A pair of extremist groups, growing increasingly volatile. A double holiday—Independence Day and Ramadan. The FBI felt it had to pounce before things got out of hand.
As the Fourth of July neared, the White House and FBI headquarters decided to shut down two ISIS-inspired terror cells that appeared to be ratcheting up towards attacks, a senior law enforcement official told The Daily Beast.
This year’s Fourth of July was particularly worrisome because it comes during the Muslim holiday Ramadan, which ISIS has declared to be a time when jihad is all the more imperative.
“No acts of worship are equal to jihad, and jihad in Ramadan is not matched by jihad in other months,” ISIS spokesman Abu Muhammad al-Adnani said recently.
If you have been paying attention to the news in recent days, you have heard talk about a July the Fourth threat; CNN, in particular, has gone wall-to-wall with it. We are going from lone wolves to lone wolf packs and the increasing danger presented by cells like these two—combined with the obvious symbolism of Independence Day—goes a long way toward explaining the heightened alarm.
The more serious threat at the approach of this double holiday appears to have come from a cell based in the New York area that is said to have been researching the construction of pressure cooker bombs, complete with timing mechanisms.
Such bombs were used with devastating effect at the Boston Marathon and officials worried that the New York cell might seek to do the same in the crowds that gather for the city’s annual Fourth of July fireworks display.
The criminal complaint filed against one member of the New York cell, 20-year-old Munther Omar Saleh of Queens, suggests that he may have been taking orders directly from ISIS. He referred to ISIS as “dawla”—Arabic for the “state”—when communicating with a confidential informant.
“I’m very sorry, but I was ordered by dawla officials not to talk to anyone,” Saleh said, according to the criminal complaint.
As the officers attempted to restrain Mumuni, he “repeatedly attempted to plunge the kitchen knife into the torso of an FBI Special agent.”
The other cell that worried officials as the holiday approached was comprised of two men from Boston and a third from Rhode Island. The three allegedly plotted at one point to behead anti-Muslim agitator Pamela Geller in New York.
One of the trio, 26-year-old Usaamah Rahim of the Boston area, obtained a 9-inch fighting knife on May 27, followed three days later by a second Marine fighting knife and a 13-inch “Spec Plus” fighting Knife, all via Amazon.com.
On May 31, Rahim met with a fellow Bostonian, 25-year-old David Wright, and 24-year-old Nicholas Rovinski of Providence on a deserted Rhode Island beach. Rovinski had originally connected with them through Facebook. His call to arrange the huddle was recorded by authorities.
“Like I said, I’ve been wanting to meet up with you to discuss some important aspects that I think you might, you might enjoy,” Rovinski said.
“Oh, that sounds so wonderful,” Wright replied.
Wright then had texted Rahim, saying that Rovinski “wishes to speak on some juiciness.”
“LOL,” Rahim replied.
The three allegedly stood in a rainstorm and discussed beheading Geller in New York.
At 5 a.m. on June 2, Rahim was recorded telephoning Wright to announce that he had decided not to join the “vacation” to the Big Apple. He suggested that he would instead be going after police officers close to home.
“I can’t wait that long, I can’t wait that long man,” Rahim said according to the complaint. “I’m going to be on vacation right here in Massachusetts… I’m just going to, ah, go after them, those boys in blue. ’Cause, ah, it’s the easiest target and, ah, the most common is the easiest for me.”
Rather than let the scheme play out any longer, the FBI and the Boston police approached Rahim on the street later that same day.
“Rahim took out one of the knives he had purchased from Amazon.com when he saw the officers and agents,” the complaint notes. “One of the officers told Rahim to drop his weapon and Rahim responded, ‘You drop yours.’ Rahim moved towards the officers while brandishing his weapon, and he was shot by law enforcement.”
The authorities scooped up Wright within hours and Rovinski ten days later. The two were charged with conspiring to provide material support to ISIS.
Down in New York, the local Joint Terrorist Task Force (JTTF) prepared to shut down what appeared to be developing into a significant bomb plot.
Back on March 22 and again the next day, a Port Authority Police Officer had observed Munther Omar Saleh walking around the New Jersey end of the George Washington Bridge. He was detained and the JTTF interviewed him.
“Saleh stated that he had gone to New Jersey to visit a friend,” the subsequent complaint says. “When asked what he thought of ISIS, Saleh stated that he was not sure and had heard they were murdering children.”
The alleged statements were at odds with the many declarations in support of ISIS Saleh had been making online since 2014, when he posted on the day before the 13th anniversary of 9/11 that al Qaeda “could be getting too moderate.” He subsequently praised ISIS for its “high end videos, great weaponry and quality fighters.”
The complaint notes that Saleh had been studying at Vaughn College of Aeronautics and Technology near LaGuardia Airport in Queens. He seemed to be less interested in what made a plane fly than in what could make a bomb go off.
“In shah Allah these work,” he wrote of some circuitry in a March 7 e-mail, adding a smiley face.
On May 7, Saleh e-mailed himself information he had found online regarding the construction of a pressure cooker bomb. He also made numerous Internet searches for weaponry, disguises and drones. He was observed on May 19 purchasing the kind of digital watch that can be used in a bomb.
On May 28 and May 31, Saleh conducted online searches regarding various New York City landmarks. He was contacted online by a confidential informant who was posing as an ISIS supporter.
Saleh asked the informant if he was in America and he replied that he was.
“Well, I’m in NY and trying to do an Op,” Saleh said, according to the complaint.
In a subsequent conversation, Saleh told the informant that he had been instructed by dawla—ISIS—not to speak to anyone. All contact then ceased.
“Saleh’s final communication to [the informant] indicated that he is taking orders from persons he believes are ISIS officials and that pursuant to their orders he could not communicate further,” the complaint states.
The big worry was what other orders Saleh might be getting from ISIS, most particularly with the Fourth of July approaching. He was kept under intense surveillance.
Early on the morning of June 13, FBI agents and cops followed Saleh and two other men in a green Jeep whose license plates did not match the vehicle. The agents watched the men pull into a car wash and vacuum out the inside of the Jeep. The men then performed a series of what the complaint terms “anti-surveillance measures,” such as “driving quickly through a parking lot with the vehicle’s lights off.”
At 4 a.m., the Jeep stopped near the entrance to a Queens expressway. Saleh and one of the other men hopped out and took several steps toward a law enforcement vehicle that was tailing them. They hopped back inside only to jump out again.
“Saleh charged the law enforcement vehicle with a knife in his hand,” the court papers say.
The agent threw the vehicle in reverse, avoiding a confrontation until other agents and cops arrived. Saleh and the other man were arrested. Saleh is said to have waived his Miranda rights.
“Saleh stated that he had pledged allegiance to ISIS and was a ‘full fledged’ member of ISIS,” according to the complaint.
Authorities checked Saleh’s cell phone and found text conversations with a man named Fareed Mumuni. Saleh had been observed meeting Mumuni in downtown Manhattan. The texts now seemed to make clear the nature of their interactions.
“Saleh and Mumuni discussed the prospect of attacking law enforcement,” the court papers say. “Saleh instructed Mumuni that the best option was to use a bomb and then fight afterwards. After Mumuni asked for more guidance, Saleh wrote to use a bomb and then run over members of law enforcement with a vehicle, seize the weapons of any victims, and use the weapons to shoot at other victims.”
On June 12, hours before the arrest, Saleh had texted Mumuni to say that he had decided to give his parents a choice. They could either to let him go off to fight with ISIS “or you watch me kill non-Muslims here.”
“May Allah make it easy for you,” Mumuni replied.
Mumuni and at least one other member of the group were still out there and the authorities might have just kept them under surveillance were it not for the worry that something might be planned for the double Ramadan / Fourth of July holiday.
At 6:35 a.m. on June 17, FBI agents and cops arrived at Mumuni’s house on Staten Island to execute a search warrant. His mother and sister came to the door. Mumuni then charged down the interior staircase.
“The officers, who clearly identified themselves as members of law enforcement, repeatedly directed Mumuni to move to a couch in the living room,” the complaint says. “Mumuni ignored the officers’ commands and instead suddenly lunged at the officers with a large kitchen knife. As the officers attempted to restrain Mumuni, he “repeatedly attempted to plunge the kitchen knife into the torso of an FBI Special agent.”
The agent is said to have been stabbed seven times but his body armor saved him from serious injury. Mumuni was disarmed and arrested.
Mumuni confessed to “discussing the construction of a pressure cooker bomb with Saleh,” according to the complaint, which adds about the stabbing, “Mumuni admitted that today’s attack was premeditated and that he kept the knife he used to attack the FBI Special Agent wrapped in a T-shirt in his bed for just such an occasion.”
The following day, on June 18, the agents and cops arrested 21-year-old Samuel Rahamin Topaz at his home in New Jersey. Topaz, whose parents are Christian and Jewish, had first come to the attention to the authorities after somebody close to him—called only Person A in the criminal compliant—contacted the JTTF. Person A was fearful that Topaz was falling under the influence of jihadi extremists.
Those extremists allegedly included Saleh, termed CC-2 in the court papers. CC-2 came by the house on at last two occasions to pray with Topaz.
“CC-2 made Person A feel very uneasy around him,” the complaint states.
Topaz does not seem to have joined in any plans for a stateside attack. His focus seems to have been flying off to join ISIS, which he said had made him a fabulous offer.
“[ISIS] promised him $7,000 a week and that he could have four wives,” the complaint says.
The complaint reports that Topaz and Saleh exchanged 18 phone calls and 63 text messages between February and June. Saleh may have been a recruiter as well as an aspiring bomb maker.
Topaz’s plans were frustrated when Person A hid his passport and then when Saleh was arrested. Topaz himself was now charged with conspiring to provide material support to ISIS.
As the Fourth of July arrives, officials were saying there are no confirmed threats to the fireworks display in New York.
But the authorities remain on high alert. Among the newest cops standing vigilant will be NYPD Police Officer John Healey, who graduated form the police academy on Thursday. His older brother, Police Officer Kenneth Healey, is still recovering from injuries he received when he was attacked by a jihadi maniac armed with a hatchet in November.
From young Healey to his fellow cops to the JTTF to the White House to FBI headquarters everybody is hoping that there is not some other plot, waiting to announce itself in the street as the fireworks burst high overhead.

FBI Issues High Terror Alert For 4th Of July Weekend

The 4th of July weekend is officially underway.  Coast to coast, police departments are heightening security to keep people safe for their big holiday plans.
But just this week, the FBI issued a high terror alert, saying supporters of ISIS could be planning attacks.
“We’re in Greenville, which really is probably worse because we think nothing would happen here but you have to be cautious,” said Bonnie Evatt who plans on going to Red, White, and Blue with her family on Saturday.
Officials we talked to say they haven’t received any specific threats, but the concern is still there.
In May, a Carolina man was sentenced to 20 years after trying to join ISIS.
Just last week, a 19 year-old from North Carolina was arrested after detectives said he had strong support for the terror group and plotted to kill a 1,000 people.
“Everybody thinks about what’s going to happen. It takes away all of the things that you really want to love and enjoy,” said Lynn Crawe.
Officials encourage you to enjoy the sights this weekend but say it’s also important to be on high alert and immediately inform law enforcement if you see anything suspicious.
Throughout the country, officials say 50 people have been arrested to ties with ISIS in the last year.

The Pentagon is increasingly concerned about how to combat “hybrid warfare,” the combination of stealth invasion, local proxy forces and international propaganda that Russia used to annex Crimea and destabilize eastern Ukraine, U.S. officials said.
Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff, on Thursday released the 2015 National Military Strategy, in which he cited Russia’s actions in Ukraine and said “hybrid conflicts” will persist well into the future.
This kind of warfare transcends traditional notions of one military confronting another by incorporating conventional and unconventional forces, information warfare such as propaganda, as well as economic measures to undermine an enemy, according to Frank Hoffman, a professor at the National Defense University.
“The critique was, and still is, that America’s view of war is overly simplified,” he said. “We think of things in black-and-white terms.”
The issue animated Defense Secretary Ashton B. Carter’s recent trip to Europe.
“How do we confront cyberattacks, propaganda campaigns and hybrid warfare?” Carter asked during a speech in Berlin. “How do we ensure we can deal with more than one challenge at a time?”
The newly fashionable term is a relatively old concept; its essential elements had been part of Russia’s and China’s military doctrines long before the Kremlin sent its so-called “little green men” into Crimea, Hoffman said.
“This is something that we have to do better as the United States to identify and deal with,” Rep. Mac Thornberry (R-Tex.), chairman of the House Armed Services Committee, said in an interview. “This poses a challenge for us, and adversaries know that. They’re looking to run between the seams and confuse and delay us.”
Thornberry has included a provision in the 2016 National Defense Authorization Act calling on the Pentagon to develop a strategy to counter hybrid warfare.
“Hopefully, this provision in the bill helps Secretary Carter get more of the thinking and the intellectual heft of the department in helping us have a more effective response,” Thornberry said
Gen. Philip M. Breedlove, NATO’s top military commander and the commander of all U.S. forces in Europe, said that NATO and U.S. Special Operations forces had begun working with countries with substantial Russian minorities, such as Estonia and Latvia, to help them prepare for potential subversion from the east.
“We have groups of people, primarily in our special forces, that help work with nations to help understand those skills and those capabilities and capacities in their nations to address hybrid warfare,” Breedlove said.
The Kremlin on Thursday rejected accusations that it had acted aggressively in Ukraine or had any plans to undermine its neighbors. In a response to the strategy outlined by Dempsey, Dmitry ­Peskov, a spokesman for Russian President Vladi­mir Putin, said it indicated a “confrontational attitude, devoid of any objectivity towards our country.”
While in Europe, Carter announced that the United States would be contributing troops and “enabling capabilities” to NATO’s new Spearhead task force that would include surveillance aircraft and additional Special Operations forces. Carter added that, aside from rapid crisis response, the task force would be augmented to help counter cyberthreats and other dangers.
Hybrid warfare “is one of the dimensions of our adaptations and very important [for] countries surrounding Russia that don’t want to be susceptible to the kind of thing that happened in Crimea,” Carter told reporters.
But Hoffman said NATO is unable to confront hybrid warfare on its own.
“NATO is a military alliance, and the game is being played on a different field,” Hoffman said. ­“Either NATO works with the E.U. or with other people that has these kind of tools.”

Charleston Suspect Was in Contact With Supremacists, Officials Say

WASHINGTON — Federal and local authorities have found that the man charged in the shooting deaths of nine black people in a South Carolina church last month had been in contact with white supremacists online, although it does not appear they encouraged him to carry out the massacre, according to law enforcement officials.
Investigators uncovered that information as they have pieced together where the gunman, Dylann Roof, 21, received his inspiration, and whether anyone else should face charges in connection with the murders.
“To understand what happened, you have to understand who he talked to and who may have known what,” said one law enforcement official briefed on the case. The officials spoke on the condition of anonymity because they did not want to be identified discussing a continuing investigation.
So far, the authorities have determined that people around Mr. Roof were aware that he held some racist beliefs.
If the authorities find that any of Mr. Roof’s associates knew about his plans, they would most likely try to prosecute them. In the case of the 2013 Boston Marathon bombings, at least two men who were friends of the bombers were charged with helping them dispose of evidence from the bombing and from a subsequent shooting of a police officer. Three other men associated with the bombers were charged in connection with lying to the authorities or obstructing the investigation.
The authorities investigating the shooting that took place at Emanuel African Methodist Episcopal Church have been able to piece together the communications of Mr. Roof in part because they are in possession of his electronic devices, including his cellphone and computer. The devices were taken to F.B.I. laboratories in Quantico, Va., where they have been scrutinized by specially trained agents and analysts.
They showed that at least some of Mr. Roof’s communications with the hate groups were online.
The authorities also have looked over a manifesto and photographs posted online of him at Confederate heritage sites and slavery museums. The F.B.I. has concluded that they were probably posted by Mr. Roof. Although some of the photos appear to have been taken by someone else, bureau analysts have said that they were likely selfie photos or taken by Mr. Roof using a timer on the camera.
The State newspaper in Columbia, S.C., reported on Thursday that the investigation had widened to include others who may have helped Mr. Roof. It did not identify who those people were.
The F.B.I. has dedicated significant resources to the inquiry and has worked closely with the local authorities. The Justice Department is likely to file federal hate crime charges against Mr. Roof, who already faces nine counts of murder in state court.
Senior officials at the Justice Department said that the shooting was such an extraordinary event that the department must bring hate crime charges to send a larger message about it.

Who’s Cutting California Internet Cables? The FBI Has No Idea - The Daily Beast

Eleven times in the last year, fiber-optic lines have been snapped—cutting off 911 service in at least one community. Investigators are scrambling to figure out who’s behind the attacks.
Someone (or some crew) has been skulking around northern California, possibly dressed as a cable technician, and snipping the fiber-optic lines that provide Internet, cable, and phone service. His motives are yet unknown. But the FBI has counted 11 such incidents in the past year and is appealing for the public to help catch the cable-cutting bandit.
The latest cut happened Tuesday, on three major Internet cables serving the Sacramento area, causing cable and Internet service disruptions as far north as Seattle. Microsoft said the damage slowed its Azure cloud computing service in the Western United States. And in one Sacramento-area community, a cable provider had to step in to restore 911 service to local residents whose phones had been knocked out.
The cost of the damages hasn’t been disclosed.
Tuesday’s cut follow 10 others over the past year in cities in the Bay Area, including Fremont, Walnut Creek, Alamo, Berkeley, and San Jose, the FBI said in a statement this week. The first five attacks occurred on July 6 and 7 of 2014, all in the late-evening or early-morning hours. The next seven months were quiet, then the cutter (or cutters) struck again in February of this year, twice in one night. Then came three more cuts in June. If the FBI has detected any pattern, they’re not sharing it.
But the attacks may not be isolated to the Bay Area. One day after cables were cut in Fremont, California, on February 24, a major Internet line serving Northern Arizona was also severed, disabling Internet, cellphone, and landline phone service for several hours. Special Agent Greg Wuthrich, a spokesman in the FBI’s San Francisco Division, told The Daily Beast that investigators are looking into whether the Arizona attack is connected to those in California, but he said he couldn’t comment yet on what they may have found.
In the California cases, the perpetrators may have been posing as communications company workers. In most cases, the attackers got access to the cables by lifting manhole covers, Wuthrich said. Asked if that suggests the assailants had insider knowledge of how cable lines work and where they’re located, Wuthrich declined to comment, but he noted that people who saw anyone working in the areas at the time—even if they were dressed like actual workers—should call the FBI.
What’s most baffling about the cutting cases is how little the FBI, or the affected companies, seem to know about them. So far, no one has publicly taken credit for the damage. And given that service was restored in relatively short order, it’s not clear that the cutter was trying to cause some prolonged digital blackout.
Indeed, the cuts seem specific and focused. While service disruptions have rippled out in some cases, all 11 cuts occurred within a concentrated geographic area. The February 24 attacks occurred on practically the same block, and within walking distances of churches, restaurants, and convenience stores. Whoever cut the cables might not have been too concerned about being noticed, hence the suspicion he may have been dressed as a worker. The cutter had also hit that same area once in July 2014.
What’s most baffling about the cutting cases is how little the FBI, or the affected companies, seem to know about them. So far, no one has publicly taken credit for the damage.
One thing the FBI says it is sure of is that the California cuts are not connected to a bizarre, and still unsolved, shooting at an electrical power station outside San Jose in April 2013. One, and possibly two attackers armed with high-powered assault rifles shot up ten transformers. Cooling oil leaked out and caused the transformers to overheat and shut down, leading to electrical power disruptions.
But the assailants also cut communications cables at the facility in a manner very similar to the recent incidents in the Bay Area. Around 1 a.m. on April 16, the attackers went down two different manholes at the power station, which is operated by PG&E, cut the cables, and knocked out some local 911 services, the landline service to the power station, and cellphone service in the area, according to a senior U.S. intelligence official. The event was initially investigated by local law enforcement as possible vandalism, but it escalated to the FBI’s level—and caught the attention of U.S intelligence agencies—as investigators began to suspect “a higher level of planning and sophistication,” the official said.
To this day, it’s not clear who attacked the station. And the FBI hasn’t specified why they’re sure the shooting and the more recent cuttings aren’t linked.
As spooky as cable-slicing criminals operating in the dead of night sounds, sabotage of fiber-optic lines is a pretty common problem around the world.
“In addition to the various government-directed Internet blackouts in places like Egypt, Syria, Libya, and Sudan, there are unfortunately numerous incidents of sabotage of Internet connections as well,”Doug Madory, the director of Internet analysis at Dyn Research, told The Daily Beast.
Madory has documented sabotage of an undersea cable in Yemen, as well as an attack on power lines there, which he attributes to terrorists; sabotage on an undersea line in Gabon that led to a three-day Internet outage amid a labor dispute; an outage in Colombia following political strife; and a mysterious cut in Egypt that may have been the work of theives looking for scrap metal. Madory has also found intentional cable-cuttings in BangladeshNigeria, and Kenya.
There’s nothing to indicate that the California cuts have any political motivation—at least not that the FBI is sharing. And the outages there were less disruptive than the ones overseas. But they all share the common theme of mass, public disruption. And that should come as no surprise.
“The Internet is a vital part of modern society and therefore has become a common target of saboteurs for various reasons,” Madory said.

The FBI is setting up command centers around the country to prepare for possible terror attacks on the Fourth of July holiday weekend, FOX News reported earlier this week. However, it soon became apparent that it wasn't just the FBI who was preparing for the weekend. Earlier today, ISIS posted a map of July 4th FBI command centers, according to the GatewayPundit.
The map shows the temporary command posts set up across America for the upcoming Independence Day weekend.

Before the accounts were deleted, a quick look at Twitter earlier revealed that many ISIS-linked accounts were in possession of this information.
A tweet from one member of ISIS, Abu Sa'ad Al-Amriki, seems to indicate that they're more interested in taunting the FBI with this information, rather than carry out an actual attack.

This event will be an eye-opener for the FBI. It's not everyday that a terrorist organization not only gets their hands on top secret information, but they also posted it on social media for the world to see.
Right now, all eyes are on the FBI to see how they respond to this troubling news.
It's unknown how ISIS got their hands on this information.
