M.N.: The "moral black hole" of the Russian corruption on the highest levels is a threat to Global Security. It is the result of the Putin's neo-Sovietisation of Russia with all the inherited sins and self-destructive deformities of structurally and deeply criminal Stalinist Soviet system. The imperial idea of Communist-Russian World Order came in 1917-29 as a geopolitical tragedy and in Putin's 2000-16 years (counter-revolutionary to the Gorbachev's genuine 'revolution from above") as a geopolitical farce, completing its perverted historical cycle and hopefully preparing for the eternal rest.

What had been a matter of rumor is now documented.

What had been a matter of suspicion is now confirmed.

What had been a matter of speculation is now fact.

So now we suddenly know a lot more about Vladimir Putin's money.

Thanks to a report by the International Consortium of Investigative Journalists, we know about a vast network of banks, shell companies, and offshore corporations that have acted as a virtual transnational washing machine for the ill-gotten wealth of the Kremlin leader and his closest cronies.

How much more evidence do we need that the Putin regime is little more than a crime syndicate masquerading as a state?

So the main question on my mind is: what happens now?

Will the Russian people hold the regime accountable for plundering the national wealth on such a massive scale? Or will they continue to adore Putin for allegedly bringing Russia up from its knees?

Will the international community get serious about containing the security threat emanating from this web of corruption? And make no mistake, it is a security threat.

The end of communism resulted in a moral black hole—a deep spiritual and identity crisis among the elites. Or will apologists for the regime in the West continue to argue that Russia's so-called legitimate interests need to be respected?

Will they continue to call for the lifting of sanctions and a return to business as usual?

The corruption of this regime has been well documented -- in Russia and in the West and in ways big and small -- for years. But it has never really changed anything.

Will it now?

The Daily Vertical: Putin's Money (Transcript) - 4.5.16

Kremlin apologists have been making a lot of hay about the fact that Vladimir Putin isn't directly and explicitly named in the Panama Papers.

He isn't the direct beneficiary of any account. He doesn't formally own or control any of the assets documented in the massive leak.

Anybody making this argument is either being completely disingenuous -- or simply doesn't understand how Putin's Russia works.

Because as political commentator Leonid Bershidsky noted in a column in Bloomberg, Putin the individual may not show up on any of the accounts or assets, but Putin the institution is a tangible presence.

Prominent in the Panama Papers report, for example, is Bank Rossia, which is headed by longtime Putin crony Yury Kovalchyuk.

Equally prominent is Arkady Rotenberg, Putin's judo sparring partner.

And, of course, there's the cellist Sergei Roldugin, Putin's longtime friend.

Putin's name doesn't appear on any of the accounts because it doesn't need to.

They are in the hands of his most trusted associates.

And Putin has political power over them, and therefore has de facto control over all their nominal assets.

As Kremlin-watcher Mark Galeotti noted in a piece yesterday, "The real currency in Russia is not money but power -- and the latter can buy the former."

In a crime syndicate, the godfather's name isn't on any accounts either. That's what underbosses and consiglieres are for.

But while the godfather's name may not be on any of the legal documents, nobody has any doubt who is in charge.

The Panama Papers show how corruption really works in Russia - Vox

It is too easy simply to see Russia as a kleptocracy or, more misleading yet, a "mafia state." Yes, corruption is endemic to the system, not a byproduct but a central feature of Putin's methodology of power. But this doesn't fully explain why there is such corruption in Russia today.
Assuming those $2 billion are Putin's, how did he get them? Did people hand him suitcases of cash? Highly unlikely. Rather, he takes or is given stakes in assets, rights to shares in profits. This is not so much for the money itself — anything he could want, he can get the state or the oligarchs to buy, from a palace on the Black Sea to a $35 million yacht — but rather for the political power they give him.
The real currency in Russia is not money but power — and the latter can buy the former, but not necessarily the other way around. You can be rich today, but the state can impoverish you tomorrow. Conversely, if you have power, you can always get money, as we are likely seeing with the Panama Papers, or else simply don't even need it.
While the Panama Papers involve far more cash, and are likely to draw far more attention, it's the other story that is the more meaningful, for demonstrating that Russia's real currency isn't money — it's power and connections...
The real corruption that is sucking the blood out of today's Russia is the industrial-scale profiteering taking place at the top of the system. According to INDEM, one of the last independent liberal think tanks left in Russia, corruption costs the country between a quarter and a third of its total GDP.
Put it another way: Corruption by the Russian elite could be costing the country up to six times as much as all the sanctions imposed by the West since Russia invaded Crimea.
