Turkey To Go Ahead with Chinese Missile Defense System

Turkey will go ahead with plans to order a $3.4-billion missile defense system from China, Defense Minister Ismet Yilmaz said, despite U.S. and NATO concerns over security and compatibility of weaponry. Yilmaz said in a written response to a parliamentary question published on Thursday that Ankara will use the long-range system without integrating it with NATO's system. Turkey originally awarded the tender to China Precision Machinery Import and Export Corp in 2013, prompting U.S. and NATO officials to say the deal could raise questions over security. Turkey later said it was in talks with France on the issue, but Yilmaz said no new bids had been received. “The project will be financed with foreign financing. Work on assessing the bids has been completed and no new official bid was received,” the minister said. “The system in question will be integrated with the national system for Turkey's defense and will be used without integrating with NATO,” he added. Eurosam, which is owned by Franco-Italian missile maker MBDA and France's Thales, came second in the tender.

Another Step toward Empire: Moscow ‘Abolishes’ Borders with Abkhazia and South Osetia

            Staunton, February 19 – In reporting on new bilateral treaties between Russia and Abkhazia and South Osetia, Vladimir Mukhin of “Nezavisimaya gazeta” says that with these actions, “Moscow is abolishing the border” with the two breakaway republics, effectively setting the stage for “the expansion of Russian territory in the Trans-Caucasus.”

 

Two days ago, he reports, Vladislav Surkov, a close advisor to Vladimir Putin, said in Sukhumi that “the border between [Russia and Abkhazia] will soon disappear” after Abkhazia brings its legislation and practice into line with Russia’s and that of the Eurasian Economic Union (ng.ru/politics/2015-02-18/1_border.html).

 

            And Mukhin cites the words of Vladimir Popov, whom he identifies as an expert on the problems of the Caucasus, to the effect that “’these Trans-Caucasus republics given Moscow’s economic assistance are in fact becoming unique confederative subjects of the Russian Federation.’”

           

            Not surprisingly and with an eye to the implications of this move in light of Russia’s Anschluss of Crimea, Georgia, the US, and NATO reacted angrily, with some in the Western alliance characterizing these latest moves as representing “an act ‘of the annexation of Abkhazia by Russia.’”

 

            The Russian foreign ministry has rejected such suggestions arguing that facilitating the movement of people and goods across borders by simplifying border procedures is a normal part of the agendas of neighboring countries and pointing out that this process will take some time given the requirements Abkhazia and South Osetia must meet before anything happens.

 

            But as Mukhin reports, more is going on than just simplifying border crossings. The accords also make it easier for citizens of Abkhazia and South Osetia to acquire Russian citizenship, point toward the inclusion of those republics within Russia’s Southern Military District, and mandate that Moscow will promote their international recognition.

 

            Perhaps the best way to characterize what is occurring is to employ a term that the “Nezavisimaya gazeta” journalist doesn’t.  This is “hybrid empire building,” and Putin clearly thinks he will be able to parry any objections to it given that at least at present there is little evidence that the West will do anything more than that.

President Obama to Conclude Anti-extremism Summit

U.S. President Barack Obama concludes a three-day conference on countering violent radicalism Thursday with a speech before representatives of more than 60 nations at the U.S. State Department. During an address Wednesday before a group of community and religious leaders, Obama called on them to help fight "false promises of extremism" and reject the notion that "terrorist" groups represent Islam. The Obama administration has been careful not to put the focus of this week's summit solely on Islamic extremism, but on all forms of extremism. "They try to portray themselves as religious leaders, holy warriors," Obama said Wednesday at the White House. "They are not religious leaders, they are terrorists. We are not at war with Islam. We are at war with people who have perverted Islam.” He also appealed directly to prominent Muslims to do more to distance themselves from brutal ideologies. The president told delegates that the fight against extremism could not be won with military might alone. Extremism on the rise The summit comes as the United States and its allies are struggling with the rapid, bloody rise of the extremist group Islamic State in Iraq and Syria, and recent terrorist attacks in Australia, Canada, France, and Denmark. Until now, the United States has focused on its military fight against Islamic militants. Now, Obama said, it’s time to get at the ideological aspect, and what causes young people to become vulnerable to radicalization. Obama said groups like Islamic State and al-Qaida "exploit the anger that festers when people feel that injustice and corruption leave them with no chance of improving their lives. The world has to offer today's youth something better." The president, who had brought together religious leaders, police and others at the White House summit Wednesday to tackle the root causes, said, “If we’re going address the challenge of their efforts to recruit our young people, if we’re going to lift up the voices of tolerance and pluralism within the Muslim community, then we’ve got to acknowledge that their job is made harder by a broader narrative that does exist in many Muslim communities around the world that suggests the West is at odds with Islam in some fashion." Officials from 60 countries, as well as spiritual leaders and police officials from across the United States, are attending the White House summit. Among those at the summit is Alexander Bortnikov, the director of Russia's Federal Security Service. Vice President Joe Biden opened the gathering Tuesday by touting the success of youth outreach programs in three big U.S. cities -- Boston, Los Angeles and Minneapolis, each with large immigrant populations. ‘There is Nothing Specifically Russian’ in Putin’s ‘Russian World,’ Zarubin Says

            Staunton, February 19 – “There is nothing [specifically] Russian in ‘the Russian world,” according to Konstantin Zarubin. Its political philosophy reduces to the idea that the strong can do what they like and the weak must defer to them. And as such, “any Ukrainian, European or American” who believes that is Moscow’s “potential brother in arms.”

 

            Zarubin, a Russian analyst who lives in Sweden, says that one of the leaders of the Donetsk Peoples Republic unwittingly confirmed that when he said he was entitled to bomb places in Ukraine because they are in “our internal territory” and “what is internal is internal” (snob.ru/selected/entry/88037).

 

            “History teaches us,” he says, that “under a complete dictatorship, the absurd and the ridiculous are the very first candidates for the role of state ideology” as the cases of Tukmenbashi, Soviet leaders, Mussolini and Hitler demonstate show. One can’t read them at least after the fact without laughing.

 

            In much the same way, Zarubin suggests, “the DNR field commander has spontaneously formulated a key thesis of the political philosophy of the ‘Russian world’ project,” even if that was hardly his intention and even though some may dismiss his words as nothing more than the result of an excess of testosterone.

 

            In this case as in many others, “it is simpler to define the ideology by taking into consideration what is opposes itself too.” Russia today and “the Russian world” which derives from it set themselves up in opposition to “the West” and “the liberals,” all terms that must be put in quotation marks because they are not real things but mythological notions.

 

            In the case of Russia ideas about “the West” and “liberals,” these concepts “”combine within themselves things that cannot be combined, with NATO being a set of countries where “absolutely everything is permitted but which at the same time there is not a single ounce of freedom.”

 

            But that is just the beginning of the Russian stories about “’liberal fascism’” in the West. The next stage is the insistence that if in “the West” one can say A, that one must understand that to mean that “in the West one cannot say B.”  Thus, according to these lights, “if one can be a homosexual, then it also means one cannot be a heterosexual” and so on.

 

            “In ‘the Russian world,’” Zarubin says, “no As or Bs can exist at one and the same time, even in theory.”

 

                If one adopts that perspective, he writes, then one must conclude that “Russia, the DNR and the LNR or perhaps it is now useful to call them the RDNRPNR which stands for the Russian Popular Democratic Republic of People are fighting for freedom,” but not freedom as most understand it but for the freedom of the strong to beat up on the weak if they can and want to.

 

             When a DNR field command says that he has the right to bomb “his own territory” because “internal is internal,” he is doing no more than expressing this ancient view of the strong that they have the right to do something because they can as well as “the strategic goal of all our hybrid battle with ‘Ukrafascism.’”

 

            “That is horrific,” Zarubin continues, “but that isn’t all.”  It means that those conducting such a policy have potential allies everywhere  among those who believe that they have or should have the right to impose their will on others just because they are stronger. European civilization has been struggling with this notion for 2500 years, but even it has not succeeded in all cases.

U.S., Europe threaten new sanctions against Moscow

Here is reported that both the EU and the US are considering new steps against Moscow, with Rosneft being the central target. The EU delivered an official declaration of sanctions against 19 individuals and some combat units in Donbass at the beginning of February. The sanctions list includes two Russian Deputy Defence Ministers. The EU is already targeting Rosneft, which is Russia’s largest tax payer. The US has not only stopped the supply of petroleum production engineering products to Rosneft and Gazpromneft, but also sanctioned Lukoil and Surgutneftegaz.

Amid Ukraine Talks, a Russian Spy Chief Goes to Washington

The world is watching as the cease-fire in Ukraine progresses on shaky ground and France and Germany lead a spate of negotiations. However, Moscow's eyes are on Washington, where one of Russia's most powerful men — Alexander Bortnikov, director of the Federal Security Services, or FSB — arrived Wednesday.
The same day, Kiev took another important step in implementing the cease-fire when it withdrew its forces from the eastern Ukrainian city of Debaltseve, a key location along the demarcation line where heavy fighting was still taking place. Russian Foreign Minister Sergei Lavrov said the cease-fire between Ukraine and Russian-backed separatist forces is largely being observed across the front line except in Debaltseve, which Lavrov called the "cauldron."
Even as Ukrainian President Petro Poroshenko continued to deny that Russian-backed separatists had encircled Ukrainian troops in Debaltseve, the Ukrainian forces' retreat from the city was effectively a recognition by the Ukrainian leader that he had no choice but to give into the demands of Russia and his European counterparts. These parties were not about to see the Minsk agreement fall apart because of one battle where the separatists clearly had the upper hand.
This comes after another series of talks between the top players. On Sunday, German Chancellor Angela Merkel and French President Francois Hollande held a conference call with Russian President Vladimir Putin and Poroshenko. Merkel, Poroshenko and Putin then held another conference call Tuesday, and on Wednesday, all four leaders held yet another call. Russia understands that the European heavyweights are desperate to prevent an escalation of the crisis in Ukraine. Continued progress on the cease-fire gives Moscow more room to negotiate with the Europeans toward a further de-escalation.
But this doesn't solve Russia's primary concern: the United States. Russia has become increasingly vocal about its fear that the United States will deliver lethal weapons to Ukraine. While in Hungary on Tuesday, Putin said that Russian intelligence services had discovered that the United States had already started delivering weapons, though he did not specify whether it was providing lethal aid. Duma Speaker Sergei Naryshkin said Wednesday that delivery of lethal weapons from the United States to Ukraine would breach the Minsk agreements, and Kiev and Washington would take the official blame.
While the Europeans, Ukraine and Russia may have a fragile understanding, Moscow needs its own agreement with Washington to avoid escalating tensions. U.S. President Barack Obama has not revealed his strategy on the issue.

The intelligence chief rarely travels and had not been to the United States in his seven years as FSB director. His predecessor, Nikolai Patrushev, was and still is a frequent visitor to Washington.
Bortnikov cannot travel to EU countries or Canada because he is on their sanctions list, but he is notably absent from the U.S. list. This means that someone in the United States considers him a serious negotiator. 
Officially, Bortnikov is in the United States for two days to attend the White House Summit on Countering Violent Extremism. There are no reports that he will attend any other talks while he is in the country, but we would be surprised if his agenda did not include sideline meetings. Reports of Bortnikov's travels did not even emerge until the FSB published a press release announcing he was already in the United States. The release specifically mentioned that Bortnikov had been invited by the U.S. State Department and the White House.
The decision to ask Bortnikov to the United States just as the cease-fire is starting to settle into place is critical. Putin trusts very few people to speak to the United States on his behalf — Bortnikov being one of them. Moreover, as head of the FSB, Bortnikov knows the ins and outs of Russia's support for separatists and intelligence on U.S. moves in the region. Also, Bortnikov is an economist by trade and understands the pressure created by Western sanctions on Russia. He has the comprehensive knowledge needed to discuss all these issues in Washington.
These discussions come at a critical point in this stage of the crisis. However, even if the United States gives Bortnikov assurances that it will respect the line on Ukraine and tensions could ease if Russia keeps its end of the bargain, there is still little trust between the two states.

Russia’s Security Chief Travels to Washington - Washington Wire

He’s been hit with sanctions by the European Union stemming from his involvement in Moscow-backed efforts to destabilize Ukraine. But on Thursday, Russian security chief Alexander Bortnikovwill be at the U.S. State Department in Washington to talk shop on combatting extremism.
Despite heightened tensions over Ukraine, Mr. Bortnikov, head of Russia’s Federal Security Service, is making a rare visit to Washington to participate in a White House summit aimed at countering violent extremism. He’s leading Russia’s delegation to the conference, where representatives from over 60 countries are expected to attend. The Russian delegation arrived Wednesday.
Top officials from around the world were invited to the summit. Moscow informed U.S. officials late Tuesday that it would alter its delegation to include Mr. Bortnikov, who has been subjected to sanctions by the European Union, Australia, Canada and Switzerland — but isn’t on the U.S. list. EU sanctions against Mr. Bortnikov and other Russian officials include asset freezes and travel bans.
Russia asked the U.S. on Tuesday to help secure visas for the updated and expanded Russian delegation. While the U.S. and Russia continue at an uneasy standoff over Ukraine, the two countries have common cause in fighting extremism, State Department spokeswoman Jen Psaki said Wednesday.
The U.S. and EU both have taken a series of sanctions actions against Russian and Ukrainian individuals and firms since last year, and while the lists are similar, they are not duplicates.
The Federal Security Service, known as the FSB, is a main successor to the Soviet Union’s KGB.
On Wednesday, the Russian delegation participated in a meeting at the State Department to discuss threats from foreign fighters. The summit events continue at the State Department on Thursday, with Secretary of State John Kerry and President Barack Obama set to speak in the morning. Other sessions will include panels on economic opportunities to engage youth and combating extremist groups’ social media efforts.

MOSCOW (Reuters) - The director of the Russian Federal Security Service, or FSB, will head the country's delegation at a summit on countering violent extremism hosted by U.S. President BarackObama, FSB said on Wednesday.
This would be a rare visit by a senior Russian official to Washington after relations have fallen to their lowest since the fall of the Soviet Union following Moscow's annexation of Ukraine's Crimea, its continued involvement in the Ukraine conflict and Western sanctions imposed in retaliation.
Finance Minister Anton Silaunov has traveled to Washington for annual International Monetary Fund and World Bank meetings.
The Washington summit, which started Tuesday and brings together local officials from across the country and ministers from around the world, follows recent shootings in Copenhagen and Paris that have galvanized Western resolve against such extremist attacks.
Alexander Bortnikov, the FSB's director, flew to Washington on Wednesday at the invitation of the American side, the FSB said in a statement. He has been hit by European Union sanctions but not is not on the U.S. sanctions list.
"Bortnikov will inform the participants of the forum about the national system to counter extremism that is functioning in the Russian Federation, stressing the importance of the role of the state in countering the ideology of terrorism," the FSB said.
The FSB, a successor to the Soviet Union's Committee of State Security, or KGB, is Russia's main security agency.

The head of Russia’s domestic security agency is in Washington to attend the White House’s summit on countering violent extremism, officials said Wednesday, a rare visit by a senior official from Moscow at a time of heightened U.S.-Russian tensions over Ukraine.
Aleksandr Bortnikov, the director of Russia’s Federal Security Service, the successor to the Soviet-era KGB, is attending the summit, the agency said, adding that he would discuss Russia’s own policies to counter extremism and stress “the role of the state.”
Officials from nearly 70 countries, most of them close allies or partners of the United States, are expected to participate in the summit.
Bortnikov is among the many Russian officials who have been sanctioned by the European Union and Canada in response to events in Ukraine, where pro-Russian separatists are fighting pro-Western government troops. He has not been targeted with similar measures by the United States.
State Department spokeswoman Jen Psaki said Russia notified the administration only Tuesday evening that it was increasing the size of its delegation, adding Bortnikov and others. The Federal Security Service, known as the FSB, said Bortnikov was heading the delegation “at the invitation of the American side.”

Although Moscow and Washington are at odds over Ukraine, they cooperate on a number of other issues, including nuclear talks with Iran.
“Violent extremism and terrorism are problems that affect communities around the world, including Russia,” Psaki said. “As you know, there are a range of issues that we work together on. We certainly have strong disagreements as it relates to Ukraine.”
The FSB said Bortnikov would share with summit participants some of the techniques used by Russian law enforcement agencies to combat “foreign terrorist operatives.”
“Bortnikov will inform the participants of the forum about the functioning of the Russian Federation in the national system to counter extremism, while focusing attention on the importance of the central role of the state in countering the ideology of terrorism,” the FSB said.
The agency added that Bortnikov also would share “the experience of successful cooperation between Russian state authorities with civil society and the private sector.”
The State Department has been critical of Russia’s approach to extremists in the past. In a 2013 human rights report, it said Russia had used its anti-extremism laws to “harass, pressure, discredit, and/or prosecute” government critics.
