The White House is reportedly considering new ways to discourage Russia from meddling in Europe, in what some officials are saying is an updated version to Cold War-era containment.
The Wall Street Journal reports the approach involves beefing up militaries of allies and potential partners and weeding out corrupt governments, which Russia could potentially exploit to gain more influence.
Administration officials also want to expand NATO’s reach to limit Moscow’s orbit. Although including Ukraine or Georgia in the organization remains off the table, the Pentagon would be open to consider the small Balkan country of Montenegro to solidify its ties with the West and to show that Russia does not have veto power over alliance expansion.
The latest policy talks comes as President Barack Obama meets with world powers in Germany, where he is expected to push the topic of more Russian sanctions as the tension in Ukraine escalates even further.
U.S. officials have acknowledged that the latest sanctions have not made President Vladimir Putin change his ways, and they have voiced concerns about escalating violence in Ukraine and the use of heavy artillery that was supposed to be restricted by the cease-fire deal.
“It’s clear the sanctions are working on the Russian economy, but what is not apparent is that that effect on his economy is deterring Putin from following the course that was evidenced in Crimea last year,” said Defense Secretary Ash Carter, noting that Russian aggression would be “an enduring challenge.”
Officials say the long-term measures being discussed stem from Moscow not backing down after its territorial grab in Ukraine last year. The measures would include increasing training for European allies to resist Russia’s training of surrogate forces and conducting surprise border exercises.
The Pentagon is also drafting plans for where to position different stocks of military equipment for use in a crisis or for an advance in training exercises, the newspaper reports. That would entail an increase presence of U.S. troops in the region. However, Washington is still opposed to rebuild troop formations in Europe.
U.S. officials have acknowledged that there are different views between Europe and NATO on how to approach Russia’s aggression. Gen. Martin Dempsey told The Wall Street Journal in an interview that Russia has a whole host of capabilities to threaten its neighbors.
Dempsey said the U.S. must work with its European allies to fend off Russia’s pressure.
Others within the Obama administration do not necessarily agree how powerful Russia is.
The Journal, citing current and former officials, reports Obama is more skeptical that Moscow represents a long-term challenge and is wary of making Putin a bigger enemy than it has to be.
Secretary of State John Kerry said after a meeting with Putin last month that the two sides will work on issues of common interest.
Officials within the Pentagon reportedly have begun using harsher military terms such as deterrence instead of reassurance, the newspaper reports.
Some officials believe the U.S. must counter Russian moves in Europe. Others believe the U.S. should weaken Russia’s ability to use economic leverage to gain influence in eastern and southern Euroep.
If the U.S. can strengthen democratic institutions, professionalize militaries and curb corruption in countries, The Kremlin will have fewer ways to extend its influence, officials say.
The latest U.S. approach to expanding the NATO alliance can demonstrate the U.S. has more allies and Moscow has few friends than it believes. Such approach puts Montenegro in the spotlight of such debate.
Montenegro defense minister Milica Pejanovic-Djurisic said in an interview in her country that it is ready to join NATO.
“In the face of all the instability that is appearing in the East of Europe, strengthening security in the Balkans is part of the solution for the overall situation we are all in right now,” she said.
Overall, the U.S. main goal is to help restore post-Cold War security in Europe.

Big U.S. data breaches offer treasure trove for hackers

WASHINGTON A massive breach of U.S. federal computer networks disclosed this week is the latest in a flood of attacks by suspected Chinese hackers aimed at grabbing personal data, industrial secrets and weapons plans from government and private computers.

The Obama administration on Thursday disclosed the breach of computer systems at the Office of Personnel Management and said the records of up to 4 million current and former federal employees may have been compromised.

U.S. officials have said on condition of anonymity they believe the hackers are based in China, but Washington has not publicly blamed Beijing at a time when tensions are high over Chinese territorial claims in the South China Sea.

China has denied involvement.

It was the second computer break-in in less than a year at the OPM, the federal government's personnel office. The first breach has been linked to earlier thefts of personal data from millions of records at Anthem Inc, the second largest U.S. health insurer, an attack also blamed on Chinese hackers, and Premera Blue Cross, a healthcare services provider.

"It's a different form of Cold War at this point," said Rob Eggebrecht, co-founder and chief executive of Denver-based InteliSecure, a private cybersecurity firm.

Eggebrecht said his firm had seen a spike in attacks on private company networks by Chinese actors over the past three months. The latest was a previously undisclosed breach at a U.S. pharmaceutical group, which cost the firm hundreds of millions of dollars in sensitive research and development work.

Eggebrecht declined to identify the firm, which he said only learned of the major breach within the last 72 hours.

"We've seen a huge uptick in opportunistic exfiltration of high-value data," he said, adding that the attack on the pharma company involved malicious software installed together with the Chinese-language search engine Baidu.

"DIZZYING RATE"

Admiral James Winnefeld, vice chairman of the Joint Chiefs of Staff, told a cyber conference at West Point military academy last month that U.S. adversaries like China and Russia were rapidly increasing their assaults on military networks.

"We're hemorrhaging information at a dizzying rate, evidenced by the uncanny similarity of some of our potential adversaries' new platforms to those we've been developing," said Winnefeld, one of a growing number of U.S. officials who argue for striking back at attackers to create more of a deterrent.

China has in recent years introduced two new stealth fighters that analysts say bear a striking resemblance to the F-22 and F-35 built by Lockheed Martin Corp. Lockheed redoubled security efforts focused on suppliers after a "significant and tenacious" attack on its computer networks in 2011 that was enabled by lax security at a supplier.

U.S. senators have added $200 million in funding to their proposed fiscal 2016 budget to fund a detailed study of the cyber vulnerabilities of major weapons systems.

The move came after the Pentagon's chief weapons tester told Congress that nearly every major weapons program tested in 2014 showed "significant vulnerabilities" to cyber attack, including misconfigured and unpatched software.

U.S. government officials and cyber analysts say Chinese hackers are using high-tech tactics to build massive databases that could be used for traditional espionage goals, such as recruiting spies, or gaining access to secure data on other networks.

The latest incident gives hackers access to a treasure trove of personal information, including birthdates, Social Security numbers, previous addresses, and security clearances.

All that data could help hackers identify information about specific targets, including potential passwords for websites that may be portals to information about weapons systems or other research data.

"They can dig down into that data and learn more about the individuals, what their hobbies are, what their vices are, what skeletons they have in their closet," said Babak Pasdar, president and chief executive of Bat Blue Network, a cybersecurity firm.

He said he was involved in a recent case in which hackers gained access to private data of a website administrator by finding passwords on a public website linked to the person's hobby.

"This empowers the malevolent cyber actor to target a huge number of people with phishing and other schemes to reel in information," said one U.S. defense official. "The more targets you have, the more likely you are to score."

Obama faces new dynamic with Europe at G7 summit in Germany

WASHINGTON When President Barack Obama attends the Group of Seven summit in Germany on Sunday, he will join fellow leaders who are growing accustomed to a new dynamic in the transatlantic relationship: less direction from Washington, more demands on Europe.

In responding to Russia's intervention in Ukraine, the crisis in Libya and efforts to advance Middle East peace, European leaders have stepped up their role after a real or perceived sense that the United States was drawing back.

The shift has created both annoyance and satisfaction among European officials.

Some privately express frustration at what they view as reluctance by the Obama administration to get involved.

They contrast a "leading from behind" strategy in the Middle East and Europe with the more proactive U.S. stance in Asia, where Obama is acting diplomatically and militarily to counter growing Chinese influence.

France has publicly berated the U.S. administration for not launching air strikes in 2013 against Syrian President Bashar al-Assad. It said that the decision caused irreparable damage to the Syrian opposition on the ground and emboldened Russian President Vladimir Putin on the international scene.

"At the heart of what’s going on is that the Americans themselves don’t want to be on the front line in this region" a senior French official said. The phrase "leading from behind" grew out of the 2011 NATO intervention in Libya when Washington let France and Britain do most of the heavy military lifting.

DIVISION OF LABOR

Other diplomats and U.S. officials say France and Germany's leading role in talks between Moscow and Kiev, which led to a shaky ceasefire deal in eastern Ukraine, was appropriate for a crisis that hits them closer to home.

"It's not a question of ceding responsibility, it's the natural division of labor between us," said David O'Sullivan, the European Union's ambassador to the United States.

Other areas, however, have been hurt by a lack of U.S. leadership, foreign policy analysts said.

Stephen Hadley, Republican President George W. Bush's national security adviser, said it was very attractive to Russia not to have the United States at the table in the Ukraine ceasefire talks. He noted that Europeans were eyeing a new approach to peace between Israelis and Palestinians by potentially backing a U.N. resolution for a Palestinian state.

"Overhanging this, of course, is this perception of American disengagement and stepping back from leadership on a lot of problems in the world, which is a perception that our Arab friends and allies have in the Middle East and, you know, I think is very much prevalent in Europe," he said.

"STRONG ALIGNMENT"

The White House rejects that charge, which is voiced by many Republican critics. It points to U.S.-European unity on Iran's nuclear program, global climate change negotiations, strikes against Islamic State militants, and sanctions against Russia.

"If you look at the president’s key foreign policy priorities, every single one of them, just about, is supported by these key European partners," Obama's deputy national security adviser Ben Rhodes said. "I think this is a moment of very strong alignment with Europe."

That alignment has not translated into pro-American sentiment in Germany, which is hosting the G7 summit. Germans remain angry at U.S. spying practices, an issue German Chancellor Angela Merkel has raised repeatedly with Obama.

In an effort to set a more positive tone, Obama and Merkel will spend some public time together before the summit on Sunday, walking around a small village and sampling local food.

The United States has openly talked about the need for Europe to step up militarily and has recently reiterated a long-standing message that its NATO partners must boost their military spending.
