US to 'Reassess' Options After Netanyahu Comments

President Barack Obama has told Israeli Prime Minister Benjamin Netanyahu he will "reassess" aspects of the U.S.-Israeli relationship after the Israeli leader's comments rejecting the two-state solution. Obama delivered the message Thursday during a phone call to congratulate Netanyahu on his election victory this week, according to a White House official speaking on condition of anonymity. "The president told the prime minister that we will need to reassess our options following the prime minister's new positions and comments regarding the two-state solution," said the official. In the lead-up to the Tuesday election, Prime Minister Netanyahu told Israeli media he would "never" support the creation of a Palestinian state as a way to resolve the long-standing Israel-Palestinian crisis. On Thursday, he appeared to step away from those statements, telling several U.S. media outlets he does not object to a "demilitarized Palestinian state," but adding that is not achievable at the current time. "I don’t want a one-state solution. I want a sustainable, peaceful two-state solution, but for that, circumstances have to change," the Israeli leader told American news station MSNBC.  "If you want to get peace, you've got to get the Palestinian leadership to abandon their pact with Hamas and engage in genuine negotiations with Israel." The White House released a statement saying that during their phone call Obama stressed to Netanyahu the "importance the United States places on our close military, intelligence, and security cooperation with Israel." But Obama administration officials also signaled Thursday they do not accept the prime minister's clarifications in regards to the two-state solution, Washington's preferred way to resolve the Middle East conflict. State Department spokeswoman Jen Psaki said the U.S. "can’t, you know, forget" about Netanyahu's pre-election comments. White House spokesman Josh Earnest also said it is "pretty clear" Israel is no longer committed to a two-state solution, and warned of "consequences for actions that we take at the United Nations and other places." Washington, a permanent member of the U.N. Security council, has long used its veto-wielding power to shield Israel from resolutions that are critical of its actions toward the Palestinians. U.S. officials this week suggested the White House was reconsidering that diplomatic shield. Israel’s continued settlement activity in the Palestinian territories and Netanyahu’s outspoken opposition to nuclear talks with Iran have soured Israel's traditionally close ties with the United States. Prime Minister Netanyahu’s conservative Likud party won a surprisingly large victory over the liberal Zionist Union party in Tuesday’s parliamentary election. Pre-election polls showed the race to be much closer.

In Crimea, Adjusting to New Citizenship, New Political Realities

A year after Russia annexed Ukraine’s Crimea peninsula, its people are adjusting to new citizenship, new political conditions, and new economic realities. Russian navy and special forces blockaded and stormed Crimea's Ukrainian bases a year ago, giving the troops inside a choice: join us or leave. With a powerless government in Kyiv, most of his fellow servicemen chose Russia's military, said former Ukrainian officer Alexander, who does not want to use his last name because of the sensitivity of switching sides, but voices no regrets as he considers Russia his motherland. “The most difficult thing was that my father is left in Ukraine. I knew that I would not be permitted to go there,” Alexander said. But his father can still visit Crimea, and it helps that as a Russian military officer, Alexander makes more money now than he did wearing a Ukrainian uniform. Thirty-three-year-old Andrei refused to give up his Ukrainian citizenship. But he lives with his younger brother, another former Ukrainian military officer who chose the Russian side to provide for his two children. “It affected our relationship,” Andrei said. “It became more tense in some moments. Sometimes we have some things left unsaid; sometimes we just keep silent. And, I’m personally annoyed by some things, especially when he wears his Russian uniform.” Climate of Fear Members of Crimea's Tatar minority community have been the most outspoken opponents of Russia's moves to annex Ukraine's Black Sea peninsula, and now they are afraid. A year later, Tatars say there is a climate of fear because activists and their relatives have been intimidated, abducted, and even killed Rifat Ametov buried his brother Reshat the same day Russia signed the law to annex Crimea. Reshat, a Tatar critic of Russia's moves on Crimea, was abducted, tortured, and murdered. No one has been held responsible and authorities, Ametov said, have stopped investigating. “We have video materials. And, some clues where those people (the killers) came from. Nevertheless, they say these people are unknown, that they cannot find them. How can you trust such authorities?” Ametov said. Abdureshit Dzhepparov said his son Islyam was a good athlete and student but, unlike himself, was no activist and had no interest in politics. The 19-year-old was abducted in September. Along with his 23-year-old cousin, he was shoved into a car by men in black uniforms, according to witnesses. Neither has been seen since, and no one has been arrested for their kidnapping. Dzhepparov thinks Russia's security services were involved.  The reason -- he said -- is his work as a former deputy in the Crimean Tatar Mejlis, a representative body that addressed the community's concerns.   He believes the kidnapping “was prepared for a long time. They prepared it thoroughly. It was not the work of two or three men." Since Russia took over Crimea, authorities have banned some Tatar leaders and pressured the Mejlis out of its offices, making it hard to operate, said activist Zair Smedlya. “Over the past year, we saw murders, kidnappings of activists, searching of madrassas and mosques, even the houses of the activists, and illegal arrests and detentions.  All this is being done to Crimean Tatars, like the rest of the population, to instill fear,” said Smedlya. Russian and Crimean authorities have denied any official abuses and maintain that life under Russian rule is better for Crimean Tatars. Doing Business The change of sovereignty hurt the economy, in part because of international sanctions imposed on Russia because of the annexation and Moscow’s role in the separatist conflict in eastern Ukraine. Western sanctions have left Crimea a cash-only economy. Automatic teller machines don’t work, credit cards aren’t accepted, the banking system is limited. There are restrictions on foreign tour groups and investment. Crimea has long been a popular vacation destination for both Ukrainians and Russians. But since last year, fewer Ukrainians visit. Tourist numbers have dropped by half. Tour owner Alexander Yurchenko raised prices to maintain his income but complains of strict border controls and bureaucracy. “Like the Chinese say to their enemies, ‘we wish you live in times of change.’ Any changes when a person is already 45, 50, or 60 years old and he’s been doing the same thing for the last 15 years, when he’s got everything organized, especially the tax-paying and all the problems connected with this issue -- then everything changes again -- that brings a lot of negative reactions,” Yurchenko said. On the other hand, Russia's declining economy means fewer Russians can afford to travel abroad, so more visit Crimea. This year, occupancy rates have recovered, said Anastasia Fedoseeva, the managing director of the Yard Hotel. “The main problem was finding new partners and contacts because the old tour operators [in Ukraine] cannot work with us anymore. Also, we had problems with this bank system while it was being adjusted,” she said. But, she said, “I think in the coming season we will not have any problems like that.” Other companies are adapting, too. Oleg Krinitsyn is searching for Russian suppliers for his cheese shops, since shipments from mainland Ukraine now take weeks instead of just a few days. “We’re not planning to develop our business further any time soon because we don’t know how things will shape up or which way the political winds will blow,” Krinitsyn said. “But, in any case, everything should be in order someday. And, only after we’ll make conclusions whether to stay here and develop further or close the business and leave [Crimea].” Waiting to See  Many people in Crimea are watching to see what will come next. Andrei, who kept his Ukrainian citizenship, said his family and his employer urge him to switch to a Russian passport so he is completely legal and has access to social services. Although he thinks Russia isn’t likely to give up the peninsula any time soon, Andrei doesn’t plan to switch passports, and he doesn’t plan to leave Crimea, as long as he can keep his job. “I’m following the news, and I can see what’s happening in Kyiv. They have enough to deal with without Crimea right now. In any case, the hope exists and I have friends I stay in touch with who also have great hopes that Crimea will return back” to Ukraine, he said.

2 Police Killed in Kashmir

Militants stormed a police station in Indian Kashmir and opened fire, killing two police officers, local authorities said. At least three militants attacked the station Friday in the Kathua district of Kashmir's Jammu region. Security forces have been called into the region to control the violence.  India and Pakistan both claim all of Kashmir, which is divided by a Line of Control - a de facto border. The neighboring countries have fought two of their three wars on their rival claims to the Himalayan region.

Obama Urges Progress on Iran Nuclear Deal

In a greeting to Iranians marking the Persian new year, U.S. President Barack Obama told them this year represents the "best opportunity in decades" to pursue a different relationship between the United States and the Islamic Republic. Iranians are celebrating Nowruz as a March 31 deadline approaches for reaching a framework agreement to limit Iran's nuclear program in exchange for lifting international sanctions against Tehran. "This moment may not come again soon. I believe that our nations have an historic opportunity to resolve this issue peacefully, an opportunity we should not miss," Obama said in video remarks released Thursday. The president said Iran's leaders should choose a "reasonable" nuclear deal, which he said would end Iran's international isolation and provide "greater opportunities for the Iranian people." WATCH: President Barack Obama's Nowruz message to Iranian people If a deal is not reached, the president said Iran will continue "on the path it’s on today, a path that has isolated Iran, and the Iranian people, from so much of the world, caused so much hardship for Iranian families, and deprived so many young Iranians of the jobs and opportunities they deserve." Iran's foreign minister, Mohammad Javad Zarif, said Friday via Twitter that "Iranians have already made their choice: Engage with dignity. It's high time for the U.S. and its allies to choose: pressure or agreement." U.S. Secretary of State John Kerry will meet his Iranian counterpart Mohammad Javad Zarif on Friday for what is supposed to be the final day of the current round of talks in Lausanne, Switzerland. American and European officials have said a breakthrough is not likely, adding the talks may be extended. U.S. officials are also downplaying a report suggesting Washington and Tehran are drafting elements of a nuclear deal that commits Iran to a 40 percent cut in the number of machines it could use to make an atomic bomb. The Associated Press report, which quoted unnamed officials, said that in return Iran would get quick relief from some crippling economic sanctions and a partial lifting of a U.N. embargo on conventional arms. State Department spokeswoman Jen Psaki on Thursday dismissed such reports as "inaccurate" and insisted no draft document is circulating. "The fundamental framework issues are still under comprehensive discussion," she said, "and obviously that is what the secretary [Kerry] is focused on now."

15 Killed in Indian Train Derailment

Three coaches of a passenger train derailed Friday morning in northern India, killing 15 people. At least 50 people were injured in the accident in Uttar Pradesh state. The train derailed after the driver apparently overshot a signal, causing the engine coach and two adjoining coaches to derail, a railway spokesperson said. Accidents are common on India's railroad network, one of the world's largest. Indian trains carry more than 20 million people per day.

Japan Arrests Suspect in US Embassy Threats

Japanese police said Friday they have arrested a man who threatened to bomb the U. S. embassy in Tokyo. Police say Okinawa resident Mitsuyoshi Kamiya made phone calls threatening to bomb the embassy, as well as Camp Schwab, a U.S. military base on the southern Japanese island. Local media report the 52-year-old Kamiya is also believed to be behind recent death threats against U.S. Ambassador Caroline Kennedy and other American diplomatic officials. On Thursday, U.S. State Department spokeswoman Jen Psaki said Japanese police arrested a man in connection with the threats against both the embassy and the ambassador. "We take any threats to U.S. diplomats and U.S. diplomatic facilities very seriously. We... have been working for several weeks with the Japanese government," she said. Japanese authorities say Kamiya has admitted to the bomb threats, though a motive has not been discovered. He has not been charged with making the threats against Ambassador Kennedy. Many Okinawans resent the presence of the tens of thousands of U.S. troops stationed on the island, citing troop behavior, noise pollution and the dangers of an aircraft crash on the densely populated island. The threats surfaced as U.S. first lady Michelle Obama was in Japan for a three-day visit aimed at promoting her global education initiative for girls and women. The developments follow an attack earlier this month on the U.S. ambassador to South Korea, Mark Lippert. He needed 80 stitches to close a wound on the right side of his face following the attack, which was carried out by a North Korea sympathizer.

Trial of US Marine Charged with Transgender Murder to Start Monday

The trial of a U.S. Marine accused of murdering a Philippine transgender in October is starting Monday. The trial begins almost one year after the two countries signed a much-vaunted military agreement. Private First Class Joseph Scott Pemberton was charged with murder after Jennifer (formerly Jeffrey) Laude, who was last seen with him, was found dead on October 11 in a hotel bathroom in Olongapo City in Subic Bay.  Harry Roque, an attorney for the Laude family, said the court and Pemberton’s lawyers attempted three times to get the family to agree to a lesser charge of homicide, which in the Philippines is a bailable offense, unlike murder. “We have rejected all posture and we have maintained our position that we want to see justice served and we want to see Pemberton behind bars - for life,” said Roque. The killing happened just one day after joint military exercises between the two countries had concluded. The 19-year-old Pemberton was among the participants. The exercises capped a year that saw the strategic relationship between the Philippines and the U.S. at its strongest in recent years.  President Barack Obama visited in April on the day the two countries signed a new agreement that would see more American troop visits and give them space at Philippine bases to store ready-to-use military hardware. Nationalist groups oppose the agreement and filed petitions with the country’s high court questioning its constitutionality. Implementation of the new deal is on hold pending the Supreme Court decision. After the killing, the groups renewed their call to junk the Visiting Forces Agreement with the U.S. They vehemently oppose a provision in the VFA that calls for any U.S. military personnel facing criminal charges to be in U.S. custody through the entire duration of judicial proceedings.  U.S. personnel are holding Pemberton at the Philippine military’s main headquarters in metro Manila. Renato Reyes, secretary-general of the New Patriotic Alliance party, said national sovereignty is at stake in the case. “It’s good that the trial will be starting and that’s a step forward in trying to achieve justice but it’s really a shame that up to now Pemberton remains in U.S. custody in clear violation of our sovereignty,” said Reyes. The Foreign Affairs Department sought a waiver on the custody rule. But the U.S. refused, citing terms of the VFA.  But public passion over the case has waned in recent months. The country has been more engrossed in a bungled January operation in Mamasapano town on southern Mindanao Island. The effort to capture two internationally wanted terrorists resulted in nearly 70 deaths - mostly of police - after a prolonged gunbattle between police commandos and Muslim rebel factions.  Center for Strategic and International Studies Programs Director Carl Baker said that as the trial gets under way, three things will make the public take notice once again. “You have the influence of the Mamasapano incident.  You have the fact that the Americans have said ‘We’re going to maintain custody of him based on the VFA,' and then you’re also going to have the problem of frustration with their own legal system,” said Baker. A Philippine Senate committee report on the Mamasapano incident shows at least six Americans at a police command post provided intelligence, maps, equipment and cooperation, but never joined in the fighting.  As part of the VFA, the U.S. does counterterrorism training in the Philippines, but does not take part in any combat operations.  Apart from the nationalists wanting U.S. troops out of the country, CSIS programs director Baker does not foresee a major effort to end the U.S. presence.  He said the Philippines is more concerned with maintaining a minimum credible defense posture against a very visible China, and it needs the U.S. to do that.
