FBI Director James Comey warned Congress on Tuesday that homegrown terrorist attacks are an increasing threat to the United States, particularly as the Islamic State continues to lose territory in Iraq and Syria.
While the number of Americans traveling to Syria to join ISIS has diminished over the past year, Comey said law enforcement and intelligence agencies remain highly concerned that jihadists from Western nations will pour out of the Middle East and pose new threats as the so-called caliphate is “crushed,” the Associated Press reported.
“There will be a terrorist diaspora sometime in the next two to five years like we’ve never seen before,” Comey testified before the Senate Homeland Security and Government Affairs Committee.
The hearing came a week after the linked bombings in New York and New Jersey and the ISIS-claimed stabbing spree at a Minnesota mall.
Homeland Security Secretary Jeh Johnson told the panel that terrorist threats have evolved since September 11, 2001, from terrorist-directed attacks “to a world that also includes the threat of terrorist-inspired attacks” where a lone actor living in the U.S. is “self-radicalized” to carry out an assault.
Johnson said intelligence and law enforcement agencies have difficulties detecting terrorist-inspired and terrorist-enabled attacks because they can take place with little planning.
Sen. Ron Johnson (R., Wis.), who chairs the committee, said the latest attacks in the U.S. provide evidence that the threat of “militant Islamic terrorist attacks to the United States remains significant.” He said extremist Islamic terrorists have killed 63 people in the U.S. since last year.
Though Republican presidential nominee Donald Trump has suggested a temporary ban against Muslims from traveling to the U.S. to mitigate terrorism concerns, Jeh Johnson said the U.S. needs to instead focus on “building bridges to diverse communities.”

State Dept Has Trouble Explaining American Inaction in Aleppo

State Department spokesman Mark Toner had trouble explaining Tuesday why the United States has not done more to address the humanitarian situation in Aleppo, Syria as the situation has deteriorated in recent days.
Since the ceasefire in Syria fell apart last week, the siege of Aleppo has escalated, especially with the news that Syrian regime forces are now attacking rebel-held parts of the city with ground forces. Russian and Syrian aircraft have been bombing the city for some time now, killing many innocent civilians and aid workers.
Reuters reporter Arshad Mohammed asked Toner why the United States government has not acted in Aleppo.
“What makes Aleppo different from the Yazidis who were on Mount Sinjar, from the Libyans who [Muammar] Gaddafi said he was going to hunt down like rats? What’s the difference here?” Mohammed said. “You have 250,000 people in a defined area that are now surrounded, that are subject not just to air but now to ground assault. Why did the United States deem it to be in the U.S. national interest to intervene in those other circumstances but not in this circumstance?”
Toner said that he does not like comparing different situations the U.S. has faced due to different circumstances.
“In the case of Aleppo, in the case of Syria, it’s hard to find one that’s more complex, and we’ve talked about that,” Toner said. “But also, the fact that really until the past few weeks we felt like we were on a firm path toward a possible diplomatic resolution to this. We still believe that’s possible.”
Mohammed then asked Toner if it was possible that the Obama administration may want to end diplomacy after it has mostly failed for five years.
“As part of, frankly, a healthy debate within any administration, those conversations are always ongoing, how you approach or how you resolve an issue like this or a problem like this, a conflict like this. Ultimately, you know, that’s a decision for the president to make,” Toner said.

Pentagon Warns Congress Is Allowing Disclosure of Classified Intel, Arrest of U.S. Troops

Defense Secretary Ash Carter is warning Congress that its efforts to pass new contested legislation would lead to the disclosure of highly sensitive classified intelligence and open up U.S. troops to prosecution by foreign entities, according to a communication sent by the Pentagon leader to a top lawmaker and obtained by the Washington Free Beacon.
As Congress moves to override a presidential veto of new legislation creating a pathway for U.S. citizens to sue the Saudi Arabian government for its alleged role in the 9/11 terror attacks, top U.S. defense officials are preparing for an onslaught of lawsuits indicting the United States for war crimes.
The Justice Against Terrorism Act, or JASTA, aims to provide U.S. victims of terrorism with a pathway to sue foreign governments. However, the bill is expected to lead to more litigation targeting the United States, its intelligence operations, and troops stationed abroad.
There also could be significant damage to U.S. counterterrorism efforts across the globe.
“I agree with the intent of this bill, which is to honor the families of 9/11 victims. While we are sympathetic to the intent of JASTA, its potential second- and third-order consequences could be devastating to the Department and its Service members and could undermine our important counterterrorism efforts abroad,” Carter wrote on Monday to Rep. William “Mac” Thornberry (R., Texas), chairman of the House Armed Services Committee, according to a copy of the communication obtained by the Free Beacon.
A coalition of Iraqis has already vowed to sue the U.S. government for war crimes should the legislation pass, the Free Beacon reported on Monday.
Carter disclosed in the letter that the U.S. military could be forced to provide foreigners with highly classified intelligence as part of potential lawsuits resulting from JASTA. It could also enable foreign individuals to assume control of critical U.S. assets abroad.
“It is likely that litigants will seek sensitive government information in order to establish their case against either a foreign state under JASTA in U.S. courts or against the United States in a foreign court,” Carter wrote. “This could include classified intelligence data and analysis, as well as sensitive operational information.”
JASTA makes no effort to shield such information, according to Carter.
“There would be a risk of sizeable monetary damage awards in such cases, which could lead to efforts to attach U.S. Government property to satisfy those awards,” Carter added. “We could have numerous assets vulnerable to such attempts.”
The bill would strip diplomatic immunity for U.S. officials and forces abroad, paving the way for foreign governments and individuals to haul American leaders and military officials into court.
“U.S. Service members stationed here and overseas, and especially those supporting our counterterrorism efforts, would be vulnerable to private individuals’ accusations that their activities contributed to acts alleged to violate a foreign state’s law,” Carter writes. “Such lawsuits could relate to actions taken by members of armed groups that received U.S. assistance or training, or misuse of U.S. military equipment by foreign forces.”
A congressional override of Obama’s veto of the bill could put the United States in an unprecedented situation.
“Disclosure could put the United States in the difficult position of choosing between disclosing classified or otherwise sensitive information or suffering adverse rulings and potentially large damage awards for our refusal to do so,” according to Carter.
Congressional insiders who object to the 9/11 bill for what they describe as its flawed approach to providing U.S. terror victims legal recourse told the Free Beacon on Monday that the United States would face an onslaught of lawsuits if Congress overrode Obama’s veto.
“When you hear critics talk about this bill setting a dangerous precedent, this is exactly what we mean. It’s backfiring before Congress even has a chance to override the veto,” said one senior congressional aide tracking the matter. “The U.S. government is unnecessarily exposing itself to countless frivolous lawsuits and jeopardizing relations with a key strategic ally. Although well-intentioned, they need to take this bill back to the drawing board.”

House Dems Urge Obama to Reopen Negotiations With Russia Over Syria Despite Failed Ceasefire

House Democrats called on the Obama administration Tuesday to continue diplomatic negotiations aimed at ending the Syrian civil war despite the recently failed effort with Russia.
Nearly 60 Democratic members signed a letter to President Obama urging him to reopen communication channels with Moscow to implement another ceasefire deal in the war-torn region as Pentagon officials and others push for escalated military intervention, Politico reported.
“There is simply no realistic alternative to a diplomatic and political resolution of the Syrian civil war that takes into account the interests of Syria’s diverse communities as well as the interests of all nations in a peaceful, stable Middle East,” the lawmakers wrote.
The lead signatories of the letter were Democratic Reps. John Conyers (Mich.), Seth Moulton (Mass.), and Tim Walz (Minn.), who all served in the military.
The plea came a day after Russian and Syrian military forces continued their deadly bombing campaign in the rebel-held city of Aleppo. Senior Pentagon officials, including Defense Secretary Ash Carter, have opposed negotiating with Russia, arguing the Kremlin cannot be trusted to honor any truce with the U.S.
More than 50 U.S. diplomats called on Obama in June to authorize military strikes against Syrian President Bashar al-Assad to weaken the regime and protect civilians, but he has shown no signs of changing course before his presidency comes to an end in January.
Secretary of State John Kerry said Monday the U.S. would continue pursuing negotiations with Russia despite the failure earlier this month of a week-long ceasefire.
Mark Toner, a State Department spokesman, told reporters Monday the administration was still focused on a “political solution.”
Kerry’s reliance on diplomatic resolutions without actions to back them up has drawn ire from Republicans. Sen. Bob Corker (R., Tenn.) and Rep. Ed Royce (R. Calif.), who chair the Senate and House Foreign Relations Committees, expressed doubts that the administration would be able to clinch a lasting truce with the Russians or the Syrians.
Corker said last week the failure of the ceasefire “was always to be the outcome of negotiations since Russia has known all along that there was nothing to back up empty words from the United States.”
Royce and other GOP lawmakers have urged Obama to impose sanctions on Russia for aiding Assad.
“There is no hope for diplomacy as long as Assad sees a military path to victory,” Royce toldPolitico on Tuesday. “Imposing stiff sanctions on Assad’s war machine and its enablers will allow us to push for peace from a position of strength.”

Homeland Security Chair: Anti-ISIS Coalition Thinks America Isn’t Leading Enough

Members of the coalition fighting the Islamic State suggested to a leading U.S. lawmaker that they don’t believe the United States has demonstrated enough leadership in combating the terror group.
Sen. Ron Johnson (R., Wis.), who was a U.S. representative at the 71st U.N. General Assembly in New York last week, told the Washington Free Beacon in an interview on Tuesday afternoon that members of the U.S.-led coalition fighting ISIS feel that “America hasn’t led enough” in the effort to expel ISIS from its stronghold in Iraq and Syria.
“I was in New York and I was talking to the coalition partners and I think it’s fair to characterize their feelings as America hasn’t led enough in order to actually accomplish that goal,” said Johnson, who chairs the Senate Committee on Homeland Security and Governmental Affairs.
“And if we did lead enough, we could have wiped out ISIS a long time ago. We just haven’t had the will and the leadership and the commitment to actually accomplish that goal,” he said.
Johnson’s remarks come as the U.S. military prepares to help local Iraqi forces mount an offensive to retake Mosul, the terror group’s de facto capital in Iraq. Forces backed by the United States are also looking to retake Raqqa in Syria, though the situation in that country has been complicated by a failed ceasefire and assaults against rebel groups by Syrian and Russian government forces.
President Obama announced the formation of the global coalition to “degrade and ultimately destroy” ISIS in Iraq and Syria two years ago. Since then, more than 60 nations and partner organizations have signed on to defeat the terror group that has ransacked the Middle East and carried out attacks in Paris, Brussels, and the United States.
“It took us four years to defeat Nazi Germany and imperial Japan,” Johnson said Tuesday. “Are you telling me that America can’t lead an effort to actually accomplish the destruction of a caliphate that is basically run by tens of thousands of ISIS operatives?”
“If we were to lead, we probably could destroy ISIS in a matter of months,” Johnson continued. “And we haven’t done it, we haven’t been serious about it. And I see no strategy on the part of this administration to actually do it.”
The Free Beacon spoke to Johnson following a Homeland Security Committee hearing on threats facing the homeland, during which the senator expressed frustration that the United States was “playing defense” against terror threats to the homeland rather than fighting ISIS abroad.
ISIS lost 14 percent of its territory last year and another 12 percent during the first six months of 2016, according to an analysis published by IHS Jane’s 360 in July.
Nicholas Rasmussen, the director of the National Counterterrorism Center, testified that ISIS’s capacity to launch attacks has not been “significantly diminished” by its territorial losses.
“It is our judgement that ISIL’s capacity and ability today to carry out attacks in Syria and Iraq and abroad has not thus far been significantly diminished,” Rasmussen told lawmakers, using another acronym for the terrorist group. “The tempo of ISIL-linked terrorist attacks and terrorist activity in Europe and other places around the globe is a reminder of that global reach.”
“This external operation’s capability has been building and entrenching over the past two years and we don’t think that battlefield or territorial losses alone will be sufficient to completely degrade the group’s terrorism capabilities,” Rasmussen continued.
During testimony, FBI Director James Comey highlighted the challenge of thwarting the “terrorist diaspora” that will result from the destruction of ISIS’s so-called caliphate in Iraq and Syria.
“The so-called caliphate will be crushed. The challenge will be, through the fingers of that crush are going to come hundreds of very, very dangerous people,” Comey said. “They will not all die on the battlefield in Syria and Iraq. There will be a terrorist diaspora sometime in the next two-to-five years like we’ve never seen before. We must prepare ourselves and our allies especially in western Europe to confront that threat.”
“They will try to come to western Europe and try to come here to kill innocent people,” Comey said.
The hearing came after the arrest of Ahmad Rahami, the suspect in the New York and New Jersey bombings that wounded dozens of people earlier in September. The FBI’s handling of Rahami’s case has come under scrutiny because it was warned by Rahami’s father two years ago that his son might be a terrorist. The FBI looked into the report but found no reason to take action.
Comey said Tuesday that the bureau is reviewing its prior inquiry into Rahami, as well as its investigation of Omar Mateen, the gunman who killed 49 people at a nightclub in Orlando, Florida, in June before being shot dead by police.
The FBI director insisted that the bureau is committed to “finding those pieces of hay that might become a needle and figuring out how to disrupt them before they do harm,” which he said has become difficult to do given terrorists’ use of encrypted communications.
Johnson expressed confidence that Comey and Secretary of Homeland Security Jeh Johnson would perform a “post-mortem” of the cases, underlining the need for the agencies to look at possibly changing their internal procedures.
Johnson also said that the government should consider stricter restrictions on travel to areas like Pakistan and Afghanistan for Americans at risk of radicalization, while making sure to respect civil liberties. Rahami traveled multiple times to Afghanistan and Pakistan, while Mateen traveled to Saudi Arabia.
“I think the FBI has got to monitor international travel, particularly to any nation where you’ve got state-sponsorship of terrorism, that are these hot spots of Islamic terror,” Johnson said.

President Obama nominated Jeffrey DeLaurentis on Tuesday to be the first United States ambassador to Cuba in over five decades.
DeLaurentis is a career diplomat who would be the first American ambassador to the communist island in 55 years, Yahoo News reported. He is no stranger to working with the Cuban government, serving as the Chargé d’Affaires at the U.S. Embassy in Havana since August 2014 to help normalize relations between the two countries. DeLaurentis also worked with Havana in two former jobs he held at the State Department.
Confirming DeLaurentis will likely prove to be difficult. A simple majority of the Senate must confirm a president’s nominee, but a single lawmaker can impose an anonymous hold to delay the process. The White House faces an uphill battle as many Senate Republicans who are against normalizingrelations with Cuba have threatened to vote down any pick Obama may put forward.
Obama became the first American president to visit Cuba in nearly 90 years when he traveled there earlier this year.

If debates are an exercise in scoring points, Clinton got the better of her opponent.

Donald Trump is the most unlikely presidential candidate from a major party since William Jennings Bryan, who was still in his thirties and merely an obscure two-term congressman when he was nominated by the Democrats in 1896 on the basis of a single convention speech. Trump entered this year’s presidential race with no political experience or serious base of operation but with abundant political baggage. And yet, going into last night’s first presidential debate, he was in a virtual tie with Democratic nominee Hillary Clinton in current poll numbers.
That was a remarkable political achievement. But last night he failed to exploit the debate to accentuate the full range of issues that had fueled his political success up to that time. He did engage with Clinton on trade, economic policy and the combination topic of race and crime. But he didn’t score significant points on four of the major issues that have buoyed his campaign—the future of the American judiciary, immigration, the dangers of foreign policy adventurism, and President Obama’s sputtering and unpopular health care legislation.
Of course, the debate topics were chosen by moderator Lester Holt of NBC, but clever debaters find ways to weave into their discussion the issues that they need to emphasize.
Clinton, meanwhile, brought to the debate the smooth efficiency she has developed over decades of political combat. She adopted a tone of amused dismissiveness, never passed up an opportunity to force him onto the defensive, and employed a cutting rapier approach to his bludgeon of attack and braggadocio. Clinton evinced an air of enjoying the whole thing, as when she responded to a Trump assertion that he possessed better judgment than her and also a better temperament. “I have a winning temperament,” he declared. “I know how to win.”
Clinton rocked her shoulders as if she were about to start dancing and said with a dismissive laugh, “Ooh! Okay!” At another point, she responded to a Trump pronouncement by saying, “Donald, I know you live in your own reality.”

The Pentagon is engineering high-tech, removable Unmanned Surface Vehicle “kits” designed to change amphibious warfare by delivering combat-relevant supplies, firing weapons, swarming enemies, refueling ships, searching for enemy mines and submarines and dispersing attacking forces to minimize risk from enemy fire.
A key advantage of using remotely-controlled drone ships is that, quite naturally, they can save sailors and marines from being exposed to enemy fire during an attack operation.
The project, now advancing through a Science & Technology effort led by the Pentagon’s once-secret Strategic Capabilities Office (SCO), brings the possibility of using drones to substantially improve amphibious assault tactics and procedures, Dr. William Roper, Director of the SCO, told reporters.
Different mission kits are being developed more various mission applications, allowing unmanned ships to perform a wide range of tasks currently performed by manned vessels. The kits are exchangeable so that ships can be operated as both manned and unmanned systems, he added.
“This can greatly help expeditionary logistics for a ship that is standing off from the shore. Instead of having to use an amphib manned by a lot of people - you have an unmanned boat supply boat,” Roper said.
Computer processing speeds and algorithms are progressing at an alarming rate, increasingly allowing unmanned ships to perform a greater range of functions without necessarily needing human intervention for each particular step.
Roper added he expects this “autonomy kit” effort to progress for another two years before it is formally fully transitioned to the Navy. The Navy is, however, already involved in this testing and technological maturation lead by the Pentagon effort; the Strategic Capabilities Office is a special DoD-level effort to integrate harness, leverage and integrate near-term emerging technology for faster delivery to combatant commanders at war. Much of this involves merging new platforms, weapons and technologies with existing systems in a manner that both improves capability while circumventing a lengthy and often bureaucratic formal acquisition process, Roper explained.

National Security Highlights from the First Presidential Debate

The much-anticipated debut debate between Hillary Clinton and Donald Trump took place on Monday night at Hofstra University. In a conversation moderated by NBC’s Lester Holt, the candidates began by discussing economic issues and race relations before concluding with a back-and-forth on national security. The most extensive discussions on security topics covered the candidates’ plans related to the Islamic State, domestic terrorism, cybersecurity, NATO, nuclear weapons, the nuclear deal with Iran, and their support for the 2003 invasion of Iraq.
Trump first broached the topic of national security by criticizing Clinton for being too transparent with her plans to combat the Islamic State, claiming that she was telegraphing American strategy to the enemy. He abstained from outlining concrete measures and argued that Clinton should be held responsible for the rise of the Islamic State because of her position as Secretary of State in the Obama administration. In contrast, Clinton described her proposals to counter the Islamic State as including efforts to counter online radicalization, intensify airstrikes, target the group’s leadership, and support local forces. She countered that the George W. Bush administration set the timeline for the withdrawal of American troops from Iraq, which the Iraqi government then refused to extend during negotiations over a new Status of Forces Agreement.
The candidates also briefly addressed domestic terrorism. Clinton proposed an “intelligence surge” that would include more intensive cooperation with U.S. allies, as well as closer collaboration with Muslim nations and communities.
When the debate turned to cybersecurity issues, Clinton outlined the importance of deterring state-sponsored cyber operations and implied that further attacks would be met with reciprocal retaliation in the cyber domain. Trump used the topic to reference the DNC attack and criticize Democratic leadership for conspiring to undermine Senator Bernie Sanders’ bid for the Democratic nomination for president. He also refused to acknowledge Russia’s involvement in the incident, citing that it could very well “be somebody sitting on their bed that weighs 400 pounds, OK?”
In responding to a question on NATO, Trump reiterated his core critiques of the alliance—that American partners are not meeting their defense spending benchmarks and that the institution is obsolete because it is ill equipped for counterterrorism operations. Clinton defended the importance of NATO and of upholding Article 5, which she noted has only ever been invoked in response to 9/11.
The candidates also discussed several issues related to nuclear weapons. Clinton presented her accomplishments in cobbling together the sanctions regime against Iran, while Trump criticized the subsequent nuclear deal as disastrous. Notably, Trump seemed to come out against first use of nuclear weapons when asked if he would adopt a “no first use” posture, saying, “But I would certainly not do first strike. I think once the nuclear alternative happens, it’s over.” It remains slightly unclear how certain he is, though, given his subsequent remarks: “At the same time, we have to be prepared. I can’t take anything off the table.” Clinton reiterated her support for the Obama administration’s decision not to rule out first use and expressed her support for upholding America’s security guarantees.
Finally, the candidates sparred over Trump’s support of the 2003 invasion of Iraq. Trump insisted that he opposed the invasion while Clinton supported it. After moderator Lester Holt pressed him on the issue, Trump slightly backtracked by saying that any support he expressed on a 2002 taping of a Howard Stern show was done “very lightly.”

The Islamic State
TRUMP: And look at her website. You know what? It’s no difference than this. She’s telling us how to fight ISIS. Just go to her website. She tells you how to fight ISIS on her website. I don’t think General Douglas MacArthur would like that too much.
HOLT: The next segment, we’re continuing...
CLINTON: Well, at least I have a plan to fight ISIS.
HOLT: ... achieving prosperity...
TRUMP: No, no, you’re telling the enemy everything you want to do.
CLINTON: No, we’re not. No, we’re not.
TRUMP: See, you’re telling the enemy everything you want to do. No wonder you’ve been fighting—no wonder you’ve been fighting ISIS your entire adult life.

CLINTON: Well, I think there are a number of issues that we should be addressing. I have put forth a plan to defeat ISIS. It does involve going after them online. I think we need to do much more with our tech companies to prevent ISIS and their operatives from being able to use the Internet to radicalize, even direct people in our country and Europe and elsewhere.
But we also have to intensify our air strikes against ISIS and eventually support our Arab and Kurdish partners to be able to actually take out ISIS in Raqqa, end their claim of being a Caliphate.
We’re making progress. Our military is assisting in Iraq. And we’re hoping that within the year we’ll be able to push ISIS out of Iraq and then, you know, really squeeze them in Syria.
But we have to be cognizant of the fact that they’ve had foreign fighters coming to volunteer for them, foreign money, foreign weapons, so we have to make this the top priority.
And I would also do everything possible to take out their leadership. I was involved in a number of efforts to take out Al Qaida leadership when I was secretary of state, including, of course, taking out bin Laden. And I think we need to go after Baghdadi, as well, make that one of our organizing principles. Because we’ve got to defeat ISIS, and we’ve got to do everything we can to disrupt their propaganda efforts online.

TRUMP: Well, first I have to say one thing, very important. Secretary Clinton is talking about taking out ISIS. “We will take out ISIS.” Well, President Obama and Secretary Clinton created a vacuum the way they got out of Iraq, because they got out—what, they shouldn’t have been in, but once they got in, the way they got out was a disaster. And ISIS was formed.
So she talks about taking them out. She’s been doing it a long time. She’s been trying to take them out for a long time. But they wouldn’t have even been formed if they left some troops behind, like 10,000 or maybe something more than that. And then you wouldn’t have had them.
Or, as I’ve been saying for a long time, and I think you’ll agree, because I said it to you once, had we taken the oil—and we should have taken the oil—ISIS would not have been able to form either, because the oil was their primary source of income. And now they have the oil all over the place, including the oil—a lot of the oil in Libya, which was another one of her disasters.
HOLT: Secretary Clinton?
CLINTON: Well, I hope the fact-checkers are turning up the volume and really working hard. Donald supported the invasion of Iraq.
TRUMP: Wrong.
CLINTON: That is absolutely proved over and over again.
TRUMP: Wrong. Wrong.
CLINTON: He actually advocated for the actions we took in Libya and urged that Gadhafi be taken out, after actually doing some business with him one time. But the larger point—and he says this constantly—is George W. Bush made the agreement about when American troops would leave Iraq, not Barack Obama.
And the only way that American troops could have stayed in Iraq is to get an agreement from the then-Iraqi government that would have protected our troops, and the Iraqi government would not give that.
Domestic Terrorism
HOLT: You mention ISIS, and we think of ISIS certainly as over there, but there are American citizens who have been inspired to commit acts of terror on American soil, the latest incident, of course, the bombings we just saw in New York and New Jersey, the knife attack at a mall in Minnesota, in the last year, deadly attacks in San Bernardino and Orlando. I’ll ask this to both of you. Tell us specifically how you would prevent homegrown attacks by American citizens, Mr. Trump?

CLINTON: But let’s talk about the question you asked, Lester. The question you asked is, what do we do here in the United States? That’s the most important part of this. How do we prevent attacks? How do we protect our people?
And I think we’ve got to have an intelligence surge, where we are looking for every scrap of information. I was so proud of law enforcement in New York, in Minnesota, in New Jersey. You know, they responded so quickly, so professionally to the attacks that occurred by Rahami. And they brought him down. And we may find out more information because he is still alive, which may prove to be an intelligence benefit.
So we’ve got to do everything we can to vacuum up intelligence from Europe, from the Middle East. That means we’ve got to work more closely with our allies, and that’s something that Donald has been very dismissive of.
We’re working with NATO, the longest military alliance in the history of the world, to really turn our attention to terrorism. We’re working with our friends in the Middle East, many of which, as you know, are Muslim majority nations. Donald has consistently insulted Muslims abroad, Muslims at home, when we need to be cooperating with Muslim nations and with the American Muslim community.
They’re on the front lines. They can provide information to us that we might not get anywhere else. They need to have close working cooperation with law enforcement in these communities, not be alienated and pushed away as some of Donald’s rhetoric, unfortunately, has led to.
Cybersecurity and the DNC Hack
HOLT: Our next segment is called “Securing America.” We want to start with a 21st century war happening every day in this country. Our institutions are under cyber attack, and our secrets are being stolen. So my question is, who’s behind it? And how do we fight it?
Secretary Clinton, this answer goes to you.
CLINTON: Well, I think cyber security, cyber warfare will be one of the biggest challenges facing the next president, because clearly we’re facing at this point two different kinds of adversaries. There are the independent hacking groups that do it mostly for commercial reasons to try to steal information that they can use to make money.
But increasingly, we are seeing cyber attacks coming from states, organs of states. The most recent and troubling of these has been Russia. There’s no doubt now that Russia has used cyber attacks against all kinds of organizations in our country, and I am deeply concerned about this. I know Donald’s very praiseworthy of Vladimir Putin, but Putin is playing a really...
(CROSSTALK)
CLINTON: ... tough, long game here. And one of the things he’s done is to let loose cyber attackers to hack into government files, to hack into personal files, hack into the Democratic National Committee. And we recently have learned that, you know, that this is one of their preferred methods of trying to wreak havoc and collect information. We need to make it very clear—whether it’s Russia, China, Iran or anybody else—the United States has much greater capacity. And we are not going to sit idly by and permit state actors to go after our information, our private-sector information or our public-sector information.
And we’re going to have to make it clear that we don’t want to use the kinds of tools that we have. We don’t want to engage in a different kind of warfare. But we will defend the citizens of this country.
And the Russians need to understand that. I think they’ve been treating it as almost a probing, how far would we go, how much would we do. And that’s why I was so—I was so shocked when Donald publicly invited Putin to hack into Americans. That is just unacceptable. It’s one of the reasons why 50 national security officials who served in Republican information—in administrations...
HOLT: Your two minutes have expired.
CLINTON: ... have said that Donald is unfit to be the commander- in-chief. It’s comments like that that really worry people who understand the threats that we face.
HOLT: Mr. Trump, you have two minutes and the same question. Who’s behind it? And how do we fight it?
TRUMP: I do want to say that I was just endorsed—and more are coming next week—it will be over 200 admirals, many of them here—admirals and generals endorsed me to lead this country. That just happened, and many more are coming. And I’m very proud of it.
In addition, I was just endorsed by ICE. They’ve never endorsed anybody before on immigration. I was just endorsed by ICE. I was just recently endorsed—16,500 Border Patrol agents.
So when Secretary Clinton talks about this, I mean, I’ll take the admirals and I’ll take the generals any day over the political hacks that I see that have led our country so brilliantly over the last 10 years with their knowledge. OK? Because look at the mess that we’re in. Look at the mess that we’re in.
As far as the cyber, I agree to parts of what Secretary Clinton said. We should be better than anybody else, and perhaps we’re not. I don’t think anybody knows it was Russia that broke into the DNC. She’s saying Russia, Russia, Russia, but I don’t—maybe it was. I mean, it could be Russia, but it could also be China. It could also be lots of other people. It also could be somebody sitting on their bed that weighs 400 pounds, OK?  You don’t know who broke in to DNC.
But what did we learn with DNC? We learned that Bernie Sanders was taken advantage of by your people, by Debbie Wasserman Schultz. Look what happened to her. But Bernie Sanders was taken advantage of. That’s what we learned.
Now, whether that was Russia, whether that was China, whether it was another country, we don’t know, because the truth is, under President Obama we’ve lost control of things that we used to have control over.
We came in with the Internet, we came up with the Internet, and I think Secretary Clinton and myself would agree very much, when you look at what ISIS is doing with the Internet, they’re beating us at our own game. ISIS.
So we have to get very, very tough on cyber and cyber warfare. It is—it is a huge problem. I have a son. He’s 10 years old. He has computers. He is so good with these computers, it’s unbelievable. The security aspect of cyber is very, very tough. And maybe it’s hardly doable.
But I will say, we are not doing the job we should be doing. But that’s true throughout our whole governmental society. We have so many things that we have to do better, Lester, and certainly cyber is one of them.
NATO
TRUMP: The secretary said very strongly about working with—we’ve been working with them for many years, and we have the greatest mess anyone’s ever seen. You look at the Middle East, it’s a total mess. Under your direction, to a large extent.
But you look at the Middle East, you started the Iran deal, that’s another beauty where you have a country that was ready to fall, I mean, they were doing so badly. They were choking on the sanctions. And now they’re going to be actually probably a major power at some point pretty soon, the way they’re going.
But when you look at NATO, I was asked on a major show, what do you think of NATO? And you have to understand, I’m a businessperson. I did really well. But I have common sense. And I said, well, I’ll tell you. I haven’t given lots of thought to NATO. But two things.
Number one, the 28 countries of NATO, many of them aren’t paying their fair share. Number two— and that bothers me, because we should be asking—we’re defending them, and they should at least be paying us what they’re supposed to be paying by treaty and contract.
And, number two, I said, and very strongly, NATO could be obsolete, because—and I was very strong on this, and it was actually covered very accurately in the New York Times, which is unusual for theNew York Times, to be honest—but I said, they do not focus on terror. And I was very strong. And I said it numerous times.
And about four months ago, I read on the front page of the Wall Street Journal that NATO is opening up a major terror division. And I think that’s great. And I think we should get—because we pay approximately 73 percent of the cost of NATO. It’s a lot of money to protect other people. But I’m all for NATO. But I said they have to focus on terror, also.
And they’re going to do that. And that was—believe me—I’m sure I’m not going to get credit for it—but that was largely because of what I was saying and my criticism of NATO.
I think we have to get NATO to go into the Middle East with us, in addition to surrounding nations, and we have to knock the hell out of ISIS, and we have to do it fast, when ISIS formed in this vacuum created by Barack Obama and Secretary Clinton. And believe me, you were the ones that took out the troops. Not only that, you named the day. They couldn’t believe it. They sat back probably and said, I can’t believe it. They said...

TRUMP: When they formed, when they formed, this is something that never should have happened. It should have never happened. Now, you’re talking about taking out ISIS. But you were there, and you were secretary of state when it was a little infant. Now it’s in over 30 countries. And you’re going to stop them? I don’t think so.

CLINTON: ...Let’s talk about two important issues that were briefly mentioned by Donald, first, NATO. You know, NATO as a military alliance has something called Article 5, and basically it says this: An attack on one is an attack on all. And you know the only time it’s ever been invoked? After 9/11, when the 28 nations of NATO said that they would go to Afghanistan with us to fight terrorism, something that they still are doing by our side.
Nuclear Weapons
CLINTON: And, in fact, his [Trump’s] cavalier attitude about nuclear weapons is so deeply troubling. That is the number-one threat we face in the world. And it becomes particularly threatening if terrorists ever get their hands on any nuclear material. So a man who can be provoked by a tweet should not have his fingers anywhere near the nuclear codes, as far as I think anyone with any sense about this should be concerned.

TRUMP: So I just want to give a lot of things—and just to respond. I agree with her on one thing. The single greatest problem the world has is nuclear armament, nuclear weapons, not global warming, like you think and your—your president thinks.
Nuclear is the single greatest threat. Just to go down the list, we defend Japan, we defend Germany, we defend South Korea, we defend Saudi Arabia, we defend countries. They do not pay us. But they should be paying us, because we are providing tremendous service and we’re losing a fortune. That’s why we’re losing—we’re losing—we lose on everything. I say, who makes these—we lose on everything. All I said, that it’s very possible that if they don’t pay a fair share, because this isn’t 40 years ago where we could do what we’re doing. We can’t defend Japan, a behemoth, selling us cars by the million...
HOLT: We need to move on.
TRUMP: Well, wait, but it’s very important. All I said was, they may have to defend themselves or they have to help us out. We’re a country that owes $20 trillion. They have to help us out.
HOLT: Our last...
TRUMP: As far as the nuclear is concerned, I agree. It is the single greatest threat that this country has.
HOLT: Which leads to my next question, as we enter our last segment here (inaudible) the subject of securing America. On nuclear weapons, President Obama reportedly considered changing the nation’s longstanding policy on first use. Do you support the current policy? Mr. Trump, you have two minutes on that.
TRUMP: Well, I have to say that, you know, for what Secretary Clinton was saying about nuclear with Russia, she’s very cavalier in the way she talks about various countries. But Russia has been expanding their—they have a much newer capability than we do. We have not been updating from the new standpoint.
I looked the other night. I was seeing B-52s, they’re old enough that your father, your grandfather could be flying them. We are not—we are not keeping up with other countries. I would like everybody to end it, just get rid of it. But I would certainly not do first strike.
I think that once the nuclear alternative happens, it’s over. At the same time, we have to be prepared. I can’t take anything off the table. Because you look at some of these countries, you look at North Korea, we’re doing nothing there. China should solve that problem for us. China should go into North Korea. China is totally powerful as it relates to North Korea.
And by the way, another one powerful is the worst deal I think I’ve ever seen negotiated that you started is the Iran deal. Iran is one of their biggest trading partners. Iran has power over North Korea.
And when they made that horrible deal with Iran, they should have included the fact that they do something with respect to North Korea. And they should have done something with respect to Yemen and all these other places.
And when asked to Secretary Kerry, why didn’t you do that? Why didn’t you add other things into the deal? One of the great giveaways of all time, of all time, including $400 million in cash. Nobody’s ever seen that before. That turned out to be wrong. It was actually $1.7 billion in cash, obviously, I guess for the hostages. It certainly looks that way.
So you say to yourself, why didn’t they make the right deal? This is one of the worst deals ever made by any country in history. The deal with Iran will lead to nuclear problems. All they have to do is sit back 10 years, and they don’t have to do much.
HOLT: Your two minutes is expired.
TRUMP: And they’re going to end up getting nuclear. I met with Bibi Netanyahu the other day. Believe me, he’s not a happy camper.
HOLT: All right. Mrs. Clinton, Secretary Clinton, you have two minutes.
CLINTON: Well, let me—let me start by saying, words matter. Words matter when you run for president. And they really matter when you are president. And I want to reassure our allies in Japan and South Korea and elsewhere that we have mutual defense treaties and we will honor them.
It is essential that America’s word be good. And so I know that this campaign has caused some questioning and worries on the part of many leaders across the globe. I’ve talked with a number of them. But I want to—on behalf of myself, and I think on behalf of a majority of the American people, say that, you know, our word is good.
It’s also important that we look at the entire global situation. There’s no doubt that we have other problems with Iran. But personally, I’d rather deal with the other problems having put that lid on their nuclear program than still to be facing that.
And Donald never tells you what he would do. Would he have started a war? Would he have bombed Iran? If he’s going to criticize a deal that has been very successful in giving us access to Iranian facilities that we never had before, then he should tell us what his alternative would be. But it’s like his plan to defeat ISIS. He says it’s a secret plan, but the only secret is that he has no plan.
So we need to be more precise in how we talk about these issues. People around the word follow our presidential campaigns so closely, trying to get hints about what we will do. Can they rely on us? Are we going to lead the world with strength and in accordance with our values? That’s what I intend to do. I intend to be a leader of our country that people can count on, both here at home and around the world, to make decisions that will further peace and prosperity, but also stand up to bullies, whether they’re abroad or at home.
We cannot let those who would try to destabilize the world to interfere with American interests and security...

TRUMP: And it’s a big problem. And as far as Japan is concerned, I want to help all of our allies, but we are losing billions and billions of dollars. We cannot be the policemen of the world. We cannot protect countries all over the world...
The Iran Deal
CLINTON: ...With respect to Iran, when I became secretary of state, Iran was weeks away from having enough nuclear material to form a bomb. They had mastered the nuclear fuel cycle under the Bush administration. They had built covert facilities. They had stocked them with centrifuges that were whirling away.
And we had sanctioned them. I voted for every sanction against Iran when I was in the Senate, but it wasn’t enough. So I spent a year-and-a-half putting together a coalition that included Russia and China to impose the toughest sanctions on Iran.
And we did drive them to the negotiating table. And my successor, John Kerry, and President Obama got a deal that put a lid on Iran’s nuclear program without firing a single shot. That’s diplomacy. That’s coalition-building. That’s working with other nations.
The other day, I saw Donald saying that there were some Iranian sailors on a ship in the waters off of Iran, and they were taunting American sailors who were on a nearby ship. He said, you know, if they taunted our sailors, I’d blow them out of the water and start another war. That’s not good judgment.
TRUMP: That would not start a war.
CLINTON: That is not the right temperament to be commander-in-chief, to be taunted. And the worst part...
TRUMP: No, they were taunting us.
CLINTON: ... of what we heard Donald say has been about nuclear weapons. He has said repeatedly that he didn’t care if other nations got nuclear weapons, Japan, South Korea, even Saudi Arabia. It has been the policy of the United States, Democrats and Republicans, to do everything we could to reduce the proliferation of nuclear weapons. He even said, well, you know, if there were nuclear war in East Asia, well, you know, that’s fine...
TRUMP: Wrong.
CLINTON: ... have a good time, folks.
TRUMP: It’s lies.
Support for the Invasion of Iraq
HOLT: Mr. Trump, a lot of these are judgment questions. You had supported the war in Iraq before the invasion. What makes your...
TRUMP: I did not support the war in Iraq.
HOLT: In 2002...
TRUMP: That is a mainstream media nonsense put out by her, because she—frankly, I think the best person in her campaign is mainstream media.
HOLT: My question is, since you supported it...
TRUMP: Just—would you like to hear...
HOLT: ... why is your—why is your judgment...
TRUMP: Wait a minute. I was against the war in Iraq. Just so you put it out.
HOLT: The record shows otherwise, but why—why was...
TRUMP: The record does not show that.

TRUMP: The record shows that I’m right. When I did an interview with Howard Stern, very lightly, first time anyone’s asked me that, I said, very lightly, I don’t know, maybe, who knows? Essentially. I then did an interview with Neil Cavuto. We talked about the economy is more important. I then spoke to Sean Hannity, which everybody refuses to call Sean Hannity. I had numerous conversations with Sean Hannity at Fox. And Sean Hannity said—and he called me the other day—and I spoke to him about it—he said you were totally against the war, because he was for the war.
HOLT: Why is your judgment better than...
TRUMP: And when he—excuse me. And that was before the war started. Sean Hannity said very strongly to me and other people—he’s willing to say it, but nobody wants to call him. I was against the war. He said, you used to have fights with me, because Sean was in favor of the war.
And I understand that side, also, not very much, because we should have never been there. But nobody called Sean Hannity. And then they did an article in a major magazine, shortly after the war started. I think in ’04. But they did an article which had me totally against the war in Iraq.
And one of your compatriots said, you know, whether it was before or right after, Trump was definitely—because if you read this article, there’s no doubt. But if somebody—and I’ll ask the press—if somebody would call up Sean Hannity, this was before the war started. He and I used to have arguments about the war. I said, it’s a terrible and a stupid thing. It’s going to destabilize the Middle East. And that’s exactly what it’s done. It’s been a disaster.
HOLT: My reference was to what you had said in 2002, and my question was...
TRUMP: No, no. You didn’t hear what I said.
HOLT: Why is your judgment—why is your judgment any different than Mrs. Clinton’s judgment?
TRUMP: Well, I have much better judgment than she does. There’s no question about that. I also have a much better temperament than she has, you know?
