Dozens Killed, Wounded in Suicide Bombing Near Baghdad

A suicide attack outside the Iraqi capital Sunday has killed at least 30 people and wounded scores of others. A police official says the attacker drove a explosives-filled car into a security checkpoint in the city of Hilla, located south of Baghdad. The checkpoint was filled with dozens of cars awaiting entrance into the city. More than 40 people were wounded in the attack. No one has claimed responsibility for Sunday's bombing, which has the hallmarks of similar attacks carried out by the Islamic State group, which has been battling Iraq's government since overrunning several cities in 2014. What Is Criticism?

What is criticism, and what does it do? These are the two questions A. O. Scott attempts to answer in his marshmallow of a book, Better Living Through Criticism: How To Think about Art, Pleasure, Beauty, and Truth, which alternatingly claims too much and too little on criticism’s behalf.
The answer to the first question is that criticism is both the “lifeblood” of art and “an art in its own right.” By “art,” Scott doesn’t mean in the way that carpentry is an art – an activity that requires craftsmanship to create beautiful and functional objects. No, criticism is the dramatic embodiment of ideas in objective form. It’s art art. In fact, it’s the ring of power of the arts. “There is more of it,” Scott writes, “its scope is wider, its methods more eclectic than any of its rivals. It encompasses all of them and compels them all to serve its needs. It is not parasitic, but primary.”
Parasitical or primary is a wonderfully phrased false choice, and, like many of Scott’s nicely turned sentences, it is placed at just the right point in the narrative to create a seamless surface. But false choice it is. Does criticism have to be either parasitical or primary? Can’t it be, as T. S. Eliot argued, an essential craft that is nevertheless instrumental?
Scott’s response to this objection—he cites Eliot’s remark that art, as opposed to criticism, is “autotelic”—is a marvel of twisted logic. Ignoring any distinction between primary and secondary functions, Scott remarks that art itself is always a response to other works of art and to historical events. Art is not created “in a vacuum,” he writes, and cannot be fully appreciated without some knowledge of its contexts. Furthermore, art, like criticism, requires judgment. The artist must evaluate ideas before he responds to them in his work. All of this proves, according to Scott, that art is, in its essence, criticism and criticism, art.
All I can say is all cars have tires but not everything that has a tire is a car. Of course poets respond to other poets. Of course art is bounded, to some degree, by historical contexts. Of course plays can be read for social and political commentary. Of course paintings and novels require the artist to think and make distinctions. Of course there’s an instrumental element to art. But are these the primary functions of art? It’s fashionable to think so today. A colleague of mine once remarked that all great poems are about poetry. But the truth is while all great poems say something about poetry, no great poem is primarily about poetry.
The difference between art and criticism is that art’s primary purpose is to create images that reflect, as directly as possible, the realities of the human soul—its feelings, fears, beliefs, paradoxes. Good criticism does this too, as it should, but unlike art it must do so via other works of art, just as history must do so by organizing and re-telling past events. Criticism that does not discuss another work is not criticism.
Scott’s other big claim is that criticism asks us to change our lives. Commenting on the final line of Ranier Maria Rilke’s “Archaic Torso of Apollo,” Scott suggests that by reading it, as by reading criticism, “You are opened up, exposed to the universe, which sends you a message, through the ventriloquism of ancient marble, and modern literature. You must change your life.”
He’s right that criticism should make this call, even if it cannot actually change us, and even if it should also call us not to change. What’s strange about Better Living Through Criticism, however, is the absence of any such calls beyond the one above. Instead, in chapter after chapter, Scott asks big and small questions on art and criticism—What is art? What is criticism? What’s the relationship between art and the museum? Is there such a thing as a literary canon? Should critics write negative reviews?—before sampling two opposing responses, “problematizing” each, and concluding that there’s a bit of truth in both. The purpose of this approach, as far as I can tell, is not to ask us to change our lives, but to look sophisticated, as sophistication is currently defined.
The six chapters are also punctuated by four self-interviews, which, despite Scott’s best efforts, are neither funny nor particularly self-deprecating, though he does say one true thing that I wholeheartedly endorse: “We trivialize art. We venerate nonsense. We can’t see past our own bullshit. Enough of that!” Amen.

Dealing With Devils

“In communities scarred by violence, many don’t know what peace looks like. Teenagers in Brazilian favelas, Jamaican garrisons, and Honduran slums see these crime wars as a natural state of affairs. It’s normal to have men on the corner with Kalashnikovs, shots ringing out at night, corpses hanging from bridges.’’
Ioan Grillo’s new book shines a torch on the darker side of Latin America and the Caribbean—specifically, on the grotesque institutional violence used by criminal gangs. Grillo begins his journey in the slum cities of Rio de Janeiro. This is dangerous work. In 2001, a Brazilian investigative journalist attracted the ire of a gang and was subjected to a street trial. Finding him guilty, the gang “burned his eyes with cigarettes, used a samurai sword to cut off his arms and legs while he was still alive, put his body in a tire with gasoline and set him on fire.’’ The gangs call this “the microonda, or microwave oven.’’
In Brazil, Grillo charts the history of the Red Commando gangsters. A fusion of leftist ideologues and street criminality, the Red Commando found its roots in a traditionalist Latin American leftist guerilla movement. Yet while Grillo documents the extensive claims made by a senior Red Commando leader that the organization is a political movement, it quickly becomes clear that political ideology has been forgotten in favor of profit.
Justice systems in Latin America have been unable to cope with a rising tide of crime, largely due to the failure of correctional institutions, a “paradox of Latin America’s crime wars. Prisons are meant to stop gangsters from committing crimes. But they became their headquarters.’’ Unable or unwilling to control the activities of senior gangsters behind bars, the authorities have allowed those gangsters to establish the means of maintaining order there. In doing so, they have accepted the gangsters’ role and power in society.
Jumping to Jamaica, we read of Christopher Coke, aka ‘Dudus’ or ‘the President.’ In the course of an interesting look at the interaction between organized crime and political patronage, a troubling element of Grillo’s reporting pops up: his odd entertainment of spurious stories that implicate the CIA in Jamaica’s violence. Shortly thereafter he also claims that the UK’s counter-gang crime unit in London is heavy handed and counter-productive. Ultimately, Dudus was only taken off the streets by the concerted political and judicial pressure from the US government: a good thing! Grillo describes some of Dudus’s day-to-day activities, like machete-ing a mentally ill man to death.
Moving on from Jamaica, Grillo takes us inside the gang warfare of Honduras and Mexico, where the crazed level of violence has essentially rendered police forces irrelevant. The author also points out why gang violence has been harder to restrain in Central America. “In the robust United States, gangs were largely contained in ghetto areas and the death toll was limited. But in weakened Central America, they rapidly overwhelmed police.’’ We see how for many young men, the absence of economic opportunity and the abundant control of gangs over neighborhoods means that the path into gangs is far easier, far more rewarding and far—at least in the short term—less risky than lawful employment.
Off to Mexico, we see how the political culture of our closest neighbor has become defined by Mexican society’s war with gangs. While Grillo takes us inside the specific efforts to confront these gangs by the current and previous two Mexican presidents—and how the gangs responded—his most interesting reporting concerns his description of the vigilante groups now opposing the criminals. He explains how the vigilante movement rose when the gangs started to pose an existential threat. “As Templar thugs collected extortion payments they would abduct the wives or daughters of residents. They would also hang around outside schools, checking out the girls they wanted to rape … the youngest was just eleven years old.’’
Gangster Warlords makes for important, if unsettling, reading. Grillo has taken immense risks and completed a very well sourced book. Yet his conclusions are unpersuasive, and hobbled by unhelpful ideological commitments. Skeptical of the U.S. government and its counter-narcotics efforts, and absorbed by the suffering that the warlords have imposed, he too-often hints at the idea of a compromise with devils.

Report: Israeli intel prompts Russia to freeze missile delivery to Iran - Middle East

Russian President Vladimir Putin has suspended the transfer of S-300 surface-to-air missiles to Iran in light of Tehran’s violation of an earlier pledge not to provide sophisticated Russian-made weaponry to the Lebanese Shi’ite group Hezbollah, according to a report Saturday in the Kuwaiti daily Al Jarida.
A senior source told the newspaper that the Russian leader elected to punish the Iranian regime after Israel supplied him with clear-cut evidence that Tehran had given its proxy Hezbollah SA-22 surface-to-air missiles.
The intelligence information was corroborated by reports from Russian pilots flying their fighter jets over Lebanon and Syria.
The Russian air force anti-missile radars were able to detect SA-22 systems stashed in regions of Lebanon that are under the control of the Shi’ite militia.
During his speech before the United Nations General Assembly this past fall, Prime Minister Benjamin Netanyahu revealed a number of new details regarding Hezbollah’s re-stocking of its weapons arsenal with the help of Iran and Syria.
The premier said that Hezbollah had managed to smuggle advanced SA-22 missiles into Lebanon as well as Yakhont surface-to-sea precision missiles.
Foreign media reports from April of last year indicate that Israel’s air force attacked Hezbollah bases in Lebanon that were outfitted with SA-22.
The Israeli military is hardly concerned about the older SA-5 model surface-to-air missile that is currently rusting in Hezbollah’s stockpiles, for these are considered unreliable and ineffective. 
SA-22 missiles, however, could pose a threat to Israeli fighter jets who enjoy relative freedom of operation in the skies over Lebanon.
The senior source told the Kuwaiti newspaper that the Kremlin has been adamant that Iran withdraw its forces backing President Bashar Assad from Syria.
According to the report, Moscow has told the Iranians that it has no need for their support given its interest in reaching a political settlement that would put an end to the five-year civil war in Syria.
The Russians have reportedly told Iran that their interests are not identical when it comes to Syria.
Russia canceled a contract to deliver the S-300 advanced anti-missile rocket system to Iran in 2010 under pressure from the West following UN sanctions imposed on Iran over its nuclear program.
Tehran agreed to the deal on curbing its nuclear work in July last year and international sanctions were lifted in January. But tensions with Washington have remained high as Tehran continues to develop its military capabilities.
