House Passes Defense Spending Bill

The House on Thursday approved a $579 billion defense spending bill that reflected deep divisions on budget priorities and whether President Barack Obama needs new war powers to fight Islamic State militants.
The vote was 278 to 149 in favor of the bill, which drew stiff opposition from Democrats because it uses a war-fighting account to raise defense spending next year.
The measure gives President Barack Obama all the money he requested for defense, but did so by hiking the war-fighting account that is not subject to congressional spending caps by almost $40 billion. The president says he will veto spending bills that do not deal with the arbitrary spending limits and treat defense and non-defense expenditures equally.
Before the final vote, the House rejected an amendment to force lawmakers to vote by the end of March on new war powers to fight Islamic State militants.
The vote was 231-196 against the amendment, a vote that underscored the lack of political will in both the House and Senate on the bitterly disputed issue.
Introduced by Rep. Adam Schiff of California, the senior Democrat on the House Intelligence Committee, the measure would have required Congress to debate and vote on a new authorization for the use of military force by March 31. The amendment called for banning the use of funds in the fight against IS in Iraq and Syria unless Congress passed a new authorization.
"Ten months into an undeclared war against ISIS, Congress yet again dodged its responsibility to authorize the use of force," Schiff said after the vote. "While our pilots and special forces risk it all, Congress refuses to do its job. Congressional abdication of our responsibility to declare war, or to deny authorization for war, sets a terrible precedent and shifts war-making powers substantially and inexorably towards the executive" branch.
The defense bill itself enjoyed bipartisan backing when separated from the broader budget debate. The measure provides $8.4 billion for 65 next generation F-35 fighter aircraft, eight more than requested by the Pentagon, as well as $16.9 billion toward nine new Navy ships. It also prevents the retirement of the A-10 aircraft that protects ground troops. Men and women in uniform would get a 2.3 percent pay hike, a percentage point higher than requested by Obama.
The defense measure also boosts funding for procurement of National Guard equipment well above the Pentagon's request, drawing a protest from the administration, and would also block the transfer of Apache helicopters from the Army National Guard to the regular Army.
The companion Senate version of the bill easily advanced through the Senate Appropriations Committee on Thursday morning but faces a filibuster next week as Democrats seek to force Republicans to the negotiating table to boost domestic accounts.
The Senate bill contains even more money for F-35 fighters and shipbuilding and $330 million more than requested by the Pentagon for Israeli missile defense systems.

(CNN)Nothing prepared me for what I saw and heard when I visited refugees from the conflict with the Islamic State of Iraq and the Levant.
As I traveled to Iraq and Syria, and to neighboring countries of Jordan, Lebanon and Turkey to meet with refugees and displaced women, I heard firsthand the horrifying stories of how they have been targeted in this conflict.
I was told, for example, how mothers with babies were separated out by members of ISIL (also known as ISIS) because it is the younger women who they want to take. I heard how these younger women are examined to see if they are virgins, and how the younger and prettier they are, the more likely they are to get taken to ISIL's headquarters in Raqqa. And I heard how the rest are taken to open markets, where they will end up being auctioned after being examined like cattle.
I was in the Middle East as the special representative of the secretary general on sexual violence in conflict, and while I had been monitoring the situation since the crisis began, this was the first time I was able to visit those who have been disproportionately affected by the conflict.

The refugees and displaced women and girls I met told me how sexual violence is being committed strategically, in a systematic manner, and with a high degree of sophistication by most of the parties to the conflicts. Indeed, as I moved from country to country, I came to the terrible conclusion that this is in essence a war on women and girls, a group that finds itself under assault every day, and every step of the way, whether it be in areas of active conflict, those under control of armed actors, or at checkpoints and border crossings.
But while it is true that most parties to the conflict are committing sexual violence, it is extremist groups like ISIL that have been particularly public and shameless in institutionalizing sexual violence and engaging in the brutalization of women and girls as a tactic of terror to advance their key strategic objectives.
For a start, it is clear that ISIL has been working to increase recruitment by promising male fighters access to women and girls. In addition, the group has been raising funds through the sale of women and girls in slave markets and through ransoms paid by relatives. And the group has also been using sexual violence to displace populations, while also using the threat of sexual violence to extract information for intelligence purposes.
Women and girls I spoke with described being treated as property to be owned and traded, or else as vessels for producing children for fighters. In ISIL strongholds in Syria and Iraq, Raqqa and Mosul, women and girls are held in houses and buildings before they are inspected, selected and sold in "bazaars" where prices can be negotiated. Simply put, we have been witnessing the revival of the slave trade in the 21st century.
What can and should we do? Such extreme violence requires political and security responses, but also legal and social response.
For a start, all parties to the conflicts, both state and nonstate actors, have an obligation under international humanitarian law to prevent and punish such crimes. Second, U.N. agencies need greater support to be able to provide the necessary assistance and to be able to respond to the needs of the affected population, particularly women and girls who are suffering even in the places where they are seeking refuge. The reality is that the humanitarian appeals dealing with the provision of services to sexual violence survivors are underfunded, and neighboring countries are now also under tremendous pressure. Greater support is therefore needed not only for programs for refugees, but also to support host communities of neighboring countries that have absorbed an estimated 80% of the refugees.
To address the transnational nature of ISIL, and the cross-border dimensions of the conflicts raging in the region, a concerted regional and international response is required, including improved information sharing across countries and a common counterterrorism response with women's protection and empowerment at its heart.
Such a response should also look at the root causes of violent extremism, something that we cannot ignore any longer. Preventing abuses will require deeper engagement with communities, including with traditional and religious leaders who can help break the silence surrounding sexual violence and ensure that it is the perpetrators who are shamed and stigmatized, not the victims. In fact, if there was a glimmer of hope during my visit, it was the statement issued by the supreme spiritual leader of the Yazidi community, who said that women and girls released from ISIL captivity should be embraced and reintegrated by their families and communities. Countering ISIL's violent ideology will mean accepting these women and girls -- and any children they may have -- in a spirit of tolerance, dignity and respect.
Ultimately, we cannot beat ISIL without understanding who they are, where they come from, and what their ideology is. The group presents a very formidable enemy, one that we must fight together.

(CNN)Hindsight is 20-20, but only some of us are blessed with the kind that allows us to excuse our own mistakes by saying that back when we were making them, we knew things would work out terribly. Such is the wisdom of former Defense Secretary Donald Rumsfeld, who recently said of the Iraq War, "the idea that we could fashion a democracy in Iraq seemed to me unrealistic. I was concerned about it when I first heard those words ... I'm not one who thinks that our particular template of democracy is appropriate for other countries at every moment of their histories."

Oh. Well thanks for letting us know that now, as opposed to, say, 12 years ago.
Of all the lessons we should have taken from the Iraq War, the most important may be this one: If you start a war in the Middle East, things probably won't go according to plan. Yet to listen to some of the contenders for the GOP nomination talk, there's virtually nothing to learn from the Iraq War. They're every bit as certain that more force will solve problems there, as former President George W. Bush, former Vice President Dick Cheney and Rumsfeld were back in 2002.
They assure us that the only thing stopping us from defeating ISIS is the proper combination of force and will. They're ready to put large numbers of ground troops into Iraq (the 450 additional "advisers" the White House will soon be sending are obviously but a sign of weakness and indecision), and are practically yearning for a military confrontation with Iran. They've expressed opposition not just to the particular deal the Obama administration is negotiating with Iran to restrain its nuclear program, but to any such deal; Scott Walker, for instance, said he'd revoke any deal "on Day One" of his administration, which means that a military confrontation is the only remaining option.

Lindsey Graham wants to send 10,000 troops to Iraq, and he makes it sound like just a down-payment; when he was asked about the fact that Americans may be worn out by so much war, he responded, "Then don't vote for me." The implicit message is always the same: This problem has a simple answer.
As Marco Rubio recently said, "On our strategy on global jihadists and terrorists, I refer them to the movie 'Taken.' Have you seen the movie 'Taken?' Liam Neeson. He had a line, and this is what our strategy should be: 'We will look for you, we will find you, and we will kill you.'" And Rubio is supposed to be the one with sophisticated ideas on foreign policy.
There's a reason movies like that one are popular: It's satisfying to see a noble hero lay waste to the bad guys and save the damsel in distress, with everything wrapped up neatly at the end of 90 minutes. But back in the real world, applying military force 6,000 miles away comes with nothing but complications.
Allies turn to enemies, our admirable goals are sometimes unappreciated by the people who live in areas we're bombing, new governments don't have the legitimacy or capability to rule, previously hidden tensions burst to the fore, killing one terrorist leader results in an even worse one taking his place, corruption defeats all efforts to eradicate it, and a thousand unpredicted hurdles stand between our good intentions and the outcome we hoped for.

We've seen all that and worse in Iraq, and it should teach any sensible person that the next military adventure in the region will come with a trunk full of unintended consequences, but we won't be able to open it and see what they are until it's too late. That isn't to say that some future military action or even another full-scale war might not be the best of our bad options in a particular situation. But experience should have granted us a bit of humility, to understand that uncertainty is built into all our foreign policy decisions.
Politicians don't like uncertainty, any more than Donald Rumsfeld does. Uncertainty is for the timid, for those without the boldness to thrust American might outward and grasp the glory that surely awaits. So next time, they promise, things will be different. Next time we'll right all the wrongs of the past. Next time they really will greet us as liberators. Next time it will all be simple.
And if that's not how it goes? Like Rumsfeld, they'll probably say that they saw it coming all along. And it's somebody else's fault.
Asked whether we should have invaded Iraq, several Republican presidential candidates have tied themselves in knots trying to simultaneously acknowledge that of course the answer is no -- while still somehow staying loyal to everything their party has stood for on the issue over the last 12 years. But the "If we knew then what we know now" question isn't the one they should be answering. The real question is what we should do now, knowing what we know now. And yet the answers don't seem to have changed in all that time.

IMF Says Can Support Ukraine Without Private Debt Deal

The International Monetary Fund says it could continue bailout funding for Ukraine even if Kyiv does not reach a debt-restructuring deal with private creditors.
IMF spokesman Gerry Rice said on June 11 that it remains crucial for the country to reach an agreement to reduce its huge private debt burden.
The IMF launched its $17.5 billion, four-year loan program in March based on the assumption that debt negotiations with private creditors would generate another $15 billion in savings, enabling Kyiv to boost is reserves.
Rice said that should happen before the IMF completes the first-stage review of the bailout.
The IMF "has said it is vital that Ukraine and its creditors reach an agreement."
Nevertheless, if a debt reduction deal is not done and Kyiv stops paying private creditors, the IMF can continue to make disbursements on its loan program to Ukraine.
"The IMF has a policy called lending into arrears that allows us to continue lending to a country when it has arrears to private creditors and other conditions of the policy are met," Rice said.

DC Mansion Murder Suspect’s Stabbing Victim Recalls Nearly Deadly Attacks

A man stabbed twice by Daron Wint, the only named suspect in custody for the murder of Washington, D.C., businessman Savvas Savopoulos, his wife, their son, and a family housekeeper, described the attacks that nearly killed him in an exclusive interview with ABC News’ “20/20.”
“[Wint] gave me no warning that he was going to stab me,” Michael Babcock told “20/20.” “It was pretty close to where he would be tried for my murder, you know, if it wasn’t for me surviving it.”
Wint, 34, was charged with murder in the deaths of Savopoulos, the CEO of American Iron Works, his wife Amy, their 10-year-old son, Phillip, and their housekeeper Vera Figueroa before setting the Savolpoulos’ Washington, D.C., home on fire.

Their bodies were found in the home after it was set on fire on May 14. All four victims suffered “sharp force trauma,” meaning stab-like wounds, among other injuries, according to an autopsy report included in a court affidavit.
The Savopoulos’ two other children, teenage daughters, were away at boarding school at the time of the killings.
Authorities say Wint, who was born in Guyana and moved to Maryland in 2000, has had a long and violent criminal past, which includes his conviction for stabbing Michael Babcock in two separate attacks. Babcock said he met Wint in 2006 in Oswego, New York, where Wint had moved to from Maryland.

According to Babcock, Wint and his girlfriend were visiting Babcock’s female cousin’s house and refused to leave. When Babcock and a male cousin walked up to her house to help remove Wint, Babcock said they got into a confrontation before parting ways. It was while Babcock and his cousin were returning back to his house, Babcock says, that they were ambushed and Wint suddenly attacked them.
“Daron had come out and was wind milling with the knives... he stabbed me in the wrist, and then he took off,” said Babcock. “There was slices on my shirt and on my chest and my stomach where I didn’t even know he had cut me. I thought he just had stabbed me in my wrist, but I guess he was trying to stab me other times.”
Wint was arrested, charged with third degree assault and ordered to stay away from Babcock. But six months later in June 2007, ahead of his court date, Wint ambushed Babcock and his girlfriend a second time on a bridge.
“He approached my girlfriend, and he had her by the throat. He grabbed her, and I came and I pushed him off of her,” Babcock recalled. “He came after me, and I didn’t see the knife this time ‘cause it was really small. He had the knife cupped in his hand, and he swung and caught me in the neck right here.”
Babcock was rushed to the emergency room where he was told he was lucky to be alive.
“When Daron stabbed me in the neck – if it would have been a little bit lower – the doctors told me that I would have died before I made it to the first hospital,” he said.

Wint was convicted of third degree assault and served 89 days in prison for both attacks on Babcock.
“I don’t understand why they would only give him that little time for stabbing me," Babcock said.
After his release in 2007, Wint was sentenced to 10 months in jail for stabbing another man. When he completed his sentence, Wint returned to Maryland in 2008.
Wint was charged in the murders of the Savolpoulos family and Figueroa and with arson, but police said in the criminal complaint that they believed others participated in the crime. Wint has not yet entered a plea and remains in custody without bail.
Attorney Robin Ficker, who has represented Wint in the past in unrelated cases said police have the wrong man.
“He feels he has been marked by the media as a murderer, that his name will forever be blemished, even if he is found not guilty in the case, and he’ll have to move away,” Ficker told “20/20.”
Whether Wint is ultimately innocent of the mansion murder case remains to be seen, but to Babcock, the evidence of Wint's ability to harm is crystal clear.
“I know that he does have the violent tendency to harm someone, like he’s obviously harmed me and could have done a lot more harm to me than what he actually had did,” Babcock said.

Germany's parliamentary speaker Norbert Lammert has dismissed media reports that all 20,000 computers in the country's lower house of parliament, the Bundestag, would need to replaced. The job would cost millions of euros and take several months to complete. Lammert said this would be unnecessary, though he admitted that parts of the information technology network may need to be wiped and reinstalled.
Internet spokesman for the Christian Democratic Union, Thomas Jarzombek, issued a similar stance, telling newspaper "Die Zeit" that only a "manageable number of servers need to be reinstalled, the hardware is not affected." Lammert's comments came after a meeting with lawmakers on Thursday to discuss the extent of the attack.
A day earlier, news website "Spiegel" quoted a parliamentary source as saying that the viruses used by the hackers to infiltrate the computers, trojans, were still active, and sending data. But Lammert disputed this on Thursday, saying no data appeared to have been siphoned out of the Bundestag's IT system in the past two weeks.
This contradicts a statement made by a spokeswoman on May 29, who said that several "scattered data outflows" had been detected. Earlier in the month the Bundestag confirmed a cyber attack had been launched on its internal server, the source of which remains unknown.
The head of the nation's domestic intelligence service, Hans-Georg Maassen, said he believed a foreign government was behind the hack, and reiterated warnings about Russian hackers. "My service has repeatedly confirmed that cyber attacks by Russian services are highly sophisticated in any case and are causing us great concern," he said.

Florian Oswald, the spokesman for the Berlin chapter of Amnesty International, is standing on the edge of the pavement, his back turned to the Saudi embassy. Every Thursday since February, Oswald and others have made sure that a sufficient number of yellow vests, placards and banners sporting the Amnesty logo are available. The dedicated activists - albeit sometimes just a few - have gathered weekly in front of the embassy to protest the punishment handed to the Saudi blogger Raif Badawi, who has been sentenced to 10 years in jail and 1,000 lashes for his posts, which allegedly "insult Islam."

"Just because he gave his opinion," Oswald says, briefly tugging at the strap across his left shoulder. Attached to it is a bullhorn. He lifts its external microphone to his chin. "Now, we will all call out 'Freedom for Raif Badawi,'" he instructs. Today, there are about 40 attendees chiming in, perhaps a little more loudly than before. Fresh - and bad - news has come from Saudi Arabia: Last weekend, its Supreme Court upheld Badawi's sentence. "We fear the flogging will resume tomorrow," Oswald says.
For the benefit of press photographers, the protesters have lined up in a row: one very close to the other, in order to create the impression that the congregation is more numerous. Today, center position is assumed by Green party leader Simone Peter and Green member of parliament Tabea Rössner. Both join the chanting, which has switched to "No Flogging for Blogging." Peter says the group shows the growing value of human rights in society: "It is essential for us to stand here today and protest against this punishment. There are many of us, all around the world." A few weeks ago, she came to know Badawi's wife, who fights for her husband's freedom from Canada. She was encouraged by this encounter and expects Germany's government to finally come forward with a clear statement. "So far," she says, "its approach has been long on rhetoric and short on delivery."

'Keep at it'
Klaus Staeck, the former president of the Berlin Academy of Arts, is standing to the right of the Green politicians. It's not his first time at the protests. "Our motto is: Keep at it," the 77-year-old artist and lawyer says. But, given the current circumstances, how can he maintain faith in Badawi's eventual release?
In terms of procedure, only Saudi King Salman can now stop the resumption of the brutal corporal punishment. Fifty lashes, meted out 19 times, would endanger Badawi's life. "He will only be lost when he slips from the public's radar," Staeck warns.

People like Gloria Treichel plan to ensure that this won't happen anytime soon. Facing the embassy on the other side of the road, she is carrying a banner that reads "Stop Torture." The yellow letters are glistening in the noonday sun. "I attend at least every second week," she says. Her voice cracks from furiously shouting the words "Freedom for Raif Badawi" - the current slogan proposed by the man with the bullhorn.
"How can a king be so hard on his people?" Treichel asks herself during a short break between chants. "The situation in Saudi Arabia reminds me of the Middle Ages." In winter, she had exposed herself to cold temperatures here in Berlin's embassy district. Now, she is wearing dark shades, and little beads of sweat are on her forehead. She won't stop protesting. "It just isn't right that way," she says. "Raif simply has to return to his family."

Tariq Aziz Family Says His Body Has Gone Missing in Iraq

The body of Tariq Aziz, Saddam Hussein's former top aide who died last week in prison in Iraq, went missing on Thursday after it was snatched in Baghdad while en route to Jordan for burial, Aziz's daughter said.
Aziz's daughter Zeinab said she was told by her mother — who was in Iraq and waited to accompany the casket to Jordan — that his body went missing at the Baghdad International Airport. No further details were immediately known.
A Royal Jordanian official confirmed that the last flight left Baghdad on Thursday without Aziz's casket. The official spoke on condition of anonymity because he was not authorized to talk to reporters.
Calls to the Iraqi government for comment or information were not immediately returned.
Aziz died last Friday in the city of Nasiriyah, where he was imprisoned awaiting execution. Iraqi forensics chief Zaid Ali Abbas says autopsy results Thursday confirmed that he died of a heart attack.
He was the highest-ranking Christian in Saddam's regime and was the international face of the Baath Party in Iraq. He was sentenced in October 2010 to hang for persecuting members of the Shiite Muslim religious parties that now dominate Iraq.
In recent months, a number of other former Saddam loyalists have been suspected of working with the Islamic State militants in what is viewed as a Sunni alliance of convenience against the Shiite-led government in Baghdad.
Another senior Saddam aide, Izzat Ibrahim al-Douri, is suspected of working directly with the Sunni militant group. In April, a number of Iraqi government officials and members of the country's Iran-backed Shiite militias announced that al-Douri was killed in fighting near Tikrit. But DNA results were never released to confirm the death as promised.
Aziz's daughter, obviously distraught, would not speculate or who may have snatched the body and for what purpose. In Baghdad, Aziz's wife Violet and airport officials could also not be reached for comment.

U.S. considering more military bases in Iraq: top general

NAPLES, Italy The United States is considering building more U.S. military bases in Iraq to drive back Islamic State militants in a move that may require a further increase in American forces, the top U.S. general said on Thursday.

A day after the White House announced the deployment of 450 more U.S. troops to Iraq and a new training hub in Anbar province, Army General Martin Dempsey said the Pentagon was considering more sites in strategic areas such as the corridor from Baghdad to Tikrit and further north toward Mosul.

Dempsey, chairman of the Joint Chiefs of Staff, acknowledged these might require sending more U.S. troops, which already numbered about 3,100 in Iraq before Wednesday's announcement. His spokesman said American forces could also be moved from within Iraq to avoid troop increases.

"Our campaign is built upon establishing these ‘lily pads,’ if you will, that allow us to continue to encourage the Iraqi security forces forward," Dempsey told reporters before landing in Naples, Italy.

U.S. President Barack Obama has said the troops would not engage in combat in Iraq, where the Pentagon has relied heavily on an air campaign that U.S. officials say has killed thousands of Islamic State fighters and eroded their capability.

While the 3,100 U.S. forces in Iraq are a far cry from the peak of about 170,000 under President George W. Bush, the newly announced operations mark the first significant adjustment in Obama's Iraqi strategy in months and follow gains by Islamic State insurgents who control a third each of Iraq and Syria.

Asked about Dempsey's comments, White House deputy national security adviser Ben Rhodes told MSNBC, "if (Obama) gets a recommendation to have another facility like this, he'll take a hard look at it."

White House spokesman Josh Earnest told reporters there were "no immediate or specific plans" to add new bases in Iraq.

Dempsey also renewed the possibility of deploying U.S. spotters alongside Iraqi forces to call in air strikes during a future offensive, but added, "we’re just not there yet."

The possible future training sites, such as the hub at the Taqaddum military base about 15 miles (25 km) from Ramadi, were "just part of prudent planning," he said.

"It's very practical (planning), looking at geographic locations, road networks, airfields, places where we can actually establish these hubs," Dempsey said.

Dempsey did not see another such site in Anbar province soon. "But I could conceive of one potentially somewhere in the

corridor that runs from Baghdad to Tikrit to Kirkuk and over

into Mosul. So we're looking at that area," Dempsey said.

TAQADDUM WEEKS AWAY

Dempsey said it would take several weeks to establish the new hub announced on Wednesday at Taqaddum near Ramadi, which fell to Islamic State militants last month.

Taqaddum will require new American defenses to detect and guard against incoming rockets and mortars.

One benefit of Taqaddum, Dempsey said, is it would help draw in tribes that felt unsafe traveling to the other U.S. outpost in Sunni-dominated Anbar province, at the Ain al-Asad air base.

"Using Taqaddum gives us access to more of the tribes that are willing to stand against ISIL," Dempsey said, using an acronym for Islamic State.

Dempsey, who has long warned about the limits of U.S.

military power in Iraq, said he expected Sunni tribes would represent a "holding force" to control territory seized in Anbar and would protect the flanks of the Iraqi security forces as they advance.

He expressed confidence that the latest

deployments to Taqaddum would help advance Iraq's military

campaign against Islamic State, but that the real test was whether Iraq's government could mend a sectarian

rift between Sunni and Shi'ite Muslims.

"The game changers are going to have to come from the Iraqi government themselves," he said.
