Encephalitis lethargica or von Economo disease is an atypical form of encephalitis. Also known as "sleepy sickness" (though different from the sleeping sickness transmitted by the tsetse fly), it was first described in 1917 by the neurologist Constantin von Economo[1][2] and the pathologist Jean-René Cruchet.[3] The disease attacks the brain, leaving some victims in a statue-like condition, speechless and motionless.[4] Between 1915 and 1926,[5] an epidemic of encephalitis lethargica spread around the world; no recurrence of the epidemic has since been reported, though isolated cases continue to occur.[6][7]
Symptoms[edit]
Encephalitis lethargica is characterized by high fever, sore throat, headache, lethargy, double vision, delayed physical and mental response, sleep inversion and catatonia.[4] In severe cases, patients may enter a coma-like state (akinetic mutism). Patients may also experience abnormal eyemovements ("oculogyric crises"),[8] parkinsonism, upper body weakness, muscular pains, tremors, neck rigidity, and behavioral changes including psychosis. Klazomania (a vocal tic) is sometimes present.[9]
Postencephalitic parkinsonism may develop after a bout of encephalitis, more commonly in the post-encephalitic phase and often after a latent period of several years.
The cause of encephalitis lethargica is not known for certain.[10]
Research in 2004 suggested that the disease is due to an immune reaction. In this study, many of the people with encephalitis lethargica had experienced recent pharyngitis and the authors found some evidence linking the reaction to prior streptococcal throat. They hypothesised that encephalitis lethargica, Sydenham's chorea and PANDAS (pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections) are mediated by variations of the post-streptococcal immune response.[4]
There is also some evidence of an autoimmune origin with antibodies (IgG) from patients with encephalitis lethargica binding to neurons in the basal ganglia and mid-brain. Western immunoblotting showed that 95% of encephalitis lethargica patients had autoantibodies reactive against human basal ganglia antigens. By contrast, antibodies reactive against the basal ganglia were found in only 2-4% of child and adult controls (n = 173, P < 0.0001).[4]
Some researchers believe that new data support the influenza hypothesis,[11] while others consider this less likely.[4]
Jang et al. (2009) at St. Jude Children's Research Hospital, USA, discovered that an H5N1 Bird Flu (strain A/VN/1203/1204) infection in mice causes severe loss of tyrosine-hydroxylase positivedopaminergic neurons 60 days after infection by provoking a destructive autoimmune response, thus suggesting the infection by certain strains of flu might increase the risk of Parkinson's disease in humans.[12] While Jang et al. (2009) acknowledge research that shows the virus that caused the1918 flu pandemic (a type A influenza subtype H1N1) unlike H5N1 Bird Flu did not infect the brain, they propose that a distal infection might have provoked an autoimmune mediated destruction of dopaminergic neurons, while leaving no direct evidence of brain infection.[12]
Treatment[edit]
Treatment for encephalitis lethargica in the early stages is patient stabilization, which may be very difficult. There is little evidence so far of a consistent effective treatment for the initial stages, though some patients given steroids have seen improvement.[13] Other patients have been less fortunate, and the disease then becomes progressive, with evidence of brain damage similar to Parkinson's disease. Treatment is then symptomatic. Levodopa (L-DOPA) and other anti-parkinson drugs often produce dramatic responses. However, in most of the patients who were given L-DOPA in the 1960s, the amelioration of the disease was short lived.
The course of encephalitis lethargica varies depending upon complications or accompanying disorders.
The prescription drug zolpidem, commonly used as a sleeping pill, has been reported to be successful at treating encephalitis lethargica.[14][15]
Popular culture[edit]
Hawes, the curate in Agatha Christie's book The Murder at the Vicarage (1930), was described as suffering from this syndrome.
The discovery by Oliver Sacks that L-DOPA could relieve some symptoms was described in his bookAwakenings in 1973. The book was used by Harold Pinter as the basis of his one-act play A Kind of Alaska, performed in 1982 starring Judi Dench. The 1990 film Awakenings starring Robin Williamsand Robert De Niro is also based on the book. The Molly Caldwell Crosby book Asleep (2010) describes the history of the disease and the epidemic of the 1920s.[16] The 2012 novel Umbrella byWill Self centres on the occurrence of this disease and its later treatment with L-DOPA.
The 1980s US post-hardcore band Big Black recorded a song about the encephalitis lethargica epidemic called "L-Dopa" (1987).
The disease plays a prominent role in the first issue of Neil Gaiman's comic book Sandman (as featured in The Sandman: Preludes and Nocturnes, Sandman: Doll's House, and Sandman Vol. 1, 1991); the disease, usually referred to by its nickname "sleepy sickness" and only once by its medical name, is attributed to the imprisonment of the sleep-master Dream in 1916 by an occultist.
Encephalitis lethargica is researched and mentioned in the Canadian television show ReGenesis, in the last few episodes of the second series (2006). The disease is involved in one of the episodes in the American science fiction television show Alphas, called a "A short time in paradise" (2011), in which the antagonist causes Encephalitis lethargica to afflict his victims.
It is described in moderate detail in Peter Cummings' novel The Neuropathology of Zombies, in which a proposed mutated form of the disease is considered as the possible cause of a 'zombie' outbreak.

Russian Propaganda in Belarus is Alienating Belarusians, Writer Warns by paul goble (noreply@blogger.com)

Staunton, January 14 – Moscow has unleashed a powerful wave of “black propaganda” against Belarus, often using Belarusians who now live in the Russian Federation to do it. But that effort, ostensibly designed to counter Western and Ukrainian propaganda, is alienating Belarusians and making cooperation between the two countries in the union state more difficult.
That is the judgment of Vladimir Abtsugov, a Belarusian writer who wants the union state to succeed, on a phenomenon few have focused on up to now as offered in the current issue of the influential Russian military-political journal “Voyenno-politicheskoye obozreniye” (belvpo.com/ru/47441.html).
Russia and Belarus, he begins, are allies and members of a union state. But that doesn’t mean that they do not have differences and even disputes, especially since “the Belarusian state is at the point of contact between Eastern and Western civilizations” and thus is the site of a permanent ideological struggle.
That is “an objective reality” which no one should ignore, and “since the moment of the acquisition by our country of independence,” Abtsugov argues, “the intensity of the conflict between East and West has steadily grown.”
Most of the propaganda in this conflict comes from the West which always has had the goal of “weakening Russia” and seeks to find “the weak links” among the countries around Russia’s periphery which are friendly to Moscow. And some of it comes from Ukraine, especially in the period since the Maidan.
Moscow and Mensk should be able to solve their differences like friends with talks, “but to the enormous regret [of Belarus] … periodically uses dirty technologies taken from the West’s conduct of information wars,” something that should be “categorically impermissible” and that is in the present case counterproductive.
Russian outlets find this easy to do not only because Moscow has “an incomparably large apparatus of political propaganda” but also because Russians and Russian speakers in Belarus rely on Russian media for much of their news, information and opinion. Tragically, Moscow has used these advantages in a destructive way by conducting itself like “a bull in a china shop.”
“One must not say that such actions are the official position of Russia,” especially since the Russian government and the government media generally act quite correctly. “But a certain part of the Russian media belongs to private corporations which allows the latter to be used for all sorts of ‘delicate’ affairs.”
“These [Russian] corporations support political analysts, economists, experts and journalists who specialize in the Belarusian direction, people like Andrey Suzdaltsev, Pavel Sheremet, Nikolay Radov, and Yury Baranchik and uses them like a battering ram in propaganda wars.”
Baranchik is a good example of this, Abtsugov says. Born in Belarus, he recently moved to Russia and has earned his keep there by “regularly pouring dirt on his country and its leadership,” something he has proved ready and willing to do. Recently, his employers have asked him to go further and he has even suggested that Belarusians do not exist as a people.
He thus requires that Belarusians forget all their history except that when they have been tied to Russia, a demand that is inherently offensive to the more than 80 percent of the Belarusian population who identify as Belarusians. And it invites responses from them that many Russians would not like.
“For example,” Abtsugov says, “one could assert that the Russian Empire was Russian only by name because Peter I was the first and last emperor who was purely Russian by nationality, and all the rest were in one or another degree Germans. Therefore, tsarist Russia never was an independent state but rather was under concealed foreign rule.”
What can this lead to? The obvious answer is anger and dissatisfaction with Russia among Belarusians. While most want good relations with Russia, “ever more often can one hear out of the mouths of ordinary Belarusians [negative statements about Moscow] that one would not have heard earlier.”
That is not just the result of Western or Ukrainian propaganda, he says; it is the result of the work of Russian outlets like the REX news agency, the Foundation for Strategic Culture, “Geopolitika,” “Vzglyad,” KM.ru, Regnum “and many others.” One can only hope that Russia will recognize what these organizations are doing.
“Unfortunately,” Abtsugov says, “the Russian propaganda apparatus is directed at promoting anger” rather than promoting friendship. The latter requires “completely different approaches. National and religious feelings are a very delicate instrument, and one must not allow those with less than clean hands to play on them.”

In Twitter Hack, Pentagon Learns Perils of Social Media Exposure by webdesk@voanews.com (Reuters)
If so-called “cyber jihadists” want to launch another social media attack on America's military, they will have plenty of targets: the U.S. Army alone lists more than 2,000 links to feeds on Facebook, Twitter, YouTube and other accounts. In the wake of Monday's breach of U.S. Central Command's Twitter and YouTube feeds by apparent sympathizers of the Islamic State militant group, U.S. officials updated passwords and some distributed tip-sheets to help bolster online security. But they showed no sign of shifting a social media strategy that has seen thousands of Facebook, Twitter and other accounts blossom as the world's most powerful military establishes an Internet presence that matches the global reach of its forces. That large online profile carries unique risks for the military. “It's their public face,” said Ben FitzGerald at the Center for a New American Security think tank. “So someone sitting in Baghdad isn't going to necessarily pick up the nuance that this is a non-military network and not a significant hack. So they're looking silly and they're looking weak.” The U.S. Department of Defense has “thousands and thousands” of social media accounts, said Colonel Steve Warren, a Pentagon spokesman. They are seen as a fast and effective way for the U.S. military to communicate with its own personnel and families about everything from on-base social events to power outages. “We are certainly looking at our systems and will refine them as needed,” said Warren. Although a review of the incident was under way, he said, there had been no specific department-wide instructions issued since Monday to strengthen security across social media. The Twitter and YouTube breach is far different than the one in 2008, when malware believed to have been crafted by a foreign intelligence service infiltrated Central Command's internal computer systems. That attack was a dramatic illustration of the risks to military and defense-related networks critical to U.S. security, and triggered a massive expansion of cyber-defense efforts. Monday's hack also did not lead to any theft or disclosure of classified information, officials said. But it delivered a highly symbolic blow by compromising the social media accounts of the military command overseeing sensitive operations in Iraq and Syria during a time of conflict. It was a reminder of the perils of social media for an institution that prides itself on its vast security and image of unrivaled global power. 'Watch your back' The hackers posted what officials said appeared to be authentic, but unclassified, rosters of current and retired top brass, including some private email addresses. They also posted messages, including: “American soldiers, we are coming, watch your back.” Unlike most high-profile accounts, the Twitter feeds used by Central Command were not “verified,” which would have added another layer of security and required harder-to-break government email accounts to be set up, officials told Reuters. Still, it is unclear such steps would have prevented the hack, which is being investigated by the FBI and the military. A source familiar with the inquiries said investigators were examining whether cyber attackers sent “phishing” messages that tricked Central Command personnel into revealing shared logins and password information. President Barack Obama said Tuesday's hack and others show “how much more work we need to do, both public and private sector, to strengthen our cyber security.” Still, hacking into Central Command's Twitter feed is far easier - and entirely different - than gaining access to its internal networks, something the military has devoted vast resources to defending, analysts say. “It's really not that difficult to gain access to someone else's social media or e-mail account,” said Michael Smith, principal and chief operating officer of Kronos Advisory, a private intelligence group focused on counterterrorism. Smith said such incidents occurred often at Twitter. In 2013 hackers took control of the Associated Press Twitter account and sent a false tweet about explosions in the White House that briefly sent U.S. financial markets reeling. “Hacking a Twitter is about the equivalent of spray-painting a subway car,” a former senior U.S. intelligence official said. Senator Dan Coats, a member of the Senate Select Committee on Intelligence, said the incident highlighted cyber security risks. But he said the solution was better cooperation between the public and private sectors, not retrenchment from social media. “If the U.S. military - or State Department, White House, members of Congress - stayed off Twitter, YouTube and other social media sites because of the vulnerabilities inherent in those services, then the terrorists win,” Coats said.

There were long lines at Paris newsstands that had copies of the French satirical magazine Charlie Hebdo, which lost eight staff members in a militant Islamist attack on its offices last week. The latest edition, published Wednesday, features a caricature of a weeping Muslim Prophet Muhammed holding a sign that reads " I am Charlie" - "All is forgiven. All across the city, copies of the magazine sold out within minutes. Even before dawn outside a busy Paris station, commuters were disappointed that all the Charlie Hebdos were long gone. “Charlie?” a woman asked a news agent. He shook his head no, all their copies were sold out. Additional copies ordered The printers promised an initial run 3 million copies, compared to their normal print run of about 60,000, but they’re only delivering half a million a day. According to a spokesman for Charlie Hebdo's distributor, high demand Wednesday, prompted an additional 2 million copy print order. “It’s essential to buy it, to support them. And it’s of interest to me what’s in the paper," a retired psychotherapist told VOA. “It’s a great gesture, but we expect much more. Most important is that Charlie continues to exist," Philippe, a train driver said. Emilienne, an administrative secretary had the future in mind as she stood in line to buy the magazine. “To keep it for my grandchildren," she explained. "One day I will be able to say to them ‘See, this happened when you were young. I tell you so that it never happens again.’” Inside the station, as travelers poured off the morning trains, they found signs telling them “Charlie Hebdo is sold out.” Bookstore manager Magalie saved one copy for herself. “We opened at 6 a.m. There were already people in line outside. In less than an hour, all 125 copies we had were gone," she said. Staff members defiantly put a caricature of the Prophet Muhammed on the front page, with the words “All is forgiven” and “I am Charlie.” Inside, they published some of the last editorial cartoons drawn by their colleagues who were killed. People looking to buy the magazine Wednesday didn’t necessarily agree with Charlie Hebdo’s views, but said buying this issue was a form of protest. “A magazine like Charlie Hebdo belongs to a tradition of laughter, derision and seeing the truth in things," noted Christian Delporte, a history professor and expert on political cartoons at the University of Versailles. “Everyone also recognizes that these cartoonists are deeply attached to freedom," he added. Vow to press on And the attack survivors have made clear they will continue with their brand of satire, whose overriding message of freedom of expression is close to the hearts of millions of French people. “In the end, it’s a matter of tolerance. If you don’t want to read Charlie Hebdo, don’t buy it," Delporte said. If Wednesday was any indication, millions of people will be buying it, at least for a while.
