NATO will commence the process of testing and refinement of the Very High Readiness Joint Task Force (VJTF) during part one of Exercise NOBLE JUMP, from 1-10 April 2015. The VJTF is being established as a part of an overall enhancement to the NATO Response Force in order to address new security challenges on NATO’s southern and eastern peripheries. The NOBLE JUMP ‘Alert Exercise’ being conducted in early April is the first time that high-readiness units will practice responding to rapid ‘orders to move’ under the new VJTF framework. As such, this event represents a learning process that will allow NATO military staff to identify both successes and shortfalls during the early stages of the development process. Increasingly complex exercises, trials, and evaluations will be conducted throughout 2015 and 2016 in order to develop, refine and implement the VJTF concept into the framework of the NATO Response Force. Examples of future training activity include part two of Exercise NOBLE JUMP from 9-20 June 2015, where units assigned to the VJTF will deploy to the Zagan Military Training Area in Western Poland, as well as Exercise TRIDENT JUNCTURE 2015 in Italy, Spain and Portugal from 21 Oct – 6 Nov 2015.

Meet NATO’s new rapid-reaction task force, now in initial training - WP:

Air Force Gen. Philip Breedlove, the commander of U.S. European Command and supreme allied commander of NATO operations, has said repeatedly that the whole NATO Response Force needs to be ready. He said at a forum in Brussels last month that NATO isn’t just establishing the high-readiness task force, but also working to speed up how the rest of the response force moves.
Breedlove told the House Armed Services Committee in February that Europe will be the primary contributor of land forces for the high-readiness task force, but the United States must contribute some troops to help with cohesiveness.

“Yes, they supplied some military equipment to the Baltics, so what? Do you want to compare the number of that military equipment to what Russia currently has? But that’s the thing – nobody knows the exact numbers of what Russia has in terms of its military capacity. It’s a mystery,” he said.

Russia says concerned by Finland, Sweden moves towards closer ties with NATO

MOSCOW, April 12 (Reuters) - Russia's Foreign Ministry said on Sunday that moves by Finland and Sweden towards closer ties with NATO were of "special concern".

The comments were published in relation to an article in daily Aftenposten, where in a joint declaration, the defence ministers of Sweden, Norway, Finland, Denmark and Iceland said Northern Europe must prepare for possible crises or incidents because of Russia.

Finland, which borders Russia, and Sweden are not members of NATO but have increased cooperation with the trans-Atlantic alliance, and the joint declaration has been among their strongest responses to Russia's aggression. (Reporting by Vladimir Soldatkin; editing by Jason Neely)

EINDHOVEN, The Netherlands (Reuters) - Dutch troops gathered at an air base on Thursday as part of an 11-nation exercise to test NATO's new rapid response targets that have been tightened following concern over new Russian assertiveness.
Given just 48 hours to deploy, around 200 soldiers arrived at the air base near Eindhoven with the vehicles, weapons, equipment, food and water they would need if they had to fly abroad at short notice to confront an emergency.
Previously, NATO's rapid reaction force was expected to respond within five to seven days, but leaders of the Western military alliance decided last September that faster times were needed to meet new geo-political threats.
"We are able to get everybody processed and supplied to be on the airplane within 48 hours," said Captain Rob Morsink, from the Dutch 11th Air Manoeuvre Brigade. "We basically confirmed that that's not an issue at all."

The rehearsal was part of a Europe-wide exercise involving more than 1,500 soldiers. A rapid reaction unit in the Czech Republic was also told to prepare to move, while nine other NATO allies tested their headquarters' responses to alert procedures.
"We have 900 German troops being recalled to four garrisons right now and checking their ability to deploy," said Polish Colonel Mariusz Lewicki, a top NATO military planner.
After being given notice to deploy on Tuesday, the Dutch and Czech units recalled their soldiers to base and had the lead troops ready to move in as little as eight hours, Lewicki said.
Surprised by the speed of Russia's military intervention in Crimea last year, NATO leaders have approved wide-ranging plans to boost the alliance's defenses in eastern Europe and create a new "spearhead" rapid reaction force with 5,000 soldiers.
While that force is not expected to be fully operational until 2016 or 2017, NATO is trying to hasten the response time of its existing reaction force, whose troops are supplied this year by Germany, the Netherlands and Norway.
NATO disappointed some eastern European allies who wanted the U.S.-dominated organization to station large numbers of troops on their territory following Russia's actions in Ukraine.
NATO hopes the rapid reaction force will nonetheless prove a deterrent by demonstrating its resolve to defend swiftly any ally that should came under attack.
Although they undoubtedly had east Europe in mind when they agreed to the new plan, the force could also respond to "risks emanating from the Middle East and North Africa," NATO has said.

Will Or Can NATO Attack Russia?

While Russia threatens to use its nuclear force against the United States and its allies if NATO moves more forces into the Baltic states or if attempts are made to return Crimea to Ukraine, military experts from all around the world are weighing in whether NATO will (or can, for that matter) attack Russia.

The questions are: how much more NATO is willing to tolerate before it loses its nerve? Who’s going to attack whom first?
ValueWalk asked these questions to Evgeni Solovyov, a retired Russian Army General and a Military Strategies and Technologies expert. “Well, it’s funny you ask it now. With the recent news of Russia threatening to start nuclear war it’s not that simple now,” he said.
“It sure seems like Russia is testing the West, particularly the United States. It also seems like Russia is okay with the fact that World War 3 can be easily started any day. I mean, could we possibly imagine some country threatening other countries – not just one country! – to use its nuclear force without getting a robust and cohesive response, like, one and a half years ago?” Evgeni Solovyov asked.
In his opinion, in case Russia pulls something similar to what it did in Ukraine – annexing Crimea and supplying weapons to pro-Russian rebels in eastern Ukraine (Donetsk and Luhansk) – NATO might respond with military force.
“It’s quite unclear whether NATO has what it takes to respond with its military force or not. Obviously, there will be a lot of discussions between NATO’s members in order to decide: to respond or not to respond. To just leave it be or to show the world that NATO exists for a reason. That would actually be a chance for NATO to demonstrate its efficiency and capability,” the retired Russian Army General said.

Solovyov believes that Russia might “surprise us all” with what it has built up during all these years. “The Kremlin is not exactly a sharing type. We will only be able to find out the actual numbers when an all-out war begins.”
General Sir Adrian Bradshaw, deputy commander of NATO forces in Europe, told The Telegraph on February 20 that such moves indicate Russia’s willingness to invade the Baltic states.
Bradshaw said the drills could be used “not only for intimidation and coercion but potentially to seize NATO territory, after which the threat of escalation might be used to prevent re-establishment of territorial integrity.”
The notes seen by The Times at the meeting between the US and Russia’s military and intelligence experts revealed that Vladimir Putin will consider any attempt from NATO’s side to return Crimea to Ukraine or to increase its presence in the Baltic states as declaration of war and threatened a “spectrum of responses from nuclear to non-military” to retain his control in the region.

NATO could push Russia to avenge

Meanwhile, Finland’s Foreign Minister Erki Tuomioja warned Tuesday that the fact that NATO is increasing its presence at the Russian-Finnish border could push Russia to avenge.
“The border between Finland and Russia is one of the most stable and calm in the world, there are no problems there. Russia thinks the same. And there are no reasons for Russia to want any problems there [in the border area]. However, NATO’s presence at this border may have such effect,” Tuomioja said. “I personally do not think that NATO plans to attack [Russia], but such an opinion exists in Russia, and we should take it into account. We don’t want any difficulties.”
He added: “We are part of EU, take part in the implementation of jointly adopted decisions, in particular on sanctions [against Russia], but not because we want to inflict long-term damage on Russia, but with the aim of facilitating ceasefire in Ukraine in accordance with the agreements reached in Minsk.”
Finland’s support for the West’s sanctions against Russia has extremely worsened political relations between Moscow and Helsinki.
“Russia says one thing but does another. I do not trust Russia at all, and I could never be in favor of purchasing Russian military jets,” Finland’s Defense Minister Carl Haglund said in February, according to Defense News.
Russian annexation of Crimea in March 2014 resulted in the worst geopolitical conflict with the West since the Cold War. The tensions have further escalated when Russia has started to supply weapons to pro-Russian rebels in eastern Ukraine. Russian-Ukrainian conflict has killed over 6,000 people over the past year and counting. Despite the cease-fire agreement reached in Minsk on February 12, the United States is still considering arming Kyiv and its forces.

NATO Makes 1st Tests of Newly Created Rapid Response Force

NATO is completing a first testing of its new force created to face new challenges from Russia.
Some 150 soldiers from the Czech army's 43rd airborne battalion have been training to be ready for deployment within 48 hours "as NATO reevaluates the risks," Maj. Gen. Jiri Baloun said Thursday. The previous NATO standard times for that were between 10 and 80 days, Baloun said.
In the Netherlands, 900 German and 200 Dutch soldiers have been doing the same. The units will be moved for further trials to Poland in June while some 25,000 NATO troops will complete the exercise of the new force in Italy, Portugal and Spain in October and November.
The units belong to NATO's new Very High Readiness Joint Task Force.

News: Comments to the media by the NATO Spokesperson on NATO-Russia founding act, NATO Missile defence systems, 06-Apr.-2015

In view of misleading media reports, this is what NATO Spokesperson Oana Lungescu actually told a Russian news outlet on Saturday (3 April) in response to a series of questions about the NATO-Russia Founding Act and NATO missile defence.

"Russia has violated international law and breached its commitments under the NATO-Russia Founding Act through its aggressive acts in Ukraine. Russia's military build-up and frequent no-notice snap exercises also run counter to the spirit of the NATO-Russia Founding Act and do not contribute to stability, transparency or predictability.

Unlike Russia, NATO continues to act in full compliance with its commitments under the Founding Act. NATO is a defensive alliance, and in response to Russia's aggressive actions in Ukraine, we have increased our military presence in the eastern part of our alliance. This presence is rotational and well below any reasonable definition of ‎substantial combat forces. Plans to set up six command and control centers in Eastern Europe are also consistent with the Founding Act, which explicitly allows infrastructure to support reinforcements. All our measures are defensive, proportional and in line with our international commitments.

Your question on the NATO Response Force is based on wrong assumptions, as the NATO Response Force is not permanently based in the eastern part of the alliance. Units making up the NATO Response Force are based in their home countries. But let me be clear: NATO will defend all Allies against any threat.

On your final question, the Secretary General has welcomed the dedicated work in Lausanne on the parameters for a joint comprehensive plan of action regarding Iran’s nuclear program. At the same time, he stressed that ensuring Iran's compliance with obligations is vital for international security.

The threat to NATO countries posed by the proliferation of ballistic missiles continues to increase. Over 30 countries have, or are acquiring, ballistic missile technology. The framework agreement does not change that fact. The aim of NATO's missile defence system, as its name clearly shows, is to protect NATO’s European Allies against ballistic missile threats emanating from outside the Euro-Atlantic area. NATO missile defence is not directed against Russia."

Russia’s Threat Will Not Work With NATO Members, Says UK Defence Minister Michael Fallon

Britain's defence secretary Michael Fallon has stated that NATO members like Romania and Britain will not be intimidated by Russia's threats. His comment assumes significance in the wake of the recent threat held by Russia against Denmark that it will not mind nuking its warships if Denmark joins NATO's anti-missile shield.
Fallon said in Bucharest that “neither Romania nor Britain will be intimidated by threats to its alliance or its members," during a visit to the city. Mikhail Vanin, Russian ambassador to Denmark, had warned in a media interview that Danish warships could be targeted by Russian nuclear missiles if the Danes join the NATO’s missile defense system. NATO has been developing bases in the Romanian town of Deveselu and also in Poland.
Russian Threat
The Russian ambassador noted that Denmark's move towards better integration with the Western alliance NATO would be a “threat to Russia,” and Denmark will have to accept the consequences, reports Independent. Vanin told the Jyllands-Posten newspaper: “I do not think that the Danes fully understand the consequences if Denmark joins the US-led missile defence shield. If that happens, Danish warships become targets for Russian nuclear missiles.” A translation of it published by the Copenhagen Post quoted Vanin as saying that it is Denmark’s decision and relations with Russia will be damaged and it would lose both money and security.
The threat comes in the backdrop of heightened tension across eastern Europe, with Western powers pushing sanctions against Russia until the terms of a Ukraine ceasefire agreement are met.
Giving Denmark’s reaction, Martin Lidegaard, the Danish foreign minister condemned the Russian diplomat’s use of threats. He called it unacceptable and said despite disagreements with Russia on many things, it is important that the tone between the two remained as positive as possible.
Destroyer to Black Sea
Offering Britain's reinforced support, the British Defence Secretary said the U.K. would send one of its newest destroyers to the Black Sea port of Constanta in the fall. He said the U.K shared Romania's concern about threats to security on the Black Sea region. NATO has decided to set up command-and-control centers in Latvia, Estonia, Lithuania, Poland, Romania and Bulgaria by the end of 2016 to address new challenges from Russia and Islamic extremists and also to reassure eastern partners of more security.
Romania is also set to become the base of a multinational division headquarters for the southeast and Poland. In an emergency, NATO expects, these centers would speed up the deployment of quick-reaction force. Meanwhile, Britain has offered 20 million pounds to Brussels to strengthen “democratic institutions across EU states” that are under the threat of intimidation from Russia. An official said it is in the long-term interest for the U.K. to see strong and stable states in Eastern Europe and a safeguard to prevent the next Ukraine.

Threatening to use force against a NATO state is unacceptable says Romanian FM

At the end of last year the Kremlin published a new version of Russia’s military policy, overseen by the country’s President Vladimir Putin. The new policy document included the consolidation of NATO’s military capabilities and the anti-missile shield in Eastern Europe among the threats to Russia’s security. Although NATO has repeatedly assured Moscow that the missile defence shield is not targeted against Russia, as its purpose is strictly defensive, Russian leaders have refused to acknowledge that and, even worse, have resorted to threats. The most recent such episode took place last week, in Copenhagen, where, in a newspaper article, the Russian Ambassador in Denmark, Mikhail Vanin, was quoted as saying that all countries that joined NATO’s anti-missile shield would be legitimate targets for Russian ballistic missiles and that if Denmark joins the NATO project, its navy will be a target for a Russian nuclear attack. Denmark’s Foreign minister, Martin Lidegaard, reacted strongly to the comments, calling the ambassador’s statement “unacceptable”. In its turn, NATO made it clear that it will defend all its allies against any threats. The American Ambassador to Copenhagen also condemned the Russian official’s statements. The Romanian Foreign Minister, Bogdan Aurescu, reacted by saying that threatening to use force against a NATO member state is unacceptable. The anti-missile shield is designed only for self-defence, as it is defined by the UN Charter, and has nothing to do with Russia, Bodgan Aurescu has pointed out. Romania came under a lot of pressure when it became part of NATO’s ballistic shield system, and so is Poland and anyone else who wants to join in this defensive capability, NATO's top military commander, U.S. Air Force General Philip Breedlove has said in Brussels. In the meantime, in the context of Crimea’s annexation by Russia and the armed conflict in eastern Ukraine, both NATO and the Russian Federation are carrying out extensive military drills. Last week alone the Alliance carried out a naval military exercise in the Black Sea, which included Romania. Britain, Norway and Germany have also hosted NATO military drills. Denmark may face nuclear attack if joins missile shield: Russia

COPENHAGEN - Russia's ambassador to Denmark said Saturday that the Nato country's navy could be targeted by nuclear missiles if it joins the Western alliance's anti-missile shield.
The threat made by Ambassador Mikhail Vanin in an opinion piece he wrote for the Danish daily Jyllands-Posten sparked an angry reaction and came amid an increasingly Cold War-style standoff between Moscow and the West. "I do not think that the Danes fully understand the consequences of what happens if Denmark joins the US-led missile defence," Ambassador Mikhail Vanin wrote in the daily.
"If this happens Danish warships become targets for Russian nuclear missiles." Russia has long opposed NATO's missile shield -- launched in 2010 and due to be fully operational by 2025 -- in which member countries contribute radar and weaponry to protect Europe against missile attacks.
Denmark has pledged to supply one or more frigates equipped with advanced radar to track incoming missiles. The chairwoman of the Danish parliament's foreign affairs, Mette Gjerskov told AFP that the comments were "very threatening and not necessary" as the missile shield was simply an "intruder alarm" and no danger to Russia.
"This is a way of escalating the verbal tone between Russia and NATO," she said, adding that the comments were also aimed at Russian public opinion. "But it doesn't change the fact that we're not afraid." Denmark's Foreign Minister Martin Lidegaard said the remarks were "unacceptable rhetoric" and "completely out of proportion".
"One should not threaten such serious things as the ambassador has done here," he told news agency Ritzau. Tensions between Russia and the Nordic countries have risen in recent years with reports of increased Russian airforce incursions in the Baltic region. Holger K. Nielsen, defence spokesman for the Socialist People's Party, which is opposed to Denmark's involvement in the NATO shield, called the ambassador's comments "crazy".
"His opinion is based on the assumption that a war has broken out and in that case Denmark, as a member of NATO, would already be a target," he told Jyllands-Posten. NATO's European missile defence system is headquartered in Ramstein Germany since 2012. It includes US missile destroying warships in Spain, Patriot anti-missile systems in Turkey, ship borne radar systems carried by several member countries and planned missile interceptors in Romania. Moreover, Russian security forces said on Saturday that they had killed seven suspected terrorists in an operation in Russia's North Caucasus region of Dagestan which has been plagued by an Islamist insurgency. Security forces launched a special operation after receiving information that men linked to criminal groups were in a building in the capital Makhatchkala, the National Anti-Terror Committee (NAK) said.
Russian news agencies quoted it as saying that "seven neutralised bandits were found" in the building. The men belonged to a terrorist group behind attacks against the police and had been extorting money from local businesses to fund their terrorist activities, the statement said.
The Kremlin is fighting a deadly insurgency against Islamist rebels in the North Caucasus, with unrest particularly intense in the largely Muslim Dagestan. Armed incidents and attacks against the authorities and security forces are particularly common in the restive, mountainous region neighbouring Chechnya. Moscow has fought two wars against separatists in Chechnya, and the violence subsequently spread throughout the predominantly Muslim region.
Moreover, - Russia appealed to Germany and France on Saturday to ensure Kiev does not try to incite violence in east Ukraine to encourage the United States to send Ukrainian forces lethal weapons. Paris and Berlin helped mediate a peace deal in the Belarussian capital Minsk on Feb. 12 to try to end fighting between government forces and pro-Russian separatists in eastern Ukraine but the truce remains fragile. In an interview with Russian television, Russian Foreign Minister Sergei Lavrov said he was concerned Kiev might stage "provocations" to try to persuade theUnited States that it should aid Kiev by sending it lethal weapons.
"Provocateurs in Kiev could try to 'whip something up' in the expectation that this will influence the world public and weapons will flow into Ukraine," he told the new programme Vesti on Saturday with Sergei Brilev. "I am convinced that Berlin and Paris, as the most important players, should prevent such a turn of events."
Lavrov also repeated Russia's opposition to United Nations peacekeepers being sent to the east. The United States has been considering whether to provide lethal weapons to Ukraine but has taken no decision on this yet. Kiev accuses Moscow of not carrying out the terms of the Minsk agreements. It and the West say Russia backs the separatists in east Ukraine with weapons and troops but Moscow denies this.
More than 6,000 people have been killed in almost one year of fighting in the east. The truce there is fragile, with Moscow and Kiev clashing publicly over who is to blame for the failure to carry out all the steps outlined in the Minsk agreements. The European Union and the United States have imposed economic sanctions on Russia over the Ukraine crisis, which has caused the worst strains in relations between the West and Moscow since the end of the Cold War. Meet NATO’s new rapid-reaction task force, now in initial training

As Russian actions across eastern Europe alarmed countries last year, NATO officials at a summit in Wales decided to take a new step: Forming a new military force designed to respond swiftly in the face of threats.
The Very High Readiness Joint Task Force will include about 5,000 troops primarily from France, Germany, Italy, Poland and Spain, with maritime, special operations and aviation units. It’s meant to give the rest of the 30,000 service members in NATO’s response force time to mobilize.
The high-readiness force will take a major step this month with part one of Operation Noble Jump. Running from April 1 to April 10, the exercise includes missions in the Czech Republic and the Netherlands, and marks the first time that the forces will practice rapid “orders to move,” NATO officials said.
NATO released this video Thursday to help explain it:
Another part of Noble Jump will occur from June 9 to June 20 at the Zagan Military Training Area in Poland, officials said. It will be followed by Trident Juncture 2015, a military exercise in Italy, Spain and Portugal from Oct. 21 to Nov. 6.
U.S. troops have trained with the NATO Response Force, established in 2003, for years. In Latvia, for example, U.S. Marines joined troops from Lithuania, Luxembourg, Canada and Germany last month as part of a five-day training assignment. The Marines were part of the Black Sea Rotational Force, which cycles through the Baltic region regularly for training assignments on Russia’s western flank.
Air Force Gen. Philip Breedlove, the commander of U.S. European Command and supreme allied commander of NATO operations, has said repeatedly that the whole NATO Response Force needs to be ready. He said at a forum in Brussels last month that NATO isn’t just establishing the high-readiness task force, but also working to speed up how the rest of the response force moves.
Breedlove told the House Armed Services Committee in February that Europe will be the primary contributor of land forces for the high-readiness task force, but the United States must contribute some troops to help with cohesiveness.

Vladimir Putin Threatens Nuclear War? Russian Officials Angry Over NATO Forces In Ukraine

Russian leader Vladimir Putin is reportedly threatening nuclear war in order to force NATO forces out of nations bordering his county. The World War 3 claims were said to have been uttered during a private meeting between intelligence staffers from Washington D.C. and Moscow.
Putin’s nuclear war threats were allegedly in response to any potential plans to return the Crimean peninsula back to Ukraine. The Russian leader reportedly feels that any such action would be looked upon as a declaration of war. Should the leaders of NATO countries take steps to accomplish such a task, Vladimir Putin is said to be willing to use whatever force is necessary, including nuclear war, to prevent any transfer of power in the Crimean peninsula.
According to notes reportedly taken at the private meeting between United States and Russian intelligence officials, Putin is currently planning “imminent destabilizing actions” in the “pro-Western” Baltic states. The developing plans were allegedly drafted as a “direct challenge” to the NATO vow to defend Russia’s neighbors from “Soviet-style expansionism.”
Cyber attacks are also allegedly being threatened by Russia if the build-up of NATO forces continues in the Baltic states. Officials from the Kremlin are reportedly believed to have mandated a “spectrum of responses from nuclear to non-military” as part of the angst over the NATO military forces in the region. The Kremlin officials were reportedly briefed by Russian Foreign Minister Segei Lavrov before the intelligence meeting and were reportedly speaking on behalf of Vladimir Putin.
In addition to the enhancement of NATO forces in the Baltics, two other points of contention were also reportedly discussed during the private meeting between Washington D.C. and Moscow intelligence. Situations which could lead to a nuclear war and World War 3 allegedly include further escalation between Russia and the West in eastern Ukraine and any other attempts to by Ukraine to annex the Crimean peninsula.
Russian intelligence officials also allegedly detailed the NATO forces available weapons in the Ukraine region in an effort of deterring “further encroachment” along the Russian border.
“The Russian people would demand a forceful response to such advances,” Moscow intelligence chiefs reportedly added.
NATO forces have reportedly begun to establish a “rapid reaction force” in the Ukraine region due to concerns raised by Lithuania, Estonia, and Latvia. Lithuania has reportedly “reintroduced” conscription in an effort to better prepare for a Russian invasion.

News: NATO's new spearhead force conducts first exercise, 07-Apr.-2015

NATO completed the first military drills for its new rapid reaction force, on Thursday (9 April 2015). From Tuesday (7 April 2015) through Thursday, more than 1,500 troops took part in exercise “Noble Jump,” designed to test whether troops assigned to NATO’s new Spearhead Force, or Very High Readiness Joint Task Force, could be ready to deploy 48 hours after receiving an order-to-move.
Across Europe, headquarters personnel from Croatia, Denmark, Germany, Hungary, Lithuania, Norway, Slovenia, Poland and Portugal tested their responses to NATO alert orders.  In the Czech Republic and the Netherlands, troops and equipment were assembled quickly at airfields and railway stations as if they were about to depart.  The units involved in this week’s exercise will also be involved in further trials in Poland in June.
NATO military planners have been working tirelessly to enhance NATO’s Response Force and implement the Very High Readiness Joint Task Force, and today our progress is manifested in the rapid deployments we see happening in locations across the Alliance,” said General Philip Breedlove, Supreme Allied Commander Europe.  “These measures are defensive, but are a clear indication that our Alliance has the capability and will to respond to emerging security challenges on our southern and eastern flanks,” he said.
In response to the changed security environment in Europe, NATO leaders at the Wales Summit decided to create a new quick reaction military force designed to respond swiftly to new challenges on the Alliance’s southern and eastern borders. The high readiness force will include about 5,000 land troops, with supporting maritime, special operations and air units. Lead elements of the new force will be able to move in as little as 48 hours.  The Spearhead Force is part of the Alliance’s larger NATO Response Force, which is being increased to a force level of around 30,000 troops.

Feature: NATO's new spearhead force gears up, 02-Apr.-2015

NATO has a new ‘spearhead force’, known as the Very High Readiness Joint Task Force (VJTF), which the Alliance has started to test.
The VJTF is a brigade that will be able to deploy within 48 hours and will eventually include 5,000 troops. It is part of the NATO Response Forces (NRF), NATO’s high-readiness force comprising land, air, sea and Special Forces units capable of rapid deployment wherever needed. Both the NRF and its new ‘spearhead force’ aim to strengthen the Alliance’s collective defence capability and ensure that NATO has the right forces in the right place at the right time. They are a key component of what has been called the “Readiness Action Plan” agreed by NATO leaders at the Wales Summit in September 2014.
The VJTF has now reached interim capability and has started to go through a series of exercises, trials and evaluations, which will run throughout 2015. The first of these took place in Germany, 4-5 March, involving the 1st German-Netherlands Corps. The 1st German-Netherlands Corps is the NATO Response Force’s (NRF) standby land headquarters during 2015, so it is also acting as the Interim VJTF. The Corps spokesperson, Lt Col Paul Kolken stated:
Being used as NRF (...) helps us to remain sharp and to set the standard within NATO rather than following it.” He continued: “We pride ourselves specifically for being quickly deployable, for the attitude to try out new concepts and to interact in peacetime and before deployments with the civil partners that we most likely will work with when in a mission area.”
This is the third time that this headquarters is on NRF standby, so it is well-suited for its VJTF duties. German Lt Col Axel Schmettkamp is the Director of the Joint Operations Center of the 1st German-Netherlands Corps:
“All that comes on top of our training and exercise schedule,” explains Lt Col Schmettkamp. “Quite a burden, but the necessity to do so is visible daily when watching the evening news. Moreover, personally, I think it is pretty exciting to play such an important role in the service of security.”

Ready…

The March exercise practised alert procedures and rapid-deployment preparations.
A C-17 aircraft landed at the civilian airport Münster Osnabrück, Germany.  Then the vehicles and personnel of the Operational Liaison and Reconnaissance Team (OLRT) were packed and loaded onto the plane, which can carry six vehicles including trailers. This required a lot of precision work, but the Swedish and American loadmasters made sure all material was chained to the cargo floor for a safe flight.
The actual flight, however, did not take place. Not this time.

Steady…

The second phase of the exercise established the Initial Command Element.
Operating out of tents, its main task is to set up the communication and information systems to make sure the headquarters can effectively command and control the forces in the mission area. 
“Our OLRT might deploy even within 48 hours after NATO has ordered this. They will establish first contacts with authorities and organisations in the mission area, find a location for the Initial Command Element and prepare for its arrival. A few days after that, the Initial Command Element will follow, build the corps headquarters, absorb the OLRT and start leading the operation,” explains Dutch Corporal Rick Klein.
Klein is responsible for building the headquarters and would therefore be among the first to be deployed. He has a great deal of experience to draw on, having served in the Royal Netherlands Army for 13 years, including two deployments to Afghanistan with his previous unit, the 43rd Mechanized Brigade from Havelte. He joined the headquarters of the 1st German-Netherlands Corps a year ago, as it prepared for the NRF rotation.

"Before an exercise or deployment I am busy preparing the maps that are needed. As soon as we're in the mission area, I take care of building the Initial Command Element. With my fork-lift, I put the flooring material, the tents and furniture as close to the building location as possible,” explains Corporal Rick Klein, adding that rapidly setting up over 20 tents is a great team-building activity Go!
In a real crisis-response situation, the third and final phase is to deploy the remaining personnel to reach full operational capability and effectively receive and command the NATO follow-on forces.
Klein is not fazed by the possibility of a real deployment: "I talk about possible implications with my girlfriend. She is very much aware what it means to be on NRF standby, but actually it's nothing different from my previous job. Such is a soldier's life.”
This first exercise will be followed by others in April and June:
“Due to the changed security situation at the borders of NATO's eastern member states, NATO adapted quickly and tasked the NATO Response Force – or NRF – to execute an alert exercise in April as well as a deployment exercise in June,” says German Lt Col Axel Schmettkamp.
The VJTF should be fully operational as of 2016 and ready to respond wherever and whenever needed to any challenge that may arise on NATO’s periphery. 
Background information
  •  The Readiness Action Plan (RAP) is NATO’s response to changes in the security environment, particularly on the eastern and southern periphery of its territory. It aims to ensure that the Alliance is ready to respond swiftly and firmly to any security challenges.
  • The RAP is a series of measures agreed at the Wales Summit in 2014. Among them are the enhanced NATO Response Force (NRF) and the creation of the ‘spearhead force’ or Very High Readiness Joint Task Force (VJTF).
  • The VJTF will comprise a multinational brigade (approximately 5,000 troops) with up to five battalions, supported by air, maritime and Special Forces units. Some troops will be ready to move within two to three days. NATO is working to stand up the new force in 2016.
  • The development and testing of the VJTF concept is proceeding as planned. The land component of the current NRF is now acting as an Interim VJTF and forms the basis for VJTF development. The troops for NRF 2015 are provided by Germany, the Netherlands, Norway and other nations.
  • A programme of exercises, trials and evaluations will be conducted throughout 2015 to develop, refine and implement the VJTF concept.

Obama stiffed NATO: That’s a big deal

You’ve heard it: “If you can keep cool while everybody else is going crazy, maybe you don’t understand the problem.” Welcome now to the mirror opposite. A story that barely made the news has me terrified, and yet nobody else has the remotest notion what it is and why it’s dangerous.
Liberals point out that Fox News is always looking for trouble in the Obama administration. Liberals fail to add how good Fox is at finding it! Only Fox, that I know of, emblazoned in a headline position in its coverage the story of Obama snubbing the secretary-general of NATO. The world today has more tension-tugs and tinderboxes than it did on Aug. 31, 1939, the day before the start of World War II. NATO is the largest military alliance on earth. NATO Secretary-General Jens Stoltenberg happened to be in America for three whole days. A time-honored tradition since the 1940s is – when the secretary-general of NATO wants to meet with the president of the United States, the president makes himself available. That tradition survived every normal presidency since then and even the presidency of Bill Clinton. When Stoltenberg called the Obama White House, however, the wires came down. The call was not returned.
They say you begin to feel old when you first notice the football players are younger than you, and so are the policemen. None of that affected me. I didn’t feel that twinge until the son – the “little boy” – of my best friend in Norway became the secretary-general of NATO! Stoltenberg’s father, Thorvald, was himself mayor of Oslo, defense minister and foreign minister of Norway. I met Thorvald at a student conference in Columbus, Ohio, in 1953, and I watched him risk his life to save 200 Hungarian refugees trying to flee into Austria on Christmas night, 1956. It’s a long story and a great one. I was standing right behind Thorvald. I did not risk my life. Thorvald risked his. And in his autobiography Thorvald skipped that entire episode, totally ignored it. Show me the American politician who would conceal such bravery from the voters! Thorvald’s “little boy” Jens was twice prime minister of Norway. This lament is in no way favoritism toward a slighted friend. I’m confident the inspector-general of WND would agree that furtherance of this story doesn’t need pundits who happen to be friends of the Stoltenberg family.
Despite Obama’s effort to control the damage, we learned that for two of those three days Stoltenberg was in America, the president had plenty of free time. No “scheduling problem” excuse works here. The White House sent the “JV” team to meet with Stoltenberg – Defense Secretary Ashton Carter and National Security Adviser Susan Rice (yes, the Susan Rice who piously intoned that Sgt. Bowe Bergdahl had “served his country with honor and distinction”).
OK, give Obama an “F” on manners. What’s the big danger? The pro-American media stay busy detailing the many ways Obama is harming Israel. May we add one of the ways Obama is harming America and the entire civilized world? We watch painfully as President Obama bums out our allies. Where are the weapons for the Kurds fighting ISIS? Ditto Ukraine’s weapons for self-defense? Why are we giving away Israel’s nuclear secrets? Why is our juiciest potential ally, Egypt, treated like an urban youth just out of reform school while Iran, the world’s leading state-sponsor of terror, has America acting like Father Flanagan at the police station, vowing to guarantee Iran’s good behavior as the centrifuges spin? Here’s five Taliban toughies in return for an apparent deserter. Are those pesky Poles still whining about the missile defense we promised them? Obama, with one unreturned phone call, may as well have erased all that and more off the blackboard. America stiffing NATO is a biggie.
Thermometers tell temperature. Speedometers tell speed. How do we tell how low America has fallen? By considering the real reason Obama snubbed NATO. And the best guess (of those who guess best) is that Obama fears that meeting with NATO will anger Russia! Can you imagine the look on the face of Gen. Dwight Eisenhower as President Roosevelt tells him, “We can’t invade France.; it’ll get the Germans angry”? There’s a simple way Russia can avoid confrontation with NATO: Don’t invade any more countries!
Morale is the most important intangible among armies. If the strongest member of an alliance slams the door in the face of that alliance’s leader, you don’t have to be an anti-American mischief-maker to launch debilitating rumors among the troops of the other 27 member states. At Waterloo, the British were not braver than the French; they were just brave for five minutes longer. A united NATO has an ace up its sleeve. The Russians whose people were raped and tortured by the Nazis were among the greatest fighters ever. The Russians ordered by their dictator Stalin to invade harmless Finland were among the world’s worst. No NATO nation is raping and torturing Russians. Hear now, O ye scribes of the realm: You are not a filthy capitalist lackey if you help strengthen NATO. It’s the best idea vulnerable democracies ever had.
The secretary-general of NATO calling the president and getting rebuffed is rather like calling 911 and getting voicemail.
