Recent Strange Behavior of Russian Elites Reflects Panic in the Kremlin, Piontkovsky Says

            Staunton, August 25 – “Strange tectonic shifts are taking place around the Kremlin,”
 Andrey Piontkovsky says. And although evidence of them comes mostly in leaks, they are a clear indication of “the panic and confusion now ruling” there and the beginning in the Kremlin of “a showdown in the higher echelons of power.”

            On Espreso.TV, the Russian commentator says that what he sees behind the scenes is a shift from competition among those around Putin for access to the boss to a competition among them to distance themselves from him because they do not want to fall when and how he will (ru.espreso.tv/article/2015/08/23/andrey_pyontkovskyy_kreml_podaet_sygnaly_otchayanyya_eto_bunker_1945).

            The behavior of Putin’s press secretary, Dmitry Peskov, is indicative. It appears, Piontkovsky says, that Peskov is responsible for the reports about his wild spending, clearly hopeful that he will be removed from his current post and sent with his new wife somewhere safe abroad.

            And Aleksey Venediktov, the editor of Ekho Moskvy who in Piontkovsky’s telling likes to be seen as someone with access, “suddenly has felt the need to describe very precisely that “before the annexation of Crimea, a meeting took place in the Kremlin and literally all those present – diplomats, military commanders, economists, and intelligence officials – expressed definite concerns and doubts about this action.”

            Nonetheless, Putin “didn’t listen to them and took his decision.”

            Such strange behavior, the Russian analyst continues, reflects the lack of a strategy among those closest to Putin. But it strongly suggests that they are now looking past his time and trying to position themselves for good standing in a post-Putin Moscow and a post-Putin international community.

            Asked what one should expect from “the main rat, if the other rats are deserting the ship,” Piontkovsky says that one cannot exclude the possibility that Putin will do something “insane” if he feel cornered. Indeed, the analyst continues, the Kremlin leader’s recent words about supposed Ukrainian plans to attack may presage an expanded Russian attack on Ukraine.

            But if Putin does so, he will be doing so in the face of a situation in which “Moscow understands that for such an escalation, it will face very serious economic and political responses and the supply of arms to Ukraine from the West. But perhaps,” Piontkovsky says, the Kremlin hopes to put the blame on Kyiv for whatever happens.

            “Provocations can have some tactical importance,” he continues, “but strategically Putin has lost. No military escalation will save him because he has lost for three most important fundamental reasons.” First, Ukraine has resisted far more than he though and rendered the idea of a Russian world including Ukraine impossible.

            Second, Piontkovsky says, Putin “underestimated the reaction of the West,” especially its reaction to his incautious words about using nuclear weapons.  The West understood and understands that Putin must be stopped in Ukraine lest he move on to the Baltic countries, whose NATO membership would require a military response.

            And third, the Russian commentator says, the Kremlin leader misjudged the Russian people. They may have experienced euphoria with the annexation of Crimea, but they increasingly are disturbed by the costs direct and indirect of Putin’s aggressive actions in Ukraine.

            Putin’s effort to get out of this trap he created for himself via the Minsk accords has also failed, Piontkovsky says. The Ukrainian government understands exactly what he is trying to do and consequently is doing everything it can to prevent that outcome. Now, Russian officials are driven back to making threats or seeking contacts with those they have offended.

            This, Piontkovsky concludes, is “a gesture of despair,” exactly like those in Hitler’s Berlin bunker in 1945.

            On Facebook today, Valery Solovey extends this thought. He says that all regimes just about to fall display “an interesting logic:” They begin to act “as if they have gone out of their mind and have been infected by an epidemic of mass idiotism” (facebook.com/profile.php?id=100007811864378&fref=nf).

            Given that these regimes, he points out, were not being run brilliantly even earlier, the cases of official stupidity “take on an Homeric and particularly malignant character.” This can be seen in Russia today with its “public destruction of food,” attempts at prohibiting Wikipedia, banning imported dish soap, “and how many other things still ahead!”

            The populations of such countries are driven to anger “not by the limitations of political and economic freedoms” but rather by “the anti-human absurdity and illogicality of the powers that be.” Why then do the authorities “go mad?”  The primary reason is that they feel they have lost control of the situation and are desperately trying to find a way to matter once again.

            They seem themselves as the victims of “bad luck,” and they want to lash out because such a feeling of being unjustly the victims “provokes in them nervousness and drives them to stupidities.”

            Solovey concludes by updating and reversing Tolstoy: “All happy regimes are happy in different ways. All unhappy ones go their end under the weight of their own idiotism.”

            The Moscow commentator does not say but perhaps one could add, updating Longfellow on Prometheus, an even more ancient and appropriate observation about the situation now: “Whom the gods would destroy, they first make mad.”

Having learned from previous progressive failures, President Obama embarked on a strategy of minimizing controversial details that could doom his legislative efforts. But no factor was more decisive than his unshakable determination not to let Congress, the courts, the Constitution or a failed presidency—as America has traditionally defined it—stand in his way.
Americans have always found progressivism appealing in the abstract, but they have revolted when they saw the details. President Clinton’s very progressive agenda—to nationalize health care and use private pensions to promote social goals—was hardly controversial during the 1992 election. But once the debate turned to the details, Americans quickly understood that his health-care plan would take away their freedom. Even Mr. Clinton’s most reliable allies, the labor unions, rebelled when they understood that under his pension plan their pensions would serve “social goals” instead of maximizing their retirement benefits.

NBC’s Peter Alexander reported Tuesday that a significant number of top donors to President Obama’s 2012 campaign are not committed to bundling large sums of money for Democratic frontrunner Hillary Clinton, adding more fuel to speculation that Vice President Joe Biden will enter the race.
“Only a small percentage of Obama’s top fundraisers from 2012 have already committed to bundling large sums of money for the Clinton campaign,” Alexander said on The Today Show.
The buzz for Biden has been growing after news that he huddled with liberal favorite Sen. Elizabeth Warren (D., Mass.) in Washington over the weekend. Biden and Obama then met for lunch Monday, and CNN reported Obama gave “his blessing” for Biden to throw his hat into the ring if he so chose.
At Monday’s press briefing, White House spokesman Josh Earnest lavished praise on Biden as an experienced, successful national campaigner.
When Earnest mentioned President Obama thought that making Biden his running mate was the best decision he’d made in politics, it appeared to amount to an endorsement of him over

IRAN
The IAEA has called on its member states to provide more funding for it to carry out its responsibilities under the Iran nuclear accord; the nuclear watchdog’s chief said that current funds would run out next month. [Reuters]
A senior French national security official contradicts Secretary of State John Kerry on the outcome of a Congressional rejection of the nuclear accord, concluding that a no vote would not result in “the worst of all worlds” and might in fact be helpful, reports Josh Rogin. [Bloomberg View]  And John Vinocur explores whether France may be having “partial buyer’s remorse” over the accord, at theWall Street Journal.
Israel has accused Iran of sponsoring rocket attacks into its territory from Syria last week; Israeli diplomats have filed a formal complaint with the US and other negotiating parties to the nuclear accord which charges Iran with “an indiscriminate and premeditated terrorist attack against Israeli territory without any provocation.” [Politico’s Michael Crowley]
Dick Cheney will deliver an address on the Iran deal next month at the conservative American Enterprise Institute, during which he will share his concerns about the agreement’s “consequences for the security and interests of the United States and its allies in the Middle East,” reports Brianna Ehley. ISRAEL and PALESTINE
The Palestinian Authority would have to post $10 million to appeal a significant damages award for its role in terrorist attacks in Israel which killed and wounded Americans, the latest ruling in a lawsuit which has drawn the attention of the Obama administration. The Koreas reached an agreement early today to end a military standoff that resulted in the exchange of artillery fire and sparked concerns over escalating tensions. Under the agreement, North Korea expressed “regrets” for landmine explosions which wounded two soldiers from the South, and South Korea agreed to turn off its propaganda loudspeakers stationed on the border. A 74 lb. Guantánamo Bay hunger striker is not sufficiently unwell as to warrant hospitalization or continuous tube feedings, and the impact on the Yemeni prisoner’s health while in US military custody is his responsibility, argued Justice Department lawyers in a filing unsealed yesterday, asking the judge to refuse a habeas corpus claim. A female teenage suicide bomber in the Nigerian city of Damaturu killed five people and wounded a further 30 early today, police said. There has been no immediate claim of responsibility but Boko Haram has carried out similar attacks in recent weeks. [Reuters]

Экономическая удача, основанная исключительно на высоких мировых ценах на нефть, была той золотой рыбкой, что сделала  В.В. Путина популярным в России. Она и держала его на плаву.
Теперь удаче пришёл конец. Золотые декорации упали. За ними обнаружились всё те же развалины. В.В. Путин начал движение к своему окончательному падению.
Экономический обвал, с  которым столкнулась Россия, имеет не только субъективную сторону.
Конечно, российскому начальству и лично В.В. Путину можно и нужно поставить в вину, что за 16 лет своего правления оно не смогло изменить структуру экономики, сохранило чрезмерную зависимость России от экспорта нефти.
Это была трудная задача, и нет уверенности, что при самом большом желании и других властях, не ставящих личное обогащение главной целью, удалось бы её решить.
Одно можно сказать определённо – продвижение могло быть большим, а удар кризиса слабее.
Всё-таки, 16 лет огромный срок. Можно вспомнить Китай и отсчитать от начала реформ — 1978 года 16 лет – 1994-й. Многое уже было сделано, когда же мне пришлось быть в Китае в  1996 году (Пекин-Шанхай-Шэшчжень) было видно, что страна на подъёме. В России этого не было.
Теперь уже и не будет – возможности сырьевой модели были исчерпаны ещё до захвата Крыма, войны с  Украиной, санкций западных стран и в целом разрушительных для российской экономики «антисанкций» В.В. Путина. Возможно, что исчерпанность экономической модели и была одной из причин, толкнувших В.В. Путина на войну.
На фоне сокращения экономических возможностей России и депрессивного состояния мировой экономики, в дни очередного обесценения национальной валюты, теперь уместно поставить вопросы.
Какие возможности даст России политика изоляции России мировых от рынков капитала? Каких успехов можно добиться «опорой на собственные силы»? Есть ли хоть какой потенциал в модели «капитализма закадычных друзей» и, шире, «олигархического капитализма»?
Очевидно, что ответы будут такими – возможностей нет, успехи будут крайне ограниченными, потенциал исчерпан. Экономически правление В.В. Путина более ничего не может дать стране.
Понятно, что новая экономическая политика должны быть революционной, творческой, основанной на  открытости страны,  конкуренции, частной собственности и новых возможностях. Такая политика должны быть совершенно непохожей на то, что делается сегодня.
Примеры такой политики в прошлом, принесшие сегодня положительный результат, в истории российской экономики есть. Впрочем, и эти положительные примеры – далёкое прошлое и лишь частность — пример того, что в 90-е казалось революцией, чем-то опередившим время, а теперь очевидно результативным.
История В.В. Путина как «успешного лидера» отныне завершена и в экономическом отношении.
Сдайте дела. Уходите. До  свидания. Освободите от себя и своих друзей страну. Она от вас устала. Дайте ей  дышать. Не смрадом войны, но свободой.

Cruz Calls on President to Release Pentagon Report on Russian Missile Violation

The White House should immediately provide Congress with a Pentagon report assessing the risks to U.S. security posed by Russia’s violation of an intermediate-range missile treaty, according to Sen. Ted Cruz (R., Texas).
“I am deeply concerned that the Obama administration has been withholding information it is obligated to provide to Congress to protect what it considers to be the president’s ‘legacy achievements’—such as New START and the recent nuclear deal with Iran,” Cruz, a member of the Senate Armed Services Committee, told the Washington Free Beacon.
The senator, a Republican presidential candidate, wrote to President Obama on Friday requesting that he release a classified report produced by the office of the chairman of the Joint Chiefs, Gen. Martin Dempsey, on Moscow’s breach of the 1987 Intermediate-Range Nuclear Forces (INF) Treaty.
“I request that you lift your embargo on this report immediately,” he stated, asking for a response no later than Sept. 1.
The Free Beacon first reported Aug. 11 that the White House is blocking the report that is said to outline possible U.S. responses to the INF treaty violation.
The State Department publicly confirmed the treaty violation last year in an annual compliance report. Details of the violation have not been made public although U.S. officials say that it involves testing of a cruise missile called the R-500.
A ground-launched cruise missile version of Russia’s new SSN-30A long-range anti-ship missile is also said to violate the INF treaty, according to defense officials.
The treaty prohibits deploying or testing ballistic or cruise missiles with ranges between 310 miles and 3,418 miles. Its passage led to the withdrawal of then-Soviet SS-20, SS-4, and SS-5 missiles from Europe and the elimination of U.S. Pershing II and ground-launched cruise missiles.
Rep. Mike Rogers (R., Ala.), chairman of the House Armed Services subcommittee on strategic forces, first disclosed in a speech in July that the White House was holding up the INF report.
Rogers said that the report was produced after Obama directed the Joint Chiefs chairman to develop options in response to the INF breach. He called the report necessary for legislation to support steps to counter the treaty violation.
The Pentagon’s proposed options were provided to the president in December, Rogers said.
Administration officials have provided no details on the options being considered but have said that they include bolstering missile defenses and deploying new nuclear-capable missiles.
White House spokesman Myles Caggins declined to comment on the Aug. 21 letter from Cruz.
Earlier this month, a senior White House official said the United States is considering diplomatic, economic, and military responses to the INF treaty violation.
Joint Chiefs spokesman Greg Hicks said the assessment is secret and will not be released to the public. The Pentagon’s proposed actions regarding the Russian breach of the treaty include “preserving military response options—but no decision has been made with regard to the type of response, if any,” Hicks said.
In his letter Cruz said that holding up the INF report is “withholding information from Congress pertinent to executing its constitutional statutory role in foreign affairs.”
Cruz also said that despite the State Department declaring Moscow to be in violation of the accord, there have been concerns about Russian treaty compliance since 2008 that appear not to have been shared with the Senate during debate on the 2010 New START arms treaty.
“Only in late 2011, long after Congress voted on the New START treaty, did your administration conclude that the R-500 was an official compliance concern,” Cruz stated.
The letter also noted that in 2011, then-Sen. John Kerry told a closed-door hearing that “we’re not going to pass another treaty in the U.S. Senate if our colleagues are sitting up here knowing somebody is cheating.”
Cruz concluded: “The Senate’s advice and consent power is a pivotal element of a constitutional and prudent foreign policy, but it cannot be exercised if your administration does not act in good faith.”
“Grave concerns of Russian compliance exist beyond the R-500 cruise missile, as Russia has potentially mislabeled intermediate missiles as intercontinental ballistic missiles, and fielded air defense systems that possess ground-to-ground ballistic capability,” he added.
“If true, these would not only constitute clear violations of the INF treaty, but present a material threat to the United States and our allies.”
Cruz said the risk assessment is needed in developing strategic responses by the United States.
In an email, Cruz noted that the administration similarly delayed release of the State Department’s annual report on Tehran’s human rights abuses in order to avoid upsetting negotiations with Iran on the nuclear deal.
That human rights report was only made public “once we threatened to cut [the State Department’s] budget,” he said.
“Now the Defense Department is withholding a report that details disturbing Russian violations of the INF Treaty that could undermine the very premise of New START,” Cruz said.
The administration was reluctant to admit that Moscow was not negotiating in good faith, “but the fact of the matter is the administration constrained America’s ability to deploy missile defense systems to protect our NATO allies and in return the Russians are blatantly testing the sorts of weapons that would threaten them,” he noted.
“Congress, and the American people, deserve to know the truth about what turns out to be yet another terrible Obama administration deal with a hostile regime that means us harm,” Cruz said of the Iranian nuclear accord, now under review by Congress.

Israel to Iranian Proxy: ‘We’ll Get You’

JERUSALEM—In a succession of swift steps after being hit by two rockets fired onto its territory from Syria Thursday, Israel has signaled to the Iranian-backed organization allegedly behind the incident that it knows who is responsible and that “we’ll get you.”
The rockets caused no casualties or damage beyond brushfires but Israel’s vigorous reaction reflects its belief that the attack is part of a stepped-up Iranian campaign to attack Israel through proxies. It was the first time since the 1973 Yom Kippur War that shells were fired into Israel from Syrian territory.
Within hours of the rocketing, Israeli artillery and warplanes hit 14 Syrian army targets across the border. Syria was not behind the attack, Israeli officials say, but the rockets were launched from territory under the army’s control. In an unusual move immediately afterwards, a senior security official briefing reporters revealed sensitive security information by naming the person who had ordered the rocketing as an Iranian officer, Saad Ezadi. He was identified as head of the Israel desk of the Quds Force of the Iranian Revolutionary Guard Corps. The Quds Force is responsible for quasi-military operations outside Iran and answers directly to the Iranian Supreme Leader, Ali Khamenei.
Israeli officials said the rocketing, which also included the firing of two rockets into the Golan Heights, had been carried out by a cell from the Palestinian branch of Islamic Jihad under Ezadi’s control.
By revealing Ezadi’s role and identifying the group that carried out the operation, Israel seemed to suggest that it had precise intelligence about what is happening in the area opposite the Golan border. The Syrian civil war has created a swirl of battling entities there—rebel groups of various ideological hues and militias supporting the regime as well as Syrian army concentrations.
On Friday morning, Israel offered an even more tangible demonstration of its ability to monitor the region when an aircraft, perhaps a drone, fired rockets that destroyed a moving car about 10 miles from the Golan border.
Israel said the occupants were the members of the team that had fired the rockets. Four of the five persons in the car were killed. The fate of the fifth is unknown. A rebel group in the area reported that one of the five was an Iranian officer.
“We followed the cell and attacked it in an area that was under the control of the Syrian army,” said a senior Israeli officer. He described it as “an Islamic Jihad cell controlled by Iran.”
Israeli officials have said for more than a year that Iran is seeking to open a new front against Israel by extending the reach of Lebanon’s Hezbollah, its principal proxy, from the northern Israeli border to the Golan border. This has been the quietest of Israel’s borders since the Yom Kippur War of 1973, with the regime in Damascus keeping militant groups away so as not to provoke Israeli reaction. Because of the civil war, however, the regime of Bashar al-Assad is beholden to Iran, its main support, and it no longer controls the area opposite the Golan.
The first public awareness of an Iranian presence in the area was last January when an Israeli aircraft fired rockets that destroyed two vehicles on Syrian territory that were apparently reconnoitering the border, killing the 12 occupants. It was subsequently learned that one vehicle contained six Iranian military personnel, one of them a general. The other contained six Hezbollah personnel, including two senior officers. That incident was the first public indication of the extent to which Israel was monitoring the area. It was widely assumed that Israel knew beforehand the identity and mission of the vehicles’ occupants.
In recent weeks, army officers briefing reporters have said that Israel, in its determination to prevent Iran and its proxies from building up an anti-Israel base close to the Golan, is preparing for the possibility of sending troops across the border if necessary.
