Russia, China, Iran, and Islamists are waging unconventional warfare around the world, and the United States currently lacks a clear strategy to counter the threat, according to a recent report by the Army Special Operations Command.
“This challenge is hybrid warfare combining conventional, irregular, and asymmetric means, to include the persistent manipulation of political and ideological conflict,” states the Army white paper, “Countering Unconventional Warfare.”
“Foreshadowed by Iranian actions throughout the Middle East, and by Chinese ‘unrestricted warfare’ strategists in the 1990s, hybrid warfare has now reached its most brazen form in Russia’s support for separatist insurgents in Ukraine.”
The 48-page white paper, published Sept. 26 by the Fort Bragg, North Carolina command, urges building new, non-kinetic warfare tools into a comprehensive U.S. and allied strategy.
The tools should include covert and clandestine special operations commando activities combined with political, intelligence, diplomatic, and financial warfare methods to counter the activities of states like Russia, China and Iran, and insurgent activities by terrorist groups such as the Islamic State.
Countering unconventional warfare also should be made “central to U.S./NATO security policy and practice over the next several decades,” the report states.
The Army study said the U.S. government “lacks a cohesive [information warfare] strategy to counter adversary [unconventional warfare] campaigns conducted by state and non-state actors, and this has hindered the U.S./NATO response to Russian aggression in Ukraine.”
“The U.S. government must develop a comprehensive framework to plan and execute regional and global IW strategies and operations that counter adversary UW campaigns as part of a whole-of-government approach,” the report said.

Russian unconventional threat

The report says that while Islamists in Iraq and Syria are “cascadingly disruptive,” the threat posed by Russia is more significant.
“Russian unconventional warfare is thus the central, most game-changing component of a hybrid warfare effort involving conventional forces, economic intimidation of regional countries, influence operations, force-posturing all along NATO borders, and diplomatic intervention,” the report said.
“The brazen audacity of unconventional warfare within Russian hybrid warfare has produced urgent concern among America’s NATO and non-NATO partners that Russia may apply similar approaches to other regional countries in the region with dissenting Russophile populations, such as the Baltic States, Moldova, and Georgia,” the report adds.
According to the report, Russia is using special operations forces, intelligence agents, political provocateurs, and news media reporters, as well as transnational criminal elements in eastern and southern Ukraine.
“Funded by the Kremlin and operating with differing degrees of deniability or even acknowledgement, the Russian government uses ‘little green men’ for classic [unconventional warfare] objectives,” the report says.
The objectives of Russian covert warfare include “causing chaos and disrupting civil order” and provoking an excessive reaction from Ukrainian security organs that Moscow hopes will delegitimize the Kiev government.
The Russians have engaged in a successful unconventional warfare campaign against Ukraine by organizing pro-Russian separatists and dispatching advisers and fighters from Russian special forces and intelligence units to assist them. Activities include funding and arming, tactical coordination, and fire support for separatist military operations.
The report identified retired Col. David S. Maxwell, a former Army special operations officer, as a “chief advocate” for a new counter unconventional warfare strategy and methods.
“Our enemies are conducting unconventional warfare and political warfare: Russia and its new Generation Warfare, Iran and its Iranian Action Network, and the Chinese Three Warfares,” Maxwell said in an email to the Washington Free Beacon.
“Non-state actors such as al Qaeda are conducting unconventional and political warfare,” he added. “We need to understand their strategies and we need to be able to counter their strategies. Counter unconventional warfare provides a foundation for strategic thinking about the threat strategies we face.”
Maxwell told a U.S. Special Operations Command briefing in July that counter unconventional warfare, or U-CW in Army parlance, can prevent states and groups from achieving their strategic aims.
Counter programs against unconventional war are likely to be “protracted and psychological-centric in nature,” Maxwell told SOCOM and added that the United States should “comprehensively employ political, economic, military, and psychological pressure” to degrade both the will and capability of enemies to use the new form of warfare.

U.S. should resume political warfare

The report quotes the late George Kennan, architect of Cold War containment policies against the Soviet Union, as urging the use of “political warfare,” which he defined as peacetime efforts using all means short of conflict to achieve national objectives.
The future geopolitical environment will feature ideological battles among states, the report said, noting that “Russia, China, and Iran currently conduct political warfare activities to further their individual goals.”
The United States, by contrast, ceased using political warfare at the end of the Cold War and instead is focused on “public diplomacy” that seeks to “tell America’s story” rather than influencing events in support of U.S. and allied interests.
The United States should renew political warfare efforts as part of a new strategy to influence local struggles, the report said. Additionally, “policies should be developed assigning political warfare as a core mission of government agencies responsible for C-UW doctrines and capabilities,” the report said.
Among the tools are increased intelligence to understand foreign unconventional threats and applying diplomatic, informational, economic, financial, and legal power along with military forces to wage hybrid and irregular counter-war.
Key elements of a new strategy will be using special operations “special strike” capabilities, like the use of Seal Team Six, and “surgical strike capabilities” a reference to precision attacks, such as covert drone strikes that have been highly effective against terrorist leaders.
Ken McGraw, a spokesman for the U.S. Special Operations Command in Tampa, Fla., said the Army report is a doctrinal think piece. Countering unconventional warfare currently is “neither a recognized special operations mission or activity in either Army or joint special operations doctrine” but could be in the future, McGraw said.
Several aspects of the new strategy appear to be part of the Obama administration’s current campaign against the Islamic State. The administration has sought to apply financial and diplomatic pressure on IS and announced plans to attack the Islamist ideology motivating the group. So far, however, the non-military results have had a limited impact on the group currently holding territory in Syria and Iraq.

China’s ‘Unrestricted Warfare’

China’s use of unconventional warfare was described in the Army report as based on the 1999 book by two Chinese colonels called Unrestricted Warfare that calls for using all means to defeat enemies, including cyber attacks, ecological warfare, financial warfare, and terrorism.
“China will use a host of methods, many of which lie out of the realm of conventional warfare,” the report said. “These methods include trade warfare, financial warfare, ecological warfare, psychological warfare, smuggling warfare, media warfare, drug warfare, network warfare, technological warfare, fabrication warfare, resources warfare, economic aid warfare, cultural warfare, and international law warfare.”
Examples include China’s threat several years ago to sell off large U.S. debt holdings to protest U.S. arms sales to Taiwan, and cutting off sales of rare earth minerals to Japan in a dispute over the Senkaku Islands in the East China Sea.
Chinese news outlets also are used in media warfare, including at the White House. “The Chinese state-controlled television station network CCTV has a White House pool reporter that could influence U.S. media reporting on China issues,” the report said.
Cyber attacks also are a key Chinese unconventional warfare tool and the report said Chinese hackers are suspected of causing power outages in the northeastern United States and Florida, the report said.
“China’s cyber-attacks clearly show the vulnerabilities to the U.S. public and private sectors information and infrastructure security,” the report said. “States like Russia and China will continue to exploit weaknesses in cyberspace to gather information and influence others.”

Iran’s Qods Force

Iran’s main use of unconventional warfare is its support for terrorism and subversion through surrogates, like the Islamic Revolutionary Guards Corps Qods Force.
“Through the Qods force, Iran provides ‘material support to terrorist or militant groups such as HAMAS, Lebanese Hezbollah, the Palestinian Islamic Jihad, the Taliban, and Iraqi Shia groups,’ the report said. “Hezbollah is the primary terrorists’ proxy for Iran working together with a campaign of terror against Israel, the United States, and other western nations.”
Qods operatives are working in Iraq with Shia militias to “counter U.S. objectives and diminish the presence and influence of Sunni groups,” the report said.
Iranian special operations commandos in Iraq are trained to attack critical infrastructure such as dams, power plant, and pipelines.
Iran also is developing cyber warfare capabilities as one of its key unconventional warfare tools.
“Iran seeks a sophisticated offensive cyber capability to weaken adversaries to gain military superiority and to counter external actions and activities,” the report said
“An effective cyber capability allows Iran the ability to have effects on an adversary with plausible deniability, and those cyber actions may not reach the level of retaliatory reactions.”
Iranian hackers were blamed in 2012 by U.S. intelligence for cyber attacks on U.S. banks that produced “debilitating” effects, the report said, adding that Iranian hackers also infiltrated Navy and Marine Corps computer networks.
Iran also is backing the Syrian Electronic Army cyber group.
“Adversaries are using and growing capabilities, which avoid current western overmatching combat strengths,” the report concludes. “Adversaries will continue using asymmetrical approaches such as applications derived from technological proliferation, cyber operations, terrorist activities, information, and media operations to diminish western advantages.”
Like conventional military strategy, the report says a counter unconventional warfare approach should rely on intelligence about enemy activities that can be used in counter attacks against enemies.
Additionally, U.S. special operations forces can apply similar methods used in unconventional warfare as part of their operations, the report says.

Irregular warfare main form of conflict

Sebastian Gorka, the Horner professor of military theory at the Marine Corps University and an adviser to Army Special Operations Command, notes that 80 percent of all war since Napoleon has been irregular or unconventional. “So only a fool would believe that ‘Big War’—​​​tanks versus tanks, fighter jets versus fighter jets—will define the threat to America,” he said.
“U.S. Army Special Forces—or Green Berets—were created to understand and function in this irregular threat environment,” Gorka said. “The truth is that the current global situation is defined by non-state actors using irregular warfare​, such as al Qaeda and the Islamic State (IS), or nations such as China, Iran, and Russia using unconventional means, be it cyber warfare, proxies, or balaclava-wearing special forces without rank tabs or units insignia in Crimea.”
The biggest challenge for the U.S. policymakers in Washington is to treat U.S. Special Forces and irregular warfare as tactical assets and a tactical domain. They also fail to understand that the Green Berets are a strategic asset, and that China, Iran, Russia, and the jihadis are all at war with us right now,” Gorka said.

ISIS inspired plot to attack Australian police with knives during WWI memorial foiled by terror cops

Australian police claim to have thwarted an Islamic State-inspired plot to attack police officers during a World War One memorial event.
Anti-terror officers in Melbourne revealed they had arrested five teenagers in a series of early morning raids no homes in the city of Melbourne.
The men, all aged between 18 and 19, are suspected of plotting to use 'edged weapons' to attack police during the city's tribute to the Australian and New Zealand Army Corps (ANZAC) landings at Gallipoli during World War One.
Saturday marks the centenary of the landings and there are huge events taking place throughout the country.
Senior police officials said they were confident the threat had been contained through their work, codenamed Operation Rising, but gave few details of the plan.
Officers would only reveal that the initial target was police officers and while they referred to the use of "edged weapons", police stressed they had no evidence to suggest there was a plot to behead anyone.
It clearly took inspiration from the Islamic State movement, also known as ISIS, Acting Deputy Commissioner Neil Gaughan of the Australian Federal Police said.
He told a news conference in Melbourne that the plan targeted "ANZAC Day activity in Melbourne which included targeting police officers".
ANZAC Day, April 25, is an major annual holiday in Australia and New Zealand marking the date of the first Gallipoli landings in 1915, in which large numbers of Australian and New Zealand troops fought and died.
The run-up to this year's centenary has been marked by numerous television programmes about the campaign, fought against the Muslim Ottoman Empire in what is now western Turkey.
After news of the plot broke, Tony Abbott, the Australian Prime Minister called on members of the public to attend all memorial events as they had previously planned.
He said: "The best thing we can do to counter terrorism... as individuals is to lead normal lives."
Concerns have risen in recent weeks that Islamic State militants might use the anniversary to carry out attacks on Australian targets.
Around 200 police officers were involved in the raids in Melbourne, Gaughan said, and enquiries were ongoing.
Police said the alleged plot could have been executed any time in the next week.
One of the men, Sevdet Besim, appeared in Melbourne Magistrates Court where he was charged with conspiring to commit a terrorist act.
It has been revealed that a second man held on terrorism-related offences, who has not been named, is also likely to be charged.
A third man, also 18, was arrested on weapons charges and two other teenagers, aged 18 and 19, were in custody and assisting with inquiries.
All five men are from suburbs in the city's far southeast.
Australia has recently sent hundreds of soldiers to Iraq to help train forces fighting the Islamic State.
Australians have been recruited to both sides of the conflict, and some have been killed, despite a government ban on Australians fighting on either side.

Afghan war rages as foreign forces go out the door

KABUL (Reuters) - An attack on a police headquarters and a drone strike that killed six Taliban fighters were sharp reminders of the problems facing Afghanistan's fledgling military as the joint command of foreign forces disbanded on Monday.

The Afghan government and the departing NATO troops have tried to put a brave face on the security situation, despite the past 12 months having been the bloodiest since 2001, with thousands of Afghans dying in fighting.

The Taliban has again stepped up attacks across the country as well as in the capital, Kabul, sensing an opportunity as foreign troops wind up their combat missions by Dec 31.

The International Security Assistance Joint Command, which ran the coalition combat operations, held a flag-lowering ceremony on Monday to hand over to a much reduced international support and training mission that begins on Jan. 1.

Lt. Gen. Joseph Anderson, outgoing chief of the joint command, said he was confident the Afghan police and army could prevent the Taliban regaining territory next year.

"This country is safer and more prosperous than ever," he said. "The insurgents have been beaten back and the Afghan National Security Forces are carrying the fight to the enemy."

The back page of the program for the ceremony belied this projection of safety and security, however. It advised attendees to lie on the ground if insurgents launched a rocket attack.

Civilian casualties were up by 24 percent in the first half of the year to 4,853, according to the UnitedNations. About 4,600 members of the Afghan security forces were killed as of November, up more than 6 percent over the corresponding period of 2013.

The latest in a spate of NATO drone strikes since last week killed 6 Taliban fighters on Monday, in the north-eastern province of Nuristan, the region's acting governor told Reuters.

The bombing was in a district the governor said is almost entirely in the hands of insurgent groups, except in the district headquarters.

"A drone strike killed six Taliban in Wantwaigal district of Nuristan," acting governor Hafiz Abdul Qayyum said, adding that three of the casualties were identified as Afghans.

At the other end of the Central Asian country, Taliban fighters backed by a suicide bomber attacked a police headquarters, killing five people in the southern province of Kandahar, the cradle of the Taliban movement that ruled Afghanistan for five years.

A policeman and four civilians died in the attack that started when a suicide bomber dressed in a police uniform detonated a carload of explosives at the main gate of the compound in Kandahar's Maiwand district.

Four heavily armed gunmen then forced their way inside, government spokesman Sameem Khpalwak said. The fighting in Maiwand lasted for two hours, before security forces killed the attackers.

The Taliban emerged from Kandahar in the 1990s and went on to rule the country until being toppled by the U.S.-led invasion after the Sept. 11, 2001 attacks. It has been seeking to re-establish a hard-line Islamic state ever since.

Outgoing U.S. Defense Secretary Chuck Hagel used a farewell visit to Kabul at the weekend to announce 1,000 more U.S. troops would stay several months longer than planned.

International forces in Afghanistan boosted their numbers to about 140,000 in 2010 troops with the aim of wresting control southern territory back from the Taliban. By Jan. 1, that number will be about 12,500, comprising mostly trainers and advisers.

Pakistan: Taliban set their sights on police; Egypt goes to war on ISIS

ISIS’s brutalities and conquests in Syria, Iraq, and Libya have received the world’s attention for good reasons, but it’s where they’re headed next that should concern us even more. Saudi Arabia is their ultimate destination, but they also have their sights on Egypt and Pakistan. Saudi Arabia has always been a strong ally of Egypt and Pakistan, so if ISIS takes Mecca and Medina, what will the rulers of Egypt and Pakistan do?
What happens in Syria, Iraq, and Libya is not as nearly as important as what happens in Egypt and Pakistan. Egypt is half the Arab world, and Pakistan has nuclear weapons, and they’re both ruled by corrupt military regimes so Islamists have an easy time in the propaganda war against them. Plus, in the case of Pakistan, many lower rank soldiers sympathize with the Taliban, so anything could happen in the future. A failed state in Libya is manageable, but a failed state in Pakistan is not.
The Taliban and ISIS will grind away at the Egyptian and Pakistani states, and continue to drain its resources. Pakistan is dependent on U.S. aid, so it is fragile and vulnerable to any economic shock or shift of direction in Washington. And Egypt has to beg Gulf princes just to pay salaries to its officials so it is not strong enough to wage a war against Islamist insurgents indefinitely. Whether or not there will be disastrous consequences depends on the response of the Egyptian and Pakistani rulers. Do they have enough vision and wisdom to win this war? Most likely no.
Sisi looks like a smart ruler, and he says good things, but he is not a spiritual leader so he will prove inconsequential in the war against ISIS, which is making religious claims and has to be countered religiously.
In war the man with belief who is fighting for an idea always beats the man who is only fighting for a salary and is only there because he can’t find a job outside of the army. ISIS proved this in Mosul and other areas of Iraq, where corrupt officers of the Iraqi army ditched the fight in the middle of the night. It was the PKK who rescued hostages on Mt. Sinjar, and it was Shiite militias who came to the aid of the capital Baghdad. The Iraqi army was not a factor.
The Taliban and ISIS also have a clear advantage over the Egyptian and Pakistani police and military in the ideological field. They are fighting for a big idea. They have a transnational and religious vision. They get recruits from all over the world. They can point to the military leaders of Egypt and Pakistan and say that they have been backed by the United States for decades and question their allegiance to Islam. Egyptian and Pakistani rulers have no response to this.
Egyptian President Abdel-Fatteh El-Sisi has deployed his troops for all-out war on ISIS strongholds in Libya, the first Arab ruler to challenge the Islamists in a fellow Arab country, DEBKAfile’s military sources report.

City at war - where a police officer is killed every day

Pakistan's police are on the front line battling the Taliban. Not just in the remote north of the country, near the border with Afghanistan, but in Karachi, the country's economic and cultural heart.
Five months ago the Taliban staged an audacious attack. Ten heavily armed men dressed as security guards stormed the cargo terminal of Pakistan's busiest airport, in Karachi, aiming to hijack aircraft. In a prolonged overnight battle most of the militants were shot and the rest blew themselves up. Altogether, at least 28 people died.
Karachi Police are fighting back against the Taliban by trying to root out militants hiding in the city suburbs, but it's dangerous work. Out of 15,000 police officers in the city, on average one dies every day.
"They are not pious. They are common criminals," says Ijaz, a senior officer in Karachi Police Criminal Investigation Department.
"They generate money from drug sales, extortion and kidnap to fund their war. Any crime you can think of the Taliban is involved in. You will find them in gambling dens, with liquor bottles and they often use the services of prostitutes."
Ijaz is in his early 30s but he has the look of much older man. When I walk into his office, he's enveloped in a cloud of thick smoke. He always seems to have a phone in one hand and a cigarette in the other.
"It's easy to fight them in the north of Pakistan because there is a clear target," he says. "But in a city like Karachi it's very difficult because there are more than 70 splinter groups… and you don't know who your enemy is. We are in a real war."
For more than a decade Pakistan's economic capital has been plagued by politically motivated targeted killings but now all the parties have a common enemy in the Taliban, who turn its ethnic diversity to their advantage.
"They hide in the slums where no one raises an eyebrow if you are Pathan or Punjabi or from the tribal areas," Ijaz says. "You can come from any part of Asia and no one will look at you twice. You can go completely undetected."
Ijaz and his team of 25 heavily armed officers carry out regular night raids in some of these hiding places, which have fast become no-go areas for other police units, especially after sunset.
I ask if I can accompany them and I'm told to be patient. Then suddenly one night after dinner my phone beeps. The message reads: "Raid tonight - I'll pick you up at 23:45. I have bullet proofs for you."
When we set off Ijaz explains that we're on our way to the house of a suspected handler of suicide bombers. Police believe he is responsible for taking them to the places where they blow themselves up.
Soon the bright lights of central Karachi are far behind us. We drive past buildings which look like empty shells and I can see swirls of dust in our headlights. Ijaz tells me his force often carries out multiple raids between 1am and 4am in crowded, run-down neighbourhoods. In some, locals have to pay protection money to the Taliban and outsiders can't move around freely.
"There are hideouts, there are sympathisers and there might be weapons so we need to be careful," says Ijaz.
But as our cavalcade of five vehicles bumps off the main road and drives noisily down a dirt track I can't help thinking that our approach is anything but discreet.
Ijaz explains that when we arrive, some officers will use ladders to go up the walls of the two-storey house, while others search the premises. "In the meantime our drivers will be turning around our vehicles so we don't have to wait for even a few seconds. When we arrest someone we get out of the area as fast as possible."
Eventually the car screeches to a halt and Ijaz puts on a mask. Police are routinely targeted by Taliban-affiliated groups.
A couple of officers shine torch lights into the courtyard to see if there's anyone awake. A policeman with a gun is climbing over the fence while another hammers on the door.
Moments later a sleepy looking man in a vest is brought out of the house. Police ask him his father's name then bundle him into the car and drive back to the station.

Policing Karachi

In Ijaz's heavily armed compound, there are always suspected Taliban members being held for questioning. He is open about the use of what he calls "arm twisting". He admits waterboarding is sometimes used, and I spot a taser gun in his hand although I do not witness him using it.
"You can't present a suspect with a bouquet and ask him to tell the truth," he argues. "You can't say, 'I'll give you a Snickers bar if you tell me the truth,' because they are not kids, they are hardened criminals and they need to be treated like this."
The Human Rights Commission of Pakistan, however, takes a different view. It has accused the Karachi police of torturing people in custody and even carrying out extrajudicial executions.
I am not permitted to speak to the man police have just picked up but Ijaz does later allow me to speak to another Taliban suspect.
The man brought in has sweat dripping down his neck, but he's not nervous - in fact he tells me he wants to talk. He's wearing handcuffs, and a blindfold designed to keep me and the police safe from reprisals.
It's impossible to know how honestly he will answer my questions, especially as Ijaz is standing over him in the windowless interrogation room wielding a cane.
But he seems eager to tell me what he's done.
"I prepare boys for suicide missions. We get teenagers, 13 or 17 years old. We give them passion for violent jihad and tell them they should sacrifice themselves for their religion," he says.
"I've planted bombs in this city. I can put a bomb in a car, a rickshaw or a cement block. I've killed 20 or maybe 25 people in these attacks. When I see the news about people dying, it makes me happy because these people are hypocrites. I can use guns too. I've killed four or five policemen too. I use a 9mm pistol."
The prisoner is chillingly clear when it comes to his motivation for carrying out such attacks. "These people are partners of America. They are all hypocrites. The police, the army, they are all partners of America."
When I point out that murder, extortion and selling drugs are all explicitly un-Islamic, he retorts: "We have to pay for guns and bullets. Do you think these things are free? Our leader has said these things are OK because we are at war. We are fighting a holy war."
It's impossible to know whether he is speaking honestly or if he sees our conversation as an opportunity for Taliban propaganda.
Later, I hear that he has been charged with murder and conspiring against the state. When his case will come to court is hard to predict, but it's unlikely to be soon as Pakistan's judicial system is notoriously slow.
In the 12 months from the start of September 2013 to the end of August this year not a single terrorism case resulted in a conviction.
Ijaz says this has a demoralising effect on his colleagues.
"Witnesses are fearful for their lives. Testifying in court against the Taliban is a risk that many people are just not willing to take," he says. "We also have a real lack of resources in terms of phone-tapping and forensic evidence. It can often take 10 years or more for a case to go through the courts. Justice delayed can often be justice denied."
But Ijaz himself remains motivated.
"We will not be bullied by these terrorists," he says. "That is the moral victory. We will gain physical victory one day, inshallah."

    Police station attack in Bosnia reignites ethnic tensions

    SARAJEVO, Bosnia-Herzegovina (AP) — The killing of a policeman by a Muslim gunman prompted Bosnian Serb leaders on Tuesday to renew calls for independence from the federation forged in a U.S.-brokered peace deal in 1995. That's dangerous talk in the Balkans, whose economically depressed states are rife with ethnic rivalries and border disputes that could explode at any moment.
    After all, it was in Bosnia that an assassination 100 years ago set off World War I.
    In Monday's attack in the Bosnian Serb town of Zvornik, a man stormed into a police station shouting "Allahu akbar," which is the Arabic phrase for "God is great," and opened fire, killing a Serb policeman and wounding two other officers.
    The gunman was also killed in the shootout, which instantly raised tensions in Bosnia, a Balkan state still reeling two decades after the end of a war between Christian Orthodox Serbs, Muslim Bosniaks and Catholic Croats that killed 100,000 people and deeply divided the country along ethnic lines.
    The attack came only a week after a group of 40 masked gunmen forcibly took over a police station in a Macedonian border village, calling themselves members of the Kosovo Liberation Army that fought for independence from Serbia in the late 1990s. The attackers declare they were forming an independent state in Macedonia, another former member of Yugoslavia.
    The two incidents illustrate how fragile peace really is in the Balkans after the 1991-95 war, which started with calls of independence from the former Yugoslav regions to break away from the Serb-led federation.
    The 1995 Dayton Peace Agreement ended the worst bloodshed in Europe since World War II and divided Bosnia into two autonomous regions, one for Serbs and the other shared by Bosniaks and Croats. The regions are linked by a weak central government, parliament and presidency.
    In the wake of Monday's attack, the Bosnian Serb leader, who has been pushing for independence for the Serb region of Bosnia, said the country's central institutions are "useless" and Bosnian Serbs should form their own intelligence service.
    "This was a shot against Republika Srpska (the Bosnian Serb mini-state) and we have the right to defend ourselves and we will," Milorad Dodik said.
    A similar call was made by the Bosnian Serbs in 1992, which triggered their armed rebellion against Bosnia's referendum for independence and in favor of forming a pan-Serbian state in the Balkans.
    Bosnia has a national army, consisting of all three ethnic groups under a single command. But it has two separate police forces, one for the Bosniaks and Croats, and the other for Bosnian Serbs. Both forces are coordinated by the Ministry of Security.
    In theory, Dodik could mobilize his own force, drawing from his region's police officers and other fighters who might support the idea of secession from Bosnia. But that would be a serious violation of the Dayton agreement.
    Emir Suljagic, from the Bosnian Democratic Front Party, said, "those who are trying to cynically use this event for gaining political points should be cautious and learn from the lessons of the past when major violence started with big words."
    Serbian Foreign Minister Ivica Dacic struck a more conciliatory stand on Tuesday, saying Bosnia's stability has to be preserved and that Serbian and Bosnian security services must cooperate "in order to prevent provocations like this in the future."
    "Risks of similar attacks are high in our region, most of all from the radical Islamist movement," he said.
    On Tuesday, Bosnian police arrested two men with suspected links to the gunman in Zvornik.

    Saudi Arabia blames ISIL for killing police officers

    Saudi Arabia has blamed the Islamic State of Iraq and the Levant (ISIL) group for the killing of two policemen in Riyadh earlier this month.
    A statement released by the country's interior ministry on Friday said one Saudi man had been arrested and a warrant had been issued for another. 
    Authorities said 23-year-old Yazid bin Mohammed Abdulrahman Abu Niyan had confessed to carrying out the shooting. 
    Abu Niyan told investigators he was following orders received from ISIL in Syria, the interior ministry said.
    Three bomb-laden vehicles were also uncovered during the investigation, said the statement carried by the official Saudi Press Agency.
    They also discovered machine guns, ammunition, money and several mobile telephones which revealed an exchange between the attackers and contacts in Syria, it said.
    Authorities are offering a $267,000 reward for a second suspect, a Saudi named as Nawaf bin Sharif Samir al-Anzi.
    The two Saudi policemen were killed in an April 8 drive-by shooting in an eastern district of the capital.
    The ministry said that Abu Niyan had allegedly carried out the shooting while his partner, Anzi, drove the car and filmed the attack.
    ISIL supplied them with the weapons, ammunition, and money to carry out the shooting through a "third party whom they did not meet," the interior ministry said.
    Al Jazeera's Mohamed Vall, reporting from Jizan in Saudi Arabia, said authorities believe Anzi went by the alias 'Berjis', and had disguised himself by speaking with a North African accent of Arabic  .
    The Sunni-dominated kingdom is part of a US-led coalition taking part in an air war against ISIL, which has seized swathes of Syria and Iraq.
    In March two police officers were injured in a similar attack, also in Riyadh.

    Police officer killed in security raids on Saudi Arabia's Eastern Province

    One police officer was killed and three others injured on Sunday in Saudi Arabia’s Eastern Province, as government forces clashed with locals, according to a Ministry of Interior statement.
    "An exchange of fire led to the injury of Corporal Majid bin Turki al-Qahtani, and his death after being taken to hospital [...] and wounded three security men, a citizen, and a (foreign) resident," with moderate wounds, read the SPA statement.
    The official news agency said four militants were arrested in the security operation aimed at dealing with "terrorist elements" in Awamiyah village - known for its anti-government protests - and that a number of weapons were seized from militants.
    Activists, however, said at least 30 people were injured and accused authorities of carrying out security raids to quell calls for protests against military intervention in Yemen.
    Residents of the oil rich but poverty stricken province told MEE that at least 22 people were arrested, including three relatives of Zuhair al-Said - a man shot dead by security forces in 2012 when they broke up a protest calling for democractic reforms and an end to discrimination against Saudi Arabia's Shiite community.
    At least 15 homes were raided, residents said, after around 40 armoured security vehicles stormed Awamiyah at 330pm (1230 GMT) on Sunday.
    “From 4pm until 9pm the gunfire didn’t stop,” a local activist and Awamiyah resident, who asked to remain anonymous, told MEE. “Security forces shot randomly at people’s homes, and closed all but one of the roads leading in and out of the village.”
    “It is like a war here – we are under siege.”
    Gunfire seemingly from security forces could be heard in footage of the clashes sent to MEE, which also included images of cars and homes on fire across the village of some 25,500 people.
    Some armed locals fired at security forces, leading to running battles throughout the afternoon, residents said. While gunfire had stopped by 9pm (1800 GMT) residents reported that armoured vehicles were still in the village and check points had been set up on several roads.
    The Eastern Province of Saudi Arabia is home to the country’s Shiite minority – who make up 10 to 15 percent of the kingdom’s 29 million population. Locals say the government discriminate against them in employment and education among other areas, leading to sporadic Arab Spring inspired protests since 2011 that have been brutally put down by security forces leading to tens of people being killed.
    Authorities have repeatedly denied accusations of discrimination and said they are fighting an illegal – and armed – uprising against the government.
    The latest round of clashes in Awamiyah on Sunday came after calls in the province for protests against Saudi Arabia’s military intervention in Yemen, where Riyadh is battling to push back Shiite Houthi rebels who have expanded their powerbase to the capital Sanaa and beyond, forcing the sitting president into exile.
    Local residents told MEE that on Friday the community were planning to hold an anti-war protest but cancelled after receiving information that the security forces would break it up.
    “The protest was cancelled because we were told to be careful and that if we rallied they [the security forces] would kill everyone,” the local said.
    Human rights activists warned that no dissent would be tolerated in Saudi Arabia against the military intervention in Yemen.
    “The war in Yemen will be used by Saudi authorities to justify a hardened crackdown at home,” said Yahya Assiri, head of the UK-based Al Qst human rights organisation.
    “It is very difficult for people in Saudi Arabia to criticise the war, human rights violations, or defend victims of the crackdown. Those who do risk being arrested and later exposed to maltreatment in prison.”
    Awamiyah residents said the province has been quiet recently and accused the security forces of attempting to stoke conflict in the area.
    “Nobody in Qatif has protested against the government for a long time,” a local, who asked to remain anonymous, said.
    “But the government has come here to try and make a problem – to force people to react.”
    A local youth group has called for protests on Monday in response to the security raids.

    A protest by Israelis of Ethiopian origin, also known as “Black Jews,” has erupted in violence. At least 13 people were injured, including demonstrators and police.

    Hundreds of Ethiopian Jews clashed with Israeli police in Jerusalem during a protest against alleged discrimination. Demonstrators threw stones and bottles, and police responded with water cannons and stun grenades.
    The rally followed the airing of a video showing police beating an Israeli soldier of Ethiopian origin in what activists described as an unprovoked act of racism. Protesters carried signs saying "Enough to police brutality,” and "The police are a disgrace."
    Pnina Tamano-Shata, a leading member of the Ethiopian Jewish community and a former member of Israel’s parliament, said it is unacceptable that “the color of a person’s skin should become an excuse for police to beat, curse and discriminate.”  
    There are about 120,000 Ethiopian Jews in Israel, a small minority in a country of eight million. Most of them immigrated during two major airlifts sponsored by the Israeli government in 1984 and 1991.
    The Ethiopians have had trouble integrating into Israel’s high-tech, Western-style society. But many of them believe race is the issue, not culture.
    “It is very difficult to live this way,” said a protester named Vanda Eli. He added that his son is afraid to go out in the street.
    Prime Minister Benjamin Netanyahu appealed for calm, saying that he “unequivocally condemns” the policemen who beat the Ethiopian soldier; and he vowed that they would be brought to justice.
    Netanyahu said the Ethiopian community is dear to Israel and the nation “is making great efforts to ease their integration into (Israeli) society."

    Palestinian perpetrated anti-police violence continues to rise in the capital of Israel, according to a report in Walla!.
    Jerusalem has been inundated with nearly 1,000 attacks against Israeli Police and Border Patrol officers by Palestinians from East Jerusalem and the surrounding townships. Since January 2014, the number of attacks stands at 995, with most of them occurring during ‘peacetime’.
    The report indicated that only 30 percent of these attacks occurred during Operation Protective Edge last summer, a time of heightened conflict in Jerusalem, following the kidnapping and murder of three Israeli teenagers and the kidnapping and murder of a Palestinian Jerusalem teen.
    The period around last summer was particularly tense. In addition to the war, vehicular terrorism became a commonplace occurrence, with Israeli civilians being killed while waiting at bus and trains stops in and around Jerusalem. Violence against Israeli police was particularly high as well as violence on and around the Temple Mount.
    According to the report, 814 Molotov cocktails and 142 explosive devices were thrown at police as well. Vehicular terrorism as well as stabbing attacks have steadily increased dramatically compared to previous years.
    This year alone, 172 violent incidents have already been recorded from January 1 until April 26.
    Palestinian insurgents have not curtailed their aggressive and violent behavior. With more violent occurrences happening on average multiple times per day, the insurgents are getting bolder, not quieter.
