‘Turkish’ Islam Said Growing Faster than ‘Iranian’ Islam in Azerbaijan

            Staunton, March 19 – Many Azerbaijanis now refer to the basic divide within Islam not as being between the Shiia who form about two-thirds of its population and the Sunni who form one-third but rather as between “Iranian” and “Turkish” variants, given their weak knowledge of theology and the support these two countries have given to the rebirth of Islam there since 1991.

 

            Thus, for example, they refer to particular mosques by these national terms depending on who paid to build them or  who provided the missionaries or trained the Azerbaijanis who staff them. As long as the basic division between Shiia and Sunni was maintained, such “national” identifications were a stand in for the theological ones and had few consequences.

 

            But now there is evidence that Turkish and hence Sunni Islam is growing faster than is Iranian and hence Shiia Islam, a trend already affecting Baku’s relationship not only with the Sunni minority, which includes many ethnic minorities, but even more with the governments of Iran and Turkey, and one thus potentially more serious than the appearance of Salafis there.

 

            An analysis on the Ansar.ru portal calls attention to all these risks.  It cites Arif Yunusov, the author of the oft-cited “Political Islam in Azerbaijan,” to the effect that “over the last 20 years, the number of new mosques there has increased a hundred-fold and this trend will continue” (http://www.ansar.ru/analytics/2015/03/16/58406).

 

            “The new generation of young Azerbaijanis is more interested in religion than are the representatives of the older generation who were educated in Soviet times,” he says. And their interest has been promoted by Shiite Iran and by Sunni missionaries from Turkey, with the latter having a greater impact than the former.

 

            The Azerbaijani government, Ansar.ru says, views this a threat because it fears that the expanding Sunni activity will become the foundation for “a new opposition force, one interested in getting out from under the jurisdiction of Baku.” That has led the regime to impose ever tighter controls on Sunni groups.

 

            But its moves in that direction have been opposed not only by many of the faithful who see no reason why they should not be able to wear the hijab or have their own mosques but also by some in Turkey, Azerbaijan’s closest ally, who have been active in promoting Sunni Islam in the former Soviet republic.

 

            The situation with regard to Iran is equally complicated, the Ansar.ru analysis suggests. On the one hand, Iran is Azerbaijan’s immediate neighbors, three times as many Azerbaijanis live in Iran than live in Azerbaijan itself, and Azerbaijanis traditionally have been followers of the Shiia trend in Islam which is centered in Iran.

 

            Thus, it is not surprising that Iran has provided support of various kinds, monetary, missionary, and educational, to the Shiia of the Republic of Azerbaijan.


            But on the other hand, Tehran’s relations with Baku are not without problems given Azerbaijan’s warm relations with Israel, its secular principles, and its balanced foreign policy with respect to the European Union and the United States. And all those factors have prompted many in Baku to fear that Tehran wants to use an Islamist lever against Azerbaijan.

 

             The Azerbaijani authorities, however, appear to be more concerned now about the rise of Sunni Islam there than they do about the spread of Shiia views.  There are three reasons for this. First, most of the ethnic minorities in Azerbaijan are Sunnis, and the growth of Sunni Islam may lead them to become more active and even secessionist especially in the north.

 

            Second, many in Baku believe that young people who turn to Sunni Islam may decide to go to the Middle East to fight Shiite groups, acquire military skills there, and then return to Azerbaijan and use them to oppose the regime, a fear that many in Moscow have talked about with regard to Russia and that has some foundation, if not yet a large one.

 

            And third,  many in the Azerbaijani capital are worried about a shift in the current balance between Sunni and Shiia faithful and the way in which that could trigger conflicts between the two trends, even if many of the followers of each do not understand all the theological distinctions between them.

 

Baku commentators say that there is a disturbing precedent – Iran -- for using such conflicts to establish theocracies and an equally disturbing possibility that Sunni Muslims may play a key role in changing the regime in a country – Turkey – which had a long tradition of secularism.

Nemtsov or Kirov? Russia’s Descent Into Terror

In the aftermath of the murder of Nemtsov there have been comparison’s to the murder of Kirov in 1934, marking the beginning of the Terror unleashed by Stalin. Despite the flagrant nature of this murder, and the circumstantial evidence linking it, if not Putin himself, to members of the political elite (such as Kadyrov in as much as he retains a prominent, politically important position protecting him from immediate removal) comparisons between the two leaders obfuscate regimes. The comparisons are not only of different eras but different circumstances, and more importantly, designs. To understand the differences, the rationale of terror and purges needs to be examined. Especially as the vitriol and divisive nature of any examination simultaneously concludes one as a Putin apologist or Russophobe.
The applications of terror by both Nazi Germany and Stalinist Russia were characterized not only by their size but in part by the arbitrariness of its application. The “citizen” or “comrade” could be swept up by accusation, suspicion and intrigue as quickly as genuine opposition. Despite appearance, the terror was designed and implemented to serve the regime, and were explicitly political in design if not in presentation. By examining Stalin’s use of terror, along with some comparison’s to Hitler and Nazi Germany, we can begin to examine some of the causal dynamics that not only instigated and propelled the terror but determined its victims and termination.
To both regimes the use of terror was designed and implemented to solidify the standing and support of the regime. A public narrative was critical in not only justifying but enlisting the support of the population and members of the coercive organizations. Each used a narrative of a body politic that was infected and diseased; for communists it was the presence of counter-revolutionaries and bourgeois, for Nazism it was primarily ethnic, in the form of the Jews. To cure the nation/party of all that was holding it back, these elements had to be eliminated. The only way for the state/party/ideology to fully embrace its destiny was the elimination of any and all that challenge and corrupt those good members of society/party. In that sense it was an effort, or portrayed as such publicly, to not only rid those that were deemed as corrupt but, perhaps more importantly, to prevent those good citizens and comrades from being infected by their machinations and venal attempts to undermine the state ideology.
The presence of elements that needed to be purged was one aspect of the need for the terror; the other was immediacy and crisis. Both Stalin and Hitler fostered a view of a regime in crisis that, unless dealt with immediately, would mean the end of their glorious efforts to defeat the challengers to their ideology. It is a powerful narrative that seeks to destabilize the sense of complacency in society and inject a choice that requires the removal of infectious elements and the continuation of their revolution, or complacency and the death of their efforts. One can look, for the sake of simplicity and length, at the fire of the Reichstag in Germany and the killing of Kirov in 1934 as the events that ignited the efforts of the regimes to portray the severity of the crisis and forces aligned against their respective revolutions. Most powerfully this justified the elimination of opponents within the party and regime who were seen as the most corrosive (leading to the night of the long knives and the elimination of the SA, or Sturmabteilung, Germany’s Storm Troopers). The events justified a response to such intrigue, one that demanded increasing coercion and, ultimately, terror.
Yet the implementation of the terror was not instantaneous and was the culmination of multiple processes and efforts over a sustained period of time. For Soviet Russia, terror was part of its birth, exercised in defense of the revolution and to protect itself against the marauding armies of the White’s and counterrevolutionary forces. Led by Dzerzhinsky, the terror during the civil war was rampant, omnipresent and vicious, in part because it had to be. Terror was seen and utilized as a necessary instrument to protect and, importantly, sustain the revolution. Yet, when the civil war ended and the existential threat posed by foreign adventure and white armies was eliminated, the rationale for anarchic terror was reduced. While still present to varying degrees, the end of the civil war meant a return to directed coercion and an effort to institutionalize and rationalize it with limits and rules on its application. This was in part due to the leadership consisting of many of the more intellectual comrades that had spent much of the pre-revolution in the salons in Europe with Lenin rather than the younger and more rural activists that had spent much time in the Tsar’s prisons and the frontlines fighting for the revolution. The gradual elimination of these more intellectual cadres, led by Stalin, and the promotion of those who were younger and hardened by the civil war traced an evolution of coercion in the USSR. As members who were more comfortable with the use of violence, and hungry for promotion the legal constraints on repression were gradually reduced and justified. Genrikh Iagoda started the purge and terror but was soon replaced by Nikolai Yezhov who had no qualms about arbitrary terror and the fabrication of evidence that his predecessor had. Yezhov was finally replaced with Lavrentiy Beria, brought in not only for his ruthless efficiency and loyalty, but to also place the blame on Yezhov for the excesses of the terror, removing the party and Stalin from blame for its excess.
The terror allowed Stalin to promote a generation loyal to him with limited connections to Lenin or the other leading lights of the Bolshevik movement. Those who were promoted were also more beholden to Stalin and dismissive of intellectualism — enabling Stalin to promote those who were loyal to him directly, but also to break the horizontal lines of loyalty that competed with the vertical loyaltyconnected to Stalin. The Bolsheviks who launched the revolution had loyalties and comradeship with each other that challenged not only Stalin’s control of the party but its ideological content as well. It was in this sense that Stalin made sure a new generation was loyal to him and distrustful of each other.
The progression and gradual replacement of older, more intellectual Bolshevik’s with younger, violence prone comrades in the pursuit of promotion is more of an outcome than a cause of the Terror. Yet the calls from below were not the primary causal force of the purges and, in contrast to Brzezinski, terror was not inherent to Communism as the relative stability—stagnation of the Brezhnev years demonstrates. While it is clear that younger cadre’s used the terror to denounce their superiors and subsequently gain promotion to their vacated position, the momentum of the terror soon meant these “little Stalins” became victims as well. As mentioned above, this prevented the development of loyalty among compatriots who could unite and question, or even challenge, the authority and directives of top. It was in this way that the purge allowed the promotion of a new generation but also destroyed any horizontal loyalty bonds that had developed in the interim. This went for the population as well, with family members turned informers against each other and the belief that one could rely only upon the party and Stalin.
The progression of promotions of new members who would be loyal to Stalin roughly tracks the same rationale of those that were promoted under Putinism — efficiency replaced by demonstrated loyalty.
However, the Terror and its excess soon began to challenge the vertical loyalty of the party and people as the accusations and imprisonment of purported counterrevolutionaries, Zinvoveites, Trotskyites, and Kulaks undermined not only the political but economic stability of the country and party. The terror had to be reined in and limits placed on its arbitrariness. To do this Stalin and the party could not be seen as condoning or as managing the execution and displacement of comrades, ethnic groups and the population as a whole. Thus Yezhov and most of his executioners and underlings were blamed for the Terror and its arbitrary unleashing upon society and the party. In so doing Stalin, and the party, remained free from the stain of the terror and were in fact seen as the benevolent saviors of the vicious Yezhov.
The fear of being stained by excesses against opponents is the clearest similarity between Stalin and Putin, not in terms of magnitude but stain. Whatever the rationale and design behind Nemtsov’s death, it is clear that Putin is horrified at the prospect of being associated with his death — hence the investigation and prompt arrest of Nemtsov’s purported assassins.
Understanding both the circumstances and designs of terror help differentiate not only the potential rationale but possible implications of murders such as Nemtsov’s. An environment of fear and the view that opposition means a potential traitorship to Russia and its ruler has been cultured in Russia today. However it is a far cry from the pervasive distrust among society and view of an omnipresent security force which existed under Stalin. Gulags and charges of counterrevolutionary activity have been replaced by those of legal persecution and financial malfeasance. Widespread killings aren’t needed (Putin’s Russia is different from Stalin’s, and it can afford to be so). Physical repression has, in large part, been replaced by careful ideological and media manipulation designed to choreograph the ideas and view of the population. Yet the underlying distrust of those who would question and challenge the regime as “counterrevolutionaries” has returned in vogue. Putin is the embodiment of Russia, just as Stalin was, and challengers are Trotskyites.

A brief history of the short story: Varlam Shalamov

Shalamov’s great work on the Soviet gulag, Kolyma Tales, is much more than a memoir of crushed humanity: seen as an epic cycle, the work acquires major philosophical dimensions

“I hate literature,” wrote Varlam Shalamov in a 1965 letter. “I do not write memoirs; nor do I write short stories. That is, I try to write not a short story but something that would not be literature.” Despite Shalamov’s misgivings, his collection of short stories, Kolyma Tales, contains some of the greatest writing to emerge from the gulag.
What he was expressing, in agonised terms, was that everything in his writing serves a purpose. As in the gulag, where survival could come down to receiving the thicker part of the soup or an extra ration of bread, or simply owning your own bowl, there is no room in his stories for the non-essential. What he is also stating, purposefully or not, is that his writing is unique.
A reader who knows only a few of the stories may well imagine the Kolyma Tales to be simply a factual account of Shalamov’s experiences. The events described in each individual story seem entirely real. Only when we read further, when we try to grasp the whole of this epic cycle, do we begin to realise that its truth can never be grasped: we begin, at last, to sense the terrible unreality of the survivor’s world. Successive narrators suffer identical fates, their stories intertwine impossibly, and time stands still. This fusion of realism and the surreal endows Kolyma Tales with extraordinary power.
Rybakov looked strangely small as he lay among the hummocks. The sky, mountains and river were enormous, and God only knew how many people could be killed and buried among the hummocks along these mountain paths.
In Kolyma, bodies are not given over to earth, but to stone. Stone keeps secrets and reveals them. The permafrost keeps and reveals secrets. All of our loved ones who died in Kolyma, all those who were shot, beaten to death, sucked dry by starvation, can still be recognised even after tens of years. There were no gas furnaces in Kolyma. The corpses wait in stone, in the permafrost … The bodies had not decayed; they were just bare skeletons over which stretched dirty, scratched skin bitten all over by lice … The earth opened, baring its subterranean storerooms, for they contained not only gold and lead, tungsten and uranium, but also undecaying human bodies.
Every one of them, even the smallest, even the weakest, must tread on a little virgin snow – not in someone else’s footsteps. The people on the tractors and horses, however, will not be writers but readers.
Mirrors do not preserve memories. It is difficult to call the object that I keep hidden in my suitcase a mirror. It is a piece of glass that looks like the surface of some muddy river. The river has been muddied and will stay dirty for ever, because it has remembered something important, something eternally important. It can no longer be the crystal, transparent flow of water that is clear right down to its bed. The mirror is muddied and no longer reflects anything.
The bulldozer roared past us; on the mirror-like blade there was no scratch, not a single spot.

French Bill Aims to Broaden Surveillance Powers

Two months after the Paris shootings, and a day after attacks across the Mediterranean Sea in Tunisia, France has unveiled new legislation to eavesdrop on potential jihadists and other terrorist suspects. Some groups are concerned it may threaten civil liberties. The Socialist government's draft law was drawn up before the January attacks in Paris, but it aims to deal with the same fears: the growing threat of militant Islam in France.  Authorities estimate 1,200 or more French have left to join jihadist groups abroad, and some are returning.  Other would-be terrorists have never left the country. Recent terrorist attacks in Copenhagen, and this week in Tunis, have only fueled concerns about radical Islam. At a news conference after unveiling the bill Thursday, French Prime Minister Manuel Valls said the threat of another attack was constantly present.  It was not a matter of whether there will be another attack in France or Europe, he said, but when and how. The draft legislation would broaden the power of French authorities to monitor potential terrorists, including allowing them to tap phone calls or electronic communications if there may be a direct link with an investigation of a suspect.  They may also be allowed to bug the apartments of suspects with microphones and cameras. But Valls said the bill is not a French variation of the controversial U.S. Patriot Act, which gave American intelligence agencies broad surveillance powers after the 2001 attacks in New York and Washington. "I understand the concerns about the bill.  In no case, would it mean mass surveillance of people, it would be narrowly confined to terrorist suspects," said Valls. But a number of groups are worried the measures could infringe on privacy rights, including the Paris bar association.  Rights group Amnesty International France has also expressed concern, although it told VOA it wants to study the bill before commenting further. The French parliament is expected to take up the legislation next month.  Valls says he hopes it will be passed as soon as possible.

NEPTUNE – Tairod Nathan Webster Pugh, the Neptune man accused of attempting to join the terrorist group ISIS, long harbored ill feelings toward the United States and planned on "defending the Islamic State," according to the federal indictment made public Tuesday.
"Born and raised in the United States, Pugh allegedly turned his back on his country and attempted to travel to Syria in order to join a terrorist organization," said Loretta Lynch, U.S. Attorney for the Eastern District of New York, in announcing the indictment.
