What Quagmire? Even in Withdrawal, Russia Stays a Step Ahead

More Transparent Than Thou

At the dawn of his second term, President Obama declared, “This is the most transparent administration in history, and I can document how that is the case.” But three years later, there is an ever-growing cache of evidence with which we can document how it’s not.
The latest addition to that cache is a memorandum unearthed last week through (ironically enough) the Freedom of Information Act, in response to a request by the Freedom of the Press Foundation. The memo, authored in 2014 by the Justice Department, lays out the reasons behind the Obama administration’s opposition to a bipartisan bill that would have reformed FOIA in several important ways. Both the House and Senate passed versions of the bill, but the 113th Congress ended before Speaker John Boehner scheduled a final vote on merging the two, largely due to opposition from the executive branch.
Had it passed, the bill would have accomplished several important changes to the FOIA regime. The most consequential of these would have prohibited government agencies from withholding records sought through FOIA “unless such agency reasonably foresees that disclosure would cause specific identifiable harm to an interest protected by a[ FOIA] exemption, or if disclosure is prohibited by law.” The provision was an apparent attempt to codify an internal DOJ standard promulgated in 2009 by Attorney General Eric Holder.
The government wasn’t having it, though. The DOJ memorandum called the provision a “major concern,” arguing that the change would be “unacceptably damaging to the proper administration of FOIA and of the government as a whole.”
Those are fighting words, but they are hard to square with the government’s actual arguments. DOJ contended that the crack of daylight between the bill’s standard and the Attorney General’s — the legislation spoke of “specific identifiable harm,” while the Holder guideline spoke simply of “harm” — “would put a vast array of information at risk of disclosure,” and would amend FOIA “in a manner that is fatally vague and subjective.”
Leave aside whether an administration truly committed to transparency would see the potential for additional disclosure as a risk, rather than an opportunity. And leave aside, too, that the executive order governing classification (and that supplies a basis for the withholding of records under FOIA) already requires the government to point to “identif[iable]” and “describ[able]” damage to national security. (If the administration thinks the executive order’s standard is “fatally vague and subjective,” we can celebrate having found some common ground.)
Even if DOJ was right that the legislation went much further than the Holder standard, a more measured response would have been to ask for an amendment to bring the bill into line with DOJ’s supposedly prevailing practice. But the DOJ memo maintained that the bill was not “fixable by amending the language, because any codification of a foreseeable-harm standard would undermine proper FOIA administration by requiring judges to determine on a document-by-document, subjective basis whether withholding was proper.”
Funny, that’s what many of us thought the law required already. FOIA puts the burden on government agencies to justify their withholdings, and while the government can sometimes satisfy that burden categorically, that is supposed to be the exception, not the rule. If the government can’t explain why a document’s release would harm an interest protected by a FOIA exemption — the onlyinterests Congress has ratified as legitimate reasons to keep the public’s information from reaching the public — it shouldn’t be withholding it, period.
Of course, that’s not always how FOIA works in practice, especially when it comes to national-security information. For example, the ACLU’s several ongoing FOIA lawsuits related to the government’s targeted-killing program — which have been covered extensively on Just Security(e.g., herehere, and here) — have been plagued by defendant agencies’ failure to publicly justify their withholdings. While the agencies have filed many classified declarations, they have deemed even basic justifications for withholding to be too secret to say out loud.
Unfortunately, the courts — despite having put in extraordinary and time-consuming efforts to review documents in camera — have done little to check this tendency. For years, at both the district court and appellate levels, the ACLU has had to sit back and watch the government and judges hash many issues out behind closed doors. In fact, in a new appeal just filed in the Second Circuit, the ACLU is challenging a 160-page decision of the district court that is so riddled with redactions that it is impossible to know which arguments and issues the court actually addressed. As we wrote in our brief:
[T]his litigation has been marked by procedural unfairness. The government has effectively excused itself from justifying its withholdings on the public record, and the district court has acquiesced. Indeed, though the district court plainly invested an extraordinary amount of time and energy in reviewing documents ex parte and writing a lengthy opinion, it allowed the government to redact the opinion so heavily that Plaintiffs cannot even tell which issues the court addressed, let alone how it reached its conclusions. To guide the district court on remand, Plaintiffs respectfully urge the Court to reaffirm that the government has an obligation to justify its withholdings as much as possible on the public record; that the government’s failure to meet this obligation means it has “improperly withheld” records within the meaning of FOIA, 5 U.S.C. § 552(a)(4)(B); and that courts have an obligation, when redactions to an opinion are unavoidable, to ensure that the redacted opinion conveys, at a minimum, what issues the court addressed, what conclusions it reached, and why it reached those conclusions.
The government’s positions in FOIA cases like this one help paint a picture of an administration that has failed to live up to its lofty self-congratulations about its unprecedented openness. We already knew that the government, and the Office of Legal Counsel in particular, was playing fast and loose with its transparency obligations (as Elizabeth Goitein and I previously discussed on this site). Last week’s revelation of DOJ’s opposition to FOIA reform efforts damage the administration’s credibility on these matters even further.
Most transparent administration in history? Unfortunately, the evidence suggests, most transparently not.

Russia to withdraw from Syria. Russian President Vladimir Putin ordered the “main part” of his country’s troops to start withdrawing from Syria yesterday. The announcement came after a phone call between Putin and Syrian President Bashar al-Assad. The move surprised the US, the Kremlin saying that it had achieved most of its objectives in the conflict-ridden country. The media weighs in. The New York Times editorial board observes that “one hopeful interpretation of Mr Putin’s decision is that it reflected a growing weariness with protracted engagement.” The Wall Street Journal editorial board suggests that Putin’s goal in Syria was to show Russia stands by its allies and to acquire new standing in the Middle East, concluding that “any more such quagmires and he’ll be back sipping cocktails at the next G-8 summit.” And Shaun Walker surveys the situation, noting that many commentators are unsure even whether to believe the withdrawal is for real. Syria peace talks. Peace negotiations in Geneva began yesterday with a meeting between government representatives and the UN special envoy to Syria. The meeting, which mainly discussed procedural issues was “positive and constructive,” according to Syria’s envoy. [Wall Street Journal’s Nour Malas]
The White House is considering the supply of emergency aid to the Kurdistan Regional Government in Iraq; the KRG’s budget has been at breaking point due to low oil prices and the high cost of taking in people displaced by the fighting, among other factors. [Wall Street Journal’s Adam Entous]
The House of Representatives adopted a resolution condemning ISIS for genocide and Syrian President Bashar al-Assad for war crimes, measures which both put pressure on President Obama to take action. [Politico’s Nahal Toosi]
Top ISIS commander, Omar the Chechen, has died from wounds sustained in a US-led coalition airstrike in northeastern Syria, the Pentagon has confirmed. [AFP]

An American man has surrendered to Kurdish forces in northern Iraq; little is known of the man, including his identity, and there has been no indication that US authorities were aware of his presence there. ANKARA BOMB ATTACK
Turkey is “almost certain” that the PKK was responsible for Sunday’s car bombing attack in Ankara, Prime Minister Ahmet Davutoglu said yesterday. No group has claimed responsibility. [New York Times’ Ceylan Yeginsu and Tim Arango]
At least 45 Kurdish rebels were killed by Turkish airstrikes targeting Kurdish strongholds in Iraq, the military said today. [AP]
Turkey’s president has suggested that terrorism should be redefined to include those who provide support for terrorist acts. [BBC]
Ankara is facing threats on multiple fronts, reports Mehul Srivastava, commenting on the proliferation of security threats affecting the country. [Financial Times]
COTE D’IVOIRE ATTACK
Sunday’s attack in Grand-Bassam, Ivory Coast, resulted in the deaths of 18 people including the three attackers and has left locals and tourists fearful. [AFP’s Evelyne Aka]
“The guys who were still outside started shooting and the two seated at the table yelled: ‘Allahu Akbar’ and flipped over a table.” Details of Sunday’s raid, the first al-Qaeda attack the Ivory Coast has experienced, are beginning to emerge via witness accounts. [Reuters]
An attack in one of West Africa’s “most flourishing states” marks a turning point in al-Qaeda’s focus, writes Drew Hinshaw. The group has previously focused on the region’s “weakest and poorest” states. The attack was not, however, a surprise for Ivorian officials, who have acknowledged that they had been warned by French officials for months that al-Qaeda was planning such an attack. IRAN
Meeting yesterday, the UN Security Council was critical of Iran’s recent ballistic missile tests, but decided it need more technical information before deciding whether Iran’s actions are a violation of the resolution approved last year. [Wall Street Journal’s Farnaz Fassihi and Laurence Norman] Iran’s missile testing “merits a council response,” US Ambassador to the UN Samantha Power said following the Security Council meeting. Israel has also called on the UN to punish Iran, the Israeli ambassador to the UN, Danny Danon telling reporters that “Iran’s interests can no longer be hidden” and displaying a photo of an Iranian missile apparently inscribed with the phrase “Israel must be wiped off the face of the earth” in Persian and Hebrew. Iran has the capability to launch a three-stage rocket carrying a satellite “at any minute,” a US official has told reporters. If such a launch were to go ahead, it would be Iran’s first of this configuration. [CNN’s Barbara Starr]
The Obama administration is due to indict the Iranian hackers responsible for infiltrating a New York dam in 2013, in what will be the first public step toward restraining Iran’s “rapidly developing” cyber program. [The Hill’s Cory Bennett]
NORTH KOREA
North Korea will soon conduct its fifth nuclear test, flight-testing ballistic missiles capable of carrying nuclear warheads, leader Kim Jong-un declared on the country’s state run news media this morning. He said the tests will be done to “further enhance the reliance of nuclear attack capability.” [New York Times’ Choe Sang-Hun; BBC]
China has reiterated its commitment to implementing UN sanctions against North Korea, calling for a “two track solution” involving pushing for nuclear disarmament while also engaging in peace talks with Pyongyang. [AP]
US soldiers practiced dealing with chemical weapons sites as part of the US-South Korea military exercises that began this weekend. [Washington Post’s Anna Fifield]
SURVEILLANCE, PRIVACY and TECHNOLOGY
The Department of Justice demanded that Apple hand out the “source code” and “signing key” of its products and software, in last week’s court filing, a “carefully calibrated threat” which would give the government the ability to develop its own surveillance software. Joseph Menn explains at Reuters.
Fewer than 10% of the world’s Android phones are estimated to be encrypted, a situation Google is not satisfied with, reports Jack Nicas. [Wall Street Journal]
OTHER DEVELOPMENTS
The international fight against terrorism is “eroding limits on presidential war-making powers.” Charlie Savage reports that the Obama administration considers that the Authorization for Use of Military Force against the 9/11 attackers, enacted by Congress in 2001, applied to the US airstrike on the al-Shabaab training camp in Somalia last week. It has also used the 15-year-old authorization to justify military actions against numerous other groups which it deems to be “sufficiently linked” to al-Qaeda. [New York Times]
Interviews with analysts have exposed a “toxic” and “hostile” climate at CENTCOM headquarters, some analysts claiming that they were “bullied” into reaching “conclusions that were favored by their bosses,” reports Nancy A Youssef. The disclosures come amid the long-running dispute over possible political influence on intelligence analysts’ assessments of the strength of Islamic State and the effects of US-led efforts to combat the group. US General John F Campbell has proposed a resumption of strikes against the Taliban in Afghanistan, breaking with standard military procedure by forwarding his comments directly to the White House without informing Defense Secretary Ash Carter, senior Pentagon officials have revealed, marking the incident as an example of the “rift between the military and senior administration officials over the US role in the war in Afghanistan.” [Washington Post’s Missy Ryan and Greg Jaffe]
The US and Israel have agreed to increase cooperation to enhance both nations’ cyber defense capabilities following a meeting between Defense Secretary Ash Carter and Israeli Defense Minister Moshe Yaalon at the Pentagon yesterday, Pentagon Press Secretary Peter Cook has announced.
A British vote to leave the EU could harm NATO, the head of the US army in Europe, Lieutenant-General Ben Hodges, has warned, speaking to the BBC.
Snooper’s Charter. The Investigatory Powers Bill, due to go before British Members of Parliament today, has been condemned by over 200 senior lawyers in a letter to the Guardian, reports Owen Bowcott. One of the key contentions is the issue of bulk interception warrants, which critics say compromise “the essence of the fundamental right to privacy and may be illegal.” [The Guardian]

Russia’s partial military withdrawal from Syria. Secretary of State John Kerry will next week travel to Moscow to discuss a political solution for the Syria crisis, as the US and others try to understand how Russia’s partial military withdrawal will impact the dynamics of the war and peace negotiations. Snooper’s charter. UK Home Secretary Theresa May is facing calls from her own party and the opposition to improve the draft investigatory powers bill currently before Parliament, with lawmakers expressing concern about the levels of privacy protection in the bill. PAKISTAN
A bomb exploded on a bus carrying government employees in Peshawar, northwest Pakistan this morning. There has been no immediate claim of responsibility for the attack, which killed at least 15 people. [Wall Street Journal’s Safdar Dawar and Qasim Nauman]
The family of an Italian al-Qaeda hostage killed in a US drone strike in Pakistan in January last yearis seeking the “full truth” from the US administration, filing a formal request for compensation and detailed documents on the operation that killed Giovanni Lo Porto and fellow aid worker, American Warren Weinstein. A police counterterrorism raid in Brussels connected to the Paris Attacks has left one suspect deadand four others wounded. The Taliban seized another district in Helmand, Afghanistan yesterday. Taliban fighters attacked the government center in Khan Neshin District on Monday night and took full control by early the following morning. Turkey says the PKK member it blames for the bomb attack in Istanbul this week was trained by the YPG, the PKK’s cross-border affiliate in Syria. A dozen others have been detained in connection with the attack, responsibility for which has still not been claimed by any group. [Wall Street Journal’s Emre Peker]
A man has been charged in connection with a knife attack on a Canadian military recruitment center on Monday. Ayanle Hassan Ali has been charged with three counts of attempted murder and other charges. He may be suffering from some kind of mental disorder, according to a fellow at the George Washington University Program on Extremism, who has been speaking to a family member of the accused. Iran collected information from the laptops, GPS devices and maps of ten US sailors detained earlier this year, in violation of international law, chief of naval operations Adm. John Richardson told the Senate Armed Services Committee. [The Hill’s Rebecca Kheel]
The UK government says it has no intention to send troops to support Libya’s newly-appointed national unity government, the GNA. The US is heading for “a dangerous showdown” with China. The confrontation between the two nations, fueled by China’s construction of artificial islands in the South China Sea, “could come to a head this spring” when it is anticipated that an arbitration panel in the Hague will rule that China is “making “excessive” claims about its maritime sovereignty,” reports David Ignatius. US student Otto Warmbier has been convicted of subversion and sentenced to 15 years hard labor in North Korea, following a one-hour trial this morning in North Korea’s Supreme Court. Africa is increasingly the site of the fight against terror, observes the Wall Street Journal editorial board, which considers that the risk – as with the Obama administration’s  “half-hearted antiterror fights in Yemen, Iraq, Syria and Afghanistan – is that the US will keep playing catch up against a threat growing faster than we can destroy or even contain it.”

Ukraine, Turkey May Forge Anti-Russian Alliance in Black Sea

Russia, a common enemy since recently, has prompted Turkey and Ukraine, the big neighbors across the Black Sea, to step up political, economic and military ties. Bilateral contacts have been particularly intensive this year. Turkish Prime Minister Ahmet Davutoğlu flew to Kyiv in February, followed by Ukrainian President Petro Poroshenko’s visit to Turkey in March. Both announced ambitious plans (Hurriyet Daily News, March 9). However, it is hard to predict for the moment how far-reaching this cooperation will be, given the wealth and influence gaps between the two countries and the difficult recent history of Turkish-Ukrainian relations.
Turkey has not been an easy partner for Ukraine. Several consecutive governments in Kyiv, including the incumbent cabinet of Prime Minister Arseniy Yatsenyuk, complained that Turkey’s refusal to allow tankers to pass through the Turkish straits prevented them from developing a liquefied natural gas (LNG) terminal project on the Black Sea to diminish Ukraine’s dependence on Russian energy (Theinsider.ua, June 3, 2014). Bilateral free trade talks were put on hold in 2013, as no agreement was reached on trade in agricultural and consumer goods (Zerkalo Nedeli, March 11). Last but not least, although Turkey condemned the annexation of Crimea by Russia two years ago, it did not join the Western sanctions against Russia.
The downing of a Russian bomber by a Turkish jet last November, after which Moscow severed ties with Ankara, prompted a rapprochement between Ukraine and Turkey. The two countries’ leaders see each other as natural allies against a common enemy. Poroshenko and Davutoğlu discussed common threats in Davos last January (President.gov.ua, January 20). On February 15, Davutoğlu and Yatsenyuk announced in Kyiv that the free trade talks would be resumed, and that Turkey would lend Ukraine $50 million at a low interest (112.ua, February 15). The two countries’ navies conducted maneuvers in the Black Sea in early March, with an eye to a potential threat from Russia (Uc.od.ua, March 6).
Poroshenko paid a visit to Ankara, on March 9–10, to forge closer defense and economic links. He was accompanied by Chief of the General Staff Viktor Muzhenko, who met with his Turkish counterpart, Hulusi Akar (Hurriyet Daily News, March 9). Poroshenko and Turkish President Recep Tayyip Erdoğan chaired a session of the Ukraine-Turkey high-level strategic council, which was summed up in a declaration condemning the Russian “aggression against Ukraine.” Cooperation between the two countries’ defense ministries will be enhanced, and mechanisms of regional security in the Black Sea will be strengthened, according to the declaration. Moreover, the declaration called for joint steps to “de-occupy Crimea” (President.gov.ua, March 9). As practical assistance, Turkey gave Ukraine five mobile military hospitals (5 Kanal TV, March 10).
Erdoğan, speaking at a press conference with Poroshenko, questioned the Russian interventions in Syria and Ukraine. He said Russia trampled on international law in Crimea and noted the plight of Crimean Tatars, a Turkic nation with strong links to Turkey, whose leaders have been persecuted by the occupation authorities after the annexation (Aa.com.tr, March 9). Poroshenko was accompanied on his visit by Refat Cubarov and Mustafa Cemilev, the two Crimean Tatar leaders who have been expelled by the Russian authorities from Crimea.
Poroshenko and Erdoğan also set ambitious goals in trade. They expressed the hope that a free trade agreement between Turkey and Ukraine will be signed this year, along with double taxation and bilateral investment protection agreements. Poroshenko invited Turkey to participate in Ukraine’s privatization and to use Ukraine’s underground natural gas storage facilities. Erdoğan said that trade turnover between Ukraine and Turkey should be increased to $20 billion by 2020 (President.gov.ua,Aa.com.tr, March 9). This is an ambitious goal, given that Ukraine’s merchandise exports to Turkey fell by 22 percent, to $2.8 billion last year, and imports from Turkey plunged 35 percent, to less than $0.9 billion, according to the Ukrainian Statistics Committee. Nevertheless, Turkey was the third export market for Ukraine after the European Union and Russia last year.
Russia has played down the importance of the agreements between Turkey and Ukraine. Kremlin mouthpiece Izvestia cited several Moscow experts as saying that there would be no Ukraine-Turkey alliance, because on the one hand the two countries are too different, and on the other hand both have strong economic links with Russia. The newspaper cited a source from the Russian Ministry of Foreign Affairs as saying that Ukraine was “again being fooled” (Izvestia, March 11). The official news agency RIA Novosti quoted Moscow-appointed Crimean “deputy prime minister” Ruslan Balbek as claiming that Ukraine and Turkey, both “unreliable partners,” would not dare to challenge the Russian army, “one of the strongest in the world.” He also recalled that Turkey had intended to invest in Crimea prior to the incident with the Russian bomber (RIA Novosti, March 10).
The influential Ukrainian weekly Zerkalo Nedeli is also skeptical about Ukrainian-Turkish cooperation. An alliance between the two countries would not be long-lasting, according to the newspaper. Ankara, despite strong anti-Russian rhetoric, would be only too happy to normalize relations with Moscow as soon as possible, and it views cooperation with Ukraine only through the prism of relations with Russia and the West, argued the newspaper (Zerkalo Nedeli, March 11). The skepticism over Ukrainian-Turkish relations will be dispelled only if specific achievements follow the ambitious declarations.

Suspected Chechen Servicemen Attack Journalists and Rights Activists in Ingushetia

On March 9, unidentified assailants attacked a group of journalists and rights activists in Ingushetia. An estimated 15–20 armed men stopped the minivan with 8 rights activists and journalists in the border area between Ingushetia and Chechnya. The armed men forced the passengers of the minivan out, took away their cell phones, beat them up, and set their car on fire. Two of the journalists were from Sweden and Norway, which turned the incident into an international scandal (Interfax, March 9).
According to the sources in the police, the assailants apparently knew that the group of journalists and rights activists were on their way to Chechnya, including members of the well-known rights group, the Committee Against Torture, headed by Igor Kalyapin. The attack appeared to be specifically designed to prevent the group from entering Chechnya (Interfax, March 10).
Investigators are still looking for the perpetrators of the attack, but Kadyrov’s men are widely suspected to have been involved. According to Aleksandrina Yelagina of the New Times magazine, who was among those beaten up, the assailants said they should not go to Chechnya and that the journalists and rights activists were protecting terrorists. Kalyapin’s organization came under attack in Chechnya. In 2015, the Moscow activists who investigated serious rights violations such as kidnappings and torture had to move their offices from Chechnya to Ingushetia (Meduza.io, March 10).
The day of the attack, March 9, another group separately attacked the rights activists’ office in the Ingush city of Karabulak. “The attack on the Chechen border on March 9 took place due to Mr. Kadyrov’s opinion that Chechnya is his domain and all that is happening there should take place only after asking his permission or on his direct orders,” Kalyapin said. “Civilian control, investigative journalism, and human rights activities cannot exist in Chechnya. When he was informed that the journalists joined the Committee against Torture, it probably caused the outbreak of aggression. The Chechen authorities have been struggling to expel our organization from the republic for the past two years, but we persisted in spite of all the attacks, violence, intimidation, and defamation against us on an almost daily basis” (Snob.ru, March 11). Chechnya’s outspoken human rights ombudsman, Nurdi Nukhazhiev, told Dozhd TV that Kalyapin himself most likely organized the attack (Dozhd, March 10).
What makes the latest attack unusual is not only how brazen it was, but also Vladimir Putin’s reaction to it. Unexpectedly, Putin asked the Ministry of Interior to investigate the incident and “provide a legal assessment” of it (Interfax, March 10). Ramzan Kadyrov has been under immense pressure in the past several months. The prominent Russian opposition leader Boris Nemtsov was killed near the Kremlin, in Moscow, in February 2015, and investigators soon afterward detained several suspected Chechens. Although no proof of Kadyrov’s direct involvement in Nemtsov’s murder has been provided, some critics of the Kremlin are convinced Kadyrov was behind the assassination. The pressure on Kadyrov has mounted and his term as Chechnya’s governor is expiring. Hence, some Russian analysts say Putin is likely to replace Kadyrov with a more docile figure (Nv.ua, March 3).
The Kremlin’s reaction to the latest attack on rights activists and journalists connected to Chechnya seems to confirm that changes might be coming in the republic. Putin’s silence on Kadyrov’s reappointment is also quite telling, as it indicates that the Kremlin is still undecided about what to do with Kadyrov. Although some analysts say that dismissing Kadyrov will destabilize the republic, others argue that his importance is exaggerated. Putin’s spokesman, Dmitry Peskov, responded to the question about the possible destabilization of Chechnya after Kadyrov’s dismissal: “Is the situation [in Chechnya] any different from other regions? They have the same branches of power as elsewhere in the Russian Federation. Let us not forget that the region [Chechnya] belongs to the Russian Federation, where all Russian laws work” (Interfax, February 29).
Peskov certainly exaggerated when he said that all Russian laws work in Chechnya the same way as elsewhere in the Russian Federation. However, the Kremlin seems to be signaling to Kadyrov that he should scale down his notoriety in the news. Several sources told the RBC news agency that Putin intended to allow Kadyrov to run for governor again after he appoints him as interim governor (Rbc.ru, March 2), which is a legal nonsense because Chechnya is supposed to elect its governor in direct governor elections. In reality, however, Putin manages the region, personally dealing with the complexities of the situation on the ground. Given that he is facing many challenges abroad, Putin is likely to choose the easiest way to proceed in Chechnya—to reappoint the existing governor. However, regular leaks from the Nemtsov murder investigation and other scandals indicate that many Russians, including the Russian opposition, are united in their dislike for Ramzan Kadyrov. The only ally Kadyrov still seems to have is Vladimir Putin, and even he could sacrifice Kadyrov for political reasons, if necessary.

Putin the ‘Peacemaker’ Ends Operations in Syria

On March 14, President Vladimir Putin unexpectedly announced his order to commence withdrawing the main element of Russia’s military deployment in Syria. Justifying the decision, Putin said that most of the objectives in the air operations in Syria were achieved and on this basis he chose to bring the operation to an end. However, Putin also told Defense Minister Sergei Shoigu that Russia’s logistics base in Tartus and its Hmeymim airbase will operate “as usual,” adding, “They should be protected from land, sea and air.” The residual Russian military presence, evidently including air defense assets, will be tasked with monitoring the ceasefire (Kommersant, March 1415).
Putin ordered the process to commence on March 15. He explained that Moscow had deployed a “small” but “efficient” military grouping that, together with its partners, including the regime of Syrian President Bashar al-Assad, had created the conditions to start a “peace process.” Shoigu reported on the achievements of the Aerospace Forces (Vozdushno Kosmicheskikh Sil—VKS) during their Syria campaign, which began on September 30, 2015. Shoigu stated that the VKS had killed more than 2,000 militants recruited from Russia, including 17 warlords. The VKS flew more than 9,000 sorties using precision weapons, with targets including energy infrastructure, weapons and supply routes. Russian bombers assisted in reclaiming 400 settlements and 10,000 square kilometers of Syrian territory. Furthermore, Russian aircraft destroyed 209 Syrian oil facilities and over 2,000 means of delivery of petroleum products. Shoigu said the Russian military is currently monitoring ceasefire observance using unmanned aerial vehicles (UAV) and satellite reconnaissance. He passed over the VKS’s role in smashing the anti-Assad opposition (TASS, March 14).
Timed to coincide with the resumption of talks in Geneva, and consistent with a recent switch to a “peace offensive,” Putin’s speech boldly proclaimed that Russia’s Armed Forces had contributed positively to the conflict in Syria and would retain a long-term footprint in the country. Indeed, military and defense commentary in the media had focused on the complex cessation of hostilities, Moscow’s role in this, as well as the delivery of humanitarian aid through Hmeymim. Moreover, Kommersant, which carried Putin’s announcement, followed it up with positive assessments of the high level of professionalism of the VKS forces in the Syria operation. Such comments quickly made favorable comparisons between the VKS’s performance and that of US or North Atlantic Treaty Organization (NATO) aircraft involved in bombing missions in Syria. It also highlighted intelligence cooperation between Moscow and Damascus (Kommersant, March 14; Nezavisimoye Voyennoye Obozreniye,Lenta.ru, March 11).
Russian media coverage of Moscow’s involvement in Syria had changed its emphasis away from the military dimension to the diplomatic efforts to end the civil war. However, despite the apparent pseudo ceasefire, which seemed uncertain, attention was given to VKS’s close air support (CAS) in the “battle of Palmyra.” These reports stressed that the VKS, using mainly helicopter assets, was playing a critical role in providing CAS for Syrian Arab Army (SAA) special forces in their operations in Palmyra. Video footage showed VKS Mi-24s in action against strategic targets above that city, while the SAA conducted artillery bombardments lasting several hours—all conducted under the existing ceasefire. Reportedly, these operations involved Hezbollah and Iranian special forces (Rusvesna.su, March 11; Ekspert, March 10).
While such operations were pursued in the aftermath of the ceasefire, the Russian defense ministry began reporting ceasefire violations as though its forces were somehow abstract from the entire situation. The VKS CAS for the SAA and friendly militias continued with the operations in Palmyra even while Putin was making his announcement about the partial withdrawal (Interfax, March 14;Vesti, March 10; Vedomosti, March 8). What was immediately clear, however, is that Russia’s military presence in Syria will also persist in the future, most likely maintaining a relatively small footprint. In addition to its airbase in Latakia and naval depot in Tartus—the latter transitioning to a formalized naval logistics base—Moscow will also keep its “naval grouping” operating in the Mediterranean Sea. The Russian Navy recently staged simultaneous naval exercises in the Caspian Sea and Mediterranean Sea to test a range of capabilities; the Caspian Flotilla training exercise involved 1,000 servicemen and 30 vessels, preparing for launch, using air defense systems and responding to emergency situations. According to the press service of the Northern Fleet, the antisubmarine shipVice Admiral Kulakov trained in the Mediterranean Sea, rehearsing antisubmarine operations. An official statement said that the ship will “monitor the airborne, surface and subsurface situation on the Mediterranean Sea,” and train for rescue operations (Interfax, March 11).
The Russian media frequently refers to a “group of 15 ships” deployed to the Mediterranean Sea in support of Moscow’s operations in Syria. Some analysts have sought to itemize this deployment, understand its purpose and characterize the overall mission, while noting the strange mixture of naval assets. The bulk of the group, which is somewhat smaller and has functioned in the vicinity since late 2012, is supplied by the Black Sea Fleet (BSF), augmented by assets drawn from other fleets and auxiliary vessels. It seems the naval grouping largely consists of patrol, antisubmarine and amphibious landing ships (empty) in a triangle between Cyprus, Rhodes, and Crete and off the Turkish coast. Its core mission was to facilitate supplies to Syria for the VKS operation. This group includes: Vice Admiral Kulakov (Northern Fleet) off the coast of Syria, the Varyag missile cruiser (Pacific Fleet; overhauled in the spring of 2015, replacing the Moskva in the Mediterranean Sea as the group’s flagship), Zeleny Dol Buyan-M class missile corvette (entered service in December 2015, and joined the grouping in February), as well as the Ladnyyi patrol vessel (BSF) near Cyprus. Moreover, at least the following BSF landing ships are also located off the Turkish coast: Azov(refitted engine in January), YamalNikolai PhylchenkovSaratov (one of the oldest in the Navy) andNovocherkask (entered service in 2007) (Shilipov.com, March 6; Sergiscorp, Livejournal, March 2).
Russia’s smaller military footprint in Syria will endure long past the grueling peace process. Putin’s decision to deploy and later end the deployment, however, is seen in Moscow as a political-military success. It lays to rest the ghost of Afghanistan and increases the future likelihood that Russian forces will again deploy out-of-area in Russia’s national interest. Putin has shown that he not only understands when to use military force, but also when to bring this to an end, which puts his use of hard power closer to the classical thinking of Carl von Clausewitz than any model of “hybrid warfare” would imply.
