Hillary Clinton called the FBI investigation into her use of a private email server while she was Secretary of State a “security review” Friday on The Today Show.
NBC’s Matt Lauer asked Clinton about the investigation and the possibility of an indictment looming over her campaign.
“Let me share some conversations I’ve had with Republicans and if I say to somebody on the Republican side, ‘Aren’t you nervous about what’s happening with this campaign and this division and what might happen in the convention?’ Do you know what I hear a lot?” Lauer said. “They are clinging to the hope that the way they’ll be able to deal with that is that at some time between now and the election, and they say this, that they will get to see Hillary Clinton in handcuffs. That there will be some kind of political perp walk based on your private server.”
Before Lauer could finish his question, Clinton was laughing.
“Oh my goodness! Well, Matt, I know that they live in that world of fantasy and hope because they’ve got a mess on their hands on the Republican side. That is not going to happen. There is not even the remotest chance that is going to happen,” Clinton said.
“Do you think the FBI and the Justice Department write you a letter and say it was a misunderstanding? We’re sorry, carry on?” Lauer said.
“Well, we’re certainly going to carry on. I think it’s a security review,” Clinton said. “It is a security review and there are lots of those that are conducted in our government all the time and you don’t hear about most of them. You hear about this one because, you know, it does involve me, so that’s why it gets so much attention.”
FBI director James Comey recently stated that he sees “no rush” to wrap up the probe before the Democratic National Convention in July, leaving open the possibility the case might not be resolved if and when Clinton captures her party’s presidential nomination.

Conservative donors are throwing their weight and cash behind retired U.S. Marine Corps Gen. James Mattis in an attempt to pressure him into the presidential race to slow Donald Trump’s momentum.
Close to a dozen influential donors—involving politically-involved billionaires with deep pockets and conservative leanings—are ready to put their resources behind Mattis. At their request, a small group of political operatives have taken the first steps in the strategic legwork needed for a bid: a package of six strategic memos outlining how Mattis could win the race, in hopes of coaxing him in. The general has received the package of memos, according to two individuals involved with the project.
Mattis, the former commander of the U.S. Central Command, would be thrown into the race as a third-party candidate during the general election to siphon votes from current frontrunners Trump and Hillary Clinton.
Operatives behind the movement to coax him into the race told The Daily Beast the initial goal would not be to clinch victory, but rather to capture enough votes to deny Trump and Clinton the 270 electoral events needed to win the general election.
This would throw the presidential election into the House of Representatives, where the incoming lawmakers would have the duty to decide who would serve as the U.S.’s 45th president.
To accomplish this, The Daily Beast reported that the retired general would have to win several states that voted for President Obama in 2012, which could halt Clinton.
One of the strategists working behind the effort conceded to The Daily Beast that the chances of Mattis clinching the White House are “very low,” noting the challenge of putting his name on the ballot in numerous states. A source close to Mattis said convincing him to run would be challenging, “if not impossible.”
But the group of pro-Mattis strategists and donors believe that a contested general election could propel the former military officer to the White House as the “consensus choice” among a divided House, according to The Daily Beast.
“Everyone is hoping that Ted Cruz pulls it out, but I think a great deal of Republicans would rally behind an American hero if the choice is between Mattis and Trump,” John Noonan, a former Jeb Bush aide now involved in the project to draft Mattis, told The Daily Beast.
“He’s a man of character and integrity. He’s given his life to his country. How do you ask someone like that to leap headfirst into this toxic mud-puddle of a race? It’s damn hard. But Trump is a fascist lunatic and Hillary has one foot in a jail cell. That means the lunatic can win. I’d be first in line to plead with the general to come save America.”
Nicknamed “Mad Dog” by his troops, Mattis served in the military for 44 years and was dubbed the “most revered Marine general” in a generation by the Military Times.

Three months after a Department of Homeland Security intelligence report downplayed the threat of a cyber attack against the U.S. electrical grid, DHS and the FBI began a nationwide program warning of the dangers faced by U.S. utilities from damaging cyber attacks like the recent hacking against Ukraine’s power grid.
The nationwide campaign by DHS and the FBI began March 31 and includes 12 briefings and online webinars for electrical power infrastructure companies and others involved in security, with sessions in eight U.S. cities, including a session next week in Washington.
The unclassified briefings are titled “Ukraine Cyber Attack: Implications for U.S. Stakeholders,” and are based on work with the Ukrainian government in the aftermath of the Dec. 23 cyber attack against the Ukrainian power infrastructure.
“These events represent one of the first known physical impacts to critical infrastructure which resulted from cyber-attack,” the announcement by the DHS Industrial Control Systems Cyber Emergency Response Team read.
“The attacks leveraged commonly available tools and tactics against the control systems which could be used against infrastructure in every sector.”
The briefings will outline the details of the attacks, the techniques used by the hackers, and strategies to be used to limit risks and improve cyber security for grid organizations.
Security researchers have concluded the attack was carried out by Russian government hackers based on the type of malicious software, called BlackEnergy, that was detected in the incident.
The threat briefings followed an internal DHS intelligence report published in January that stated the risk of a cyber attack against U.S. electrical infrastructure was low.
“We assess the threat of a damaging or disruptive cyber attack against the U.S energy sector is low,” the report, labeled “for official use only,” says.
The report said advanced cyber attackers, such as nation states like Russia and China, are mainly seeking to conduct “cyber espionage.”
Penetration by foreign hackers into industrial control systems used to remotely control the electrical power grids as well as water and other infrastructure “probably is focused on acquiring and maintaining persistent access to facilitate the introduction of malware, and likely is part of nation-state contingency planning that would only be implemented to conduct a damaging or disruptive attack in the event of hostilities with the United States,” the eight-page report states.
The majority of malicious cyber attacks against energy companies was downplayed as “low-level cybercrime that is likely opportunistic in nature rather than specifically aimed at the sector, [and] is financially or ideologically motivated, and is not meant to be destructive.”
The report also sought to dismiss public references to “cyber-attacks” as exaggeration. “Overuse of the term ‘cyber attack,’ risks ‘alarm

The report raises questions about whether DHS, which has primary responsibility for protecting U.S. government computer networks and works with the private sector to prevent cyber attacks, understands the infrastructure cyber threat and is seeking to downplay the threat for political reasons.
The Obama administration has adopted an approach that seeks to play down foreign national security threats under conciliatory foreign policies pursuing warmer relations with states such as Russia, China, and Iran.
The DHS report, however, contrasts sharply with recent statements by Adm. Mike Rogers, commander of the Cyber Command, who warned recently that a major cyber attack by nation-states against critical infrastructures poses a major security threat.
“It is only a matter of the ‘when,’ not the ‘if’—we’re going to see a nation-state, group, or actor engage in destructive behavior against critical infrastructure in the United States,” Rogers, who is also director of the National Security Agency, said in a speech March 2.
Rogers described the Ukraine cyber attacks as “a well-crafted attack” that temporarily disrupted electrical power in Ukraine.
The four-star admiral said the cyber attack also included the use of sophisticated monitoring of how Ukrainian authorities reacted to the attack. The attackers then took additional cyber measures designed to slow down the process of restoring electrical power, he said.
“Seven weeks ago it was the Ukraine. This isn’t the last we’re going to see this, and that worries me,” Rogers said.
A report by the State Department-led Overseas Security Advisory Council, a public-private security group, provided details of the Ukrainian electrical grid attack from open sources.
“While cyber attacks on critical infrastructure systems have long been viewed as digital aggression with physical consequences, very few have been documented to date, making the late December events in Ukraine a hallmark incident,” the report said, adding that in addition to the power grid, hackers targeted airport, rail and mining system networks.
On Dec. 23, the Ukrainian power provider Prykarpattyaoblenergo, in the western Ukrainian region of Ivan-Frankivsk, was hit by a large-scale breakdown that left 200,000 people in the region without power for several hours.
The cause was determined to be interference with the automated control system from malicious software.
The research group SANS Institute investigated and determined the blackout was caused by hackers who gained remote access and inflicted changes on the electrical distribution system.
“The cyber attack was allegedly timed to occur during a telephone flood aimed at the help desks of Ukrainian electric companies, intending to keep support staff pre-occupied and divert attention from the network intrusion,” the report said.
Other outages occurred in Kyiv Oblast that produced loss of electrical power to 80,000 people. Another unidentified power company in Ukraine also was hit.
The malware used against the three power companies was identified as BlackEnergy 3, which is believed to be Russian in origin and designed to attack infrastructure systems.

“A unique feature of BlackEnergy 3 is its KillDisk function, enabling the attacker to rewrite files on the infected system with random data and blocking the user from rebooting their system, rendering it inoperable,” the report said. “The virus also searches victim computers for software that is primarily used in electric control systems, indicating a potential focus on critical infrastructure systems.”
The Ukraine security service said in a statement that Russia was behind the power grid attack, and the Ukrainian Energy Ministry concluded Feb. 12 that the hackers “used a Russian-based Internet provider and made phone calls from inside Russia as part of a coordinated cyber attack on Ukraine’s power grid.”
The security firm iSight Partners traced the Ukraine cyber attack to a team of Russian hackers called Sandworm and noted that it was among the first destructive cyber attacks by the group that in the past had limited its activities to cyber theft.
The State Department report said some analysts believe power failures from malware cyber attacks “could entice nation-states and other nefarious threat actors to execute similar cyber attacks in the future.”
“However, the incident in Ukraine still remains the first possible instance of a blackout caused by a malicious network intrusion, not yet indicative of a trend,” the report said.
Ukrainian authorities this week disclosed that police and IT companies disrupted a Russian “botnet” server of some 4,000 computers that were hijacked and operated covertly in Ukraine and 62 other countries. The botnet, apparently used for criminal purposes, was code-named Mumblehard.
An FBI spokeswoman referred questions to DHS. A DHS spokesman declined to comment, citing a policy of not commenting on “purportedly leaked documents.”

Latin American Oil Exporters Urge Producers to Help Stabilize Market by webdesk@voanews.com (Reuters)
Latin America's main oil exporters on Friday called on both OPEC and non-OPEC nations to take action to stabilize oil markets, in a timid statement that did not explicitly back an output freeze or offer more aggressive proposals to shore up slumping prices. Delegations from Colombia, Ecuador, Mexico and Venezuela met in Quito in the runup to a meeting in Doha on April 17 that oil exporters hope will help reduce a supply glut that has driven global oil prices down by about 60 percent since mid-2014. The countries in a statement agreed to "call on OPEC and non-OPEC oil producers ... to take necessary actions to stabilize the world petroleum market to improve prices for the benefit of producer and consumer nations." They also agreed to create a regional dialogue mechanism on oil and gas reserves, production, demand and inventories. Colombian, Mexican involvement The meeting was the first significant sign that non-OPEC producers Colombia and Mexico may be involved in an effort to bolster prices. However, Mexico said it was only participating as an "observer" to share information, and its energy ministry pointed out that the country's crude output had already declined by more than a million barrels per day in the last 12 years. Mexican officials have said they cannot freeze or cut output in any kind of coordinated strategy to support prices. Mexico's oil output has been falling for over a decade because of its aging fields and underinvestment. Venezuela's Oil Minister Eulogio Del Pino said 18 countries had confirmed they would be at the Doha meeting, with two or three others committing verbally. Russian Energy Minister Alexander Novak said Friday that he hoped producers would agree in Doha to freeze output. Russia, Saudi Arabia, Venezuela and Qatar agreed in February to freeze production at January levels, but said at the time the deal was contingent on other producers joining in.

Islamic State fighters abducted at least 170 workers from a cement factory this week. The New York Times reports that “if confirmed, the kidnapping would punctuate the Islamic State’s penchant for brazen acts even in the face of recent defeats that have forced it to relinquish some territory seized in the five-year Syrian war.” It remains unclear exactly how many people had been taken and where they are being kept. Al Badia Cement is located near the town of Dumair, about 25 miles northeast of Damascus.
The Syrian peace talks will resume on Wednesday, April 13 and are intended to be a “concrete discussion leading to a ‘real beginning of a political transition.’” U.N. Special Envoy for Syria Staffan de Mistura said that between now and April 13, he plans to visit Damascus and Tehran, and possibly Amman and Beirut, and hold meetings with Turkish and Saudi authorities in Europe as part of the talks. Secretary of State John Kerry weighed in and indicated that next round of talks could determine whether a diplomatic resolution to the civil war is even possible.
For his part, Syrian President Bashar al Assad has shown no signs of his intention to cooperate. Reuters tells us that “as the Syria peace talks resume next week, President Bashar al Assad, backed militarily by Iran and Russia, shows no willingness to compromise, much less step aside to allow a transition Western powers claim is the solution to the conflict.” Assad has now increased his confidence after “Russian airstrikes have reversed the tide and enabled his army to recover lost ground from Sunni insurgents as well as the jihadis of the Islamic State.”
Russia and the United States are teaming up to draft a new constitution for Syria. Bloomberg reports that the effort by both nations is the “clearest sign yet of the two powers’ determination to broker a solution to a five-year civil war that has sent a wave of refugees toward Europe.” The United States and Russia have agreed to a target date in August to create a framework for the new constitution and the hopeful political transition.
The BBC reports that “Syrian rebels have seized control of the strategically important northern town of al Rai” from the Islamic State. The fall of al Rai is a boost for the rebel forces as they continue to push towards the recapture of Aleppo and secures an important supply line from Turkey.
Over in Libya, the number of Islamic State fighters has doubled in the past 12 to 18 months. According to NBC News, General David Rodriguez, the outgoing commander of AFRICOM, said that there are now between 4,000 and 6,000 Islamic State operatives in Libya. General Rodriguez also indicated that he suspects the United States will conduct airstrikes against Islamic State targets in Libya once the new U.N.-backed unity government takes control.
Yesterday, Army Chief of Staff General Mark Milley cautioned that the United States is not winning the war against the Islamic State yet, despite some recent progress. The Hill shares that, during a Senate Armed Services Committee hearing, General Milley said that “there is progress. But progress is not yet winning. No one should think this is over. It is not. There’s a lot of work to be done.”
As the turmoil continues to unfold in the Middle East, one U.S. senator is proposing providing emergency funds to countries to deal with the fallout from Syria’s civil war and the spread of the Islamic State. Military Times reports that Senator Lindsey Graham (R-SC) “did not specify an exact spending figure, but said that money is desperately needed to help deal with the security and refugee situations in places like Israel, Saudi Arabia, Turkey, and Egypt.” Senator Graham had said that he was “stunned at how things have deteriorated over there” after a recent congressional delegation visit to the region. The senator sees these emergency funds as a first step in creating a “Marshall Plan” for the Middle East.
U.S. federal prosecutors and counterterrorism officials are still debating what to do with Mohamad Jamal Khweis, a 26-year-old Virginia man who recently defected from ISIS to Kurdish forces in Iraq. Khweis, who is currently held by Kurdish authorities as the FBI, CIA, and Kurdish security continue their investigations, could face a long prison sentence if charged with material support. However, prosecutors could also strike a deal with Khweis, offering a plea bargain and enlisting him as a valuable ally in the information battle against the Islamic State. McClatchy has more on the ongoing debate.
The man likely to be the notorious “man in the hat” seen with the two suicide bombers who attacked Brussels airport last month was arrested today in Belgium. According to Reuters, Mohamed Abrini was arrested in Brussels earlier today adding that the 31-year-old Belgian was “more than likely” the “man in the hat” seen on the security footage from the airport.
Speaking of suspects, Salah Abdeslam will be extradited to France from Belgium in a few weeks. Reuters reports that the key suspect in November’s Paris attacks will be held in Belgium for additional questioning by investigators.
The New York Times describes one of Brussels attackers, Najim Laachraoui, as a “prized recruit” for the Islamic State. Laachraoui was “an educated European who radicalized all but invisibly, not in prison, but while in the classroom of good schools and university study groups.” His radicalization defies simple explanation. In the wake of the terrorist attacks in Belgium and France, the United Kingdom has announced its intentions to form a counterterrorism hub in continental Europe. The Wall Street Journal shares that “the hub, with officials to be split between Belgium and Turkey, will be the country’s fifth, following similar counterterrorism hubs set up in the Middle East, North Africa, sub-Saharan Africa, and South Asia, according to a U.K. Foreign Office spokeswomen.” The move represents the latest attempt to bolster up defenses amid the recent attacks.
Meanwhile, the Senate passed several measures designed to strengthen airport security, making it the first legislative response since the attacks in Europe. The New York Times reports that “the measures strengthen airport employee vetting, increase use of teams that conduct covert operations to test security systems, and could double the number of visible special security teams that are used to deter threats.” The measures are expected to pass as early as next week.
American airstrikes reportedly killed at least 17 civilians in the southeastern Afghan province of Paktika. However, the New York Times shares that the local officials and elders reports of the civilian casualties “differ from official American and Afghan claims that only militants had been killed.” Allegedly a series of strikes hit a man named Hajji Rozuddin, a local elder, on his way to resolve a tribal dispute. Along with Rozuddin, his bodyguards and seven other people were killed in the first strike. The second strike killed those who gathered to pick up the bodies, and the third hit others who had gathered to see what had happened. Yet, Afghan and U.S. officials stress that only Taliban and al Qaeda targets had been killed in the strikes. The New York Times has more.
NATO is running out of time in Afghanistan, and Lt. Col. Jonathan Chung, the leader of a team of advisers training the Afghan army, knows it. Reuters tells us that “if Washington sticks to its schedule for withdrawing troops, by the time his tour ends in November, the NATO training mission in Afghanistan will be nearing its end, despite local forces struggling to fight in the Taliban insurgency alone.” However, Lt. Col. Chung says that there is still much work to be done.
According to the U.S. Special Inspector General for Afghanistan Reconstruction, efforts to rebuild Afghanistan are in a “perilous state.” CNN reports that the inspector general’s “assessment has its doubters, but he paints a stark picture of security so shaky and roads so dangerous that inspector general staff take helicopters to the airport rather than drive. Contracting can be so shoddy, buildings crumble months after they’re built.” CNN has more on the grim report here.
A Reuters investigation breaks down all the ways the ongoing Saudi-Houthi war in Yemen has strengthened al Qaeda in the Arabian Peninsula, writing that the group “now openly rules a mini-state with a war chest swollen by an estimated $100 million in looted bank deposits and revenue from running the country’s third largest port.” The newswire reports that in the city of Mukalla—al Qaeda’s de facto capital—AQAP fighters “have abolished taxes for local residents, operate speedboats manned by RPG-wielding fighters who impose fees on ship traffic, and make propaganda videos in which they boast about paving roads and stocking hospitals.”
Secretary of State John Kerry has called on Iran to stop its destabilizing behavior and work with its neighbors in the Middle East to end the wars in Yemen and Syria. The Washington Post reports that Secretary Kerry met with his counterparts in the Gulf Cooperation Council, who were all concerned about Iran. Despite the concern from regional allies that Tehran is “as dangerous as ever,” the New York Times tells us that Secretary Kerry insisted that “without nuclear fuel or the ability to produce more, Iran is far less of a threat that it was.”
North Korea “attempted” to test launch a ballistic missile from a submarine on Wednesday. Al Jazeera tells us that according to a website that monitors North Korea, “the submarine sailed towards the East Sea, also known as the Sea of Japan, prompting South Korean intelligence to track the vessel’s movement. But it turned back without firing the missile.” A South Korean admiral indicated that it seemed as though the North Korean submarine encountered a malfunction during the test and decided to end the test launch.
Despite reports of a ceasefire between the two sides in the Azerbaijan and Armenia conflict, violence has continued. Al Jazeera reports that “Azerbaijan says it will stop fighting Armenian-backed separatists over the breakaway Nagorno-Karabakh region after two days of clashes, but the other side denounced Baku’s gesture as hollow and said violence was continuing.” Allegedly, Azerbaijan claims that the separatists have violated the ceasefire 119 times in the last 24 hours.
“‘If you cut from the back of the neck, they die faster,’ said Rahila Amos, a Nigerian grandmother describing the meticulous instruction she received from Boko Haram to become a suicide bomber.” The New York Times has a piece on Boko Haram and how the militant group in West Africa is turning their female captives into terrorists. One officer described it as an “achilles heel” for African security forces, and even humanitarian aid groups are “rethinking how they distribute food, water, and other help,” worried that one of the women could be hiding a bomb.
President Obama is set to nominate Marine Lt. Gen. Thomas Waldhauser to head U.S. Africa Command. The Wall Street Journal writes that Defense Secretary Ash Carter recommended Gen. Waldhauser to the post and the formal nomination by the President is expected to come within the next few weeks. If confirmed, Gen. Waldhauser would become the only Marine officer in one of the military’s top combatant command posts.
Apparently the new secret method that the FBI used to unlock the San Bernardino phone does not work on newer iPhone models. At a conference at Kenyon College in Ohio, Director Comey indicated that “we have a tool that works on a narrow slice of phones.” He added that the technique would not work on the iPhone 5s, 6, and 6s.
Yesterday, the White House denied reports that it had refused to support the Burr-Feinstein encryption bill. The Hill tells us that Deputy Press Secretary Eric Schultz stated “I saw that report and I don’t know what it’s based on. The idea that we are going to withhold support for a bill that’s not introduced yet is inaccurate.” You can read the draft of the bill, which mandates “technical assistance,” here.
President Obama hopes to leave behind a legacy in regards to drone strikes. The Hill reports that the President said he “hoped to leave behind a formalized process for conducting drone strikes and releasing information to the public, a peek into his aspirations to confront an issue over which he has been dogged by human rights advocates.” In his remarks at the University of Chicago yesterday, President Obama acknowledged there was not an “overarching structure” behind the drone program early in his term. Guantanamo Bay is hot on the campaign trail again. New York Times reporter Charlie Savage shares that Republican senatorial campaigns across the country are once more invoking an old formula: raising fears about Guantanamo Bay detainees and President Barack Obama’s plans to shutter the facility and relocate detainees to prisons located inside the United States. Lawfare highlighted the trend a few days ago, highlighting two new pieces of legislation introduced by Senators Kelly Ayotte (R-NH) and Mark Kirk (R-IL).
The Defense Intelligence Agency recently announced the appointment of a new deputy director. Melissa Drisko will assume the role in August. DIA Director Lt. Gen. Vincent Stewart stated that Drisko was “the right choice as partner in leading this agency. She speaks truth to power, unbiased and unblemished—this is the mark of a true leader who is wholeheartedly committed to DIA and to serving our country.”

Belgian police on Friday arrested the two only attackers believed to have survived last month’s bombings in Brussels and the killings in Paris last November, in a major advance towards smashing the terror network that has left the Europe reeling for months. And while the arrests brought a palpable sense of relief to E.U. officials, it also raised worrying questions about how the men managed to evade a Europe-wide dragnet for so long.
Until their arrests in a Brussels suburb on Friday afternoon, the two men—Mohamed Abrini, 31, and 23-year-old Osama Krayem—were Europe’s most wanted fugitives, considered hardened operatives of ISIS, which has claimed responsibility for both the Brussels attacks on March 22, which killed 32 people, and the Paris attacks on November 13, which killed 130. Belgian officials said a total of five people were arrested.
While Belgian police finally had something to celebrate—the force has been heavily criticized for failing to prevent the Brussels attacks—there was no assurance that the network had been dismantled. The fact that the two men were among the few survivors of the attacks in Brussels and Paris—almost every other known attacker blew himself up—has led to speculation among police and E.U. officials about whether they intentionally remained alive, in order to plot further attacks on the continent.
More worrying, the arrest on March 18 of another fugitive Paris attacker, Salah Abdeslam, came just four days before the Brussels attacks. That raised the possibility that Abdeslam’s capture might have triggered or accelerated the Brussels attacks, and whether, by logical extension, the arrests on Friday might could perhaps lead to another attack.
The most important arrest on Friday was Abrini, a Moroccan-origin Belgian from the heavily Muslim Brussels neighborhood of Molenbeek, where the Paris attacks were planned. He was believed to be one of the three suicide attackers who wheeled home-made bombs into a crowded Brussels Airport terminal on March 22; the other two blew themselves up, killing 12 people. Abrini—dressed in a white jacket and hat—either failed to detonate his bomb, or otherwise intended to survive. Security cameras then caught the man—dubbed “the man in the hat” by the media—walking leisurely away from the bloodbath before breaking into a jog as he snaked through Brussels, where he managed to melt into the background for two and a half weeks. Belgium Federal Prosecutor spokesman Thierry Werts told reporters on Friday that “legal actions are continuing very actively” to determine whether Abrini was indeed that third airport attacker, and said his office would share more concrete details on Saturday, after investigators had worked further on the case.
But Abrini’s arrest was certainly a major break for the investigation into the Paris attacks. He has been on the run since those attacks nearly five months ago. Well-known to Belgian police as a long-time drug dealer and petty criminal, Abrini was captured by security cameras at a highway rest station on the way to Paris, two days before the attacks in the French capital, driving Ibrahim and Salah Abdeslam, his childhood friends from Molenbeek. Ibrahim then blew himself up outside a Paris café two days later during the mass shootings-suicide bombings. Salah appeared to have ditched his suicide vest later that night, and made his way back to Brussels, perhaps again with Abrini’s help.
The second man arrested on Friday, Osama Krayem, from Malmo, Sweden, also mysteriously survived the Brussels attacks, this time in the subway station in the center of the city about an hour after the airport attack, where Khalid El-Bakhroui, a Moroccan-Belgian, blew himself up, killing 20 people. Security cameras caught the two men moments before the blast, but Krayem disappeared into the city in the chaotic aftermath. In January 2015, he posted a photograph of himself on Facebook with an automatic weapon and in combat gear, saying he had joined ISIS. “May God protect you soldier,” a friend commented online in Swedish, according to the right-wing Swedish news site Fria Tider.
Having fought with ISIS in Syria, Krayem snuck into Europe amid the mammoth influx of migrants last year, landing on the Greek island of Leros last September. Carrying a false Syrian passport in the name of Naim El-Hamed, he made his way to a refugee center in Germany, where Salah Abdeslam collected him on Oct. 3 and brought him back to Brussels. Two of the suicide bombers in the November attacks in Paris had also made their way into Europe from Syria amid the flotilla of migrant boats.
With Abdeslam, Abrini, and Krayem all now in jail, one of the most urgent questions for police and prosecutors is how the group was able to remain on the run for weeks and months, despite being the targets of Europe’s biggest manhunt in memory. The would-be attackers could offer clues about how much of the terror network remains active in Belgium and France, since they appeared to have tapped into a network of collaborators who hid them during a period of more than four months.
Abrini was seized on the streets of Anderlecht, a southern suburb of Brussels, in an arrest captured by cell-phone video and posted on Facebook. Abdeslam was arrested three weeks ago just a few blocks from his family home in Molenbeek—close the area’s police precinct, which has mounted countless raids in the neighborhood since the Paris attacks.
After the Brussels attacks four days later, Molenbeek Mayor Françoise Schepmans told TIME that she was not surprised that Abdeslam had been captured in the heart of that neighborhood. “There are many people who do not live in the society, but live alongside the society,” said Schepmans, whose executive office overlooks the square on which the Abdeslam brothers had long lived. “So it is easy to hide in the neighborhood.” The question now is how many others might still be hiding.
