As Turkey Targets Militants, War Grips Kurdish Lands Once Again

DIYARBAKIR, Turkey — Across the Kurdish lands of southeast Turkey, a bitter war that had long been stilled by a truce has suddenly come roaring back, threatening to undo a hard-won economic turnaround here and adding a new battlefield to a region already consumed by chaos.

Cafes in this city that usually stay open until midnight now close at dusk. Jails are filling, once again, with Kurdish activists and officials accused of supporting terrorism. Residents say they are stocking up on weapons, just in case.

In the mountains, Kurdish guerrillas hastily set up vehicle checkpoints and then dissolve into the rugged terrain in a game of cat and mouse with Turkish soldiers. In the countryside, burned and mangled vehicles blight a landscape blackened by forest fires set by the Turkish Army — a tactic that destroys militant hide-outs but also apple and cherry orchards and stocks of feed for villagers’ cows and goats.

“It shouldn’t be like this,” said Kudbettin Ersoy, 66, who sells watermelons here from a wooden cart. “I was hopeful that peace would come and the blood would stop flowing. We are all citizens of this country.”

It has been one month since Turkey’s president, Recep Tayyip Erdogan, resumed armed conflictagainst the militants of the Kurdistan Workers’ Party, or P.K.K. Many — Kurds and political analysts alike — see the war as a coldly calculated political strategy by Mr. Erdogan, whose Islamist Justice and Development Party lost its parliamentary majority in national elections in June, to stoke nationalist sentiments and regain lost votes in a new election. June’s vote gave no party a majority, and a deadline for coalition talks ended fruitlessly on Sunday, paving the way for a snap election to be held in November.

The war against the P.K.K. has also underscored the continued divide between the West and Turkey over how to handle the Middle East’s raging wars.

Conflict with the P.K.K. resumed just as Turkey also said it would join the American-led coalition against the Sunni militants of the Islamic State, also known as ISIS, ISIL or Daesh, who control a large part of Iraq and Syria. Turkey opened its air bases to the United States and began carrying out its own airstrikes against the group.

But since then, Turkey has carried out roughly 400 airstrikes against P.K.K. targets in the mountains of northern Iraq, where the group has bases, and inside Turkey, compared with three against the Islamic State. The imbalance has deepened a sense in the West that Turkey’s priority is restraining Kurdish ambitions of autonomy that had gained momentum amid the region’s turmoil, rather than fighting the Islamic State.

Even so, Turkey’s foreign minister, Mevlut Cavusoglu, told Reuters on Monday that Turkey would soon start a “comprehensive” air operation against the Islamic State in northern Syria.

The resumed war’s toll so far can be measured in lives lost: more than 65 Turkish soldiers and police officers, and more than 800 people the government has identified as militants, according to the semiofficial Anadolu News Agency. The war is also being measured in the return of fear and old anxieties over a conflict that, through decades, claimed close to 40,000 lives.

“When the president couldn’t make the government himself, he targeted the Kurds, and restarted this war,” said Osman, who was sitting at a teahouse here one recent morning and gave only his first name because he was fearful of speaking openly against Mr. Erdogan.

Omer Tastan, a spokesman here for the pro-Kurdish Peoples’ Democratic Party, or H.D.P., which for the first time exceeded a 10 percent legal threshold to earn representation in Parliament in Turkey’s election in June, said that the government, in going after the militants, has also cracked down on the political side of the Kurdish movement. “People working for the party are detained every day,” he said. “Young people are trying to protect their neighborhoods.”

The forest fires near Lice, a P.K.K. stronghold outside of Diyarbakir, are a menacing reminder of the tactics the Turkish Army used in the 1990s, the conflict’s cruelest decade.

“It is to intimidate the local people, to say that we can go back to the 1990s,” Mr. Tastan said.

Mr. Erdogan once saw peace with the Kurds as crucial to his legacy — two years ago, he famously said he would drink “hemlock poison” if it meant an end to the war. But many have come to believe that he now views war as the only way to preserve his power.

“We feel Erdogan personally restarted the war because of the elections,” said Yesim Alici, an H.D.P. official in Lice.

On the other side of the conflict, there are also signs of rising anger toward Mr. Erdogan and the government officials who have been attending, with great publicity, the funerals of Turkish soldiers killed by the P.K.K.

A Turkish military officer whose brother was killed in a Kurdish attack lashed out Sunday during the funeral, in a video that was widely circulated on social media in Turkey.

“Who killed him? Who is the reason for this?” Lt. Col. Mehmet Alkan shouted as he pushed through the crowd toward his brother’s coffin.

“It’s those who said there would be a solution, who now only talk of war,” he said, in a statement many took to be a reference to Mr. Erdogan and his previous efforts, now abandoned, for peace.

Government officials blame the P.K.K. for the renewed hostilities and say the group used the relative peace of recent years to rearm itself. While the P.K.K. has also stepped up its attacks against the Turkish state, and is listed as a terrorist organization by the United States and the European Union, it has also become more legitimized internationally over the past year. The group has fiercely fought ISIS Islamic State in northern Iraq, and its affiliate in northern Syria has become a reliable ally of the United States against the Islamic State there.

This is highlighted by the daily arrival of dead bodies of Kurdish fighters at the main cemetery here. They come from three battlefields: Iraq, Syria and Turkey. There are three teams of grave diggers working day and night, and cemetery workers have stocked up on wood for coffins and cloth for wrapping corpses.

“What the Kurds are doing in northern Iraq and in Syria against ISIS is not just for the Kurds, it’s for all of humanity,” said Mehmet Celik Kilic, who runs the cemetery.

On a recent afternoon, a woman who gave only her first name of Pakize was visiting the grave of her son, a P.K.K. fighter who died in northern Iraq three years ago, during the last outburst of conflict.

“God, this is enough,” she said. “The soldiers, the guerrillas, they are all our sons.”

Across the region, even as war has resumed, hopes for peace remain.

In the mountains outside the city of Tunceli — called Dersim by the locals, and the site of a massacre against the Kurds carried out by the Turkish state in the 1930s — villagers who had been expelled from their homes in the 1990s had only in recent years begun rebuilding their lives. Many took out cheap loans to build houses or invest in beehives to harvest honey, taking part in the expansion of consumer credit and the booming economy that Turkey enjoyed over the last decade.

On a recent morning, two women, sitting in the shade of an almond tree, said they already lost everything once, in the 1990s.

“Our house,” said one of the women, Zarife Tasbas, who said she was “about 60.” “Our animals. Our orchards and trees.”

Their surroundings are the very picture of bucolic mountain living: a verdant valley of grapevines and pear trees, set to the gentle background noise of a rolling stream. All this is in jeopardy, they say, because recently they were told by local elders — who were told by the army — that they must leave their homes because of planned military operations.

“We have told them we will lose everything if we leave,” said the other woman, Yomos Deniz, 55, who makes a living selling the honey produced by her 40 beehives. “We’d rather die than leave here.”

An Opening for Diplomacy in Syria

The beheading by Islamic State militants of the Syrian archaeologist Khalid al-Asaad, who gave his life protecting some of Syria’s greatest treasures, was a grisly reminder of how a conflict that has ripped Syria apart for over four years has been greatly complicated — and exploited — by the Islamic State and its savage doctrinal and territorial rampage.

The completion of the Iran nuclear deal last month created space for a renewed push for a political solution to a ruinous civil war between President Bashar al-Assad of Syria and the rebels seeking to oust him, which has cost 250,000 lives and forced 11 million people from their homes. Since then, a burst of high-level diplomatic meetings has raised hopes that such an effort is finally underway.

But it is still not clear that the United States, Russia, Iran, Syria, Saudi Arabia and other key players have the sense of urgency and political will to set Syria on a more stable path. It is clear, though, that without a political settlement in Syria, it is hard to see how there can be an effective, unified campaign against the Islamic State, also known as ISIS or ISIL, and its determination to establish a caliphate in Syria and Iraq.

The recent diplomatic activity on Syria is intriguing. Russia, Mr. Assad’s most powerful supporter, hasforged new ties with Saudi Arabia, his bitter foe and a major funder of Syrian rebel groups, and brokered a meeting between Syrian and Saudi intelligence officials. Earlier this month, the Russian and Saudi foreign ministers met in Moscow while Mohammad Javad Zarif, the foreign minister of Iran, Mr. Assad’s other main ally, was in Damascus to see Mr. Assad. A week before that, Secretary of State John Kerry and his Russian and Saudi counterparts held their first three-way meeting on Syria.

There are compelling reasons to stave off a further collapse of the Syrian state: Mr. Assad, struggling on the battlefield and in recruiting troops for his army, is growing weaker. The Americans, the Russians and the Saudis, among others, fear that ISIS, which already controls a large portion of Syria and is stronger than other militant groups there, will take over if the regime falls.

Meanwhile, Mr. Obama’s plans to equip and train a Syrian rebel ground force that could capitalize on American airstrikes against ISIS by securing territory has largely failed. Insurgent groups that were seen as potential partners in the anti-ISIS fight remain unorganized and are often at war with one another.

Even so, despite the importance of the moment, the diplomatic maneuvering seems ad hoc, with the parties testing the waters rather than developing a fully conceived plan for moving forward. The only concrete progress has been a modest nonbinding statement adopted by the United Nations Security Council last week, urging the Syrian government and its opponents to discuss a “political transition” along the lines of what diplomats agreed to in Geneva in 2012.

The obstacles to an agreement on such a transition are formidable, not least because of the absence of any consensus on how long it might last and when, if ever, Mr. Assad might step down. The United States and others, including Saudi Arabia and Turkey, have insisted that he go, while Russia and Iran have stuck by him. American officials believe Russia might be willing to cut ties with Mr. Assad as part of a plan that stabilized Syria without him and prevented an ISIS takeover, but so far none of the plans put forward have won acceptance.

Russia’s involvement in the effort to rally a coalition against ISIS, which the United States has been working on since last year, is welcome, given its past intransigence. Back in 2011, when Mr. Assad unleashed the furies by using force against peaceful protesters, Russia, backed by China, blocked all attempts in the Security Council to pressure Mr. Assad through sanctions and other means into pursuing a political solution.

Given the many lives lost since then, and the way the continued civil war opened the gates to ISIS, it is regrettable that Moscow has come so late to the table. Still, there seems to be serious interest now in pursuing a diplomatic solution, and it must be encouraged. Russia and Iran bear a special responsibility to move it forward.

Moscow mutters warnings as Nordic pair edges closer to the alliance.

HELSINKI — Finland and Sweden have spent decades toying with NATO membership, but now the renewed threat from Russia is forcing the pace in the two neutral countries as they weigh joining the Atlantic alliance while Moscow reacts with grim warnings.

Stockholm has now named a special ambassador to evaluate Sweden’s relationship with NATO and other international organizations, with the aim of broadening its perspective on security issues. The Finnish government has formed a committee to study NATO membership.

Russia’s Kremlin is unlikely to be happy.

Russian President Vladimir Putin told his Finnish counterpart, Sauli Niinistö, earlier this summer that Finland must not join.

Russia’s ambassador to Stockholm warned in the Swedish newspaper Dagens Nyheter that Russia would take counter-measures if Sweden joins NATO.

“Russia will have to resort to a response of the military kind and re-orientate our troops and missiles,” said Ambassador Viktor Tatarinstev. “The country that joins NATO needs to be aware of the risks it is exposing itself to.”

Faced with a growing danger from Russia, Sweden has shed the idea that it can run a truly independent foreign policy as it did during the Cold War. Today, Sweden is a full member of the western alliance, just without the protection that comes from belonging to NATO.

“Swedish grandiosity on the international stage has faded away since we joined the EU [in 1995],” said Mike Winnerstig, a Swedish military analyst who is writing a report about the Swedish NATO debate. “And in the past two years we’ve seen both the Ukraine conflict and increased Russian aggression in the Baltic Sea. We know that because of our deep defense cuts since the end of the Cold War, we can’t defend ourselves anymore.”

During the Cold War, Sweden occupied a rare role as a neutral country and self-proclaimed global mediator, with Olof Palme — prime minister during the 1970s and 1980s — conducting high-level peace talks between foes such as Iran and Iraq. Today Swedish foreign policy is coordinated with EU allies.

Sweden shares security concerns with eastern neighbor and ally Finland, with whom Sweden would also have to coordinate NATO accession.

“The old days are coming back,” said Alpo Rusi, a veteran Finnish diplomat now affiliated with Harvard University, of the rising threat from Moscow. “But back then, Sweden and Finland benefited from NATO without having to commit to membership in it. That’s not the case anymore.”

Although Finland has cut its defense less than Sweden and can look back on a proud World War II past of resistance against the Soviet Union, its armed forces are no match for those of Russia. Last year, Sweden was mesmerized by the hunt for a possible foreign submarine in its coastal waters, which underscored the Swedish navy’s reduced capabilities.

Vulnerable islands

Finland is particularly concerned about the demilitarized Åland Islands, worrying Russia could use the same unconventional methods of “little green men” it successfully employed to seize Crimea from Ukraine. The Russian military staged an exercise in March that included practicing the capture of Sweden’s Gotland Island.

Finland spends about 1.3 percent of its gross domestic product on defense, while the Swedish defense budget is around 1.2 percent, both figures far below the NATO requirement of 2 percent [one that only a few members meet].

And with the Baltic States in NATO and forming a buffer with Russia, Sweden and Finland can no longer count on the alliance aiding them simply because of their strategic location. But as the Kremlin has made abundantly clear, the two countries can expect grief from Russia if they do join NATO.

“We have to listen to what other countries think, but that doesn’t mean that we have to adapt our security policy to Russia’s wishes,” said Karin Enström, Sweden’s defense minister until last year’s election, which was won by a Social Democratic-Green Party coalition that is less keen on NATO membership than its predecessors. “The Russians won’t like it if we join, but they’re a whole lot tougher on Finland.”

Sergei Markov, a senior adviser to Putin, warned Helsinki last year: “Finland should think of the consequences, if it ponders joining NATO. It must ask could joining start World War III?”

Putin wants Finland to instead join an ill-defined “eastern treaty alliance” — an assertion revealed in a recent op-ed by Arto Luukkanen, a well-connected member of the nationalist Finns Party. The Russian Duma has also threatened sanctions against Finland, already hurt by the impact of existing tit-for-tat measures against Russia for its actions in Ukraine.

Finland’s center-right coalition, in office since May, has kept open the option of applying for NATO membership at any time.

Public opinion is still mixed. A recent survey shows Swedes for the first time supporting NATO membership, with 48 percent in favor compared to 35 percent opposed.

However, only 27 percent of Finns back membership, about the same number as last summer, according to a March survey.

“We need a proper report on the pros and cons of membership, but we have to do it together with the Swedes,” said Rusi.

Sweden has decided to allow NATO exercises on Swedish soil and will also join NATO’s cyber defense center. Both Sweden and Finland participated in a NATO’s June Baltops exercise in the Baltic Sea region that included American nuclear-capable bombers.

Jens Stoltenberg, NATO’s secretary general and a former Norwegian prime minister, has encouraged contacts between NATO and the two Nordic countries, whose militaries are already close to Alliance standards.

But NATO’s Article 5 security guarantee — an attack on one is an attack on all — does not cover almost-members. Swedish center-right politicians argue that NATO membership has become a matter of how, not if.

“As a small country, we wouldn’t be able to defeat a much larger adversary even if we doubled our defense budget,” said Enström, now deputy chair of the Parliament’s foreign affairs committee. “And in an alliance, we can do our part for the collective defense. The need for alliances has increased.”

The question is whether NATO would accept two such wavering suitors.

“Their application would be most welcome, but I don’t think the paperwork will be coming any time soon,” said a NATO ambassador from a fellow Baltic Sea country.

Brussels Break-In Shines Light on Russia’s European Mischief

It was an unusual delivery at the European Parliament by a pair of native Russians.

They broke into the third-floor mailroom and deposited for the 751 legislators English-language copies of “Red Dalia,” a scathing biography of Lithuanian President Dalia Grybauskaite, according to a parliamentary probe. The book, published after she accused Vladimir Putin of running a “terrorist state,” alleged that she collaborated with the KGB during the Soviet era.

While no link to Putin has been established, critics such as Lithuanian lawmaker Antanas Guoga and defense analyst Jonathan Eyal, say the December episode represents an example of the Russian leader’s mischief-making in Europe. It’s part of a toolkit used by the KGB’s 21st century successors combining propaganda and influence-peddling with more traditional tradecraft, they say.

“In Soviet intelligence, the goal was to destroy the western world and achieve global communism,” Oleg Kalugin, 80, who ran a KGB spy network in the U.S. during the Cold War, said in an interview in Washington, where he’s lived for two decades. “Russia now wants to be a military and economic power, but it has no desire to conquer the world.”

Russian Interests

Russia’s interests in Brussels, represented by the 64 diplomats at its permanent mission, involve energy policy, pipeline politics and antitrust regulation, in addition to preventing a unified anti-Putin front within the 28-nation bloc and keeping tabs on NATO.

In the Brussels intrusion, the Russians gained access to the main part of the Altiero Spinelli buildingas guests of an employee of the Europe of Freedom and Direct Democracy group of anti-EU members of the parliament, according to a confidential report by the legislature’s security directorate, a copy of which was obtained by Bloomberg.

“This smells very strongly of a Russian smear campaign,” said Joerg Forbrig, a senior program director at the German Marshall Fund of the U.S. in Berlin.

Officials at Russia’s permanent mission to the EU said they hadn’t heard about the incident and declined to comment further. The EFDD said in a statement the break-in happened without the group’s approval and that and the person responsible is no longer employed by them. The parliament’s press service declined to comment.

Moscow Backing

Four European parties from the far right to the radical left -- France’s National Front, the U.K. Independence Party, the Danish People’s party and Greece’s Syriza -- have expressed sympathy for Putin while finishing first in their national elections to the European Parliament last year.

Putin has worked to build bridges to governments in Greece, Cyprus and Hungary. One of Budapest’s lawmakers in the EU Parliament, Bela Kovacs, is accused by Hungarian prosecutors of being a Russian spy, which he denies.

“If you look at almost every far-left or far-right organization in Europe today, the one unifying theme is that they all look up to Mr. Putin as a role model,” Eyal, director of the London-based Royal United Services Institute for defense studies, or RUSI, said in an interview in London.

Putin has built an “enormous apparatus” across Europe in part because of the huge sums of money he’s been showering on the spy services, according to Oleg Gordievsky, a former KGB colonel who spied for the U.K. from 1974 to 1985, when he was smuggled into Finland in the trunk of a car.

Defense, national security and law enforcement now eat up 34 percent of Russia’s budget, more than double the level in 2010. The share of spending that’s black -- authorized but not itemized -- has doubled in the period to 21 percent, or 3.2 trillion rubles ($50 billion), according to the Gaidar Institute, an independent research group in Moscow.

With more money and manpower, Russian operatives are becoming increasingly brazen, EU intelligence agencies say.

Sweden Vulnerable

Sweden’s service, SAPO, says that Russia has deployed “hundreds” of spies on missions around Europe, including Stockholm, and that they operate across “a series of platforms,” including consulting, media and travel.

Sweden is particularly vulnerable because it’s not a member of NATO and so doesn’t share in the alliance’s mutual-defense pact. Russia warned the Scandinavian country against joining NATO in June, saying there’d be military “consequences.” The country is one of at least six in Europe, along with Germany, Poland, the Czech Republic, Lithuania and Estonia, that has either arrested or expelled suspected Russian spies in the past 18 months.

The Czech Security Information Service, or BIS, said last October that Russia had sent an “extremely high” number of agents to Prague in search of information related to the EU, energy and NATO.

The North Atlantic Treaty Organization, formed by the U.S. and its allies in 1949 to keep Soviet dictator Josef Stalin in check, in April cut the number of Russian officials accredited to its Brussels headquarters in half, to 30, to limit their spying capabilities. That same month, U.S. Air Force General Philip Breedlove, NATO’s top commander, told a Senate hearing that Russia’s covert military intervention in eastern Ukraine underscored “critical gaps” in Western intelligence.

Europe should be alarmed, said Guoga, the Lithuanian whose complaint sparked the “Red Dalia” probe. “The Russians have influence on the right and left,” Guoga said in a phone interview. “They have people everywhere. It’s incredible.”

The 7 scariest weapons Russia is developing right now

While Russia’s military is struggling in many ways, the Kremlin is working hard to fix it. With a newballistic missiles, new submarines launching from shipyards, and the world’s newest tank, Russia looks to be modernizing as fast as it can.

If the modernization program survives Russia’s economic woes, here are seven new weapon systems that will likely be completed.

1. New nuclear submarines

In addition to building more of their brand new, fourth-generation submarines, Russia is alreadyplanning a fifth-generation sub. Details on the fifth-generation are slowly being fleshed out, but Russia wants the subs to network with each other and underwater drones, use onboard robotics for certain tasks, and feature a new nuclear reactor.

2. Hyper sonic missiles

Russia’s hypersonic missile program has been plagued by failed tests, but it still has potential. The Yu-71 would be able to fly unpredictable patterns to its targets at speeds of 7,000 miles per hour, piercing air defenses. While the U.S. also has a hypersonic program, the U.S. missiles are designed for conventional warheads while Russia’s call for nuclear capabilities.

Russia is also jointly-developing the BrahMos II hypersonic cruise missile with India.

3. A stealthy, heavy-lift strategic bomber

The PAK-DA is expected to be subsonic with a range of 7,500 miles and capable of carrying a payload of about 30 tons. It’s a huge step down from Russia’s original plans for a hypersonic bomber, but it may be stealthy enough to get cruise missiles into range against carriers and other targets.

4. An “off switch” for enemy communications and weapons guidance

An electronic warfare system in development supposedly allows Russia to shut off any approaching threats, everything from NATO ships to missiles to future hypersonic weapons. If successfully launched on planes and ships, it could also be used to shut down enemy defenses during a Russian attack.

5. New air defense missiles

While the S-300 is in the news right now, the S-500 would be two generations beyond it. The S-500 is expected to be capable of engaging five to ten ballistic missiles at once and even hitting low-orbit satellites. It will be able to move between engagements, avoiding counter attacks.

6. Lasers

Syrian opposition sources report that the Islamic State which captured Palmyra in May had used a large amount of explosives to blow up the 2,000-year old Baalshamin Temple Sunday, a few days after beheading the town’s 82-year old antiquities director and famed scholar Khaled al-Asaad. The temple which is about 500 meters from Palmyra’s famous Roman amphitheater was dedicated to the Phoenician god of storms and rain. 

The jihadis have been on a rampage of destroying historic sites in what they call a purge of paganism. But they have also sold off quantities of looted artifacts for high prices.

Estonian Prime Minister Taavi Roivas and Polish President Andrzej Duda agreed to extend sanctions against Russia in a meeting on Monday, responding to Russian aggression in Eastern Europe.

“Estonia and Poland are close in their understanding of security issues. For example, this is expressed in relation to the conflict in Ukraine. …We must continue to support Ukraine and remember that the situation there has not stabilized. We think we should continue sanctions against Russia until the territorial integrity and independence of the country [Ukraine] is restored,” Roivassaid.

Roivas’ call for sanctions comes after the kidnapping and sentencing of Estonian intelligence officer Eston Kohver last week. Analysts said that the case was reminiscent of Soviet show trials.

During his visit to Estonia, Polish President Duda also said that NATO should strengthen its eastern flank.

In a speech commemorating the European Day of Remembrance for Victims of Totalitarian Regimes, Duda invoked Russia’s “imperial tendencies,” saying that increased NATO support is “absolutely logical and justified not only historically but also in contemporary terms.”

“Everyone knows the situation: imperial tendencies are resurging and the presence of NATO forces is a guarantee for our countries,” Duda said.

Oil Price Collapse Triggers Currency Crisis in Emerging Markets by Jennifer So

Emerging market currencies are getting slammed by the collapse in commodity prices, a downturn that has accelerated in recent weeks.

The health of many middle-income and emerging market economies has been predicated on relatively strong commodity prices. A whole category of countries achieved strong growth by exporting their natural resources. For example, Brazil’s impressive economic expansion since the early 2000s, and the huge number of people that were able to jump into the middle class, was made possible by exporting oil, soy, iron ore, beef, and a variety of other resources. High prices for these goods led to more growth, a strengthening of the currency, and a real estate boom in cities like Rio de Janeiro.

The same story unfolded in many other commodity-driven economies, from Latin America, to Africa, to Central and Southeast Asia.

However, with commodity prices down dramatically from a year ago, growth in these countries has slowed, and their currencies are sharply weaker than they have been in the past.

In fact, the fall of Brent crude below $50 per barrel has sparked a sudden downturn in emerging market currencies across the globe.

But it isn’t just oil prices slamming currencies. The worries over the Chinese economy, including the plunge in its main stock market this summer, have raised concerns about the vigor of emerging market economies. Worse yet, China’s surprise devaluation has sent shock waves through currency markets around the world.

Other countries now feel pressure to let their currencies depreciate, and if they have adhered to a currency peg up until now, some are being pushed to float. Kazakhstan decided to scrap its currency peg last week, and the tenge promptly lost 23 percent of its value against the dollar. Vietnam also devalued the dong.

The devaluations tend to have a cascading effect, with other emerging markets coming under increasing pressure from their competitors.

Nigeria’s naira is under fire following Kazakhstan’s move, and Nigeria’s central bank vowed to fight off speculative attacks on its currency. “We haven’t seen any reason so far to institute a change in the foreign-exchange policies,” a spokesman for the Central Bank of Nigeria, told Bloomberg in an interview. “The preponderance of foreign currency in the country has led to speculative attacks on the naira. People who have done it in the hope we’ll devalue will be hurt.”

Russia’s ruble fared worse following the move by Kazakhstan to float its currency. It is now at itslowest level in six months, and could soon blow through the record low seen earlier this year when Russia suffered a brief currency crisis. Unfortunately for Moscow, the run on the currency comes on top of brewing fiscal problems, as the budget deficit has ballooned to its largest level since 2010, following the financial crisis.

However, Kazakhstan’s decision to float the tenge made sense given China’s devaluation and Russia’s own action to allow the ruble to lose value over the last year. Kazakhstan was seeking competitiveness for its economy. But one devaluation begets another.

The list of currency problems stretches long. South Africa’s rand is at its weakestin over a decade. Turkey’s lira has lost 19 percent so far in 2015. Mexico peso haslost about a quarter of its value since August 2014. The more emerging market currencies lose value, the more concern there is about their health.

A lot of uncertainty reigns for emerging market currencies. All eyes are on Washington for what comes next. The Federal Reserve is weighing an increase in interest rates for the first time in years, a milestone as the central bank seeks to (slightly) withdraw its heavy hand in the U.S. economy. However, an increase in interest rates would strengthen the dollar.

That would make the currency problems in emerging markets worse, both from the comparative devaluation against the dollar and from a potential further weakening in commodity prices. The global concerns could convince Janet Yellen to wait.
