U.S. Officials Warn Russia Over Alleged Hacks

WASHINGTON—Top Obama administration officials sent warnings to Russia on Wednesday over that country’s alleged hacks into Democratic Party computer files, but one of the suspected hackers told The Wall Street Journal his alleged Russia ties are “nonsense,” while saying more records would be leaked as soon as next week.
What began as a series of cyberattacks has evolved into an international dispute with political, diplomatic, and security implications. U.S. law-enforcement, homeland-security and intelligence officials working to gauge the severity of the breaches and prevent anyone from tampering with the voting systems for November’s elections.
Computer breaches are common, but the apparently targeted leaks of politically oriented material at a time when it could affect a U.S. election is unprecedented. Previous large-scale breaches have often had economic motives, but officials worry that this time the goal is tampering with the credibility of America’s elections, escalating the stakes.
So far, the White House response has been relatively muted, but it shows signs of changing. President Barack Obama faces Democrats who want him to more directly charge Moscow with helping Republicans, but he also must contend with diplomatic concerns about confronting a complex adversary.
Defense Secretary Ash Carter, speaking in England Wednesday, said the U.S. and its partners wouldn’t ignore Russia’s “efforts to interfere with our democratic processes,” though he didn’t cite hacking in particular.
Meanwhile, Director of National Intelligence James Clapper, at a conference in Washington, quoted a recent carefully worded statement by Mr. Obama about the hacks.
Mr. Clapper noted that Mr. Obama had said, “Experts have attributed this to the Russians.” Mr. Clapper added, “So I won’t get out ahead of the president on this, particularly while the [Federal Bureau of Investigation] is conducting its investigation.”
The FBI is now probing at least four actual or attempted breaches with ties to the 2016 elections, and officials strongly suspect Russian intelligence services are behind the hacks. U.S. intelligence officials have also told members of Congress that Russia is the leading suspect in the intrusions.
“I don’t think there’s any doubt that it was the Russian government that was behind the hacks,” said James Lewis, a cybersecurity expert at the Center for Strategic and International Studies who has served in the State and Commerce departments and wrote numerous articles on cybersecurity.
Russian President Vladimir Putin, in an interview with Bloomberg news published last week, denied the Kremlin was involved in the hacks. He appeared, however, to praise a leak of information fromHillary Clinton’s campaign. “Is it really important who hacked this information from Clinton’s election campaign?” he said. “What’s important is the content of what was made public.”
Beyond the Clinton campaign, the computer intrusions have targeted or penetrated computer systems controlled by the Democratic National Committee and the Democratic Congressional Campaign Committee, as well as the state election systems of Illinois and Arizona.
Some of the stolen records were published online by someone self-identified as Guccifer 2.0, and other records were released by the organization WikiLeaks. Both Guccifer 2.0 and WikiLeaks have said more of the hacked records will be released soon.
“I won’t disclose all details now as I’m preparing a thing,” a correspondent identifying himself as Guccifer 2.0 wrote in an interview conducted through a social-media messaging service. He said he is a male working alone and that his “goal is to bring the truth, I call it to bring the light.”
He denied allegations he is connected to Russian spy services, saying claims that he has used technology that is routed through Russia is meaningless.

In a two-hour back-and-forth, the individual was by turns defiant and plaintive. He said that “it made me angry they attributed my deals to the russians...but then i realised the deeper they go this way the safer i am.” He added, “this is like hide and seek but the stakes r high.”
Because the interview was conducted in a private social-media exchange, the Journal couldn’t verify the identity of the person sending the messages. The account is the same one that was used to publish personal information about Democrats for weeks, and the same one that was briefly suspended because it violated a Twitter TWTR -5.59 % policy regarding the publication of personal information.
Some of the leaked records have been embarrassing to Democrats, suggesting, for example, that the party machinery actively sought to boost Mrs. Clinton in the primaries over her rival, Sen. Bernie Sanders of Vermont. Those disclosures prompted several top DNC officials to resign.
With more leaks expected in coming days from WikiLeaks and Guccifer 2.0, several top Democrats, including House Minority Leader Nancy Pelosi (D., Calif.) and Senate Minority Leader Harry Reid (D., Nev.), have said the hacks amount to efforts by the Russian government to help Republicans win the November elections.
The White House has been responding much more cautiously to the breaches than it did in late 2014, when it publicly accused North Korea of launching a cyberattack against Sony Pictures Entertainment Inc. Democrats and Republicans have called on the White House to publicly accuse Russia of carrying out the attacks once there is enough evidence, but it has so far refrained from taking that step.
Part of the White House calculus, said several people familiar with the administration’s thinking, is a fear that any administration response could be seen as a political move aimed at helping its own party’s candidates, given the hacks have so far targeted Democratic organizations.
There’s “a strong desire to not appear to be interfering in the election,” Mr. Lewis said. “If they come out one way or the other, it will be hard not to be seen as putting a thumb on the scales.”
The impact of the leaked documents on the 2016 elections is still unclear. Republican presidential candidate Donald Trump at one point called on Russia to obtain and then leak Mrs. Clinton’s emails to the media, but he later backtracked amid an uproar from members of both parties.
At least one leaked record, an internal file by Democrats looking at possible weaknesses in one of their candidates running for Congress in Florida, was used recently in a digital ad by Republicans.
This sparked outrage from Democrats, leading Mrs. Pelosi to call on House Speaker Paul Ryan (R., Wis.) to agree that both parties would refrain from “using any documents from Russian criminal cyberattacks in this campaign.”
