1980s File Shows Plan For Hong Kong ‘Plantation’ in Northern Ireland

(LONDON) — A bizarre plan to relocate the entire population of Hong Kong to Northern Ireland was considered an option in the uncertain years before Britain handed back the former British colony to Chinese rule, formerly classified government files showed.
Britain’s National Archives on Friday released a 1983 government file called “Replantation of Northern Ireland from Hong Kong,” which showed British officials discussing a far-fetched proposal to settle 5.5 million Hong Kong people in a newly built “city state” between Coleraine and Londonderry.
George Fergusson, an official at the Northern Ireland office, was inspired by a university lecturer’s proposal to “transplant” Hong Kong to Northern Ireland — a move that would supposedly revitalize the local economy as well as save Hong Kong, which the lecturer believed had “no future on its present site.”
“At this stage we see real advantages in taking the proposal seriously,” Fergusson wrote in a memo to a colleague in the Foreign Office.
While it wasn’t clear if Fergusson was writing tongue-in-cheek, the droll reply he received showed that it wasn’t taken seriously.
“My initial reaction … is that the proposal could be useful to the extent that the arrival of 5.5 million Chinese in Northern Ireland may induce the indigenous peoples to forsake their homeland for a future elsewhere,” quipped David Snoxell at the Republic of Ireland Department. “We should not underestimate the danger of this taking the form of a mass exodus of boat refugees in the direction of South East Asia.”
An official scribbled in the margins: “My mind will be boggling for the rest of the day.”
Though outlandish, the idea illustrated anxieties at the time about the future of Hong Kong. Prime Minister Margaret Thatcher began talks with China on the topic in 1982. Two years later, the two sides agreed that the city would return to Chinese rule in 1997.

U.S. Drone Strike Kills Senior ISIS Leader

(WASHINGTON) — A coalition airstrike in Syria has killed a senior Islamic State leader, who has been responsible for moving fighters and weapons from Libya to Syria, the Pentagon said Thursday.
A senior U.S. official said that Tariq bin Tahar al-‘Awni al-Harzi, a Tunisian, and another fighter with him were killed by a U.S. drone strike and that there were no reports of any civilian casualties in the operation. The official was not authorized to discuss the operation publicly so spoke on condition of anonymity.
According to Capt. Jeff Davis, a Pentagon spokesman, al-Harzi was killed June 16 in Shaddadi. He said that al-Harzi coordinated the use of suicide bombing attacks in Iraq, and helped with the movement of foreign fighters back and force across the Syria-Iraq border.
Davis said al-Harzi’s death will hurt the Islamic State’s ability to move foreign fighters in and out of the region.
According to the military joint task force coordinating the operations in Iraq and Syria, there were airstrikes at four locations in Syria that day, including two near Al Hasakah, which is near Shaddadi. Thestrikes near al Hasakah hit an Islamic State tactical unit and destroyed a vehicle and two antenna arrays.
Last September, the U.S. Treasury Department imposed economic sanctions on al-Harzi and seven other individuals that it said have helped finance or facilitate the movement of foreign fighters joining the Islamic State and the Nusra Front. Both groups have been targeted by coalition strikes in Syria.
Treasury officials designated al-Harzi a global terrorist, saying he was based in Syria. The Treasury statement identified him as the Islamic State group’s “amir of suicide bombers,” saying he recruited foreign fighters for suicide attacks in Iraq and Syria.
In a related matter, Vice President Joe Biden spoke with Iraq Prime Minister Haider al-Abadi Thursday to talk about the ongoing efforts to defeat Islamic State militants.

38 Dead, 15 Missing in Capsized Philippine Ferry Disaster

(MANILA, Philippines) — At least three more bodies have been recovered from a ferry that capsized in choppy waters in the central Philippines, raising the death toll in the tragedy to 38 with 15 others missing, the coast guard said Friday.
At least 134 people from the M/B Kim Nirvana were rescued by fishing boats and coast guard personnel or swam to safety off Ormoc city on Leyte Island on Thursday, said coast guard spokesman Cmdr. Armand Balilo.
Balilo said two passengers initially listed in the manifest did not board the ferry, lowering the total number of people on board to 187 from 189 earlier reported by the coast guard.
Regional coast guard commander Capt. Pedro Tinampay told DZBB radio in Manila that rescuers were using a barge with a crane to move the overturned boat to its side to make it easier for divers to find more bodies. Another crane will be used to raise it upright, he said.
Balilo said the wooden outrigger ferry was maneuvering out of the Ormoc port heading on its routine voyage to Camotes Islands, about 44 kilometers (27 miles) to the south, when it was lashed by strong waves.
He said the captain and some of the crew were rescued and are in custody pending an investigation.
Coast guard officials and survivors said it wasn’t immediately clear what caused the 36-ton ferry, which was carrying a heavy cargo of construction materials and bags of rice, to overturn.
Tinampay said the movement of the cargo inside the ferry “may have been contributory to the shift in the weight of the cargo, that’s why the boat listed.”
Survivors told The Associated Press by cellphone that the bow suddenly rose from the water before the vessel flipped over on one side, turning it upside down and trapping passengers underneath.
Among the passengers who survived were at least three Americans and a Canadian.
Lawrence Drake, 48, a retired firefighter from Rochester, New York, said he was able to revive a woman who wasn’t breathing while they were in the water via mouth-to-mouth resuscitation.
Drake said he also saved the woman’s pregnant daughter and an 8-year-old boy. He said he saw at least seven bodies floating in the water, including two children.
Many of the passengers were screaming in panic, he said.
Drake’s Filipino wife, Mary Jane, said the ferry was pulling slowly out of the port when it suddenly flipped to the left in strong waves.
“No one was able to jump out because it overturned very swiftly. There was no time to jump,” she said.
TV footage showed coast guard rescuers and army soldiers carrying survivors from rubber boats to a beach. Not far away, the bottom part of the vessel could be seen protruding from the water.
A rescue leader, Ciriaco Tolibao, said divers had difficulty looking for bodies because the water was murky.
Cloudy weather at the time of the accident did not pose any danger that would have prompted the coast guard to stop sea voyages, officials said.
A brewing storm in the Pacific was 550 kilometers (340 miles) east of Ormoc and was too far away to affect any part of the Philippine archipelago, according to forecasters. They said winds in the Ormoc region were not strong enough to whip up dangerous waves.
Ormoc, a regional economic and transportation hub of about 200,000 people, is located in a disaster-prone eastern region that is regularly hit by some of the approximately 20 tropical storms and typhoons that blow in from the Pacific each year.
The city was among those devastated by Typhoon Haiyan, one of the most ferocious storms on record to hit land, which left more than 7,300 dead and missing and leveled entire villages in November 2013.
In 1991, a storm set off flash floods in the Ormoc region that killed more than 5,000 people and swept homes and vehicles into the sea.
Frequent storms, badly maintained vessels and weak enforcement of safety regulations have been blamed for many past sea accidents in the Philippine archipelago, where small, rickety inter-island ferries are a main mode of transport.
In 1987, the ferry Dona Paz sank after colliding with a fuel tanker, killing more than 4,300 people in the world’s worst peacetime maritime disaster.

Russian Supply Ship Launched to International Space Station

(MOSCOW) — A Russian rocket has successfully launched an unmanned cargo ship to the International Space Station, whose crew is anxiously awaiting it after the successive failures of two previous supply missions.
A Soyuz-U rocket blasted off as scheduled from Russia-leased Baikonur launch pad in Kazakhstan, placing the Progress M-28M cargo ship into a designated orbit.
The previous Progress launch in April ended in failure, and on Sunday a U.S. supply mission failed too when SpaceX’s Falcon 9 rocket broke apart shortly after liftoff. The success of Friday’s launch is essential for the station program, which has relied on Russian spacecraft for ferrying crews after the grounding of the U.S. shuttle fleet.
The next station crew’s launch has been pushed back from late May to late July after April’s failure.
