It is difficult to “object to someone putting fresh eyes on the organization of the intelligence community,” Mr. Hayden said. “But, even though the D.N.I. staff has become far too large, I don’t think any of us think a major restructuring of the community is in order.”

Tensions between the intelligence community and the White House have already played out on several fronts. Before Mr. Flynn was forced out, one of his top aides, Robin Townley, was denied a security clearance by the C.I.A. But distrust of the intelligence community has been building for years in conservative political circles, where the C.I.A. during the Obama administration was seen as heavily politicized.

Representative Steve King, Republican of Iowa, said in a recent interview that some officials in the intelligence community were trustworthy but “not all.”

“People there need to be rooted out,” Mr. King said.

Another Republican lawmaker said that the predominant view at the White House is also that the politicians in the intelligence agencies need to be cleaned out.

Through Cerberus, his private equity company, Mr. Feinberg has strong ties to the government contracting industry. Cerberus owns DynCorp International, which has had a wide array of large contracts providing security to the State Department and other agencies. DynCorp is now locked in a major legal dispute over the fate of a $10 billion State Department contract that it previously held to provide air support for counternarcotics operations overseas.

John F. Kelly, the new Homeland Security secretary, was paid $166,000 a year as a DynCorp adviser until he was named to the new administration.

Cerberus also owns Remington Outdoor, a major firearms manufacturer.

Mr. Bannon and Mr. Kushner, according to current and former intelligence officials and Republican lawmakers, had at one point considered Mr. Feinberg for either director of national intelligence or chief of the Central Intelligence Agency’s clandestine service, a role that is normally reserved for career intelligence officers, not friends of the president. Mr. Feinberg’s only experience with national security matters is his firm’s stakes in a private security company and two gun makers.

Mr. Coats is especially angry at what he sees as a move by Mr. Bannon and Mr. Kushner to sideline him before he is even confirmed, according to current and former officials. He believes the review would impinge on a central part of his role as the director of national intelligence and fears that if Mr. Feinberg were working at the White House, he could quickly become a dominant voice on intelligence matters.

Michael V. Hayden, a retired general who ran the C.I.A. and the National Security Agency during President George W. Bush’s administration, said it was hard to wrap his head around “the idea of a D.N.I. nominee in the confirmation process while others consider retooling the position.”

On an array of issues — including the Iran nuclear deal, the utility of NATO, and how best to combat Islamist militancy — much of the information and analysis produced by American intelligence agencies contradicts the policy positions of the new administration. The divide is starkest when it comes to Russia and President Vladimir V. Putin, whom Mr. Trump has repeatedly praised while dismissing American intelligence assessments that Moscow sought to promote his own candidacy.

Against this backdrop, Mr. Trump has appointed Mike Pompeo, a former Republican congressman from Kansas, to run the C.I.A., and former Senator Dan Coats, an Indiana Republican, to be the director of national intelligence (he is still awaiting confirmation). Both were the preferred choices of the Republican congressional leadership and Vice President Mike Pence and had no close or longstanding ties to Mr. Trump. In fact, they each endorsed Senator Marco Rubio of Florida for president during the 2016 Republican primaries.

But the potential White House role for Mr. Feinberg follows intense speculation among intelligence professionals that Mr. Feinberg is in line for a powerful position within the intelligence community.

Reports that Mr. Feinberg was under consideration to run the clandestine service rocked the intelligence community in recent weeks, raising the prospect of direct White House control over America’s spies at a time when Mr. Trump’s ties to Mr. Putin are under investigation by the F.B.I. and congressional committees.

The last time an outsider with no intelligence experience took the job was in the early days of the Reagan administration, when Max Hugel, a businessman who had worked on Mr. Reagan’s campaign, was named to run the spy service. His tenure at the C.I.A. was marked by turmoil and questions about the politicization of the agency. He was forced to resign after six months, amid accusations about his past business dealings. (He later won a libel case against the two brothers who made the accusations.)

Even the prospect that Mr. Feinberg may lead a review for the White House has raised concerns in the intelligence community.

Mr. Coats is especially angry at what he sees as a move by Mr. Bannon and Mr. Kushner to sideline him before he is even confirmed, according to current and former officials. He believes the review would impinge on a central part of his role as the director of national intelligence and fears that if Mr. Feinberg were working at the White House, he could quickly become a dominant voice on intelligence matters.

“I think I’d be concerned, too,” he said.

The challenge is less immediate for Mr. Pompeo. He does not see an urgent need for a review of the intelligence community, according to current and former American officials, but sees it as better than the appointment of Mr. Feinberg to a job with actual authority over daily intelligence operations.

Many intelligence officials question what purpose a White House intelligence review would serve other than to position Mr. Feinberg for a larger role in the future. Most significant changes to the intelligence community would require an act of Congress, a fact that would ultimately blunt whatever ideas or proposals Mr. Feinberg came up with. Even with a Republican majority in both houses, getting Congress to agree to major changes to intelligence agencies seems unlikely.

In 2008, Mr. Feinberg also considered investing in Blackwater, the security firm founded by Erik Prince, a former member of the Navy SEALs, before it was ultimately acquired by other investors.

New York magazine reported last year that Mr. Feinberg went to Blackwater’s North Carolina compound in 2005 to take firearms training.

CBS News has learned that on Thursday, an angry President Trump called CIA Director Mike Pompeo and yelled at him for not pushing back hard enough against reports that the intelligence community was withholding information from the commander-in-chief.

The agency then drafted a strongly worded statement rebutting the claim. “We are not aware of any instance when that has occurred,” read Pompeo’s statement. “It is CIA’s mission to provide the President with the best intelligence possible and to explain the basis for that intelligence. The CIA does not, has not, and will never hide intelligence from the President, period.”

The White House also denied the report. The president “did not yell at the CIA director,” a White House spokesperson wrote Saturday in an email to CBS News.

On Wednesday, the Wall Street Journal had reported that U.S. intelligence officials have kept information from Mr. Trump because they feared it could be leaked or compromised.

CIA spokesman Dean Boyd denied Friday that there was a conversation between Pompeo and Mr. Trump about the article.

“There was no conversation between the CIA Director and the President about the Wall Street Journal article either before or after CIA issued its statement about the article,” Boyd said. “The CIA issued its statement on its own accord because the story was inaccurate and we felt the need to defend the integrity of our officers and institution.”

The reality is, insiders say, that there has been a “chill” in the information flow. Intelligence sources say the agency is intent on protecting information, and if there are concerns it could be compromised, it will be withheld.

The ongoing investigation into whether Trump associates coordinated with the Russians remains a concern for some who handle sensitive data. It can be inferred that there is a lack of trust, and because the CIA has had a role in uncovering signs of Russian cyber intrusions, there are also concerns that sensitive information could be shared with adversaries.

CIA director Mike Pompeo said Thursday that the agency is providing President Donald Trump with the best intelligence it can, disputing reports that the spy community is withholding information from the commander in chief.

"The CIA does not, has not, and will never hide intelligence from the president, period. We are not aware of any instance when that has occurred," Pompeo said in a statement aimed at quelling reports that the intelligence community and Trump were in conflict.

He said news reports that the agency was keeping intelligence from the president are "dead wrong" and damage the "the integrity of thousands of professional intelligence officers."

Pompeo's statement came on the same day that a senior White House official said the administration had asked a New York-based private equity executive — Stephen Feinberg, co-founder of Cerberus Capital Management — to lead a review of the U.S. intelligence community.

Feinberg has been asked to make recommendations on improvements to efficiency and coordination between the various intelligence agencies, the official said. His position was not to become official until he completed an ethics review, said the official, who wasn't authorized to discuss the matter publicly.

However, Trump later appeared to back off the idea, saying somebody else might not be needed because it could be handled by Pompeo, FBI Director James Comey and Dan Coats, the president's nominee to be director of national intelligence who has not yet been confirmed.

"They're in position so I hope that we'll be able to straighten that out without using anybody else," Trump said at a news conference.

He said Feinberg was a "very talented man, very successful man" who has offered his services to the administration. "You know, it's something we may take advantage of. But I don't think we're (going to) need that at all because of the fact that you know, I think that we are gonna be able to straighten it out very easily on its own."

The news that Feinberg was being tapped to do an intelligence review drew complaints from Democrats.

Feinberg was among the economic advisers for Trump's presidential campaign. Cerberus Capital Management, a firm with $30 billion in investments, is deeply rooted in the Republican establishment. Former Vice President Dan Quayle is the firm's head of global investment, and former Treasury Secretary John W. Snow, who served under President George W. Bush, is the firm's chairman.

"While we must always be open to improving organization and coordination among intelligence agencies, taken in concert with the large number of troubling statements President Trump has made denigrating our nation's intelligence professionals, I am extremely concerned that this appointment signals a desire by the administration to marginalize the role of the DNI or even take unprecedented steps to politicize intelligence operations," said Sen. Mark Warner of Virginia, the ranking Democrat on the Senate intelligence committee.

The DNI is the director of national intelligence.

Many intelligence professionals also viewed the White House review as another slight by the Trump White House, according to a former senior U.S. intelligence officer who spoke only on condition of anonymity out of concern for putting former colleagues at risk. They already are worried about politicization of the intelligence product and fear this could be a way to hinder their ability to provide information that might contradict the White House's political views, the official said.

Mike Hayden, former director of both the CIA and the National Security Agency, said the White House can review inefficiencies within the intelligence community but should not attempt to exert control over the agencies. Hayden said in an interview that the proposed White House review of the 17 intelligence agencies could be an unsettling development for Coats.

Some current and former administration officials have raised concern over the extent to which Trump has empowered members of his inner circle on matters that are typically left to the intelligence agencies.

The newly established Strategic Initiatives Group, headed by White House strategist Steve Bannon, includes a unit charged with counterterrorism intelligence, current and former senior officials say. The unit is headed by White House aide and former national security analyst Sebastian Gorka, who doesn't have appropriate clearance, they said — something the officials expressed concern about given the sensitive mandate of the unit.

However, Pompeo had been actively briefing the president every day he can and the president is settling into a traditional process of receiving his daily intelligence brief and talking to intelligence advisers, said an intelligence official, who was not authorized to publicly discuss the matter and spoke only on condition of anonymity.

(MUNICH) — Russia wants pragmatic relations with the United States but also is hoping for the creation of a "post-West world order," the country's foreign minister said Saturday, dismissing the NATO military alliance as a relic of the Cold War.

Russian Foreign Minister Sergey Lavrov's comments at the Munich Security Conference came hours after U.S. Vice President Mike Pence told the gathering that the U.S. will "hold Russia accountable" even as the Trump administration searches for common ground with Moscow.

The annual get-together of diplomats and defense officials has been marked by Western concerns about President Donald Trump's approach to foreign policy and attitude toward Russia.

"What kind of relations do we want with the U.S.? Pragmatic relations, mutual respect, understanding our special responsibility for global stability," Lavrov said.

"We have immense potential that has yet to be tapped into, and we're open for that, inasmuch as the U.S. is open for that as well," he added.

At the forum, both Pence and U.S. Secretary of Defense Jim Mattis tried to walk-back earlier remarks from Trump that NATO as an alliance was "obsolete," emphasizing the U.S. support for it and its continued importance.

Lavrov, however, echoed the characterization of NATO as obsolete, declaring to the conference that the military alliance "remained a Cold War institution."

"Responsible leaders should make a choice, I hope that the choice will be done in favor a creating a democratic and just world order," Lavrov said, speaking through an interpreter.

"If you want, you can call it a 'post-West world order,' when each country, based on its sovereignty within the rules of international law, will strive to find a balance between its own national interests and the national interests of partners."

Following Lavrov's comments, and a bilateral meeting with the Russian envoy, NATO Secretary General Jens Stoltenberg told The Associated Press that Moscow's criticism of NATO was well known. He said that criticism has increased as the alliance has gone ahead with positioning battlegroups in the Baltics and Poland as a deterrence to a "more assertive Russia."

"We don't want to provoke a conflict. We want to prevent conflict and preserve the peace," Stoltenberg said. "Our aim is not to isolate Russia. We don't want a new Cold War, we don't want a new arms race, what we do is measured and defensive."

He rejected the notion that NATO's purpose had vanished with the fall of the Iron Curtain, noting the alliance's important missions in the Balkans and Afghanistan, and in the fight against terrorism and piracy.

"NATO is an alliance for the 21st century. We are an alliance for today and tomorrow because we have the unique ability to change and adapt when the world is changing," he said.

Anonymous leakers at the CIA continue to make claims about Russia and the 2016 election. In response to demands to provide evidence, the CIA has declined to offer any, refusing to meet with Congressional intelligence committees, and refusing to issue any documents offering evidence. Instead, the CIA, communicating via leaks, simply says the equivalent of "trust us."

Not troubled by the lack of evidence, many in the media and in the Democratic party have been repeating unsubstantiated CIA claims as fact.

Of course, as I've noted before, the history of CIA intelligence is largely a history of missing the forest for the trees. Sometimes, the failures have been spectacular.

One of the questions that immediately arises in the media in situations like these, however, is "has the CIA been politicized?"

When used in this way, the term "politicized" means that the CIA is involved in helping or hurting specific political factions (e,g., specific ideological groups, pressure groups, or presidential administrations) in order to strengthen the CIA's financial or political standing.

All Government Agencies Are Politicized

The use of the term, however, rather naïvely implies that it is possible for a government agency to not be politicized. A non-political government agency, it is assumed, acts without regard to how its actions and claims affect its political standing among powerful interests in Washington. Such an agency has never existed.

Indeed, when a government agency relies on taxpayer funding, Congressional lawmaking, and White House politics to sustain itself, it is absurd to expect that agency to somehow remain not "politicized." That is, it's a logical impossibility to think it possible to set up a government agency that relies on government policymakers to sustain it, and then think the agency in question will not attempt to influence or curry favor with those policymakers.

This idea might seem plausible to school children in junior-high-school civics classes, but not to anyone who lives in the real world.

In fact, if we wish to ascertain whether or not an institution or organization is "politicized" we can simply ask ourselves a few questions:

Does the organization depend on a legal monopoly to accomplish its mission? That is, does the organization benefit from a government prohibition on other organizations — especially private-sector ones — doing the same thing?
Does the organization depend on taxpayer funding for a substantial amount of its budget?
Was the organization created by government legislation?
Are senior officials appointed by government policymakers (i.e., the President)?
Does the organization engage in what would be illegal activities were it not for protective government legislation?

If the answer to any of these questions is "yes" then you are probably dealing with a politicized organization. If the answer to all of these questions is "yes" — as is the case with the CIA — then you're definitely dealing with a very politicized organization. (Other "non-political" organizations that fall well within this criteria as well include so-called "private" organizations such as the Federal Reserve System and Fannie Mae.)

So, it has always been foolish to ask ourselves if the CIA is "politicized" since the answer is obviously "yes" for anyone who is paying attention.

Nevertheless, the myth that the CIA and agencies like it can be non-political continues to endure, although in many cases, the charge has produced numerous helpful historical analysis of just how politicized the CIA has been in practice.

Recent Narratives on CIA Politicization

Stories of CIA politicization take at least two forms: One type consists of anti-CIA writers attempting to illustrate how the CIA acts to manipulate political actors to achieve its own political ends. The other type consists of pro-CIA writers attempting to cast the CIA as an innocent victim of manipulation by senior Washington officials.

Of course, it doesn't matter whether the provenance of CIA politicking comes from within the agency or outside it. In both cases, the fact remains that the Agency is a tool for political actors to deceive, manipulate, and attack political enemies.

With CIA leaks apparently attempting to call the integrity of the 2016 election into question, the CIA is once again being accused of politicization. Consequently, articles in the Washington Times, the Daily Caller, and The Intercept all question the CIA's motivation and present numerous examples of the Agency's history of deception.

The current controversy is hardly the first time the Agency has been accused of being political, and during the build up to the Iraq invasion in 2003, for example, the CIA worked with the Bush Administration to essentially manufacture "intelligence."

In his book Failure of Intelligence, Melvin Allan Goodman writes:

Three years after the invasion of Iraq, a senior CIA analyst, Paul Pillar, documented the efforts of the Bush administration to politicize the intelligence of the CIA on Iraqi WMD and so-called links between Iraq and al Qaeda. Pillar accused the Bush administration of using policy to drive intelligence production, which was the same argument offered by the chief of British intelligence in the Downing Street memorandum prior to the war, and aggressively using intelligence to win public support for the decision to go to war....Pillar does not explain why no senior CIA official protested, let alone resigned in the wake of the president's misuse of intelligence on Iraq's so-called efforts to obtain uranium ore in Africa. Pillar falsely claimed "for the most part, the intelligence community's own substantive judgments do not appear to have been compromised," when it was clear that the CIA wa wrong on every conclusion and had to politicize the intelligence to be so egregiously wrong."

Since then, CIA officials have attempted to rehabilitate the agency by claiming the agency was the hapless victim of the Administration. But, as Goodman notes, we heard no protests from the Agency when such protests would have actually mattered, and the fact is the Agency was easily used for political ends. Whether or not some agents wanted to participate in assisting the Bush administration with trumping up evidence against Iraq remains irrelevant. The fact remains the CIA did it.

Moreover, according to documents compiled by John Prados at the George Washington University, "The U.S. intelligence community buckled sooner in 2002 than previously reported" and that "Under the circumstances, it is difficult to avoid the impression that the CIA and other intelligence agencies defended themselves against the dangers of attack from the Bush administration through a process of self-censorship. That is the very essence of politicization in intelligence."

In other words, to protect its own budgets and privileges, the CIA reacted quickly to shape its intelligence to meet the political goals of others.

Journalist Robert Parry has also attempted to go the CIA-as-victim route in his own writings. In an article written before the Iraq War debacle, Parry looks at how the Agency was used by both Reagan and Clinton, and claims that what is arguably of the CIA's biggest analytical errors — repeatedly overstating the economic strength of the Soviet Union — was the result of pressure applied to the Agency by the Reagan administration. (Parry may be mistaken here, as the CIA was wrong about the Soviet economy long before the Reagan Administration.)

While attempting to defend the CIA, however, Parry is merely providing a list of the many ways in which the CIA serves to manufacture false information that are useful for political officials.

In this essay for the Center for International Policy, Goodman further lists many examples of politicization and concludes "Throughout the CIA’s 60-year history, there have been many efforts to slant analytical conclusions, skew estimates, and repress evidence that challenged a particular policy or point of view. As a result, the agency must recognize the impact of politicization and introduce barriers to protect analysts from political pressures. Unfortunately, the CIA has largely ignored the problem."

It is difficult to ascertain whether past intelligence failures were due to pressure form the administration or whether they originated from within the Agency itself. Nevertheless, the intelligence failures are numerous, including:

The fact that politicization occurs might help explain some of these failures, but simply claiming "politicization" doesn't erase the legacy of failure, and it hardly serves as an argument in favor of allowing the CIA to continue to command huge budgets and essentially function unsupervised. Regardless of fanciful claims of non-political professionalism, it is undeniable that, as an agency of the US government, the CIA is a political institution.

The only type of organization that is not politicized is a private-sector organization under a relatively laissez-faire regime. Heavily regulated private industries and all government agencies are politicized by nature because they depend heavily on active assistance from political actors to sustain themselves.

It should be assumed that politicized organizations seek to influence policymakers, and thus all the actions and claims of these organization should be treated with skepticism and a recognition that these organizations benefit from further taxation and expanded government powers inflicted on ordinary taxpayers and other productive members of society outside the privileged circles of Washington, DC.

Politicized CIA Targets Trump | The Daily Caller

Claiming Russian “interference,” Hillary Clinton’s team is demanding classified briefings for members of the Electoral College, citing “Trump’s willingness to disregard conclusions made by the intelligence community and his continuing defense of Russia.” While the effort has almost no chance of overturning the election result, the attempt to damage the President-elect by a partisan Central Intelligence Agency is all too real.

On Sunday, Trump called the claims of Russian manipulation “ridiculous” and “just another excuse” for Clinton’s loss. Trump disputed that the involvement by Russian intelligence into hacking at the DNC was certain, and pushed back against the narrative put forward by the CIA and the media, that Russian efforts were in any way important in the electoral outcome.

In fact, the contents of the emails by Clinton campaign chairman Podesta and others were only mildly embarrassing, and nowhere near as damaging as the Access Hollywood tape of Trump from 2005, which NBC held on to until October, when releasing it could do the greatest damage.

The only real revelation was the extent to which the DNC rigged the outcome of the primary process for Clinton, and against Bernie Sanders, but anyone with half a brain had already come to that conclusion, based on the limited number of debates and their obscure scheduling. The rest of the emails mostly detailed petty complaints about Hillary the candidate. The idea that any or all of the emails affected the trajectory of the electoral outcome is absurd, and deeply dishonest.

Had the Russians been able to dig up the 33,000 emails that Hillary destroyed, while obstructing justice in the FBI probe, and had those emails detailed a pay-to-play scandal involving Clinton Foundation money in exchange for State Department favors, then Russia could have been said to have altered the outcome of the race. But such was not the case.

The emails were a nuisance, nothing more; but from this thin gruel, the intelligence agencies of the United States are painting a picture of – in the words of former CIA Acting Director Michael Morell – “the political equivalent of 9/11”, a characterization both sick, in terms of the reference; and insane, given the disproportionality of the evidence.

Indeed, the CIA hasn’t been this concerned about cybersecurity since – well, never. The fact that China has hacked every agency and corporation in the US, and walked off with our most sensitive data, including plans for the new F-35 fifth generation jet fighter, never elicited one-tenth the outrage of poor John Podesta falling for a phishing scam.

The seventeen different intelligence agencies that report to the Office of the Director of National Intelligence (ODNI) are reportedly confident that the Russians did the hacking. They disagree; however, as to the intent of the leaking. Unlike the FBI and ODNI, the CIA assessed in a classified report – promptly broadcast – that Russia deliberately took sides in the election, favoring Trump by targeting Clinton. The evidence cited by the CIA was that both the RNC and the DNC were hacked, but damaging information was only leaked about the DNC.

This conclusion is idiotic for a number of reasons. First, the RNC may have been targeted, but that doesn’t mean they were successfully penetrated. Reince Priebus, Director of the RNC, denies they were hacked. Second, it is entirely possible that the Russians were successful in hacking the RNC, but simply didn’t find anything useful. This may be hard for the Clintonistas to comprehend, but not everyone is as corrupt as they are. Third, they may have concluded that Trump had no chance of winning – wasn’t that what we were all told? – so bothering with him was a waste of time. Fourth, anticipating a Clinton victory, the Russians may have been trying to remind her of everything else they had on her, so that she would do what they wanted when president.

There are dozens of plausible scenarios that could be spun given the murky facts. The point is that no one really knows, and for the CIA to confidently assert the very scenario that makes Trump look the worst – i.e. Russia helped Trump (because Trump likes Putin) – out of all the others is analytic malpractice. It furthermore constitutes a serious political attack by the CIA upon the President-elect, aiming to weaken his standing and place him on the defensive with regards to the intelligence community.

Former CIA director Michael Hayden told CNN: “I think the president-elect is the only prominent American that has not yet conceded that the Russians conducted a massive covert influence campaign against the United States.”

NBC News cited two unnamed “senior U.S. intelligence officials” saying Russian President Vladimir Putin was personally involved in efforts to intervene in the presidential election.

Former CIA spokesman George Little: Trump’s disrespect for the CIA and the wider intelligence community is “nothing short of shameful.”

Those paying attention to the Iraq War debate, following the failure to discover WMD, should recognize the stale pages of this by now familiar playbook – Republican presidents are not only to blame for any disagreement with the CIA, they are recklessly endangering national security, even if the fault lies with the intelligence gatherers and analysts themselves. That the CIA would wade into what is so obviously a partisan minefield with such enthusiasm, based on so little evidence, is proof positive of their bad faith and politicized nature.

This episode reeks of the Valerie Plame affair, where a liberal activist in the CIA maneuvered to have her husband Joe Wilson sent to check on Bush’s assertion that Iraq was seeking uranium from Niger. He inadvertently confirmed the finding, but then wrote a New York Times op-ed saying in essence, ‘Bush lied’. While everyone wondered who Joe Wilson was, someone (Richard Armitage) told Robert Novak of Wilson’s wife, and everyone on the Left spent the next two years trying to pin the “crime” of outing Plame – who wasn’t even a covert agent protected under the law – on Bush. The real crime was that Plame conducted a black op against the administration she was supposed to be serving, and then shamelessly went on a publicity tour to claim credit for it.

Fast forward a few years, and the 2007 National Intelligence Estimate claimed that Iran had shuttered its nuclear weapons program. Even though the claim was (and continues to be) utter fiction, it effectively precluded the possibility that Bush would take military action against Iran’s nuclear sites, thereby securing a Democrat Party objective.

Democrats and their allies in the media and the intelligence bureaucracy are presently laying down a cornerstone of their anti-Trump narrative, and Republicans should expect more smears of Trump as a Putin stooge, or a sycophant to blood-thirsty dictators. The real danger is that being human, Trump may feel compelled to take action in a future circumstance in order to dispel – or at least not confirm – this dishonest narrative.

House Intelligence Committee Chairman Devin Nunes demanded the CIA appear on Thursday in closed session to explain their rationale for asserting that Russia helped get Trump elected. They refused, explaining that they were still investigating – a fact which didn’t stop them from publicizing their half-baked theories.

The hostility of the CIA towards their political enemies, and their willingness to act on that hostility, despite the serious dangers their unprofessional conduct presents, is or ought to be criminal. Something is deeply rotten in the CIA, and it will be up to Mike Pompeo, the incoming director should he be confirmed, to fix it. A full house cleaning, including the firing of a great many people, will be required for Langley to finally get the message that our elected officials, and not they, are the ones in charge of this country.

Did CIA Director John Brennan Politicize Intelligence To Undermine President-Elect Trump?

CIA Director John Brennan has engaged in a very dangerous and irresponsible politicization of the CIA report about Russian “interference” in the U.S. presidential election. In doing so, he has called into question the legitimacy of President-elect Donald Trump’s electoral victory and our democratic system.

And it appears that he did so without any evidence to support his assertions.

This week, several news outlets reported that the intelligence community briefed Congressional oversight committees about accusations that the Russian government was responsible for hacking into the email accounts of the DNC and Hillary Clinton’s campaign chairman John Podesta and subsequently leaking emails to WikiLeaks through Russian agents in an effort in interfere with the U.S. presidential election.

It was also reported that the CIA assesses that the Russian government did so specifically to help Donald Trump win the election. However, the FBI and the Director of National Intelligence – a Democrat appointed by President Obama - disagree.

The nature of the disagreement is due to a lack of facts to support the CIA's assessment, which leads one to conclude that the CIA’s claim that the Russians did so to help Trump is a political statement designed to undermine the president-elect.

Any assessment of this nature would be routed through the Director of the CIA due to the obvious political sensitivities. CIA Director John Brennan, a career CIA officer and Democrat appointed by President Obama, apparently allowed an assessment to go to Capitol Hill that undermined and called into question the legitimacy of the electoral victory of a candidate of an opposing political party.

They lacked a basis in hard facts to support that assessment.

This is truly unbelievable and does more damage to the standing of our electoral process than anything the Russians or the DNC have done. No CIA Director would ever approve the release of an assessment with that kind of political impact unless the decision to do so was in itself political – which appears to be the case.

The CIA is alleged to have made the assessment that the Russian government interfered specifically to help Donald Trump win the election because Republican political operatives were also hacked and yet their emails were not released. However, this is no evidence to suggest that was, in fact, the Russians' intent.

Furthermore, virtually no one in the mainstream political establishment – pollsters, politicians, political scientists, and the press - ever seriously believed or had information that would indicate that Donald Trump was going to win the election. Most of them were subsequently proven wrong. But these are the same people about whom the Russians would have been trying to collect intelligence in order to determine the likely outcome of the U.S. election.

Accordingly, it is more probable than not that the Russians also thought that Donald Trump would not win and that Hillary Clinton would become president. As such, Russia’s actions were more likely to have been designed to weaken a future president Hillary Clinton and our democratic process than they were to help Donald Trump.

It is completely inappropriate and irresponsible for the CIA to claim that the Russians intended to help Donald Trump get elected simply because they allegedly chose not to release the emails of Republican operatives. There is just as much evidence to support the opposing theory that I just laid out.

If news reports are correct, Congress needs to call on John Brennan to justify his decisions, just as it did with FBI Director James Comey. The CIA also needs to declassify the portions of its assessment that allege that the Russians specifically intended to help Donald Trump win. For the sake of our democratic process - and to salvage the institution's reputation - this must be done.

I don't count myself as a huge fan of the Central Intelligence Agency, but the rumors about what's about to become of it are rather disturbing. For better or worse, the folks at the CIA are generally just people trying to do their jobs.

Lest we forget, when Republicans were beating their breasts and bleating about the Benghazi!!! non-scandal, the largely untold story was that there were CIA operatives working out of that mission at the same time Ambassador Stevens was there. Those who died were protecting the CIA folks just as much as they were the Ambassador.

But no matter, because that's Benghazi under the bridge now. We are about to enter the era of Trump, where he disbands, defunds, and otherwise hobbles agencies he simply doesn't agree with. The first one on the block appears to be the CIA, according to the Wall Street Journal.

One of the people familiar with Mr. Trump’s planning said advisers also are working on a plan to restructure the Central Intelligence Agency, cutting back on staffing at its Virginia headquarters and pushing more people out into field posts around the world. The CIA declined to comment on the plan.

“The view from the Trump team is the intelligence world [is] becoming completely politicized,” said the individual, who is close to the Trump transition operation. “They all need to be slimmed down. The focus will be on restructuring the agencies and how they interact.”

I'm sure this has nothing to do with their participation in the intelligence review indicating that Russia interfered with our elections? Of course not.

Or maybe so.

Among those helping lead Mr. Trump’s plan to restructure the intelligence agencies is his national security adviser, Lt. Gen. Michael Flynn, who had served as director of the Defense Intelligence Agency until he was pushed out by DNI James Clapper and others in 2013. Also involved in the planning is Rep. Mike Pompeo (R., Kan.), who Mr. Trump selected to be his CIA director.

Flynn, as you may recall, was pictured alongside Dr. Jill Stein at a dinner Russian President Vladimir Putin gave to celebrate RT's tenth anniversary. He is also no fan of the CIA, but he is a fan of Putin's. Just like his boss.
