A recent visit by Secretary of State John Kerry to the Black Sea resort city of Sochi for a meeting with Mr. Putin — questioned even by some inside the White House — sharpened debate over the Obama administration’s stance, leaving the Russian president claiming a diplomatic triumph while American officials scrambled to explain that their policy had not changed.

“It created this kind of cloud of controversy around what is the U.S. strategy, why did he go?” Ms. Smith said, calling the visit “counterproductive” in some ways. Mr. Obama is now in the position of emphasizing to European leaders, particularly Chancellor Angela Merkel of Germany, the summit meeting’s host, that “we’re not trying to undercut your efforts — this was meant to enhance those efforts.

White House officials argue that Mr. Kerry’s meeting with Mr. Putin was a chance for the United States to discuss other critical issues, especially those on which it has maintained cooperation with Russia, such as the pursuit of a nuclear deal with Iran and ending the conflict in Syria. These administration officials insist there is no flagging of resolve or lack of clarity about Washington’s approach on Ukraine.

“I don’t see any change in policy on Ukraine, nor do I see Ukraine fatigue,” said Charles Kupchan, the senior director for European Affairs at the National Security Council.

Still, Mr. Obama will face calls for clarity from his European partners about a policy that has not yielded the hoped-for results.

“The policy was quite robust and rigorous in the first few months after the illegal annexation of Crimea, but it seems to be in a bit of a float,” said Heather A. Conley, director of the Europe Program at the Center for Strategic and International Studies. “All of the G-7 leaders are going to have a lot of questions for President Obama, focusing on what’s next, what’s the plan.”

Having just seen the borders of one of Europe's largest states violated by its neighbor for the first time since the end of World War II, I doubt most Europeans (and certainly most European leaders) would agree with this threat assessment.
But neither Russia's attack on the European post-Cold War order nor the victims of Russia's aggression in Ukraine (the annexed Crimea was not even mentioned) seemed to have any resonance in Kerry's rhetoric.
Worse than pointless diplomacy, worse even than the wasted prestige of his office, Kerry's meeting was shot through with a moral obtuseness that always comes to haunt those who erode the key strength and appeal of the liberal democratic West: its ability to stand by and defend its values in the face of aggression and tyranny.

(CNN)From the moment John Kerry's trip to Russian President Vladimir Putin's summer residence in Sochi on the Black Sea was announced, it was hard to see what the U.S. secretary of state hoped to achieve. Indeed, of the three objectives on Kerry's official agenda -- seeking Russian assistance in ending the Syrian civil war, bringing peace to Ukraine and "keeping the lines of communication open" between the U.S. and Russia -- not one made sense.
On Syria, for example, there is no incentive for Putin to let the conflict abate and every incentive to exacerbate it. The continuation of the Syrian civil war, which destabilizes Iraq, bolsters Iran and weakens moderate Arab regimes allied with the United States is clearly in Russia's geopolitical interests.
As to Ukraine, patriotic mobilization is Putin's strongest legitimizing factor given the sharp decline in Russia's GDP, inflation, the volatile ruble and (very likely in the near future) the end of government subsidies to numerous enterprises, which will mean mass firings of workers, especially doctors and teachers. Defending Russian-speakers in Ukraine against the alleged "fascist junta in Kiev," and Russia against Ukraine as NATO's "foreign legion" (Putin's words) is a vital domestic political imperative. With this in mind, it is unclear why Putin would want to lessen the tension by ending the war on Ukraine.
So why exactly was Kerry's trip necessary?
Keeping lines of communication open is what ambassadors are for -- or deputy assistant secretaries of state. Isn't it obvious that a U.S. secretary of state joining Putin at his vacation palace during one of the most strident confrontations between a post-Soviet Russia and the West will only bolster Putin's image of a feared and thus respected or, better yet, "indispensable" Russia? Apparently deaf to the public implications of this kind of diplomacy, John Kerry did not seem to notice -- or care.
Still, one should perhaps give the U.S. secretary of state the benefit of the doubt. Was there an ace up Kerry's sleeve, something the secretary could use to cajole or threaten Putin? Would Kerry reveal something that would force the Kremlin dictator to alter his geopolitical calculus?
Alas, as the press conference after the talks made painfully clear, not only did Kerry not have anything to show for his efforts, but his post-meeting performance also was a gooey stream of unctuous clichés, nonsequiturs, tautologies and euphemisms that underscored Putin's diplomatic victory.
The most frequently used words in Kerry's opening remarks seemed to be "thanks" and "grateful" to Russian Foreign Minister Sergey Lavrov and, even more so, to President Putin, whom Kerry said he was "privileged" to see. Given that nothing was achieved, why was the U.S. secretary of state grateful? Was he "especially grateful to President Putin" for devoting all that time to explain Russia's position? For anyone who knows anything about the Russian dictator, this translates into an hourlong harangue and denunciation of the United States, NATO and European Union. Kerry also made sure that everyone knew that President Obama, too, was thankful.
It got worse.
The secretary hailed the Geneva accords on chemical weapons as an example of what great things could be achieved "when the U.S. and Russia work together." One would think that Kerry would be embarrassed to recall how Russia saved the Bashar al-Assad regime by seizing on Kerry's remarks about the Syrian regime's giving up chemical weapons as the quid pro quo for America stepping away from the self-announced "red line" and a bombing campaign, which likely would have toppled al-Assad. Since then, the Syrian regime has smoothly transitioned from killing women and children with chemical weapons to decimating them with barrel bombs stuffed with nails (and lately, it is alleged, resorted to chlorine, apparently overlooked in the surrender of other lethal chemicals).
But the apotheosis of pandering was reached when Kerry talked about Russia's war on Ukraine. Happy to acknowledge that he, Lavrov and Putin were of one mind when it came to seeking "peace" in Ukraine, Kerry glossed over "challenges" such as ceasefire violations and "whoever has instigated" them. There was also "the continued arming," but the source was never mentioned.
Despite the obvious reality that Putin can end all hostilities in Ukraine by making a 30-second phone call to Donetsk and Lugansk, Kerry continued the charade of the Minsk-1 and Minsk-2 negotiations, in which an aggressor (Russia) was treated as a peacemaker. In fact, speaking about his forthcoming visit with President Petro Poroshenko of Ukraine, Kerry re-affirmed the charade rules by stating, very firmly, that he would demand that "everybody" abide by Minsk-2. Kerry was courageously holding both the aggressor and his victim to the same unbending standard! (The word "aggression" was never mentioned.) In one of many heartfelt tributes to the unity of interests between the United States and Putin's Russia, Kerry stated that he and Putin-Lavrov shared the conviction that their greatest geopolitical priority was combating "violent extremism" in the Middle East.

    Task for Obama at Group of 7 Is to Reinforce Stance Against Russia

    WASHINGTON — One year after President Obama rallied core allies to join the United States in punishing Russia for its bellicose ways, he will use a gathering on Sunday of the world’s largest industrialized democracies to urge them to stand strong, and together, in isolating the Russian president, Vladimir V. Putin.
    But this time, Mr. Obama faces an additional challenge: It is not entirely clear that their efforts are working.
    The tough economic sanctions that have been the linchpin of American and European efforts to confront Moscow over its annexation of Crimea last year and its continuing aggression in Ukraine have, along with the lower price of oil, exacted a toll on Russia. They may even have helped deter Mr. Putin from escalating his intervention.
    But they evidently have not forced him to give up his designs on Ukraine or to surrender Crimea, and many analysts believe he is playing a waiting game on the assumption that he can outlast Euro-American solidarity.
    A recent visit by Secretary of State John Kerry to the Black Sea resort city of Sochi for a meeting with Mr. Putin — questioned even by some inside the White House — sharpened debate over the Obama administration’s stance, leaving the Russian president claiming a diplomatic triumph while American officials scrambled to explain that their policy had not changed.
    Mr. Obama arrives in the Bavarian Alps on Sunday to face those doubts during a two-day summit meeting of the Group of 7 world powers.
    His immediate task is to steel the resolve of European powers scheduled to meet at the end of the month to review their sanctions against Moscow. Mr. Obama wants them to keep those measures in place, and also to signal that they are willing to go even further should Russia escalate its aggression in Ukraine.
    “Most urgently, the focus is on maintaining the unity around the sanctions effort that has had very significant consequences on the Russian economy,” said Benjamin J. Rhodes, a deputy national security adviser to Mr. Obama.
    “We need to maintain the pressure, show that there cannot be cracks in the trans-Atlantic unity, and show that the costs are just going to continue to grow for Russia,” he added.
    Mr. Obama began laying the groundwork on Friday in a phone call with President Petro O. Poroshenko of Ukraine, in which the White House said he had reaffirmed American support and spoken of his determination to “maintain costs on Russia and the separatists” in eastern Ukraine until they honor a cease-fire agreement that is threatening to collapse after renewed clashes last week.
    The debate over how to address Moscow’s aggression in Ukraine is likely to overshadow the meetings, to be held at a castlelike luxury hotel with sweeping alpine views.
    World leaders will also weigh their next moves in the increasingly grim fight against the Sunni militant group Islamic State, after a conference last week in Paris yielded no breakthroughs on how the United States-led international coalition could reverse the group’s gains.
    Mr. Obama is scheduled on Monday to meet with Prime Minister Haider al-Abadi of Iraq on the sidelines of the Group of 7 meeting. There, he is likely to hear pleas for more American help in fighting the Islamic State, whose recent gains in Iraq and Syria have left the president and coalition partners in search of a winning strategy.
    It was not supposed to be this way for Mr. Obama, who, in the seventh year of his presidency, would like to use the Group of 7 gathering to advance his legacy. The president is hoping to secure pledges from American allies that they will make binding commitments to reduce their greenhouse gas emissions before a December climate change summit meeting in Paris, which he has made a top priority.
    Mr. Obama also wants a strong statement from the group in support of free trade, another priority that is increasingly generating opposition both in the United States and among allies. He will need to reassure allies that even in the face of those challenges, he will ultimately have enough votes in Congress to push through trade promotion authority legislation that would pave the way for completing the Trans-Pacific Partnership, a massive deal spanning the Pacific Rim. The Group of 7 countries are more focused on a trans-Atlantic agreement, also far from being finished.
    “They’ll want private assurances from the president that he’s got the votes,” said Patrick Cronin, the senior director of the Asia-Pacific Security Program at the Center for a New American Security, a Washington-based research organization.
    But it is the crisis in Ukraine that will consume much of the energy at the gathering, the second since the seven world powers, at Mr. Obama’s urging, booted Russia from their group last year.

    John Brennan, director of the Central Intelligence Agency, went on “Meet the Press” last Sunday and did something weird: he acknowledged that U.S. foreign policy might sometimes cause terrorism. Of course, he didn’t word it exactly like that, but close enough:
    BRENNAN: I think the president has tried to make sure that we’re able to push the envelope when we can to protect this country. But we have to recognize that sometimes our engagement and direct involvement will stimulate and spur additional threats to our national security interests.
    This is notable because the people who run our foreign policy usually tell us that terrorists are like zombies, driven by some incomprehensible force to kill and kill and kill until we take them out with a head shot/drone strike. Brennan himself did this five years ago while “answering” questions from the late reporter Helen Thomas about Umar Farouk Abdulmutallab, the 23-year-old Nigerian man who tried to blow up a Northwest flight over Detroit:
    THOMAS: And what is the motivation? We never hear what you find out on why.
    BRENNAN: Al Qaeda is an organization that is dedicated to murder and wanton slaughter of innocents …
    THOMAS: Why?
    BRENDAN: I think this is a — this is a long issue, but al Qaeda is just determined to carry out attacks here against the homeland.
    The next year Abdulmutallab explained at his sentencing what had motivated him:
    I [attempted] to attack the United States in retaliation for U.S. support of Israel and in retaliation of the killing of innocent and civilian Muslim populations in Palestine, especially in the blockade of Gaza, and in retaliation for the killing of innocent and civilian Muslim populations in Yemen, Iraq, Somalia, Afghanistan and beyond, most of them women, children, and noncombatants.
    In fact, the government’s own sentencing memorandum for Abdulmutallab cites this statement, and points out that trying “to retaliate against government conduct” is part of the legal definition of terrorism.
    So Brennan well understands that our foreign policy causes attacks against Americans. And our legal code specifies that attempting to retaliate against U.S. actions is what makes you a terrorist. Nonetheless, this obvious reality is almost never said out loud by government officials.
    On the other hand, comedians can say it (though not on TV). Immediately after 9/11, George W. Bush famously asked “Why do they hate us?” and answered: “They hate our freedoms.” On David Cross’s 2004 “It’s Not Funny” stand-up album, recorded at the DC Improv Club, Cross said:
    CROSS: I don’t think Osama Bin Laden sent those planes in to attack us because he hated our freedom. I think he did it because our support for Israel and ties to the Saudi family and all our military bases in Saudi Arabia. You know why I think that? Because that’s what he fucking said.
