"Let me start by thanking all of you, everyone working in the central office and the regional offices and special subdivisions, for your competent work to ensure Russia’s security and stable development. This includes the efforts of our colleagues working in military counterintelligence, ensuring, for example, the safety of our pilots carrying out counterterrorist operations in Syria and the anti-terrorist units working here inside Russia.

To say a few more words about the Syrian issue, as you know, on February 22, Russia and the United States of America adopted a joint statement on cessation of hostilities in Syria. The purpose of this document is to give impetus to the efforts to resolve the Syrian conflict, more precisely, to boost the efforts to find a political solution and put in place the conditions for starting the settlement process.

Of course, we are fully aware that this will be a difficult and perhaps even contradiction-filled peace process, but peaceful settlement is the only possible way out of the crisis. We must put in place conditions for bringing a swift end to the bloodshed and then starting a full-fledged intra-Syrian dialogue with all constructive political forces taking part.

As you know, today, all parties to the conflict have until midday Damascus time to confirm to either our American partners or us their commitment to the ceasefire. We are already receiving news to this effect. On February 27, starting at midnight Damascus time, the Syrian armed forces, Russia, and the US-led coalition will not conduct hostilities against those armed groups that declare their readiness to observe the ceasefire.

But let me stress that this ceasefire does not apply to ISIS, Jabhat al-Nusra, or other terrorist organisations recognised as such by the UN Security Council. We will certainly continue our resolute combat against these groups. I hope that our American partners will take the same position. This is what is reflected in our joint statement. No one will forget that aside from ISIS, there are also other groups, as I said, that have been recognised as such by the UN Security Council."

IRAQ and SYRIA
Deadline for ceasefire agreement. The “vast majority” of eligible armed groups in the Syrian conflict have indicated that they will participate in the ceasefire agreement. [Reuters]  The main opposition bloc, the High Negotiations Committee, has released a statement confirming the agreement. [Reuters]  The UN had set today as the deadline for parties to the Syrian conflict to accept a cessation of hostilities agreement, scheduled to take effect on Saturday. The framework deal will include details on how to implement the ceasefire and what happens in the event that the truce is violated, according to Khawla Mattar, head of the Syrian envoy’s office in Damascus. Moscow is “continuing its operation in Syria” against “terrorist organizations” ahead of the ceasefire agreement due to come into effect later today. [BBC]
President Obama said that the next few weeks will be “critical” to the future of Syria, commenting that the potential ceasefire agreement could mark the first step toward ending the conflict ravaging the country. [BBC]  The president added that the US will expand its campaign against the Islamic State “on all fronts.” [NBC News’ Daniella Silva]
The UN Security Council is expected to endorse the proposal for a cessation of hostilities, the US and Russia circulating a draft resolution yesterday, with council diplomats saying they hoped to adopt it at the earliest possible moment. [Reuters]
In a “logistical, military and political nightmare,” the United States and Russia are expected to agree on the coordinates of legitimate targets following the passing of today’s midday deadline. [The Guardian’s Patrick Wintour]
The exclusion of the Nusra Front from the cessation of hostilities agreement will make it challengingto maintain peace between the Assad regime and US-backed rebel groups, reports Raja Abdulrahim and Sam Dagher at the Wall Street Journal.
International peace negotiations to resume. A Russian Foreign Ministry official said today that peace talks on the Syria conflict may resume in Geneva on March 7. [Reuters]
An Islamic State suicide attack targeted a Shi’ite religious building and a military checkpoint in Baghdad yesterday, killing 15 people and wounding 48, local security officials said. [AP]
Secretary of State John Kerry is weighing whether to accuse ISIS of genocide amid what is reported to be a tense debate within the administration about what such an accusation would mean for the American strategy against the group. [Yahoo’s Michael Isikoff]
Medical facilities are the direct target of the Syrian government and Russian allies, say Syrian medical workers in rebel-held parts of the country. Anne Barnard reports that according to MSF, there were 94 attacks on 67 hospitals and clinics last year alone. In 2016 there have been 17 such attacks, targeting facilities including six supported by the organization. [New York Times]
US-led airstrikes continue. The US and coalition military forces carried out seven strikes against Islamic State targets in Syria on Feb. 24. Separately, partner forces conducted a further 15 strikes against targets in Iraq. [Central Command]
Tunisia is the “largest source” of foreign fighters joining Islamic State in Syria and Iraq. Between 6,000 and 7,000 people from the “freest Arab democracy” have left to join the extremist militant group, and many more have been prevented from going. The “exodus” defies “conventional wisdom that has long sought to explain terrorism by evoking “root causes” such as political repression by dictatorial regimes,” suggests Yaroslav Trofimov. SURVEILLANCE, PRIVACY and TECHNOLOGY
The White House is about to permit the National Security Agency to share more of the private data it intercepts with other US intelligence agencies, without first being required to apply any privacy protections to the communications. Charlie Savage provides the details at the New York Times.
Apple v. FBI. Apple’s legal team are accusing the FBI of an “unprecedented” request in violation of US constitutional protections of free speech, in a 36-page legal brief submitted yesterday. It is Apple’s first formal rebuttal to the court order demanding that it write software capable of breaking into the iPhone of one of the San Bernardino shooters. Facebook, Twitter and Microsoft will all join a supporting brief. [The Guardian’s Danny Yadron et al]  In the briefing Apple states:
This is not a case about one isolated iPhone. Rather, this case is about the Department of Justice and the FBI seeking through the courts a dangerous power that Congress and the American people have withheld: the ability to force companies like Apple to undermine the basic security and privacy interests of hundreds of millions of individuals around the globe.
“If the FBI wants to hack an iPhone, why doesn’t it just ask the NSA?” Joshua Kopstein comments on Apple’s legal brief, noting the tech giant’s observation that the “government has failed to demonstrate that the requested order was absolutely necessary to effectuate the search warrant.” [Motherboard]
FBI Director James Comey told lawmakers that encryption is the “hardest question I’ve seen in government.” In testimony before the House Intelligence Committee yesterday, Comey called on Congress to take action on data privacy, saying that the “largest question is not going to be answered in the courts and shouldn’t be.” [The Hill’s Katie Bo Williams]
GOP presidential candidates sided with the FBI during yesterday’s debate in Houston, with Senator Marco Rubio accusing Apple of failing to comply with the court order “because they think it hurts their brand,” adding: “Well let me tell you their brand isn’t superior to the national security of America.” [The Guardian’s Tom McCarthy]

GUANTANAMO BAY
Defense Secretary Ash Carter has denied that the Obama administration intends to give Guantánamo Bay Naval base back to Cuba, in response to accusations from Republicans in Congress. He was speaking in the House Appropriations Defense Subcommittee, yesterday. [The Hill’s Kristina Wong]
“It seems to me they just decided to throw up something and see if anything can come of it.” Senator John McCain, one of the few Republicans counted on to support the plan to close Guantánamo Bay, has expressed disappointment with it, calling it a “Chinese menu” that leaves many questions unanswered. [The Hill’s Kristina Wong]
A letter signed by 19 ex-generals and admirals in support of closure has been distributed by Democratic presidential candidate Hillary Clinton. The letter states that the closure is “consistent with US values and weakens our enemies,” and also “sends a strong signal to our allies that we have a credible detention policy.” While some of those who signed the letter have ties to the detention center that are tenuous at best, and have in any case been retired for some time, there are others who have been very closely involved, reports Molly O’Toole. [Foreign Policy]
NIGERIA
The US intends to send Special Operations advisers to support Nigeria’s fight against Boko Haram, military officials have said. If the deployment is approved, as expected, the advisers would not be directly involved in combat. Special Operations forces have been widely used in the fight against Islamic State in Iraq and Afghanistan. [New York Times’ Eric Schmitt and Dionne Searcey]  Meanwhile, Boko Haram fighters are travelling to Somalia to train at al-Shabaab camps, according to Somalia’s national security chief. [CNN’s Stephanie Busari]
The US drone base in Garoua, Nigeria, “represents the newest expansion of America’s stealth war against jihad in Africa.” Its existence was announced by President Obama last October. Joshua Hammer, the first Western journalist to visit the place since Obama’s announcement, reports on what’s going on. [The Intercept]
LIBYA
The “wide ranging views among the political spectrum in Libya” are making it harder for the US to root out Islamic State there. Representative Adam Schiff raised the point on Thursday that Islamic State may become “so firmly entrenched that we have to embark in [sic] the same multi-year process that we are undertaking in Iraq and Syria,” in response to which intelligence leaders reiterated that the goal was to combat Islamic State while also supporting the formation of an effective central government. “In war, you can’t declare premature victory and go home.” President Obama is making the same mistake in Libya as he made in Iraq and Aghanistan, where US troops remain despite declarations that the wars there are over, suggests the Wall Street Journal editorial board.
RUSSIA
Russia “wants to rewrite” the “agreed rules of international order,” General Philip Breedlove, the top US Commander in Europe has said. He was speaking to the House Armed Services Committee, yesterday, in support of the quadrupled funding request for the European Reassurance Initiative included in the Pentagon’s budget request for fiscal 2017, which is geared toward deterring Russian aggression. [The Hill’s Rebecca Kheel]
Meanwhile, NATO is warning of a “lack of progress” in the alliance’s plan to reinforce itself against Russian aggression. Members of the alliance are hampered by “chronic underfunding” and “deficiencies” in their militaries, according to a report produced by the Atlantic Council of six defense experts. [Financial Times’ Sam Jones]
OTHER DEVELOPMENTS
The UN Security Council met yesterday to discuss the draft resolution submitted by the US and Chinaimposing new sanctions on North Korea. US Ambassador Samantha Power called it “the strongest set of sanctions in two decades.” The resolution is expected to be adopted this weekend, according to US officials. The US has test-fired its second ballistic missile in a week, intending, according to Deputy Defense Secretary Robert Work, to send a reminder to rivals such as Russia and North Korea of the US’ nuclear arms capabilities. The unarmed Minuteman III missile was launched from the Vandenberg Air Force Base in California last night. [Reuters’ David Alexander]
UK Prime Minister David Cameron “boasted” of successful exports of Eurofighter Typhoon military planes and other “brilliant things” to Saudi Arabia, yesterday, just as the European Parliament voted in favor of an EU-wide ban on selling arms to that country. Compliance with the ban is not compulsory, however. [The Guardian’s Rowena Mason]
America’s use of armed drones remains “one of the least understood aspects of American security policy.” No progress has been made in terms of making the program more transparent and accountable following recommendations by a bipartisan panel of military and intelligence experts in mid-2014, according to the Stimson Center, a Washington-based think tank charged with measuring progress on the implementation of the recommendations. Words are not enough. Charles Krauthammer is deeply critical of President Obama’s response to international crises, arguing the President is too focused on his intended “legacy” of “climate change, Gitmo and Cuba.” [Washington Post]  Roger Cohen is almost as critical of what he calls Obama’s “implicit” foreign policy, which has been far too restrained. No-one is thinking about Israel and Palestine any more, despite the numerous attacks by individual Palestinians against Israelis, say Dennis Ross and David Makovsky. The ongoing problems have been overshadowed by the threat from Islamic State and other international conflicts, yet they are not going to go away. [Washington Post]
“Extreme cruelty and viciousness” is the stance Burundi security forces are increasingly taking against those whom they suspect oppose the government, according to a report from Human Rights Watch. People are being beaten and abducted, and victims have been buried in mass graves. [New York Times’ Jeffrey Gettleman]

- Ahrar al-Sham says bombed Russia officers near Latakia

 A powerful Islamist rebel faction has claimed it bombed a gathering of Russian officers near Syria’s Latakia on February 21, the same day reports emerged of a mystery blast in the area.
Ahrar al-Sham announced Wednesday afternoon that it conducted a special operation alongside the Harakat al-Bayan faction that “managed to destroy a gathering of top Russian generals… near the city of Latakia with a car bomb.”
The joint statement issued by both groups added that a car bombing outside the meeting “caused the death and injury” of dozens of Russian officers, a claim that Moscow has yet to officially comment on.
“Following a monitoring, scouting and preparation mission that lasted for several weeks, the Ashab al-Naqb company, in cooperation with [Ahrar and Harakat al-Bayan], was able to deliver the car bomb to the military base,” the statement added.
“After observing a meeting of top Russian generals inside the area… the car bomb was detonated during the meeting.”
Ahrar al-Sham and Harakat al-Bayan also published a video purporting to show the moment of the attack against the meeting in the regime’s coastal bastion.
Both groups said the attack occurred in the Snouber-Jableh area at 1:10 p.m. Sunday, February 21st, but the announcement of the operation “was delayed until the safe return of the brothers who carried out the operation.”
 
A little over 30 minutes after the alleged car bomb attack, a pro-regime Facebook page based in Jableh published a terse report on an explosion in the area.
“The sound of a blast was heard in the vicinity of [Jableh] a short while ago according to social media pages, nothing is confirmed yet,” the Jableh City Facebook news page wrote in a post uploaded at 1:43 p.m., February 21.
One member of the group responded that the sounds of ambulances were heard in the area, while another person wrote that a military exercise was underway near the Snouber area.
Shortly before 3:00 p.m., another pro-Assad Facebook group—the Syrian Coast News Network—said the loud sound was the result of training exercises in a “military area” near Latakia. This report was carried by other pro-regime Facebook pages based in Syria’s coastal region.
Meanwhile, the pro-rebel Smart News outlet reported in the afternoon of February 21st that a “rocket of unknown origin” had hit the Snouber-Jableh area, without going into any further details.
As-Sharq al-Awsat also carried a report on the mystery blast, with a rebel commander telling the Saudi daily that he received word that a rocket had struck in the vicinity of Snouber-Jableh, where Russian troops are present.
However, the source added that the nearest rebel factions are over 40-kilometers away from the site of the blast, and possess long-range rockets with only a range of 30-kilometers.
Ahrar al-Sham and Harakat al-Bayan, for their part, claimed that a large number of ambulances and fire engines had rushed to the site of blast to transfer the injured to hospitals in Jableh and Latakia.
“Russian helicopters then arrived at the bomb site and transferred the bodies of the dead and injured [Russian] generals to Hmeimim airbase,” the statement added.
The two groups also claimed that Jableh and Latakia witnessed a large-scale security mobilization following the explosion that has “continued until today and was particularly [noticeable] in the hours following the bombing.”
Neither Syrian regime state media nor the Syrian Observatory for Human Rights tracking developments in the war torn country published any reports on the February 21 incident outside Latakia. (Source: NOW English)

As the battle between Apple and the FBI continues, today, Apple filed a motion to vacate the order from the federal government to assist the FBI in accessing the locked and encrypted iPhone belonging to one of the San Bernardino terrorists.
Apple’s lawyers are invoking First and Fifth Amendment violations as defense against the motion to compel the technology giant. In citing the First Amendment, they argue that
if code is considered speech, then the government is compelling the company to say something that it certainly does not want to by pressuring it to cooperate with law enforcement. Wired’s Kim Zetter outlines why this argument might just work here.
During an interview with ABC News, Apple chief Tim Cook likened the U.S. government's request as asking his company to engineer the “software equivalent of cancer.” Mr. Cook stated, “This is not about one phone. This case is about the future. Can the government compel Apple to write software that we believe would make hundreds of millions of customers vulnerable around the world?” Arecent poll conducted by Reuters and Ipsos concludes that nearly half of Americans support Apple’s claim.
Even then, the New York Times reports thatApple has begun to develop new security measures that would make it impossible for anyone, including the government and even Apple itself, from breaking into locked iPhones. The Times writes that if the company succeeds in upgrading its security—and according to some experts it certainly will—Apple “will create a significant technical challenge for law enforcement agencies,” and would “most likely prompt a new cycle of court fights and, yet again, more technical fixes by Apple.”
From one battle to another long fight, the Islamic State has released a new video threatening Twitter CEO Jack Dorsey and Facebook CEO Mark Zuckerberg in response to their respected companies’ increased efforts to block terrorist content online. The Guardian shares that the latest video features both Dorsey's and Zuckerberg’s faces depicted with mock bullet holes. The newest video by the terrorist group proclaims, “If you close one account we will take 10 in return and soon your names will be erased after we delete you...Allah willing, and will know that we say is true.” As the Guardianwrites, according to a Twitter spokesman, the company would not release a response because “it just happens all the time.” Twitter and Facebook’s new measures to counter terrorist messaging online ispart of a wider campaignby the federal government to recruit tech companies, community organizations, and other private groups to aid its efforts to disrupt online radicalization.
Even as the group’s messaging is being countered online, the Islamic State now reportedly possesses a “fast and effective” supply chain for creating improvised explosive devices that operates below the radar of international rules designed to halt weapon sales. The Military Times tells us that the main components of the Islamic State’s featured weapons—including chemicals, fuses, and cell phones—are not subjected to traditional export controls because “they have viable commercial and industrial uses.”
The Daily Beast contends that the Islamic State may be losing its capital city of Raqqa as it continues to make strides towards other cities in western Syria. The Beast writes that some defense officials are cautiously hoping that the Islamic State is losing ground around its capital and seeking out any city in Syria where it might grow. Last week’s attack in Homs and another in Damascus’ southern outskirts, which killed at least 200 hundred people, may indicate the pseudo-state’s push towards those cities.
In recent weeks, the Islamic State has also been expanding in Libya. The New York Times shares a pieceon the shifting military and political calculus in LibyaToday, the Islamic State’s leader in the western city of Sabratha was arrested by a Libyan militia force. The AP reports that the Islamic State leader, Mohammed Saad al-Tajouri, was detained and dozens of Islamic State militants were killed during a gun battle with the Special Deterrent Force, a Libyan militia loyal to the Islamist-backed government in Tripoli.
In other Islamic State news, Serbia asserted that two of its diplomats, who were kidnapped in Sabratha last year, were killed in a U.S. drone strike last week which targeted the pseudo-state. However, the U.S. military believesthat the drone strike did not kill the Serbian diplomats, and alleges that they were actually killed by a separate criminal group which used the drone strike as an opportunity to “pass off their deaths,” according to the Washington Post.
On a somewhat lighter note, the Islamic State is being mocked on social media because the blood used in the terrorist group’s propaganda videos is actually a fruity soda named Vimto. It remains unclear whether Vimto is also the Islamic
State's official beverage.
Moving right along to unrest in Syria, the Washington Post reports that there is widespread uncertainty on how the planned ceasefire will be implemented and monitored. Only a few days prior to implementation, the Post writes that no one really knows what is likely to happen if the agreement does not hold.
Syria’s opposition forces are supporting the two-week truce to test the seriousness of the other side’s commitment for a “cessation of hostilities.” Reuters shares that a statement from the High Negotiations Committee (HNC) indicated that the committee “views a temporary two-week truce as a chance to establish how serious the other side is in committing to the points of the agreement.” Members of the HNC welcome the plan, but outlined a list of criticisms that need to be implemented before any truce could be reached.
With the ceasefire deadline approaching, Russia’s President Vladimir Putin attempted to place himself in the center of efforts in order to secure a Syrian ceasefire yesterday. According to theWashington Post, President Putin “bridged both sides of the conflict… and portrayed himself as bolstering the chances of a cessation of hostilities agreed to by Washington and Moscow earlier this week.” Putin’s “diplomatic blitz” included telephone conversations with leaders from Syria, Saudi Arabia, and Iran.
For the first time after months of silence from the Egyptian government, Egypt has finally recognized that terrorists did, in fact, down the Russian jetliner that exploded over the Sinai Peninsula last fall. The New York Times reports that the Egyptian authorities announced the unexpected admission after urging Egyptians and the world to await the results of an international investigation it is currently leading into of the crash.
As Egypt admits what most of us already knew, Iran justifies our skepticism about Iranian politics as it is set to hold its national election. According to the Washington Post, viewing elections in the Islamic Republic with
caution “is a justified temptation." To limit such skepticism, the Post outlines what you should know about the elections here.
Speaking of Iran, today, Israel’s defense minister accused Iran of building an international terror network that includes “sleeper cells, that are stockpiling arms, intelligence, and operatives to carry out strikes in Europe and the United States." The AP tells us that Israeli defense minister Moshe Yaalon said that Iran aims to destabilize the Middle East and other parts of the world and additionally is training, funding, and arming “emissaries” to spread a revolution.
While Iran allegedly plots a world revolution, Defense News reports that Pakistan has launched a push on the remaining Pakistani Taliban (TTP) militants “holed up” in the remote Shawal Valley bordering Afghanistan. Pakistan’s Shawal Valley campaign is the final phase of Operation Zarb-e-Azb, a maneuver that has steadily driven the TTP and its allies and affiliates out of sanctuaries in North Waziristan since June 2014. Defense News shares that since the launch of the campaign, terrorist attacks across Pakistan have fallen sharply.
Pakistan police also successfully raidedtwo militant hideouts in the outskirts of Karachi that sparked a shootout that resulted in 12 dead militants. According to a Pakistani senior police officer, seven of the men belonged to Pakistan’s anti-Shia Lashkar-e-Jhangvi and the other five belonged to al-Qaeda’s branch in the Indian subcontinent. Police forces also recovered bomb-making materials, guns, and assault rifles from the hideouts.
Over in the South China Sea, China allegedly “really needs” its defenses in the disputed waters so that it can face “a militarization process being pushed by the United States,”Reuters reports. China and the United States have sparred over the past week over reports that China is deploying advanced missiles, fighters, and radar equipment to the South China Sea. China’s claim that it “needs” its defenses is only the latest in mounting tensions in the heavily disputed waters.
In another set of tensions, South Korea and China engaged in a blunt diplomatic disputethat resulted in Seoul telling Beijing not to intervene in its talks with the United States regarding the Terminal High Altitude Area Defense (THAAD), a missile defense system designed by the United States to counter North Korea’s nuclear and missile capabilities. China has been vehemently opposed to THAAD. According to the Diplomat, today, China’s ambassador to South Korea warned that THAAD could “destroy” the Chinese’s relationship with South Korea. Lots of criticism followed President Obama’s submission of a plan to close the Guantanamo Bay Detention Center to Congress. Primarily, Congress has questioned where the remaining detainees will be transferred once they are in the United States. The Military Times reports that the Pentagon has stated that “the choice on where to relocate the prisoners was up to Congress,” as the plan submitted by the President on Tuesday deliberately did not include any locations. The only problem though is the fact that transferring GTMO detainees to the United States is still illegal, so says Attorney General Loretta Lynch.
Meanwhile, Senate Republicans on the Armed Services Committee have called President Obama’s plan “gibberish.” According to Senators John McCain (R-AZ), Lindsey Graham (R-SC), and Kelly Ayotte (R-NH), this gibberish plan will have Capitol Hill hearings, but the plan will likely not advance beyond that, the Hill writes. Senator Graham has called upon his Democratic and Republican colleagues to put a better idea forward, if they have one at least. However, Republicans in the House of Representatives are prepared to launch a legal action in case President Obama tries to transfer detainees to the United States. Speaker of the House Paul Ryan told reporters that President Obama’s actions would be against the law because it would violate the ban on detainee transfers passed by Congress last year.
In other GTMO news, an accused 9/11 plotter testified for more than two hours yesterday that someone is intentionally making noise and vibrations inside the maximum-security prison. In his statement, Ramzi bin al-Shibh stated that when he protested the noise, a U.S. Navy psychiatrist drugged him. Al-Shibh also remarked that “they make all my life...upside down. I can’t concentrate. I can't’ read. I can’t sleep. I can’t pray. I can’t do anything.” Read more from the Miami Herald here.
Senator Mark Warner and Representative Michael McCaul are prepared to create a commission to find answers to the major questions surrounding the security issues in the ongoing encryption debate. The Federal Times reports that the two lawmakers will “introduce legislation next week to establish an independent commission to define the issues around digital security and propose solutions that will keep citizen data safe.” While we await the creation of this commission,the Justice Department as requested$38 million in order to build tools that will be able to circumvent strong encryption and grant law enforcement access to this type of data.
Yesterday, President Obama signed legislation that would extend U.S. privacy protections to citizens of allied countries. The legislation will also allow foreigners to sue the U.S. government if their personal data is unlawfully disclosed. The AP has more here.

Republican Candidates Squabble Over Immigration, Foreign Policy

The latest debate among Republican candidates for the U.S. presidency Thursday turned into a shouting match as the candidates tackled issues such as illegal immigration, U.S. policy in the Middle East and transparency of candidates' tax records.
Billionaire real estate mogul Donald Trump repeated his claim that he would make Mexico pay for the wall he has proposed building on the U.S. southern border to curb illegal immigration, and because of objections from Mexican leaders on the issue, he said, "the wall just got 10 feet higher."
His closest rivals, Florida Senator Marco Rubio and Texas Senator Ted Cruz, accused Trump of using illegal immigrant labor in some of his high-profile building projects. Both said Trump was forced to pay a $1 million fine for hiring illegal immigrants.

Answering a question on foreign policy, Trump said he would not support the cease-fire deal set to take place in Syria.
And he said he believes Libya, now embroiled in civil war, would have been better off if former leader Moammar Gadhafi were still in power. Gadhafi was ousted and killed during the Arab Spring movement of 2011 when Western powers backed a rebellion by the Libyan people against the Gadhafi government.
Trump blamed the rise of the militant group Islamic State on the downfall of Gadhafi and Iraqi President Saddam Hussein, who was deposed in 2003 and executed by his own people three years later.
Cruz, for his part, promised to "rip to shreds" the U.N.-brokered nuclear deal with Iran finalized in July of last year. The deal allows Iran relief from U.S., U.N. and European Union sanctions in exchange for the reduction or elimination of Iran's enriched uranium stockpiles and gas centrifuges.
The flamboyant Trump, who has never held elective office, has won three straight primary election contests in New Hampshire, South Carolina and Nevada. This debate precedes next Tuesday's party primaries and caucuses in 12 states, the single biggest day so far in the months-long, state-by-state races to pick both the Republican and Democratic party presidential candidates.
An online Bloomberg Politics poll released Thursday found the twice-divorced New Yorker Trump with 37 percent of the vote in seven southern states, home to some of the nation's most conservative voters.

Attacks on Trump
Both Rubio and Cruz have sharpened their attacks on Trump in recent days, with Rubio contending that Trump's "Make America Great Again" campaign slogan is empty rhetoric without many specific policy proposals.
Two other candidates, Ohio Governor John Kasich and former neurosurgeon Ben Carson, remain in the race and were on the debate stage.  The debate was the first without former Florida governor Jeb Bush, who dropped out after a disappointing fourth place finish last weekend in South Carolina.
Cruz, a conservative agitator in Washington against Republican and Democratic leaders, on Wednesday attacked Rubio and Trump as "Washington dealmakers."  He said Rubio had collaborated with Democrats on immigration policy changes that Congress ultimately abandoned, while Trump has made campaign donations to Democrats in past elections and at times supported their policies.

Cruz is looking to win his home state of Texas on Tuesday and do well in other nearby states in the southern part of the country.  But surveys show Republicans favoring Trump in those states and pulling close to Cruz in Texas.  Rubio also faces a key contest in the southeastern state of Florida, his home state, on March 15, the same day Kasich is on the ballot with the other candidates in Ohio, the Midwestern state he governs.
Trump has predicted he will face off with former U.S. Secretary of State Hillary Clinton, the leading Democratic presidential contender, in November's national election to replace President Barack Obama, whose eight-year tenure in the White House ends in January.
Clinton has won two of the three Democratic state contests over her remaining rival, Vermont Senator Bernie Sanders, a self-described democratic socialist.  Clinton, the country's top diplomat from 2009 to 2013, is favored in Saturday's primary election in the Atlantic coastal state of South Carolina and the two are battling in 11 states on Tuesday.

Marco Rubio, the young and feisty Floridian who would be president, out-debated the rest of the remaining Republican presidential field Thursday night in a performance that probably won't help him move the needle in time to help with Tuesday's smorgasbord of primary elections.  
The too-little-too-late phenomenon was enough to leave some Rubio partisans shaking their heads at the University of Houston after debate night was in the books.
'I don't know what we're doing here, really,' one Rubio staffer – identified by a special backstage credential hanging around his neck – said to another within earshot of reporters.
'Nothing matters,' <a href="http://DailyMail.com" rel="nofollow">DailyMail.com</a> overheard him telling his colleague. 'We could cure cancer tomorrow and we're not going to flip Alabama.'
The first-term senator got the better of GOP front-runner Donald Trump more than once, and outshone his Texas counterpart Ted Cruz in the battle over who would carry the party's silver medal into the fattest part of the primary season.
But Rubio is facing an unforgiving election calendar whose first bonanza – a long list of voting contests on March 1 that includes Alabama and other southern jackpots – is just five days away.

There's no poll showing him leading Trump in any so-called 'Super Tuesday' state. And in his own home state of Florida, which will hold a Republican primary on March 15, he's trailing the billionaire real estate titan by more than a dozen percentage points.
But there he was, on the stage of the university's opera house, threatening – for a few hours, at least, – to make Trump into a parlor joke.
Rubio created one of he night's most open-mouthed raucous moments, during a segment about the Obamacare health insurance law, when he dared Trump to lay out a detailed plan to replace the president's much-maligned scheme.
Trump said at every turn that he would erase 'lines around the states' – a way of describing how consumers are forbidden by law from purchasing insurance plans from companies in states outside the one where they live.
Rubio scolded Trump for offering the same answer over and over again.
'Now he's repeating himself!' he said, chuckling at the spectacle of Trump being a robot – the role in which he himself was cast weeks earlier in New Hampshire when he repeated his own set of talking points on the debate stage.
'No. I don't repeat myself! Here's the guy who repeats himself!' Trump said, trying to ricochet the moment back at Rubio.
'I watched him repeat himself five times four weeks ago,' The Donald recalled.
'I saw you repeat yourself five times five seconds ago!' Rubio jabbed back.

Trump told reporters after the debate that Rubio 'had no choice but to go after me. He also claimed that insta-polls showed 'he didn't come close to winning. ... I won every single poll for the debate.' 
'I think we had a great night. It was one of my better debate nights,' he said.

The 44-year-old boyish Floridian made move after move on Trump, hammering the man 25 years his senior on everything from his use of illegal immigrant labor to a defunct 'Trump University' that is now the subject of litigation from students who claim they were bilked.
''If he hadn't inherited $200 million, do you know where Donald Trump would be? Selling watches in Manhattan!' Marco said in one seemingly practiced line.
Moments later his campaign was raising money online with an image of a broken watch.
Rubio also hit the tycoon over the Chinese workers who made his signature neckties and other garments in China and Mexico, and for a quartet of business bankruptcies through which he shepherded his companies. 
The night's first climax came as he accused Trump of hiring illegal immigrants from Poland, saying 'you're only person on this stage that has ever been fined for hiring people to work on your projects illegally.'
Trump stood stiff and pushed back.

'UNINTELLIGIBLE YELLING': MOMENT SUBTITLE WRITERS GAVE UP TRYING TO KEEP UP WITH FIERY DEBATE

It was a debate that electrified the Republican presidential race and saw front-runner Donald Trump on the back-foot as rivals Ted Cruz and Marco Rubio unleashed a barrage of attacks on the billionaire. 
At times, the debate in Houston descended into a slanging match with the candidates hurling insults at one another.
As the heated debate descended into chaos with candidates launching personal attacks on one another, CNN subtitle writers struggled to keep up and instead used the caption 'unintelligible yelling'.
'No, no, I'm the only one on the stage that's hired people. You haven't hired anybody!' he responded, while denying that he had ever broken immigration employment law.
'I've hired tens of thousands of people over at my job. You've hired nobody,' Trump fumed. 'You've had nothing but problems with your credit cards, et cetera. So don't tell me about that.'
That was a jab about a scandal involving Rubio's use of a Republican Party of Florida credit card for his personal expenses. 
'You haven't hired one person, you liar!' he boomed.
'He hired workers from Poland. And he had to pay a million dollars or so in a judgment,' Rubio claimed.
'That's wrong. That's wrong. Totally wrong,' Trump insisted.
If Rubio's effort bears fruit at all, it will likely be in the next round of primary battles, which includes Florida and other 'winner-take-all' states.
March 15 marks the first date on which state Republican Party organizations can award delegates to the Republican National Convention in giant chunks to candidates who win by the slimmest of margins.
But delegate math can be hard, especially in the Year of Trump when the front-runner monopolizes TV time and online media.
Backstage at the debate, Google played a continuous video loop on TV screens showing which of the candidates were dominating search queries in each of the Super Tuesday primary states.
The data, sliced into 10-minute increments during the 2-1/2 hour debate, showed that in half of them, Trump never fell out of first place.

The only Super Tuesday states where Rubio was the most-searched candidate at any time during the night were Vermont, North Dakota, Alaska and Wyoming – places with few delegates to offer – and only then for 10 or 20 minutes at a time.
Ted Cruz made an effort to sideline Trump but fell comparatively flat. 
The Donald said he would deport millions of illegal immigrants but allow the 'good ones' to return through a screening process.
Cruz insisted he would be stricter.
'We have always welcomed legal immigrants, but I think it is a mistake to forgive those who break the law to allow them to become U.S. citizens, and that's why I've led the fight against granting citizenship to those here illegally,' he said.
He also blasted Trump for taking the issue of building a border wall as his own, saying he raised the idea in 2012.
'I really find it amazing that Donald believes that he is the one who discovered the issue of illegal immigration,' Cruz marveled.
'I can tell you, when I ran for Senate here in the state of Texas, I ran promising to lead the fight against amnesty, promising to fight to build a wall.'
'And in 2013, when I was fight against the "gang of eight" amnesty bill, where was Donald?' Cruz asked. 'He was firing Dennis Rodman on "Celebrity Apprentice".'
