Nuclear Talks Interrupted by a Death in Iran

Talks on an Iranian nuclear deal being negotiated by the United States and several other world powers were suspended Friday when the Iranian delegation left Switzerland following the sudden death of President Hassan Rouhani’s mother. Negotiations, which had resumed earlier in the day, have been delayed until Wednesday, Iran's ISNA news agency reported. Secretary of State John Kerry offered the "deepest condolences" of the U.S. Friday as he wished the people of Iran a good Persian new year, or Nowruz. "Nowruz is the beginning of Spring, and in Farsi, it means 'new day,'" said Iranian Foreign Minister Mohammad Javad Zarif, appearing with Kerry in the host city of Lausanne. "I hope this new day will be a new day for the entire world – a new era of greater understanding and peace," said Zarif, echoing Kerry's hope that the year will bring "progress and peace." Iranian and international negotiators are working under a March 31 deadline to reach a framework agreement limiting Iran's nuclear program. In exchange for restrictions, the deal would lift international sanctions against Tehran. Details of the agreement are due to be finalized by July. Messages of hope In a written message marking the holiday, Kerry praised the opportunity the represented by negotiations between Iran and the six world powers: the United States, plus China, France, Germany, Russia and the United Kingdom. "It is my sincere hope that if Iran's leaders make the right choices – the necessary choices – in the ongoing nuclear talks … this new year and this new spring will mark a better future both for the Iranian people and for the world," he said. In his own Nowruz message to Iranians, U.S. President Barack Obama said this year represents the "best opportunity in decades" to pursue a different relationship between the two countries. "This moment may not come again soon,” he said in a White House video. “I believe that our nations have an historic opportunity to resolve this issue peacefully – an opportunity we should not miss.” Obama said Iran's leaders have the choice to agree to a "reasonable" nuclear deal, which he said would end Iran's international isolation and provide "greater opportunities for the Iranian people." If a deal is not reached, the president said Iran will continue on "a path that has isolated Iran, and the Iranian people, from so much of the world, caused so much hardship for Iranian families, and deprived so many young Iranians of the jobs and opportunities they deserve." 'Engage with dignity' Foreign Minister Zarif said Friday via Twitter that "Iranians have already made their choice: Engage with dignity. It's high time for the U.S. and its allies to choose: pressure or agreement." Negotiators have made progress, "but gaps remain," Obama said. He added that some people in the United States, Iran "and beyond … oppose a diplomatic resolution." U.S. officials are downplaying a report suggesting Washington and Tehran are drafting elements of a nuclear deal that commits Iran to a 40 percent cut in the number of machines it could use to make an atomic bomb. The Associated Press report, which quoted unnamed officials, said that in return, Iran would get quick relief from some crippling economic sanctions and a partial lifting of a U.N. embargo on conventional arms. State Department spokeswoman Jen Psaki on Thursday dismissed such reports as "inaccurate," and insisted no draft document is being circulated. "The fundamental framework issues are still under comprehensive discussion," she said, saying that’s what Kerry "is focused on now."

Russia Vows Response to EU Sanctions Extension

Russia has denounced the European Union's move to maintain sanctions against Moscow over its role in the Ukraine conflict, calling Thursday's decision to extend the measures "destructive." Speaking to reporters Friday in Moscow, Kremlin spokesman Dmitry Peskov refused to specify how Russia would respond, but said it would "do what is in its national interests in terms of retaliatory steps." He said that Russia would “prefer to engage in creative matters, not destructive matters such as sanctions rhetoric.” Peskov also accused Kyiv of violating the terms of the cease-fire agreement for eastern Ukraine, signed in Minsk, Belarus, last month. European Union leaders, meeting in Brussels, said Thursday they would not lift economic sanctions against Russia until the cease-fire in eastern Ukraine, which Moscow endorsed, is fully implemented. EU President Donald Tusk said the decision showed the 28-nation EU intends to continue pressing Moscow to stop supporting pro-Russian separatists in eastern Ukraine, where fighting has claimed more than 6,000 lives since the conflict began last April. Moscow has repeatedly denied it is directly supporting the rebels in Ukraine's Russian-speaking border regions.  It has strenuously objected to a series of sanctions imposed by the EU, the United States, and a number of other countries. Existing European sanctions were scheduled for renewal in July, and some EU countries had wanted to extend them at least until the end of 2015.  Other member countries had earlier called for a wait-and-see approach, linking any future decisions to military developments on the ground. Both the European Union and the United States have targeted senior Russian officials and allies of President Vladimir Putin with visa bans and asset freezes.  Further Western penalties have targeted Russia's banking and energy sectors. Thursday's EU decisions did not include any new sanctions.

Pope Francis has removed the rights and privileges of the former head of the Catholic Church in Scotland, Cardinal Keith O'Brien, two years after he resigned admitting sexual misconduct with young priests decades ago. The Vatican said on Friday that O'Brien, once Britain's most senior cleric, will retain the title of cardinal but no longer advise the pope or take part in conclaves to elect a new leader for the world's 1.2 billion Catholics. O'Brien quit as archbishop of St. Andrews and Edinburgh in 2013 shortly after Francis's predecessor Benedict shocked the Catholic world with his own resignation. He promised to play no further public role in the Church in Scotland and did not take part in the conclave that elected Argentine Cardinal Jorge Bergoglio as the new pontiff. The Vatican said the pope's ruling was made at the cardinal's request. O'Brien initially denied accusations of misconduct by three priests and one former priest but later admitted that "my sexual conduct has fallen below the standards expected of me as a priest, archbishop and cardinal." The Vatican conducted an investigation into the case which, according to one of O'Brien's accusers quoted by the London Catholic weekly The Tablet, was "hot enough to burn the varnish" off the pope's desk. O'Brien, who spoke out fiercely against homosexuals during his career, repeated the apology he made when he resigned and said: "I thank Pope Francis for his fatherly care of me and for those I have offended in any way." His statement, posted on the website of the Scottish Catholic Media Office, said he would spend the rest of his life in retirement and prayer. The Catholic Church in Scotland welcomed the decision, but SNAP, a group of victims of clerical sexual abuse, said the ruling came late and did not go far enough. "[W]hat of his clerical colleagues? Not one of them knew or suspected that O'Brien was abusing others? That's pretty hard to believe," SNAP said in a statement. After resigning, O'Brien left Scotland for a period of penance, becoming the most prominent churchman to withdraw in disgrace over sexual abuse since Father Marcial Maciel, founder of the Legionaries of Christ order, was ordered to retire in 2006 after being found to have abused seminarians and young men. Archbishop Leo Cushley, who succeeded O'Brien at the Scottish diocese, said his predecessor's actions "distressed many, demoralized faithful Catholics and made the Church less credible to those who are not Catholic.”

Obama Calls on Iran to Free Detained Americans

Invoking the "familial spirit" of the Persian new year, U.S. President Barack Obama on Friday called for Iran to free three imprisoned Americans and to help find a fourth who went missing there eight years ago. The Nowruz holiday "is a time for reuniting and rejoicing with loved ones and sharing hopes for the new year," Obama said in a statement seeking the "immediate release" of American detainees Saeed Abedini, Amir Hekmati and Jason Rezaian, as well as cooperation in tracking down Robert Levinson. Abedini, an Iranian-American pastor from Boise, Idaho, was sentenced to eight years in prison in 2013 for setting up home-based Christian churches in Iran, Reuters reported. His two young children "needlessly continue to grow up" without him, Obama’s statement said. Hekmati, a former U.S. Marine from Michigan, was taken captive in 2011 while visiting relatives and accused of spying for the Central Intelligence Agency. "His family, including his father who is gravely ill, has borne the pain of Amir’s absence for far too long," the statement said. Rezaian, the Washington Post’s Tehran correspondent since 2012, was seized last July on charges that have not yet been detailed, according to the newspaper. The California native’s Iranian-born wife, reporter Yeganeh Salehi, also had been taken into custody but was released on bail. Levinson, a retired FBI agent, went missing from Kish Island in March 2007. At the time, he was a CIA source, Reuters reported. The FBI has offered a reward of up to $5 million for information leading to his safe return. "His family has now endured the hardship of his disappearance for over eight years," Obama said. Washington and Tehran severed diplomatic relations after Iran's 1979 Islamic Revolution. The United States and several other world powers are conducting talks with Iran aimed at curbing its nuclear program in exchange for easing economic sanctions. Putin: No Reason Yet for Confidence in Russia's Economy

Russian President Vladimir Putin said on Thursday it was still too soon to feel confident about the country's economy, although his ministers said the worst is over. Speaking to a conference of Russian businessmen, Putin said the central bank's main interest rate, now at 14 percent, remains high but that the level was warranted by the situation. The central bank cut its main rate, the one-week repurchasing rate, by 100 basis points in a second easing this year. Businesses have complained that it is still too high to spur much-needed economic growth. "Indeed, for now the key rate is high enough," Putin said. "For now, there are no fundamental grounds for us to feel confident." Gross domestic product fell 1.5 percent in January in annual terms. The economy has been hit by Western economic sanctions over the Ukraine crisis and the fall in the global price for oil, Russia's main export. Finance Minister Anton Siluanov, speaking at the same conference, said however that there were signs that the economy had now entered a period of stabilisation. "The end of last year and the beginning of this year were especially difficult when we saw volatility in the foreign exchange market, the value of our assets declining sharply," Siluanov told a conference of Russian entrepreneurs. "These two shocks hit us hard. Now, in general, we see that the worst is over, and quite the opposite, we see some signs of stabilization." The ruble, which in mid-December fell briefly to 80 rubles per dollar, has been trading at around 60 rubles per dollar in recent weeks. But it is still down 40 percent against the dollar compared with the middle of last year. Russia is expected this year to record its first year of recession since 2009, the aftermath of the global financial crisis. According to the central bank's latest forecast, GDP is likely to shrink by 3.5 percent-4.0 percent this year. The United States and the European Union imposed sanctions on Russia last year over the crisis in Ukraine, where Russia has annexed the Crimea peninsula and supported pro-Russian separatists fighting Kiev's forces in the east. German Chancellor Angela Merkel said in Brussels the sanctions would remain in place until the conditions of a cease-fire deal agreed in the Belarussian capital Minsk are met. Economic forecasts also predict the pace of economic contraction will grow in the coming months. But Economy Minister Alexei Ulyukayev saw positive signs, telling the congress that inflation had peaked and capital flight this year could be lower than expected and may even be below $100 billion. Even so, inflation, now running at an annual rate of 16.7 percent, remains far above the central bank's long-term target of 4 percent. Siluanov said inflation could ease to an annual rate of 11 percent to 12 percent by the end of 2015 and his ministry expects the recovery to be underway by 2016. Ulyukayev told the congress that GDP could grow by 2 percent-2.5 percent in 2016. However, the central bank predicts the economic contraction will continue in 2016.

Conflict, Climate Affect Food Security

A new report says there were both advances and setbacks in food security in 2014. Poverty was reduced last year and the number of hungry people declined. However, conflict, climate change and disease disrupted food production and trade. The International Food Policy Research Institute has released its Global Food Policy Report. IFPRI Director- General Shenggen Fan listed some of the accomplishments of last year. “We have achieved some progress. For example, we paid more attention to nutrition. We also think water, hygiene are very important in solving children’s under nutrition. We have also seen new commitments on trade and climate change – and [a] focus on family farming. The year 2014 was a year of family farming. So we made enough progress on various fronts.” But Fan said 2014 had its share of threats to food security. “For example,” he said, “persistent conflicts, reemerging of zoonotic diseases – avian influenza, Ebola – and continued extreme weather shocks – typhoon in the Philippines – rising food safety scandals – Taiwan, mainland China and beyond. [There was also the] higher prices of nutritious foods, such as vegetables and fruits, despite very stable grain prices for the last four or five years.”  Syria topped the list of conflicts in 2014 with its regional impact. Somalia and South Sudan are other examples of how conflict threatens food security for millions of people. “We have seen the increased correlation between conflicts and increased malnutrition in many parts of the world. In the rest of the world, we have achieved tremendous progress in cutting hunger and malnutrition, although the number is still very high. But it is in some of the conflict zones that malnutrition is actually rising,” he said. Fan said climate change has long-term consequences on food security. He says there are still some skeptics, despite the overwhelming number of studies confirming its effects. “Increased floods, cyclones, droughts definitely should change their mind. And extreme weather events will happen more frequent and more extreme. That will affect the ability of human beings in producing more food and more nutritious food.” The Global Food Policy Report said conditions for thousands of people fleeing violence in northern Nigeria, Central African Republic and Mali were made worse by low rainfall and drought. It said that a “lack of rain threatened the food and nutrition security and livelihoods of both hosting communities and refugees.” The report added the occurrence of both “weather shocks and conflicts may not be coincidental”…and said that “abnormally high temperatures in Sudan and South Sudan…strongly raise the risk of conflict.” The IFPRI Director-General said lessons about food security were learned during the Ebola crisis.  “The first lesson we learn is our global food system is very vulnerable to diseases. Ebola has [a] huge impact on people’s access to nutritious food. The production was interrupted. The market was disrupted. The trade does not come. For example, some of the rice exporting countries were very reluctant to send their grains to the Ebola affected countries,” he said. The International Food Policy Research Institute also said middle income countries play a pivotal role in eliminating hunger and malnutrition. It said while Brazil, China, India, Indonesia and Mexico may be “rising economic powerhouses,” middle income countries are home to more than 360 million hungry people. Fan said, “They are facing [a] triple burden of malnutrition. Hunger – 50 percent of the world’s hungry people live in these countries. Then, lack of micronutrients – Vitamin A, zinc, iron, and also increased obesity and overweight. So, they are facing triple burdens and the second burden, third burden arising very quickly.” The IFPRI report called on governments of middle income countries to “reshape their food systems to focus on nutrition and health, closing the gender gap in agriculture and improving rural infrastructure.” Fan said the report will be used to influence the writing of the Sustainable Development Goals. They’ll soon succeed the Millennium Development Goals. There could be as many as 17 SDGs compared to eight for the MDGs, and they could contain nearly 170 target areas.

Opportunities to deter this resurgent Russia, which I counseled many months ago, were punted on by the U.S. and NATO, so we now face a serious risk of war with Putin over his mounting hegemony in Eastern Europe. Ukraine is just the beginning.
