Western Toughness Causing Putin to Pursue De Facto Annexation of Donbas Rather than New Aggression in Ukraine, Piontkovsky Says

Staunton, July 10 – Because the Western powers have made it clear that they will react harshly to any further Russian advance into Ukraine, Vladimir Putin has shifted his focus away from that at least for the time being and is concentrating on the de facto annexation of the occupied territories, according to Andrey Piontkovsky.

According to the Russian analyst, Putin’s attempt to use nuclear blackmail against the West backfired. He assumed the West would back down, “but this didn’t happen: the West responded with a display of its military might” in the Baltic countries which are members of NATO and made clear that no further aggression in Ukraine would be tolerated.

The West has given Putin to understand that “any military escalation such as a move toward Mariupol or even more an attempt to create a corridor to the straits will be met with intensified economic sanctions and the sale to Ukraine of lethal weaponry, including anti-tank rockers” (nv.ua/opinion/piontkovskiy/ot-planov-putina-ostalsya-ogryzok-donbassa-58458.html).

The Kremlin, Piontkovsky suggests, “has understood this and thus not taken a decision for military escalation.” Of course, there will be clashes along the border for a certain time, “but there will be ever less sense in them because Moscow is not prepared for an escalation” and Ukraine “is not planning” to recover the occupied lands “by force” lest it provoke Putin into sending in more regular army units and gaining a decisive advantage.

Moscow’s strategy in this situation, the Russian commentator says, “is to deceive the Ukrainians with the illusion of territorial integrity” and try to force Kyiv to take responsibility for the DNR and LNR in order to “disorder Ukraine from the inside.”But Kyiv has made clear that it will not “support these bandit republics and permit them to define its political future.”

That in turn means, he says, that “Putin is gradually moving toward the actual annexation of the occupied territories,” assuming “responsibility for the economy and social sphere of ‘the republics” and not seriously expecting that their demands for Ukrainian support will be successful in Kyiv.

“In the short term,” Piontkovsky argues, “such a scenario” will satisfy Ukraine: “Moscow will take on itself the support of the separatist republics and not engage in further demands.” But only in the short term. “Moscow is not capable of supporting this region even in the middle term,” but Putin will try because this is the only way he can save face in retreat.

Initially, as the Russian commentator says, Putin “spoke about the Russian world which would extend to Estonia, Latvia, and Kazakhstan. Then when it became clear that the Russian world was not going to happen, he began to talk about Novorossiya.” But “the Russian language community of Ukraine did not support this insane idea.”

As a result, Putin has had to satisfy himself with a piece of the Donbas.”

And although Piontkovsky does not address this possibility, the de facto annexation of the Donbas could very well mean that that region will destabilize Russia just as Putin once hoped to have it destabilize Ukraine, yet another example of his counterproductive policies and unintended consequences.

The head of the U.S. government's personnel office, OPM, is rejecting bipartisan calls for her resignation following revelations that hackers stole the personal information of more than 21 million people on her watch. Katherine Archuleta, director of the federal Office of Personnel Management, said she has no plans to step down and is committed to continuing her work. The White House, which had previously said President Barack Obama was confident in Archuleta's leadership, said there was no change in its position. Although the government declined to name the hackers, officials said the same party was responsible for both hacks. Numerous U.S. lawmakers who have been briefed on the federal investigation have pointed the finger at China. The escalating calls for Archuleta to be replaced came as the Obama administration disclosed on Thursday that the number of people affected by the federal breach — believed to be the biggest in U.S. history — was far higher than previously reported. Hackers downloaded federal Social Security numbers, a key piece of information used to identify Americans, along with health histories or other highly sensitive data from OPM's databases, affecting more than five times the 4.2 million people the government first disclosed this year. Since then, the administration acknowledged a second, related breach of systems housing private data that individuals submit during background investigations to obtain security clearances. Word that the breach was far more severe than previously acknowledged drew indignation from members of Congress who have said the administration has not done enough to protect personal data in their systems, as well as calls for Archuleta and her top deputies to resign. Republican leaders called for Archuleta's resignation, and Boehner said the president must "take a strong stand against incompetence." Even some members of Obama's own party, usually reluctant to criticize the administration, joined the call for Archuleta to go. Democratic Sen. Mark Warner decried Archuleta for a "slow and uneven response" that he said had undermined confidence in her abilities. Among the data the hackers stole: criminal, financial, health, employment and residency histories, as well as information about their families and acquaintances. The second, larger attack affected more than 19 million people who applied for clearances, as well as nearly two million of their spouses, housemates and others.

Kerry Setting Records with Long Vienna Stay

U.S. Secretary of State John Kerry has been locked in this round of Iran nuclear talks for a longer period than any top American official has devoted to a single international negotiation in more than four decades. With no agreement in sight, he may stay longer.   Kerry's trip to Vienna, now in its 15th day, already eclipses his own record for an overseas voyage and is the most extended stay outside the United States for a secretary of state since George Shultz in 1983. He would equal Shultz's mark on Sunday.   What makes the current mission unique in recent history is its singularity of purpose and venue: An agreement to curb Iran's nuclear program for a decade in exchange for tens of billions of dollars in relief from international sanctions.   Kissinger, Lansing Not since Henry Kissinger's 34-day Middle East peace odyssey in 1974 has the top U.S. diplomat devoted so many days abroad to one particular foreign policy objective.   But unlike Kissinger -  whose shuttle diplomacy took him between Jerusalem, Damascus, Amman and other destinations - Kerry has spent the entire time in Austria's capital. To find the last time a secretary of state has been stuck for so long in the same place, one would have to go back in the State Department historian's archives to the early 1960s.   Much has changed since the days when then-Secretary of State Robert Lansing spent months in Europe assisting President Woodrow Wilson at the 1919 Paris Peace Conference, which ended World War I, or when President Harry Truman spent 18 days in Potsdam, Germany, thrashing out Europe's post-World War II future with British Prime Minister Winston Churchill and Soviet leader Josef Stalin.   The advent of the jet age has enabled officials to travel back and forth from the United States, and to jump from place to place. It's a far cry from the days diplomats conducted missions on cruise or battleships and propeller planes. And it was far simpler to focus on a single crisis or conference a century ago, when the world was carved up by a small group of empires and not a collection of almost 200 independent nations.   Kerry, still on crutches after breaking his leg last month, hobbled his way to a personal record by surpassing the two-week mark on Friday. Moving deadline He left Washington June 26 hoping the Iran talks would wrap before a June 30 deal deadline. Since then, negotiators have pushed off the deadline twice and will do so for a third time Friday, if the negotiations are to continue.   Late Thursday, Kerry took note of the extraordinary length of his trip.   "Let me assure you we would not be here continuing to negotiate just for the sake of negotiating,'' he said. " We're here because we believe we are making real progress toward a comprehensive deal.''   Kerry also flashed some impatience, demanding that Iran make the "tough political decisions'' needed for agreement.   "This is not open-ended,'' Kerry said outside the 19th-century Viennese palace hosting the negotiations. "We can't wait forever for the decision to be made. If the tough decisions don't get made, we are absolutely prepared to call an end to this process.''   The remarks were met by a stiff rebuke from his Iranian counterpart, Foreign Minister Mohammad Javad Zarif, who accused the U.S. and its partners of backtracking on past commitments. The bickering left talks at an impasse. If a deal isn't struck, Iran has said it will continue with its nuclear program. Albright, Clinton While more recent former secretaries of state, like Madeleine Albright and Hillary Rodham Clinton, were inveterate travelers, none topped two weeks on the road in a single trip. And, their longest journeys were generally multi-destination, around-the-world affairs.   In September, 1999, Albright undertook a 13-day excursion that started in Morocco and ended in New Zealand with intermediate stops in Egypt, Israel, the Palestinian Authority, Syria, Lebanon, Egypt again, Israel again, Turkey and Vietnam.   Kerry equaled that mark last year during the waning days of his ill-fated Middle East peace push. He began that trip in the Netherlands and visited Italy, Vatican City, Jordan, France, Israel, the Palestinian Authority, Belgium, Algeria and Morocco before returning home.

FBI: Church Shootings Suspect Got Past Background Check

The FBI said Friday that the man accused of shooting nine parishioners at a church in Charleston, South Carolina, last month should not have been allowed to buy a gun. The FBI said Dylann Roof was able to purchase a .45-caliber Glock handgun in April, eight days after he turned 21, because of a breakdown in the agency's background check system. Roof should have been barred from buying the gun because of a previous admission that he was in possession of illegal drugs. The admission should have prevented him from purchasing a gun, according to FBI rules. FBI Director James Comey said that because the information was not properly entered into the database of the National Instant Criminal Background Check System, the examiner reviewing Roof’s request to buy a gun never saw it. The gun purchased in April was the one used in the shootings at Emanuel African Methodist Episcopal Church, Comey said in a meeting with reporters at FBI headquarters in Washington. “We are all sick that this happened," he added. "We wish that we could turn back time.” Roof was arrested at a shopping mall in February and found to be in possession of a controlled substance commonly used to treat heroin addiction. It was at that time he admitted to being in possession of an illegal drug. Comey said he was informed of the lapse Thursday evening and had ordered a review into the FBI’s background check system. “This case rips all of our hearts out, but the thought that an error on our part is connected to a gun this person used to slaughter these people is very painful to us,” he said.
