Jews Again Leaving Russia Because ‘After Putin, There Will Be Another Putin’

Staunton, July 2 – For the first time since the 1990s, the number of Jews emigrating from Russia to Israel has gone up dramatically, doubling between 2013 and 2014 to 4685. But this new wave is different from its predecessors in that its members are younger, better educated, and almost exclusively from Moscow.
Moreover, this new group is convinced that they have no future in Russia because “after Putin, there will be some other Putin,” a dramatic change in expectations compared to how many Jews and others felt in the 1990s when they were pessimistic about Russia in the short term but optimistic in the longer run.
The emigration of Jews from Russia is only a small part of the total number of Russian citizens who are leaving for permanent residence abroad, a figure that is also increasing. In the first nine months of 2014, 203,659 people left, compared to 120,756 who departed during the corresponding period a year earlier.
Officials of Israel’s absorption ministry view this year as a turning point given that the number of Jews from Russian seeking to obtain Israeli citizenship is two and a half times greater than for any year since the end of the 1990s. And they also see dramatic changes in the composition of this flow.
Ekho Rossii interviewed several of those who have moved to Israel. Their comments say a great deal about broader processes in the Russian Federation. Dramatist Mikhail Kaluzhny said he had wanted to leave in 1991 but decided against it until finishing his university coursework.
Then on graduation, he said, he delayed going because “all the most interesting” developments were occurring then in Russia. “Why leave?” But “now,” Kaluzhny said, he had made the decision to leave because the surrounding political, emotional and everyday environment had alienated him and left him with little hope for Russia.
He said that his departure was “directly connected with politics.” First of all, he visited the Maidan in Kyiv and recognized that no such protest was ever likely to happen in Russia. Then the Russian government blocked foreign grants which were critical to the operation of his profession.
Finally, “after Crimea,” he said, his family was driven by “a desire to distance itself” from all this, “above all from the [Russian] government.”
Officials in Israel say that those new repatriates “especially from Russia” are taking Israeli citizenship not so much out of a great love for Israel but rather because they are angry or fearful about conditions in the country in which they had been living. Such repatriates are on average “younger, healthier, and smarter” than those who came earlier.
At the end of the 1990s, “two thirds of the repatriation were from the periphery, from very small cities. But the current Aliya, to judge by the structure of the last three years, consists of people from two major cities, Moscow and St. Petersburg.” We observe, Israeli experts say, that the current wave largely consists of the creative intelligentsia.
Vladimir Yakovlev is a representative of this group. The founder of the Kommersant publishing house and the Snob portal, he arrived in Israel seven months ago; but he said that he feels himself completely at home because “my circle of contacts here almost completely corresponds with what it was in Moscow.”
“We live in one apartment building with friends from Moscow. I meet people on the street whom I constantly met in Moscow … This isn’t a matter of every second person but every first.” Those who are leaving now, he said, are doing so because “they are afraid to be where they would like to live.”
According to Yakovlev, the reason so many find they cannot stay in Russia is that “there is no generally accepted and understood system of values” in that country. “This means that there is no common security, no common social guarantees, no striving for culture and education, not even a striving for work. There is none of this.”
As a result of the failure of Russia’s rulers to articulate such a set of values in the 1990s, life in that country has become a kind of “Russian roulette.” Every day you fear that something you don’t expect will happen to you – and even when it doesn’t, you live with the fear that it will.
The people who are leaving Russia now, Yakovlev continues, “are the young intellectual elite of the country. For any civilized country, the young intellectual elite is the highest value which exists because it is the future of the country.” But Russia doesn’t care about it and thus is fated to become “a giant raw materials supplier” to others.
That has always been true in Russia, he said, only the methods of repression against the intellectual elite have changed. Stalin shot them. Brezhnev “marginalized them.” Putin “is driving the intellectual elite out of the country.” And many of them are landing in Israel, which is more than happy to receive them.
Kaluzhny seconded that view: “Our compatriots in their majority are unfortunately a guarantee that after this Putin there will be another Putin. The level of aggression and force which makes Putin Putin isn’t changing … I am not certain that the situation in Russia will ever change significantly.”
That is why people are leaving. They can imagine that there will arise “in Riga, Berlin, Tel Aviv or Montenegro some kind of intensive centers of Russian cultural life which perhaps will not be important sources of inspiration for hundreds of thousands of people. But for hundreds and thousands, they will be.”

Having Attacked Gays and Made Jews Uncomfortable, Some Russians are Now Again Targeting the Roma

            Staunton, July 2 – Tragically, the list of the objects of Russian anger is not only growing but increasingly including many of the same groups Hitler targeted in the Third Reich.  First, some Russians have attacked LGBTs in the name of defense of traditional values; then, they have made Jews sufficiently uncomfortable that an increasing number are leaving.

            Now, there are growing instances of anti-Roma (anti-gypsy) attitudes and actions, including most recently a decision by the police in Tula Oblast to monitor places where Roma are concentrated in order to forestall a possible outbreak of inter-ethnic hostility (nazaccent.ru/content/16527-v-tulskoj-oblasti-poseleniya-cygan-vozmut.html).
           
            That follows an even more disturbing case in Moscow where an ethnic Armenian guard in a store electro-shocked a Roma boy when he thought the seven-year-old had not paid.  Media reports say that the boy’s family was able to get the procuracy to bring charges but the guard has fled, supposedly out of fear of attack by other Roma (www.kp.ru/daily/26391.7/3270359/).

            Initially, Pavel Astakhov, the ombudsman for children, expressed outrage that the boy had been attacked, but “Komsomolskaya Pravda” reported that “it turned out” that the boy was from “a large local Roma family” and that he and his relatives “more than once had been suspected of petty theft,” a classic anti-Roma trope.

            According to the paper, “the anger of society rapidly changed direction: the majority after that now stood on the side of the guard,” and some people were expressing doubts that there had been an electro-shock used at all.  The guard’s mother has collected 300 signatures in support of her son who has fled to avoid prosecution and what his family says are threats of violence from Roma (nazaccent.ru/content/16392-300-podpisej-sobrali-v-podderzhku-ohrannika.html).

                What makes all this so worrisome is the ways in which antagonism even hatred sanctioned and even encouraged by the authorities against some groups, such as the LGBT community in Russia, can easily spread to others such as the Roma which the authorities have not attacked but that they have done little or nothing to deter.

            In a country as varied ethnically and otherwise as the Russian Federation is, the danger of anger and hatred jumping like a forest fire from one group to another and igniting a conflagration is all too real; and consequently, the failure of some to attend to attacks on outsider groups like the Roma is thus not only indefensible but dangerous.

Other Nations Gaining on US Military Supremacy

The top U.S. military officer said Wednesday that while the United States is still the world's most powerful fighting force, other countries are starting to close the gap.
Announcing the 2015 National Military Strategy, Joint Chiefs Chairman General Martin Dempsey said other nations are investing heavily in their military capabilities.
The general said that since the Pentagon published its last military strategy in 2011, global disorder has increased and some of the advantages the U.S. had over other nations have started to erode.
Dempsey said the U.S. military needs to be more agile, innovative and integrated, and it must remain globally engaged.
The 2015 strategy notes that Russia has "repeatedly demonstrated that it does not respect the sovereignty of its neighbors" and is willing to use force to achieve its goals. It says "Russia's military actions are undermining regional security directly and through proxy forces," a reference to its support for separatists in eastern Ukraine.
The strategy says Iran's nuclear program worries U.S. allies in the Mideast and that Iran actively sponsors terrorist groups in Iraq, Lebanon, Syria and Yemen.
It calls North Korea an "outlaw state" with atomic weapons and says it is building missiles capable of reaching the U.S.
But the strategy says China is in a "different class" and encourages the Chinese to "become a partner for greater international security."
It does say, however, that China could be a threat to the U.S. and that its actions in the South China Sea — where China has flaunted its military might in island disputes with its neighbors — are "worrisome."
The strategy says globalization and technology are letting people travel around the world in a way never seen before, and that makes a complex security situation even more complicated.
The Islamic State group in 2015 is not like al-Qaida in 2011, with a command-and-control unit giving orders. Dempsey called Islamic State "transregional" with other terrorist groups placing themselves under the Islamic State umbrella.
He said the U.S. is trying to build a network to combat the group — one that must be sustainable and endure.

MOSCOW Russia denounced a new U.S. military strategy that accuses Moscow of failing to respect its neighbors' sovereignty as "confrontational" on Thursday, saying it would set back efforts to improve relations.
The Pentagon has updated the U.S. National Military Strategy to take into account changes in the global security situation, which include a standoff with Russia over Moscow's role in the Ukraine crisis.
It said in the document, published on Wednesday, that Russia had contributed to global security in areas such as fighting the narcotics trade and terrorism but had "repeatedly demonstrated that it does not respect the sovereignty of its neighbors and it is willing to use force to achieve its goals".
"Russia's military actions are undermining regional security directly and through proxy forces," it added, naming Russia among "revisionist-minded" states.
Asked about the new strategy during a conference call with reporters, Kremlin spokesman Dmitry Peskov expressed regret.
"The use of such language in this document points, shall we say, to what is probably a confrontational attitude devoid of any objectivity towards our country," he said.
"Of course this will hardly contribute to attempts to steer bilateral relations in the direction of normalization," he added, calling for more cooperation between Russia and the United States on global matters.
Relations between Moscow and the West are at their lowest point since the end of the Cold War, mainly because of the pro-Russian rebellion in eastern Ukraine.
Asked what would be said about the United States when Russia draws up it own new security strategy, Peskov said: "Of course, all threats to Russia's national security are taken into account and counter-measures are worked out and adopted."
RUSSIAN "AGGRESSION" ON NATO PERIPHERY
The United States and the European Union imposed sanctions on Russia after it seized the Crimea peninsula from Ukraine last year and have accused it of providing pro-Russian separatists in east Ukraine with weapons and soldiers.
Moscow denies doing this, and accuses the West of plotting a coup to topple a Ukrainian president backed by Moscow in February 2014.
The new U.S. national military strategy warned of "hybrid" conflicts in which military forces assume a non-state identity, saying Russia had done this when armed groups without insignia took control of Crimea.
It said the United States was steadfast in its commitment to its NATO allies and that the defense alliance was "strategically important for deterring conflict, particularly in light of recent Russian aggression on its periphery".
Despite the tension over Ukraine, the military strategy said Washington still wanted to engage Russia in areas of common interest, while urging it and China to "settle their disputes peacefully and in accordance with international law".
