"Путин сливаться не намерен"

Убийство Бориса Немцова вызвало в России живую общественную дискуссию как о якобы неминуемых изменениях в развитии страны, так и о перспективах деятельности внесистемной оппозиции, одним из ярких лидеров которой был покойный ныне сопредседатель партии РПР-ПАРНАС. Будет ли раскрыто это преступление? Каким образом на убийство едва ли не самого непримиримого своего оппонента отреагирует Кремль и лично Владимир Путин? Объединит ли кончина Немцова российскую оппозицию?
На эти вопросы Радио Свобода отвечает московский политолог Станислав Белковский. Беседа начинается с вопроса о динамике нового развития оппозиционного движения.
– Ну какая, скажите, оппозиция может быть в стране, в которой не существует института демократических выборов и свободного доступа к средствам массовой информации общенационального значения? В такой стране оппозиции просто не может быть! Я согласен, впрочем, и с тем, что лидеры оппозиции несут определенную ответственность за ослабление своих позиций, но в нынешних российских условиях говорить о том, что оппозиция вообще может существовать, было бы не совсем остроумно. Она не может сейчас существовать, настоящая оппозиция в России возникнет только в момент смены политического режима. Какая оппозиция могла быть, например, в Советском Союзе при Леониде Брежневе? Она могла быть в лице академика Сахарова, но мы же не будем критиковать Андрея Дмитриевича за то, что большинство населения в стране ничего о нем не знало! Оно и не могло о нем знать!
– В то же время некоторые ваши коллеги считают, что над могилой Бориса Немцова оставшиеся в живых оппозиционные лидеры смогут забыть свои разногласия и объединиться – в частности, для усиления партии РПР-ПАРНАС.

– У меня такой надежды нет ни на грош, потому что оппозиционные лидеры уже над какими только гробами не собирались объединяться, начиная с гроба Галины Старовойтовой. Нет, к сожалению, борьба личных амбиций оппозиционных лидеров, их попытка торговать собственным ресурсом с Кремлем не приведет к объединению. Сегодня я считаю единственными серьезными фигурами оппозиционного толка Алексея Навального и Михаила Ходорковского, на них и нужно ориентироваться. Это не значит, что они победят, это также не значит, что они не могут растратить свой ресурс, но если проводить замер состояния общества на сегодня, только эти люди могут что-то реально сделать в смысле удержания внимания к оппозиционной повестке дня. Потому что они реально хотят прийти к власти и не хотят продаться Кремлю.
– Ходорковский неоднократно заявлял, что это не является его целью.
– Он заявлял разное. По крайней мере, Ходорковский заявлял, что готов быть переходным президентом, а это, мягко говоря, не синонимично заявлению о том, что он не хочет прийти к власти. Как человек, который с Михаилом Борисовичем неоднократно общался, я считаю, что он хочет прийти к власти. Хотя я не являюсь представителем Ходорковского и прошу не трактовать мои слова как заявление, аутентично свидетельствующее о его намерениях.
– Убийство Бориса Немцова как-то сдвинуло с места политическую ситуацию в России?
– Оно укрепило окончательное представление о том, что в стране царит беспредел, что никакие конвенции постъельцинского периода уже не работают. И в этом смысле, при всем уважении к Борису Ефимовичу и его памяти, ничего качественного нового в понимание сегодняшних российских реалий преступление на Москворецком мосту не привносит. И ситуация яснее не стала. Стало только еще понятнее: может быть все что угодно.
– С этим преступлением, по вашему мнению, могут быть связаны спецслужбы и российское государство в целом?
Владимир Путин не убивает своих политических оппонентов
– Ну почему же нет? Убийство было организовано весьма профессионально. Это дорогостоящее убийство, его не могли совершить какие-то дилетанты и лохи. Я безусловно считаю, что Путин не давал задания устранить Немцова, это совершенно не в интересах российского президента. Однако в условиях политического беспредела возникает много силовых центров влияния, которые совершенно не обязаны координировать свои действия с высшим политическим руководством страны. Тут может быть и чеченский след, и новороссийский след: везде много оружия, везде много профессионалов, которые умеют убивать и любят убивать, вот кто-то и убил. С какими-то структурами в государстве эти люди вполне могут быть связаны, к сожалению.
– Почему это не Путин?
– Это не тактика Владимира Путина, он не убивает своих политических оппонентов. Он же не убил Ходорковского, например! Если Путин хочет расправиться с политическим оппонентом, то, как правило, использует правовой процесс, как это было с Ходорковским, как это происходит сейчас с Алексеем Навальным. И конечно, Путин понимает: убийство Немцова существенно уменьшает его шансы помириться с Западом, предстать в глазах западных лидеров легитимным переговорщиком по каким бы то ни было международным вопросам.
– Вы думаете, Путин заинтересован в том, чтобы помириться с Западом?

– Да, конечно, заинтерересован, просто он хочет мириться на своих условиях. Он хочет быть Сталиным-2 в смысле международной политики: Путин хочет "Ялту-2", хочет возвращения ялтинско-потсдамского мира, где зафиксированы зоны влияния, и определенная зона влиянии закреплена за Россией, рассматриваемой в качестве переговорщика по ключевым вопросам мироздания. Но это принуждение Запада к любви, а не к ненависти. Путин не заинтересован в изоляции, он рассматривает изоляцию только как временную плату за принуждение Запада к любви. Сам этот процесс требует жертв.
– И, думаете, Путин на верном пути и знает, что делает?

– В его понимании – безусловно. Он считает, что побеждает. И в такой ситуации убийство Немцова для него – это еще один малайзийский "Боинг". Вот Путин считал, что он почти уже победил минувшим летом, и тут рухнул малайзийский "Боинг". То же самое – убийство Немцова, это такой же эксцесс, который замедляет достижение цели, но не останавливает процесс.
– Означает ли это, что вы согласны с аналитиками, которые считают, что за убийством Немцова могли стоять политические силы, заинтересованные в дискредитации Путина?
– Нет, я так совершенно не считаю. От Чечни до Новороссии – вот мой набор версий. Но это преступление не совершали силы, которые заинтересованы в дискредитации Путина. За убийством Немцова стоят силы, которые заинтересованы в том, чтобы закрепить новую военную реальность современной России.
– Почему именно Немцов избран в качестве жертвы?
– Знаковых фигур в оппозиции на территории России всего две – это Навальный и Немцов. Навальный находился, к счастью для него, как это ни двусмысленно звучит, в тюрьме.
– Думаете, Путин заинтересован в том, чтобы покарать преступников? К его словам, сказанным в среду на коллегии МВД, следует относиться серьезно?
– Убийцу Немцова быстро найдут, вопрос только в том, будет ли это настоящий убийца или назначенный "терпила".
– Судя по тональности нашей беседы, вы считаете, что политическая ситуация в стране, по большому счету, даже не шелохнулась. То есть "после смерти Немцова мы проснулись в другой России" – этого нельзя сказать?
Мы проснулись в другой стране после аннексии Крыма. Атмосфера беспредела, который царит в стране с того дня, постоянно продуцирует чрезвычайные события, и трагическая гибель Бориса Немцова – одно из таких событий. Но не переломное событие, а логичное звено в цепочке, порожденной аннексией Крыма и развязанной на Украине войной.
– Эта цепочка и дальше протянется?
– Конечно, смерть Немцова – не последнее звено. Логика войны необратима: пошел на войну – продолжай воевать. Из войны гораздо сложнее выйти, чем в нее войти. Я всем всегда говорю: Путин сливаться не намерен, не обольщайтесь. Он может тактически делать вид, что идет на уступки, что он понижает ставки, но это тактика, а не стратегия. Его стратегия – победить. Как сказал Путин Михаилу Касьянову в день его отставки с поста премьер-министра России: "Я вас пережму". Вот сегодня это "я вас пережму" он транслирует Западу, в первую очередь США, которых рассматривает как главного противника в глобальной схватке.
– На Западе это понимают?
– Судя по официальной реакции Барака Обамы – да, – сказал в интервью Радио Свобода московский политический эксперт Станислав Белковский.

Until 2013, 10% of US electricity came from disassembled Russian nuclear warheads

Relations between the US and Russia are as bad as they've been since the end of the Cold War.
But until 2013, the two countries collaborated on a largely unknown diplomatic, political, and trade initiative that eliminated 500 tons of weapons-grade uranium while providing 7 trillion kilowatt hours of electricity in the US.
The Megatons to Megawatts program — which lasted from 1993 to 2013 — provided uranium that met half of the needs of US civilian nuclear power plants over the past 15 years, as the Bulletin of the Atomic Scientists' Dawn Stover noted in February 2014.
This means that for the most of the past decade and a half, 10% of all electricity in the US came from disassembled Russian nuclear warheads, according to Stover.
The program began after the US signed an agreement with Russia in 1993 to purchase high-enriched uranium from disassembled nuclear warheads.
The Russian bomb uranium was transferred to the US, where it was reprocessed into fuel for commercial nuclear reactors. In October of 2013, the US' undersecretary of state for arms control said that the program eliminated the equivalent of 20,000 warheads worth of weapons-grade uranium.  
The agreement was hatched in the heady early days of post-Cold War era, a time that saw a string of nonproliferation victories. In 1994, newly independent former Soviet republics of Ukraine and Kazakhstan gave up nuclear weapons left in their territory after the breakup of the Soviet Union. The empire's fall left Ukraine with the third-largest nuclear stockpile on earth. Under the so-called Budapest Memorandum, both countries gave up their weapons and joined the non-proliferation treaty in exchange for various security assurances from the US and the UK.
Elsewhere, the breakup of the Soviet Union helped create the conditions that pushed South Africa's apartheid government into an agreement with the African National Congress and convinced it to voluntarily dismantle its small stockpile of low-yield tactical nukes even before giving up power in 1994.
In just a couple of years, three countries eschewed their existing nuclear weapons stockpiles. And a fourth — a newly democratic Russia — was cooperating with a former enemy and providing a model for future disarmament efforts.

But Megatons to Megawatts has lapsed and, as Stover notes, the last Russian shipment of uranium to the US under the program was in December 2013. The Russian invasion of Ukraine has raised doubts as to the enduring value of the Budapest Memorandum, along with its model of exchanging tangible weapons caches for vague or even meaningless future security promises.
2009 treaty between the US and Russia dramatically scaled back the world's total number of nuclear weapons, but the latest tensions cast doubt on whether the US will enter into another mutual disarmament agreement with Russia anytime soon. And Iran may be on the brink of having its once-illicit uranium enrichment and bomb-grade plutonium production programs legalized through an international treaty.
Even with this string of disarmament setbacks, Megatons to Megawatts could still be a landmark model for future non-proliferation efforts — a program that made the world a safer place while providing for a surprisingly large share of the US' hefty electricity needs.

Perspectives on the Americas – A Never Ending Saga: US –Russia Relations

The  relations between the US and Russia, which in the post cold war could be defined as “Frenemies”, has with recent events lost the ‘fr’ in frenemy. This is especially true with the crisis in Ukraine, which has severely tested the fragile relationship of the two countries. Looking back at the G20 Summit in 2009, Presidents Medvedev and Obama had managed to strike a cordial bond, showing an initiative towards ‘resetting’ US-Russian relations. Regardless of that, when Putin, the anti-American autocrat, took over as President, he pledged to assert Russian supremacy on the international scene. And through his actions, he has shown with great consistency that he will be a thorn in Obama’s side. This game could prove not only to be dangerous but challenging in the international arena, especially with Russia’s veto power in the UN, and its devil-may-care attitude to use it.
With Putin’s ascendency to the Presidency, the US-Russia relations have been in a steady decline. The various crises have taken a toll on the relations that Obama and Medvedev had been trying to build. Russia has always been apprehensive of the US presence, especially with the US pivot towards Asia and its deepening partnership with India and its courtship of China, Russia’s fair weather friend. Also, the expansion of NATO membership to Ukraine and Georgia has always been a sour subject for the Russians, especially for an expansionist like Putin.
The reset in the relations that Obama and Medvedev had tried to work towards, with the new Strategic Arms Reduction Treaty (START) treaty, was reversed under Putin. The Putin government has tried to counter the US at every stage possible. For instance, when debate in the UN came up over imposing sanctions over Syria, against the Assad regime, Russia used its veto power to vote against the sanctions. However, later it supported them, as the situation in Syria further deteriorated, and Assad crossed the ‘redline’ and used chemical weapons. Sanctions against North Korea being another instance, the asylum of Edward Snowden worsened the relations.
In February 2014, Russia sent troops into Ukraine violating the sovereignty of the country. As the crisis continues, the international community, including the US, has been very vocal about the Russian infringement. The US was initially cautious in dealing with the crisis, initially imposing sanctions on Russia multilaterally with the EU but by July, it had imposed sanctions unilaterally. In December 2014, the Ukraine Freedom Support Act 2014 was passed which deprived firms of Western financing while at the same time providing arms and military equipment to Ukraine. Through executive order under the Obama administration, another round of sanctions was imposed. The administration has taken steps like freezing assets, and through Executive Order, placing a ban on visas.
But are sanctions alone enough?  The arguments on the effectiveness of sanctions are varied. Some are of the opinion that the sanctions will have an effect on the economy as well as defense sectors, while the Obama administration is of the opinion that sanctions cannot be measured through the stock market. Nevertheless, the sanctions could deter Putin from further unwanted actions. In spite of the debate over the effectiveness of sanctions, the US has been apprehensive about sending troops into the region. However, the US has sent a small number of troops that have aided in medical training. President Obama is a fervent supporter of not stretching the US forces into Ukraine, which would bring them into direct conflict with the Russia–backed separatist. The President was apprehensive as this could thwart the peace process, and further, antagonise Putin. Though the peace talks held in Paris ended in tension, the silver lining over the horizon is that a cease fire is beginning to take shape, and so far, there have been no reported deaths. However, the US is still apprehensive about the situation, as it should be.
The latest crisis has been another example of Russia trying to reassert itself, within the region as well as outside, and Russia’s Asia Pivot is a perfect example. The Ukraine crisis has put pressure on the US, both internally from members of Congress and externally, to act. The US dragged its feet for a while before supplying weapons to Ukraine, as that has not always worked in its favour. The US is also apprehensive about antagonising Russia, which could affect not only the peace process but hopes for future engagement with Russia, including with the UN and NATO.
Although President Obama has reassured Putin that the US is not in competition for geopolitical status, actions are louder than words. Russia is increasingly becoming a thorn in Obama’s side. The world is no longer a bipolar, or even, a unipolar one, where supremacy is controlled by two countries or by one. This multi polar world, in which Russia is trying to re-establish its dominance in the surrounding regions, is creating a foreign policy crisis for the US, and its dealings with Russia. On the other hand, Obama is trying to limit US forces abroad; this, very well, might portray America as weak. The crisis has brought to light a number of concerns. The relations between the two countries look like a regression to the cold war or even worse. The crisis is another test to US foreign policy and power. This, together with Russia’s own pivot to counter balance, is going to create problems for the US in the region.

Russian security services ready to help U.S. fight ISIS, says FSB chief

The director of the Russian Federal Security Service (FSB) Alexander Bortnikov has expressed his willingness to cooperate with his American counterparts in their fight against the Islamic State (ISIS) radical militant group, following an international conference on combating extremism hosted by U.S. President Barack Obama in Washington on Feb. 17-19.
Russia and the United States "have repeatedly discussed issues of cooperation and came to the conclusion that they should not be politicized," said Bortnikov, commenting on the results of the conference. Bortnikov was the highest-ranking Russian official invited to the event.
"It is important to have an understanding of the need to work together, regardless of political problems," said Bortnikov, whose comments about Russia's readiness to participate in the elimination of the Islamic State radical group (ISIS), which has seized part of the territory of Syria and Iraq, were seized upon by media. "What is happening today is so serious that we need to unite," Bortnikov said.
However, experts note that the joint fight against terrorism today is in deep crisis. Cooperation between Russia and the U.S. is minimal, even though the leaderships of both countries are seriously concerned about the rapid growth of the influence of ISIS.
The danger ISIS poses to Russia 
At first glance it may seem that ISIS does not yet pose a direct threat to Russia. "For ISIS, it is more important to spread [its] influence to countries in the Middle East with an absent or unstable political regime," Leonid Isayev, an orientalist and a senior lecturer in the department of political science at Moscow’s Higher School of Economics, told RBTH.
According to Isayev, last year's statements made by representatives of ISIS about their intention to seize Chechnya were nothing more than an attempt at PR.
However, ISIS still poses a threat to Russia, with thousands of jihadists from the former Soviet Union – Russia, Central Asia, and the South Caucasus – currently fighting in the ranks of the radical group.
"Muslims get involved with radical ideology, gain combat experience and then return home," Dmitry Suslov, deputy director of the Higher School of Economics' Complex and International Studies Center, told RTBH.
Obstacles to teamwork 
The problem is that for various reasons it is now difficult for both Moscow and Washington to agree even on the fight against a common threat.
The first reason is the different strategies being pursued by the two nations in respect to the Middle East: "American policy in the Middle East lacks a systematic approach. Having not destroyed al-Qaeda in Iraq, the U.S. switched to Libya, then, having quit what it started, intervened in the Syrian conflict," Isayev said.
At the same time, he says, the Americans are gambling on democratization and actively intervene in the internal affairs of states. The Russian counter-terrorism strategy, by contrast, is based on supporting the existing regimes, regardless of the situation with democracy and human rights in a particular country.
The second reason complicating joint efforts to liberate the Middle East from terrorists is Washington's reluctance to take Moscow as a partner.
"The logic of confrontation forces it to see any cooperation as something undesirable and to weigh carefully whether it is really vital," Suslov said.
"In addition, the parties have different assessments of the causes of the terrorist threat. Many people in Russia believe that the guilt for the emergence of ISIS largely lies with the United States, while the policy that the Americans are carrying out in Syria is a repetition of the experience of the 1980s, when America supported the Afghan mujahedeen in their fight against the Soviet Union."
The re-emerging trend to section the region into spheres of influence also undermines the joint fight against terrorism. "Competition makes it simply impossible to work together, playing into the hands of radical groups," Isayev said 
Sides understand the challenge
According to Suslov, Bortnikov's remarks about possible cooperation between the countries’ security services indicate that there is an understanding in Washington and Moscow that the current contradictions between them only benefit terrorists.
"This is the first sign that we are entering the phase of 'mature confrontation,' when disagreements on some issues (Ukraine) do not prevent the parties from engaging in dialogue on other issues, and even partially cooperate," said Suslov.

Fighting the Islamic State of Iraq and Syria (ISIS) in Iraq is inevitable because there is only one conclusion: you chase them or they chase you. There is no border demarcation, and no one recognizes the authority of the other. Iraqi forces are taking the lead in the city of Tikrit, one of the two most important Iraqi cities seized by ISIS.
They are also progressing in most of Saladin province and will most probably free it from terrorist groups, but just for a short period, because there are Iranian forces and sectarian militias fighting alongside the Iraqi army. Photos and information arising from there depict sectarian crimes.
The liberation of Tikrit and every inch of Iraqi territory is a national duty that expresses the integrity of the state’s authority. The city and its suburbs will remain within the boundaries of the Iraqi state.

However, if the aim is simply to control Tikrit and expel ISIS, with sectarian infighting and political alliances, it will be a temporary victory, and ISIS will return to the city with local support. The war has become sectarian and ethnic, with militias backed by Iranian forces intimidating the inhabitants of the besieged regions.
Most of the military activities on the ground are aided by the West. The United States provides precious intelligence information, observing the movements of terrorists and monitoring the status of the territories under their control.
It looks like a Shiite-Sunni war that has nothing to do with the state or the liberation of lands from ISIS. Will Iraqi Prime Minister Haider Abadi, who is supreme commander of the armed forces, be able to stop the sectarian war after the liberation of these areas? Unfortunately Sunnis are angry with him, though they were happy with his election because he promised to work on reconciliation. They now believe that he is weak.

Resemblance to Syria

They fear that the situation will get out of control. They will face the same fate as Syria, where clashes have turned into wars between Alawites and Sunnis, despite the denial of the regime in Damascus. It is now obvious, especially with the involvement of Hezbollah and the Iranian Revolutionary Guard. What is happening in Tikrit and Saladin province is similar to what is happening in Syria, with practically the same identities.
The Americans have to understand the nature of the fighting. They found themselves dragged back to Iraq because of ISIS provocations through heinous crimes and the threat to the Iraqi government during the last days of former Prime Minister Nuri al-Maliki’s term. His administration administration sustained defeats, which enabled extremists to seize important sites and threaten the capital.
Although the Americans played an active role in the resignation of Maliki, and later acknowledged that his policies were behind the current disasters, they are now fighting in a trench similar to his camp, helping sectarian groups.
They might be able to free all Iraqi territory and eradicate ISIS and other rebels, but this war will be followed by a sectarian one similar to Syria’s. How will the United States benefit from supporting the Iraqi army without a political process that makes everyone a winner?

Western role

The Americans should realize that they have become part of the region’s repugnant sectarianism, fighting alongside Alawites in Syria and Shiites in Iraq, while negotiating with Shiite Iran on the nuclear issue. All three scenarios are against Sunnis, or at least this is how it seems. The Americans have put themselves in an unprecedented, terrible trap.
We hoped, and are still hoping, that the United States will participate in isolating Assad, the Syrian regime and its sectarianism, and support the moderate opposition that includes all religions and ethnic groups. We hoped that Washington would refrain from supporting the government in Baghdad unless it agreed to become representative of all Iraqis.
Widening the sectarian wars in the region will not serve the West. Al-Qaeda, ISIS, Al-Nusra, Hezbollah, Asaib Ahl al-Haq and others are nothing but the outcome of such blind fighting. The West should help promote moderate civilian institutions against religious hardliners, not support the latter to achieve victories in wars against temporary opponents.

ISIS' Worst Nightmare: The U.S. and Russia Teaming Up on Terrorism

Can the United States, European Union and Russia cooperate against the burgeoning common threat posed by the so-called Islamic State, even as their diplomats cross swords over the most recent escalation of fighting in Ukraine? The short answer is yes, but the path to cooperation will not be easy. The hard truth is that even when relations were good, counterterrorism cooperation was never as robust as many had hoped after 9/11. This was because of a fundamental conceptual gap about the nature of the terrorist threat.
For the United States, the threat comes in the guise of foreign radicals, determined to undermine the institutions of American society. That is the lesson Washington drew from 9/11 as it formulated its response. Al Qaeda in fact might have had a more limited goal of driving the United States from the Middle East, but Washington depicted the threat as one against the West's fundamental democratic values. For Russia, the terrorist threat is inextricably linked to separatism. That was the lesson Moscow drew from Chechnya as it formulated its counterterrorist policies. There were quite a few radical Islamists among the Chechen fighters even in the 1990s, but Moscow primarily saw them as a group determined to carve off territory for an independent secular state, not necessarily to destroy Russian society as such.
In the 2000s, that disparity complicated counterterrorism discussions. The United States was interested in intelligence sharing on Al Qaeda; the Russians wanted information on exiled Chechens that they suspected of supporting violent separatism. Neither had much to offer the other, because their collections of priorities were focused on the main threat to their own countries, not on helping the other deal with its problem. Worse, from Moscow’s perspective, the West granted refuge to Chechens it considered terrorists.
But the rise of the Islamic State might begin to close this conceptual gap. The leaders of the North Caucasus’ umbrella terrorist organization—Caucasus Emirate—may be divided over whether to back ISIS or Al Qaeda in their rivalry, but they are now more aligned with the vision of caliphate propagated by both of these terrorist organizations. At the same time, the formation of a terrorist protostate on the ruins of Syria and Iraq draws a link between terrorism and separatism that has been peripheral in American concerns. Unlike Al Qaeda, ISIS is not seeking a haven in an independent state or ungoverned territory, it is seizing land to form a state. It actively recruits foreign fighters, brings them to its state for training and then returns them home to wreak havoc. Of ISIS’ estimated 15,000 foreign fighters, 3,000 hail from the West and about 1,000 are Russian-speaking jihadists. Some have already trickled back to their homes in Europe and Russia to stage attacks. More are on the way. Others, such as Amedy Coulibaly, the Paris hostage-taker, and Rustam Asilderov, a leader of the Dagestani branch of the Caucasus Emirate, pledged allegiance to ISIS without traveling to the region.

As a result, for perhaps the first time in the counterterrorist struggle, the United States, European Union and Russia share a common concrete enemy in the form of ISIS. None of them can afford to tolerate the existence of a terrorist quasistate, which is actively training its nationals and interested in acquiring weapons of mass destruction. Nor can the U.S., EU and Russian leaders sit and wait for ISIS to decide if it should escalate from executing citizens of Western and post-Soviet states to launching sustained terrorist campaigns against them.
The United States, EU and Russia could begin to cooperate against ISIS by taking small, concrete, pragmatic steps, mirroring their cooperation in the initial phases of the U.S.-led campaign in Afghanistan. These steps could include sharing intelligence on ISIS and cooperating in joint special operations against key targets. Russia could also supply advisors, training programs and more arms to the Iraqi forces and Kurdistan forces, in coordination with the West.
To be sure, the recent escalation of deadly violence in eastern Ukraine will complicate any effort to work together on counterterrorism. Nevertheless, while the United States and EU will continue to resist what they see as Russia’s unacceptable conduct in the Ukraine crisis, the West should not lose sight of the contribution that Moscow could make in countering terrorism. The upcoming Summit on Countering Violent Extremism in Washington provides an opportunity to launch a high-level dialogue on Western-Russian counterterrorism cooperation. Such cooperation will not make the Ukraine crisis easier to resolve, but it could help degrade the deadly ISIS threat and retard the dangerous deterioration in Western-Russian relations.

It’s Up to the United States to Solve Boris Nemtsov’s Murder - Bill Browder

Whatever the alternative theories about who killed Russian opposition leader Boris Nemtsov on February 27, there is one thing for certain: Vladimir Putin had a clear motive.
There’s another thing for certain: Putin and his law enforcement agencies will do everything in their power to cover up the truth about this crime. I can back this up from my own personal experience with the Russian justice system.
I know how Russian law enforcement works in cases like this, and no matter how many “investigations” are promised, the Russian authorities will make sure the state’s role in this murder never sees the light of day.
When my lawyer, Sergei Magnitsky, uncovered a high-level government corruption scheme in 2008 and testified against the officials involved, he was arrested by the same officials he testified against and thrown into pre-trial detention for 358 days. There, he was tortured in an attempt to get him to withdraw his testimony. When his health broke down from all the torture, he was denied medical attention. After months of agony, on November 16, 2009, his condition turned critical. It was only then that his jailers transferred him to a detention center with a hospital wing. But when he arrived, instead of putting him in the emergency room, he was put in an isolation cell where eight riot guards with rubber batons beat him until he died.
The Russian government cover-up started from the moment Sergei’s heart stopped beating. The official prison account stated that Sergei Magnitsky died on the resuscitation table in the hospital wing of the prison, after doctors tried to save his life at 9:50 p.m. And yet the civilian doctor called in to help Sergei that night testified that he found Sergei dead on the floor of an isolation cell at 9:15 p.m. He noted that his death had occurred at least 15 minutes before he arrived, meaning that Sergei was dead for an hour before the prison officials supposedly tried to save his life.
The morning after Sergei died, his mother and lawyers were told by the prison staff that he had died from pancreonecrosis, rupture of the abdominal membrane and toxic shock. Later that day, the Interior Ministry said he died from heart failure, with no signs of violence.
Sergei’s family twice requested an independent autopsy. Both requests were denied, because, the authorities told the family, “there was no reason to doubt the independence of the state pathologist.” Sergei was buried on November 20, 2009, without any independent third-party medical evaluation or autopsy. The bruises on his hands from the struggle he underwent in his final hours were still visible as he lay in the coffin.
The Russian government chose to ignore international demands to open a criminal investigation into Sergei’s torture and death. It also chose to ignore the findings of an independent prison watchdog, the Moscow Public Oversight Commission, which reported in December 2009 that Magnitsky was systematically tortured, and his right to life had been violated. The Russian Federal Security Service (the FSB) refused all requests from Magnitsky’s mother for access to records about her son, telling her that they didn’t concern her.
All of the state officials who were complicit both in Sergei’s unlawful arrest, detention and murder and in the financial crimes he uncovered have been exonerated. Some were even promoted and given state honors. Perhaps most shockingly, the Russian government decided to put Sergei on trial for the trumped up crimes they originally arrested him for three years after his death. It was the first ever trial against a dead man in Russian history.
The sadistic way Sergei Magnitsky was treated before and after his death shows exactly how far the Putin regime is willing to go in order to cover up the actions of its corrupt officials.
And Magnitsky is only one of a list that’s too long and growing longer—people who tried to speak out and confront the corruption eating away at the soul of Russia only to be killed for their efforts. People like journalist Anna Politkovskaya, regime critic Alexander Litvinenko and human rights advocate Stanislav Markelov.
A list that, as of last Friday, now also contains Boris Nemtsov.
If Putin himself is indeed complicit in the murder of Boris Nemtsov, one can only imagine the lengths he will go to cover up his own involvement.
Already, in fact, it seems that the cover-up has started. All of the CCTV cameras surrounding the crime scene were said to have been conveniently “under repair” at the time of the murder. When journalists challenged that assertion with photos of dozens of cameras on the walls of the Kremlin, the Russian authorities then said the cameras were all pointed in the wrong direction.
There’s some grainy footage from a nearby municipal camera, but, at the exact moment of the murder, a large snowplow blocks the camera’s view. There was no snow on the streets that night.

Kuwaiti newspaper Al-Jarida reported Saturday that President Barack Obama blocked an Israeli air force attack on Iran’s nuclear facilities in 2014, Ma’an reported.
Al-Jarida quoted “well-placed” sources that said Prime Minister Benjamin Netanyahu had decided to carry out air strikes against Iran’s nuclear program after consultations with minister of defense Moshe Ya’alon, foreign minister Avigdor Liberman and the IDF brass.
The decision came, according to al-Jarida, in response to U.S. and Iran secret talks—behind Israel’s back—over Iran’s nuclear program.
According to the report, Netanyahu et al agreed after four nights of deliberations (not 1,000 nights, mind you) to assign IDF chief of staff Benny Gantz the preparation of an attack against Iran’s nuclear facilities.
The same sources said Gantz prepared the plan, for which Israeli fighter jets trained over several weeks, including test flights in Iran’s airspace, after breaking through its radar.
However, goes the Al-Jarida report, a certain Israeli minister “who has good ties with the U.S. administration,” revealed Netanyahu’s plans to Secretary of State John Kerry, and, as a result, Obama threatened to shoot down those pesky Israeli jets before they could reach their targets in Iran.
As a result, Netanyahu had to abort the operation and since then relations between Israel and the United States have been declining, concludes the report.

Grand Ayatollah Mahmoud Hashemi Shahroudi (Persianمحمود هاشمی شاهرودی‎, born 1 September 1948) is a moderate[1] Iranian politician and Shia Marja.[2][3][4] Hashemi Shahroudi was the leader of theSupreme Council for the Islamic Revolution in Iraq, which has caused objections to his serving as the Head of Iran's Judiciary from 1999 until 2009. He is currently a member of Iran's Guardian Council.[5]
Upon accepting his position as the Head of Iran’s Judiciary, Shahroudi proclaimed: "I have inherited an utter ruin from the previous judiciary.", referring to Mohammad Yazdi's 10 years in office.[6][7] He appointed Saeed Mortazavi, a well known fundamentalist and controversial figure, prosecutor general of Iran. Later when Mortazavi lead the onslaught of the judiciary against Khatami's reform movement, Shahroudi was prevented by regime hardliners from stopping Mortazavi's violent acts against dissidents or removing him from power.[8] In July 2011 Shahroudi was appointed by Supreme Leader Ali Khamenei to head an arbitration body to resolve an ongoing dispute betweenMahmoud Ahmadinejad and the parliament.[9]

§Appointment as Chief Justice[edit]

In 2001, the judiciary prosecuted several reformist members of parliament for speeches and activities they had carried out in their capacity as MPs. The Iranian constitution grants immunity to members of parliament during their tenure, and the courts have no right to put MPs on trial for speeches given in parliament. The incident led to a major conflict between Iranian president Mohammad Khatami and Chief of Judiciary Hashemi Shahroudi. In a letter, Khatami protested the courts' prosecution of MPs, insisting the act contravened the political immunity which the Iranian Constitution has provided for the deputies. The notice prompted Hashemi Shahroudi to respond, calling Khatami's letter "a surprise." "Since judges, according to the Constitution and ordinary laws as well as the jurisprudential principles, are independent in their interpretation of the law and issuing verdicts, nobody -- not even the judiciary chief -- has the right to impose its interpretation of the law on judges," Shahroudi said in part of his letter to President Khatami.[10] Shahroudi denounced reformist MPs, stating they weakened parliament by defending "westernized" journalists and other liberals.[11] While the Iranian constitution does state in Art. 167 that judges need to adjudicate on the basis of Islamic sources in cases where no codified law exists, this was clearly not the case with regard to immunity of standing members of parliament. Shahroudi's commentary must be interpreted as being politically motivated, and is symptomatic of his failure to strengthen the rule of law during his tenure.

§Decriminalization Bill[edit]

The decriminalization bill (in Persian: تعيين مجازات‌های جايگزين) refers to a legal bill submitted by the Iranian Judiciary to the parliament. It aims at substituting imprisonment and execution by educational workshops and social penalties. The bill is considered one of the most important legal bills prepared by the Iranian judiciary during Shahroudi's tenure.
According to the bill, for all minor crimes, whose punishment is less than six months of imprisonment, imprisonment will be substituted with social penalties. This category of crimes include crimes related to traffic, environmental, medical, family, cultural and hunting offenses. The bill also demands that criminals undergo an educational or skill training course convened by the judiciary system.[12][13]
The bills also addresses the crimes conducted by minors in the three age categories 7-12, 12-15 and 15–18 years old. It is reminiscent to the Iranian criminal law of 1925. According to the bill, minors can no longer be executed. The bill is based on several years of continuous discussion with religious scholars at the seminaries.[14][15]
According to the bill, the crimes conducted by children of 7–12 years old is not punishable. For the age categories 12-15 and 15-18, imprisonment is replaced by mandatory training and education programs. For the age category of 15-18, execution is applied for crimes like murders if and only if the judge is confident that the criminals are mentally developed as adults and the crime is conducted intentionally and with a well-thought-out-plan. However, both teenagers and young adults (older than 18) with low mental development, cannot be sentenced to death.[16]
In 2009, the bill was approved by the judiciary commission of the Iranian parliament. The bill will be ratified after the approval of the parliament and the guardian council.
Shahroudi is most notable in the West for instituting Iran's 2002 moratorium on stoning as a form ofcapital punishment. The penalty remains on the books however, leaving open the possibility that the moratorium could again be overturned as it was in 2006 and 2007.[17][18][19][20]

§2009 Bill on Iran's Bar Association[edit]

In 2009, Shahroudi offered a bill to the Iranian parliament that targets the independence of Iran's Bar Association.[21][22] According to this bill, lawyers will be watched by the Iranian ministry of Intelligence and their credentials depend on the approval of the intelligence service.

§Restriction of media[edit]

In 2009, Shahroudi issued an order to restrict people's access to Iranian Satellite TV Channels and to prosecute staff of Satellite TV Channels whose opinion is not in line with that of the Islamic Republic.[23] People who support these channels and internet users who act not according to the line of the constitution, can be punished with up to five years of imprisonment.

§Current activities[edit]

In July 2011, Shahroudi was appointed by the Supreme Leader Ali Khamenei to head an arbitration body to resolve an ongoing dispute between president Ahmadinejad and parliament. The five-member body Shahroudi heads is made up of "hard-liners known for their opposition to any reforms within the ruling system", according to the Associated Press news agency.[9] The appointment was seen as a move to sideline or weaken former President Hashemi Rafsanjani who heads theExpediency Council, a body set up to arbitrate disputes within the ruling system in the Islamic Republic.[9] Rafsanjani had alienated Khamenei and the Islamic establishment with "his tacit support" for opposition to the controversial June 2009 presidential elections results that re-elected president Ahmadinejad.[9]

§Criticism[edit]

Shahroudi has received criticism from a number of Iranian scholars and lawyers. Mostafa Mohaghegh Damad, a well known Iranian scholar and expert on Islamic law, wrote a letter of criticism in August 2009.[24][25][26]

Supreme leader of Iran, Shia cleric – novel reader?
Yes, it turns out the Supreme leader of Iran, Ayatollah Ali Khamenei, enjoys kicking back with a good read, just like the rest of us.
Mr. Khamenei recently revealed his secret passion in a series of tweets on his very own Twitter account, @khamenei_ir, declaring himself an #AvidReader.
"I've read many novels and poems," the 75-year-old religious leader told his 100,000-plus Twitter followers.
Tough to imagine Iran's supreme leader relaxing with "Pride and Prejudice," or "Romeo and Juliet?"
That's because his favored literature is more ... revolutionary in nature.
In a series of tweets, Khamenei said his favorite authors include Soviet writers Mikhail Sholokhov and Alexei Tolstoy.
Sholokhov is the better known of the pair. He won the Nobel prize in 1965, for writing about the life of a Coassack village during Russian revolution in "And Quiet Flows the Don."
Alexei Tolstoy, who wrote "The Ordeal," a trilogy about the October Revolution, is lesser known.
"A distant relative of Leo Tolstoy, Alexei Tolstoy was a former nobleman who became a major Soviet artist," writes the UK's Guardian.
His literary choices are interesting given that Khamenei succeeded Ruhollah Khomeini, the leader of the Iranian Revolution, after Khomeini's death in 1989. Khameini is the most powerful figure in Iran, and is the ultimate authority on the country’s international and domestic policy.
Daniel Kalder, an author who has written a series of pieces about dictators and literature for the Guardian, called the authors “very interesting choices, especially the Alexei Tolstoy."
“Both Sholokhov and Tolstoy were very pro-regime writers, but Sholokhov was recognised internationally, and won the Nobel prize, so everyone knows him as a good writer. Alexei Tolstoy though is a very interesting figure. He was on the ‘wrong side’, anti-Bolshevik, became an émigré, and then he returned,” said Kalder. “He was so skilled at giving the regime what it wanted that he made it through Stalin’s repressions. He was able to adapt, and it looks like his text is too.”
Not everyone is pleased to find a fellow reader in Khamenei, however.
Cathy McCann of PEN International finds bitter irony in the Ayatollah's tweets.
That's because Khamenei is the ultimate authority in a country rife with censorship where writers are persecuted and more than 20 writers are currently held in Iranian jails, according to PEN International.
“In spite of pledges made by President Rouhani to protect and promote freedom of expression, the new administration has not made any significant improvements in this respect to date,” she said in response to Khamenei's tweets. Although some “cosmetic” gestures have been made, she continued, “dozens remain behind bars and arrests are continuing. Writers facing persecution continue to flee Iran in large numbers, and many report continued harassment by the authorities towards family members who remain in the country.
“In the light of this, Ayatollah Khamenei’s comments are an insult to all readers and writers in Iran.”

Iranian Supreme Leader Hospitalized - Inside Israel - CBN News - Christian News 24-7

JERUSALEM, Israel -- Iranian Supreme Leader Ayatollah Ali Khamenei, 76, was hospitalized in critical condition Wednesday, according to several unconfirmed media reports.
Doctors discovered the extent to which the cancer had spread during surgery last September, diagnosing it at stage 4 and saying he had up to 2 years to live.
According to some reports, his condition has not been announced publicly as his successor is sought.
Khamenei, who has served as Iran's supreme leader since 1989, has frequently referred to Israel as a malignant tumor that must be excised, a rabid dog that must be destroyed and other similar remarks.
Earlier this week Israeli Prime Minister Benjamin Netanyahu told a joint session of Congress, "Iran's Supreme Leader Ayatollah Khamenei spews the oldest hatred, the oldest hatred of anti-Semitism with the newest technology. He tweets that Israel must be annihilated -- he tweets. You know, in Iran, there isn't exactly free Internet. But he tweets in English that Israel must be destroyed."
