Why Is Putin Smiling About Ukraine? In Kiev, Everybody Knows - The Daily Beast

KIEV — The thick carpet of snow that covers central Kiev lends the city an artificial air of calm. In Independence Square, scene of the EuroMaidan revolution last year, the cafés and restaurants are full, and in the surrounding streets people hurry to and from work, wrapped up tightly against the cold. Designer shops sell Levi’s jeans and Calvin Klein shirts, while an Apple store is filled with customers. The war seems a million miles away.
But each day the stores re-price those jeans and shirts. The people walking to work worry about how they will afford life’s necessities and how to ask their boss for a pay raise—again. As the war in eastern Ukraine has intensified, the Ukrainian hryvnia has lost over 30 percent of its value in a week, and everyone is reacting in their own way. A waiter in my hotel asks me if I have any dollars.
The talks that ended Thursday in Minsk between German Chancellor Angela Merkel, French President François Hollande, Russian President Vladimir Putin, and Ukrainian President Petro Poroshenko would, on the face of it, seem to have brought some relief to this beleaguered country. Most immediately, the parties were able to announce an immediate and full bilateral ceasefire in parts of the Donestk and Luhansk regions in eastern Ukraine. The ceasefire will take effect a minute past midnight Ukraine time on Feb. 15.
The deal also called for both sides to withdraw heavy artillery to create a 30-mile buffer zone, for Ukrainian troops to withdraw their heavy weapons from the current front line while the separatists must pull back to the line of Sept. 19, 2014, established in an earlier protocol that also was signed in Minsk.A prisoner and hostage exchange and amnesty for leading separatist figures was also agreed. Aid will now be allowed to flow into eastern Ukraine and the restoration of social security and other payments to Ukrainian citizens in the occupied areas has also been agreed. The Ukrainian government will (by the end of 2015) control its borders once more. Kiev, in return has also agreed to constitutional reforms by the end of 2015, which would encompass a key rebel demand: greater decentralization of powers to the eastern regions. Cause for celebration, you might think. But the mood here remains depressed. “I don’t think it [the ceasefire] will last long, but hopefully it will be a break in the intense fighting, which is much needed by the Ukrainian side,” said Olga Tokariuk, a journalist with Ukrainian channel Hromadske TV. “There are many similarities with the previous Minsk agreement, and in fact Ukrainian diplomats have underlined that this not a new agreement but merely a complex of measures for the implementation of the previous one.”
Certainly the deal is remarkably similar to the September agreement that failed so comprehensively.Once more, it leaves plenty of room, most likely deliberately so, for (mis)interpretation and Ukrainians are dubious about the enforcement mechanisms in place. The Organization for Security and Co-operation in Europe (OSCE) remains responsible for monitoring the deal’s enforcement on the ground and Ukrainians view it as weak.
“The Russians won’t agree to expanding the OSCE mandate, and that in my opinion should have been one of the issues for negotiation,” continued Tokariuk. “At the moment the OSCE can’t access all of Donbass and has even less capacity to monitor the border. Their mandate should have been expanded to give them access to more border checkpoints, for example. Now they only monitor two—of about 1 kilometer in length. It’s ridiculous.”
Another major problem is that only members of the contact group at the negotiations signed the agreement. Putin’s signature is nowhere to be found and neither is Poroshenko’s. Given that some of the terms include constitutional reform of Ukraine’s political system, it is highly questionable that those that did sign have the authority to guarantee such measures.
Putin did, however, claim that he had pressurized the separatists to sign the agreement. This tacit endorsement means that, theoretically, Ukrainian and Western diplomats can pressure him if the rebels fail to meet their obligations. But once more, it is all simply all too vague.
And then there is the question of what specifically Putin took the time to publicly endorse. Critically, he implied that the rebels would expect the Ukrainians to give up the town of Debaltseve (though he didn’t mention it by name), which the rebels now surround. “The Minsk agreement is likely to be only a sticking plaster,” said Oliver Carroll, a Kiev-based foreign correspondent using the British term for Band-aids, shortly before setting out for the east once more. “The main flaw is that ceasefire only kicks in in two days’ time. Up to that point, [we can] expect an attempt to resolve the Debaltseve encirclement, Schastya, and other areas around Donetsk. At the press conference, Putin himself said that the situation in Debaltseve is fluid, and that the rebels were undertaking a ‘defensive encirclement’ [sic] operation.”
“There can be no real ceasefire until strategic battles have been decided. So it’s a sticking plaster—maybe,” he continued. “Everywhere except Debaltsteve.”
With just over 36 hours until the ceasefire goes into effect, it certainly seems that both sides are taking full advantage of the remaining time to pound each other remorselessly. Thursday night, just hours after the talks concluded, heavy shelling lit up the night sky over the separatist stronghold of Luhansk.
Tokariuk concluded with a cynicism that underlines the widespread view here: “Putin went to Minsk for several reasons,” she said. “To stall before the spring, to possibly rethink tactics, and to prepare for two scenarios, which I believe will materialize—new sanctions and [Western] arms for Ukraine.”
A meme that has been doing the rounds on the Ukrainian Twittersphere sums up the mood. A photo from the Minsk talks shows a glum Merkel, walking in phalanx with an equally miserable looking Hollande and Poroshenko. A few paces behind them walk Putin and Belarus President Alexander Lukashenko. They are grinning from ear to ear.

"We will judge the commitment of Russia and the separatists by their actions, not their words," he said in a written statement, referring to an agreement reached in Minsk that seeks to end the fighting in eastern Ukraine.

IMF's Quiet Bailout Tempts Ukraine As Ceasefire Starts / Sputnik International

Andre Alessandro — On Tuesday, the leaders of Europe, Ukraine and Russia concluded a grueling 17-hour negotiation settlement, arriving at a ceasefire. The concessions by either side were paltry, there was no reconciliation given to the status of Luhansk and Donetsk and the agreement solves nothing in the long term politically. The benefit of the agreement is that it does provide a short term solution for both parties and will hopefully ease some of the pressure the West has placed on Russia.
More importantly, in a quiet move, the IMF announced that it would provide a four year $17.5 billion dollar extended fund facility to Ukraine. The move comes as Ukraine is in the midst of what Bloomberg reported as its “deepest recession since 2009, foreign reserves at an 11-year low and the world’s worst-performing currency.” This is the second IMF package to be delivered to Ukraine, with a similar $17 bn loan provided in 2014. The purpose of the loan is to keep Ukraine from default and introduce reforms in the governmental and financial sector.
According to IMF Managing Director Christine Legarde, “This new program offers an important opportunity for Ukraine to move its economy forward at a critical moment in the country's history.'' The moment being the newly agreed upon ceasefire, with the hope being that everyone lays down their guns, picks up their tools and skips off into the happy future to rebuild Ukraine as a symbol of Western ideals and harmony.
Unfortunately, the Ukrainian government has no legs to stand on. In January 2015, foreign reserves dropped to record lows of $6.4 bn and gold reserves in the country are at less than %1. The disappearance of Ukraine's gold reserves is especially troubling, as no one can readily explain where it went. It literally was carted out of the country at some point last year and replaced with gold painted lead bricks. No explanation has yet been given so far as to where 21 tons of gold sauntered off to. Maybe to Miami for a vacation in the sun or Brussels for a cold beer, but both the US Fed and the ECB has denied any involvement or knowledge of its disappearance. However, while the IMF has denied Ukraine loans in the past, they were approved for financial assistance after the disappearance in 2014.
Even if the missing gold reserves have nothing to do with the IMF loan, in the year since the first bailout, the Ukrainian hryvnia lost more than 75% of its value. Most of this depreciation occurred when the currency lost 30% of its value after the government decided to let it free float in January 2015. The IMF's goals are austerity and reform, but this has come at the expense of its citizens wealth. The hard earned savings of normal hard working people were destroyed and the currency is near worthless now.  Obviously the IMF is doing its job right.
In 2015, Ukraine has over $11 billion in debt obligations, the majority of which is to Russia for gas payments. Most of the loans provided to Ukraine will cover the cost of keeping Russian gas on. This “independent” bank is essentially buying off Russia's leverage against Ukraine in the winter time months and funding the ongoing conflict in the East.
What this latest bailout is part of the Wests struggle to draw Ukraine away from Russia. Its almost funny to see Europe's leader's standing proud together with a weak ceasefire agreement, as the IMF pumps more money into the failed banks and their corrupt government. The IMF, the EU, and the US are drawing the battle lines slowly. Whether Europe and Russia are on the brink of another Cold War, it is too early to tell. But in eerie fashion, 25 years after the fall of the Berlin Wall, Ukraine is planning to erect its own border wall.
What Ukraine needs is a sustained peace that includes the influence of Russia. The country has always been a buffer between East and west and it should remain that way. Both Europe, America, and Russia must come together to find a solution that will actually benefit and unite the Ukrainian people rather than arming and separating them.

Can Ukraine Accord End Conflict?

When the leaders of four major countries convene at a neutral location for high-profile talks aimed at ending a war, results are expected.
 It took all night – 16 hours in all – but they got results. The questions now are whether they can implement their agreement, and whether it will be enough to end the conflict.
There is a good chance that they can’t, and it’s not.
The agreement calls for a cease-fire, the withdrawal of forces to create a wide buffer zone, the exchange of prisoners and a commitment to pursue a political solution.
Faint praise
But even the initiators of this round of talks were cautious about what they had achieved. French President Francois Hollande acknowledged the full details have not been worked out. German Chancellor Angela Merkel said the agreement gives hope, but also described it unenthusiastically as “better than no agreement at all.”
Paradoxically, Russian President Vladimir Putin agreed to the withdrawal of all foreign fighters from Ukraine, even though he has denied sending in any troops. He has said any Russians fighting in eastern Ukraine are volunteers.
Still, Hollande praised Putin for pressuring the rebels to agree to the deal. The talks reportedly nearly broke down over whether the rebels would be allowed to keep the territory they gained in recent weeks, after violating the previous cease-fire.
Apparently, they are to withdraw back to the old line. But that is two weeks away, and much can happen during that time to facilitate or scuttle the plan.
Like the previous Minsk accords signed last September, this agreement provides a pathway to end the fighting and move toward a political settlement between the elected government in Kyiv and the Russian-backed rebels. And like the previous agreements, the success or failure of this one will largely depend on whether Putin is satisfied that his concerns about Ukraine’s shift to the West have been sufficiently eased.
Broader Russian concerns
The rebels he supports claim two large regions along the Russian border, but only control about a third of the area. They want independence, but this agreement only promises reforms and autonomy.
Ukrainian President Petro Poroshenko, who has been offering greater local powers to the eastern regions for months, said it does not go as far as Russia and the rebels had wanted.
But Putin’s concerns are far broader. He wants to restore his influence in Ukraine after the ouster of the pro-Russian president a year ago. And he wants to prevent Ukraine from joining the European Union or NATO.
Ukraine and its friends in the West say that is none of Russia’s business. But experts say Putin sees such moves as existential threats to his country.
So some as-yet-undefined compromise may be needed, perhaps involving the timing and extent of Ukraine’s involvement with the Western alliances.
Otherwise, Russia can be expected to continue supporting the rebels and trying to destabilize the Ukrainian government and hamper its efforts at reforms, economic development and closer relations with the West.
The main impetus for these talks was discussion in Washington about selling defensive weapons to Ukraine to help it respond to the rebel offensive. That would have raised the stakes – potentially causing more Russian casualties and possibly resulting in more Russian involvement, perhaps including officially sending military units into eastern Ukraine, and attacking Ukrainian or Western interests elsewhere.
Hollande and Merkel were determined to avoid that kind of escalation, and used the possibility of U.S. arms sales to bring Putin to the negotiating table.
Andrew Wilson, author of "Ukraine Crisis: What it Means for the West," told VOA the pressure worked.
"Whether arming Ukraine is right or wrong, the threat of sending arms has clearly concentrated Russia’s mind," he said. "It would like to bank its gains now, before uncertainty increases."
"If there is a coherent strategic objective, it is to raise the direct political cost for Putin on this," said Daragh McDowell of the British risk assessment firm Verisk Maplecroft.
Will Russia escalate?
But on the eve of the talks, Putin sent a message that he, too, can raise the cost. Several rockets from rebel positions hit in the large government-controlled city of Kramatorsk, killing seven people and injuring more than 20.
"I think that’s a warning from Russia that there are still many rungs on the escalation ladder they can go up," McDowell said.
Speaking before the agreement was reached, neither expert was optimistic that the conflict will end anytime soon, nor that the underlying political disagreements will be resolved.

The good news is that the beleaguered people on both sides of the line in eastern Ukraine may get some relief from the daily shelling. Some of the more than 1 million who have fled their homes may even be able to return. But the long term remains as uncertain as ever.
