The attack was a blow to Mr. Sisi, coming just two days after militants assassinated Egypt’s top prosecutor with what the authorities said was a remote-controlled car bomb. Both attacks highlighted the government’s struggles against a broadening insurgency.
As funerals were held across Egypt for the dead soldiers, families in Sheikh Zuwaid looked for a way to leave the town, quiet now but filled with reminders of a terrible fight: a partly collapsed three-story building, scorched vehicles and the bodies of at least 15 militants.
“It was a difficult day, very difficult, for the people,” said Mostafa Singer, a resident who is one of the few journalists reporting regularly from the northern Sinai, where access for the news media is heavily restricted by the military.
At least seven civilians were killed in the fighting, by shelling, airstrikes or random gunfire, he said. They included Ebtesam Mohammed Sobeih, a 15-year-old girl who apparently died in a military airstrike near her house, he said. Another man was fatally shot by militants when he refused to let them take up positions on his roof.
“There could be more,” Mr. Singer said of the dead, saying there were 14 villages around Sheikh Zuwaid that had been largely isolated.
For the residents of the northern Sinai, there are few places to seek refuge. The militants have established nominal control at times in some areas, openly setting up checkpoints. And one town, Rafah, on the border with the Gaza Strip, was effectively demolished by the Egyptian military to create what officials said was a security zone to deter the smuggling of weapons across the border.
Though there was little proof to substantiate government claims that the militants had been routed, Egyptian officials asserted that they had regained dominance in Sinai. At the same time, they sought to control perceptions of the assault on Wednesday, which was an embarrassing setback for their counterinsurgency campaign.
A military spokesman, Brig. Gen. Mohammed Samir, told a local television station that “100 percent” of Sinai was under the control of the army. He also warned Egyptian journalists not to trust foreign news sources that had published higher death tolls during the attack on Wednesday.
The army said it had killed 100 militants on Wednesday and published photographs of bloodied bodies, including many wearing military fatigues. “We have the will and persistence to stop this black terrorism,” a military statement said. “We will not stop until Sinai is purified from all terrorist dens.”
Gen. Ali al-Azazi, the security director of North Sinai, said the operation on Thursday that killed 23 militants had been carried out around 1:30 a.m., and that the military was continuing to pursue jihadists involved in the assault on Sheikh Zuwaid.
But General Samir, the official spokesman who warned journalists about unauthorized information, said in a text message that the reports that the military had killed more militants on Thursday were “not true.” He did not immediately respond to requests to explain the discrepancy.

ISIS rushes reinforcements to Egypt. Its next targets: The Pyramids and Sphinx
The Islamic State is rushing reinforcements to Egypt from Libya and Iraq for its battle with Egyptian forces in northern Sinai, which went into its fifth day Sunday, July 5, and other offensives, debkafile’s intelligence and counter-terror sources report. After sustaining hundreds of casualties, both sides claim to have won the upper hand but the tenacious struggle is not over.
An Islamist manpower pool is provided by Egyptian extremists who crossed into Libya in the past and settled in bases around Benghazi.  Last week, ISIS summoned them to take up positions in Cairo and the Suez Canal and wait for orders to go into action. They crossed back with the help of smugglers. Those rings, dominated by the Muslim Brotherhood underground, with branches controlled by Hamas and Hizballah, bring illicit weapons and ammunition supplies to Sinai from Libya via Egypt.
President Abdel Fatteh El-Sisi is therefore obliged to earmark substantial military and intelligence resources for defending the Suez Canal and Cairo – more even than the Sinai front.
The other source of jihadi reinforcements is Iraq, They use another branch of the smuggling network which carries them through southern Jordan to the Gulf of Aqaba where they are picked up by smugglers’ boats and ferried across to the eastern coast of the Sinai Peninsula.
The IDF had more than one reason for its decision last Wednesday to close to traffic Rte 12, Israel’s main southern highway, which runs parallel to the Egyptian border up to Eilat: It was a necessary precaution lest ISIS turned its terrorists and guns against Israel from next-door northern Sinai. The other reason was to deter the Islamists coming from Iraq from trying to transit Israel and reach Sinai with the help of Bedouin smugglers operating on both sides of the Israeli-Egyptian border.
Our military sources estimate that some 1,000 jihadists are directly engaged in the North Sinai battle with the Egyptian army, but add that they could quickly recruit supplementary fighting manpower from Bedouin tribes near the warfront who already play ball with the terrorists.
Egyptian tacticians have strictly limited the army action on this front to air and helicopter strikes and local ground and armored forces. They are focusing on defending three Sinai enclaves, the northern district around Sheikh Zuweid, El Arish port and Rafah, and Sharm el-Sheikh in the south, to pin ISIS forces down in those places and prevent them from fanning out into areas controlled by the big Bedouin tribes.
When President El-Sisi visited the troops in northern Sinai Saturday, July 5, he disclosed that only one percent of the Egyptian army of 300,000 men was assigned to Sinai. He indicated that his army was perfectly capable of wiping out the Sinai terrorist threat in no time if all its might were to be thrown into the fray.
This strategy leaves ISIS with free rein in central Sinai. However, El-Sisis, like his predecessor Hosni Mubarak, is not prepared to go all out against ISIS in its “dens” any time in the near future, because he needs all his military resources and assets he can muster to defend the capital Cairo and the Suez Canal.
Neither the Islamic Army nor the Muslim Brotherhood or any other radical Islamists make any secrets of their next plans. ISIS has announced that it is setting its sights on Egypt’s pyramids, the Sphinx of Giza, and the country's unique historic monuments in general, after its savage vandalism and looting of other precious world heritage sites.
In a new message released Friday, July 3, a number of radical Islamist leaders, including the ISIS “caliph” Abu Bakr al-Baghdadi, told their followers that the destruction of Egypt’s national monuments, such as the pyramids and the sphinx, was a “religious duty” that must be carried out by those who worship Islam, as “idolatry is strictly banned in the religion.”
This message has sharply ratcheted up the jihadist element of ISIS military confrontation with Egypt to a higher, more inflammatory level.

The massacre occurs in the historic amphitheater at Palmyra, an ancient Roman city cited as a UNESCO World Heritage Site that has recently been overrun by ISIS terrorists.
The video depicts children pulling the triggers against more than 25 men identified as Assad’s soldiers, egged on by a large crowd of men and boys forced to watched the ceremony. The men are lined up on their knees as they usually are in Islamic State execution videos.
The boys watching, reports note, appear younger than the boys pulling the trigger, who appear to be in their teens and can be thus believed to have completely or come close to completing terrorist camp training forced on boys living in Islamic State territories. The Islamic State has released multiple videos showing training camps for both boys and girls, in which the “caliphate cubs” are shown learning how to use automatic weapons and building explosives. The video is believed to have been released by an ISIS group close to the ravaged Syrian city of Homs.
The Daily Mail notes that experts have estimated that at least 500 children have been abducted by ISIS for use as child soldiers in recent weeks, particularly from the Iraqi provinces of Anbar and Diyala. The BBC notes that this particular video does not have many indications making it easy to place when it was filmed.
The Islamic State captured the ancient city of Palmyra in May, an area replete with priceless ruins and artifacts now in the line of fire. ISIS jihadists have become notorious for destroying such pre-Islamic artifacts, claiming that their existence constitutes “idolatry” to false ancient gods, and thus they must be destroyed before the eyes of Allah. While the group initially released a video promising that they would not destroy ruins in Palmyra that did not violate this “idolatry” provision, recent photos indicate that many of the ruins have been removed from the area, and the city itself has been filledwith land mines. The amphitheater appears intact, perhaps due to its usefulness as an arena in which to dramatically stage executions.
Defying their promise, photos published by Islamic State supporters on social media this week showancient statues being destroyed in Palmyra, all representing pre-Islamic gods and supernatural creatures. Of particular note is the destruction of the Lion of al-Lat, a 2000-year-old statue dedicated to an ancient Middle Eastern deity discovered in 1977.

U.S. Soldiers Used ‘Restraint’ in Kabul Confrontation, Inquiry Finds

KABUL, Afghanistan — A military investigation into a violent confrontation between Afghan residents of this capital city and United States soldiers last week has concluded that the troops acted with “admirable restraint” even after an American soldier was stabbed, a military official said.
The investigation examined the tense moments after a Taliban bomb ripped through a heavily armored convoy of American troops traveling down a busy street in Kabul. As the American soldiers, who were unharmed, got out of their trucks to form a cordon, they were confronted with a scene of devastation. A mix of passing motorists and shopkeepers had taken the brunt of the blast. At least one Afghan was killed and nearly two dozen were wounded.
What happened next was confusing and violent. Witnesses to the scene, interviewed by reporters, said Afghans began to throw stones at the soldiers and shout “Death to Americans.” An American soldier opened fire, with some witnesses reporting that the shots were clearly aimed away from the crowd, and intended as a warning. But others accused the soldiers of firing into the crowd. At one point, an Afghan man stabbed a soldier. The scene calmed only when Afghan security forces took control, witnesses said.
The investigation by an 11-person board of NATO officials concluded that it was extremely unlikely that American troops had shot any Afghans during the episode, said Brig. Gen. Wilson A. Shoffner of the United States Army. General Shoffner, the top military spokesman for the American-led mission in Afghanistan, said the review had concluded that one American soldier had “fired two warning shots from his rifle into the side of an unoccupied and obviously damaged civilian vehicle parked on the side of the road in order to warn off the crowd.”
By that time, General Shoffner said, the crowd of “agitated civilians” had been throwing rocks, debris and even chunks of metal at the troops. The warning shots prompted the crowd to back up. General Shoffner said the investigation found that the shots were fired at a downward angle into the empty vehicle “and there was no reasonable way that the rounds could have caused any injury to anyone.”
The investigation also found that the troops had acted with “admirable restraint” after an Afghan man had stabbed one of them. The soldier’s wound, to his right arm, was not serious, and witnesses said the assailant was arrested by Afghan security forces. One witness, Khesraw, 33, said that after the stabbing, a nearby soldier had simply pushed away the man with the knife. “I was really amazed to see how patiently the American soldier acted,” Khesraw said.
General Shoffner said that American soldiers fired only two warning shots during the entire episode. But he noted that Afghan security officials on the scene also fired. It was not clear whether those were warning shots or struck members of the crowd. “I believe those were warning shots,” General Shoffner said, but added that “from looking at the video, you can tell they were firing shots. But you can’t tell really anything beyond that.”
General Shoffner declined to identify the source of the video, but the military uses cameras affixed to dirigibles about a quarter-mile in the sky.

Putin reportedly contacts Obama for second time in weeks about unity on global concerns

Russian President Vladimir Putin has sent a congratulatory Fourth of July message to President Obama and expressed confidence that their respective countries can work together on global issues including terror threats, according to news agencies.
"In his message of congratulations, the Russian President noted that, despite the differences between the two countries, Russian-American relations remain the most important factor of international stability and security," the Kremlin said in a statement, according to NBC.
The two countries, world powers and frequent rivals, have been at particular odds since the uprising in Ukraine that resulted in Russia last year annexing the country’s eastern Crimea region and continuing to provide military support to government-opposition forces.
The United States and Western allies have since imposed economic sanctions on Russia. However, both countries are working closely in a coalition of world powers, known as P5+1, in negotiations to keep Iran from creating a nuclear weapon.
Talks to reach a final deal have resumed this month in Vienna.
"Russian-American relations remain the most important factor of international stability and security,” Putin told Obama, according to CNN.
It is unclear exactly how and when Putin contacted Obama.
The two also spoke by phone last month. However, the recent and frequent exchanges should likely not be considered a significant breakthrough in post-Cold War negotiations, considering Putin purportedly made a similar effort last Fourth of July.
The White House said after the June 25 call that the conversation focused in part on the Ukraine situation and included discussions about the Iran nuclear negotiations, the need to stop the Islamic State terror group and developments in the Middle East including the “increasingly dangerous situation in Syria.”
“President Obama reiterated the need for Russia to fulfill its commitments under the Minsk agreements, including the removal of all Russian troops and equipment from Ukrainian territory,” the White House said.

Veterans Hotline Tries to Survive Without Pentagon Funds

PISCATAWAY, N.J. — In a row of beige cubicles in a suburban office park, a hulking former Army sergeant hunched over his phone next to a photo taken in Afghanistan, a few days before he was hurt by a roadside bomb.
“Look, man, sometimes you’re dealt a raw deal and you’ve got to play it,” the former sergeant, Adriel Gonzalez, said into his headset. Big as a bouncer, he wielded his gruff voice tenderly. “I’ve known you long enough that you’re ready to hear this: It’s not going to be all sunshine and rainbows. You might be in for a lifelong struggle, but it is a doable one. This I can tell you, my friend.”
On the other end of the line was a combat veteran, also wounded in Afghanistan, who had called a peer hotline, Vets4Warriors, that connects troops and former service members seeking help with veterans.
Since 2011, Vets4Warriors has fielded more than 130,000 calls from military personnel stationed around the world. The counselors say their military service and nonclinical approach help them form a bond with callers that can break down mistrust.

Now the hotline faces its own problems. Though the program has been lauded as a model, the Pentagon has ended its funding as part of an effort to cut costs and streamline services. Vets4Warriors has moved to find other funding so that it can continue on its own. In late June, weeks before the call center was set to lay off its 40 veteran peers, the New Jersey Legislature voted to spend $2.5 million so the program could operate another year, giving it time to find private funding.
A variety of small programs were created during the wars in Iraq and Afghanistan in an effort to stema rising number of suicides, said Keita Franklin, director of the Defense Suicide Prevention Office. Now the Pentagon is consolidating the work of organizations like Vets4Warriors. The program’s counseling will be taken over by another help line, Military OneSource, which has more services available. Military OneSource counselors are licensed clinical social workers, some of whom are veterans, Ms. Franklin said.
“It will still be peer to peer, 24 hours a day, but with more services we can connect callers with,” Ms. Franklin said of Military OneSource (1-800-342-9647), which will take over calls from active-duty troops next month. “Imagine a call center where if you need family support or financial support services, we have that all right there.”
The crucial question for Vets4Warriors is how to connect with those in need while finding donors to keep the hotline running. The program’s phone number (1-855-838-8255) will no longer be given out by the Pentagon, which means that the group will have to rely on word of mouth and unofficial referrals.
“I really believe we fill a gap,” said Melissa Tippett, a former Army sergeant who deployed to Iraq with a military police unit. She had just gotten off the phone with a six-tour combat veteran. Their conversations started a few years ago, after the service member was kicked out of the Army for excessive drinking and then tried to commit suicide. Ms. Tippett guided him through the application for veterans benefits, while urging him to stay in counseling.
The idea of using veterans to help peers grew out of a hotline set up by the State of New Jersey in 1999 to make retired police officers available to offer anonymous support to other officers, said Christopher Kosseff, the president of Rutgers University Behavioral Health Care, which hosts the police peer line and Vets4Warriors.
“At first, I thought it was a dumb idea. Why not use professionals?” Mr. Kosseff, a licensed psychologist, said. “But cops don’t want to talk to mental health professionals. We take their jobs away. However, they are comfortable talking to other cops.”
At the request of the military, Rutgers expanded the program — first to the New Jersey National Guard in 2005, then to all Reserve and National Guard troops in 2011 and to all troops and veterans in 2013. Similar services provide support for a variety of groups, including emergency responders and caregivers for dementia patients.
Today, the 40 peers at Vets4Warriors come from all branches. A bank of clocks on the wall showing the time in places like Iraq, Afghanistan, South Korea and Germany serves as a reminder of the array of troops who seek help. A recent call came from a ship in the Persian Gulf, where a young sailor had concerns about finding a job after leaving the Navy.
“If we can prevent minor problems from spiraling out of control, we can avoid a crisis,” Mr. Kosseff said.
All the peer counselors have training, and psychologists are available, but most of the peers’ advice is guided by life experience.
Callers often ask to speak to someone who served in their branch — especially Marines. And combat veterans often request a fellow combat veteran.
When they do, they often talk to Tim Arora, a Marine veteran who served in Falluja, Iraq. He said he still fights post-traumatic stress disorder and depression. Mr. Arora, who has the four horsemen of the apocalypse tattooed across his back, works with a service dog sleeping under his desk for support.
On a recent afternoon, he talked to another Marine veteran who served in the same region of Iraq. It was the sixth time they had spoken, and the first time the caller had talked about his combat experience.
“Of course, you’re emotionally numb,” Mr. Arora told the caller. “Think about our jobs. My first mission in Iraq, I had to move a bunch of corpses. You will naturally separate yourself from your emotions with things like that. But think about it, when you joined the Marines, was it easy? No. It hurt.”
“It took work,” he added. “So does becoming a civilian again.”

CIA Predictions For 2015 From 2000

Back in 2000, just before George W. Bush became president, the CIA published a 70-page report on what the world would be like in 2015. 
We're now halfway through the year and it turns out that several of these predictions were on the money.
Here's a rundown of some of the predictions, according to a December 2000 story from The Telegraph.
"International affairs are increasingly determined by large and powerful organizations rather than governments." Verdict: True, such as the rise of the Islamic State. On the other hand, there is also a new cadre of actors that cross the line between private actors and the state such as the Chinese hackers suspected of stealing information about millions of U.S. government employees, and the possibly-not-North Korean hackers who took down Sony last year.
"Between now and 2015 terrorist tactics will become increasingly sophisticated and designed to achieve mass casualties." Verdict: Definitely true. Sadly, this prediction became true quickly, on September 11, 2001.
"Iraq and Iran [will] develop long range missiles in the near future. Iran … could be testing such weapons by as early as the coming year, and cruise missiles by 2004." Verdict: Both true and false. Iran is definitely working on an ICBM and was expected to test it in 2015. But international sanctions on Iran has brought it to the negotiation table and diplomats say they are close to a comprehensive deal.
"The world population will grow by more than one billion, to 7.2 billion." Verdict: True. The world population is now about 7.3 billion.
"Energy resources will be sufficient to meet demand." Verdict: Nailed it. U.S. oil production has soared in recent years, and the US is poised to become a major exporter of liquefied natural gas in the coming years, too.
"China's economy will grow to overtake Europe as the world's second largest but still behind the United States." Verdict: True-ish. By some measurements, China's economy is now larger than the US economy but by other measures, it is not quite as large as the EU.
"Europe will not achieve fully the dreams of parity with the US as a shaper of the global economic system." Verdict: Not quite true. The CIA report was very bullish on the European economy, which had been sluggish at the start of the year, but has recently picked up steam.
"Aids, famine, and continuing economic and political turmoil means that populations in many [African] countries will actually fall." Verdict: False. Africa's population rose from 800 million in 2000 to 1.1 billion in 2014.

Senior cop who took his own life had talked of suicide

A top policeman who took his own life on Sunday had in the past declared he would commit suicide if it was shown that he had taken a bribe from a popular rabbi who was later convicted on bribery charges.
Deputy Commissioner Ephraim Bracha shot himself in his car early in the morning and paramedics who arrived at the scene were unable to save his life.
In 2012, when Pinto was under police investigation over financial irregularities at the Hayim Yoshiyahu charity fund with which he was associated, Bracha reported that the rabbi offered him $200,000, allegedly in the hope of gaining information about the case.
Pinto initially told police that he had not offered Bracha any money, but later reversed his story, claiming he had paid Bracha or his family members on more than one occasion.
Bracha reported the incident, leading to a face-off between the two men, who were close acquaintances for many years, in an interrogation room.
A recording of the conversation revealed a heated exchange.
“I swear you took money… Swear on your children! [that you didn’t]” Pinto challenged Bracha.
“We both should do a polygraph,” Bracha replied. “On the money that you gave me, if you gave men even a shekel — I say [even a] shekel, yes? I’ll put my head under the gallows and take it off, commit suicide.”
“Go and do it!” retorted Pinto.
“You should be ashamed of yourself,” Bracha shot back.

A week ago, Channel 10 reported that the Police Internal Investigations Department was looking into claims that Bracha had given information about other cases to suspects. The department said that after looking into the matter it would decide whether to open an investigation against him.
In April, Pinto was sentenced to a year in prison as part of a plea bargain that saw him convicted of bribery, attempted bribery, and obstruction of justice.
Under the plea bargain, Pinto agreed to testify against Menashe Arviv, the former head of the police’s anti-corruption unit who is suspected of receiving benefits from businessmen associated with the rabbi. In exchange, Pinto, a kabbalist with a sizable and influential international following, was guaranteed a light jail sentence plus fines.

Suspect In San Francisco Shooting Had Been Deported 5 Times

The suspect accused of a random shooting that killed a woman strolling a popular San Francisco pier had previously been deported five times.
Francisco Sanchez, 45, was arrested soon after allegedly firing a single shot that killed Katheryn Steinle, 32, as she and her father walked on Pier 14 Thursday evening, San Francisco police have said. He had been a free man at the time because San Francisco is a sanctuary city that doesn't comply with all federal immigration requests and there was no active warrant for his arrest.
In March, federal officials transferred Sanchez to San Francisco County Jail to face an existing local drug charge, according to the San Francisco sheriff's office. Immigration and Customs Enforcement authorities also asked the sheriff's office to keep Sanchez in custody and to notify them if he were to be released.
The city district attorney declined to pursue the drug charge and the sheriff's office said in a statement that it released Sanchez in April because there was no warrant for his arrest anywhere else — only an ICE request to keep him locked up. A 2013 city law signed by Mayor Ed Lee outlawed detaining immigrants solely on the basis of whether they legally entered the country.
The sheriff's office "is deeply saddened by the tragic death of Ms. Steinle and offer our sincere condolences to her family and friends," the statement said.
The conflicting approach to immigration policy has been criticized in the wake of the shooting by people ranging from Steinle's parents to Donald Trump.
"He should have never been out, and now our daughter is gone forever,” Steinle's mother, Liz Sullivan, told The San Francisco Chronicle.
Sanchez has a long criminal history that includes seven felony convictions for drug and immigration charges, according to the Chronicle. He was on probation from Texas on an unspecified charge, according to the San Francisco police.
The shooting has turned into a high-profile case because of its apparently random nature in a busy section of the city.
The bullet struck Steinle in the back and pierced her aorta, according to The Oakland Tribune. Her father attempted CPR as witnesses snapped photos of the gunman that police said helped them identify Sanchez about an hour later, several blocks away.
