Afghan Air Force Not Ready Until 2020, Top US General Says

The Afghan air force will not reach necessary strength levels until 2020, according to a top U.S. general. General John Campbell, who ended his command of U.S. and NATO troops in Afghanistan last week, told reporters Friday that some aircraft procured for the force would not arrive in Afghanistan until 2018. The force would then need an additional two to three years to train the pilots needed for the new aircraft, he explained. "2020 is probably a good guess," Campbell said.  Afghan aviation capabilities saw significant progress in the 18 months in which the general led international forces there, although, he said, the United States "started way too late" in developing the nation's air force. For example, in 2014, the Afghan air force conducted 85 aerial support missions; in 2015, that number increased to 4,485. Future improvements The force will double the number of A-29 turboprop attack aircraft in the next couple of weeks, according to Campbell. It will also add eight to 10 MD-530 armed helicopters — which the general referred to as "little birds" — to the Afghan air arsenal this fighting season. "Those have made a difference in Nangahar, in Helmand," he said. However, the United States and NATO must still build, train and advise Afghan attack controllers needed to direct the action of their combat aircraft during offensive operations. These controllers are required to positively identify targets and help prevent civilian casualties.

As UN Prepares to Resume Syrian Talks, US Condemns Cease-Fire Violations

The United States on Friday condemned the Syrian government for hampering deliveries of humanitarian aid and for launching airstrikes that have reportedly hit civilians. The strongly worded condemnation from the State Department came as the U.N.’s Syria envoy plans to resume “substantive” talks between the Syrian government and the opposition in Geneva on Monday. State Department spokesman John Kirby said the Syrian regime was guilty of an “ongoing practice of removing badly needed medical supplies” from emergency humanitarian aid deliveries. He also said there were reports that regime airstrikes had struck civilians, in areas including Aleppo. In one case, he said, a strike hit civilians who were part of a congregation leaving a mosque. “Attacks against civilians and the denial of humanitarian aid needs to stop immediately,” said Kirby, who added that the U.S. was urging Russia and other parties with ties to the Syrian regime to use their influence to try to persuade it to stop. Clashes reported Although the overall level of fighting has dropped since a partial cessation of hostilities took effect two weeks ago, there have been reports of violations on both sides. Despite of those reported violations, the U.S. said the Syrian opposition, which initially agreed to a two-week cessation, is now willing to allow the cease-fire to continue as the U.N. moves forward with proximity talks. “None of the armed factions nor the [opposition] High Negotiations Committee itself has indicated they want the cessation to end,” Kirby said. Earlier Friday, the High Negotiations Committee umbrella group confirmed that it was ready to participate in the second round of U.N.-facilitated talks in Geneva. However, it said opposition leader Riyad Hijab thought the chances of reaching an agreement on a political transition were “slim.” In a statement, the group said the Syrian regime and its allies had carried out unlawful detentions and bombings over civilian areas and had blocked aid access to besieged areas. Syrian, Russian targets The first round of proximity talks broke off in early February, partly because of opposition complaints that the Syrian and Russian governments were bombing Syrian rebels instead of the Islamic State and other terrorist groups. Russia said the Syrian government, which has accused rebels of violations, had confirmed it would participate in the second round of political talks. Also, Syrian Foreign Minister Walid al-Moallem scheduled a Saturday news conference that may shed more light on his government’s intentions. Some U.S. analysts have expressed doubt about the prospects for ending Syria’s civil war through dialogue. “The prospects for a political agreement in Syria have long been dim to negligible,” said Daniel Serwer, a Middle East Institute analyst and professor at the Johns Hopkins School of Advanced International Studies. “The current momentum comes from putting aside the central issue: whether [Syrian President] Bashar al-Assad will continue in power,” he said in an article in peacefare.net. Kerry, Saudis confer As the U.N. prepares to relaunch negotiations, U.S. Secretary of State John Kerry met with officials in Saudi Arabia on Friday. “Kerry emphasized that now is the time to keep moving forward toward ending the conflicts in Syria and Yemen,” the State Department said. The U.S. and Saudi Arabia are part of the 17-nation International Syria Support Group, which has been backing plans for a political transition in Syria. Also, the U.S. has been backing a Saudi-led coalition in Yemen, which has been carrying out airstrikes against Houthi rebels. Syria will likely be a focal point for Kerry when he travels to Paris for meetings with his counterparts from France, Germany, Britain and Italy as well as EU High Representative Federica Mogherini. Syria’s five-year civil war has resulted in 400,000 deaths, according to some reports, and has left millions displaced. “No one wants to see a sixth year of conflict start on March 15,” said officials in a Friday statement from the U.N. and a group of nongovernmental organizations.

Israeli Security Agents Shut Down Palestinian Media Operation

Israeli police shut down a Palestinian media outlet in Ramallah on Friday, accusing it of using television and the Internet to incite violence. The Shin Bet security agency said the station, Palestine Today, "served the Islamic Jihad as a central means to incite the West Bank population, calling for terror attacks against Israel and its citizens." Police and security forces raided the station before dawn and arrested its manager, Farook Aliat. Shin Bet described him as "an Islamic Jihad operative who had been imprisoned in Israel for his activities." Islamic Jihad condemned the Israeli raid as "another episode in the long saga of oppression by the occupation." A six-month surge of Palestinian violence against Israelis has killed 28 Israelis, two Americans and an Eritrean. More than 180 Palestinians have been killed by Israeli police, soldiers and bystanders while trying to stab Israelis or run them over with cars. Rumors that Israel was planning to take over an East Jerusalem holy site revered by Jews and Muslims set off the violence. Israel fiercely denies the rumors and accuses Palestinian leaders of inciting young people to riot. Palestinians deny this and say they are fed up with what they call Israeli oppression, little economic opportunity and a dim outlook for peace.

Drone Technology Opens Up New Options for Photographers

An interest in remote-controlled helicopters and a lot of practice helped Skye De Moya and Ross Shafer get their business off the ground in 2013. Based in Baltimore, Maryland, their company, SkyeCam Productions, specializes exclusively in drone photography and videography. “I started out years ago as a kid and I just loved remote controlled toys," Shafer said. "It’s really hard to control some of that stuff compared to the newer drones. The older ones, that I used to fly, if the wind came in, it would go off in the distance.” “I actually began as an assistant camera for someone who was flying professionally," De Moya said. "I bought myself a cheap drone and practiced for hours, crashing it.” Once in the field, they quickly assemble the drone, mount the camera and then calibrate the device so its internal compass can determine direction and the Global Positioning System can detect the drone’s location. Unlike many amateur drone photographers, these two professionals work as a team. De Moya operates the camera while Shaffer flies the drone. De Moya says this allows for better joint maneuvers and more creativity. Keep talking This also means that it's not just the communication between the devices that's important but also the communication between the operators. “If I wanted to go up, I had to tell Skye that I was going up," Shafer said. "And I had to say, 'I'm going up!' So the camera, if you don’t do anything, it’s just going to keep going up." While drones have taken photography to a new height, there are still certain limitations. “You cannot fly over big crowds," De Moya said, "because if, God forbid, something were to happen, they could really hurt someone below. In certain highly populated areas — for example, in the city — if there’s too much concrete, sometimes it can interfere with the GPS.” In the U.S., for the protection of air traffic, it’s also not permissible to fly a drone within an eight-kilometer radius of an airport or more than 122 meters above the ground. For De Moya, the biggest challenge is keeping up with constantly changing technology and rules and regulations. Shaffer, however, has more immediate concerns.   “Biggest challenge is to not hit trees," he said. The Federal Aviation Administration now requires all professional and hobbyist drone fliers in the United States to register their devices with the agency so they are traceable in case of an incident and can be returned to the owner if lost.

Turkish Air Strikes Kills 67 Kurdish Militants in Iraq

Turkey's air force has carried out air strikes against Kurdish rebel targets in northern Iraq, killing at least 67 militants, the military said Saturday. The March 9 raids were carried out by 14 F-16 and F-4 fighter jets, and targeted camps, ammunition depots and other installations run by the Kurdistan Workers' Party or PKK. The military says the offensive targeted sites in five areas: Qandil, Metina, Avasin, Haftanin and Basyan. The Turkish Air Force has been conducting strikes on PKK sites in northern Iraq since July when peace efforts between the government and the rebels collapsed. The PKK is designated as a terrorist organization by Turkey and its Western allies. The group says it is fighting for greater autonomy and rights for the country's largest ethnic minority.

Yesterday, news broke that an Islamic State defector has been disclosing inside information about the terrorist group’s inner bureaucracy. The New York Times shares that German authorities have obtained documents that are said to list foreigners who have traveled to Syria to fight for the pseudo-state. Germany’s Interior Ministry confirmed that officials believed that the documents are authentic.
However,some U.S. officials doubt the value of these leaked documents. Intelligence officials remain skeptical that the files contain any new revelations about the terror group. The Daily Beast reportsthat although they have not yet obtained copies of the documents, U.S. officials cautioned that similar files may have been obtained and analyzed previously. Additionally, the Beast tells us that the documents appear to be as much as three years old,diminishing the value for planning military strikes. The Guardian has more on “the Islamic State’s good book-keeping.”
Speaking of Islamic State leaks, Sleiman Daoud al Afari, one of the Islamic State’s top chemical weapons experts captured in a raid last month, has been transferredfrom U.S. custody to the Iraqi government. Yesterday, Pentagon press secretary Peter Cook stressed that the United States would keep Islamic State detainees only for the “short term,” handled on a “case by case” basis. Al Afari provided U.S. military officials with key information regarding the Islamic State’s chemical weapons program which led to Allied airstrikes against alleged chemical weapon facilities. The Associated Press adds that the United States has “disrupted and degraded” the Islamic State’s ability to produce chemical weapons as a result of the airstrikes.
The Islamic State continues to greatly expandits control over territory in Libya. Reuters reports that U.N. sanctions monitors said that Islamic State militants are claiming to be the key defense for Libya against foreign militaries. In their annual report to the U.N. Security Council, the monitors also stated that Libya has become more attractive to foreign fighters.
Back in Syria, Reuters tells us that Russian warplanes have launched heavy strikes on the Islamic State-held city of Palmyra yesterday. The strikes may signify the Syrian government’s attempt to recapture the historic city, which fell to the Islamic State in May of 2015. The Syrian Observatory for Human Rights indicated that dozens of Islamic State fighters were killed or wounded in the airstrikes that came after the heavy air raids in Palmyra.
Additionally, the Obama administration is facing mounting pressure by the Knights of Columbus, one of the world’s largest Catholic fraternal organizations, to declare the Islamic State’s torture, murder, and rape of Christians as genocide. You can read the full report here.
Some major powers close to the U.N. peace talks on the Syrian civil war are discussing the possibility of a federal division of Syria. According to Reuters, Syria would maintain its unity as a single state while granting broad autonomy to regional authorities. As rumors of a possible division of Syria flourish, the Syrian opposition has agreedto attend the continued peace talks in Geneva set to resume on Monday. However, the High Negotiations Committee (HNC) has downplayed the chances of reaching an agreement with Bashar al Assad’s government. In a statement, the HNC said it would be in attendance in Geneva as part of its “commitment to international efforts to stop the spilling of Syrian blood and find a political solution.”
European Union officials raised legal and practical questions about a deal with Turkey concerning the E.U.’s migrant crisis yesterday. The Wall Street Journal reports that “the draft deal obliging Turkey to take back all migrants crossing illegally into Greece, including Syrian refugees, agreed to on Monday, still needs final approval by the bloc’s leaders at a summit next week.” The plan will allegedly outline that for each Syrian refugee returned to Turkey, European countries will take one Syrian refugee directly out of Turkish camps. Human rights groups and the United Nations’ refugee agency have raised concerns regarding Turkey’s mixed record on abiding by international refugee law.
During a clash between rival Taliban factions, dozens have been killed in the latest uprising against the insurgent group’s leader, Mullah Mansoor. The Guardian shares that “up to 100 fighters were killed in the Shindand district of Herat in western Afghanistan when followers of Mullah Mohammad Rasool clashed with Mansoor supporters.” Last year, the Taliban’s founder Mullah Mohammad Omar was announced dead, leading to mounting insurrections against his successor.
In the latest news from Pakistan, Pakistani officials have announced that India is no longer the country's sole focus. The Indian Express tells us that instead, Pakistani officials said that it was “time to concentrate on economic revival of the country rather than have any expectations from India.” Read more on the announcement from the Indian Express.
Former Russian Press Minister Mikhail Lesin—found dead in a Washington, DC hotel room last year—died of blunt force injuries to the head, U.S. authorities announced yesterday. However, reports in Russia had indicated that  Vladimir Putin’s former press secretary died of a heart attack. Reuters tells us that Mr. Lesin, Putin’s press secretary from 1999-2004, had blunt force injuries to the neck, torso, arms, and legs and that a possible murder probe into his death has not yet been ruled out.
In other Russia news, the FBI eavesdropped on a meeting involving Russian intelligence personnel in New York City. Reuters reports that “the hours of covert recordings from 2013 were disclosed in papers filed in a Manhattan federal court on Tuesday in the case of Evgeny Buryakov.” Buryakov is a Russian citizen who had posed as a banker to participate in a “Cold War-style” spy ring. The spy ring included two more Russians, Igor Sporyshev and Victor Podobnyy. “The trio conspired to gather economic intelligence for Russia, including information about U.S. sanctions against the country, and to recruit intelligence sources in New York City.”
CNN tells us that the Obama administration is preparing to attribute a 2013 cyber attack against a New York dam to Iranian hackers. According to CNN, “the intrusion at the Bowman Avenue Dam, around 30 miles north of New York City in suburban Rye Brook, New York, isn’t considered sophisticated—the hackers managed only to get access to some back office systems, not the operational systems of the dam.” However, the attack alarmed the Obama administration about the vulnerability of U.S. infrastructure to cyber attacks. Reuters has more on the newly attributed attack.
Over in North Korea, Kim Jung Un orderedhis country to improve its nuclear attack capability by conducting more tests, after watching a ballistic missile launch test this week. Kim Jung Un’s announcement comes as tensions mount on the Korean peninsula after the Hermit Kingdom tested a nuclear weapon earlier this year. During a state-run media news broadcast, reporters told North Koreans that Kim Jung Un said that work “must be strengthened to improve nuclear attack capability and issued combat tasks to continue nuclear explosion tests to assess the power of newly developed nuclear warheads and tests to improve nuclear capability.” Earlier this week, North Korea had announced that it had developed a nuclear warhead capable of being mounted on a ballistic missile.

Defense News reports that yesterday, the Senate Armed Services Committee voted to advance Eric Fanning’s nomination to become the new Army secretary to the full Senate. Fanning’s nomination has been in limbo for months. If confirmed, Mr. Fanning would become the first openly gay civilian to lead a U.S. armed service.
In the latest Guantanamo Bay news, over a dozen Republican senators introduced a resolution on Thursday to send detained Islamic State fighters to the detention center in Cuba. The Hill writes that “the resolution comes a day after the Pentagon announced that U.S. forces had captured an Islamic State leader on the ground sparking new questions about how to handle such prisoners.” The Hillhas more.
