Russian economy shrank 4.6 percent in Q2 on lower oil prices

MOSCOW (AP) — Official government figures show that the Russian economy was 4.6 percent in the second quarter from the same quarter the previous year in the wake of plummeting oil prices and Western sanctions.
The sharp quarterly decline reported Monday by the country’s state statistics agency is more than double the 2.2-percent contraction recorded in the previous quarter.
The Russian economy is in recession for only the second time in President Vladimir Putin’s 15 years in power as a result of the slump in oil prices, the country’s main currency earner, and Western sanctions over Moscow’s involvement in the crisis in Ukraine.
Meanwhile, the Russian currency dived again Monday, falling below 64 rubles a dollar. The ruble’s woes over the past year have helped fuel inflation and hurt consumer demand.

Webb Opposes Iran Nuclear Agreement: ‘I Think It’s a Bad Deal’

Democratic presidential candidate Jim Webb said he was opposed to the Iran nuclear agreement being aggressively pushed by the Obama administration, telling Fox News on Sunday that “I think it’s a bad deal,” according to The Weekly Standard.
Webb joins Republicans and a growing group of Democrats that have stated they oppose the agreement that President Obama has trumpeted as a “very good deal” to keep Iran from attaining a nuclear weapon. During his political push last week to garner enough support on Capitol Hill for the deal to survive, Obama compared Iranian hardliners who chant “Death to America” to the Republican caucus that has lined up against it.
However, key Democratic Sen. Chuck Schumer (D., N.Y.) announced he was also opposed to the deal last week, leading to a war of words with the White House that Webb said he found disheartening.
“I think we need to put country ahead of party,” Webb said. “It troubles me when I see all this debate about whether this is disloyalty to the president or to the Democratic Party, particularly with what Chuck Schumer has gone through. I think I’ve always done that. I think that’s what leadership really is, particularly in foreign policy.”
Schumer said last week that “the very real risk that Iran will not moderate and will, instead, use the agreement to pursue its nefarious goals is too great.’’

Ex-NATO Supreme Commander Slams Obama for Military Cuts: ‘We’re Still at War’

James Stavridis, a retired U.S. admiral and former NATO Supreme Allied Commander, slammed the Obama administration Sunday for repeated military cuts despite the fact that the country remains engaged in “real combat operations.”
“We have already cut defense … about 30 percent over the last 10 years, and we’re still at war,” Stavridis explained during remarks on a New York radio show Sunday, according to The Hill. “We’re actively involved on multiple continents in real combat operations. We should not be drastically reducing our troop levels.”
Last month, the Army announced plans to cut 40,000 troops and lay off 17,000 civilian employees over the next two years, losses that could become even more dramatic if sequestration begins in October.
Army Chief of Staff Gen. Ray Odierno expressed worry over the particular Army cuts during an interview with Fox News late last month, stressing that the reduction since 2010 has rendered the United States unable to “deter conflict and prevent wars.”
Stavridis on Sunday also expressed disbelief at Obama’s decision to remove the last remaining aircraft carrier patrolling the Middle East from the Arabian Gulf.
“We have 11 active nuclear aircraft carriers today in the United States Navy,” Stavridis explained. “It is hard for me to understand why we cannot manage a fleet of that size to maintain an aircraft carrier at all times in regions as dangerous as the Arabian Gulf.”
Stavridis, who currently serves as the dean of Tufts University’s Fletcher School of Law and Diplomacy, went on to emphasize the need for NATO to become further involved in the conflict in Crimea spurred by Russia.
“We need to push back against that kind of Russian advancement, that Russian aggression, to show them that that’s simply not appropriate behavior in the 21st century,” Stavridis explained. “They’re not as capable [as NATO forces], but within small, tactical spaces, they can still be extremely disruptive. We have to stand firmly against them to deter them.”
Largely because of the country’s actions in Ukraine, two top Pentagon officials recently deemedVladimir Putin’s Russia the largest “existential threat” to the U.S.
In fact, just last week defense officials revealed that Russia was behind a “sophisticated cyber attack” carried out at the end of July on the Pentagon’s unclassified email system used by the Joint Chiefs of Staff. The breach affected approximately 4,000 military and civilian employees.
Stavridis, who led the NATO Alliance in global operations from 2009 to 2013, has also been vocal in his criticism of the president’s championed Iran nuclear arms agreement, insisting during a television appearance in late July that “you can drive a truck through” the holes in the deal.

An escalation of violent attacks in Turkey. The US consulate in Istanbul came under gunfire on Monday and at least eight people were killed in a wave of separate attacks on Turkish security forces. Turkish media report that a woman of 51, member of the far-left Revolutionary People’s Liberation Army Front, was detained by police after the consulate attack. The US consulate remains closed until further notice. On the other side of Istanbul, a bomb truck blew up at a police station, initially killing three police officers and seven civilians. Two gunmen and an officer from the Turkish bomb squad were later killed in a firefight.
Shooting accompanied anti-terrorist police raids on the Asian side of the Bosphorus. In the southern province of Sirnak, four Turkish officers were killed by a roadside bomb and, in a separate incident in the same province, Kurdish separatists opened heavy weapons fire on a military helicopter coming into land, killing a Turkish soldier and wounding at least seven others.

Regulating Autonomous Weapons Might be Smarter Than Banning Them

This post is the latest installment of our “Monday Reflections” feature, in which a different Just Security editor examines the big stories from the previous week or looks ahead to key developments on the horizon.
Late last month, Stephen Hawking (former Lucasian Professor at Cambridge), Elon Musk (CEO of Tesla and SpaceX), Steve Wozniak (Apple co-founder) and more than 1,000 artificial intelligence and robotics researchers co-signed a letter urging a ban on autonomous weapons. The letter has understandably drawn global interest.
This was but the latest volley in a debate over autonomous weapon systems (AWS) that first drew international attention with publication of Human Rights Watch’s Losing Humanity report. Presently, theCampaign to Stop Killer Robots and its distinguishedspokespersons, Jody Williams, Noel Sharkey, and Steve Goose, are leading the main effort to ban the systems. The venerated ICRC has also taken on the topic of AWS, having convened an importantworkshop for government representatives and legal experts, while the Convention on Certain Conventional Weapons (CCW) Meeting of Experts has likewise been addressing the subject. Together with cyber, AWS is the primary topic du jour in the field of means and methods of warfare.
The Open Letter is worth quoting in relevant part. It argues that,
[t]he key question for humanity today is whether to start a global AI arms race or to prevent it from starting. If any major military power pushes ahead with AI weapon development, a global arms race is virtually inevitable, and the endpoint of this technological trajectory is obvious: autonomous weapons will become the Kalashnikovs of tomorrow. Unlike nuclear weapons, they require no costly or hard-to-obtain raw materials, so they will become ubiquitous and cheap for all significant military powers to mass-produce. It will only be a matter of time until they appear on the black market and in the hands of terrorists, dictators wishing to better control their populace, warlords wishing to perpetrate ethnic cleansing, etc. Autonomous weapons are ideal for tasks such as assassinations, destabilizing nations, subduing populations and selectively killing a particular ethnic group. We therefore believe that a military AI arms race would not be beneficial for humanity. There are many ways in which AI can make battlefields safer for humans, especially civilians, without creating new tools for killing people.
The signatories conclude that “[s]tarting a military AI arms race is a bad idea, and should be prevented by a ban on offensive autonomous weapons beyond meaningful human control.”
To understand the debate, it is necessary to grasp the categories into which weapons fall vis-à-vis autonomy. Autonomous weapon systems are those that look for and engage targets without human intervention (e.g., the Israeli “Harpy”). These “human out of the loop” systems must be distinguished from those with a “human in the loop,” such as semi-autonomous missiles that for decades have guided themselves after the pilot selects the target (“fire and forget” missiles), and “human on the loop” ones, in which an individual with the ability to override the system monitors the engagement, as is the practice with the Israeli Iron Dome system. AWS designed for point defense, like the US Navy’sCIWS that defends warships against in-bound missiles, are not at issue in the debate.
I admit to finding the logic of the Open Letter viscerally appealing. However, a robust and objective debate on the topic requires greater granularity. Allow me to offer a few thoughts.
1) Arguments permeating the debate that AWS necessarily violate international humanitarian law (IHL) are flawed (see here and here). Whether AWS are unlawful by nature because they areindiscriminate or cause superfluous injury or unnecessary suffering to combatants depends on the particular sensors aboard the systems, the weapons employed, and the environment in which they are intended to be used, not the fact that they operate autonomously. Some conceivable AWS would obviously be indiscriminate per se, like a system programmed to identify and attack any humans in urban areas, while others, such as one designed to identify and attack warships when no civilian vessels are nearby, would not be. Indeed, much of the technology needed for AWS to reliably identify certain key categories of military objectives (like combat aircraft) already exists, as does technology that can help ensure they comply with IHL dictates such as proportionality, for instance, by identifying humans that might be present in the target area such that anti-radar AWS do not engage.
A fair debate must also acknowledge that AWS can enhance a force’s ability to comply with IHL on the battlefield. Modern warfare teaches us that humans are often less able to deal with the fog, friction and fear of combat than advanced sensors, particularly when multiple sensors are brought to bear to develop technological synergy. And human override capability does not always enhance matters, as aircraft accidents in which fighter pilots who “trusted their gut” instead of their instruments have tragically demonstrated. In fact, AWS will often out-perform humans in accurately identifying a targetidentifying potential collateral damage, and suspending or canceling an attack that has become legally questionable. And sometimes they will not. Therefore, each autonomous weapon system and situation must be assessed individually to determine whether it is more or less capable of complying with IHL in a particular situation than a system integrating a human either in, or on, the loop.
Accountability for the actions of AWS is an additional topic that sometimes has been the subject of muddled discourse. Clearly, any commander who decides to launch AWS into a particular environment is, as with any other weapon systems, accountable under international criminal law for that decision. Nor will developers escape accountability if they design systems, autonomous or not, meant to conduct operations that are not IHL compliant. And States can be held accountable under the laws of State responsibility should their armed forces use AWS in an unlawful manner.
What is often missed is that it is already unlawful to employ AWS when the use of other weapon systems will result in less harm to civilians and civilian objects, so long as the use of the other systems is feasible in the circumstances and yields similar military advantage. Indeed, in my view, the use of an autonomous weapon system that is available to a commander is legally required if it can avoid or minimize harm to persons and objects protected by IHL. Those who would ban the system must understand that commanders will consequently be deprived of a means of warfare that might avoid civilian casualties, one that they would otherwise have to employ as a matter of law.
The focus on the autonomy aspect of the systems is a red herring. This is not to suggest that AWS present no IHL challenges. Two loom especially large. First, pursuant to the rule of proportionality, an attack is prohibited if the expected collateral damage is “excessive” relative to the anticipated military advantage anticipated to result from the operation. The dilemma is that the military advantage of any particular strike is situational, and the situation on the battlefield can change rapidly and dramatically. Thus, unless AWS are preprogrammed to engage only at no or low levels of collateral damage, the more time that elapses after a system’s deployment and the greater the distance they range, the less reliable they will be in meeting the requirements of proportionality, since the situational military advantage of a particular engagement may have changed since launch.
Second, like the signatories of the Open Letter, I am concerned about very advanced learning systems, for experts tell me it is theoretically possible that such systems will learn the “wrong lesson.” I asked one expert whether it is possible that an AWS might eventually “learn” that it is more efficient to kill all humans rather than attack only those that meet preset parameters for lawful targets. His answer was certainly not in the present or immediately foreseeable future, but he could not absolutely rule out the possibility as AI technologies improve. The reply causes me great pause.
Other challenges to IHL rules, such as that requiring acceptance of surrender, also exist with respect to AWS. But at the present, much of the debate as to whether AWS can meet the demands of IHL is counter-normative, counter-factual, or incomplete. If the systems are to be banned in the near term, the step should not taken based primarily on IHL issues.
2) Although IHL is not the problem, the Open Letter clearly evidences great angst as to whether compliance is likely. In other words, although IHL may be adequate in governing AWS on paper, in practice the systems will be used unlawfully because they are so attractive to those who would employ them for malevolent purposes. After all, AWS may be employed in areas that are otherwise difficult to reach, pose little risk to the operator, and can be comprehensive in their destructive effect. These and other AWS features can be leveraged for good…and bad. The question, therefore, is whether the likelihood that IHL will be ignored is so great, and the consequences thereof so horrendous, that the systems should be banned?
There is little doubt that AWS will, like most other weapons and weapon systems in history, be used to commit war crimes, crimes against humanity, and perhaps even genocide. However, the issue is not whether they will be used for ill, but instead whether the net humanitarian and military benefits of using them is outweighed by the particular risks they pose (i.e. the classic IHL balancing of humanitarian concerns and military necessity). In this regard, one must consider those aspects of these systems, such as rendering the battlefield environment more transparent and removing negative human factors like fear or confusion, that enable AWS to better achieve humanitarian objectives than non-autonomous systems that would be employed in lieu of them. Additionally, AWS might be used to stop war crimes and other criminal acts that occur during an armed conflict. For instance, in the aftermath of the First Gulf War in 1991, the Iraqis used helicopters to slaughter Kurds and Marsh Arabs. An autonomous airborne system could have been used to put an end to the killing and police the skies to ensure that did not recur.
Finally, I do not accept the premise that enhanced survival of soldiers should be ignored. IHL has long recognized that minimizing harm to military personnel is a legitimate humanitarian end, for instance in its prohibitions on “no quarter” orders and attacking those who are hors de combat. I also reject the argument that it is somehow unfair to use AWS against enemy forces that are not equipped with them. War is not about a “fair fight.” No State would countenance surrendering a weapon system to balance the battlefield; to expect them to do so is ludicrous.
In my estimation, then, a definitive conclusion on banning AWS is premature in light of the nascent state of the technology, the lack of robust consideration of AWS employment options (good and bad), and the oft-confused discourse over ethical and military issues. That said, I concede the point that waiting too long to address AWS risks letting the genie out of the bottle.
3) In light of the likely unwillingness of States that actually go to war to ban AWS in the immediate future, it is fair to query whether the call for an outright ban is the most productive course of action. Note that the signatories of the Open Letter recommend banning defensive AWS “beyond meaningful control.” Presumably, then, they would not extend the ban to those offensive systems that remain within meaningful control. For instance, an AWS would arguably be within meaningful human control if “tethered” such that it could be easily recalled, pre-programmed in a manner that narrowly limits engagement parameters, or designed carefully to control the method by, and extent to, which it “learned.”
If meaningful human control is the goal, the better approach might be regulation rather than a prophylactic ban. The distinction can be illustrated by the differing approaches to anti-personnel land mines taken in the CCW (Protocol II and Amended Protocol II) and the Ottawa Convention, with the former setting limits on, for instance, the period mines remain active, as distinct from the latter’s outlawing of their use by States Party. Analogously, States could agree to impose requirements on AWS that address many of the concerns that their critics harbor. Similarly, the CCW (Protocol III) limits the use of incendiaries against a military objective located within a concentration of civilians. Again, it would likely be more palatable to many States to, for instance, prohibit the use of AWS in urban and other areas where they pose a particular danger to civilians than to ban them altogether. And, of course, limits could be emplaced on their sale or other transfer, as is the case with other weapons in the Arms Trade Treaty.
In sum, I do not necessarily oppose a ban at some later date. States have long imposed bans on various weapons that are militarily useful, such as chemical weapons, when they conclude the humanitarian costs to both combatants and civilians are too high. Indeed, they have imposed bans on weapons merely because the weapons shock the collective conscience, as with blinding lasers. Such rationales have merit.
But I remain unconvinced that the debate has yet evidenced significant granularity to objectively conclude a full ban is justified, particularly in light of the potential benefits of AWS to avoid mistaken attacks and reduce collateral damage, and I applaud States such as the United States and United Kingdom that are proceeding slowly and carefully with respect to their development and use. I also question whether the States that matter would sign up to any such instrument. In my view, regulation by policy and treaty offers greater prospect for success in limiting the potentially harmful effects of the systems.

Israeli Defense Minister: Iran Nuclear Deal ‘An Historic Mistake’

JERUSALEM—Hinting at steps Israel might take to prevent an Iranian nuclear breakout, Defense Minister Moshe Yaalon told an interviewer last week “I’m not responsible for the longevity of Iranian scientists.”
Israel has been accused by Iran of the assassination of six senior Iranian nuclear scientists in recent years as well as a Revolutionary Guard general involved in the development of long-range missiles capable of carrying nuclear warheads.
In the interview with the German news weekly, Der Spiegel, published over the weekend, Yaalon termed the recent nuclear deal between Iran and Western powers “an historic mistake.”
Said Yaalon: “In the end, one way or another, the Iranian military nuclear ambitions should be stopped. We can in no way tolerate an Iran with nuclear weapons. We prefer for this to be done through a deal or sanctions. But in the end Israel should be able to defend itself.”
Asked whether this position meant that there might be more assassinations of Iranian scientists in the future and more cyber attacks on Iranian computer networks, Yaalon replied “We should be ready to protect ourselves. I’m not responsible for the longevity of Iranian scientists.”
The cyber attacks, reportedly undertaken by Israel and the United States, set back the Iranian program appreciably by sabotaging computers linked to the nuclear program and destroying centrifuges. Israel has reportedly desisted from such activity since Iran entered into negotiations with the United States and other Western powers.
Yaalon was sharply critical of the deal that subsequently emerged and of the way the negotiations were conducted. “My gut feeling is that political leaders in the West prefer to postpone the problem for the next day, for the next year, for the next term,” he said. “There have been points in history in which people believed that reconciliation might bring a solution, but in the end we paid a high price [an allusion to British Prime Minister Neville Chamberlain’s meetings with Hitler in 1938]. This is the case with Iran now.”
Yaalon, a former army chief of staff, said Israel had supported a negotiating strategy that would have forced the rulers in Teheran to choose between acquiring a nuclear bomb and surviving as a regime. “This strategy consists of political isolation of the regime and crippling economic sanctions, which actually started to work seriously in 2012.”
The final element in the strategy, he said, was a credible military option. The very fact that Iran’s supreme leader agreed to enter into negotiations with “the great Satan” indicated that regime survival was uppermost in his mind, said Yaalon.
But instead of erasing Iran’s nuclear option, the deal will permit it to become a military nuclear threshold state, said Yaalon. In a few months, he said, when unfrozen Iranian funds begin to flow into Teheran’s coffers, “they will have money to export the revolution. They are going to intensify their activities and improve their terror infrastructure.”
The one constructive role that Iran can play in the present regional constellation, said the defense minister, is in the fight against the Islamic State. “In all other conflicts in the region,” he said, “you will find the Iranians on the wrong side. It’s an apocalyptic, messianic regime with the aim of creating a Shiite empire.”
Contrary to hopes expressed by many in the West, Yaalon said the deal with the West will not bring moderation to the Iranian regime or the emergence of liberal forces.
“Without pressure, the regime knows very well how to oppress those elements. They still use cranes to hang people in the marketplaces. There is not going to be any Iranian Spring.”

Study: Iran Terror Funding Gets $4.8 Billion Boost Under Nuke Deal

Sanctions relief provided to Iran under a recently inked nuclear accord is expected to boost the Islamic Republic’s military spending by nearly $5 billion dollars, with much of that money going to fund Iran’s terror forces, according to a new study by a Washington, D.C.-based think-tank.
Under the parameters of the deal, Iran will receive nearly $150 billion in sanctions relief and cash assets. Because the money comes with no strings attached, it is expected that Iran will spend the money to fund its global terrorism operation, as well as its defense sector.
The cash windfall will allow Iran to put another $4.8 billion into its defense budget if current spending trends remain the same, according to a new study by the American Action Forum (AAF).
The study comes amid multiple reports indicating that Iran is building a series of new weaponized drones, missile defense shields, and other types of military hardware meant to deter an attack from Western forces in the region.
Iran is currently spending about 3.4 percent of its total public budget on defense, according to AAF, which used official documents published by Iran to conduct its study.
About 65 percent of the money budgeted for defense is spent on Iran’s Revolutionary Guard Corps (IRGC), the elite paramilitary fighting force that is known to coordinate and conduct terror activities across the globe.
“If current budget trends persist, the Iran deal would mean at least $4.8 billion in additional Iranian defense spending and a 50 percent budget increase for the IRGC,” AAF concludes.
The number could even increase if Iran chooses to boost defense spending, which has been constrained due to years of sanctions on Iran that crippled its economy.
“Nothing in the deal would prevent Iran from spending more than that to fund their military or terrorist organizations and authoritarian regimes throughout the Middle East,” AAF concludes. “Already this summer, Iran’s supreme leader, Ayatollah Ali Khamenei, ordered that the Islamic Republic would increase defense spending to at least 5 percent of its budget.”

In addition to unfreezing cash assets belonging to Iran, the Obama administration has agreed to drop sanctions on Iranian companies and on a multi-billion dollar financial empire owned by the country’s Supreme Leader Ali Khamenei.
International sanctions on the IRGC—including its military branches—also will be dropped under the deal.
“While it is unlikely that Iran accurately reports its military spending, it is informative to consider the country’s official budget as a minimum,” AAF wrote in its study. “This year, the Iranian government reported that it will spend 3.4 percent of its total budget on defense, which amounts to almost $10 billion.”
“Iran reports that it spends 65 percent of its defense budget to fund the Islamic Revolutionary Guard Corps (IRGC), the Iranian elite paramilitary force,” it states. “That works out to 2.2 percent of its total budget or over $6 billion.”
Much of this money goes to fund the IRGC’s operations abroad.
“The IRGC actively supports terrorist organizations throughout the Middle East, such as the Houthis in Yemen, Hezbollah in Lebanon, and Hamas in Gaza,” AAF explained in the study. “Iran also sends billions of dollars and provides military assistance to Syria.”
Additionally, a “spokeswoman for the United Nations recently estimated that Iran spends $6 billion per year to support the regime of Bashar al-Assad.”
The amount of money Iran puts toward its military and global terror operations could be larger than some estimates by the United States and other analysts, according to AAF.
“It is important to remember that much of Iran’s financial support for terror remains off the books,” the study concludes. “Iran’s official budget, however, reveals the minimum amount the country spends on the military and the IRGC.”
“If current spending trends continue, the $140 billion windfall would mean at least an additional $4.8 billion in defense spending,” it states. “Of this, $3.1 billion would go specifically to the IRGC—amounting to a 50 percent budget increase.”
In July, Iran announced that it would unveil a range of new missile defense systems in September.
These missile systems will have “the capability to stand against electronic warfare and mid-range and long-range radars will join the integrated air defense system on September 1,” Iranian military officials announced at the time.
In April, officials announced the construction of a missile-launching robot capable of firing on hostile targets.

MSNBC: ‘Stunning,’ ‘Offensive,’ ‘Over-the-Top’ Obama Is Vilifying Opponents of Iran Deal

The president of the Council on Foreign Relations spoke Monday about President Obama’s rhetoric on the Iran deal, which he said was “offensive,” “over the top,” and small.
“The White House has been trying to delegitimize opposition to the Iran agreement. I find that offensive,” CFR President Richard Haass said on MSNBC’s Morning Joe.
The Obama administration is in the middle of a media blitz to sell the Iran deal to Congress as pollingshows American voters oppose the deal 57 percent to 28 percent.  Despite this effort, prominent Democrats like Sen. Chuck Schumer (D., N.Y.) have been peeling away from the president’s coalition, prompting attacks from the White House and liberal allies.
“Even if he [Schumer] came out on the other side of the bill, it is deeply, deeply offensive suggesting that a call this close for people who have supported not only Israel but the defense of this nation—and legitimately believe it puts our nation and allies at risk—to delegitimize him this way is pretty stunning,” MSNBC host Joe Scarborough said.
“It’s over the top,” Haass said. “This president gave the greatest speech, I would think, of his presidency at Charleston six weeks ago. Six weeks later he gave the smallest speech of his presidency at American University. It has been an interesting time.”
Haass said that accepting the deal will have long-term ramifications for future presidents and the region.
“This is going to be a major national security challenge for decades to deal not just with Iran and its future nuclear capabilities but that of several neighbors,” Haass said. “This will be front and center for not just this president and his successor but his successor’s successor.”
The Iran deal before Congress would give Iran roughly $100 billion in previously-frozen assets plusaccess to critical financial markets and sanctions relief on weapons purchases and ballistic missile development in exchange for a temporary pause of Iran’s nuclear program.
