A Chinese Jet Performed an ‘Unsafe’ Move Near a U.S. Spy Plane

A Chinese military jet intercepted a U.S. spy plane off the coast of China last week, using a maneuver that Pentagon officials called “unsafe” when announcing the incident on Tuesday.
“One of the maneuvers conducted by the Chinese aircraft during this intercept was perceived as unsafe by the RC-135 air crew and at this point, right now, there’s no indication this was a near collision, but the report that came back was that the plane operated in an unsafe fashion,” Pentagon spokesman Peter Cook said, according to CNN.
The U.S. Boeing RC-135 reconnaissance jet was flying above the Yellow Sea around 80 miles east of mainland China on Sept. 15 when a Chinese military plane passed within 500 ft. of its nose. The Pentagon has not described the maneuver as aggressive, but said authorities were reviewing the incident; however, Senator John McCain called the intercept “dangerous” and cited it as proof that “China feels emboldened to continue its pattern of aggressive behavior in the Asia-Pacific region.”
The event calls to mind a similar incident last August, when a Chinese plane trailed a U.S. naval jet over the South China Sea, at one point coming as close as 20 ft.
The Pentagon’s announcement on Tuesday coincided with the arrival of Chinese President Xi Jinping in Seattle — “America’s gateway to Asia,” he has called it — where he will meet with a string of prominent business leaders in the city, including Apple CEO Tim Cook and investor Warren Buffett. He will then travel to Washington to dine at the White House with President Barack Obama.

The Russian Military Buildup in Syria Is Protection for Its Own Forces: John Kerry

Russia’s recent military buildup in Syria is consistent with protecting its own forces in the country, Secretary of State John Kerry said during a press conference on Tuesday.
“It is the judgment of our military and most experts,” Kerry said, “that the level and type represents basically force protection.”
Kerry’s remarks came after reports that Russia had added aerial support — including drones, attack helicopters and aircraft — to its forces in Syria’s Latakia province.
Moscow and Washington disagree on how to solve Syria’s four-year civil war, which has killed more than 200,000 people and displaced millions. While Russia has supported Syrian President BasharAssad for years, the U.S. believes Assad’s abnegation of power is critical to peace.
“If they are there to shore up Assad and to simply stand there in a way that provides Assad with continued sense that he doesn’t have to negotiate,” Kerry said about Russia, “then I think it’s a problem for Syria and it’s a problem for everybody who wants to bring an end to this conflict which has gone on for too long now.”
Kerry said Moscow’s long-term plans in Syria are still unclear, but he added the U.S. is prepared to work with them on diplomatic solutions. The two nations share some goals.
“We both want to see ISIL destroyed and defeated and gone,” Kerry said, using an alternative acronym for the militant group Islamic State of Iraq and Greater Syria (ISIS). To this end, the U.S. leads coalition air strikes against ISIS. Russia’s Foreign Ministry has also claimed that its military aid to Syria is aimed at fighting terrorism.
The U.S. is not the only nation concerned with Russia’s military presence in Syria, however.
During a visit to Moscow on Monday, Israeli Prime Minister Benjamin Netanyahu said he had agreed with Russian President Vladimir Putin to coordinate military actions over Syria to avoid any exchange of fire. Israeli planes have veered outside its borders during attacks on suspected arms shipments toHizballah, Reuters reported.
Kerry will have an opportunity to raise a negotiated solution to the conflict in Syria when he speaks with his European and Middle Eastern counterparts during the U.N. General Assembly next week.

NATO Says American Troops Were Not Told to Ignore Pedophilia Among Afghan Allies

Senior NATO commander John Campbell released a statement on Tuesday rebuffing claims that American soldiers and Marines were told to ignore the unbridled sexual abuse of young boys among Afghan commanders in rural areas.
The allegations surrounding the local practice of bacha bazi, meaning “boy play,” first surfaced in the New York Times, which cited interviews and court records.
Soldiers were ordered not to intervene with the local Afghan commanders or American-trained militias to maintain good relations, the Times said.
“Instead of weeding out pedophiles, the American military was arming them in some cases and placing them as the commanders of villages — and doing little when they began abusing children,” read the paper’s report.
Campbell said in his statement that, after serving multiple tours in Afghanistan, he could confirm that no such policy exists and that the Afghan government would properly investigate all claims of abuse.
“I want to make absolutely clear that any sexual abuse or similar mistreatment of others, no matter the alleged perpetrator or victim, is completely unacceptable and reprehensible,” Campbell said in the statement.

Experts and locals scrambling to document Syria's heritageBEIRUT (AP) - Scientists are slipping 3-D cameras into Syria to local activists and residents to scan antiquities. A U.S.-funded project aims to provide local conservators with resources to help safeguard relics. Inside Syria, volunteers scramble to document damage to monuments and confirm what remains. The rush is on to find creative and often high-tech ways to protect Syria's millennia-long cultural heritage in the face of the threat that much of it could be erased by the country's war, now in its fifth year. Giving the drive new urgency, experts are desperate to stay a step ahead of the Islamic State group, which has ruthlessly destroyed and looted sites that fall into its hands as it spreads across Syria and neighboring Iraq.

Russian vetoes are putting UN security council's legitimacy at risk, says US

Exclusive: Warning over body’s failure to act on Syria and Ukraine comes on top of wider criticism of its structure and the permanent members’ veto rights
The United States has warned that Russia’s continued blanket use of its UN veto will jeopardise the security council’s long-term legitimacy and could lead the US and like-minded countries to bypass it as a decision-making body.
The warning comes as the UN reaches its 70th anniversary and the security council faces a crisis caused by its paralysis over Syria. It has failed to agree concerted action to try to stem the bloodshed, even after more than 220,000 Syrians have died and more than 11 million have been forced from their homes.

US intelligence services accused of 'mass, indiscriminate surveillance'

European companies may have to review practice of storing digital data with US internet companies, in fresh victory for Austrian privacy campaigner Max Schrems
European companies may have to review their widespread practice of storing digital data with US internet companies after a court accused America’s intelligence services of conducting “mass, indiscriminate surveillance”.
The influential opinion by the European court of justice’s advocate general Yves Bot, yet to be confirmed by the Luxembourg court as final, is a significant development in the battle over online privacy. The court normally follows the advocate general’s opinion; ECJ judgments are binding on EU countries.
