The hacker group Cyber Caliphate that was thought to be an online arm of the Islamic State has no ties to the terror group despite its cyber attacks in support of the ultra-violent al-Qaeda offshoot, according to a State Department... 
Russian hackers now appear to be linked to the Cyber Caliphate, a fact discovered by French government authorities after a cyber attack on TV5Monde television in France last April... 
According to the report, the cyber security firm iSight Partners has assessed the Cyber Caliphate as a “false front for anti-western Russian actors.”
Another theory is that Cyber Caliphate is part of a Russian disinformation operation used by Moscow’s hackers as cover for their cyber attacks. The report noted “Russia’s long history of disinformation campaigns.”

Pinoy hacker who targeted ex-FBI director nabbed | Headlines, News, The Philippine Star - 6.21.15

BACOLOD CITY, Philippines  – A 34-year-old Filipino, who is on the watchlist of the US Federal Bureau of Investigation (FBI) for bank and wire fraud, was arrested by police during a raid in this city last week.
Peter Alexei Locsin, who grew up in the US, is also on the FBI watchlist for international hacking.
According to Senior Police Officer 1 Joshua Barile, team leader of the Regional Intelligence Unit-6 (RIU-6), Locsin is facing a fraud complaint in New Jersey.
Among his alleged victims was former FBI director Robert Mueller.

Guns, body armor, stolen from FBI agent's car

JACKSONVILLE, Fla. — A local FBI agent had multiple guns and body armor stolen from his government car at a Jacksonville complex over the Fourth of July weekend, according to the Jacksonville Sheriff's Office.
Police reports say the FBI agent called police on Saturday to report that his car was broken into and ransacked. A rifle and pistol, along with a weapons gear bag and body armor, were all stolen from the vehicle
The police report says there were no signs of forced entry on the vehicle but the passenger side door was left open.
The incident is one of six that the Jacksonville Sheriff's Office is investigating from over the weekend where weapons were stolen from cars.
We reached out to the FBI Jacksonville Field Office and received a brief statement saying they were investigating along with JSO but could not provide any details as of yet.
The sheriff's office did not release the exact address of the incident involving the FBI agent, however neighbors in the 13000 block of Bartram Park Boulevard have been questioned.
The other incidents all took place in JSO's Zone 3, which is the southern and southeastern parts of Jacksonville.

Hacking Team, an Italian company that manufactures cyberespionage and warfare tools used by repressive governments around the world, has been selling its gear to a U.S. firm that does business with the Pentagon, according to a trove of documents stolen from the company by unknown actors and posted online.
The U.S. company, CyberPoint, which is based in Baltimore, is listed among what Hacking Team calls its “offensive” customers, who apparently are using the company’s products and services for offensive operations. (“Defensive” customers are listed in a separate file.)
Precisely how the company is using Hacking Team’s products isn’t clear from the documents. But CyberPoint’s own American business offers some clues, and links the controversial Italian company—which counts authoritarian governments including Russia, Sudan, Egypt, and Saudi Arabia as clients—to the American military’s burgeoning cyberwarfare apparatus.
The FBI, the Drug Enforcement Agency, and the Department of the Army are also listed as Hacking Team customers. The Italian operation worked with another U.S. firm, called Cicom, as its conduit to those government organizations.
In April, Hacking Team customer CyberPoint was awarded a $2.3 million contract from the Air Force for “complexity and side-channel adversarial integrated defects.” In plain English, a side-channel attack is one that tries to break the encryption protecting information by monitoring the physical attributes of the encryption system itself—like how long it takes to perform certain functions or how it uses power. Side-channel attacks differ from “brute force” attempts that use powerful computers to come up with thousands upon thousands of guesses at an encryption key until hitting on the right one. They are effectively another means by which a country can spy on anyone using encryption to guard the privacy of their communications.
In June, CyberPoint received a $6 million research contract from DARPA, the Pentagon’s leading research and development agency, to study how the U.S. military computers might be vulnerable to side-channel attacks. While that research is aimed at protecting American systems, the knowledge it takes to break encryption is also essential for protecting it, so offensive and defensive hacking are to a certain extent interchangeable disciplines.
A CyberPoint representative didn’t return a request for comment.
The company advertises itself as being in the cyber defense business. But among its offerings are services that require offensive expertise, such as searching for flaws and vulnerabilities in customers’ systems.
CyberPoint also bills itself as a kind of match-maker between U.S. companies and government agencies and foreign technology firms, testing their products’ security and assessing “issues related to foreign ownership, control, and interest,” according to CyberPoint’s web site. “We can deliver security reports and market analysis, but we can also open new sales channels, work with companies to create derivative products, and even draw on an investment fund to get innovative ideas off the ground,” the company claims.
CyberPoint doesn’t specify whether Hacking Team received that special service. But it boasts a close relationship with the U.S. government. According to a company press release, CyberPoint plans tohost an FBI supervisory special agent at a craft brewery in Laurel, Md., this month, where he will talk about a notorious computer botnet that the law enforcement agency helped take down last year.
An FBI spokesman declined to comment.
CyberPoint has other U.S. government ties. It has employed at least one former U.S. intelligence officer who worked in offensive cyber operations for the National Security Agency, according to a source who spoke on the condition of anonymity. Paul Kurtz, who worked on cyber security and counterterrorism issues for the National Security Council during the George W. Bush administration, worked for three years as CyberPoint’s chief information security officer after leaving government.
And the company has close ties to at least one foreign government, the United Arab Emirates, where it has run a cybersecurity operations center and is currently advertising for positions.
The work for the UAE provides another glimpse of the company’s potentially offensive cyber operations. Among the leaked Hacking Team documents is an invoice that shows CyberPoint bought the Italian company’s Remote Control System, a spying tool that allows users to “take control of your targets and monitor them regardless of encryption and mobility” and “hack into your targets with the most advanced infection vectors available,” Hacking Team claims on its Web site. Reportedly, the Remote Control System can turn on a laptop computer’s camera and microphone, making it an eavesdropping device.
The invoice for CyberPoint is billed to the company’s office in Maryland but was labeled by Hacking team as “MOI—UAE,” apparently a reference to the United Arab Emirates Ministry of Interior, which houses the country’s security services. Hacking Team has also sold its products through companies acting as middlemen to the governments of Egypt and Saudi Arabia.
The Middle East and the Gulf region have been important markets for Hacking Team, according to its client rosters and leaked invoices. In March, company employees spoke at a surveillance conferencefor law enforcement agencies in Dubai. Some of the presentation titles—“Offensive Surveillance in Today’s Changing, Challenging and Dangerous World,” and “Intruding Personal Devices with Remote Control System”—make clear that the company is based on turning government agencies into cyber spies. CyberPoint also presented at the conference, on “automating malware analysis” to assist in hacking investigations.
The company has also found a home with U.S. allies in Asia. Notably, Hacking Team has sold its Remote Control System to the South Korean army. South Korea and the United States share a common cyber foe in North Korea, which has attacked companies in both countries.
The U.S. has also mounted aggressive cyber spying operations against North Korea. And as The Daily Beast reported, the U.S. launched some limited offensive cyber operations against North Korean computer networks last year in retaliation for the country hacking Sony Pictures Entertainment.
The motivations of the intruders who posted Hacking Team’s secrets online are still unclear. But the disclosure could be a problem for some of the company’s spy agency clients. Now that the world knows which countries Hacking Team was working for, those spies themselves could be the next targets.
Nicholas Weaver, a senior researcher at the International Computer Science Institute, told The Daily Beast, “There are almost certainly a lot of intelligence agencies warming up for some significant ‘fourth party’ collection, that is, steal data from somebody else’s cache of stolen data.”
Tipton insists he doesn’t know Johnston, Shaw, or Sonfield from Adam. “There’s no communication between me and them,” Tipton said, adding that there’s no way to connect him with these people—other than circumstantially. “My name is nowhere,” Tipton said.
Ask Tipton about the evidence and he comes back with his own version of conspiracy and innuendo. He never bought the ticket. Some mystery man did.
“I have to prove that it wasn’t me because whoever did it—we don’t know who it is,” he said.
“I know how the game works,” Tipton added. “So either I’m an incredible genius that did something stupid or I’m just plain incredibly stupid. But how can I be an incredible genius and do something stupid at the same time?”

Hacking Team, the Surveillance Tech Firm, Gets Hacked

A company that sells software allowing governments to hack into computers has itself been hacked, and files posted late Sunday indicate it sold surveillance technology to dozens of countries, including Sudan, Egypt, Russia and the U.S.
The Italian company, Hacking Team, or HT S.r.l., is among a handful of companies that offer such surveillance tools to law enforcement around the world. The company’s techniques are similar to those used in “malware” by criminals trying to steal computer users’ personal information.
The market for off-the-shelf surveillance tech, including such software, has grown. In 2011, an industry veteran estimated it at $5 billion a year, The Wall Street Journal reported.
Hacking Team says its tools enable investigators to obtain information even if targets encrypt their communications to protect them.
The industry has come under fire over allegations that the software is used by repressive regimes to target dissidents, journalists and others. Hacking Team says on its website it doesn’t sell to countries if there are “credible concerns” that its products “will be used to facilitate human rights violations.”
In a 2011 interview with The Wall Street Journal, Marco Valleri, a Hacking Team co-founder, said the company was “fully compliant” with international laws. “Europe and the U.S. both have blacklists of countries that are not so friendly. We are allowed to sell only to friendly countries,” he said.
A 2014 report by the Citizen Lab at the University of Toronto found indications that Hacking Team’s products were used in Ethiopia, Sudan, Oman, Egypt and elsewhere. Those researchers said the company’s software was used in attempts to hack Ethiopian journalists in the U.S. Hacking Team at the time said it didn’t sell services to repressive regimes.
The documents posted Sunday include invoices and ledgers that appear to record sales to Sudan, Azerbaijan and Egypt, among others.
Officials from these countries couldn’t immediately be reached for comment.
Hacking Team’s U.S. spokesman, Eric Rabe, said the company “is investigating” and that it doesn’t “confirm the identities of clients or their locations.” He didn’t respond directly to a question about the authenticity of the documents.
“We consider this to be an illegal attack and theft and certainly a violation of law,” Mr. Rabe said. He also said that “with our systems under attack” the company has recommended that clients suspend investigations temporarily until the company can fully understand the exposure.
The documents posted online on a New Zealand file-hosting service include what appears to be a 2012 invoice from Hacking Team to InfoTeCS JSC, a Russian computer-security company that on its website boasts of licenses from Russia’s Federal Security Service and Ministry of Defense to produce encryption and protect state secrets.
InfoTeCS appeared to pay the bill. In November 2013, Hacking Team sent a document for a one-year renewal. InfoTeCS didn’t respond to a request for comment.
Other documents relate to possible sales to Sudan, which has been accused of torture and targeting political foes and has been under a United Nations arms embargo for the past decade. They include two 2012 invoices to Sudan’s National Intelligence and Security Services, and communications from the U.N. panel overseeing sanctions.
In the letters, U.N. representatives say such software may be considered military equipment and thus prohibited. Hacking Team argues that its software isn’t a weapon or military equipment and thus not regulated by the embargo.
In the letters, the company says it doesn’t have a relationship with Sudan, but declines to discuss past conduct.
Mr. Rabe said that, in the past, Hacking Team “took the position that our software is not equivalent to fighter planes, rockets, or bombs.” Since January, he said, the company has been regulated by new international protocols for technology that can have both civil and military uses.
“We have worked with the Italian government and fully implemented this protocol,” he said.
U.N. representatives didn’t immediately comment on the documents.
Computer-security researchers said the disclosures could intensify the debate around the sale of such surveillance tools.
“I don’t think there’s anyone who sells surveillance software who isn’t aware of the human-rights implications,” said Morgan Marquis-Boire, a senior researcher at Citizen Lab who investigated the Hacking Team tools.
He said proposals to limit the exchange of hacking tools are controversial because they could also prevent computer researchers from sharing information across borders.
The disclosed documents also appear to show sales to U.S. agencies. Hacking Team has an office in Annapolis, Md., to target North and South America. A “client overview list” shows sales of software licenses and maintenance from 2011 through 2015 to the U.S. Federal Bureau of Investigation and Drug Enforcement Administration totaling more than $1 million. In 2013, the DEA received a $170,000 bill for software renewal, an upgrade and “training in Bogota,” according to one file.
The U.S. Justice Department didn’t immediately respond to a request for comment.

The FBI Spent $775K on Hacking Team's Spy Tools Since 2011

The FBI is one of the clients who bought hacking software from the private Italian spying agency Hacking Team, which was itself the victim of a recent hack. It’s long been suspected that the FBI used Hacking Team’s tools, but with the publication yesterday of internal documents, invoices, emails and even product source code from the company, we now have the first concrete evidence that this is true.
The FBI is not in good company here. According to several spreadsheets within the hacked archive, which contain a list of Hacking Team’s customers, many of the other governments who bought the same software are repressive regimes, such as Sudan and Bahrain. The documents show that the FBI first purchased the company’s “RCS” in 2011. RCS stands for “Remote Control Service,” otherwise known as “Galileo,” Hacking Team’s premiere spy product.
RCS is a simple piece of hacking software that has been used by the Ethiopian regime to target journalists based in Washington DC. It has also been detected in an attack on a Moroccan media outlet, and a human rights activist from the United Arab Emirates.
Once a target’s computer has been infected, RCS is able to siphon off data, and listen in on communications before they have been encrypted. According to researchers based at the University of Toronto’s Citizen Lab, who have monitored the use of RCS throughout the world, the tool can also “record Skype calls, e-mails, instant messages, and passwords typed into a Web browser.” To top that off, RCS is also capable of switching on a target’s web camera and microphone.
Hacking Team has generated a total of 697,710 Euros ($773,226.64) from the FBI since 2011, according to the hacked spreadsheets. In 2015, the FBI spent 59,855 Euros on “maintenance,” and in 2014 the agency spent the same amount on “license/upgrades.” No expenditure was recorded for the whole of 2013.
In 2012, however, the FBI allegedly spent 310,000 Euros for Hacking Team’s services, all on licenses or upgrades, and the year before it spent 268,000 Euros.
Despite this expenditure on controversial surveillance technology, it appears that the FBI is only using Hacking Team’s software as a “back up” to other tools, according to internal emails.
As highlighted by Forbes, Eric Rabe, Hacking Team’s communications chief, wrote in a leaked email that “The FBI unit that is using our system seems like a pretty small operation and they have purchased RCS as a sort of back up to some other system they user.”
A final column on one of the hacked spreadsheets is entitled “Exploit”. For the FBI, the entry is written as “Yes.” Though it’s unclear exactly what this means, we can infer that the FBI’s version of RCS came with an exploit of some kind that could gain access to user’s computers, rather than being deployed through social-engineering means.
Regardless, the FBI has been known to hack the computers of criminals in the past. In fact, the agency has been using malware since at least 2002 for all sorts of criminal cases, and the FBIdevelops some of its own tools. In 2012, “Operation Torpedo” was launched, which involved loading malware onto a number of child pornography sites, and identifying the IP addresses of anyone who visited. A similar operation was launched shortly after, in order to catch users of Freedom Hosting, a dark web hosting company.
Those were both broad attacks, designed to sweep up as many offenders as possible. Hacking Team’s tools, on the other hand, are used for more targeted surveillance of specific individuals or groups. According to the hacked spreadsheets, the FBI has used RCS against 35 targets, although it is unclear who these targets are.
The FBI did not immediately respond to multiple requests for comment.
One interesting tidbit from the spreadsheet is that it appears that Hacking Team has not been selling these products directly to the FBI. Though the FBI is listed as the client, its “Partner/Fulfillment Vehicle” is listed as “CICOM USA.”
That name is familiar. Earlier this year, an investigation from Motherboard revealed that the Drug Enforcement Administration had been secretly purchasing surveillance technology from Hacking Team. Within that contract, $2.4 million was sent “between the DEA’s Office of Investigative Technology and a government contractor named Cicom USA,” according to Motherboard.
An invoice with the file name “Commessa019.2014. CICOM USA x FBI.xls,” also included in the Hacking Team archive, lists a “One year renewal for Remote Control System,” charged to Cicom USA. The invoice says that the product lasts from July 1, 2014 to the June 30, 2015. The file name for the invoice explicitly includes the FBI, and not the DEA. However, the spreadsheet with the client list shows that the FBI is, in fact, joined by the DEA and the DOD in buying products from Hacking Team, which both also use Cicom USA as their “fulfillment vehicles.”
Cicom USA is little more than a shell company for Hacking Team. “They have the same address, they have the same telephone number,” as Hacking Team’s US office, Edin Omanovic, a technologist at Privacy International, told WIRED in a phone interview.
As for what protections might be in place to make sure that the FBI (or any US government agency) is using this technology responsibly, it’s all a bit hazy.
“We think they get court orders, and we have even seen a few, but the applications don’t really describe how the software works, or how they will get it onto the target’s device,” Christopher Soghoian, Principal Technologist at the American Civil Liberties Union, told WIRED in an encrypted chat.
The problem is that the discussion around law enforcement using hacking as a means of information gathering has never been carried out in public.
“Congress has never explicitly granted law enforcement agencies the power to hack. And there have never been any congressional hearings on the topic,” Soghoian continued.
“We need to have a national debate about whether we want law enforcement agencies to be able to hack into the computers of targets. This is too dangerous a tool for them to start using by themselves.”

Cyber Caliphate Hackers Not Linked to Islamic State

The hacker group Cyber Caliphate that was thought to be an online arm of the Islamic State has no ties to the terror group despite its cyber attacks in support of the ultra-violent al-Qaeda offshoot, according to a State Department security report.
“Although Cyber Caliphate declares to support ISIL, there are no indications—technical or otherwise—that the groups are tied,” the two-page report from the Overseas Security Advisory Council states. The Islamic State (IS) is also known by the acronyms ISIL or ISIS.
Instead, Russian hackers now appear to be linked to the Cyber Caliphate, a fact discovered by French government authorities after a cyber attack on TV5Monde television in France last April.
In addition to the announcing the lack of a connection between IS and the Cyber Caliphate, the State Department warned that the terrorist group nevertheless continues to have unprecedented online recruitment and propaganda capabilities.
“ISIL’s online presence for propaganda and recruitment purposes continues to be unmatched by other terrorist organizations,” the report said.
The Islamic State uses Internet sites and social media strategies to disseminate and control its Islamist message.
“ISIL’s use of Twitter has been deemed particularly effective; a Brookings study reported at least 46,000 Twitter accounts in use by ISIL supporters during the timeframe of September through December 2014,” the report said.
IS also deftly exploits modern technology and has mastered online propaganda in appealing to young and computer-savvy foreigners, including known hackers who support its ends.
“Although ISIL continues to demonstrate success in using online tools for propaganda, recruitment, and fundraising purposes, the suspected link of Russian hackers to the TV5Monde attack reinforces the assessment that ISIL still lacks the ability to carry out a technically sophisticated cyberattack,” the report concludes.
President Obama on Monday defended the administration strategy against ISIL—despite the group’s expansion from Iraq and Syria to other parts of the world.
Obama said ISIL is “particularly effective” in recruiting foreigners, including Americans, and is using online methods to spread its ideology.
The president said that to defeat ISIL and al Qaeda, “it is going to also require us to discredit their ideology.”
However, the president and his administration continue to play down the Islamist nature of the threat, preferring the non-religious term “violent extremism.”
“Ideologies are not defeated with guns. They’re defeated by better ideas, [a] more attractive and more compelling vision,” Obama said.
“So the United States will continue to do our part by working with partners to counter ISIL’s hateful propaganda, especially online.”
The State Department report, “Who Is Cyber Caliphate? Re-examining the Online ISIL Threat,” was produced by a unit of the Department’s Office of Diplomatic Security, which supports American businesses overseas. It describes Cyber Caliphate as a relatively unsophisticated group that has conducted cyber attacks against perceived enemies of the Islamic State.
“This included targeting various media outlets, issuing threats against U.S. military spouses, and the highly publicized hacking of U.S. Central Command’s Twitter account and YouTube channel,” the report said.
Most of the group’s technical activities involved website defacements and hacking of Twitter accounts. The cyber vandalism seems to have beeen intended to spread IS propaganda and to build notoriety for the group.
However, the TV5Monde cyber attack that disrupted live broadcasts, staff email accounts, and the station’s web page for some 20 hours demonstrated new capabilities, the report said.
“The methodology employed in the attack was atypical of previous Cyber Caliphate activity, and further investigation by French authorities and U.S. private cyber security companies instead pointed to nation-state actors,” the report said.
Among the information said to have been compromised during the TV5Monde attack were personal information about relatives of French soldiers fighting IS. France is among the coalition of nations engaged in military operations against IS.
According to the report, IP addresses traced to the TV5Monde attack were traced to the Russian hacker group known as APT28.
“The [APT28] hacking group was formerly observed targeting the North Atlantic Treaty Organization, entities in Eastern Europe, security companies, and journalists,” the report said.
“APT28 is assessed to conduct operations to benefit the Russian government, and was not previously seen using hacktivists or terrorist organizations as cover.”
The origin of Cyber Caliphate and its members remains unclear. Initially, it was believed by security authorities that the group started by a British hacker, 20-year-old Junaid Hussain, who was linked to a hack against former British Prime Minister Tony Blair.
Hussain then was said to have moved from Britain to Syria where he sought to recruit hackers.
The Cyber Caliphate has not been officially endorsed by IS but it has gained from the free publicity its hacker attacks have generated.
The group’s attack on TV5Monde was described in the report as an anomaly for the hackers. Several theories are under consideration by experts regarding the nature of the group’s actions.
Some analysts believe the group was testing its cyber capabilities in preparation for expanded strikes on new targets.
Other analysts said the television station cyber attack was retaliation based on strained ties between Moscow and Paris.
Russia was angered by France’s recent decision to cancel a $1.3 billion deal for two Mistral-class helicopter carriers for the Russian Navy after Russia’s military aggression against Ukraine.
According to the report, the cyber security firm iSight Partners has assessed the Cyber Caliphate as a “false front for anti-western Russian actors.”
Another theory is that Cyber Caliphate is part of a Russian disinformation operation used by Moscow’s hackers as cover for their cyber attacks. The report noted “Russia’s long history of disinformation campaigns.”

Pinoy hacker who targeted ex-FBI director nabbed | Headlines, News, The Philippine Star

BACOLOD CITY, Philippines  – A 34-year-old Filipino, who is on the watchlist of the US Federal Bureau of Investigation (FBI) for bank and wire fraud, was arrested by police during a raid in this city last week.
Peter Alexei Locsin, who grew up in the US, is also on the FBI watchlist for international hacking.
According to Senior Police Officer 1 Joshua Barile, team leader of the Regional Intelligence Unit-6 (RIU-6), Locsin is facing a fraud complaint in New Jersey.
Among his alleged victims was former FBI director Robert Mueller.
Bank and wire fraud refers to the scheme of obtaining money or other assets owned or held by financial institutions through illegal means, which involve the use of information technology or electronic communications.
Barile told The STAR yesterday that the FBI, through its legal attaché Steven Merrill, has been coordinating with the national police and the RIU-6 since January for the arrest of Locsin.

With the direct supervision of the intelligence unit of Camp Crame and in coordination with the FBI, Barile said they conducted surveillance and monitoring on Locsin for the case build-up.
Locsin was arrested Thursday afternoon inside a house he was renting in Doña Juliana Subdivision, Barangay Taculing for possession of illegal drugs and for illegal possession of firearms and ammunition.
The RIU-6 and Bacolod City police station 6 staged the operation on the strength of a search warrant issued by Municipal Trial Court in Cities Branch 1 Judge Jose Paolo Ariola.
Recovered from Locsin’s possession were an M4 riffle with 127 bullets, eight magazines, a 12-gauge shotgun with nine bullets, a .22 caliber pistol with seven bullets, an air gun, five mobile phones, 22 bank cards, a computer set and two tooters with traces of what invetigators suspect to be shabu.
Police operatives also arrested Chito Garrido, 31, and James Mathews Alunan, 27, Richard Talde, 22, and Paul de la Peña, 31, who were caught allegedly having a “pot session” with Locsin.
Locsin and his four companions are being held at the Bacolod City Police Station 6.
They were charged with violating Republic Act 10591, the Comprehensive Firearms and Ammunition Regulation Act, before the Bacolod City prosecutor’s office last Friday.
The RIU-6 is still awaiting the drug test results of Locsin and his companions for the filling of drug charges against them.
Locsin would not be endorsed to the FBI until he faces his “domestic cases” first, Barile told The STAR.
However, he said FBI personnel will be in Bacolod next week to “exploit” evidence against Locsin related to bank and wire fraud, noting that Merrill has “marching orders” to bring technical experts and check the computer and bank cards found in Locsin’s possession.
Barile added that they are willing to assist the FBI if it requests for intervention for charges against Locsin in the US.

Islamic Battalions, Stocked With Chechens, Aid Ukraine in War With Rebels

MARIUPOL, Ukraine — Wearing camouflage, with a bushy salt-and-pepper beard flowing over his chest and a bowie knife sheathed prominently in his belt, the man cut a fearsome figure in the nearly empty restaurant. Waiters hovered apprehensively near the kitchen, and try as he might, the man who calls himself “Muslim,” a former Chechen warlord, could not wave them over for more tea.
Even for Ukrainians hardened by more than a year of war here against Russian-backed separatists, the appearance of Islamic combatants, mostly Chechens, in towns near the front lines comes as something of a surprise — and for many of the Ukrainians, a welcome one.
“We like to fight the Russians,” said the Chechen, who refused to give his real name. “We always fight the Russians.”
He commands one of three volunteer Islamic battalions out of about 30 volunteer units in total fighting now in eastern Ukraine. The Islamic battalions are deployed to the hottest zones, which is why the Chechen was here.
Fighting is intensifying around Mariupol, a strategic seaport and industrial hub that the separatists have long coveted. Monitors for the Organization for Security and Cooperation in Europe say they have seen steady nighttime shipments of Russian military equipment on a rail line north of here. Recently, the Ukrainian authorities released photos — which they said were taken by a drone flying north of the city — that showed a massing of heavy weapons, including tanks and howitzers, on the rebel side.
Anticipating an attack in the coming months, the Ukrainians are happy for all the help they can get.
As the Ukrainians see it, they are at a lopsided disadvantage against the separatists because Western governments have refused to provide the government forces with anything like the military support that the rebels have received from Russia. The army, corrupt and underfunded, has been largely ineffective. So the Ukrainians welcome backing from even Islamic militants from Chechnya.
“I am on this path for 24 years now,” since the demise of the Soviet Union, the Chechen said in an interview. “The war for us never ended. We never ran from our war with Russia, and we never will.”
Ukrainian commanders worry that separatist groups plan to capture access roads to Mariupol and lay siege to the city, which had a prewar population of about half a million. To counter that, the city has come to rely on an assortment of right-wing and Islamic militias for its defense.
The Chechen commands the Sheikh Mansur group, named for an 18th-century Chechen resistance figure. It is subordinate to the nationalist Right Sector, a Ukrainian militia.
Neither the Sheikh Mansur group nor Right Sector is incorporated into the formal police or military, and the Ukrainian authorities decline to say how many Chechens are fighting in eastern Ukraine. They are all unpaid.
Apart from an enemy, these groups do not have much in common with Ukrainians — or, for that matter, with Ukraine’s Western allies, including the United States.
Right Sector, for example, formed during last year’s street protests in Kiev from a half-dozen fringe Ukrainian nationalist groups like White Hammer and the Trident of Stepan Bandera. Another, theAzov group, is openly neo-Nazi, using the “Wolf’s Hook” symbol associated with the SS. Without addressing the issue of the Nazi symbol, the Chechen said he got along well with the nationalists because, like him, they loved their homeland and hated the Russians.
To try to bolster the abilities of the Ukrainian regular forces and reduce Kiev’s reliance on these quasilegal paramilitaries, the United States Army is training the Ukrainian national guard. The Americans are specifically prohibited from giving instruction to members of the Azov group.
Since the Afghan war of the 1980s, Moscow has accused the United States of encouraging Islamic militants to fight Russia along its vulnerable southern rim, a policy that could deftly solve two problems — containing Russia and distracting militants from the United States. The Chechen leader, Ramzan Kadyrov, has accused the Western-backed Georgian government of infiltrating Islamic radicals into the North Caucasus, though he has not offered proof.
In Ukraine, the Dzhokhar Dudayev and Sheikh Mansur units are mostly Chechen, but they include Muslims from other former Soviet areas, such as Uzbeks and Balkars. The third unit, Crimea, is predominantly Crimean Tatar. There is no indication of any United States involvement with the groups.
Along the front about seven miles to the east, the battalions career about in civilian cars, AK-47 rifles poking from the windows, while the regular army holds back in a secondary line of defensive trenches.
The Chechens, by all accounts, are valuable soldiers. Ukrainian commanders lionize their skills as scouts and snipers, saying they slip into no-man’s land to patrol and skirmish.
The Chechens are also renowned for their deft ambushes and raids. In the Chechen wars, insurgents had a policy of killing officers and contract soldiers who were taken prisoner, but conscripted soldiers were spared.
In Ukraine, the Chechens’ calls of “Allahu akbar,” or God is great, are said to strike fear in the hearts of the Russians.
In the interview, the Chechen commander said his men liked to fight with little protective gear. “This is the way we look at it,” he said. “We believe in God, so we don’t need armored vests.”
In the interview at the restaurant, a steakhouse and favorite haunt of Right Sector, the Chechen said he was about 45, had fought against Russia in both Chechen wars and had seen a good deal of violence. When he talks about combat, his eyes grow dark and inscrutable.
For the Ukrainians, the decision to quietly open the front to figures like the Chechen — who are making their way here from Europe and Central Asia — has brought some battle-hardened men to their side. The Chechen had been living in France, and he founded the Chechen battalions last fall along with Isa Musayev, an émigré from Chechnya who had been living in Denmark.
Mr. Musayev, the Chechen said, had received approval from senior members of the Ukrainian government, but “there were no documents, nothing was written,” he said, adding that Mr. Musayev was killed in fighting in February.
Though religious, the Chechen groups in eastern Ukraine are believed to adhere to a more nationalist strain of the Chechen separatist movement, according to Ekaterina Sikorianskaia, an expert on Chechnya with the International Crisis Group.
Not everyone is convinced. The French authorities, on edge over Islamic extremism in immigrant communities, detained two members of the Sheikh Mansur battalion this year on accusations of belonging to the extremist group Islamic State, the Chechen said. He denied that the two were members of the group.
“All of Europe is shaking with fear of the Russians,” he said. “It’s beneficial for Europe that we fight here as volunteers. But not everybody understands.”
